Saavedra to appeal dismissal of cases vs Tomas, ex-city officials over Kawit Island deal
CEBU CITY, Philippines – Businessman and whistleblower Crisologo Saavedra is not yet giving up on the criminal and administrative complaints that he filed against former Cebu City Mayor Tomas Osmena and his City Council on the controversial P18 billion Kawit Island deal. Saavedra said he will be filing a petition to ask the Office of the Ombudsman-Visayas to reconsider its earlier decision to dismiss the criminal and administrative complaint that he filed. “I’ll file an MR (motion for reconsideration),” said Saavedra in an interview with CDN Digital. In 2018, Saavedra filed criminal and administrative complaints over the controversial P18 billion Kawit Island deal. The project paved the way for Gokongwei-owned Universal Hotel and Resorts Inc. (UHRI) to establish an integrated casino and resort in the South Road Properties (SRP). But acting Assistant Ombudsman for the Visayas Jane Aguilar, in a 21-page decision promulgated January 27, junked the criminal and administrative cases for ‘lack of substantial evidence’. A copy of the decision was furnished to the media on Oct. 20. Osmeña’s co-respondents in the case were then Councilors Margarita Osmeña, Dave Tumulak, Sisinio Andales, Alvin Arcilla, Eugenio Gabuya Jr., Gerry Guardo, Joy Augustus Young, Mary Ann delos Santos and Franklyn Ong who approved the ordinance that allowed the Gokongwei-owned company to establish an integrated casino and resort in Kawit Island, SRP and UHRI executives Frederick Go, Lance Gokongwei, James Go, Robina Gokongwei-Pe and Patrick Henry Go. Saavedra insisted that Ombudsman-Visayas should look into the technicalities of how the city government awarded the P18-billion project in 2018. He mentioned City Ordinance No. 2154 as his basis, saying that members of the private sector, when entering into joint venture agreements with the government, must meet the “technical and financial qualifications” prescribed by law. “The private participants should have technical and financial capability. I never questioned the financial capability… It is the track record of the corporation, not of the individual offices,” Saavedra added. Subsidiaries of Davao businessmen Dennis Uy resort developer PH Resorts Group Holdings Inc. said it has restructured its indebtedness with China Banking Corp., or Chinabank. The debts were streamlined through the execution of agreements for the sale, leaseback, with option to buyback certain land and improvements of its subsidiaries. The restructuring covers the property of the subsidiaries in Lapu-Lapu City, Mactan, Cebu, with an area of approximately 12.5 hectares, plus improvements. The consideration for the investment and resulting percentage of ownership are still subject to final negotiations by the Parties, which are expected to be completed within 60 days, based on the MoU. P3.1-B bridge loan The restructuring also allows the subsidiaries to repay the P3.1-billion bridge loan facility extended by Chinabank in 2018, while, at the same time, grants them continued possession and use over the property to finish the construction and development of the Emerald Bay Project. In addition, the option to buy back of the restructuring allows the subsidiaries or its nominees to reacquire the properties. Lapulapu Leisure Inc. and Lapulapu Land Corp., the two units of Resorts Group Holdings also signed a memorandum of understanding with Cebu-based property developer AppleOne Properties Inc. EU hits TikTok with big fine over child data
A European Union regulator hit Chinese-owned social media platform TikTok with a 345-million-euro fine over child data breaches on Friday, in the bloc's latest salvo against the business practices of tech titans. The fine, equivalent to $369 million, is the culmination of a two-year inquiry by Ireland's Data Protection Commission (DPC). The Irish watchdog, which plays a key role in policing the EU's strict General Data Protection Regulations, gave TikTok three months "to bring its processing into compliance" with its rules. The DPC in September 2021 began examining TikTok's compliance with GDPR in relation to platform settings and personal data processing for users aged under 18 years old. It also looked at TikTok's age verification measures for persons under 13 and found no infringement, but found the platform did not properly assess the risks to younger people registering on the service. The regulator highlighted in its ruling Friday how children signing up had TikTok accounts set to public by default, meaning anyone could view or comment on their content. It also criticised TikTok's "family pairing" mode, which is designed to link parents' accounts to those of their teenage offspring, but the DPC found the company did not verify parent or guardian status. Ireland is at the centre of the GDPR regime because Dublin hosts the European headquarters of TikTok and the likes of Google, Meta and X, formerly Twitter. In May, the DPC fined Meta a record 1.2 billion euros for transferring EU user data to the United States in breach of a previous court ruling. TikTok, a division of Chinese tech giant ByteDance, is extremely popular among young people with 150 million users in the United States and 134 million in the EU. TikTok 