Village chief aspirant dies in ambush
ZAMBOANGA CITY — The Lanao del Sur Provincial Police on Wednesday reported that a barangay chairperson candidate in Barangay Sigayan, Kapatagan town in Lanao del Sur was killed while his wife and son were injured after armed men ambushed them. Lanao del Sur Provincial Police director Col. Robert S. Daculan identified the fatality as Kamar Bilao Bansil, who is running for barangay chairperson in Barangay Sigayan in the 2023 Barangay and Sangguniang Kabataan Elections. Meantime, the fatality’s wife — identified as Jasmin and his son Manmo — both sustained gunshot wounds in different parts of their bodies. They were immediately rushed to a hospital by policemen and emergency responders from the Kapatagan local government unit. Daculan also identified the leader of the armed group as Pabil Pagrangan, the husband of Sigayan’s incumbent village chair. Initial reports disclosed that Bansil was driving his multi-cab vehicle with his wife and son on board when they were fired upon by the group of Pagrangan who positioned themselves along the road of Sigayan. Bansil was supposed to contest the re-election bid of Pagrangan’s wife, the incumbent barangay chair of Sigayan. Police identify persons of interest in ambush attempt on Misamis Occidental Gov.
The Philippine National Police on Wednesday said they now have persons of interest in the attempt on the life of Misamis Occidental Governor Henry Oaminal. PNP spokesperson Col. Jean Fajardo, said they could not give the details yet or identities of the people behind the detonation of an improvised explosive device when Oaminal and his group narrowly escaped death during a highway explosion in Clarin town while en route to Ozamiz City less than an hour before midnight on 15 October. Fajardo however said that they are now tracking a vehicle that was spotted in Barangay Lapasan in Clarin town before the ambush try. Fajardo added that investigation revealed that the IED used also has traces of ammonium nitrate and was triggered by a cellular phone. Investigators, the police official said, also are not discounting that the attempt on the life of Oaminal may have been politically motivated. Security precautions were beefed up in the province and other places where the governor frequently visits. Fajardo added that PNP Chief Gen. Benjamin Acorda Jr. has instructed all the local police chiefs in the area to coordinate with the local executives to prevent similar untoward incidents. Governor Oaminal, on the other hand, said earlier that crime groups wanted him out because of the progress of the province in terms of peace and order. Governor’s fight vs EDCA
Despite political pressure, Cagayan Governor Manuel Mamba continues to oppose the Enhanced Defense Cooperative Agreement or EDCA sites in his province. Since April this year, he has been announcing publicly his opposition. Mamba also urged Cagayanos to make a united stand and voice their opposition following the announcement by the Presidential Communications Office that EDCA sites were to be established at Naval Base Camilo Osias in Santa Ana and the Lal-lo Airport in the province. I had a chance to meet Mamba last 25 August, and he said he is against any form of neo-colonialism, which is perhaps why he is not in favor of having American military personnel, facilities, and structures in the country, particularly in his province. During the occasion, he was also commended by a retired Philippine National Police general. I suppose we are aware that Governor Mamba is under heavy political oppression due to his opposition to PH-US military relations and new EDCA sites. To Cagayanos, Governor Mamba is undoubtedly the national hero of the new century because his courage and determination are worthy of admiration. Observers said his opposition to the military ties with the US and the new EDCA sites had alienated him from President Ferdinand Romualdez Marcos Jr., to whom he was once close. In early May, in reaction to Governor Mamba’s opposition to the new EDCA sites, House Speaker Martin Romualdez reiterated that the President’s determination to strengthen cooperation with the US with new EDCA sites was “unshakable.” There were rumors the Speaker asked the Governor to keep quiet on the matter. To Governor Mamba’s supporters, this was a severe warning and a humiliation from the President and the US. On 9 February this year, US embassy personnel met with an assistant of Cagayan Vice Governor Melvin Vargas, named Agatep, mainly to get an update on Governor Mamba’s alleged “irregular vote buying” in the last election. During the meeting, dissatisfaction was expressed with the Governor’s public opposition to the new EDCA sites in Cagayan. Well, should the vote-buying case push through, what could we expect? Should Governor Mamba’s election be overturned, Vice Governor Vargas, who supports the PH-US alliance, would be the likely successor. A friend from the north told me that Katrina Enrile, like her father Juan Ponce Enrile, the Presidential Chief Legal Adviser, is pro-EDCA. To eliminate the local opposition to EDCA, Katrina Enrile allied with Governor Mamba’s political rivals — Vice Governor Vargas and the Lara family. Vice Governor Vargas met with Katrina Enrile on 19 April and stated that he had garnered the support of a majority of the provincial officials regarding the establishment of the two EDCA sites in Cagayan. The new EDCA sites were the President’s decision, and they should not speculate on this. Katrina Enrile’s efforts paid off, as the President appointed her Administrator and Chief Executive Officer of CEZA, the office that manages the Cagayan Special Economic Zone. Interestingly, the Cagayan Special Economic Zone Act of 1995 was proposed and drafted by Juan Ponce Enrile. On 7 April, representatives of the US government met with Mayor Florant Pascual of Lal-lo and president of the League of Municipalities of the Philippines-Cagayan Chapter. During the meeting, the American government promised to carry out energy projects through USAID and provide local assistance in exchange for Pascual’s support of the new EDCA sites. On 20 April, Pascual and 18 other mayors publicly announced their support for the new EDCA sites in Cagayan. Soon after, on 15 June, USAID representatives visited the Philippines and announced a $65-million fund for Cagayan and Isabela to support local energy planning and introduce renewable energy technologies, such as solar roofs. The Department of Social Welfare and Development, together with partner agencies in the National Committee on the Filipino Family, recognized exemplary Filipino families during the awarding of the 2023 Natatanging Pamilyang Pilipino at SM City