Top-level cops negative in surprise drug test
The Philippine National Police top officers — including its chief Police General Benjamin Acorda Jr. — tested negative for illegal drugs in an unannounced on-the-spot drug test at the Camp Crame national headquarters in Quezon City. In a report, the surprise drug test was conducted during the command conference on Friday which was attended by 89 top officials from the Philippine National Police command group, directorial staff, regional directors and national support unit directors. “This surprise drug test underscores the PNP’s unwavering commitment to maintaining the highest standards of professionalism and ethical conduct among its members. It also serves as a clear message that the organization is resolute in its efforts to combat illegal drugs and ensure the integrity of its leadership,” Acorda said in a statement on Sunday. To recall, from 1 January to 31 August 2023, a total of 25 police officers, including sacked Mandaluyong police chief Col. Cesar Gerente, have tested positive in confirmatory drug tests conducted on more than 115,000 personnel. Eight have been dismissed from the service. The drug tests were conducted meticulously and professionally by the Forensic Group to ensure accuracy and fairness. Led by Transportation Undersecretary Cesar B. Chavez, the newly elected officers of the National Defense College of the Philippines Alumni Association Inc. took their oath before Executive Secretary Lucas P. Bersamin on Monday. Chavez, a consistent appointee to various government agencies by seven successive presidents, was elected president of the NDCPAAI for 2023-2025. He is currently Undersecretary for Railways under the Department of Transportation. “Grateful to Executive Secretary Lucas Bersamin for administering our oath in Malacañang this morning as the newly elected officers of the National Defense College of the Philippines Alumni Association Inc.,” Chavez said. “Our association will strive to be more meaningful and relevant for its members and the country. Ukraine war recruiters arrested in Cuba
Cuban authorities have arrested 17 people suspected of recruiting locals and nationals in Russia to fight in Ukraine. Cesar Rodriguez, who is heading the investigation of the trafficking ring, announced the arrest in Havana on national television on Thursday. He said one person was suspected of being an “organizer of these activities” while two others were suspected recruiters. The father of two young men recruited by the alleged ring appeared on state television, saying that one of his sons left Cuba in July while the other is still on the island and is being investigated. Last week, Miami’s America TeVe newspaper published what it described as testimonies from two teenagers who said they had been tricked into working alongside the Russian army on construction sites in Ukraine. Another Cuban man told the media outlet that he had signed up with Moscow’s armed forces hoping to legalize his status in Russia. The Cuban government announced Monday the crackdown on the trafficking ring that was incorporating recruits into the military forces operating in Ukraine. The Attorney General’s Office said judicial authorities were considering charges of “human trafficking, mercenarism (and) hostile acts in a foreign state,” which could carry sentences of up to 30 years in jail, life imprisonment or even the death penalty. MAP denies backing on dismissed MIAA chief
Management Association of the Philippines president, Atty. Benedicta Du-Baladad denied that her group aired its support to the dismissed Manila International Airport Authority, General Manager Cesar Chiong, and MIAA OIC assistant general manager Irene Montalbo, saying that the backing came from some of its members. Besides MAP, the Makati Business Club last week released a statement of support backing Chiong and Montalbo, questioning the decision of Ombudsman Samuel Martires. “Please note that this is not a MAP statement. Nowhere should the statement be attributed to MAP. This is a statement of individual businessmen and professionals who requested us to distribute it to the media,” Baladad told the Daily Tribune. Trabaho Partylist on Wednesday also hit business groups petition urging Ombudsman Martires to reverse the decision dismissing Chiong, stating that it is a clear interference with the independence and investigatory functions of the Ombudsman. “While the 1987 Constitution created the Ombudsman as ‘an independent constitutional body, unfettered by political influence and insulated it from the ebb and tide of political fortunes,’ here comes now a group of businessmen trying to erode the integrity of the office,” Trabaho Partylist Secretary General Atty. Juan Paolo Lorica said. “The decision dismissing Chiong and MIAA OIC assistant general manager Irene Montalbo is clearly supported by evidence. It is unfair for the business sector to even insinuate that the Ombudsman and the panel of investigators did not investigate and decide the case with utmost objectivity,” he added. Lorica pointed out that Martires’ record as Ombudsman has consistently shown he has maintained his independence and that he does not look into the political color of the respondents of the cases being decided by his office. “It must be recalled that Ombudsman Martires caused the withdrawal of the usurpation case that his predecessor has filed against President Noynoy Aquino. And just recently he dismissed from the service the Over-All Deputy Ombudsman for his involvement in the Pharmally case. The Ombudsman exacted justice for the Filipino people even as other government organs failed to do the same,” he said. The Trabaho Partylist Secretary General further stressed that what the business groups are asking is for the Ombudsman to favor Chiong. “Is Chiong the only citizen who can manage the airport efficiently and effectively? Is he the only citizen who is honest for which this government must lean on?” he asked. UK report exposes high number of anonymous property owners
Over two-thirds of properties in the UK held by overseas shell companies still do not publish information about the identity of their owners, according to new research. The report by researchers at the LSE, the University of Warwick and the Centre for Public Data found that law enforcement agencies did not even know the true identities of the owners of 35 percent of the properties. The UK government has previously committed itself to cracking down on anonymous ownership of UK property. Parliament was on Monday due to consider amendments to the Economic Crime Bill, aimed at closing some loopholes, but the LSE said Prime Minister Rishi Sunak's Conservative government was opposing this. "We still don't know who really owns tens of thousands of properties in the UK. The government should act to close these loopholes," said Anna Powell-Smith, director of the Centre for Public Data. The report said the identity of owners was hidden in the cases of 109,000 out of 152,000 properties (over 70 percent) held via overseas companies. The main reason for "missing or inaccessible information" was the use of trusts, accounting for 63 percent, it said. The report also highlighted how shortcomings in the register of owners of UK companies -– known as the PSC register -– could also be allowing corrupt practices. At present, nominees and trustees owning shares are not required to tell UK authorities who they are acting for. The government is opposing an amendment that would bring transparency to these arrangements, the LSE added. "The striking thing is that most of the problems with the register are self-inflicted," said Cesar Poux, research officer at LSE's International Inequalities Institute. "There certainly is some rule-breaking, but most of the problems are because the legislation is flawed." 24 cops test positive for drugs
Philippine National Police chief Gen. Benjamin Acorda Jr. yesterday said erring cops have no place in the organization after 24 officers tested positive for drug use. Of the 24 cops, Col. Cesar Gerente was relieved as chief of the Mandaluyong City Police Office after he tested positive in a random drug test on 24 August. He was the highest ranking of those who tested positive. Acorda said the PNP is reviewing its records to see how this could have happened and what the areas of concern are, especially in the aspect of drug use. Following the incident, the National Capital Region Police Office ordered all 497 personnel of the Mandaluyong City Police Station to submit to a random drug test on 28 August, which all yielded negative results. Meanwhile, two more police officers have tested positive for drug use in three random drug tests since last week. The first test was conducted on 22 August involving 359 police officers at regional headquarters, where one police non-commissioned officer assigned to the NCRPO turned up positive. Another PNCO tested positive out of the 33 Manila Police District personnel subjected to a surprise drug test on 29 August. PNP Forensic Group Director Brig. Gen. Constancio Chinayog Jr. said that 115,000 police personnel from all the PNP offices nationwide underwent random drug testing. Chinayog said administrative charges were immediately filed against the 24 policemen, which may result in their dismissal from the police service.