'respectfully disagrees' In response to the fine, TikTok said it "respectfully disagrees" with the verdict and was "evaluating" how to proceed. "The DPC's criticisms are focused on features and settings that were in place three years ago, and that we made changes to well before the investigation even began, such as setting all under 16 accounts to private by default," a TikTok spokesperson told AFP. The platform insists that it closely monitors the age of its users and takes action when needed. TikTok says it deleted almost 17 million accounts worldwide in the first three month of this year due to suspicions that they belonged to people under 13 years old. Earlier this month, the social media giant opened a long-promised data centre in Ireland, as it tries to calm fears in Europe over data privacy. GDPR came into force in 2018 and was the EU's toughest and most famous law on tech, ensuring citizens give consent to the ways in which their data is used. Bring public health services closer
“Health is the greatest of human blessings,” according to Hippocrates, father of Modern Medicine. That is why we continue to make significant strides in improving our health system. The latest of which is the signing into law of the Regional Specialty Centers Act. As the principal sponsor and one of the authors of this measure, I am grateful to President Ferdinand Marcos, Jr., for approving and prioritizing this legislation which will help bring specialized medical care closer to Filipinos in various regions, and hopefully to the most vulnerable groups in grassroots communities. As we aim to make public health more accessible, we must continue such efforts to ensure all Filipinos get the healthcare they deserve. In line with this, the Malasakit Centers we initiated in 2018 have already provided financial medical assistance to more than seven million patients so far. There are 158 Malasakit centers established all over the country through the Malasakit Centers Act of 2019, which I principally authored and sponsored in the Senate. I have also continuously pushed for the establishment of Super Health Centers, which are medium versions of a polyclinic and improved versions of the rural health unit, to make healthcare more accessible to Filipinos even in remote areas. These centers, funded with the help of my fellow legislators and primarily implemented by the Department of Health, shall provide primary health care services in communities that also include consultation, diagnosis, and early detection of diseases. As chair of the Senate Health Committee, I must emphasize the need to bring public health services closer to the people who need them the most. The enactment of the Regional Specialty Centers Act, along with the continuing operations of Malasakit Centers and the establishment of more Super Health Centers nationwide will hopefully bridge this gap and further promote the health and well-being of Filipinos no matter where they are in the country. As a legislator and public servant, I will continue to help improve public service delivery at the grassroots to the best of my capacity so that no Filipino is neglected when it comes to availing government services they need. That is why aside from the health initiatives mentioned above, I also continue to visit communities to deliver assistance, listen to their concerns, and provide solutions to their daily struggles. We were in Laguna on August 25 to inspect the Siniloan Sports Complex which was funded through our efforts as part of our goal as chairperson of the Senate Committee on Sports to promote grassroots sports development and divert our youth from harmful vices like illegal drugs. We then inspected the Isolation Facility of the Infirmary Hospital which we supported during the Duterte administration. We also led the distribution of aid to 500 impoverished residents of Siniloan together with Vice Governor Karen Agapay, Mayor Patrick Go, Vice Mayor Carla Valderrama, and other local officials. Last weekend, I also joined fellow officials and basketball enthusiasts alike in supporting Gilas Pilipinas during the 2023 FIBA World Cup. I commend everyone who took part in ensuring the successful hosting of the FIBA World Cup here in the Philippines. We were invited as a guest speaker on 24 August at the Gender and Development Activity organized by the Provincial Council of Occidental Mindoro. We support these kinds of discussions that aim to promote equal and gender-sensitive leadership. On 23 August, I received the prestigious Apostle Arsenio Ferriol Award of Excellence for Public Service and Governance. I want to express my sincere gratitude to the Pentecostal Missionary Church of Christ (4th Watch) for this very prestigious recognition. With or without an award, I will continue my mission to serve fellow Filipinos, knowing very well that service to the people is service to God. Aside from the awarding ceremony, I also joined them yesterday for their 50th Golden Church Anniversary celebration in New Clark City, Tarlac. I also visited Navotas City on 22 August, together with Mayor John Rey Tiangco and Vice Mayor Tito Sanchez to help 1,000 senior citizens, PWDs, and indigents. We also provided additional support to 1,328 recovering fire victims who were given aid from the National Housing