Steps gaining exporter status under RCEP outlined
Exporters wishing to avail themselves of preferential tariffs under the Regional Comprehensive Economic Partnership can apply with the Bureau of Customs to become an approved exporter, according to a customs official. Gina German, head of the Preferential Rate Unit of the BoC Port of Manila, is encouraging Filipino exporters to start leveraging the RCEP’s benefits, foremost of which is being allowed to source materials and products from the 14 other member parties of the mega free trade agreement at lower duty rates. Study and comply German also urged companies to study and comply with the RCEP’s rules of origin (ROO), a requirement to get preferential tariff treatment under the world’s biggest trade deal. Essentially, the ROO can be regarded as a passport for products, a way to determine the country of origin of a product and establish its eligibility for preferential tariff treatment. It can help businesses reduce costs and boost their competitiveness within the regional market. Under RCEP, originating goods are those falling under three categories: wholly obtained in the RCEP party or member state of the agreement; those produced in a party exclusively from originating materials from one or more of the parties; and those produced in a party using non-originating materials, provided the good satisfies the applicable requirements set out in Annex 3A (Product-Specific Rules). Documentary requirements German said applicants seeking “approved exporter” status under RCEP should submit the following documentary requirements: • Duly accomplished application form • BoC’s Certificate of Registration • Product Evaluation Report or PER, if applicable Meanwhile, traders applying for approved exporter status, should submit a producer’s declaration indicating the originating status of the good for which the trader will be completing a declaration of origin and stating the producer’s readiness to cooperate in verification. “If you are a trader, you need to know who produces the good or you still have a declaration that it is originating in the Philippines so that you will be ready during the retro verification or verification of the importing country,” said German during her talk last month at a Department of Trade and Industry webinar. In addition applicants have to submit a list of the authorized signatories of the DO and their respective specimen signatures. The application form should be submitted in both hard copy and electronic Portable Document Format to the deputy commissioner of the Assessment and Operations Coordinating Group through the Customer Care Center or CCC. The Export Coordination Division or ECD will then evaluate the application based on the following criteria: Exporter is a legitimate exporter who must have been transacting with the BOC for at least one year prior to the date of application Exporter must have been exporting products to at least one RCEP party for at least one year • Exporter must have good compliance measured by risk management of the BOC • Exporter must have a sound bookkeeping and recordkeeping system • Exporter must have responsible officers or persons authorized to sign the DO, who must have sufficient knowledge, competence in ROO application • Exporter must be willing to be subjected to regular monitoring and inspection to determine correctness of its declaration with respect to the goods exported. Written authorization After evaluation the ECD will grant the status of approved exporter to the successful applicants by issuing a written authorization with its corresponding authorization code within 14 working days. From there, the BOC will input the details of the approved exporter in its Approved Exporter Database for circulation among the RCEP parties. RCEP came into effect officially for the Philippines on June 2, 2023 after the Senate finally ratified the agreement in February this year. The Philippines was the last country to ratify RCEP, a free trade pact among the 10 members of the Association of Southeast Asian Nations — Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, Vietnam — and the five ASEAN FTA partners Australia, China, Japan, South Korea, and New Zealand. Advancing OFWs’ welfare, protecting Filipinos abroad
