Comelec gains troops, resources for BSKE
The Commission on Elections on Monday has received additional personnel and resources from the Philippine National Police, Armed Forces of the Philippines, Philippine Coast Guard and the Department of Education ahead of the Barangay and Sangguniang Kabataan Elections slated on 30 October. The ceremonial turnover was held in Camp Crame, Quezon City where over a thousand PNP, AFP and PCG contingents who will be deployed for the conduct of security operations and DepEd personnel who will facilitate the voting were physically present while the others attended virtually. The PNP is set to deploy over 187,000 personnel during the BSKE while the AFP will field more than 117,000 troops and the PCG with over 30,000 personnel. DepEd, on the other hand, said 494,662 personnel will serve as board of election inspectors. The PNP, AFP, PCG as well as the DepEd all committed to the Comelec their full support to ensure a safe, peaceful and clean BSKE 2023. Meantime, the PNP reminded their men to be extra wary on the happenings on the ground to thwart any possible threats in relation to the elections. “To all the personnel who will be deployed to guarantee the success of the BSKE, I offer my heartfelt guidance and support. The United States House of Representatives remained paralyzed Wednesday as the Republican nominee for speaker failed to get enough support in the second voting for the vacant position. Twenty-two Republicans rejected Jim Jordan, two more than in the first voting a day earlier. Jordan’s tally of 199 votes marked the first time in a century that the majority’s nominee had dipped under 200. The lower chamber of Congress has been in a tailspin since Republican speaker Kevin McCarthy was ousted by his party’s far right on 3 October — leaving it unable to address a looming government shutdown or war in the Middle East. “Each day that passes without a speaker of the House is a national security risk,” Jordan supporter and California Republican David Valadao said. Valadao and other colleagues want to push for the limited powers of the current, largely ceremonial caretaker speaker to be expanded, but Jordan’s spokesperson, Russell Dye, told reporters the next round of voting is expected on Thursday. Army installs new chief for reservist, retiree affairs
The Philippine Army installed Col. Arnel Bautista as the new assistant chief of staff for reservist and retiree affairs (OG-9) on Monday. In a ceremonial change of office at the PA Headquarters in Fort Bonifacio, Taguig City, Bautista officially replaced outgoing chief Col. Jaime Datuin, who has been leading the office’s affairs and operations since September 2021. Prior to his new appointment, Bautista served as the Group Commander of the 1st Regional Community Defense Group, Army Reserve Command prior to his new assignment. He also held various leadership positions in the 9th Infantry Division such as the Commandant of the Division Training School, Assistant Chief of Staff for Operations, and Commanding Officer of the 49th Infantry Battalion. Bautista is a member of the Philippine Military Academy "Bantay-Laya" Class 1994. Meanwhile, Datuin graduated from the Armed Forces of the Philippines Officer Candidate School as a member of Class 11-1993. Celebrities graced Valenzuela City’s “Tree of Hope” lighting ceremony over the weekend which also marked the beginning of a three-month-long celebration of the 400th Founding Anniversary of the city. The occasion was held at the Valenzuela City People’s Park with no less than popular Yuletide singer Jose Mari Chan, Patrick Quiroz and Itchyworms spicing up the rites that set the Christmas spirit of the Valenzuelanos. The “Tree of Hope” lighting ceremony is a yearly tradition focusing on a 50-foot tree, along with several decors and installations. It has been long-running since 2004. This year, the lighting ceremony is coupled with another historical commemoration — the kick-off celebration of the 400th founding anniversary of the City of Valenzuela. It is a modern Pinoy Christmas theme bridging the past and future, as a herald to 400 years of history and progress. Mayor WES Gatchalian were joined by SM Supermalls president Steven Tan and CDO Foodsphere Inc. assistant vice president Jason Ong in lighting up the “Tree of Hope” this year. Dedicating the Tree of Hope, the city also welcomed PWD children and teens as the primary beneficiaries for this year. Phl’s Hass avocados now bound to South Korea — DA
