Bong Go emphasizes importance of tech-voc in community dev’t
Senator Christopher "Bong" Go expressed his strong support and commendation for the 150 scholars currently enrolled in the Technical Education and Skills Development Authority (TESDA) program in Daet, Camarines Norte. The educational venture was initiated in collaboration with the Philippine Academy of Technical Studies, Inc. (PATS). As part of his support, Go provided them with masks, pens, and shirts on Friday, 20 October, at the MT2 Events Place in Daet, Camarines Norte. Select beneficiaries also received shoes, a cell phone, and balls for basketball and volleyball. In a video message, Go underscored the importance of Technical and Vocational Education and Training (TVET) in the country. He said TVET aims to bridge the skills gap and ensure that all Filipinos, regardless of their economic background, have the opportunity to gain relevant and in-demand skills that will allow them to secure gainful employment and contribute to the country's overall economic growth. “The skills and knowledge you have acquired here will be your foundation for success in your chosen field,” said Go. “Your dedication, hard work, and determination have truly paid off, and you stand as shining examples of the power of education and skill development. Go also filed Senate Bill No. (SBN) 2115, which aims to institutionalize TVET as well as livelihood programs for rehabilitated drug dependents. The bill aims to provide skills training to enhance the employability of former drug dependents and allow them to rebuild their lives and contribute to their communities. “Rehabilitation alone is not enough. By institutionalizing technical-vocational education and training programs, we empower rehabilitated drug dependents with skills for a better future," he said. Meanwhile, as chairperson of the Senate Committee on Health and Demography, Go encouraged those with health concerns to seek the services of the Malasakit Center at the Camarines Norte Provincial Hospital in Daet. Institutionalized in 2019 under Republic Act No. 11463, which Go principally authored and sponsored, the Malasakit Center serves as a one-stop shop aimed at helping indigent patients minimize their medical expenses to the lowest amount possible by collaborating with various agencies offering medical assistance programs. “Sa mga pasyente, lapitan niyo lang ang Malasakit Center dahil para ‘to sa inyo. Bong Go calls on DSWD, concerned agencies to update list of indigent senior citizens
Senator Christopher "Bong" Go emphasized the need to update the list of indigent senior citizens, in accordance with Republic Act No. 11916. The said law also mandates an increase in the pension of indigent senior citizens -- from PHP500 to PHP1,000. RA 11916 or an Act Increasing the Social Pension of Indigent Senior Citizens amended RA 7432, the first Senior Citizens Act. The law was co-authored by Go in the Senate. “This amendment is a step forward in ensuring a better quality of life for our senior citizens. It's crucial that we provide them with the necessary support to live comfortably,” Go said. “Nandiyan na ang batas. Dapat maimplementa ito ng maayos para mapakinabangan ng taumbayan lalo na ng mga matatanda na sakop ng batas na ito. Ibigay dapat ang nararapat sa kanila at huwag patagalin pa,” he stressed. Go then cited Section 6 of RA 11916 which mandates the Department of Social Welfare and Development (DSWD), transitioning later to the National Council for Senior Citizens (NCSC), to annually update and validate the beneficiary list with the aid of the Philippine Statistics Authority (PSA) and the local government units. Go expressed his concern regarding the need to urgently update the list of beneficiaries, as the number of indigent seniors may have increased over time. "It's imperative that we review and promptly update the list of beneficiaries to ensure that the aid reaches the senior citizens who are truly qualified to benefit from the law," Go remarked. Go also co-authored and co-sponsored Senate Bill No. (SBN) 2028, which was principally sponsored by Senator Imee Marcos. The bill aims to provide additional support to individuals who have reached the age of 80 and 90 years old. This proposal amends the Centenarian Act of 2016, acknowledging that not everyone reaches the milestone of a century. He emphasized the cultural significance of caring for the elderly in the country and highlighted the importance of providing them with financial support while they can still benefit from and enjoy it. “Nasa kultura na nating mga Pilipino na alagaan ang ating mga nakakatanda. Around 1,000 attendees were provided with essential goods from Senator Go such as grocery packs, snacks, and shirts while a select recipient likewise received a cellular phone. The participants were also given various forms of assistance from the participating offices to promote the welfare of the elderly. Meanwhile, Go urged senior citizens to utilize the services of Malasakit Centers for medical assistance they might need. Update on Magna Carta for Public Schools Teachers sought