Overseas Filipino Workers, or OFWs, are indeed modern-day heroes. They help boost our economy, but more importantly, they help uplift the lives of their families to give them a better future and also showcase Filipinos' talents, skills, and work ethic to the world. I was in London, United Kingdom last week for an official trip upon the invitation of the British Group Inter-Parliament Union. Led by Senate President Juan Miguel Zubiri and co-head of delegation Senator Grace Poe, we embarked on several meetings aimed at strengthening relations of the Philippine Senate with our counterparts in the UK parliament to exchange best practices in policymaking while enhancing bilateral relations, fostering economic security, exploring areas of cooperation between the two countries, and promoting the welfare of Filipinos working there. As Chair of the Senate Committee on Health and member of the Senate Committee on Foreign Relations, I also expressed my gratitude to the UK for donating vaccines during the early stages of the Covid-19 pandemic. Moreover, we thanked them for other development assistance extended by the UK to the Philippines and for their help in strengthening the Bangsamoro Region. As vice chairperson of the Senate Committee on Migrant Workers, I also maximized the visit to highlight efforts in promoting the welfare of more than 200,000 OFWs in the UK, particularly the more or less 40,000 Filipino nurses working there. We were able to raise to the UK policymakers the concerns of Filipino nurses regarding their rights to proper benefits, just compensation, and a safe working environment. We should be proud of Filipino medical frontliners in the UK, particularly nurses who are among the world’s finest. Take, for example, May Parsons, a Filipina-British nurse who became known globally for administering the first COVID-19 vaccine outside of a clinical trial and receiving the UK's George Cross Award. I have co-sponsored a Senate resolution earlier recognizing and commending her achievement. After our official meetings, I met with a group of OFWs, some of them were fellow Dabawenyos, Filipino Muslims, Ilonggos, and Ilocanos, among others. The stories they shared were proof of how resilient our OFWs are. Despite their sacrifices, homesickness, and worries about their families in their hometowns, they maintain their cheerfulness and positive outlook. I brought some good news to our OFWs by informing them about the establishment of the Department of Migrant Workers (DMW) through Republic Act No. 11641, a legislation for which I am proud to be one of the authors and co-sponsors in the Senate. This measure streamlines the organization and functions of all government agencies related to overseas employment and migration to better address the needs and concerns of migrant workers. I have also filed Senate Bill No. (SBN) 2297 to institutionalize the OFW Hospital and ensure its continuous operation in San Fernando City, Pampanga, primarily intended for OFWs and eligible dependents. More importantly, a Malasakit Center is operational there to help reduce their out-of-pocket expenses. The establishment of the DMW, the OFW Hospital, and its own Malasakit Center are just a few of our dreams that are now realities for Filipinos to benefit from. These are testaments of our commitment to promote the welfare of migrant workers and their dependents. However, we acknowledge that there is more work to be done. That is why we continue to listen to their concerns, serve them to the best of our abilities, and pursue initiatives to further their cause. I have also filed SBN 2414, which seeks to establish OFW wards in Department of Health (DOH) hospitals if enacted into law. While our efforts continue to safeguard the welfare of Filipinos abroad, our commitment to serve Filipinos facing challenges in their communities remains unwavering. This week, we had groundbreaking ceremonies for Super Health Centers in Cabadbaran City, Agusan del Norte; Brgy. Labangon in Cebu City; Pitogo, Zamboanga del Sur; and in Tigbauan, Iloilo. Through the collective efforts of DOH, LGUs, and fellow lawmakers, we continue to advocate for establishing more community health facilities to help bring public health services closer to those needing medical attention. We have also assisted 1,000 indigents in Llanera, Nueva Ecija, with the office of Cong. Jose Padiernos; 500 members from various sectors in Barangay Mintal, Davao City; 1,900 in Caloocan City, with the office of Congresswoman Mitch Cajayon-Uy. In Cebu City, we also distributed aid to 1,700 residents of the South District with Congressman Edu Rama; 450 in Nagcarlan, Laguna, with Mayor Elmor Vita and Councilor Rey Comendador; and 333 in Pulupandan, Negros Occidental, in collaboration with the Malasakit@Bayanihan group. We also aided 1,000 United Senior Citizens Association members of Quezon City, with Congresswoman Mila Magsaysay, Senator Robin Padilla, and private sector volunteer organizations. My office also extended additional aid to 93 displaced workers in Lumban, Laguna; 210 in Pilar; 217 in Carmen and Batuan in Bohol. DOLE also gave qualified beneficiaries temporary employment. We also supported 200 scholars during their TESDA Orientation in Daet, Camarines Norte. There are also 43 residents of Davao City and nine in La Paz, Agusan del Sur, who were victims of fires and 32 victims of flooding in Kalamansig, Sultan