DENR begins crackdown on illegal lead smelters
The Department of Environment and Natural Resources reported Thursday that it has started its crackdown on illegal recyclers of used lead acid batteries as directed by Malacanang, following reports of harmful and unregulated smelting of lead in several provinces. DENR Assistant Secretary for Field Operations Gilbert C. Gonzales said his office has already coordinated with the regional offices concerning operations of illegal lead smelters that are treating ULABs, while the Environmental Management Bureau has also directed its regional offices to conduct surveillance and monitoring in their respective areas of responsibility. Gonzales said this was in response to the order of the Office of the President to the agency to look into the report of Federation of Philippine Industries Chairman Jesus L. Arranza that illegal lead smelters are now operating without the necessary government permits in Valenzuela, Bulacan, Pampanga, Tarlac, Cavite, Cebu, Bacolod, and Davao. Gonzales added that ULAB recyclers and lead smelters need to secure the “necessary environmental permits such as an environmental compliance certificate, discharge permit, permit to operate, and registration certificate as a treatment, storage, and disposal facility.” With this, the EMB has vowed to immediately conduct: Field verification of ULAB processing facilities to validate compliance, as well as saturation drives to identify individuals and establishments engaged in the illegal processing of ULABs; Enhanced information education campaign to encourage the public to report illegal ULAB processing activities; Intensified monitoring of junk shop operations engaged in the trade of ULABs in coordination with local government units; and exploration of potential collaboration with accredited ULAB treaters for the establishment of an incentives program for the general public who will be able to provide credible information that will lead to the successful identification of individuals and establishments engaging in illegal processing of ULABs. Arranza commended lawyer Rodolfo John Robert C. Palattao IV, Undersecretary for Legal and Monitoring at the Office of the President, and the DENR’s EMB and Field Operations for their immediate action in addressing the problem. “We at the FPI are confident that with the directive from Malacanang and swift action from the DENR, we will start seeing in the coming days successful raids and closures of these illegal ULAB recyclers and lead smelters, as well as the prosecution of their operators. We will now coordinate with them so we can provide any assistance that they will necessary,” Arranza said. He disclosed that the FPI was provided with photos and videos showing how these illegal lead smelters are operating facilities that are shabby and ill-equipped to be able to handle the hazardous materials where they are deriving their secondary lead. Artefino: Empowering Women Artisans in the Countryside
All it took to start the trailblazing Artefino were five ladies of passion and commitment, three of whom, joined us in a special episode of PairFect, the online show of the DAILY TRIBUNE. [gallery columns="4" size="full" ids="176285,176284,176283,176282"] These ladies are achievers in their own right and have been at the forefront of causes that have continuously benefited the society. Mita Rufino has been the top honcho of the Filipino Heritage Festival which has been going on for 20 years. Maritess Pineda was president of the number one Zonta chapter in this part of the country and region, Zonta Club of Makati and Environs. For the longest time, she was engaged in the export business and was active with the Center for International Trade Expositions and Missions, the export promotion arm of the Philippine Department of Trade and Industry. Cedie Vargas heads the Lopez Group Foundation and is the executive director of the Lopez Museum and Library. Here follows our interesting exchange. DAILY TRIBUNE (DT): Tell us about your personal passions outside of Artefino. What else keeps you occupied. Mita: I’m with the Filipino Heritage Festival. We work with the National Commission for Culture and the Arts. We have our programs and events throughout the Philippines. Our main objective is to bring awareness of our cultural heritage to the whole country if we can. One of our major projects is the Youth Forum participated in by around 60 young students. Last May, we had it in Negros Occidental and we had six cities that joined in. We are trying to make them aware about the different heritage and all