Senator Win Gatchalian on Thursday bared his plan to file a measure that will update the current provisions of the Magna Carta for Public School Teachers, in time for the observance of World Teachers’ Day. In updating Republic Act 4670, Gatchalian revealed that he plans to push for the granting of a special hardship allowance to mobile teachers, including those involved in the Alternative Learning System jobs. The senator also seeks to “protect teachers from out-of-pocket expenses and non-teaching tasks.” He is likewise pushing provisions for teachers’ basic rights and longevity pay. Gatchalian emphasized the need to ensure full implementation of the law, which primarily aimed at improving the living and working conditions of public school teachers. He pointed out that it has been 57 years since RA 4670 was passed, yet some of its provisions have not been fully realized, citing Section 22 of the law, which entitles public school teachers to a free annual physical examination. Gatchalian lamented that while the Department of Education has provided teachers with monetary medical assistance since 2019, he pressed that “there is still no program for the annual check-up of teachers” as mandated by the Magna Carta. In Section 26 of the RA 4670, a retiring teacher should be promoted one rank higher, and the salary of that rank should be the basis for calculating retirement benefits. However, Gatchalian noticed that the current method of computation, being used by the Government Service Insurance System, relies on the average monthly compensation that the employee received during the last 36 months of service prior to retirement. Sara Duterte’s P2.7B confidential expenses as Davao mayor should be probed—Castro
Davao City’s confidential expenses that ballooned to P2.697 billion during Vice President Sara Duterte’s stint as mayor should be probed by the Commission on Audit, a lawmaker said Monday. The call for investigation was prompted by the 2022 report of the CoA, which found that Davao City spent P2.697 billion on confidential expenses between 2016 to 2022, or an average of PP385.3 million per year over the preceding six years. Duterte served as the Davao City mayor from 2016 to 2022 before she assumed the VP post in July of last year. Based on CoA findings, Davao City incurred P144 million of confidential expenses in 2016, which was more than doubled to P293 million in 2017 and further climbed to P420 million in 2018. The city’s confidential fund expenses further grew to P460 million in 2019 and were maintained consistently for the subsequent years of 2020, 2021, and 2022. In an interview on Monday, ACT Teachers Partylist Rep. France Castro, who sought the CoA probe, stressed that the P2.697 billion totality of confidential expenses of Davao City in the previous six years “could have been utilized more effectively to benefit the education sector, specifically by providing much-needed support to teachers.” “We were shocked also [by] the report of the CoA. With this controversy of confidential funds, we are thinking of asking the CoA to investigate,” she said. “The CoA should file an audit observation memo and then ask them to explain maybe the misuse of funds and then file necessary legal action.” She added, “Imagine more than a million a day spent for the confidential funds in a city. I just wonder how it was spent and where it was spent. So, we want the CoA to review if the city government of Davao City led by Vice President Sara Duterte by then really followed the guidelines or the joint circular 2015-01.” The said joint circular outlined by CoA with the Departments of Budget and Management, National Defense, and of the Interior and Local Government, and Governance Commission for GOCCs, contains guidelines on the entitlement, release, use, reporting, and audit of confidential and intelligence funds that are in the General Appropriations Act. Daily Tribune has been asking for Duterte’s comment, but she remained mum on the issue. While Castro admitted that the local government units are entitled to confidential funds for peace and order maintenance, it was “ironic” that Duterte sought allocation of such funds given that she claimed Davao City was “very peaceful, disciplined, and well” during her tenure. "So why is it necessary to have an increasingly confidential fund?" the lawmaker stressed, noting such a fund should be used for other fruitful endeavors. "I remember the time the teachers of Davao City were asking for city allowance, but she did not grant it. Instead, she refused and even got mad with ACT (Alliance of Concerned Teachers) during that time," Castro pointed out. While none in the law limits the amount of confidential funds, the militant lawmaker pointed out that it should be rationalized. A proposed law aimed at imposing a cap and limit on confidential funds, streamlining the allocation of such that would promote transparency and accountability, is currently being crafted, according to Castro. Bong Go bats for health budget increase