Kudarat. They were provided separate assistance and the livelihood kits they received through the DTI program, which we advocated for before and continue to support. We also supported 283 victims of past fires in Cagayan de Oro City by giving separate aid in addition to the emergency housing assistance received from the NHA through a program we pushed for so that they could buy materials like nails, roofing, and other necessities for home repairs. My office also provided immediate help to victims of recent fires, such as 50 families in Baseco, Manila City, and 11 families in Brgy. Alabang, Muntinlupa City. No one is exempt from facing life’s hardships. However, our OFWs have shown us how resilient Filipinos can be. Let us learn from them and, more importantly, do our part in uplifting their lives by advocating for their welfare, promoting their rights, protecting their families, and providing the genuine public service they deserve. Wildlife rescue center set to become a world-class facility
Department of Environment and Natural Resources Secretary Antonia Loyzaga over the weekend said they are planning to transform the National Wildlife Rescue and Research Center (NWRRC) into a world-class facility, boosting its capability to protect and rehabilitate the country’s wildlife resources. The move, she added, is in line with the DENR’s thrust to enhance biodiversity conservation. “We will enhance, upgrade and redesign the NWRRC, so it can be brought up to global standards,” Loyzaga said. She added that the DENR will form an advisory group of biodiversity experts for the enhancement of NWRRC as part of an overall program to boost the country’s capacity to conserve and protect wildlife species and their habitats and to fight illegal wildlife trade and other wildlife crimes. Other plans include mobilizing over 200 Wildlife Traffic Monitoring Units in 36 airports and 131 seaports and training over 700 Wildlife Enforcement Officers. “This is very important because the Philippines is one of the mega biodiverse countries in the world. We are a hotspot, and therefore, we must make very good use of our protection and enhancement capabilities in order to stop illegal wildlife trade and all other wildlife crimes,” Loyzaga explained. According to the Biodiversity Management Bureau, the Philippines is considered an illegal wildlife trade hub and a source country of wildlife and wildlife byproducts such as pangolins and marine turtles. In 2020, the NWRRC received new ultrasound and X-ray machines that will help the center’s veterinarians and staff diagnose diseases, injuries, and conditions of wildlife and exotic animals in their care. The equipment was donated by the United States Agency for International Development, under its Project Wildlife project in the Philippines. Located within the Ninoy Aquino Parks and Wildlife Center, the NWRRC is under the management and administration of the DENR’s BMB. The center has been instrumental in retrieving, rescuing, and providing shelter to abandoned wildlife and exotic animals; as well as those illegally trafficked and traded. Senator Christopher “Bong” Go commended the Department of Health and the local government of Biliran, including Biliran town Mayor Myra Cabrales and Congressman Gerry Boy Espina, for their successful groundbreaking of the Super Health Center in the province on Tuesday, 17 October. Go underscored the pivotal function that Super Health Centers can fulfill in alleviating the strain on hospitals, enabling the early detection of diseases, and delivering vital healthcare services like primary care and medical consultations to the local community. “Ano po itong Super Health Center? It’s a medium type of a polyclinic. Pwede po diyan ‘yung panganganak, dental, laboratory, x-ray, pagpapabakuna. Alam n’yo naisipan ko po ‘yang Super Health Center noong 2021. Sa kakaikot ko po ng buong Pilipinas, ‘yung mga may sakit anlayo ng byahe, yung mga buntis nanganganak na lang sa tricycle o sa jeepney dahil malalayo ang hospital. Ngayon po magkakaroon na kayo ng sarili ninyong health center. Pwede na po diyan ‘yung panganganak, pagkonsulta, at iba pa,” shared Go. “Malaking tulong po ito na ma-decongest ‘yung mga hospitals. Makakatulong rin sa early disease detection para maagapan ang sakit. Hindi na kailangang ilakbay pa ang pasyente sa ospital,” he added. Super Health Centers shall provide convenient access to basic healthcare delivery, offering a wide range of medical services to communities. These Super Health Centers provide services such as database management, outpatient care, birthing facilities, isolation units, diagnostic services (including laboratory, X-ray, and ultrasound), pharmacies, and ambulatory surgical units. Additional services include eye, ear, nose, and throat (EENT) care, oncology centers, physical therapy and rehabilitation