Cebu to supply vessels for Coast Guard, Navy
The Philippine Coast Guard and Philippine Navy may avail sea vessels made in Balamban, Cebu as announced by President Ferdinand Marcos Jr. and Department of National Defense Secretary Gilbert Teodoro. “The new vessel that we are seeing there, the 40-foot vessel that’s made in Cebu, that will be included,” Marcos said. “We will eventually have 40 of them that would give us an increased capability. This is ongoing.” Cebu has long been recognized as the country’s shipbuilding capital with the shipbuilding industry propelling the local economy of Balamban in Midwestern Cebu on the brink of cityhood status and the newly-built ship building facilities in Danao City. The plan was confirmed by Teodoro, who recently went to Capitol and met with Governor Gwendolyn Garcia. “Cebu builds ships, Cebu builds equipment that we need, and therefore the synergy that we see today will continue but in a different dimension not only as a locator in the Province of Cebu but as a resource purchaser and resource user of the services, goods and other capabilities that your province can produce,” Teodoro said. He added that he is just waiting for amendments to the Armed Forces of the Philippines modernization law to locally source military assets. “We encourage our legislators here today that we are waiting for these amendments by the end of the year so that by next year we can start to leverage the talents and abilities of the people of Cebu,” Teodoro said. DoT’s Philippine Experience Program to help LGUs develop, enhance tourist spots
Albay — The Department of Tourism on Monday maintained that the Philippine Experience Program, which brings hundreds of delegates to various tourist attractions in the country, is its way to make local government units, especially those with underdeveloped tourist spots, to be at par with other known local destinations. During her speech in Albay for the third leg of the DoT’s Philippine Experience Program on Sunday night, Tourism Secretary Christina Garcia Frasco said the program is in line with Ferdinand Marcos Jr.'s order to bring countryside development through tourism. “Recognizing how strong as a social economic tool tourism can be given the right tool to succeed in making the countryside grow, PEP gives opportunities to local government units, provinces, cities and municipalities all over the Philippines to be equally developed and promoted,” she said. The program seeks to reintroduce the Philippines to the world, “not only our natural resources, our stunning landscapes, our beautiful coastlines, our majestic mountainscapes, but also, our heart and soul as Filipinos.” Albay Governor Edcel Greco Lagman expressed support for the Philippine Experience Program and its swing through Bicol. “Parading the call to experience Bicol, a tapestry of history, tradition, and arts, this program embodies the essence of what makes a region unique and exceptional. On Day 2, delegates of the Philippine Experience Program Bicol on Monday revved up for an adrenaline-fueled all-terrain vehicle adventure in Legazpi City, the booming capital of Albay dubbed as the "City of Fun and Adventure," followed by a visit to Daraga Church or the Nuestra Señora dela Porteria, then a visit to the famous Cagsawa Ruins and Sumlang Lake in Camalig. Cebu-based coop finds low-cost loans feasible
Cebu CFI Community Cooperative plans to upgrade its digital tools to extend affordable loans to more individuals and enterprises nationwide. Cebu CFI president and CEO Pablo Garcia said the loan portfolio of the 53-year-old cooperative expanded from P5 billion to P9 billion in 2020 through its use of modern computers and mobile apps. “In the past, computers of cooperatives were from the nineties so they didn’t have the technological capacities to deploy financial services easily. Now, people can borrow digitally,” Garcia told the Daily Tribune in its show “Business Sense with Komfie Manalo” on Monday. The cooperative offers online personal, health, salary, housing, education and business loans with interest rates of 7 percent to 9 percent per annum. In contrast, Garcia said big banks can impose up to 12 percent per month and 20 percent monthly from informal lenders called 5-6 lenders. Garcia said customers can pay their loans and other Cebu CFI products as easily as using an e-wallet. Garcia shared that the cooperative recently received P4 billion from the Land Bank of the Philippines and is discussing another financing project with the Small Business Corporation of the Department of Trade and Industry. Digitalization makes it happen Through digitalization, the cooperative can lend faster without their customers going to its main office in Capitol Compound in Cebu or its branch in Makati City. “There is no annual fee and you have access to all our digital services as well. You have access to finance easily in your pocket or on your computer,” he said. “We are a friendly financial partner hoping to provide financial stability for Filipinos at the lowest interest rate in the Philippines,” Garcia added. As a cooperative, Cebu CFI is able to further