Steps gaining exporter status under RCEP outlined
Exporters wishing to avail themselves of preferential tariffs under the Regional Comprehensive Economic Partnership can apply with the Bureau of Customs to become an approved exporter, according to a customs official. Gina German, head of the Preferential Rate Unit of the BoC Port of Manila, is encouraging Filipino exporters to start leveraging the RCEP’s benefits, foremost of which is being allowed to source materials and products from the 14 other member parties of the mega free trade agreement at lower duty rates. Study and comply German also urged companies to study and comply with the RCEP’s rules of origin (ROO), a requirement to get preferential tariff treatment under the world’s biggest trade deal. Essentially, the ROO can be regarded as a passport for products, a way to determine the country of origin of a product and establish its eligibility for preferential tariff treatment. It can help businesses reduce costs and boost their competitiveness within the regional market. Under RCEP, originating goods are those falling under three categories: wholly obtained in the RCEP party or member state of the agreement; those produced in a party exclusively from originating materials from one or more of the parties; and those produced in a party using non-originating materials, provided the good satisfies the applicable requirements set out in Annex 3A (Product-Specific Rules). Documentary requirements German said applicants seeking “approved exporter” status under RCEP should submit the following documentary requirements: • Duly accomplished application form • BoC’s Certificate of Registration • Product Evaluation Report or PER, if applicable Meanwhile, traders applying for approved exporter status, should submit a producer’s declaration indicating the originating status of the good for which the trader will be completing a declaration of origin and stating the producer’s readiness to cooperate in verification. “If you are a trader, you need to know who produces the good or you still have a declaration that it is originating in the Philippines so that you will be ready during the retro verification or verification of the importing country,” said German during her talk last month at a Department of Trade and Industry webinar. In addition applicants have to submit a list of the authorized signatories of the DO and their respective specimen signatures. The application form should be submitted in both hard copy and electronic Portable Document Format to the deputy commissioner of the Assessment and Operations Coordinating Group through the Customer Care Center or CCC. The Export Coordination Division or ECD will then evaluate the application based on the following criteria: Exporter is a legitimate exporter who must have been transacting with the BOC for at least one year prior to the date of application Exporter must have been exporting products to at least one RCEP party for at least one year • Exporter must have good compliance measured by risk management of the BOC • Exporter must have a sound bookkeeping and recordkeeping system • Exporter must have responsible officers or persons authorized to sign the DO, who must have sufficient knowledge, competence in ROO application • Exporter must be willing to be subjected to regular monitoring and inspection to determine correctness of its declaration with respect to the goods exported. Written authorization After evaluation the ECD will grant the status of approved exporter to the successful applicants by issuing a written authorization with its corresponding authorization code within 14 working days. From there, the BOC will input the details of the approved exporter in its Approved Exporter Database for circulation among the RCEP parties. RCEP came into effect officially for the Philippines on June 2, 2023 after the Senate finally ratified the agreement in February this year. The Philippines was the last country to ratify RCEP, a free trade pact among the 10 members of the Association of Southeast Asian Nations — Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, Vietnam — and the five ASEAN FTA partners Australia, China, Japan, South Korea, and New Zealand. Phl, Thailand vow closer collaboration on environmental conservation
Department of Environment and Natural Resources Secretary Maria Antonia Yulo Loyzaga on Thursday said her department is reinforcing diplomatic ties with Thailand in advancing maritime and ecological management and protection. Loyzaga said she met with Tull Traisorat, Ambassador of Thailand to the Philippines, to explore areas of cooperation, capacity-building, and knowledge-sharing with regard to sustainability, greening highly urbanized areas, and natural resources conservation. The DENR chief and the Thai envoy both agreed to push forward with the Strategic Action Programme for the South China Sea and the Gulf of Thailand, a $15-million project of the United Nations Environment Programme that aims to reduce coastal and marine environmental degradation in the region. Aside from Thailand and the Philippines, Cambodia, China, Indonesia, and Vietnam are also part of the ongoing program. It is the only agreed common vision among the participating countries on targets and actions for reversing environmental degradation trends in the South China Sea. Other points discussed covered regional environmental projects in the pipeline that address the management of marine protected areas, nature-based solutions to improve local community livelihoods and climate change adaptation, and the promotion of resource efficiency and circularity to reduce plastic pollution. In a