‘Dodong’ affects over 1,600 people nationwide
The effects of tropical storm "Dodong" (known internationally as Talim) and the southwest monsoon, or "habagat," impacted more than 1,600 people nationwide, the National Disaster Risk Reduction and Management Council (NDRRMC) said on Sunday. In its 8:00 a.m. bulletin, Dodong and its effects on Habagat have so far affected 1,638 people, or 491 families, and forced 1,508 people to move from their homes in Regions 1 (Ilocos), Region 3 (Central Luzon), Calabarzon (Cavite, Laguna, Batangas, Rizal, and Quezon), Mimaropa (Mindoro Oriental and Occidental, Marinduque, Romblon, and Palawan), and the National Capital Region. Over 1,400 people who had to leave their homes were relocated to 36 relief centers in the affected areas. NDRRMC also said that the weather affected 26 roads, four bridge parts, and 24 seaports. The inclement weather also caused class suspensions in 66 cities and municipalities, 23 canceled seaport trips, and water and power supply interruptions in several areas. The agency said that local government units across the country and the Department of Social Welfare and Development have given out P267,338.84 to help those Filipinos affected by the typhoon. Earlier, the state weather bureau said that Dodong or Talim was last seen 390 kilometers (km) west of Laoag City, Ilocos Norte, moving 20 km per hour with maximum steady winds of 85 kph and gusts of up to 105 kph. But it also said that Dodong's changes to the southwest monsoon, or "habagat," will make it rain in most of the country. TD Dodong continues to reorganize over the WPS
The state weather bureau PAGASA said the Tropical Depression Dodong continues to reorganize over the West Philippine Sea as it is forecast to exit the Philippine area of responsibility on Saturday evening or on Sunday morning. In its 11 p.m. weather bulletin, PAGASA said TD Dodong is expected to track generally northwestward until Sunday morning, while gradually accelerating before turning more west-northwestward going towards southern China. PAGASA said accumulated rainfall today will be around 50 to 100 millimeters in La Union and Pangasinan. Flooding and rain-induced landslides are possible during these weather conditions. A strong breeze to near gale strength winds is expected within any of the areas where Wind Signal No.1 is currently in effect. Meanwhile, an enhanced Southwest Monsoon may bring gusty conditions over the areas of Ilocos Region—not under any wind signal, Cordillera Administrative Region, Batanes, Isabela, Quirino, Nueva Vizcaya, Central Luzon, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, and Western Visayas. Gusty conditions will prevail over the Ilocos Region, Zambales, Bataan, Cavite, MIMAROPA, Bicol Region, Western Visayas, and the southern portion of Quezon on Sunday. Similar conditions will be experienced by Ilocos Region, Zambales, Bataan, Cavite, Oriental Mindoro, Palawan, Romblon, and Antique on Monday. PAGASA said TD Dodong and the enhanced Southwest Monsoon may bring moderate to rough seas, ranging from 1.5 to 2.5 meters over the eastern and 2.0 to 3.5 m in western seaboards of Northern Luzon, and the western seaboards of Central and Southern Luzon will have 2.0 to 3.5 m. The state weather bureau advised mariners of small seacrafts to take precautionary measures when venturing out to sea. WRMO expands save-water order
The Water Resources Management Office or WRMO of the Department of Environment and Natural Resources has expanded the coverage of its water conservation directive to residents of the National Capital Region and adjacent provinces. In its Bulletin 2, the WRMO instructed all barangay officials and condominium and subdivision managers to advise residents to conserve water through the reduction of activities that consume a large amount of water, such as watering the lawn and washing vehicles. This is to avert massive water interruptions in the coming months, the WRMO said in its bulletin. Residents were also encouraged to promote rainwater collection for non-potable use of water and to reuse laundry and dishwashing wastewater for watering plants. The WRMO also directed all local government units in NCR to fast-track the approval of pipe repairs of water concessionaires Manila Water and Maynilad. “As we prepare for even drier conditions due to El Niño, it is, more than ever, important to conserve water in order to prevent massive water interruptions later this year,” the WRMO said. The water level in Angat Dam, which supplies potable water to NCR and nearby provinces, has continued to drop amid an impending El Niño dry spell. The WRMO also directed all local government units in NCR to fast-track the approval of pipe repairs of water concessionaires Manila Water and Maynilad. As of 8 July, the water