Netanyahu says Israel ‘preparing’ Gaza ground war
Prime Minister Benjamin Netanyahu said Wednesday that Israel is readying a ground war in Gaza, pressing ahead with plans that have troubled allies and threaten to worsen an already cascading humanitarian crisis. Facing ever-louder international calls to temper Israel's ferocious 19-day bombing campaign in the Hamas-controlled territory, Netanyahu delivered a nationally televised address. He told fellow Israelis still grieving and angry after Hamas's bloody attacks: "We are in the midst of a campaign for our existence," while insisting Israel will decide how the war is prosecuted. On 7 October, throngs of Hamas gunmen poured from Gaza into Israel, killing 1,400 people, mostly civilians, and kidnapping 222 more, according to official tallies. US President Joe Biden is among the foreign leaders stepping up public calls for Israel to "protect innocent civilians" and to follow the "laws of war" as it pursues Hamas targets. Thousands of Gazans are already believed to have died in Israel's aerial assault, with the toll expected to rise substantially if tens of thousands of Israeli troops massed around Gaza move in. Biden on Wednesday said he had privately suggested Israel should get hostages out if possible before any ground invasion. "It's their decision, but I did not demand it", Biden said, as he called on Congress to allocate more money for Israeli defense. Speaking in Cairo, French President Emmanuel Macron warned: "A massive intervention that would put civilian lives at risk would be an error." But boasting of "raining down hellfire on Hamas" and killing "thousands of terrorists", Netanyahu said his war cabinet and the military would determine the timing of a "ground offensive" to "eliminate Hamas" and "bring our captives home." "I will not detail when, how, or how many," he said. 'It's a massacre' Gaza's Hamas-controlled health ministry puts the number of Palestinian deaths at 6,500, including many children and 700 people killed in a single 24-hour window this week. AFP could not independently verify the ministry's claims, and US President Biden has stated he has "no confidence" in the Hamas ministry figures. While the exact toll from the war in Gaza is unclear, the depth of the suffering is not in question. Entire neighborhoods have been razed, overflowing hospitals carry out procedures without anesthetic, and residents have been forced to use ice cream trucks as makeshift morgues. "They're not waging war on Hamas, they're waging war on children," raged Abu Ali Zaarab, after his family home was bombed in the southern town of Rafah. "It's a massacre." About 1.4 million people -- more than half the population -- have been displaced, according to the United Nations. The UN says 12 of the territory's 35 hospitals have closed due to damage or insufficient fuel, and a key UN aid agency serving almost 600,000 Palestinians "began to significantly reduce its operations." Israel has cut off Gaza's normal supply corridors for water, food, and other necessities, and fewer than 70 relief trucks have entered the impoverished territory since the war began. None contained fuel, which Israel fears Hamas will use for rockets and explosives. Aid agencies have warned that more people will die if medical equipment, water desalination plants, and ambulances stop operating because of a lack of fuel. Once the generators stop, hospitals will "turn into morgues", the Red Cross has warned. Hospitals are also struggling with a shortage of medicines and equipment. "There's not enough anesthetic," said Ahmad Abdul Hadi, an orthopedic surgeon working at Nasser Hospital in Khan Yunis. "The wounded are in severe pain but we can't wait for the procedure, so we're forced to do the operation. We performed a number of surgeries without anesthetic. It's tough and painful, but with the lack of resources, what can we do?" A regional 'explosion' The war has sparked fears of a regional conflagration if it draws in more of Israel's enemies. Since October 7, Israel has launched thousands of reprisal strikes in Gaza, but it has also hit targets in Lebanon and Syria. Late Wednesday, Lebanon-based Hezbollah fired what Israel said was a surface-to-air missile at an Israeli drone. Israel's military said it had intercepted the missile and "struck the source of the launch" in retaliation. Hamas, Hezbollah, and Syria's government are backed by Iran, which denies Israel's right to exist. Tehran's top diplomat on Wednesday accused Israel of carrying out "genocide" in Gaza. Jordan's King Abdullah became the latest leader to warn that ongoing violence could "lead to an explosion" in the region. His wife Queen Rania accused Western leaders of a "glaring double standard" for not condemning Israel's killing of Palestinian civilians in its bombardment of Gaza. Violence has also risen sharply in the occupied West Bank, where health officials said more than 100 Palestinians had been killed, mostly in raids by Israeli troops or in clashes with Israeli settlers. NSC bares options vs increasing China’s aggressive actions in WPS