forms of cultural heritage, tangible or intangible, in their own areas. We get reports now from them and we discuss how we are going to help them out. This is something which I feel is going to be quite interesting for the youth. We will be 20 years old next year. We’re hoping to go to Ilocos. We would also like to work with Artefino because Artefino is part of our heritage. For next year, another project will focus on our local trees, indigenous hardwood and local. We’re working with the Metropolitan Museum for that one. And, of course, I am active in church and with the Zonta. My time is really full from morning to evening. Sometimes I just ask myself, “Wow, what will I do now? I have to report this, I have to report that.” That’s what’s keeping me quite busy. Maritess: I think what has helped me a lot in doing my share in Artefino is the fact that I was 20 years with CITEM. In the beginning when we were starting in my export business, I would ask the support of CITEM. It gave me a very good perspective of how it is to come up with fairs like this. We used to do it here and abroad. I was 20 years in export and I was part of the board of CITEM for quite a number of years. I was among the pioneers during the time of Mina Gabor, who was the one who trained me. She was the one who trained me how to give a talk to 3,000 women and producers from Bacolod. I refused at first but they said, “No, you will just talk to a few people in a small room.” So, I agree but, at the CCP, I found out there were 3,000 women. Sabi ko doon sa asawa ko, “You stay at the back. Then you will be the only one I will look at and no one else.” I really picked up a lot of things from Mina. She really made our handicraft industry very strong. And because of that, I was able to bring that know-how into this fair. Other than that, I’m very active in the arts. I have been a collector since 1972. That’s my passion. Also, being the granddaughter of Amang Rodriguez, serving the community is really part of my DNA. It is really second nature for us, we in the Artefino, to do anything we could to empower women and their communities so that they could be self-sufficient by putting up their own social enterprises. Something that would inspire their children to follow suit and not leave their parents’ and grandparents’ crafts for another profession or livelihood. Cedie: I think the best way to describe me is just like an arts and culture advocate. And that sort of ties everything that I do whether it’s in the media or the Lopez group foundation including the Lopez Museum and Library and other foundations outside of the Lopez Group. But what excites me is when I can tie all these together into a few projects. One of the bigger advocacies of the Lopez Group is environmentalism. Whether you’re saving the marine reefs or mangroves or saving the trees. They intertwine and it’s exciting when you are able to create a project that will marry all your different advocacies. You know, you have passion, you have commitment in what you are doing. DT: Tell us about your family lives. Are you mothers? Are you grandmothers? Are you single? Mita: I am single now. I just lost my husband two and a half years ago. I have four kids. Three girls, two of them in London, and one boy. My daughter, Maritoni, is a ballerina and she teaches ballet. My son, Chino, anchors a sport show and he promotes motorcycles. Maritess: I have four children. One is abroad working in hotels. And three of them are here. I already have three grandchildren and two great-grandchildren. Now that they’re all grown up. I have time for all these things. I’m free to do what I want. Cedie: I’m a mother. I’m a grandmother. I have four children and four grandchildren. By the end of the year, I will have six grandchildren. I think what I’m trying to define now is my role as a grandmother. I involve my children and even my grandchildren in this advocacy that I have. Whatever it is that I strongly believe in, I try to expose them to that. Two of my children are with the Lopez group. DT: Can you tell us about someone, a craftswoman, you have empowered? Maritess: We can tell you that we started our first grantee, Sarah Juan, for our Artefino Foundation. Mita: We helped this one designer because she is really good. Cedie: And enterprising. Mita: She works with the community in Davao. Mita: She was our first beneficiary. They were able to come up with a line-up of jackets that were beaded and that sold very well in Artefino. She has two stores now — one in Rockwell and the other in Greenbelt. Cedie: A lot of our brand partners