war, there is no justification for protagonists to resort to slaughter and the abduction of civilians, which are acts of cowardice and unbridled evil at the same time. Using weapons to harm civilians is unacceptable in the civilized world, which makes the Hamas act on 7 October and thereafter the exact definition of terrorism. The release of hostages in batches does not improve the image of Hamas to the world, which has become aware of the ruthless character of the group supposedly fighting for the independence of Palestine. Hamas practices the same brand of terrorism as the Islamic State and the Abu Sayyaf and Maute groups in the local setting, all abominations of the faith that teaches peace and coexistence. The 7 October terror attack was the worst in Israel’s 75-year history, if not the world’s, with the massacre of 1,400 individuals by a murderous horde that crossed the border from Gaza. Around 200 foreigners were confirmed dead by their national authorities, many also holding Israeli nationality. Israel estimates 222 people were abducted. The United States reported 31 dead, 13 missing, others abducted, with 13 Americans unaccounted for. Hamas released two American hostages on Friday, which was calculated to delay the imminent ground assault by Israeli troops. Another two Israeli hostages were released on Tuesday. Thailand has among the most casualties after Israel and the US, with 30 dead. Some 19 Thai hostages are in the hands of the terror organization. About 30,000 Thais work in Israel, most in the agricultural sector. France counted 30 dead, one hostage and six missing; Russia: 19 dead, two hostages, seven missing; Ukraine has 18 dead; the United Kingdom reported nine dead, seven missing; Nepal revealed 10 of its citizens killed and one missing; Argentina has nine dead and 21 missing; Canada said six citizens died while two are missing; Austria confirmed four deaths while one is missing; China’s foreign ministry said four Chinese were killed and two missing. An attack on a kibbutz and on the music festival, just kilometers from the Gaza border, killed four Filipinos, while two are missing. Australia, Azerbaijan, Cambodia, Chile, Colombia, Honduras, Ireland, Italy, Spain, Switzerland and Turkey have reported at least one of their citizens were slaughtered. The German foreign ministry said Wednesday that many of their nationals were killed without giving a precise number. Nations with unaccounted-for citizens who were likely taken hostage are Mexico, Paraguay, Sri Lanka, and Tanzania. Israel Ambassador Ilan Fluss told DAILY TRIBUNE editors that the war against Hamas is not only the fight of Israel but should be an international effort to defeat terror groups, considering the international dimension of the carnage. Fluss was also reminded of the Holocaust, which was Nazi dictator Adolf Hitler’s genocide of Jews in World War II, a method employed by Hamas in the plunder and murder of civilians that included burning people alive. Rice sufficiency a pipe dream?
An Indian agricultural economist advised the government to secure investments in rice farmland abroad as it believes the Philippines’ goal of rice self-sufficiency through domestic production is impossible. Dr. Samarendu Mohanty, former principal scientist at the International Rice Research Institute in the Philippines, said the country has smaller arable land to grow enough rice to satisfy consumer demand for the commodity amid its expanding population. “In other countries, they have arable land. The Philippines doesn’t have it because the country is an island nation,” he said during the recent 6th International Rice Congress in Pasay City. “You can take all the measures to expand productivity here, like having certified seeds and fertilizer, but I don’t think you’ll be self-sufficient with the population you have,” Mohanty added. The agricultural economist said the solution is to invest in farmland abroad under a backward linkage method. This distributes inputs from the farm sector to the non-farm sector, which includes agrochemicals, processing, and trading. “You need to find a country where this can be done legally and where there is land and water. Many African countries — Cambodia, Vietnam, and Myanmar — have bigger land the Philippines can invest in and get back the supply to the country,” Mohanty explained. “There’s an Indian company producing rice in Africa and exporting it somewhere else. The Philippines cannot invest in land in India because of land restrictions,” he added. ‘Out of luck’ According to the World Economic Forum, India is the world’s second-top rice producer after China. However, India and other countries recently announced they would limit their rice exports as consumer demand and commodity prices have risen in their local markets. “If you have to address it through imports and the exporting countries have food restrictions, then you’re out of luck. But if you have backward linkages, you can be assured that your rice was produced in Vietnam or another country. Nobody can take that away because that’s your investment,” Mohanty said. He said the government must create policies and conduct discussions with its foreign counterpart and business community abroad to negotiate investments in external rice production. “The government has to facilitate that. The private sector will enter if there’s assurance from the government that they can bring back rice to the country,” Mohanty explained. He said India will resume rice exportations in May next year, with the country’s total production of at least 135 million tons. A portion amounting to 25 million tons is usually left as surplus. The Indian embassy in Manila said on 18 October that India allocated 295,000 metric tons of rice to the Philippines, the biggest share of its non-basmati white rice export, following its bilateral talks with the Marcos administration in August. Department of Agriculture Undersecretary Mercedita Sombilla said the two governments and the private sector will still discuss the rice imports’ price terms. She, however, was optimistic that the rice imports would help stabilize the prices of the commodity in the domestic market. Mohanty said India will likely export more rice in the future. “There’s a green revolution happening in the eastern part now. I expect India to have more than 30 million tons of surplus,” he said. Shun mass protests in Egypt