In a Committee on Finance hearing on Thursday, 28 September, Senator Christopher "Bong" Go called for an increase in the proposed 2024 budget for the Department of Health in order to ensure proper implementation of the recently enacted Regional Specialty Centers Act, as well as the establishment of more Super Health Centers, and continuing operations of Malasakit Centers nationwide — all aimed at bringing medical services closer to Filipinos in need. Go highlighted the importance of Republic Act No. 11959, known as the Regional Specialty Centers Act. He principally sponsored and is one of the authors of the measure, which was signed into law by President Ferdinand “Bongbong” Marcos Jr. on 24 August. "Masaya po ako na priority din ito ni Pangulong Bongbong Marcos," he said, noting that the act garnered a unanimous 24-0 vote in the Senate. "Lahat ay sumuporta dito dahil na-explain natin ng mabuti na makakatulong talaga ito sa mga kababayan nating mahihirap," he elaborated. This legislation aims to decentralize specialized medical services, making them accessible across all regions. "Nabanggit ko parati na tulad yung mga taga-Zamboanga ay pwede na po sila… may paglalagyan na doon ng Heart Center," he said, emphasizing the hardship people from remote areas face when seeking specialized healthcare in Manila. "Alam naman natin napakahirap pong pumunta dito sa Maynila. Wala silang pamasahe — ‘yung mga pasyente," he continued. On the budgetary front, Go stressed the need for adequate funding to establish the specialty centers under the law. He pointed out that while a more substantial fund is expected for 2025, thanks to other sources such as the Asian Development Bank (ADB) support, the budget for next year must be made sufficient to ensure proper initial implementation of the law. On the other hand, Go continues to advocate for more Super Health Centers which are designed to focus on primary care, consultation, and early detection, further strengthening the healthcare sector in the country, especially in grassroots communities. Free consultations would be handled by municipal health offices, local government units, and the Philippine Health Insurance Corporation (PhilHealth) through its Konsulta program. ”Ito pong Super Health Centers makaka-complement po ito sa programa ng PhilHealth, sa Konsulta package ninyo," he said. Services offered in Super Health Centers include database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray and ultrasound), pharmacy, and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service, oncology centers, physical therapy and rehabilitation centers, and telemedicine. The senator also addressed the need for a comprehensive assessment to ensure there are no personnel shortages and that the Super Health Centers operate effectively. "Tama yung sinabi ni Senator Loren (Legarda) kanina, importante po ay ma-assess nang mabuti para masiguro na hindi magiging... magkakaroon ng kakulangan sa personnel, baka hindi po kayanin ng LGUs," he cautioned. Finally, Go also emphasized the vital role of Malasakit Centers in providing medical financial aid to indigent patients all over the country. "Marami sa mga mahihirap nating kababayan ang umaasa po sa tulong ng gobyerno kapag sila ay na-oospital," he said, urging for the centers' continued efficient operation to benefit the nation's impoverished citizens. Malasakit Centers bring together representatives from the Department of Social Welfare and Development, DOH, PhilHealth, and Philippine Charity Sweepstakes Office. Gatchalian to PhilHealth: Update mental health package
The Philippine Health Insurance Corporation should present an update on the rollout of its package for mental health illnesses, Senator Win Gatchalian said Thursday. Gatchalian cited that PhilHealth earlier planned to roll out its mental health outpatient package in July. The senator flagged the unreleased package despite “the country is facing a pandemic of mental health issues.” To date, Gatchalian said that PhilHealth only offers a P7,800 case rate for confined patients having specific conditions such as dementia, bipolar disorders, schizophrenia, and anxiety disorders. He lamented that the high cost of mental health services makes it inaccessible to many Filipinos to acquire fair mental care. Gatchalian, who chairs the Senate Committee on Basic Education, noted that a cursory search on the internet would point to packages costing up to P43,800. "Sisingilin ko ang PhilHealth sa mental health package dahil nangako sila. Noong una natuwa kami dahil may acknowledgement sila na may problema tayo sa mental health at mababa ang ating package, pero wala namang aksyon na nangyari,” he said. “Sisingilin talaga namin sila dahil nga kung titignan natin yung datos, mahigit 4,000 ang nagpakamatay sa isang taon at 400 ang nagpakamatay mula sa mga paaralan natin kaya talagang may problema tayo pagdating sa mental health," he added. Gatchalian described the increasing deaths of Filipinos due to suicide as logged National Center for Mental Health as “alarming.” In 2019, the NCMH recorded 3,129 calls, of which 325 or 10 percent were