level in Angat Dam was at 179.99 meters, which was below the 180-meter minimum operating level. When below operating levels, the allocation for irrigation will be reduced and supply for NCR and the provinces of Rizal, Cavite and Bulacan will be at the minimum volume. Meanwhile, Senator Grace Poe, who chairs the Senate Committee on Public Services, urged state regulator Metropolitan Waterworks and Sewerage System to take urgent action on the planned water service interruption on 12 July. “MWSS should not take this matter sitting down as these recurring service cuts will affect over half a million consumers,” Poe said in a statement. She noted that the frequent and longer hours of water service interruption which affects more people is “unacceptable.” Last week, Maynilad advised its customers of up to 9 hours of nightly water service interruptions starting 12 July due to the decreasing water level of Angat Dam. Marcos Jr. mandated all government agencies and instrumentalities to strictly implement water conservation measures as part of efforts to prevent a water crisis amid a looming El Niño phenomenon. In its second bulletin, the WRMO said its team shall conduct spot inspections of office buildings for unwarranted use of water, leaks, and faulty bathroom fixtures. The team will ensure that WRMO Bulletin Nos. 1 and 2 are posted in offices accordingly. The WRMO said that together with the Metropolitan Water and Sewerage System (MWSS), it will review the monthly water bills of all government facilities in accordance with MC 22. Notices on excessive use of water shall be issued, it added. The office also advised the public to report leaks along streets to the MWSS (8929-5691, 8922-2969, 0967-3197144, or cch@mwss.gov.ph), or to the water service providers Manila Water (1627) or Maynilad (1626). Leaks within compounds which may need major repairs may be reported to the DENR-WRMO through wrmo@denr.gov.ph. 4 flag-tearing aliens deported soon — BI
Four foreign nationals who were detained for disrespecting the Philippine flag in Ternate, Cavite, had been turned over by the Philippine National Police to the Bureau of Immigration. The three Pakistanis and one Romanian were arrested by the PNP in Ternate on 26 June after they were seen by a member of the Philippine Marine Corps pulling down a Philippine flag. ‘Any foreign nationals staying here must respect our country and our laws.’ They then took turns tearing it, and throwing it away in violation of Republic Act 8491, or the Flag Code of the Philippines. Four foreign nationals who had been detained earlier for disrespecting the Philippine flag in Ternate, Cavite, were turned over by the Philippine National Police (PNP) Ternante to the Bureau of Immigration (BI) on Friday. According to the Bureau, on June 26, three Pakistanis and one Romanian were arrested by the PNP Ternate in Cavite. These four foreigners previously made headlines after being seen by a member of the Philippine Marine Corps pulling down a Philippine flag, taking turns tearing it, and throwing it away in violation of Republic Act 8491. Baguio cops bust new shabu modus
BAGUIO CITY — Police here have busted a suspected drug dealer using a new way of concealing narcotics. Personnel of the Regional Drug Enforcement Unit of the Police Regional Office-Cordillera arrested Joel Fernandez Tiberio, 52, after suspected shabu were found inside a speaker he picked up from an address in Barangay San Luis on Monday. The construction worker from Lower Fairview is now facing charges of violating Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002. Based on the report of the RDEU, a drug personality who was earlier arrested tipped off during a debriefing the package containing the speaker that was sent through an express delivery service provider from Bulacan to the address in Barangay San Luis. Police coordinated with the management of the delivery company to identify Tiberio as the claimant. When the suspect fetched the package in the address using an authorization letter from his wife, police approached him and inspected his backpack using a sniffer dog. The dog signalled the presence of drug inside the bag and the police ordered the suspect to open it. Tiberio opened the wireless speaker inside the bag and inside it was a plastic bag containing suspected shabu weighing 50.9 grams and worth P350,000. Dela Rosa calls on a ‘Mike Sy’ to surface, divulge illegal drug trade