The Philippines has a lot of options to respond to the increasingly aggressive actions of China in the West Philippine Sea, which include the filing of a case in the International Tribunal for the Law of the Sea or ITLOS in response to the latest collisions of Manila and Beijing vessels in the Ayungin Shoal. This was bared in a radio interview by National Security Council spokesperson, Undersecretary Jonathan Malaya, on Tuesday. Malaya said President Ferdinand Marcos Jr. has ordered the Philippine Coast Guard to complete the maritime investigation on the separate collisions concerning China Coast Guard vessels and Armed Forces of the Philippines-contracted boat for the rotation and re-provisioning or RoRe mission in the area. “Kasi may mga patudsada rin ang China sa atin at kailangan sagutin natin ‘yan with proofs and evidences and then magmi-meeting po ‘yung security cluster para mapag-usapan yung resolute response sa maging action ng China sa pinakahuling RoRe mission,” he told the SuperRadyo DzBB. Malaya, also the spokesperson of the National Task Force on the West Philippines Sea, noted that the government and security sector are exploring all options to respond to China’s aggression towards WPS. But, he did not divulge the country’s step-by-step actions. “I’m not at liberty to discuss that now because we cannot telegraph our moves to China. China doesn’t expose their plans either, so we can’t let them know what we intend to do,” he said. Remulla: Anti-hunger TF still existing
Justice Secretary Jesus Crispin Remulla confirmed the continuing existence of the Inter-Agency Task Force on Zero Hunger even after the abolition of the Office of the Cabinet Secretary, which was initially designated as the head of the task force. Remulla provided legal clarification, stating, “We opine that, being a completely different entity, the IATF-ZH subsists despite the abolition of the office of its designated chair, i.e., OCS.” The Justice official issued the legal opinion in response to the query of Secretary Teodoro J. Herbosa of the Department of Health regarding the dissolution of the OCS by President Ferdinand Marcos Jr. The defunct OCS was established in 2020 during the presidency of Rodrigo R. Duterte. Herbosa raised the issue due to the government’s loan agreement with the World Bank-International Bank, which required IATF-ZH to lead the project steering committee for the Philippine Multisectoral Nutrition Project. Since the DoH serves as the lead agency for the PMNP, Herbosa inquired whether the functions of IATF-ZH, as the steering committee lead, could be transferred to the National Nutrition Council Governing Board, which the DoH also chairs. He noted that the membership of the NNC is identical to that of IATF-ZH. Remulla informed Herbosa that “the government has recently recognized and strengthened IATF-ZH when it issued EO (Executive Order) 27, series of 2023.” Reorganized “Under EO 27, the IATF-ZH was reorganized with the Department of Social Welfare and Development Secretary as its Chair and the Executive Director of the NNC as its Co-Chair, in lieu of the Cabinet Secretary,” Remulla stated. “Further, Section 2 of EO 27 expressly states that except as expressly modified, all other provisions of EO No. 101 shall remain in full force and effect.” EO 101, issued in 2020, established IATF-ZH and designated the OCS as its chair. Israel says at ‘war’ after rocket barrages, militant infiltration
Palestinian militants have begun a "war" against Israel, the country's defense minister said Saturday after a barrage of rockets were fired and fighters from the Palestinian enclave infiltrated Israel, a major escalation in the Israeli-Palestinian conflict. Violence between Israel and the Palestinians has been surging for almost two years, with fatalities in the occupied West Bank hitting a scale not seen in years. At least two people were killed in Israel, officials said. Israel's Defense Minister Yoav Gallant said Palestinian militant group Hamas has "launched a war against the State of Israel." "Troops are fighting against the enemy at every location," he said in a statement. AFP journalists said Israel's military began air strikes on Gaza, following the rocket barrage from inside the territory which is sealed off from Israel by a militarized border barrier. "Dozens of IDF fighter jets are currently striking a number of targets belonging to the Hamas terrorist organization in the Gaza Strip," the military said. Rockets had earlier streamed across the sky repeatedly after the first launches from multiple locations across the Palestinian territory from 6:30 am (0330 