suicide-related. In the same year, the Philippine Statistics Authority recorded 2,810 deaths due to suicide. At the height of the COVID-19 pandemic in 2020, the calls to the NCMH related to mental health problems had almost quadrupled to 11,017. While suicide-related calls rose to 15 percent or 1,382. The deaths by suicide almost doubled to 4,892 in the same period. In 2022, the number of calls to the NCMH and deaths by suicide remain high. Out of the 18,011 total calls to the NCMH that year, 6,853 were suicide-related. That same year, the PSA recorded 3,103 deaths by suicide. Gatchalian further emphasized how mental health issues affect learners with 404 learners dying by suicide during the School Year 2021-2022. The Senate recently approved on third and final reading of the Basic Education Mental Health and Well-Being Promotion Act. The proposed measure, which was authored and sponsored by Gatchalian, seeks to institutionalize the School-Based Mental Health Program to promote and ensure the mental health and well-being of learners in public and private basic education institutions. Bong Go renews call for increased health budget
Senator Christopher "Bong" Go, the chairperson of the Senate Committee on Health, emphasized in an interview on Tuesday, 26 September, the urgent need to bolster the Department of Health's budget as the country navigates toward pandemic recovery even amid several existing and emerging public health concerns. "Gaya ng sinabi ko noon, full support ako sa DOH kung ano ang makakatulong sa ating healthcare system," said Go. He recalled the budget deliberations in December 2019 when there were attempts to cut the budget of the Research Institute for Tropical Medicine (RITM) for the year 2020. "Nag-budget hearing noong December 2019, tinapyasan ang proposed budget sa RITM at DOH, di po ako pumayag noon. Dinagdagan pa natin at ibinalik natin ang pondo," he narrated. This decision turned out to be crucial then, as RITM later played a vital role in COVID-19 testing when the pandemic started in 2020. Go noted that the restoration of RITM's budget underscored the importance of adequately funding healthcare institutions, especially in unpredictable times. Go's recollection came at a critical time when the DOH was facing a P10-billion budget cut for 2024. The proposed budget cut would bring DOH's overall budget down to P199.45 billion from P209.62 billion under the General Appropriations Act of 2023. With this, Go argued that the healthcare system needs more, not less, financial support. He then underscored the urgency for increased investment in the public healthcare system. "The more we should invest sa ating healthcare system, dagdagan ang pondo," Go reiterated. "Para sa akin po, dapat suportahan natin na dagdagan ang pondo ng DOH. 'Wag pong bawasan, dagdagan pa po," he stated further. He emphasized that the funds should be used wisely to benefit patients particularly the less fortunate. "Makinabang dapat ang mga pasyente, makinabang po ang mahihirap nating kababayan na walang ibang matakbuhan kundi tayo pong nasa gobyerno," he said. Go said that those who are wealthy have the option to seek medical care in private hospitals, while the less fortunate are left with no other choice but to rely on public healthcare facilities that rely on government funding. "Ito pong mga helpless, mga hopeless nating kababayan, sila ang unahin natin. 'Yung mayayaman naman po, di pupunta sa public hospitals 'yan," he said. Go cited a recent department memorandum signed by Herbosa instructing medical center chiefs to ensure that all patients must be accorded with the available services in Malasakit Centers. Italian PM admits she hoped to do ‘better’ on migration
Italian Prime Minister Giorgia Meloni has admitted she had hoped to do "better" on controlling irregular migration, which has surged since her far-right party won historic elections a year ago. "Clearly we hoped for better on immigration, where we worked so hard," she said in an interview marking the win, broadcast late Saturday on the TG1 channel. "The results are not what we hoped to see. It is certainly a very complex problem, but I'm sure we'll get to the bottom of it." Meloni's post-fascist Brothers of Italy party was elected in large part on a promise to reduce mass migration into Italy. But the number of people arriving on boats from North Africa has instead surged, with more than 130,000 recorded by the interior ministry so far this year -- up from 70,000 in the same period of 2022. After 8,500 people arrived on the tiny island of Lampedusa just three days earlier this month, Meloni demanded the European Union do more to help relieve the pressure. Brussels agreed to intensify existing efforts, and this week said it would start to release money to Tunisia -- from where many of the boats leave -- under a pact aimed at stemming irregular migration from the country. Protection money While interior minister in a previous government in 2019, Salvini blocked several charity ships from disembarking rescued migrants in Italy, a move that saw him prosecuted