The Department of Agriculture - Bureau of Plant Industry (DA-BPI) announced on Monday, that through the National Plant Quarantine Services Division (NPQSD), fresh Hass avocados are now being exported to South Korea. The first batch of avocado export, the DA-BPI said, had a ceremonial send-off at the KTC Port Tibungco, Davao City on 30 September 2023. "It was on September 25, 2009, when the Philippines, through the Bureau of Plant Industry (BPI), officially expressed its intent to export fresh Hass avocado fruits to Korea, responding to the request of Dole Philippines," the DA-BPI said in a press statement. It added that the Department of Animal and Plant Quarantine Agency of the Republic of Korea and DA-BPI reached a historic agreement on 19 June 2023, which came into effect on 8 September this year. "This marks the beginning of a fruitful trade relationship between the two nations as the people of South Korea can finally taste the creamy and nutrient-rich Hass avocados from the Philippines," the DA-BPI said. The initial shipment of 3,040 boxes, with an estimated value of US$48,433, is expected to arrive in Pyongtaek Port, South Korea on 8 October 2023. President Ferdinand R. Marcos Jr. signed into law Republic Act 11962, or the Trabaho Para sa Bayan Act on Wednesday, a landmark measure addressing the challenges plaguing the Philippine labor sector and laying the foundation for sustainable and inclusive development. In a ceremonial signing held at Malacañang, Marcos thanked the Senate and the House of Representatives for the timely passage of the bill, one of his administration’s priority legislative measures. “The Trabaho Para sa Bayan Act is a significant milestone towards our country’s sustainable and inclusive development,” Marcos said. “It will help us solve the various challenges plaguing our labor sector such as low-quality jobs, skills mismatch, and underemployment, among others,” he added. The law also addresses the need to update the skills of Filipino workers and promote the use of digital technologies, particularly for micro, small and medium enterprises. The Trabaho Para sa Bayan Act will establish the Trabaho Para sa Bayan Interagency Council, which will craft a master plan for employment generation and recovery. The council will be chaired by the Director General of the National Economic and Development Authority, or NEDA, and co-chaired by the secretaries of the Department of Trade and Industry and the Department of Labor and Employment, with representatives from other agencies and various sectors. All government agencies, including local government units, were enjoined to cooperate and coordinate with the council to ensure the effective integration of the plan into their policies and programs. Marcos directed the council and all government agencies concerned to fast-track the issuance of the law’s implementing rules and regulations so that workers and stakeholders could immediately benefit from it. He also urged the DoLE and NEDA to harmonize the Labor and Employment Plan 2023-2028 and the Trabaho Para sa Bayan Plan to ensure that all government efforts and resources will be effectively and efficiently managed. Marcos said the government will continue to provide support and other incentives to businesses, especially MSMEs, such as increased access to financing and capital to promote self-reliance and spur employment generation. Under the law, the government will also incentivize employers, industry stakeholders, and private partners to facilitate skills development, technology transfer, and knowledge sharing among businesses and workers. “With this concerted effort, I am confident that we will not only achieve the goals of this law, but we will also realize our vision of Bagong Pilipinas,” Marcos said. The President added that the government knows Filipinos desire decent, stable and dignified jobs. “With the passage of this law, we are opening a new chapter in our country where there will be sufficient and high-quality employment opportunities for everyone,” he said. Balisacan welcomed the passage of the Trabaho Para sa Bayan Act. “We support the Trabaho Para sa Bayan Act as it contributes to the Philippine Development Plan 2023-2028, which aims to increase employability, expand access to employment opportunities, and achieve shared labor market governance,” Balisacan said. “With the passage of the TPB, this will facilitate stronger coordination and partnership among relevant agencies and stakeholders for the efficient implementation of employment programs,” he added. The TPB Plan shall serve as the State’s master plan for employment generation and recovery, aiming to achieve short-term goals and a long-term vision of a “Matatag, Maginhawa, at Panatag na Buhay Para sa Bawat Pilipino.” The latest figures from the Philippine Statistics Authority showed 2.27 million unemployed Filipinos in July of this year. This resulted in a 4.8-percent unemployment rate in July, higher than the 4.5 percent in June. Meanwhile, Senate Majority Leader Joel Villanueva lauded President Marcos for signing the Trabaho Para sa Bayan bill. “I am thankful to President Marcos for his trust and support to me to lead the legislation of this important measure, which is the key to addressing various challenges and creating jobs in the country,” Villanueva said in a statement. "With the passage of the TPB, this will facilitate stronger coordination and partnership among relevant agencies and stakeholders for the efficient implementation of employment programs," Balisacan added.