GMT), AFP journalists in Gaza City reported. The armed wing of Hamas, which controls Gaza, said it was behind the aerial assault, saying its militants had launched thousands of rockets and its fighters seized an Israeli tank. Israel's army did not immediately comment on the tank claim when contacted by AFP. Israeli security chiefs convened over the violence, which occurred on Shabbat and during a Jewish holiday. Air raid sirens wailed across southern and central Israel, and the army urged people to stay near bomb shelters. AFP journalists in Jerusalem heard multiple rockets being intercepted by Israeli air defense systems. Sirens blared across the city on more occasions than in any Gaza conflict in the past three years. "We decided to put an end to all the crimes of the occupation (Israel). The United States condemned the Hamas fire and urged "all sides to refrain from violence and retaliatory attacks." "Terror and violence solve nothing," the US Office of Palestinian Affairs wrote on X, formerly Twitter. Israel has imposed a crippling blockade on Gaza since 2007 after Hamas took power. Palestinian militants and Israel have fought several devastating wars since. The latest violence follows heightened tensions in September, when Israel closed the border to Gazan workers for two weeks. The shutdown of the crossing came as Palestinian demonstrators along the border burned tires and threw rocks and petrol bombs at Israeli troops, who responded with tear gas and live bullets. Resuming workers' passage on 28 September had raised hopes of calming the situation in impoverished Gaza, home to 2.3 million people. In May, an exchange of Israeli air strikes and Gaza rocket fire killed 34 Palestinians and one Israeli. PEZA secures P10.8B investments from Japan, signs MOU for automation of ICT systems
In conjunction with the visit of the members of the President’s Cabinet to improve economic ties with Japan, PEZA pursued a five-day outbound mission to Tokyo resulting in P10.8 billion in solid investment expansion commitments from PEZA-registered Japanese enterprises. Held from 28 August to 2 September 2023, PEZA participated in an investment forum organized by junca Global Holdings and a series of business-to-business meetings that capitalized on investment leads sought by PEZA, and those from Sumitomo Corporation and the First Philippines Industrial Park, Inc., one of PEZA’s leading developer-operators. ARBO value-chain strategy offers solid ground for MASAGANA rice program
The value chain strategy for agricultural products, which the Department of Agrarian Reform piloted in 2013, particularly on farm clustering, marketing, and linking smallholders to providers of inputs and credit, would be a solid ground for the four strategies of the Department of Agriculture’s MASAGANA Rice Industry Development Program (MRIDP). The DAR’s ARBO (Agrarian Reform Beneficiaries Organization) clustering program, in partnership with Caritas’ Catholic Relief Service, was piloted in 2013 in Bukidnon (in three sites) and Misamis Oriental (two sites). Phase 1 involved linking ARBs with the corporate supply chain, which lasted until 2015, said Assistant Director Lita Rosales of DAR’s Bureau of Agrarian Reform Beneficiaries Development. Then Phase 2—from 2015 to 2017—involved linking farmer smallholders to markets with microfinance. The sites involved in this phase expanded to 98. Phase 3 after 2017 (which was disrupted a bit by the pandemic) already covered 150 sites of clustered farms in practically the entire country, she explained. DAR’s mandate was always to work with ARBOs and clusters formed by them, which DAR linked with suppliers of farm inputs, corporate markets, and providers of farm machinery and post-harvest technologies. The DAR’s ARBO program covered farm clusters producing coconut, corn, sugar, cacao, coffee, livestock, poultry and fisheries, and even rice. With the MIRDP set to be fully adopted, the wealth of experience of ARBOs can hasten the learning curve of newly-organized clusters to be formed by the different attached agencies of the DA. These include the irrigators associations (both national and communal irrigation systems) of the National Irrigation Administration (NIA), the SWISAs (or small water irrigation systems associations) of the Bureau of Soils and Water Management (BSWM), and rice farm cooperatives registered with the Cooperatives Development Authority (CDA). Farmer-members of these groups must be registered with the Registry System for the Basic Sectors in Agriculture (RSBSA) to avail of government interventions. The DA met with DAR and BSWM last 12 July to discuss how the clustering of farmers would be expedited and a follow-up meeting for this purpose has been set for 16 August. Since ARBOs are covered by the Agrarian Production Credit Program (APCP) jointly implemented by the DA, DAR, and