‘Dapat maging mas handa tayo’ — Bong Go backs healthcare-related bills
Senator Christopher "Bong" Go expressed in an interview on Thursday, September 21, after attending the groundbreaking for the Super Health Center in San Mateo, Rizal, his full support for the establishment of the National Disease Prevention Management Authority, Medical Reserve Corps, and the Virology Institute of the Philippines. The measures were discussed during the third Legislative-Executive Development Advisory Council (LEDAC) meeting. When asked about the progress of these initiatives, Go, chairperson of the Senate Committee on Health, responded, "As chair po ng Senate Committee on Health, full support po ako dito." “Nasa subcommittee ang mga bills na ito na pinangungunahan ni Senator Pia Cayetano. Nakapag-hearing na ito at isa ako sa mga nagfile ng bills. Hopefully, maipasa ito ngayong taon,” said Go. "Priority rin ang mga ito ni Pangulong Bongbong Marcos, nabanggit din ito sa LEDAC, so suportado ko ito," he added. Go clarified that the NDPMA is essentially the same as the previously named Center for Disease Control and Prevention (CDC) bill. “Unang-una, napaloob po ito sa Philippine Development Plan po ng ating Pangulong Marcos. Itong paggagawa ng Center for Disease Control and Prevention, or ibahin man po, maging National Disease Management Prevention Authority ay suportado ko po ito," added Go. The senator emphasized the importance of being prepared for possible future pandemics, citing the country's experience with COVID-19. "Mas mabuti pong lagi tayong handa; meron tayong opisina na nakatutok po kung saka-sakaling may dumating na pandemya po sa buhay natin," he said. He recalled how the Research Institute for Tropical Medicine (RITM) became a crucial office for COVID-19 testing, despite almost losing its funding during the 2019 budget deliberations. “Noong 2019 naman bago dumating ang pandemya ay muntik ding binawasan ang budget para sa Research Institute for Tropical Medicine. Hindi po tayo pumayag. In fact, dinagdagan pa natin sila noong budget deliberations. Tama nga ang kutob ko, sino ba ang mag-aakala na ang RITM ang magiging isa sa pinakaimportanteng opisina sa panahon ng pandemya? Ang RITM din ang may kakayahan na mag-test ng iba pang nakahahawang sakit bukod sa COVID-19,” Go shared. He concluded by saying that he supports these initiatives that will benefit Filipinos, the healthcare system, and the less fortunate. "Bagama't isang boto lang po ako, ay suportado ko po ang mga ito." The senator has filed his own versions of these measures in the Senate. Go has filed Senate Bill No. 195 or the creation of a Center for Disease Control (CDC). If passed into law, CDC will serve as the country's central hub for disease prevention, surveillance, and control, focusing on both infectious and non-communicable diseases. Another key legislative measure from Go is SBN 196, which seeks to establish a Virology Science and Technology Institute. The institute is envisioned as a center for virology that will enhance the country's capacity to study, detect, and combat emerging and re-emerging infectious diseases. He also filed SBN 1180 which seeks to establish a Medical Reserve Corps composed of individuals who have degrees in health-related fields but have yet to obtain professional licenses. The Medical Reserve Corps may be called upon to assist the national government and the local government units in their functions related to addressing the medical needs of the public in times of national emergencies. DFA’s Manalo off to Vietnam, Laos to strengthen bilateral ties
The Department of Foreign Affairs on Monday announced the visit of Foreign Affairs Secretary Enrique Manalo to Vietnam and Laos to review current relations and explore ways to strengthen bilateral ties with the two countries. In a statement, the DFA said Manalo will travel to Hanoi from 31 July to 3 August for the 10th Philippines-Vietnam Joint Commission on Bilateral Cooperation. Manalo and his Vietnamese counterparts are set to discuss areas of cooperation such as defense, maritime, economic and people-to-people ties. He is also slated to speak at the Diplomatic Academy of Vietnam with the theme, “Philippines-Vietnam Strategic Partnership in the Age of Change.” The 9th Philippines-Vietnam JCBC was held in Manila in 2019, attended by then-Foreign Affairs Secretary Teodoro Locsin Jr. and Vietnamese Deputy Prime Minister and Foreign Minister Pham Binh Minh. The DFA chief will then travel to Vientiane for the 2nd Philippines-Lao PDR JCBC on 3-5 August, where he will take stock of the current Philippines-Lao PDR relations and explore ways to expand cooperation. He will also engage with the diplomatic community through his talk at the Institute of Foreign Affairs, entitled “Closer Together: People at the Center of Philippines-Laos Relations.” The first Philippines-Lao PDR JCBC was also held in Manila last 2017, attended by then DFA Secretary Alan Peter Cayetano and Lao Foreign Minister Saleumxay Kommasith. Go: RSC passage signifies commitment to strong healthcare