provide loans through its members’ contributions which the company pools and reinvestments in other businesses, such as real estate and food. Gains from these investments are then distributed to the members digitally. “Through the funds that you put in the cooperative or the funds that we lend to you as a cooperative, we are able to create programs that allow you to increase your incomes. We do this together,” Garcia said. “Our members and their families are able to grow through our education and business assistance and opportunities for comfortable housing. So, the effect is we help the economy not just in the long term, but even in two to five years.” For example, Cebu CFI offers members loans to put up their own Five Star Manok, a chicken franchise originated in Thailand and uses a mobile app to facilitate all business transactions. After all these digital efforts, Cebu CFI has increased its assets to P15 billion and gained trust from government lenders for additional capital to support its growing demand for personal and business loans. Nothing can drag a Boholana down
No pandemic, nor deadly natural catastrophe can bring down a Boholana: this is the living faith by which Lourdes Sultan, managing director of Travel Village Tours and Travel and owner of several vessels which comprise the Loboc River Cruise in Bohol, lives by. Sultan, a tour operator in Loboc for the past 35 years, is a perfect epitome of a resilient Filipina who did not falter while going through such major upheavals as typhoon “Odette” in 2021 that wrecked her vessels; the magnitude 7.2 earthquake in Bohol in 2013 and the perennial flooding in Loboc, and the global pandemic that shut down international borders, barring the arrival of tourists in the country. “The floating restaurant business here in Loboc started 30 years ago but in 2000, we decided to dwell in the floating restaurant operation. We used to have eight vessels, but after typhoon “Odette” hit us in December 2021, we are now left with four,” said Sultan in an interview. She said that pre-pandemic, there were 26 vessels plying the Loboc River serving foreign and local tourists, but the number was diminished because of the unfortunate wrath of natural catastrophes. Pandemic, ‘Odette’ challenge She said the strong earthquake in 2013, the declaration of the Covid-19 pandemic in 2020, and the pummeling of the province by typhoon “Odette” in 2021 were the worst challenges that her enterprise has endured. “The pandemic made us totally close operations. During that time, we tried to maintain and improve our vessels in preparation for the reopening of borders. Indeed, losses with Odette and the pandemic were in the millions,” she told the Daily Tribune. Aside from that, Sultan said operators of floating restaurants were also required by the local government to update their vessels, making them shell out additional costs. In 2021, Sultan said tourist arrivals trickled, as some restrictions were modified and eased by the Inter-Agency Task Force of the national government. “Even if we only cater to domestic customers, we were more hopeful back then. But amid the high hopes, typhoon “Odette” hit us on 16 December 2021—a strong typhoon during an enduring contagion. We decided to let go of some workers. But luckily, we hired them back when things got better in March 2022,” she shared. Typhoon “Odette,” that pummeled Bohol before Christmas Day, was considered by the Provincial Disaster Risk Reduction and Management Office as the worst ever to hit the province, prompting the Provincial Capitol to declare a state of calamity after incurring massive devastation on agriculture and infrastructure and inundated swaths to the island. Not yet pre-pandemic She said, however, that the tourism industry in Loboc is not yet in the pre-pandemic state, saying that foot traffic is only at 70 percent to date, even if they are fully booked during daily operations, especially weekends. “Revenge travel is real. The influx of domestic travelers is greater now compared to pre-pandemic. Aside from local tourists, European and Asian tourists are now coming back,” she said. As of July 2023, the Department of Tourism logged a total of 3,000,079 international visitor arrivals. On the other hand, the country’s inbound tourism receipts from 1 January to 30 June 2023 climbed to P212 billion or 502.02 percent higher than the P35-billion tourism revenue generated from the same period last year. Support for DoT program Sultan, also the president of the Bohol Federation of Travel and Tour Operators and an officer of the Bohol Provincial Tourism Council, said she is backing the DoT program Faith-based Tourism Circuits, as part of the department’s thrust to develop new tourism circuits and multi-dimensional tourism products. Last 14 to 17 August, the DoT Central Visayas, in partnership with the Provincial Government of Bohol, organized a familiarization tour of Bohol’s Faith-based Tourism Circuits, with the aim to promote and showcase Bohol’s historical and cultural assets specifically its century-old churches, heritage houses, religious landmarks and living cultural traditions. Through Bohol’s Faith-based Tourism Circuits, participants, including members of the media, visited some of Bohol’s heritage churches declared as National Historical Landmarks or cultural treasures and experienced a few of their inherent traditions such as Asin Tibuok, among others. The main highlight of the tour was the canonical crowning of the image of the Virgen de la Asunción of the Municipality of Dauis, officiated by Papal Nuncio Charles Brown last 15 August. “The direction is we do not want the churches to be just tourist spots, but for tourists to have a glimpse of the spiritual component,” according to Sultan. Trump has 10 days to surrender