the Land Bank of the Philippines, they can avail of loans under the program and in turn, re-lend to eligible ARBs to finance their agri-production projects and activities. The APCP aims to achieve sustainable crop production and increase the incomes of ARBs and their households through the provision of credit and capacity-building assistance. The other DAR programs for ARBOs that could jibe with the thrusts and strategies of MIRDP are stocks and market liberalization, land reform (including the development of land markets), agro-processing and input supply channels, urban finance, and market institutions. MRIDP's MASAGANA stands for MAtatag (climate change adaptation or resiliency), SAma-sama (clustering and consolidation of farms), GAnado (motivated farmers in the rice value chain), and NApapanahon (digital transformation to improve farming practices and program implementation). "MAtatag" aims to boost farmers' climate change resiliency by adjusting the planting calendar during the wet season, shifting main production to the dry season, and promoting crop diversification and crop-livestock-fisheries integration using balanced fertilization, proper irrigation, and other climate-smart practices. "SAma-sama" seeks to create economies of scale by clustering farmers and consolidating farms at the barangay and municipal levels and converging interventions. They will be linked to millers and the NFA, enabling cooperation between farmers, millers, and government institutions to achieve better prices, better quality rice, and appropriate seed distribution. This, too, is the essence of "GAnado", or the value chain approach. "NApapanahon" supports the first three approaches by providing timely and accurate information for decision-making, making interventions digitally based, location-specific, and efficient. The MIRDP will support rice clusters with seeds, fertilizers, and soil ameliorants; training-related activities; credit programs and loan facilities; crop insurance; market assistance; irrigation projects (NIS, CIS, and Small Water Impounding Projects), production and post-harvest machinery and equipment and facilities. Sara, Teodoro to inspect Palaro site
by Neil Alcober Vice President and Education Secretary Sara Duterte, together with Marikina City Mayor Marcelino Teodoro, will conduct an ocular inspection next week, 21 July, to determine the city’s readiness in hosting this year’s Palarong Pambansa. “We’re working doubly hard to prepare all the facilities based on the specifications and standards required by the technical working group of the Palarong Pambansa and, at the same time, to simply validate all the preparations are in place,” Teodoro told this reporter in an interview on Thursday. “We’re also hoping by that period the oval track of the city is already finished and complete,” the Marikina mayor added. Teodoro also said that they hired a Malaysian consultant to inspect all the facilities and to provide specifications requirement. “We’re almost 100 percent ready for the Palarong Pambansa 2023. But, of course, there are adjustments. It’s a working progress in terms of the number of delegates that will be coming because clusters 1 and 2 are still ongoing — there are still pre-qualifying games being done for Central Luzon, and we’re waiting for that,” the mayor added. Teodoro also assured that the minimum public health standards will be strictly implemented during the conduct of the said sporting event. “We’re establishing medical stations as well as treatment medical facilities,” he said. Teodoro also said that the city government has set aside funding for the athletes who sustained injuries during the games and for their hospitalization in case they get infected with Covid-19. “This is the first undertaking in the Palarong Pambansa that the local government will be providing fund in the amount of P5 million for injuries and medical contingency of the athletes,” he said, adding that they signed an agreement with various hospitals in the city. Teodoro also said that President Ferdinand Marcos Jr. will be attending the opening ceremony. The Eastern Police District, headed by P/Brig. Gen. Wilson Asueta, has already set up security measures to ensure public safety and peace and order during the conduct of this year’s sporting event. “We have already coordinated with the Philippine National Police. EPD Director General Asueta was with us in the meeting for the final security arrangement,” Teodoro said. “They will also augment our security personnel in the city as well as for the traffic management. They will be assigning some PNP personnel to manage traffic during the conduct of the Palarong Pambansa,” the mayor added. The PNP, according to Teodoro, has also tightened its VIPs security arrangements. “They did a threat assessment and found no major problem ensuring that no untoward incident