centers, as well as telemedicine for remote diagnosis and treatment. “Sa ating pakikipagtulungan sa DOH, LGUs at mga kapwa nating mambabatas, magkakaroon po ng 307 Super Health Center sa year 2022 at 322 na Super Health Center sa year 2023 sa buong Pilipinas. Apart from Biliran town, the senator also supported the construction of another Super Health Center in Naval in the same province. Furthermore, the senator also encouraged individuals with health concerns to make use of the medical assistance programs accessible at the Malasakit Center situated in Biliran Provincial Hospital. The Malasakit Centers serve as one-stop shops designed to assist particularly poor and indigent patients in minimizing their medical costs to the lowest feasible level through collaboration with various agencies offering medical assistance programs. This initiative was institutionalized under Republic Act No. 11463, a law principally authored and sponsored by Go in the Senate. Presently, there are 159 Malasakit Centers spread across the country, and they have collectively provided support to more than seven million Filipinos, as reported by the Department of Health (DOH). Moreover, echoing President Ferdinand “Bongbong” Marcos, Jr.’s priority of bringing specialized medical services closer to other parts of the country, Go highlighted that he has principally sponsored and is one of the authors of the Regional Specialty Centers Act which was recently enacted into law. The law mandates the establishment of regional specialty centers within existing DOH regional hospitals. Bong Go extends assistance to Caloocan indigents
The Office of Senator Christopher “Bong” Go, in coordination with Congresswoman Mitzi Cajayon-Uy, assisted impoverished residents of Caloocan City, through a relief operation held at the Congressional District Office on 16 and 17 October. During the event, 1,900 residents received masks, vitamins, shirts, and balls for basketball and volleyball from the senator. Additionally, there were select recipients of shoes, mobile phones, and watches. In a video message, Go, chairperson of the Senate Committee on Health and Demography, took the opportunity to address the residents and reminded them to prioritize their health. “Huwag nating kalimutan na ang kalusugan ay kayamanan, kaya the more we should invest in our healthcare system,” Go said. “Ang kalusugan ng bawat Pilipino ay katumbas ng mas maayos at maginhawang buhay para sa buong komunidad,” he added. He encouraged them to make use of the 31 Malasakit Centers in Metro Manila, including the one located at Dr. Jose N. Rodriguez Memorial Hospital in the city. "I will continue to support the expansion of Super Health Centers in our country to the best of my ability," Go said. "We have seen the tremendous impact of Super Health Centers in our communities, especially in rural areas. That is the goal of Super Health Centers – to bring government medical services closer to the people," he added. Sufficient funds have been allocated for 307 Super Health Centers in 2022 and 322 in 2023. DOH, the lead implementing agency, identifies the strategic areas where they will be constructed. In Caloocan, three Super Health Centers will be established through the collective efforts of the local government and fellow lawmakers. Moreover, Go highlighted the recent passage of Republic Act No. 11959 or the Regional Specialty Centers Act, which he principally sponsored and is one of the authors in the Senate. Tourism, agribusiness need prioritization — PCCI
The country’s biggest congregation of business owners in the country, the Philippine Chamber of Commerce and Industry, said the Marcos Jr. administration must focus on the industries of tourism and agribusiness as they provide opportunities to Filipinos. Apart from the two, PCCI president George Barcelon said other industries that need further push and support are IT-BPO and creative industries, manufacturing, mining, and mineral resources, considered to be ideal and attractive for local and foreign investments and could amplify the economic growth and competitiveness of the country. “Some of our neighboring countries in ASEAN have really moved fast over the past 10 years. We had been lagging them in terms of exports, investments, and trade and we could not afford to be in this situation, so we really need to review our policies for us to be attractive to local and foreign investors,” Barcelon said. He said this will be the center of discussions at the upcoming 49th Philippine Business Conference & Expo set this month, which will gather industry leaders and practitioners to provide insights and share some prospects in what an interesting discussion on policies and regulations could be to attract investors and stimulate investments in these sectors. He said tourism and agribusiness are low-hanging