Super Typhoon Goring affects nearly ‘200k’ people, infra damage reaches P41-M
Supertyphoon Goring has already battered some 56,410 families equivalent to 196,926 individuals with a total of P41,175,000 worth of damage to infrastructures as of Wednesday, the National Disaster Risk Reduction and Management Council said. The latest data from NDRRMC showed that the inclement weather has displaced 48,997 individuals from 832 barangays in the Ilocos Region, Cagayan Valley, Central Luzon, Calabarzon, Mimaropa, Western Visayas and the Cordillera Administrative Region. Of the number, 9,608 families equivalent to 35,095 persons are now being sheltered in 376 activated evacuation centers while another 3,407 families, or 13,902 persons are being aided outside. No casualties were reported but the NDRRMC said it was verifying a report on a missing individual. Also, it has yet to report on the cost of agricultural damage due to Goring. Some 28 roads and 19 bridges remained not passable with six areas experiencing power interruption in Ilocos Region, Cagayan Valley, Calabarzon, Western Visayas, CAR, and Mimaropa. While two areas in Calabarzon and Western Visayas have no water supply. NDRRMC said six flights were canceled in Cagayan Valley while a total of 67 seaports were affected in Cagayan Valley, Calabazon, Mimaropa, and Western Visayas. The government said it has already provided a total of P7,844,038 worth of assistance to the typhoon-affected families. The Philippine Atmospheric, Geophysical, and Astronomical Services Administration said Super Typhoon “Goring” continues to maintain strength as it approaches the northwestern boundary of the Philippine Area of Responsibility. PAGASA said “Goring” is forecast to follow a mainly west-northwestward path across the Luzon Strait from today until it exits the Philippine Area of Responsibility (PAR) tonight or tomorrow morning. Outside the PAR region, the “Goring” will continue its west-northwestward movement for the remainder of tomorrow before turning more westward on Friday while slowing down, then west-southwestward on Saturday. “Goring” is likely to remain as a super typhoon until Friday. “Increasingly unfavorable conditions over the waters off the coast of Guangdong will trigger a weakening trend and by Monday, Goring will have weakened into a severe tropical storm,” PAGASA said in its advisory. Meanwhile, Tropical Cyclone Wind Signal No. 1 is still hoisted over the Batanes, Babuyan Islands, Ilocos Norte, the northern portion of Apayao (Luna, Santa Marcela, Calanasan), and the northwestern portion of Cagayan (Pamplona, Claveria, Ballesteros, Abulug, Sanchez-Mira, Santa Praxedes). PAGASA warned there is a moderate to high risk of storm surge which may cause flooding in the low-lying and exposed coastal areas of Batanes and the northern and western portions of Babuyan Islands. The southwest monsoon enhanced by “Goring” may bring a significant amount of rains over the Zambales, Bataasn, and Northern portion of Palawan, including Calamian, Cuyo Islands, and Occidental Mindoro and Pangasinan over the next three days. Super Typhoon “Goring” was last tracked at 1185 km West of Itbayat, Batanes, packing maximum sustained winds of 195 kilometers per hour near the center and gustiness of up to 240 kph while moving west-northwestward at 15 kph. Hundreds flee floods as super typhoon brushes past Philippines
More than a thousand people fled their homes as floods unleashed by Super Typhoon Saola swept through mainly rural villages in the northern Philippines, rescue officials said Sunday. Saola brushed past the northeast of the main island of Luzon overnight Saturday and continued south just off the Pacific coast packing winds of up to 185 kilometers (115 miles) per hour, the state weather bureau said. No casualties or substantial damage have been reported. Residents of coastal communities vulnerable to high winds and large waves were moved to higher ground on Isabela province's Pacific coast, as were those on the northern tip of Cagayan province to the north and Ilocos Sur province on Luzon's northwest coast, officials said. "These coastal towns have no protection because they are directly facing the Pacific," said Isabela rescue official Constante Foronda, putting the number of evacuees in Isabela at 372. "It's raining constantly but the winds are not that strong," he told AFP by telephone, adding: "We got lucky." The Philippines is hit by an average of 20 major storms each year that kill hundreds of people and keep vast regions in perpetual poverty. In neighboring Cagayan, rescue official Ruelie