Former United States president Donald Trump and 18 others were charged Tuesday with racketeering over their attempt to overturn Georgia state’s presidential election result in 2020 and they were given 10 days to voluntarily surrender. “Rather than abide by Georgia’s legal process for election challenges, the defendants engaged in a criminal racketeering enterprise to overturn Georgia’s presidential election result,” Fulton County prosecutor Fani Willis told reporters. Willis gave the 19 individuals named in Monday’s grand jury indictment until noon of 25 August to voluntarily surrender. Trump, who is running for president next year, called the indictment a witch hunt in a post on his Truth Social platform. “Why didn’t they indict 2.5 years ago? Because they wanted to do it right in the middle of my political campaign,” his post read. The Trump campaign released a statement as the charges were being processed calling Willis, who is a Democrat, a “rabid partisan” who was “persecuting” the former president with “bogus indictments.” In response, Willis said: “I make decisions in this office based on the facts and the law. The law is completely nonpartisan.” The indictment is the fourth and latest against the 77-year-old Republican, compounding the legal threats he is facing in multiple jurisdictions which may imperil his bid for a second White House term. He was already federally indicted over the alleged plot to subvert the election and is also facing prosecutions over his alleged mishandling of classified documents and keeping allegedly fraudulent business records. The twice-impeached Trump was charged with violating Georgia’s Racketeer Influenced And Corrupt Organizations Act, as well as six conspiracy counts over alleged efforts to commit forgery, impersonate a public official and submit false statements and documents. He is also accused of lying in statements and filing fake documents, as well as solicitating public officials to break their oaths. Trump’s former personal lawyer and ex-New York City mayor Rudy Giuliani, who pressured local legislators over the result after the election, and Trump’s White House chief of staff, Mark Meadows, were among the 18 co-defendants. Giuliani faces 13 felony counts, including over accusations of harassment of two Fulton County poll workers. Other Trump allies were charged over the accessing of sensitive data from an election office in a rural county south of Atlanta, one day after the 2021 Capitol riot. Marawi City is that one dreamy place that proves the Philippines has more to offer than meets the eye. During a recent return to my beloved hometown, I found myself pleasantly taken aback by the exquisite accommodations I was provided at the newly established Ridge Hotel. This modern marvel boasts an array of state-of-the-art indulgences, a culinary haven curated by a gifted chef, a reliable and uninterrupted WiFi connection, elegant function rooms and staff composed entirely of graduates in the fields of tourism and hotel management, epitomizing maximum professionalism. PFDA and Garcia push for construction of Cebu fish port
Philippine Fisheries Development Authority (PFDA) reported Tuesday, that their top management met with Cebu Governor Gwendolyn Garcia to discuss plans for the construction of a Regional Fish Port (RFP) in the province. The meeting, held at the Cebu Provincial Capitol on 6 July 2023, agreed a fish port would help boost the production of commercial fisheries, municipal fisheries, and aquaculture in the province. PFDA Acting General Manager Atty. Glen A. Pangapalan said this proposal can help more fisherfolk in the region and further improve the already robust economy of Cebu. Based on the Philippine Statistics Authority (PSA) data for 2021, Cebu recorded the highest annual increase in the value of production in agriculture and fisheries in Central Visayas at 7.3 percent. Cebu has proven itself to be the economic center of Central Visayas making the province a feasible location for a regional fish port. Garcia expressed her full support for the project. She said the port should be in a strategic place in Cebu, which can be accessible to fishing vessels from neighboring provinces in Central Visayas like Bohol, Siquijor, and Negros Oriental. An estimated eight hectares are required to construct the regional fish port. The PFDA and the Capitol will continue to cooperate to identify which area will give rise to the project. Once approved and completed, this project will be the second RFP in the region after the Iloilo Fish Port Complex (IFPC) in Iloilo City. Plane chased by fighter jets crashes