in Sicily on charges of kidnapping. Since taking office in October, Meloni's government has restricted the activities of the ships, which it accuses of encouraging migrants while vowing to clamp down on people smugglers. It has also sought to boost the repatriation of arrivals ineligible for asylum, including by building new detention centers and extending the time migrants can be held there. It emerged this week it would also be requiring migrants awaiting a decision on asylum to pay a deposit of 5,000 euros or be sent to a detention center, prompting accusations the state was charging "protection money". The center-left Democratic Party said earlier this week that "on immigration, the Italian right has failed". It's rare for a news outlet to dedicate a reporter to one personality, but the publication USA Today has decided Taylor Swift and Beyonce are phenomena requiring their own beats. The recent announcement by Gannett, which owns USA Today, that it was seeking two journalists to cover the biggest names in music as if they were running for president triggered both excitement and eye rolls -- and broader conversation about coverage priorities in an increasingly fragmented and financially precarious news media environment. Gannett, which owns more than 200 daily newspapers, has slashed jobs across local markets over the past several years, laying off six percent of its news division in December. So news of the Tay and Bey positions struck a nerve. "I suppose now is a good time to remind Twitter that I'm the only full-time news reporter left at my newspaper that was sold by Gannett in December," said Brad Vidmar on X, the platform formerly known as Twitter. Vidmar, 41, works for The Hawk Eye, a newspaper in Burlington, Iowa that GateHouse, an investment firm-run publishing company, purchased in late 2016. In 2019 GateHouse acquired Gannett and took its name, becoming the largest newspaper company in the nation -- and one with a reputation for scooping newspapers before curtailing their resources. Gannett resold The Hawk Eye to a family-owned media company in late 2022 -- its staff a skeleton of what it once was. Bong Go provides livelihood support to Guimaras farmers
The Office of Senator Christopher "Bong" assisted farmers in San Lorenzo, Guimaras on Friday, 25 August. Citing the crucial role of farmers in ensuring food security, Go has been consistently pushing for stronger agricultural support systems and infrastructure. He was one of the authors of the measure that became Republic Act No. 11901, expanding the agriculture, fisheries, and rural development financing system. He has also been advocating for other programs to support farmers and fisherfolks in the country, such as the enhancement of the irrigation of farmlands and expansion of the National Rice Program. Go, who is a member of the Senate Committee on Agriculture, co-sponsored and co-authored the Senate, RA 11953, also known as the New Agrarian Emancipation Act. The law will help alleviate the debt burdens of over 600,000 agrarian reform beneficiaries nationwide. Moreover, the senator also filed SBN 2117 which aims to provide full crop insurance coverage for agrarian reform beneficiaries, as well as SBN 2118 which aims to provide better insurance coverage and services to farmers and help mitigate the impact of natural disasters on the agricultural sector, if enacted into law. Earlier, Go also emphasized the importance of improving competitiveness and safeguarding local farmers and industries amid the recently ratified Regional Comprehensive Economic Partnership (RCEP) agreement. CoA calls out Bucor on delayed projects
The Commission on Audit has called out the Bureau of Corrections for failing to closely monitor the implementation of its prison facility projects worth P984.953 million. According to audit findings, the unfinished infrastructure projects were extra jail facilities at all operating prison and penal farms aimed at decongesting the national prisons by providing additional dormitories to accommodate the growing inmate population. The projects, forged in 2019, aimed to provide segregated facilities to reduce jail violence. The projects included building regional prison facilities at the Leyte Regional Prison, and the Iwahig and Davao Prison and Penal Farm. Renovations were also planned at the Correctional Institution for Women, while at the San Ramon Prison and Penal Farm a one-story building was to be constructed. The projects all had a target deadline. On 25 November 2019, the BuCor received a P1-billion Special Allotment Release Order to construct and rehabilitate the prison facilities. However, an audit revealed that as of 31 December, four of the projects remained incomplete, notwithstanding that they had exceeded the extension of completion date. Primary concern Moreover, CoA noted that despite the non-completion of the projects within the agreed period of completion, liquidated damages equal to at least 1/10 of one percent of the cost of the unperformed portion of works for each day of delay were not imposed or deducted from the