San Mateo over the weekend as part of the celebration of National Family Week. The NPP aims to recognize and award Filipino families who have significantly contributed towards nation-building and the development of the family as the foundation of Philippine society. In the message of Secretary Rex Gatchalian, which was delivered by DSWD Undersecretary for Policy and Plans Adonis Sulit, the DSWD chief highlighted the courage and strength demonstrated by Filipino families in overcoming life’s challenges as well as their contribution to nation-building. "You and the members of your family are not only exemplary in your love for each other but also in your significant contributions to your communities and society. Your stories of cooperation, care, and even the stories of overcoming life's challenges pave the way for a better future for all of us," Gatchalian said. The government should recognize the possibility that Chinese workers in the country are committing espionage amid the escalating territorial friction in the West Philippine Sea. Defense Secretary Gilbert Teodoro raised the alarm, saying employees of mainly Chinese state firms may be engaged in potential “covert economic and information activities,” including propaganda operations, to sway public opinion in favor of the mainland. Among the workers on the watchlist are “the ones hired by Beijing’s state-run enterprises involved in public infrastructure projects,” according to Teodoro. The Department of National Defense said it is looking into clandestine dealings “happening in the background.” “It’s the activities that we cannot see… that’s what alarms us,” the defense chief said. “The best way to weaken a country, rather than by an overt warlike function or disruption of [its] facilities, is really to take control of [its] internal economy, internal processes, and the like,” Teodoro pointed out. The records of Chinese migrants in the country are inadequate based on previous Senate hearings. No government agency was able to provide the Senate, for instance, with an accurate number of illegal Chinese workers, indicating that they are not being monitored. Labor agencies have also failed to keep track of how many foreign workers are in jobs that, by mandate of the Constitution, should be for Filipinos only. Under the law, foreigners are only allowed to work in jobs that require highly specialized skills and where no Filipinos are deemed competent to do them. During the Senate probe, it was also discovered that as many as 119,000 Chinese nationals who came to the country as tourists are now residents and have jobs in violation of labor regulations. Chinese tourists, through some “gainful” means, were able to obtain special work permits from the Bureau of Immigration. They now work in very diverse areas such as Metro Manila, Clark, Subic, Cagayan and Cagayan de Oro. In one of the inquiries, a Department of Labor and Employment official explained that the special permits were issued without the need for an Alien Employment Permit, or AEP, because the nature of the employment was temporary, lasting from three to six months. The loose process, thus, has allowed foreign workers to enter the country practically unbridled. Senators questioned the discrepancy between the AEPs issued and the number of Chinese workers in the country. Independent sources said that as many as 200,000 to 400,000 Chinese workers are in the country. Four different agencies issue different permits that make the situation worse. The biggest insult by China is that its propaganda work against the Philippines and other opponents in the territorial conflicts is done in this country. Facebook recently removed two networks of fake accounts that were spreading government propaganda, one originating in China and the other in the Philippines. Taken down were 155 Facebook accounts, 11 pages, nine groups and seven Instagram accounts traced to China, and 57 accounts, 31 pages and 20 Instagram accounts based in the Philippines. Such operations breach Facebook’s rules against “coordinated inauthentic behavior on behalf of a foreign or government entity.” The Chinese network used faces created through an AI technique known as GANs (Generative Adversarial Networks). Facebook was able to trace the origins of the accounts because of their visual signatures. “This form of AI is readily available online, and its use (or abuse) by covert operations has exploded in the last year,” according to a report on the social media platform. Identified were a dozen GAN-generated images from the Chinese propaganda operation. Teodoro, who has access to a wealth of information, in revealing the supposed operations being conducted by the Chinese in the country’s backyard, virtually confirmed the problem has reached alarming proportions. It would be easy for the government to keep track of foreign workers if only the appropriate agencies would resist the seduction of human smuggling. MPD secures Bar exams
The Manila Police District on Sunday announced that it has deployed at least 500 personnel around the vicinity of San Beda College and University of Santo Tomas to secure the conduct of the Bar examinations which kicked off on Sunday. MPD chief Brig. Gen. Andre Dizon said that the deployment will cover the period from 17 September until the last day of the examinations which will fall on 24 September 2023 as he also urged the public to report immediately any suspicious actions by any individual or group that may seem to sow terror. The other local testing centers are Manila Adventist College; University of the Philippines — Bonifacio Global City; Saint Louis University; Cagayan State University; and University of Nueva Caceres in Luzon; University of San Jose — Recoletos; University of San Carlos; and Dr. V. Orestes Romualdez Educational Foundation in Visayas; and Ateneo de Davao University and Xavier University in Mindanao. Earlier, the local government of Manila has imposed a liquor ban and banned ambulant vendors near two testing centers for the 2023 Bar examinations. Manila Mayor Honey Lacuna-Pangan issued Executive Order 24 imposing the liquor ban within a 500-meter radius of San Beda University on Mendiola Street and University of Santo Tomas on España Boulevard. The liquor ban was launched on midnight of 16 September until 10 p.m. of 17 September and will resume on midnight of 19 September until 10 p.m. of 20 September 2023. It will be implemented again on midnight of 23 September until 10 p.m. of 24 September 2023. The local government unit also banned disruptive activities and the use of equipment with loud or disturbing sounds such as but not limited to videoke, karaoke, loud sound systems at the same dates and times.