Authority to buy housing materials through their Emergency Housing Assistance Program that we initiated before and continue to support its implementation now. We were also instrumental in the construction of nine public school buildings in Navotas City, some of which we were able to inspect during our visit. My office also continues to assist Filipinos affected by calamities. Among those assisted were typhoon victims in various towns in Cagayan — 500 in Gonzaga; 500 residents in Aparri; 500 in Allacapan; 500 in Pamplona; 500 in Ballesteros; and 500 more in Caoayan, Ilocos Sur. More support was also provided for 35 indigents from different towns of Cotabato Province plus 110 sectoral members in Libungan town; three fire victims of Brgy. Peñaplata in Samal Island; 1,000 residents of Sibalom and almost 250 in Tobias Fornier in Antique; 1,000 beneficiaries in Polomolok, South Cotabato; 66 residents of Malolos Bulacan; 31 residents of General Tinio and 140 more in Gapan, Nueva Ecija. We also extended livelihood support to 14 indigents in Cauayan, Negros Occidental; three farmers in San Lorenzo, Guimaras; and 52 residents of Brgy. Tisa, Cebu City who were previously victims of a fire incident. They were also provided aid through DTI’s Pangkabuhayan sa Pagbangon at Ginhawa (PPG) program, which I pushed for before and continue to support now to boost the livelihood of those affected by various crises. Furthermore, I am also thankful to the President for signing the following into law: Republic Act No. 11961, which I co-authored, amending the National Cultural Heritage Act of 2009, and mandates the creation of a Philippine Registry of Heritage; RA 11958, which I co-authored, that amends RA 6948 to rationalize the disability pension provided to military veterans; and the One Town, One Product Philippines Program, which I authored and co-sponsored, to support the growth of the country’s micro, small, and medium enterprises. While we have accomplished a lot in the past few days in helping those in need and pushing for policies that would uplift the lives of fellow Filipinos, our work must not stop as long as there are more of our kababayans who rely on us for support. Bong Go boosts fire victims’ recovery in Cebu City
Senator Christopher "Bong" Go has remained steadfast in his dedication to assisting disaster victims as shown by his team’s relief operations on Monday, 14 August, to communities affected by fires in Cebu City. Go’s team, in coordination with Mayor Mike Rama, Vice Mayor Raymond Alvin Garcia, and the Department of Trade and Industry (DTI), assisted 103 recovering fire victims gathered at the Atillo Gymnasium in Barangay Punta Princesa. DTI provided livelihood assistance through its Pangkabuhayan sa Pagbangon at Ginhawa (PPG) program which Go pushed for during the Duterte administration and continues to support its implementation in order to boost livelihood recovery of those affected by various crises. In addition to the livelihood support, Go’s team provided shirts and masks to all beneficiaries, and a pair of shoes, a watch, a cellular phone, and balls for basketball to select recipients. “Sa panahon ng kahirapan at pagsubok dulot ng iba't-ibang sakuna, nais namin sa inyo'y magbigay ng pag-asa at tulong na magbibigay daan sa inyong mga pangarap. Go underscored the crucial role of DTI’s PPG program in providing opportunities for sustainable income generation and the agency’s dedication to assisting affected communities in their journey toward recovery and rebuilding their lives. “Palaguin niyo ang inyong negosyo. Kapag lumago ang inyong negosyo, dalhin niyo po ang mga kita sa inyong mga pamilya... mas masarap sa pakiramdam kapag pinagpawisan at pinaghirapan niyo po ang inyong pagnenegosyo,” he added. In a video message, Go highlighted his other efforts to enhance disaster preparedness, response, and recovery strategies on a broader scale. He also asked for support for the passage of Senate Bill No. 188, which aims to establish the Department of Disaster Resilience (DDR). The proposed legislation envisions a new government department led by a cabinet secretary, focusing on comprehensive approaches to strengthen disaster preparedness across the country. The DDR's core areas of concentration include disaster risk reduction, disaster preparedness, response and recovery, and the advancement of resilience. “Mayro’n rin po ako nai-file na Department of Disaster Resilience, ito pong departamento na ito, a cabinet-secretary level na siya po ang makikipag-coordinate bago pa dumating ‘yung bagyo at ilikas po ang mga kababayan natin sa ligtas na lugar at preposition of goods,” Go explained. “Part rin po ito ng trabaho nila ang disaster-related tulad ng sunog. Kapag may lindol, sunog, bagyo at itong pagputok ng bulkan, ilikas na kaagad sa mga ligtas na lugar. Iyan po ang Department of Disaster Resilience at restoration of normalcy kaagad,” he added. As chairperson of the Senate Committee on Health and Demography, Go initiated the Malasakit Centers program in 2018 in Cebu City after he personally witnessed the struggles of financially incapacitated Filipinos in getting medical assistance from the government. It was later institutionalized under Republic Act No. 11463, which he principally sponsored and authored. To date, there are 158 