will happen,” he said. There will be side events like dragon boat competition and e-games such as mobile legend during the conduct of the Palarong Pambansa, Teodoro said. The mayor added that there will be a closing concert to be held at the Marikina Sports Complex, solidarity meeting for all the regions, and a three-night mayors’ night. This year’s Palarong Pambansa 2023 will kick off on 31 July 2023 at the Marikina Sports Center. This will be followed by actual games (games proper) on 1-5 August at the assigned playing venues until its closing ceremonies on 5 August. This year, the Palarong Pambansa will feature a total of 37 sports including athletics, swimming, basketball, volleyball, football and taekwondo. Thousands flee flooded homes after Ukraine dam destroyed
Thousands were fleeing their homes Wednesday after the destruction of a frontline Russian-held dam in Ukraine flooded dozens of villages and parts of a nearby city, sparking fears of a humanitarian disaster. Downstream from the breached Kakhovka dam, Ukrainian police and troops in the southern city of Kherson were bringing people out from inundated areas in inflatable boats, most clutching only a few documents and pets. Despite the evacuations, officials said Russian forces have kept shelling the residential neighborhoods. Ukraine and Russia have traded blame for the dam being ripped open early Tuesday, prompting Turkey's president to propose to both nations' leaders an international probe of the breach. The destruction has also raised fears of an environmental disaster and nuclear safety risks as it provides cooling water for Europe's largest nuclear plant. One woman, Nataliya Korzh, 68, had swum part of the way to escape from her house. She emerged from a rescue boat barefoot, her legs covered with scratches, her hands trembling from cold. "All my rooms are underwater. My fridge is floating, the freezer, everything. We're used to shooting, but a natural disaster is a real nightmare. I wasn't expecting that," she told AFP. She feared for her two dogs and cat, which she was unable to save. "To get to the room where the dogs were, I would have had to dive. I don't know what's happened to them." The water was waist-deep in the central streets of Kherson and the ground floors of buildings were submerged. A spokesman for Ukraine's emergency services, Oleksandr Khorunzhyi, said that "currently there is no information about the dead or injured". Water levels in Kherson have risen by five meters (16 feet), he said. While finger-pointing continued over the dam's destruction, Moscow accused Kyiv of blowing up a key pipeline that Russia used before the war to export ammonia and whose re-activation it has requested as part of grain deal talks. Continued shelling The governor of the Kherson region, Oleksandr Prokudin, said 1,700 people had been evacuated so far and reported that ongoing shelling was endangering rescuers and locals. Moscow-installed officials on the Russian-occupied side of the river said on Tuesday that more than 1,200 people had been evacuated. A policeman, Sergiy, 38, was using a radio to coordinate the rescue boats. "Today we've already saved 30 people, 10 pets. There was one child. We will work until we've brought out all the people," he told AFP. Washington warned there would be "likely many deaths" due to the breach of the Kakhovka dam. Kyiv said the destruction of the dam -- seized by Russia in the early hours of the war -- was an attempt by Moscow to hamper its long-awaited offensive, which Ukraine's leader stressed would not be affected. The United Nations warned that hundreds of thousands could be affected on both sides of the frontline. The governor of the Kherson region, Oleksandr Prokudin, said 1,852 houses had been flooded by early Wednesday. "According to our forecasts, the water level will increase by one meter within the next 20 hours," he warned. An official in President Volodymyr Zelensky's office, Daria Zarivna, said that in the occupied territory "the Russians simply abandoned people" and in the town of Oleshky on the opposite bank from Kherson, "many spent the night on the roofs of houses". 