Rapsing told AFP 388 people were evacuated overnight amid flooding on several coastal municipalities on Luzon's northeast tip. There were also widespread electricity cuts across the province of 1.2 million people due to downed power lines, he added. The provincial government's press office released photos on its Facebook page of knee-deep floodwaters swamping homes in the municipality of Aparri. The civil defense office in Manila also reported the evacuation of 421 people from four municipalities in Ilocos Sur, which were hit by a landslide, flooding and overflowing rivers. The eye of Saola was within 90 kilometers of the remote coastal town of Casiguran at 2:00 pm (0600 GMT) but was forecast to remain over water over the next few hours before turning east and then northwest towards Taiwan in the coming days. The weather service said the main threat was from heavy rain that could trigger flash floods or landslides. Up to 200 millimeters (nearly eight inches) of rain was forecast to fall along Cagayan and Isabela's coasts over the next 24 hours. DSWD on high alert status amid ‘Goring’
The Department of Social Welfare and Development on Sunday said its Field Office-2 (Cagayan Valley) continued to be on high alert status as Typhoon "Goring" intensified into a super typhoon, bringing heavy rains over the provinces of Cagayan and Isabela. DSWD Secretary Rex Gatchalian said the latest report from Cagayan Valley Regional Director Lucia Alan indicated that 367 families or 1,219 individuals from 24 barangays in the two provinces were affected by ST Goring. “Of this number, 138 families or 468 individuals were displaced. There are also 26 open evacuation centers sheltering affected families in the whole Cagayan Valley Region,” Alan told the DSWD chief. Alan said the evacuees were mostly individuals residing in coastal areas. “We continue to be vigilant and on high alert status to extend assistance to the LGUs, “ Alan reported to Secretary Gatchalian. As of Saturday (26 August), more than 70,000 family food packs (FFPs) have been made available by the Cagayan Valley Field Office with over 40,000 already prepositioned to the LGUs, especially in coastal towns. As the typhoon continues to batter the region, Alan said the field office (FO) has not received reports of casualties, damaged houses, or stranded individuals, as of press time. The DSWD FO-2 has earlier prepositioned a total of 9,778 FFPs in the island province of Batanes broken down as follows: Basco (1,306 FFPs); Itbayat (1,322); Ivana (1,100); Mahatao (1,094); Sabtang (1,203); and Uyugan (1,167) for a total of 7,700 FFPs. An additional 2,078 food packs were also sent to the Batanes provincial capitol. Alan on Friday (25 August) reported to the Disaster Response and Management Group (DRMG) that FO-2 has also prepositioned FFPs to Isabela province coastal municipalities of Divilacan with 1,000 boxes of FFPs; Maconacon with 154; and Palanan with 500. “For Calayan Island, we have prepositioned 2,900 FFPs while 150 FFPs were sent to Barangay Fuga of Aparri, Cagayan. An additional 1,246 food packs were also sent (by) boat to Isabela province,” Alan reported. Gatchalian on Thursday (24 August) ordered concerned DSWD regional directors to beef up their stockpile of food packs in anticipation of TS Goring. ‘Falcon’ continues to enhance ‘habagat’
Typhoon "Falcon" (international name: Khanun) continued to enhance the southwest monsoon (habagat) and drench parts of the country as the tropical storm strengthened early on Sunday, the state weather bureau said. According to Philippine Atmospheric, Geophysical and Astronomical Services Administration's (PAGASA) 11:00 a.m. advisory, Falcon's eye was located approximately 1,180 kilometers east of Northern Luzon at 10:00 a.m. The severe tropical storm traveled 15 kilometers per hour in the north-northwesterly direction. Maximum sustained winds of 95 kilometers per hour (km/h), gustiness of up to 115 km/h, and a central pressure of 985 hectoPascals (hPa) are present close to the center. Strong to storm-force winds were also present up to 900 kilometers from the core. Falcon threatens further floods and landslides as Typhoon Egay's (international name: Doksuri) effects are still being felt in the provinces it hit. Falcon's distance from the Philippine landmass prevents PAGASA from hoisting wind signals. But PAGASA said the cyclone may exit the Philippine Area of Responsibility late Monday or early Tuesday. Casualties Meanwhile, two more people died because of the effects of Super Typhoon "Egay" and the stronger southwest monsoon. This brings