Malasakit Centers, including those at Vicente Sotto Memorial Medical Center (VSMMC), Cebu City Medical Center, and St. Anthony Mother & Child Hospital, that have helped over seven million Filipinos, according to the Department of Health (DOH). Other Malasakit Centers in the province are located at Cebu Provincial Hospital in Carcar City, Lapu-Lapu City District Hospital, Eversley Childs Sanitarium and General Hospital in Mandaue City, and Talisay District Hospital in Talisay City. Moreover, Go said DOH has identified areas to construct Super Health Centers (SHCs) in the province. SHCs were funded to be established in the cities of Bogo, Danao, Lapu-Lapu, and Mandaue; and in the towns of Borbon, Cordova, Moalboal, Samboan, and San Francisco in 2022. This year, more Super Health Centers were funded in the cities of Carcar, Cebu, Talisay, and Toledo; and in the towns of Carmen, Consolacion, Liloan, Medellin, and San Nicolas. An additional SHC will also be established in Danao City. “Ang isang malaking bagay dito ay ang early detection kung may sakit ang isang pasyente. Dahil nasa kanilang komunidad ang SHC, madali na para sa kanya ang magpakonsulta. At kung malalaman agad ang sakit ng isang pasyente, mabibigyan siya ng primary care, malalapatan ng lunas, at lalaki ang tsansa na maka-recover siya sa kanyang sakit,” he explained. SHCs offer database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service; oncology centers; physical therapy and rehabilitation center; and telemedicine. Go, vice chairperson of the Senate Committee on Finance, supported the funding of various projects in the province, including the construction of multipurpose buildings in Barili, Cordova, Ginatilan, Pilar, Tabogon, and Talisay City; improvement of existing roads in Alcantara, Alcoy, Alegria, Asturias, Balamban, Boljoon, Borbon, Carmen, Madrilejos, Malabuyoc, Minglanilla, Moalboal, Pinamungajan, Sibonga, Sogod, Tabogon, Tabuelan, Carcar City and Naga City; improvement of flood mitigation structures in Catmon and Tuburan; installation of street lights in Asturias, Compostela, and Daanbantayan; and acquisition of ambulance units for Madridejos and Naga City. MIAA demonstrates NAIA’s emergency response preparedness at CREX 2023
PASAY CITY — The Manila International Airport Authority (MIAA) showcased its emergency response capability and preparedness during the Crash and Rescue Exercise (CREX) 2023 at the airside premises of Ninoy Aquino International Airport (NAIA) on Friday, 4 August. The successful demonstration of this year’s full-scale simulated emergency CREX allows MIAA to ensure that the prescribed plans, guidelines, and organizational setup of the 8th edition of the NAIA Airport Emergency Plan 2023 adequately and effectively address emergencies occurring at or within the immediate vicinity of the country’s main gateway. “A dependable communication and coordination system is essential for a responsive Airport Emergency Plan (AEP). This exercise puts our communication and coordination system to the test, not only among MIAA offices but also with our external partner agencies,” said MIAA officer-in-charge Bryan Co. “We want to assess primary and secondary responders’ ability to respond to an aircraft crash and the resulting mass casualty event, including rescue and fire suppression, treatment and transport of survivors, and crash site security. The exercise also validates the methods for shifting from an emergency situation to normal airport operations following a potential major incident,” Co added. The scenario for CREX 2023 involved a commercial aircraft bound for Subic, CREX flight #0000, carrying 76 passengers and four crew members, that suffered a left engine malfunction during the take-off run after a flock of domestic pigeons crossing the runway was ingested into the aircraft's number one (left) engine, causing the aircraft to crash. The aircraft lost thrust on its number one engine during take-off. The pilot attempted to abort the take-off, but the aircraft veered off the runway and came to a stop on the western portion. A fire broke out on the left wing. In this mock incident, there were 80 casualties, with 72 survivors and eight deceased. In addition to the standard fire suppression, medical, emergency response, and search and rescue activities, this year's CREX edition featured the activation of Cebu Pacific's Accident Site Go Team, marking the first time MIAA partnered with an airline. “Cebu Pacific prioritizes safety and has established processes when it comes to emergency response. We thank the MIAA for the opportunity for us to train together to help ensure that communication systems are in place in the event of a multi-agency response,” Cebu Pacific President and Chief Commercial Officer Xander Lao said as the airline demonstrated its emergency response, particularly in providing support to victims as well as processing and cross-matching victims and family members. The CREX is held to continuously meet security standards set by the International Civil Aviation Organization (ICAO). In compliance with ICAO’s Suggested and Recommended Practices, the CREX is held every two years, but the full-scale exercise may not be conducted if the airport’s emergency plan was activated. The last full-scale CREX was on 19 October 