'Environmental bomb' Zelensky accused Russia of detonating an "environmental bomb of mass destruction", saying authorities expected up to 80 settlements with tens of thousands of residents to be flooded and urging the world to "react". "This crime carries enormous threats and will have dire consequences for people's lives and the environment," Zelensky said. But the explosion would "not affect Ukraine's ability to de-occupy its own territories", he added. Last October, Zelensky accused Russia of planting mines at the dam, warning that its destruction would spur a new wave of refugees into Europe. Kyiv said 150 tonnes of engine oil had spilled into the river, and the agricultural ministry said about 10 thousand hectares of farmland on the right bank of the river would be flooded and "several times more" on the left bank. China expressed "serious concern" over the dam destruction, while EU chief Charles Michel called it a "war crime" and NATO chief Jens Stoltenberg condemned it as "outrageous". Russia has said the dam was partially destroyed by "multiple strikes" from Ukrainian forces and urged the world to condemn Kyiv's "criminal acts". Turkish President Recep Tayyip Erdogan's office said he proposed setting up an international commission to investigate the destruction of the dam in calls with Zelensky and Russian leader Vladimir Putin. The Soviet-era dam, built in the 1950s, sits on the Dnipro River, which provides cooling water for the Russian-occupied Zaporizhzhia nuclear power plant some 150 kilometers (90 miles) away. The UN nuclear watchdog agency said the dam break was posing "no short-term risk" to the plant. Separately, Moscow accused a Ukrainian "sabotage" group of blowing up a section of the Togliatti-Odesa pipeline that Russia used to export ammonia and that is part of the international talks on allowing grain exports from Ukraine amid the conflict with Russia. Jerusalem tensions run high ahead of far-right Israeli rally
Jerusalem police and residents were bracing for extremist ministers and their supporters to rally on Thursday in an annual flag-waving march commemorating Israel's capture of the Old City. Palestinians in Jerusalem, who tend to close their shops and are banned from the social hub of Damascus Gate to make way for the marchers, view the parade as provocative. In the late morning, Prime Minister Benjamin Netanyahu said the Jerusalem celebrations were being held "3,000 years after being established by King David, 75 after it was re-established as the capital of the reborn state of Israel, and 56 years after being reunited". Two of his extreme-right cabinet members, Itamar Ben-Gvir and Bezalel Smotrich, are expected to attend Thursday's rally, one of the events marking what Israelis refer to as Jerusalem Day. Following the Six-Day War of 1967, Israel annexed east Jerusalem and its Old City in a move never recognized by the international community. Thursday's rally takes place days into a ceasefire that ended deadly cross-border fighting with Islamic Jihad militants in Gaza. Thirty-three people including multiple civilians were killed in the blockaded Palestinian enclave and two in Israel, a citizen, and a Gazan laborer. Militant group Hamas which rules the coastal territory said ahead of the march it "condemns the campaign of the Zionist occupation (Israel) against our Palestinian people in occupied Jerusalem". Two years ago, after weeks of violence in Jerusalem in which scores of Palestinians were wounded, a war between Hamas and Israel erupted during the march. 'Acquiescence' to extremists Some 2,500 police officers were securing the march, which begins in the western part of the city at 4:00 p.m. (1300 GMT), proceeds through the Old City, and ends at the Western Wall plaza. On Thursday morning, an AFP journalist saw tourist groups walking through the historic gateway, while Palestinians sold bread from a stall and opened their shops before the afternoon shutdown. Later in the day, the vast majority of shops in the Old City were closed, with Palestinian resident, Abu al-Abed, 72, saying he wanted "to go home". The marchers "are harmful, they're walking and start to hit the doors of the shops and the doors of our houses," he told AFP. Scuffles between Jewish and Palestinian youths were taking place as early marchers arrived in the Old City, with police saying that in some cases forces "were required to act to prevent friction and provocations". Prior to the march, dozens of Jews -- including at least three lawmakers from Netanyahu's right-wing Likud party and a minister from Ben-Gvir's Jewish Power faction -- visited Jerusalem's Al-Aqsa mosque compound, Islam's third holiest site. Jews, who call it the Temple Mount and revere it as their religion's holiest site, are allowed to visit but not pray. Cabinet shake-up looms (3)
From Indonesia, President Ferdinand Marcos, Jr. confirmed that there will be a reorganization, not a reshuffle, of the Cabinet following the end of the one-year ban on those who ran in the May 2023 elections. He said he has already evaluated the performance of the Cabinet members during his first year in office and he will be appointing competent individuals as additional members of his official family. He added that he will be picking them up from those who lost in the last elections. No wonder some are lusting to be picked and even hired public relations persons to push for their names and peddle them as already being chosen. Social media is replete with a list of so-called incoming appointees with the departments they are supposed to head. The