fruits that the government should seriously prioritize and develop as it provides many opportunities for Filipinos. In 2022, the tourism and travel industry only contributed 6.2 percent to the country’s GDP lower than 12.7 percent in 2019 prior to the pandemic. The latest data from the Department of Tourism said that from 1 January to 29 September 2023, a total of 4,005,465 visitors arrived in the country, bringing in a total of P316 billion in revenue into the government coffers and hiring 5.35 million Filipinos in tourism-related jobs. The Philippine agribusiness, on the other hand, contributed only around 8.9 percent to GDP in 2022 where in fact its contribution could actually reach 35 percent. The mining and mineral sector, meanwhile, was able to boost the country’s growth by P102B in 2020 during the pandemic while the manufacturing sector contributed 17.2 percent in 2022. “As the private sector takes the lead in mapping out plans for Vision 2050, we hope our government will focus its attention on harnessing these sectors and address the challenges that hinder the country’s economic growth. We have the competitive advantage to become a first world economy by 2050, we just have to do extra work to achieve it,” said Architect Felino Palafox Jr., who chairs the 49th PBC&E happening on 25-26 October at The Manila Hotel. Bong Go extends assistance to indigents in Lupao, Nueva Ecija
Senator Christopher “Bong” Go, an adopted son of Nueva Ecija, sent his team to provide assistance to indigent families in Lupao, Nueva Ecija, on Friday, 29 September. Go’s team assisted residents who gathered at the Brgy. Gymnasium of San Antonio Este. The team distributed masks and shirts to the identified beneficiaries, as well as shoes, and balls for basketball and volleyball to select recipients. The beneficiaries also qualified for financial assistance from the national government through the initiative of GP Partylist Rep. Jose Padiernos. “Huwag ho kayong magpasalamat sa amin. Sa totoo lang po kami po ang dapat magpasalamat sa inyo dahil binigyan n’yo po kami ng pagkakataon na magserbisyo sa inyo. Magta-trabaho po ako para sa Pilipino. Iyan po ang pwede kong i-alay sa inyo, ang kasipagan ko sa trabaho,” Go said in a video message. “Utusan n’yo lang po ako, parang kapitbahay lang tayo bilang isang adopted son ng inyong probinsya. Ayaw kong ituring nyo ako na ibang tao,” he added. Go stressed the significance of extending aid to impoverished individuals, and said government should prioritize the needs of the poor who were most affected by the COVID-19 pandemic and other crises. As principal author and sponsor of the Malasakit Centers Act of 2019, Go vowed to monitor the continuous operations of the Malasakit Centers, which has helped more than seven million Filipinos, according to the Department of Health (DOH). There are 159 Malasakit Centers nationwide so far. Indigent patients in Nueva Ecija can seek the services of the Malasakit Centers located at Eduardo L. Joson Memorial Hospital and Dr. Paulino J. Garcia Memorial Research and Medical Center (PJGMRMC), both in Cabanatuan City; and in Talavera General Hospital in Talavera town. “Ang Malasakit Center po ay batas na. Isinulong ko noon, nu’ng naging senador po ako nung 2019. Pinirmahan ni dating pangulong Rodrigo Duterte. It’s a one stop shop. Nasa loob na po ng ospital ang apat na ahensya ng gobyerno – PhilHealth, PCSO, DOH, DSWD na handang tumulong po sa ating mga kababayan. Para po ‘yan sa mga poor and indigent patients. Lapitan n’yo lang po ang pinakamalapit na Malasakit Center sa inyong lugar,” Go said. The senator also highlighted that Super Health Centers will be established in Cabanatuan City, San Leonardo, Aliga, Bongabon, Llanera, Science City of Muñoz, Zaragoza, Sto. Domingo and Rizal — the last two of which he personally inspected in February. The Super Health Centers are improved versions of polyclinics that offer basic health services, including database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray and ultrasound), pharmacy and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service, oncology centers, physical therapy and rehabilitation center and telemedicine. Through the concerted efforts of DOH and fellow lawmakers, adequate funding has been allocated in the national budget for the establishment of 307 Super Health Centers in 2022 and 322 more in 2023. It’s imperative to rise in the Life Sciences and Global Innovation Index