2017. Several actual aircraft incidents in the succeeding years then brought to the fore MIAA’s emergency response capabilities. In August 2018, a Plan 1 emergency under its Airport Emergency Plan was activated when a Xiamen Air aircraft veered off the main runway while attempting to land during a heavy downpour. Barely two years after, another Plan 1 emergency occurred in March 2020, when a Lion Air medivac flight caught fire while it was rolling for take-off. The most recent involved a Saudia Airlines flight that went off the taxiway onto the grassy portion when its six right landing gears malfunctioned in June 2022. All passengers and crew were immediately evacuated and brought to NAIA Terminal 1. No one was hurt as a result of the incident. NAIA is rated as a Category IX airport, while MIAA’s current rescue and firefighting capability is Category X compliant, making it ready to respond to an airport emergency involving an Airbus A380. With the support of highly skilled fire and rescue personnel, a medical team well trained and experienced in aviation medicine, a fleet of modern firefighting and medical vehicles, pneumatic aircraft lifting systems, and various other rescue equipment, the MIAA Emergency Services department is on par with its counterparts in the region. “As this is a multi-agency response to a simulated emergency, assessment activities will be done after the exercise, where stakeholders are welcome to share their observations and raise comments and suggestions to improve our airport emergency plan and coordination system. Coffee venture expands wings
Homegrown coffee producer Allegro Beverage Corporation, or ABC, will soon bring its brands to Palawan and Legazpi City in Albay to provide more of its imported, industry-preferred espresso machines, brewers, coffee beans, syrups, sauces, and teas. On Monday, ABC unveiled its new Mandaluyong headquarters while announcing its collaboration with UCC Japan, which owns a 65 percent share of UCC Philippines. In 2018, ABC entered a strategic alliance with UCC Japan, the 5th largest coffee company in the world, which now owns majority ABC stake. ABC chief executive officer Yasmin Vasquez said synergy with UCC sets them apart from competitors. “ABC is the only coffee distributor in the Philippines that is backed by a global brand. It is looking into expansion in terms of the types of products we carry, so we are covering it right now with traditional and fully automatic espresso machines. We have premium brewed coffee from Italy, freshly roasted by UCC for us,” she said. Vasquez said they are now selling espresso machines to those who want to have freshly brewed coffee in the comfort of their home, apart from the machines supplied to hotels and coffee shops. “We will try to bring in more home-use equipment and other products that we think meet our goal of being a holistic coffee provider in the country,” she stated. Vasquez said their products are not only seen in restaurants, coffee shops, and hotels in Metro Manila but also in provinces, including Cebu, Davao and Pampanga, while their dealers have branched out in Iloilo, Bohol, Quezon, Laguna, Cavite and in Pangasinan. Synergy with UCC UCC is an integrated family-owned coffee business from plantations, roasting facilities, and product distribution to equipment maintenance services. “UCC Japan is involved in coffee equipment manufacturing in Japan, called Lucky Coffee Machine, as well as involved in coffee manufacturing, coffee shops, and education as it has its own Coffee Academy. On the other hand, UCC Philippines is into manufacturing and creating business-to-business programs and has another company that handles the coffee shops and another company that owns an academy. UCC Philippines is basically duplicating what UCC Japan has been doing,” UCC Philippines president and chief executive officer Hubert Young said. Young said UCC has been “very picky” with franchisees and does not just entertain those franchisees that have a lot of money to spend but do not have a passion for coffee. “Because at the end of the day, it’s the branding of the UCC that I am making sure maintained,” Young maintained. Setting out on a journey towards climate goals
In order to build its climate strategy, Cebu Pacific (CEB) established a cooperation with South Pole, which will aid them towards their environmental goals. Leading climate organization South Pole creates the initiatives and solutions required to empower people all around the world to combat climate change. In support of the United Nations Framework Convention on Climate Change, the International Civil Aviation Organization approved the long-term global aspirational targets of net-zero carbon emissions by 2050 in 2022. The International Air Transport Association (IATA) announced its "Fly Net Zero" promise to achieve net zero emissions by 2050 a year early. "Cebu Pacific supports global aviation’s goal of achieving net-zero carbon emissions by 2050. With South Pole’s guidance and expertise, we will develop a robust plan of action to prioritize interventions for emission hotspots in our operations. This roadmap will consider and fuse together the tangible initiatives that we have already put in place, as well as plans that will contribute towards our aspirations of meeting aviation’s