BI says ready for Undas travel influx
The Bureau of Immigration said it will have sufficient manpower at airports to handle the increase in travelers during the All Souls' Day and All Saints' Day break. BI Commissioner Norman Tansingco said that BI personnel deployed in all major international airports remain sufficient to cater to the needs of the travelling public. As previously practiced, officers are disallowed from going on vacation leaves during the peak season. Apart from the new immigration officers, augmentation teams have been assigned and mobile counters are ready for deployment as needed, said the BI chief. The BI is forecasting 4 million arrivals for the entire 2023 fourth quarter. From October to December, the BI also anticipates 3.8 million departures -- numbers that are close to pre-pandemic figures. “We have implemented numerous changes in our systems to cater to the resumption of international travel after the pandemic,” said Tangsingco. Prior to the pandemic, passenger volume at the Ninoy Aquino International Airport increased by an average of 6 to 10 percent. Tansingco reminded the public to arrive at the airports at least three hours prior to their flight and proceed directly to the immigration area for clearance after check-in. Ammonia leak halts Bicutan classes
The city government of Taguig has suspended the class at R.P. Cruz Elementary School due to the ammonia leak incident at the ice plant along M.L. Quezon Street, Barangay Lower Bicutan on Monday. In a statement, the Taguig City Rescue and the Bureau of Fire Protection swiftly responded upon receiving a report regarding an ammonia-related incident, as the classes at the nearby R.P. Cruz Elementary School were immediately suspended at around 8 a.m. to ensure the safety of the students while roads leading to the incident area were promptly blocked to prevent people from approaching the site. The Taguig Rescue, BFP NCR, and PNP Explosive Ordnance Disposal teams are presently conducting an investigation, assessing the ammonia levels, and monitoring wind direction in the area. The local government also established an incident command post at the medical bay in front of R.P. Cruz Sr. Elementary School, manned by personnel from the CDRRMO, PNP and the Incident Command Team. This post is responsible for providing real-time updates on the situation in the affected areas of the ammonia leak. As of 9 a.m., the BFP has declared that the ammonia leak has been successfully contained. Gov’t ready to respond to typhoon-hit communities — PBBM
President Ferdinand Marcos Jr. over the weekend assured the public of the government's preparedness to respond to communities that Typhoon "Goring" would hit. In a statement posted on his official Twitter account, Marcos said the government is monitoring the typhoon-stricken areas, particularly those situated in Northern Luzon. "Our government is focused on the situation in Northern Luzon which is once again experiencing heavy rain and wind brought by Typhoon #GoringPH," Marcos said. "More than 10,000 DSWD food packs have been prepositioned in the affected areas in the north and our disaster and response units are also on standby if evacuation and rescue operations are required," he added. Marcos said the government would ensure a sufficient supply of food and other non-food items until the typhoon exits the country. The Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) on Sunday issued a yellow warning for Cagayan and Isabela province on its 5:00 a.m. bulletin due to Super Typhoon Goring. Cagayan braces for ‘Goring’
BAGUIO CITY — The Cagayan Valley Regional Disaster Risk Reduction and Management Council on Friday disclosed that the province is on red alert status amid the possible threat of typhoon “Goring.” The CVRDRRMC — through the Memorandum Order 86 series of 2023 — is solidifying preparations in anticipation of the effects of the new weather disturbance. Local DRRM offices were also directed to conduct heightened monitoring in their respective Areas of Responsibility and strictly implement the “no sailing, fishing and swimming” policy in their AORs. All Local Disaster Risk Reduction and Management Councils were directed to submit reposts of their preparedness measures and incident monitoring while those who are in the areas not directly affected or are not affected at all are also advised to organize Humanitarian Assistance at Disaster Response Teams ready to extend assistance to the people. Local chief executives in the region were also told to perform their mandate in times of calamities. LDRRMOs are also to conduct Pre-Disaster Risk Assessment or PDRA. State weather bureau PAGASA, meantime, said that Goring continues to intensify as it moves southwestward of the country while another cyclone has been monitored near the Philippine area of responsibility. In its latest weather bulletin, PAGASA said that “Goring” will affect Batanes, Babuyan Islands, and mainland Cagayan, Isabela and the northern portion of Aurora, and Ilocos provinces until Monday noon with forecast rainfall are generally higher in elevated or mountainous areas. Japan donates 300 metric tons of rice; DSWD ensures aid extended to Mayon evacuees