claims of the contractors, contrary to the Revised Implementing Rules and Regulations of the Government Procurement Reform Act (RA 9184). State auditors pointed out that failure to effectively oversee the infrastructure projects not only resulted in the delay in their completion but also a delay in providing relief for the congestion at BuCor’s prison facilities for persons deprived of liberty. In response, BuCor explained that the chief of the General Services Division constituted the Inspectorate Team for the Design and Build Project of the BuCor Facility — the team responsible for ensuring efficient and effective project monitoring and site assessment validation through ocular site inspections at the corresponding project sites. Now, the officers concerned, including ex-BuCor director general Gerald Bantag, will be held accountable for the variance in the actual site conditions and the approved project documents. Malacañang has instructed all government agencies and local government units to implement the health facility plan to create medical establishments in various communities. Under Memorandum Circular No. 26 signed by Executive Secretary Lucas Bersamin, Malacañang said all government agencies and local government units are required to embrace the Philippine Health Facility Development Plan 2020-2040. This plan mandates that government entities establish health facilities to cater to the healthcare needs of their respective constituents. “In accordance with their respective mandates, all concerned agencies and instrumentalities of the National Government, including government-owned or -controlled corporations, are hereby directed, and all LGUs are hereby encouraged, to undertake efforts in support of the implementation of the PHFDP, and the plans and programs specified therein,” the MC read. MC No. 26 mandates that the Department of Health should collaborate with the Department of the Interior and Local Government to facilitate the distribution and ensure the successful execution of the PHFDP at the local level. Additionally, the DOH is responsible for aiding LGUs in translating the plan into a comprehensive long-term local health facility development strategy, and coordinating with LGUs in devising policies for the establishment of primary care provider networks and health care provider networks. The DOH will closely monitor the implementation of the local health facility development plan and promote the engagement of LGUs in public-private partnerships to address any gaps in the PHFDP. It will have to issue guidelines to effectively carry out the circular, and if necessary, seek assistance from other relevant government agencies and offices in developing these guidelines. “Moreover, the DOH, in collaboration with the Department of Trade and Industry-Board of Investments and the Fiscal Incentives Review Board, shall study, formulate, and implement policies that will encourage both domestic and international enterprises from the private sector to invest in health facilities aimed at addressing gaps in the PHFDP,” the circular furthered. The circular's execution will be funded using the existing allocations of the respective agencies and LGUs. MC No. 26 acknowledged that the DOH formulated the PHFDP to serve as the nation's comprehensive strategy for investing in medical infrastructure, with the ultimate goal of establishing a robust primary care and integrated health system accessible to all Filipinos. The initiative reflects Go’s continuing commitment to assist the most vulnerable communities in the country, particularly barangays where the distribution of government assistance is hampered due to their geographical locations and the existence of local conflicts. “Our goal is not just to address immediate needs, but also to create long-lasting impacts. In Camarines Sur alone, 18 Super Health Centers have been funded for construction in 2022 and 2023. Housed within a specially modified forty-foot container, the community library symbolizes the growth and progress of the Usbong Katutubo Rotary Cultural Village. NHA ground breaks housing for Cotabato quake victims
National Housing Authority General Manager Joeben Tai led the groundbreaking and capsule-laying ceremonies at a project site for earthquake victims in Makilala, Cotabato last Thursday, 13 July. Tai said the project is under the NHA’s Housing Assistance Program for Calamity Victims which is aimed to respond to the housing needs of families affected by calamities like earthquakes, floods, fires, landslides, and typhoons. A total of 1,329 families whose homes were destroyed by a series of 6.1 to 6.9-magnitude earthquakes in Cotabato in the last quarter of 2019 benefitted from the project. The family beneficiaries come from nine barangays of Makilala, namely, Bato, Buenavida, Buhay, Cabilao, Indangan, Luayon, Malabuan, Malasila, and Sto. Niño. Tai shared his sentiments on how devastating it is to be a victim of disasters as it leads to loss of homes, property, communities, and even loved ones. Assuring that the structures built by the NHA are of quality and can withstand up to 7-magnitude earthquakes, Tai further added that under his leadership, “the NHA will continue to partner with other government agencies and the private sector to fulfill the agency’s mandate to provide quality homes and progressive communities for low-income and marginalized Filipino families.” Joining Tai in the ceremonies were NHA Region XII Manager Engr. MIAA reports NAIA passenger volume, flight activity increases