net-zero commitment," said Mike Szucs, Cebu Pacific’s Chief Executive Officer. Szucs added that the engagement with South Pole involves CEB going through the rigorous process of understanding the greenhouse gas (GHG) emissions generated from its operations and setting its near-term and long-term emission reduction pathways. This roadmap will build into CEB’s current decarbonization strategy, which includes its fleet modernization program, fuel efficiency measures, successful integration of sustainable aviation fuel (SAF) into its operations, transition to electric vehicles, and tapping renewable energy, among others. "CEB has been monitoring and reporting its Scope 1 and 2 GHG emissions since 2018. But as with other companies, Scope 3 emissions are a blind spot for Cebu Pacific, and we recognize the complexities in accounting for these emissions. To set a credible emissions reduction pathway, it is essential to have a comprehensive validation of our material emissions. Hence, we are tapping into South Pole’s climate expertise in this area," said Alex Reyes, Chief Strategy Officer, who also leads sustainability in Cebu Pacific. South Pole will support CEB in scoping its activities to identify the relevant Scope 3 emissions from its entire upstream and downstream value chains. Bong Go inspects infra project, aids indigents in Cebu
Senator Christopher “Bong” Go visited Naga City, Cebu on Wednesday, 12 July where he inspected the seawall project and government vehicles that he had advocated funding for as vice chair of the Senate Committee on Finance. He also aided indigent residents of the city. Go has consistently championed the need to support local governments in their efforts to develop and implement infrastructure projects and improve public service delivery for their constituents. Accompanied by local officials, including Congresswoman Rhea Gullas, Governor Gwendolyn Garcia, and Naga City Mayor Valdemar M. Chiong, Go toured the seawall project site, inspected the acquired vehicles, including an ambulance unit and other multipurpose vehicles, and engaged in discussions regarding other opportunities to further help the community. Go also led a relief operation at Barangay Poblacion tennis court. In his address, the senator reiterated the importance of cooperation between national and local government units in pursuing progress and development. Meanwhile, select residents received shoes, shirts, mobile phones, watches, bicycles, and balls for basketball and volleyball. Bong Go helps struggling Bulakeños in Plaridel town
Senator Christopher “Bong” Go, head of the Senate Committee on Health and Demography, continues to promote better access to public health services through the Malasakit Centers program to ensure that more Filipinos, particularly the poor and indigent, get access to medical assistance they need. In a video message during his team’s relief activity in Plaridel, Bulacan, in coordination with Mayor Jocell Aimee Vistan, on Thursday, 6 July, Go encouraged those with health issues to visit Bulacan Medical Center in Malolos City or in Rogaciano M. Mercado Memorial Hospital in Sta. Maria or in Ospital ng Lungsod ng San Jose del Monte where there are Malasakit Centers that will assist them with their medical-related expenses. A brainchild of Go, the Malasakit Center first opened in Cebu in 2018 and was later institutionalized under Republic Act No. 11463, which the senator principally authored and sponsored. The Act mandates all Department of Health-run hospitals, and Philippine General Hospital in Manila City, to establish their own centers to provide convenient access to medical assistance programs offered by the government. Other public hospitals may also establish their own centers provided they meet a standard set of criteria and they can guarantee the sustainability of their operations. The program has so far assisted over seven million Filipinos since its inception in 2018, according to DOH. “Ang target po ng Malasakit Center ay bawasan ang inyong hospital billing to the lowest amount possible. Kaya huwag po kayong mahihiyang lumapit sa Malasakit Center dahil para po yan sa inyo, mga kababayan kong Pilipino. At ngayon po, meron na po tayong 158 na Malasakit Centers sa buong Pilipinas na handang tumulong po sa inyo,” explained Go. “Pera naman ng taumbayan yan. Binabalik lang sa kanila sa pamamagitan ng mabilis at maayos na serbisyo. Kaya basta Pilipino ka, poor and indigent patient ka, qualified ka sa Malasakit Center. Lapitan niyo lang po ang Malasakit Center diyan po sa inyong lugar at tutulungan po kayo sa inyong billing,” he added. Go also highlighted that there will be 15 Super Health Centers in the province which will provide basic health services to Bulakeños. Super Health Centers are medium versions of polyclinics and are bigger than rural health units. The centers offer basic services such as database management, out-patient, birthing, isolation, isolation, diagnostic (laboratory, x-ray, and ultrasound), pharmacy, and ambulatory surgical unit. Zendaya as circus aerialist Anne Wheeler in the 2017 musical drama film The Greatest Showman is truly captivating. But do you know that you can also do her aerial tricks? Well, yes, if you take lessons in aerial arts, which are offered in local studios. Aerial