Increasing and improving the quality of life sciences innovation in the country is mission-critical if we want our people to thrive and achieve a successful way of life. However, the life sciences, which include pharmaceuticals and medical technologies, is a complex sector heavily dependent on large capital due to the intensity of the research needed and the cost of development. The entire process, from research to commercialization, could take more than a decade, if not decades. Moreover, manufacturers are exposed to high risks, such as if field trials do not yield favorable results or if a product fails to meet regulatory standards. How then can we boost innovation outputs in this high risk and capital intensive sector? This was the question hanging over everyone’s head at the Asian Regional Conference in Support of Accelerated Life Sciences Innovation which IPOPHL and the World Intellectual Property Organization held earlier this September. In the Philippines, what we want is to sustain the momentum as patenting in life sciences has been growing over the years. Our data show that patent filings in the pharmaceutical sector have been growing by over 4 percent annually since 2020. Success in boosting life sciences innovation, as shown by the experiences of various countries, depends on robust incentives for research and development, a strong and balanced patent system and an effective rule of law. Another important factor is the establishment of trust among crucial players in the life sciences value chain, allowing them to collaborate and co-create. In fact, it was collaboration that paved the way for the world’s new and brave story of survival and recovery from the Covid-19 pandemic. In his opening remarks, Alejandro Campaña, senior director at WIPO’s IP for Innovators Department, highlighted collaboration as making possible the development and launch of vaccines in one and a half years, a far cry from the average 10 to 15 years. This was supported by WIPO’s patent applications data in which almost a quarter named more than one inventor as the patent holder. Rising in the GII In the Philippines, collaboration takes center stage in our innovation efforts with the creation of the National Innovation Council, created by the Philippine Innovation Act of 2019. The 25-member NIC, which IPOPHL is a member of, aims to transform Philippine innovation with more and better quality outputs. It also aims to elevate the country’s ranking in the Global Innovation Index from 59th to the top third of economies. The 16th edition of WIPO’s GII will be released on Wednesday, 27 September, during a hybrid event from 13:30 to 15:30 p.m. CEST (Geneva time). Centered on a very timely theme, “Innovation in the face of uncertainty,” the report will be discussed in greater detail in a panel discussion which will also talk about the way forward for global innovation. Aside from driving innovation in an imperative sector like the life sciences, the Philippines has been relentless in making the country’s overall innovation ecosystem more vibrant and productive. Italian PM admits she hoped to do ‘better’ on migration
Italian Prime Minister Giorgia Meloni has admitted she had hoped to do "better" on controlling irregular migration, which has surged since her far-right party won historic elections a year ago. "Clearly we hoped for better on immigration, where we worked so hard," she said in an interview marking the win, broadcast late Saturday on the TG1 channel. "The results are not what we hoped to see. It is certainly a very complex problem, but I'm sure we'll get to the bottom of it." Meloni's post-fascist Brothers of Italy party was elected in large part on a promise to reduce mass migration into Italy. But the number of people arriving on boats from North Africa has instead surged, with more than 130,000 recorded by the interior ministry so far this year -- up from 70,000 in the same period of 2022. After 8,500 people arrived on the tiny island of Lampedusa just three days earlier this month, Meloni demanded the European Union do more to help relieve the pressure. Brussels agreed to intensify existing efforts, and this week said it would start to release money to Tunisia -- from where many of the boats leave -- under a pact aimed at stemming irregular migration from the country. Blaming Germany But Meloni's main coalition partner, Matteo Salvini of the anti-immigration League party, has been dismissive of EU efforts to manage the surge of arrivals that he dubbed an "act of war". The League this weekend also condemned Germany for funding an NGO conducting at-sea rescues in the Mediterranean, saying it represented "very serious interference" in Italian affairs. Defence Minister Guido Crosetto, a member of Meloni's party, weighed in on Sunday, telling La Stampa newspaper the move put Italy "in difficulty". "If Germany cared about the fate of people in difficulty and really wanted to help us save lives, they could help ... (with plans) to seriously combat criminals who traffic people," he added in a statement on Sunday evening. Several charity rescue ships operate in the Central Mediterranean, the world's deadliest sea crossing for migrants, although they only pick up around