Senator Christopher "Bong" Go emphasized the significance of Senate Bill No. 2212, also known as the Regional Specialty Centers Act, in improving the healthcare system and providing specialized healthcare to every Filipino following its approval in the Senate on its third and final reading on Monday, 29 May. Go, chair of the Senate Committee on Health and sponsor of the measure, said that its passage signifies a strong commitment and a collective vision toward enhancing the healthcare landscape in the country. The senator believes that this legislation reflects the dedication of the government to deliver compassionate and accessible healthcare services that cater to the specific needs of every Filipino. “Gusto ko rin pong ibahagi sa ating mga kababayan na para sa kanila po ang panukalang batas na ito,” said Go. “It is your experiences and stories that have driven us to create a healthcare system that is compassionate, accessible, and designed to meet the needs of every Filipino,” he added. With the passage of the measure, Go said that the voices of the people have been heard, and it serves as a reminder that their concerns and welfare are of utmost importance. “Ito pong regional specialty centers ay isang paraan para mailapit natin ang serbisyo medikal sa ating mga kababayan lalung-lalo na po yung mga mahihirap,” said Go. The proposed Regional Specialty Centers Act aims to bring medical services closer to the people, particularly those who are less fortunate. It seeks to bridge the gap in healthcare accessibility by establishing specialized centers that cater to specific medical needs in different regions. If the bill is enacted, the Department of Health shall be mandated to establish specialty centers within designated DOH-hospitals in every region within a span of five years. The primary emphasis will be placed on establishing centers dedicated to heart, lung, and kidney conditions, aiming to replicate the capabilities found in the National Specialty Centers located in Metro Manila. The factors to be considered when determining the establishment of these specialty centers will involve evaluating the health requirements and demands of the population, ensuring convenient geographical accessibility to the hospital, assessing the hospital's role as a referral center, ascertaining the availability of specialized healthcare professionals, and evaluating the hospital's operational and financial performance. The measure was also authored by Senate President Juan Miguel Zubiri, Senate Majority Floor Leader Joel Villanueva, Senators Sonny Angara, JV Ejercito, Pia Cayetano, Jinggoy Estrada, Imee Marcos, Robin Padilla, Win Gatchalian, Francis Escudero, Ronald dela Rosa, Ramon Revilla Jr., Cynthia Villar, and Loren Legarda. It was also co-authored by Senators Francis Tolentino, Raffy Tulfo, Risa Hontiveros, Lito Lapid, Grace Poe, Mark Villar, Alan Cayetano, Nancy Binay, and Koko Pimentel. Go, an advocate for improved healthcare access in the country, is also the principal author and sponsor of Republic Act No. 11463 or the Malasakit Centers Act of 2019, which institutionalized the Malasakit Centers program. To date, 157 operational centers have helped more than seven million Filipinos nationwide, according to the DOH. Go has also consistently expressed his dedication to supporting the establishment of Super Health Centers throughout the country, acknowledging their potential to substantially alleviate hospital congestion and enhance accessibility to government healthcare services at the community level. Through the collective efforts of fellow lawmakers, sufficient funds had been allocated for 307 Super Health Centers in 2022 and 322 in 2023. DOH, the lead implementing agency, identifies the strategic areas where they will be constructed. Services offered in Super Health Centers include database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray and ultrasound), pharmacy and ambulatory surgical unit. 11-M Pinoys lack clean water access
Around 11 million Filipinos are lacking access to clean water based on the estimation of the National Water Resources Board, according to Senator Pia Cayetano on Monday. The lawmaker — who presided the public inquiry on water sustainability — stressed that poor families are left to rely on water sources such as deep wells, springs, rivers, lakes and rainwater which are not necessarily potable and in many cases, not reliable. Cayetano, who also chairs the Senate Committee on Sustainable Development Goals, Innovation and Future, lamented that the lack of access to potable water had forced families to defecate in the open areas — increasing the tendency of water contamination which mainly causes the spread of diseases. Meantime, Senator Raffy Tulfo suggested that it is high time for the country to maximize modern technologies to ensure that Filipinos will intake safe drinking water within their homes. “We have to reduce our reliance on groundwater, deep wells... we have to explore other options for the people. We have to make use of modern technologies that are readily available like solar-powered systems… we can also explore the use of rainwater treatment facilities,” Tulfo said.