truth of the matter is — this list is bogus and purposely circulated by the handlers of those whose names appear thereat. One wonders why they go to great lengths to project themselves as having already clinched the Cabinet portfolio. Some of them have served at one time or another in the past administrations while others would like a taste of the limelight accompanying the position as well as the perks that go with it. Still others, the opportunity of public exposure is a golden chance to raise one’s chances of getting elected to a national office. It cannot be discounted that there are unscrupulous few who having accumulated ill-gotten wealth while in office, would like to return to their money-making ventures having succeeded to evade the graft busters from discovering or unearthing their unlawful under-the-table deals. There is one political opportunist and a scoundrel who has been suspended by the highest court of the land for unethical practice, and who is so hated by a religious group for his threat to kill its members, but who managed to worm his way to the graces of the appointing power, or so seems, (hopefully it’s more apparent than real ) in the last elections by using gutter language in a distasteful attempt at aping the maverick, politically willed and well-loved PRRD. It will be a disaster if these kinds of people are appointed in the Cabinet for they are termites that will destroy the image of the administration. Unsurprisingly, there are Cabinet members who will have sleepless nights the next few days for they might wake up the following day to learn that they would be joining the two former Cabinet officials who fell from power just after a few months in office. It is indisputable that those who will get the axe have not performed well in their departments and have become an embarrassment to the presidency. Instead of being assets to the administration, they have become liabilities and therefore should be given their walking papers. The performing ones will undoubtedly remain for they have helped PBBM in implementing his policy of national development and vision of economic growth and prosperity for the people. In an earlier column, they have been named. There is another member of the Cabinet who is an asset to the administration. His stint as President of the University of the Philippines and as a long-time executive of the Asian Development Bank have helped him steer competently and efficiently the Department of Trade and Industries. Secretary Alfredo Pascual not only has continued the innovative programs in the trade industry initiated by the Duterte administration but improved on it resulting in the country’s steady economic rise coming from the crippling pandemic. DBP bucks merger, cites need for law
The Development Bank of the Philippines has filed an appeal with the Office of the President to reconsider the proposed merger with the Land Bank of the Philippines or LandBank as the former insists it must be first approved by Congress as required by law. This is a response to statements by Alex Quiroz, chairperson of the Governance Commission for Government-Owned or Controlled Corporations last Monday, who said President Ferdinand Marcos Jr. can approve the proposed merger without a new law from Congress. However, in a DBP statement, the bank argued Republic Act 10149 limits the commission to the “evaluation of performance and determination of the relevance of GOCCs and implementation of mergers.” The law says the commission may “recommend to the president the merger of GOCCs and implement the merger unless otherwise directed by the president.” Best interest of the State These should be done only after the commission determined the merger will be in the best interest of the State. The law adds the commission must consult with the relevant government agencies and stakeholders before adopting an ownership and operations manual and the government-corporate standards governing GOCCs. In its statement, DBP said the merger’s proponent, Department of Finance Secretary Benjamin Diokno must yet present compelling and detailed arguments that the DBP and the LandBank cannot perform its duties separately and contribute to national development on their own. Diokno said that the President had agreed to the proposed merger in a Cabinet meeting last month as the finance chief said it will remove redundancies in the operations of the two banks and because of the need of DBP for recapitalization of up to P100 billion and capital infusion from the national government. He added the merger will improve the weaknesses of both banks. Will complicate processes However, the DBP said the merger will complicate banking processes and goals as DBP mechanisms are specifically designed to serve stakeholders in the infrastructure industry. “DBP is to develop industry; Land Bank, agriculture.