the total number of deaths to 16, and the damage to agriculture and infrastructure to P5.8 billion. The latest situation report, which the National Disaster Risk Reduction and Management Council (NDRRMC) released on Sunday, showed that 11 of the casualties happened in the Cordillera Administrative Region (CAR), two each in Calabarzon (Region 4A) and Western Visayas (Region 6), and one in Ilocos (Region 1). But the NDRRMC said that only one death had been confirmed, that of a 36-year-old man who drowned in Mansilingan, Bacolod. The rest were still being checked. In Cagayan Valley (Region 2) and CAR, 52 people were injured, and 20 were missing. Meanwhile, the damage to farmland has already cost P1,501,183,483.27 and the damage to infrastructure has cost P4,388,703,839.36. The most agricultural losses were in Region 2, which cost P1.02 billion. Central Luzon followed, which lost P253 million; Mimaropa (Region 4B), which lost P119 million; Region 6, which lost P53 million; CAR, which lost P50 million; and Calabarzon, which lost P213,500. CAR, on the other hand, lost P3.1 billion in infrastructure. This was followed by Region 1, which lost P643 million, Region 2, which lost P483 million, Bicol (Region 5), which lost P52 million, Region 4B, which lost P29 million, and Region 6, which lost P1.5 million. A total of 291,262 families or 1,029,724 people in 2,615 barangays in Regions 1, 2, 3, 4A, 4B, 5, 6, Northern Mindanao (Region 10), Davao (Region 11), Soccsksargen (Region 12), Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), Central Autonomous Region (CAR), and National Capital Region (NCR) are affected. There were 15,092 people living in 330 evacuation centers, which were made up of 4,315 families. Assistance All of the storm victims got help worth a total of P64 million, which included food packs, water, blankets, gas and electric transportation, hygiene kits, sleeping kits, cash, and other things. ‘Egay’ exits after trail of destruction
The number of persons affected by the combined effects of typhoon “Egay” (international name: “Doksuri”) and the southwest monsoon or habagat has climbed to more than 309,909, the National Disaster Risk Reduction and Management Council said on Wednesday. The NDRRMC said the typhoon battered 460 barangays in the Ilocos Region, Cagayan Valley, Central Luzon and CALABARZON. In a public briefing, NDRRMC chairperson and Defense Secretary Gilberto Teodoro Jr. said they were still validating the total number of casualties. The government, he added, is still in the process of assessing the damage wrought by the typhoon in communities. “We are still in the period of rapid response, number one, to serve our displaced countrymen; number two is to ensure that basic services are restored as soon as possible; and the most important is to ensure that everybody as much as possible is safe,” he said. In Cagayan Valley, the typhoon affected 4,925 families, or 16,031 individuals, residing in 22 towns. In Ilocos Norte, the provincial government declared a state of calamity after pre-emptively evacuating 203 families affected by a landslide and flooding in Bangui, Badoc, Bacarra, Pagudpud, Banna, Adams, Solsona, Piddig, Burgos, Paoay, Batac and Laoag. The latest update from the state weather bureau, PAGASA, showed that Egay was last monitored over the coastal waters of Calayan (Dalupiri Island), Cagayan, moving west-southwestward at 10 kilometers per hour. The typhoon has maximum sustained winds of 175 kph near the center with gustiness of up to 240 kph. Egay will continue to affect the northwestern portion of Cagayan, including the Babuyan Islands, Ilocos Norte, Batanes, Ilocos Sur, the rest of Cagayan, Apayao, Abra, Zambales, the rest of the Cordillera Administrative Region and the Ilocos Region. Meanwhile, the habagat or southwest monsoon enhanced by “Egay” will continue to bring occasional rains over the western portions of Central Luzon, Southern Luzon and the Visayas until the weekend. Gusty conditions will prevail in areas under any wind signal, especially in coastal, upland, and mountainous areas exposed to wind in Luzon and the Visayas due to the typhoon and the enhanced southwest monsoon. In an interview, Social Welfare and Development Secretary Rex Gatchalian ordered the regional director of the DSWD MIMAROPA Field Office to augment the local government units in the area and assist the evacuees from at least three towns in Occidental Mindoro. “We have to help the Occidental Mindoro LGUs and their evacuees with a continuous supply of family food packs as well as non-food items,” Gatchalian said.