Senator Ronald “Bato” Dela Rosa on Tuesday called on an alleged drug personality named "Mike Sy" to surface and divulge the supposed involvement of high-ranking police officials in the pilferage of 990 kilos of shabu seized in a buy-bust operation in October last year. In an interview with reporters shortly after the adjournment of the Senate Committee on Public Order and Dangerous Drugs hearing, Dela Rosa said someone who is acquainted with Sy approached him and told him Sy was willing to cooperate in the Senate investigation on the P6.7 billion shabu mess. Dela Rosa believes Sy's testimony can also shed light on the alleged involvement of Philippine National Police members in illegal drug activities. “He wants to testify to the committee because he wants to clear his name--labeled as the number one shabu personality in the country. He wants to tell us that there are more big-time drug dealers than him. He admitted that he is involved in illegal drug business,” he added. Sy, however, allegedly withdrew his attempt to join the hearings after his handler “prevented him” from divulging his real identity. During the last hearing, Dela Rosa asked Lt. Col. Arnulfo Ibañez, superior of arrested PSgt. Rodolfo Mayo Jr. if he was the handler of Sy. Ibañez denied that he was Sy’s handler, adding that he doesn’t have information on the whereabouts of the alleged drug personality since he was detained in the Senate after being cited for contempt. The senator appealed to Sy to come out and provide testimony. “Mike Sy, I know that you are monitoring right now in this hearing. Your world is getting smaller. You know, the handler that advised you to hide and throw away your cell phone, believe him, because one day he will be the one who will kill you,” Dela Rosa said, as he vowed to protect Sy if he comes out to "tell the truth." Dela Rosa likewise appealed to PNP Chief Benjamin Acorda Jr. and the Philippine Drug Enforcement Agency to locate Sy’s whereabouts. “His location will just be two, either he was in Cavite or in Occidental Mindoro. Please conduct a manhunt operation. If you will not capture him, a lot of shabu shipments will remain. He is a player. He might be one of those offering a 30-percent cut in drug operations,” he said. Dela Rosa identified Sy as one of the "big-time"players in the illegal drug trade in the country. Sy is included in PDEA's list of drug personalities. The Committee on Public Order and Dangerous Drugs closed the investigation on the alleged cover-up of high-ranking police officials and officers on the P6.7-billion Manila drug buy-bust operation on Tuesday. Dela Rosa said he is willing to reopen the case if Sy will surface and will testify about the involvement of police officers in illegal drug activities. P12-M stolen jewelry recovered
The Manila Police District announced on Sunday that it has solved the case of a P12-million robbery in a Chinatown jewelry store and according to authorities, the robbery was an inside job perpetrated by the store’s saleslady and her live-in partner. Initial reports disclosed that the robbery happened on 6 May at the Golden Valley Building in Sta. Cruz, Manila. Police said that the saleslady — identified as Cheril Vandidato — reported that a lone gunman robbed the store at gunpoint. The saleslady said that the gunman took a small green eco bag and filled it with gold jewelry before fleeing on a motorcycle. However, police doubted Vandidato’s story because she did not report the robbery immediately. Authorities said that operatives from the MPD went to her house in Naic, Cavite and arrested her live-in partner, Jeffrel Logronio. A search of their house yielded the stolen jewelry, a .45 caliber pistol, a helmet, an orange shirt and the green eco bag. Vanditato and Logronio are now detained at the MPD-PS 11 and they will be charged with qualified theft at the office of the Manila prosecutor for inquest proceedings. Jail officer, 3 others busted
Members of the Quezon City Police District arrested four suspected drug pushers, including a jail officer, in separate buy-bust operations on Sunday night. The first operation was conducted at around 9 p.m. at a house along San Pascual Street in Barangay Commonwealth. The suspects, identified as Rosario Domingo, Reynalyn Domingo and Ricky Delmonte, were purportedly caught selling 18 grams of shabu, with an estimated street value of P122,400. The second operation took place before 10 p.m. along East Service Road in Barangay Unang Sigaw. The suspect, identified as Sald Obrero, was caught selling 2 grams of shabu valued at P13,600. One of the suspects, Gian Carlo Lorenzana, is a jail officer assigned at the Quezon City Jail Annex 4. The police said he was caught in possession of 10 grams of shabu which would fetch P61,200 on the streets. All four suspects were brought to the QCPD headquarters for booking and proper disposition. They will be charged with violation of Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002. QCPD director P/Brig. Gen. Nicolas Torre III said they are committed to stopping the trade in illicit drugs, adding that the arrest of the jail officer shows that no one is above the law.