five percent of arrivals to Italy, according to Crosetto. The German foreign office confirmed it was providing between 400,000 euros and 800,000 euros each to two projects, "for the support on land in Italy of people rescued at sea and an NGO project for sea-rescue operations". Protection money While interior minister in a previous government in 2019, Salvini blocked several charity ships from disembarking rescued migrants in Italy, a move that saw him prosecuted in Sicily on charges of kidnapping. Since taking office in October, Meloni's government has restricted the activities of the ships, which it accuses of encouraging migrants while vowing to clamp down on people smugglers. It has also sought to boost the repatriation of arrivals ineligible for asylum, including by building new detention centers and extending the time migrants can be held there. It emerged this week it would also be requiring migrants awaiting a decision on asylum to pay a deposit of 5,000 euros or be sent to a detention center, prompting accusations the state was charging "protection money". The center-left Democratic Party said earlier this week that "on immigration, the Italian right has failed". "It continues on a path that is demagogic and consciously cynical, but above all totally ineffective both in the respect and safeguarding of human rights, and for the protection of Italy's interests," it said in a note. The criticism of Germany comes after Berlin temporarily stopped accepting migrants living in Italy after Rome itself suspended EU rules governing the distribution of migrants. 16th National Rice Technology Forum focuses on ramping up local rice production
Hundreds of participants from different parts of the country took part in the 16th National Rice Technology Forum (NRTF) which was launched on 19 September in Hagonoy and Digos City, Davao del Sur. With the theme, “Masaganang Palay at Bigas, Maunlad na Pilipinas,” the three-day event, was aimed at promoting the adoption of yield-boosting rice technologies by showcasing high-yielding and climate-resilient rice varieties, machinery, and best practices in a 131.83-hectare demonstration area. It has become a collaborative project by the national government, local government units (LGUs), local farmers, and other partners and stakeholders from the private sector, the NRTF responds with the President’s directives to boost the country’s local rice production and ensure food security through convergence and cooperation. Spearheaded by the Department of Agriculture (DA)-Davao Regional Field Office (RFO 11), DA-Agricultural Training Institute Regional Training Center (ATI-RTC 11), and the private sector-led Rice Board, the event kicked off with a field tour at the technology demonstration farms in Poblacion, Hagonoy. The techno demo farms showcased 24 hybrid rice varieties and smart technologies that have been tried and tested to be high-yielding, pest and disease-resistant, and climate-resilient contributing to higher income for farmers and high-quality and affordable rice for consumers. During the NRTF, 13 seed companies and six nutrient management firms presented their products, best practices, and technologies for proper land preparation, soil and water management, nutrient management, and pest and disease management, among others. In addition, the NRTF featured a Tekno-Tiangge, or a Technology Marketplace, and a “Tektok” or the Digital Agriculture and Farm Machinery and Equipment Demo. Officials and representatives from the Rice Board, DOST-PAGASA, and DA offices including the Masagana Rice Industry Development Program (MRIDP), Bureau of Soils and Water Management (BSWM), National Irrigation Administration (NIA), and Philippine Rice Research Institute (PhilRice) also played key roles during the event. They discussed the plans and programs to ramp up local production, El Niño action plans, hybrid and inbred rice production, balanced fertilization strategies, pest and disease management, mechanization, and digital agriculture, among others. DA-MRIDP Productivity Enhancement Focal Person, Dr. Frisco Malabanan, discussed the program goals of attaining stable rice supply, affordable rice, prosperous rice-based farming communities, and nutritious rice-secured population under the overall goal of 97.5% rice self-sufficiency by 2028. He also discussed the immediate plans of the program such as the distribution of inputs such as hybrid seeds, biofertilizers, and inorganic fertilizers, the provision of drone services, and the intensified promotion of farm clustering and consolidation. “To transform Philippine agriculture, we need to focus on markets, innovations, scale, mainstreaming, and outcomes,” Dr. Malabanan said. He also stressed the need to mainstream the transformation efforts into the country’s policies, programs, and investment plans.