Filipinos in Egypt have been advised to avoid joining any protests following the mass demonstrations, denouncing the bombing of a hospital in the Gaza Strip that reportedly killed at least 500 civilians. In an advisory, the Philippine Embassy in Egypt cautioned Filipinos against joining the random demonstrations and planned mass actions. “The Philippine Embassy in Cairo advises everyone to exercise caution, keep away from mass congregations, and stay home unless necessary,” it said. According to the Department of Foreign Affairs, there are 1,990 Filipinos in Egypt. Egyptians took to the streets to express their anger over the bombing of the Al-Ahli Baptist Hospital in Gaza, which left hundreds of Palestinians dead. In one of the demonstrations, a Palestinian flag was raised while an Israeli flag was burned. The demonstrations came after Egypt’s President Abdel-Fattah el-Sissi called on Egyptians to express solidarity with the Palestinians amid the Israel-Hamas war. This developed as top diplomats of the Association of Southeast Asian Nations on Friday denounced the ongoing war in the Middle East. End bloodshed In a statement, the foreign ministers of the 10-member regional bloc called for an immediate end to the bloodshed. “We strongly condemn the acts of violence which have led to the deaths and injuries of civilians, including ASEAN nationals,” the foreign ministers said. “We urge the immediate end of violence to avoid further human casualties and call for the full respect of international humanitarian law,” it added. Israel and the Palestinian militant group Hamas are engaged in armed conflict following the surprise attack launched by the terror group on Israel last 7 October. The attack by Hamas has left more than 1,400 dead, most of them massacred on the first day of the assault. Meanwhile, the widespread airstrikes on the Gaza Strip have reportedly left at least 3,478 dead. ASEAN also called on “all parties to create safe, rapid and unimpeded passages of human corridors.” Last week, Israel imposed a 24-hour deadline for 1.1 million civilians to evacuate northern Gaza ahead of its ground offensive in the Palestinian territory. Since then, millions of civilians, including foreign nationals, have scrambled to move from northern Gaza to southern Gaza in hopes of exiting the war-torn territory. The bulk of civilians are swarming to the Rafah border in an attempt to enter Egypt despite the border remaining closed and the restricted availability of food, water and electricity. Two-state solution Meanwhile, ASEAN reaffirmed its support for a “negotiated two-state solution that allows Israelis and Palestinians to live side-by-side in peace and security consistent with relevant United Nations Security Council resolutions.” “This will be the only viable path to resolving the root cause of the conflict,” it said. The regional bloc also called on the “international community to support the peace process in order to ensure long-lasting peace and stability in the region.” “We have issued our respective national statements on the escalation of armed conflicts in the Middle East,” it said. On Wednesday, the Philippines, one of the founding members of ASEAN, expressed its “profound sadness” over the bombing of a hospital in the Gaza Strip, which reportedly killed at least 500 civilians. Israel and Hamas denied being behind the attack and blamed each other for the bombing. The Philippines said all parties should “do their utmost to protect civilians in times of war and armed conflict.” “We support efforts of the United Nations to provide humanitarian relief in the conflict areas,” it said. Deep concern In Riyadh, Saudi Arabia, where President Ferdinand Marcos Jr. is attending the ASEAN-Gulf Cooperation Council Summit, the Chief Executive expressed deep concern over the rising number of victims and the safety of those affected by the conflict. In his intervention during the 1st ASEAN-GCC Summit here on Friday, Marcos said, “All parties (should) exert their utmost efforts to de-escalate the situation, stop all violence, and engage in dialogue and diplomacy.” He called on the members of the GCC and ASEAN to work together to promote peace, security, and stability in the South China Sea and the Arabian Sea. Marcos also underscored the importance of cooperation between member countries of the two regional groups to ensure their continued prosperity. “As the two regional organizations located astride the major sea gates and vital corridors of the world’s commerce and communications, it is imperative that we work together to promote peace, security, and stability in both our regions, the South China Sea and the Arabian Sea, grounded on the rules-based international order to ensure the stability and prosperity of our countries and the rest of the world,” Marcos said. “Peace and stability are indispensable to ensuring continued prosperity in our respective regions and the world,” he added.