The Manila International Airport Authority has reported that in the first half of this year, passenger volume and flight activity in the Ninoy Aquino International Airport has substantially increased. From January to June 2023, MIAA recorded a combined total of 22,221,933 international and domestic passengers, or a rise of 78 percent over the same period in 2018 and only 8 percent less than pre-pandemic levels in 2019. On the other hand, the number of flight movements was recorded at 135,883, which is 100 percent of flights handled at NAIA during the first half of 2019 and an increase of 42 percent compared to the same period in 2022. Strong indication MIAA Officer-in-Charge Bryan Co said the Authority is pleased to experience these surges in statistics, a strong indication that passengers have regained the confidence to travel again. The double-digit surge in flight movements and passenger volume is enough ground for optimism that the aviation industry is steadily heading toward full recovery. Co added that when comparing the first two quarters of this year, the 11,357,156 passengers who flew from and to NAIA from April to June indicate a 5 percent growth over the 10,864,777 passenger volume in the first quarter. MIAA also saw a two percent uptick in flight movement, with 68,689 flights handled in the second quarter of this year, up from 67,194 flights handled from January to March of this year. Moreover, a close look at this year’s international and domestic figures indicates a notable boost in international passengers in June at 1,752,098, accounting for 82 percent of June 2019’s figures, compared to January’s international foot traffic which is equivalent to 74 percent of January 2019’s tally. Consistent strength Meanwhile, domestic operations in the first half of 2023 demonstrate consistent strength, outperforming the flight movement and passenger volume of the same period in 2019. The acting NAIA chief also said that comforted by the consistent growth in numbers, with airlines introducing new routes, and with new airline players coming in, the MIAA will pursue without let up “our improvement projects, especially those that would highly impact the passenger experience inside and outside of the terminals.” MIAA recently completed its Schedule and Terminal Assignment Rationalisation, or STAR, program aimed at optimising the capacity of the four NAIA terminals. The STAR program entails the reassignment of some international airlines from NAIA Terminal 1 to NAIA Terminal 3 and the moving of all Philippine Airlines international flights to NAIA Terminal 1. This strategy paved the way for confining international flight operations to only NAIA Terminals 1 and 3, while NAIA Terminal 2 became a purely domestic terminal, together with NAIA Terminal 4, which caters to turboprop operations. This also benefitted partner agencies like the Bureau of Immigration, Bureau of Customs, and Bureau of Quarantine, as their NAIA Terminal 2 personnel are now re-deployed to NAIA Terminals 1 and 3, thereby ensuring full manning of their counters in the two terminals. All PAL domestic flights NAIA Terminal 2 now services all domestic flights of PAL, AirAsia Philippines, and Royal Air Philippines, accommodating some 10 million passengers per year, and up from its design capacity of 7.5 million passengers per year. The removal of immigration counters and other infrastructure mandated for international flight operations provided the needed space for unhampered passenger movement inside the terminal. Domestic AirAsia and Royal Air passengers, who account for around 10,000 passengers per day on average, now have more space at NAIA Terminal 2. This change also reduces congestion at NAIA Terminal 4 by 75 percent, providing adequate space for Cebgo, AirSwift and Sunlight Air passengers. STAR program The implementation of the STAR program has brought an increased number of passengers to NAIA Terminal 3, which is why MIAA stayed true to its commitment to the Bureau of Immigration to expand the agency’s work area in the terminal. From the 26 immigration counters at the start of 2023, MIAA has successfully added 18 more counters, placing the number to date at 44 departure immigration counters for NAIA Terminal 3. By the end of 2023, MIAA hopes to further deliver on its commitment to complete the construction of an immigration annex adjacent to BI’s existing location at the departure level. Once in place, an additional 24 counters will become available to service OFWs, senior citizens, differently or specially-abled persons, pregnant women, diplomats, and other passengers needing special handling.