have amazing stories. That’s what interested us in them. That’s why we put up Artefino and the Artefino Foundation because of their amazing stories. DT: It turned out there are a lot of creative Filipinos. Cedie: Yeah. They just need that extra push. Yeah. DT: This year, who will Artefino benefit? Maritess: Well, like we have Anya Lim. She’s from Cebu. Actually, we visited the place. We visited the area, her community and we saw how the ladies, mostly elders, work and help one another. Mita: That particular lady, said to me, “Ma’am, now I can buy a TV because I have already sent my apos to school. Now it’s for me naman to have a television.” Cedie: They are trying to teach us how to weave. We tried. It’s so hard. Mita: It’s a great workout, though. Maritess: Kailangan ng great coordination, eh. Kamay at paa. Mita: You have to move with the rhythm of the loom. Maritess: It was very nice talking with them because they were really telling us their whole stories. Cedie: They were sharing as mothers. They invited us to go back. Maritess: Kasi they were able to send their children and grandchildren to school. So, malaking bagay, 'di ba? Now that the children know that they could earn on weaving, they are willing to learn the trade. Mita: What we’re hearing in different places is that even the men, when they come home in the evening, help out also. Cedie: You know, the men have actually strong hands. The weaves are tighter. DT: What makes this edition of Artefino special? Mita: We are into reused, recycled and repurposed products. Actually, the original person who did all these years ago was Patis Tesoro. She was the epitome of all this without calling it repurpose or recycle. Basta she would pick up any kind of material. Puwedeng kurtina, puwedeng mantel. She would put it together, buburdahan niya. And because of that, we decided to feature her here as the Ms. Patis Tesoro. DT: Thank you very much. It has been our pleasure. DENR supports ‘million trees’ program of DepEd
The Department of Environment and Natural Resources on Sunday said it has committed to fully supporting the tree-planting component of the recently launched “PagbaBAGo: A Million Learners and Trees” program of the Office of the Vice President (OVP) and the Department of Education (DedEd). The five-year program aims to provide students with one million bags containing school supplies and dental kits, planting one million trees for environmental sustainability, and promoting family planning among parents. Vice President Sara Duterte kicked off the program at the Mandaue City Sports Complex on May 27. Simultaneous tree-planting activities were also held across 11 regions in the country in support of the program’s aim to plant one million trees by 2028. A total of 7,800 trees were planted during the program launch, with the DENR providing most of the seedlings used for the nationwide activity. Almost 7,500 of the planted trees were planted in the Zamboanga Peninsula, with 5,000 of which are mangroves. In the other regions, seedlings were turned over in ceremonial activities marking the launch of the program, as the actual tree planting was scheduled at a later date due to El Niño occurrence. Along with the turnover and distribution of seedlings from the DENR, bags with school supplies and dental kits for students were distributed by the DepEd to elementary students. The DENR’s participation in the program is covered by a memorandum of agreement (MOA) it entered into with the OVP and DepEd, with the OVP taking the lead in monitoring its implementation. It is also the OVP’s form of participation in the government’s National Greening Program (NGP). Under the MOA, the OVP will provide logistical support and resources including procurement of seedlings necessary for the planting, maintenance and protection of the trees. The DepEd, on the other hand, will identify potential planting sites within school premises, provide the warm bodies during planting, and promote national awareness among students on the importance of NGP. Meanwhile, the DENR—through its regional and field offices—will assist in the identification of suitable sites and appropriate species for planting activities. It may also engage the service or participation of people’s organizations or the community to aid in the production of seedlings and other planting materials, as well as in protecting seedlings planted outside school premises. The MOA will remain in effect until June 30, 2028, or until the program’s objectives have been met. Aside from Cebu and Zamboanga provinces, kickoff activities were also held in the cities of Manila, Dagupan, Lipa, Legazpi, Bacolod, Tacloban and Davao; Santo Tomas town in Isabela province; and the Caraga region. PCSO props OVP med aid program