A small plane that flew over the United States capital on Sunday and triggered the scrambling of two fighter jets to intercept it crashed into a forest in Virginia killing all onboard, according to reports. Pilots of the F-16s dispatched by Joint Base Andrews received no response from the Cessna 560 Citation V while it was over Washington, DC, and northern Virginia, according to the North American Aerospace Defense Command. John Rumpel, the owner of the Florida-based company Encore Motors of Melbourne to which the plane was registered said his daughter, grandchild and her nanny were aboard the Cessna. Rescuers who reached the crash site in a rural part of the Shenandoah Valley hours later did not find any survivors. The civilian plane had taken off from Elizabethton, Tennessee and was bound for Long Island, New York, the US Federal Aviation Authority said. It turned around after flying over Long Island and headed back south over Washington and into Virginia. The unresponsive aircraft crashed somewhere near Montebello, Virginia, some 170 miles southwest of the nation’s capital at around 3:30 p.m., the FAA said. UBX kicks off digital transformation in City of Calapan, Municipality of Pola
UBX, the leading open finance platform in the Philippines, has kicked off the digital transformation of several local governments under the province of Oriental Mindoro — the first digital province in the country powered by UBX — to promote greater financial and social inclusion. Following the official partnership launch with the Provincial Government of Oriental Mindoro last month, the City of Calapan and Municipality of Pola are among the first of its local government units to transition to digital. We have high hopes that this digital transformation initiative will boost Oriental Mindoro’s local economy and that this sets a good example for other provinces to follow,” Oriental Mindoro Governor Bonz Dolor said. After immersing itself in the province, UBX set up a digital payment system for real property tax of the local government via BUx, its payments processing unit. Last month, UBX started the training of local staff at the Provincial Capitol in the City of Calapan and has since started processing transactions. With the activation of BUx services, taxpayers in the region will have access to an easy, convenient and secure way to pay their taxes, driving financial inclusion and supporting economic growth in the region. On the other hand, the Municipality of Pola was surveyed for its path to digitalization, as Pola is also one of platform’s partner LGUs which has been greatly affected by the oil spill. “Catering to the needs of its constituents is the number one priority of all local governments. Given the recent events in Oriental Mindoro, our initial steps towards the province’s digital transformation could hopefully alleviate some of its burdens in addressing the disaster,” DigiPinas spokesperson Mikan Leachon said. Leachon added that beyond the DigiPinas initiative, UBX has also proven itself a strong ally of the provincial government by providing relief for those that were affected by the recent oil spill incident in the area. With its aim of designing digital solutions which center on its customers, UBX was able to identify pain points and customize solutions based on specific use cases by interviewing and observing employees and residents firsthand. To meet Oriental Mindoro’s needs when it comes to digitization, the provincial government staff was also trained on how to use an all-in-one payment gateway platform, to provide more payment options for their constituents. “Our onground efforts helped us gain valuable insights which will help us design digital solutions which are specifically tailored for the people of Oriental Mindoro. The challenges on tax payment were a primary concern, and we were able to provide them with a digital system which is already functional and caters to their needs,” Leachon said. In the long run, after its success with the digital system on tax payments, UBX seeks to enable digitization for transactions on utilities such as electricity and water at the Capitol. Digital loans for affected businesses and residents, especially those impacted by the oil spill, are also being explored for the benefit of the micro, small and medium-sized enterprises, such as sari-sari stores, carenderias, and small stalls that rely on loans to sustain their businesses. FBI routinely accessed Americans’ private communications