arts is a type of performance in which one or more artists perform aerial dance and acrobatics with the use of an apparatus, such as hoop, silks and hammock as the most common ones. Aerial hoop Aerial hoop (also known as lyra) looks a lot like hula hoop, though made of steel and suspended from an overhead point upon which a performer can do tricks while spinning. Nesh Zamora teaches aerial hoop at Elite Aerial Arts, which she co-owns. She began her aerial arts journey in 2012. She was then engaged to be married and weighed about 138 pounds, so she wanted to slim down to fit nicely into her wedding gown. She “chanced upon” a dance and fitness studio around the Ortigas area, where she discovered pole fitness, dance and eventually, aerial arts. She fell in love with aerial hoop and silks that she continued taking lessons in different studios in Metro Manila and in the United States even after she achieved her ideal weight. “It was a slow start for me,” she recalls. “I needed to psych myself to believe that I can be at par with the other girls in class. Would you believe it took me six sessions to just be able to climb the aerial fabric? There are no shortcuts in learning aerial arts. It is truly for everyone as long as they are willing to put in the work.” Zamora says she started teaching aerial hoop and silks in 2014, after taking “intensive classes from known aerialists in countries like Thailand, Hong Kong and the US.” Today, she also teaches and performs (during parties or corporate events) aerial silks and hammock, as well as less common types like aerial straps, cube, moon and lyrapole. She recommends aerial arts not only for only for its health and health and confidence-boosting benefits but also the friendships formed among students and teachers. “Whatever lifestyle, gender, age and even weight you may have when you enter our studio, you will end your first session knowing that aerial arts is for you.” Tips for new students: 1. Aerial silks Aerial silks (also referred to as tissu, fabric and ribbon) are two long pieces of fabric made of not silks but a blend of polyster-lycra or nylon tricot that measure at least 16 meters each. These fabrics are draped down from a single point, which is then connected on a ceiling or outdoor rig using steel or aluminum hardware. The performer will climb the silks and do different kinds of sequences on them. Lariza Jane E. Cabaltierra is an aerial instructor at Idanceph dance studio and a junior member of the Whiplash Dance Company. In 2014, or merely a year after she learned aerial silks, this former teacher of ballet for kids made the cut in the Hall of Fame of TV5’s Talentadong Pinoy with her stunning performance. Over the years, she’s learned many other apparatuses, such as hoop, hammock, chandelier, moon and helix. She says not to believe in misconceptions that aerial arts is only for women who are young, strong and have a dance background. “It’s a step-by-step process. Kate Cometa teaches aerial hammock at Beast House Pole and Aerial Dance Studio. She discovered aerial arts in 2016, when, as she tells it, “life had me all kinds of confused,” especially in her relationships and career choices, while suffering from insomnia and anxiety. “When I started in aerial silks, I looked more like a flailing sausage than a graceful aerialist. For two whole months, I couldn’t even manage a simple invert.” But she didn’t give up and even became “obsessed” with aerial arts, not minding “spending all my money on class cards and super cool aerial outfits.” She then joined her first recital and realized that it wasn’t just a hobby but already her “heart and soul.” She also ventured into hoop and silks, and even outside her comfort zone with pole dance. In 2018, she started teaching aerial hammock and joined her first competition, the Philippine Aerial Cup, in the amateur women pole division. “The most important thing is to allow yourself to be a beginner and fully enjoy the class,” Cometa points out. “There’s no need to worry about your fitness background or any preconceived notion. Everyone is welcome. It’s an inclusive community that embraces diversity and celebrates the uniqueness of each individual.” Tips to new students: 1. Listen to your teacher and truly know your body parts, both left and right. It may sound simple, but you’d be surprised how often we forget those essential details when we’re hanging in the air. 2. Approach your aerial journey with an open heart that is ready to accept new things, embrace challenges and love every step of the process. Prioritize the poor, bring gov’t services closer to needy