The Office of the Vice President and the Philippine Charity Sweepstakes Office on Thursday signed a memorandum of agreement for supplemental funding to support the OVP’s Medical Assistance Program amounting to P10 million. The grant was provided by the PCSO through its “Operational Guidelines on the Supplemental Funding Assistance for the Medical Assistance Program of the OVP” through Board Resolution M-0087. The MoA was signed by OVP Chief of Staff and Undersecretary Zuleika Lopez and PCSO General Manager Melquiades Robles, which was witnessed by Vice President Sara Duterte and PCSO members and officials at the OVP Central Office in Quezon City. The grant will be used by the OVP for the sole purpose of providing assistance for healthcare services to clients under the MAP covering hospital bills, dialysis treatment, medicines, laboratory and diagnostic procedures, implants and other medical and assistive devices, chemotherapy, brachytherapy, radiation, physical, speech, and occupational therapy. From July 2021 to July 2022, the Medical and Burial Assistance program has already served 82,353 beneficiaries and processed the amount of P764,802,065. The aid can be accessed through the OVP Central Office, OVP Extension Offices in Lipa, Batangas, and Tondo, Manila, and 10 OVP satellite offices in the cities of Davao, Zamboanga, Cotabato, Surigao, Cebu, Bacolod, Tacloban, Isabela, Dagupan and Legazpi. The OVP has a total of 756 partners, composed of public and private hospitals, and dialysis centers nationwide. Angeles residents evacuated amid ‘Egay’
Angeles City, Pampanga — The local government here on Tuesday ordered the preemptive evacuation of residents living near riverbanks and creeks as part of its preparations for the coming super typhoon “Egay.” Angeles City Mayor Carmelo Lazatin Jr. said that he instructed Angeles City Disaster Risk Reduction and Management Officer chief Rudy Simeon and City Engineer Donato Dizon to lead the evacuation, stressing that it is better to be alert and prepared before any disaster happens. He also assured that in the event of an emergency, the city government — through the ACDRRMO and CEO — is ready to respond to any rescue, evacuation and clearing operations. According to Simeon, the ACDRRMO is closely monitoring the major river channels in Angeles City, the Abacan River and Sapang Balen Creek and as of the moment, no incident of overflowing and soil erosion on both sides of the riverbanks and creeks were reported. Waterflows in Sapang Balen creek and Abacan River, on the other hand, are still under normal condition. The ACDRRMO is in continuous coordination with the 33 Barangay Disaster Risk Reduction and Management Councils for any alerts in case of typhoon “Egay’s” onslaught. Meanwhile, Dizon said that his roving teams are ready to clear roads from any obstructions. Lazatin, meantime, wants to ensure everyone’s safety in the event of emergencies like strong winds toppling down certain obstructions. In other developments, at least 480 passengers are stranded in two ports of Western Visayas following the cancellation of trips due to super typhoon “Egay” and the southwest monsoon on Tuesday. Data from the Coast Guard District Western Visayas showed that 165 passengers bound for Tabuelan, Cebu were stranded at the Barcelona port in Escalante, Negros Occidental while 315 others bound for Mindoro, Romblon, and Batangas were stuck at the Caticlan Jetty port in Malay, Aklan. Canceled trips included those from ports of Estancia, Iloilo going to Sicogon/Gigantes Island; Concepcion to Tambaliza, Igbon, and Malangabang; Bancal in Carles to Gigantes Island, all in Iloilo and Ajuy port going to EB Magalona in Negros Occidental. Trips from the port of San Carlos City in Negros Occidental going to Toledo, Cebu were also suspended. The Montenegro Shipping Lines canceled its trips from Lapuz wharf going to Guimaras. Trips from Iloilo City to Bacolod City via Ocean Jet and Weesam Express were canceled except for the latter’s 11:30 a.m. schedule. 31 SM job fairs draw over 21,000 applicants nationwide