The FBI frequently abused a restricted database of Americans' personal communications, looking up the names of crime victims and participants in Black Lives Matter protests and the 2021 Capitol assault, documents released Friday showed. The Federal Bureau of Investigation accessed the database 278,000 times in recent years with often no justification, according to declassified opinions from the secretive Foreign Surveillance Intelligence Court. The database includes private emails, text messages, and other communications that the National Security Agency says it sweeps up when it is spying on foreigners. Although the FBI is supposed to tap the NSA database only when investigating a foreign intelligence issue, the court opinions showed they used it casually for domestic cases. Agents ran random searches in domestic drug and gang investigations, the 2020 protest over the police murder of African American George Floyd, and the 6 January 2021 attack on the US Capitol by Donald Trump supporters. In one case an agent ran a query into the database on 19,000 donors to a congressional election campaign. In each of the cases, there was no foreign intelligence or domestic crime justification for the FBI accessing the database, the intelligence court said. The documents were released as Congress debates the renewal of Section 702, a law that allows the NSA to access US-hosted internet accounts to surveil foreign intelligence targets. A number of lawmakers say it needs revision to better protect the personal information of Americans. Intelligence agencies worry that could crimp their activities, but legal rights experts and Democrats said the revelations showed reforms are needed. "The government has dramatically expanded its spying under Section 702 in ways never contemplated by Congress, but it's refusing to tell Americans what it's doing," said Patrick Toomey of the Americans Civil Liberties Union. Senator Ron Wyden, a longtime critic of Section 702, said the intelligence court documents showed "shocking abuses" of the law. "If Section 702 is to be reauthorized, there must be statutory reforms to ensure that the checks and balances are in place to put an end to these abuses," Wyden said. The issue arose nearly two decades ago when the US intelligence community realized it needed to tap into the email and phone accounts of foreign intelligence targets that were hosted on US-based computers. Both the NSA and the CIA are forbidden from spying on Americans or on foreigners inside the United States, so in 2008 Congress passed Section 702 to permit the NSA to access those US-hosted accounts. In doing so the NSA also collects emails and phone messages of US citizens and resident foreigners who communicate with the agency's targets, or even mention an NSA target. Montazher I Sarahadil, a Tausug from Sulu described how the people of Basilan, Sulu and Tawi-Tawi celebrate Eid’l Fitr, saying that the Tausugs prepare a dulang or low-dining table setup with different foods and delicacies, with its main dish usually served on special occasions called tiyula itum or black soup. Its black color soup comes from burnt coconut meat, which flavors the dish, along with other ingredients such as beef, ginger, turmeric, onions, and lemongrass. The Sulu natives also served kurma, kalliya, all made of cow’s meat, piyanggangg manok, and piyassak, according to Sarahadil. Meantime, the Yakans, the minority people of BaSulTa prepare known delicacies like lokot-lokot or ja (fried noodles) are made of rice flour, which is fried until golden and crunchy and the panyalam during Eid’l Fitr. Eid’l Fitr is a time of joy and celebration for Muslims worldwide. While the streets of many American cities erupted in joy Saturday at the news of Joe Biden’s victory in the presidential election, hardcore Donald Trump supporters refused to accept the result, alleging fraud and conspiracy. Trump supporters protested in Phoenix, Arizona and other American cities on November 7, 2020 after Joe Biden was elected US president (AFP/ MANILA BULLETIN) In cities including Phoenix, Philadelphia and Atlanta, the outgoing president’s loyalists gathered under the slogan of #StopTheSteal, repeating Trump’s unfounded allegations that Biden’s win was based on cheating. They wore red Trump hats, held signs reading “Stop The Steal” and waved American flags or Trump banners bearing the slogan: “Keep America Great.” The scenes were familiar to anyone who has attended or tuned in to a Trump rally. Hundreds gathered in front of the Arizona state capitol building in Phoenix, Arizona, some with their dogs dressed in Trump shirts. “I think they’re way too early,” said Donna McCollum, a retired 77-year-old who said she can trace her family history back to the American revolution. “The electoral college is the one to decide. And that has not been decided just yet. And there’s a lot of fraud here. It needs to be either redone totally or recounted.” She added: “Look at these people out here. There’s no way Biden won Arizona.” Two news organizations have projected Biden as the winner in Arizona, but others have been more cautious with the vote totals close and counting continuing. But either way, Biden has already obtained more than enough electoral votes to win, according to US media projections based on vote counts. – ‘Ground zero for cheating’ – Pennsylvania and its 20 electoral votes was the state that put him over the 270 needed for victory, and Trump supporters there also baselessly alleged fraud, following the lead of the outgoing president. I thought it was important to be here,” said Steve Padgett, a 57-year-old who works in sales.