For many of our fellow Filipinos who can barely afford their daily expenses, getting treated in a hospital is oftentimes a burdensome choice that they resort to only if it is a matter of life and death. Usually, our struggling kababayans choose to endure their illness for fear of falling deeper into debt due to huge hospital bills, medicines and other expenses. And by this time, an ordinary disease has already become a serious medical condition. Their plight is what inspired us to initiate the Malasakit Centers program in 2018 which provides one-stop shops where our indigent patients may more conveniently access medical assistance from the government. By bringing together programs of various government agencies under one roof, such as the Department of Health, Department of Social Welfare and Development, Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office, the centers streamline the process of availing medical assistance. I have been appealing to officials and workers in the health sector to prioritize the needs of the poor, especially in public health facilities since these patients have nowhere else to turn to but to seek the help of their government. I also appeal to all hospital staff to be patient and compassionate in guiding Filipinos, particularly the poor, so that they can properly have access to the services offered by our public hospitals and from the medical assistance programs available in any of our 158 Malasakit Centers nationwide. That is why as Chairperson of the Senate Committee on Health and as the principal author and sponsor of the Malasakit Centers Act of 2019, I make time to personally check on the operations of our Malasakit Centers across the country, in addition to attending the groundbreaking of Super Health Centers and leading our usual relief distributions for Filipinos in need. On 16 June, I conducted a monitoring visit to two Malasakit Centers in Leyte, where I was honored to be declared as an adopted son of the province through Resolution 2020-337 passed on 24 April 2020 and formally granted on 16 June by the provincial government. During the visit, I recognized the efforts of Governor Carlos Jericho “Icot” Petilla, Baybay City Mayor Jose Carlos “Boying” Cari and Vice Mayor Ernesto Butawan, Vice Governor Sandy Javier, Cong. Carl Cari, Cong. Karen Javier, Board Member Carlo Loreto, and other officials for their commitment to bringing government services closer to their constituents. I also visited the Malasakit Center at Baybay City Immaculate Conception Hospital where we assisted 30 out-patients, 140 in-patients, and 192 front liners, while the DSWD extended financial aid to qualified in-patients. We likewise inspected the Super Health Center and the new boardwalk in the city which I supported to help the community. I then checked on the operations of the Malasakit Center at Ormoc District Hospital in Ormoc City. We also assisted 283 patients and 211 front liners in the hospital, while 133 qualified inpatients received additional assistance from the DSWD. Following this, I led a relief operation for 1,065 struggling residents in the city and attended the ribbon-cutting of the newly constructed pentathlon facility with a dedicated fencing hall, among others — a project I supported as Vice Chairperson of the Senate Committee on Finance and as Chair of the Senate Committee on Sports, together with the local government led by Cong. Richard Gomez and Mayor Lucy Torres-Gomez. Earlier that week, I was in Davao del Norte to participate in the celebration of the first anniversary of an insurgency-free Davao del Norte led by Gov. Edwin Jubahib, held in Tagum City on 13 June. I also personally spearheaded a relief operation for 1,500 struggling residents in the city. Simultaneously, we provided more support to the community in partnership with the Department of Labor and Employment which held an orientation for temporary employment to 721 individuals. Following this, I visited the town of Carmen with Mayor Leony Bahague to witness the groundbreaking of its Super Health Center and provide aid to 1,666 more indigents. On 15 June, I was in Quezon City with my team to witness the inauguration of two multipurpose buildings in Barangays Commonwealth and Payatas which I also supported for funding together with Councilor Mikey Belmonte. We likewise aided a thousand indigents in the city with Mayor Joy Belmonte. We then headed to Marikina City to assist 3,000 more struggling residents from Marikina City and the towns of San Mateo and Rodriguez, Rizal, together with Congresswoman Maan Teodoro and Mayor Marcy Teodoro; as well as the local officials from both towns in Rizal, such as Rodriguez Mayor Ronnie Evangelista and San Mateo Mayor Bartolome “Omie” Rivera Jr., among others. We also visited North Cotabato on 17 June, where we celebrated the 54th Araw ng Alamada led by Mayor Jesus Sacdalan and Cong. Joel Sacdalan and helped 840 farmers and 1,500 struggling residents in the town before going to Matalam to witness aspiring athletes in the Serbisyong Totoo Basketball Sports Clinic and to lead another distribution activity for 1,318 more residents from various sectors together with Gov. Lala Taliño-Mendoza. Across the country, my team aided indigent families and various sectors, including 136 in Samal, 33 in Balanga, and 82 in Limay, Bataan; 990 in Tagudin, Ilocos Sur; 150 in Damulog, Bukidnon; 350 in Iligan City; 100 in Tubod, Lanao del Norte; 550 in Malinao and Sto. Domingo, Albay; and two fire-hit households in Carcar City, Cebu. My team also attended the groundbreaking of the Super Health Center in Tiguma, Pagadian City. It is the fundamental right of every Filipino to receive proper medical care and social assistance from our government. I hope that with compassion for our struggling kababayans and the persistence to help uplift their lives, we can collectively ensure that the poor and most needy are not neglected as we continue our pursuit for progress and development.