More than 21,000 work applicants lined up for employment opportunities during the recent job fairs held in 31 SM malls. A job applicant looks for an employment vacancy at the Job Fair in SM City Cauayan last 12 June. The SM Supermalls Job Fair is a partnership between the Department of Labor and Employment (DOLE), the Public Employment Service Office (PESO), and the Local Government Units (LGUs). It attracted 1,190 companies and 21, 723 total event registrants. Employment seekers join the Job Fair at the recently-opened SM City Bataan. The job fairs provided venues for employment seekers and supported the government to provide work opportunities, as well as reducing unemployment in the country. The nationwide events kicked off last June 9 at SM City Tanza while on 11 June, it took place at SM City Rosales. Converge unveils free T4 fiber link
Travelers using the Ninoy Aquino International Airport Terminal 4 can start using the one-gigabit-per-second fiber connection that Converge ICT Solutions Inc. launched on Tuesday. Through the Converge Free Public Wifi, passengers can surf the internet for free for two hours. “Internet connectivity is among the top complaints of travelers when it comes to airport amenities. We want to do our part in enhancing the Philippines’ image and reputation to foreign and domestic travelers through this connectivity project,” Converge CEO and co-founder Dennis Anthony Uy said. “Local and international travelers can maximize our fiber-fast connection, especially in digitally-supported processes in checking in and boarding, or even just surfing while waiting for departure or upon their arrival,” Uy added. DoTr MoA signed For Transportation Secretary Jaime Bautista, Converge’s project will help deliver top-notch connectivity solutions to stakeholders. Converge formalized the project through a Memorandum of Agreement or MoA with the Department of Transportation and airport operators last year. NAIA Terminal 4 is the first terminal to be launched in the project under the deal, but Converge reiterated that the project will also be rolled out to all terminals of nine other airports. These areas were: Francisco Bangoy International Airport /Davao International Airport, Mactan-Cebu International Airport, Ninoy Aquino International Airport, Bacolod-Silay Airport, Iloilo International Airport, Laoag International Airport, Pagadian Airport, Tacloban Airport and Zamboanga International Airport. Government data showed that some 1.7 million international passengers traveled through NAIA in April — with 9,089 flight movements. Combined with figures for domestic flights, NAIA registered a total of 3.7 million passengers, and 22,816 flights in that same month. Presently, Converge has a fiber-to-the-home network with over 646,000 kilometers of fiber assets, with 15.9 million households covered. BPO group sets $59-B growth goal
The Contact Center Association of the Philippines, made up of more than 150 business process and outsourcing companies, has pegged its growth target for the industry to reach $59 billion by 2028, given the continuous development in the sector, particularly the enduring embrace of digitization. In a press conference on Tuesday at the Peninsula Manila, CCAP managing director Rosario Cajucom-Bradbury said of the revenue target of $59 billion by 2028 — about $49 billion of which is expected from CCAP-member companies. The sector has posted actual revenue of $27 billion in 2022, which accounts for 84 percent of the total revenue of the IT-BPM industry ($32 billion). The aggressive target is part of the 2028 IT-BPM Roadmap, which was launched in the third quarter of 2022, coinciding with the start of the administration of President Ferdinand Marcos Jr. It also sets a target of 2.5 million full-time employees (2.3 million to be accounted for by CCAP-member firms) and a 40 percent countryside expansion. The aggressive target is part of the 2028 IT-BPM Roadmap, which was launched in the third quarter of 2022, coinciding with the start of the administration of President Ferdinand Marcos Jr. In 2022, the contact center sector employed 1.4 million individuals, which is 87 percent of the 1.6 million total employment of the local IT-BPM industry. AirAsia’s Tony Fernandes optimistic about tourism
Capital A chief executive officer Tan Sri Tony Fernandes is prepared to hasten the tourism industry’s recovery and attract more foreign investments to the Philippines. The AirAsia owner said more customers are switching from more expensive to less expensive products and doing shorter trips as a result of flying across the Pacific. In the Philippines, connectivity has always been essential for meeting domestic requirements and facilitating travel within the region. Through AirAsia’s centers in Manila and Cebu, the Philippines initially developed linkages with a number of Asian nations, including Japan, South Korea, Thailand, Taiwan and Malaysia.