The Department of Social Welfare and Development on Friday assured continuous relief assistance to families affected by the abnormal activities of Mayon Volcano, with the 300 metric tons of rice donated by the Ministry of Agriculture, Forestry, and Fisheries of Japan. During the ceremonial turnover of donations on Thursday, 18 August, at the Albay Provincial Agricultural Office, DSWD Disaster Response Management Bureau (DRMB) Director Michael Cristopher Mathay said the rice donation would significantly help in the relief operations and ensure that aid is extended to Mayon evacuees. “Fully provided that’s what Secretary (Rex) Gatchalian wanted and that warehouses of DSWD should always be filled with relief goods plus non-food items so that all is well for the Mayon evacuees while staying at temporary shelters,” the DSWD director for disaster response said. The donation from Japan is equivalent to 10,000 bags, with each bag containing 30 kilograms of rice, that are intended to be distributed to the affected population by the DSWD, the National Food Authority (NFA), and affected local government units (LGUs) such as Daraga, Camalig, Guinobatan, Tabaco City, Malilipot, Sto. Domingo, and Ligao City. Congress terminates BuCor probe, Catapang says will not resign
The investigation being conducted at the House of Representatives by the joint Committees on Justice and Public Order and Safety on the disappearance of a person deprived of liberty inside the New Bilibid Prison has been terminated. Both committees were informed by Bureau of Corrections Director Gregorio Pio P. Catapang Jr. that another angle is being pursued by BuCor investigators: that Michael Cataroja, the PDL under investigation, might still be alive. He was reported missing on 15 July 2023. Catapang said bureau operatives visited and talked to Cataroja’s mother, Florence, residing at Sitio Manahan Bato, Brgy. San Isidro, Angono, Rizal, on 5 August. Florence told the investigating officer that the last conversation she had with her son was sometime in June when Cataroja asked her to send him P200. If her son will contact her again, she will surrender him to Senator Raffy Tulfo to secure his safety, said Cataroja's mother. Another BuCor operative also obtained information from a female informant that she saw Cataroja roaming around the area in the latter part of July, while another male informant claimed to have seen Cataroja in the vicinity around 22 July. The BuCor has also coordinated with the Angono Municipal Police as well as barangay police and tanod in Angono, Rizal to arrest Cataroja or alert them should Cataroja reappear in the area. In terminating the hearing, Rep. Dan Fernandez, chairman of the Committee on Public Order and Safety, said the objective of the committee is to have different agencies such as the Bureau of Corrections, Philippine Drug Enforcement Agency and the National Bureau of Investigation strengthen their coordination efforts. Fernandez urged the BuCor to renew its coordination with PDEA by forging a memorandum of agreement and provide them with an office inside the BuCor to assist them in their fight to eliminate the drug problem inside the NBP. 10 injured, buildings collapse as 5.4 quake hits east China
A shallow 5.4-magnitude earthquake struck eastern China in the early hours of Sunday, the US Geological Survey (USGS) said, with state media reporting at least 10 people injured and dozens of buildings collapsed. Videos on social media showed shaking light fixtures, trembling ground and people evacuating their buildings, with one clip showing people walking past bricks scattered on the ground. The quake, which struck at 2:33 am (1833 GMT Saturday), hit 26 kilometers (16 miles) south of the city of Dezhou in Shandong province, at a depth of 10 kilometres, USGS said. "The tremor was so strong... during the earthquake, my head was shaking on the pillow, I thought I was having a nightmare," one person posted on social media platform Weibo from Shandong's neighbouring Hebei province. USGS's PAGER system, which provides preliminary assessments on the impact of earthquakes, issued a red alert -- estimating extensive damage and some casualties were probable based on previous quake data. Citing Shandong authorities, state broadcaster CCTV said there were at least "10 injured" and 74 houses or buildings had "collapsed" from the earthquake, which was followed by 52 aftershocks. China's Ministry of Emergency Management launched a level four emergency response and dispatched a team to Shandong province to lead the rescue work, according to state news agency Xinhua. The quake was felt as far away as the cities of Beijing and Tianjin, as well as in Shanghai, about 800 kilometres from the epicentre "I can't say anything except that it's scary," another Weibo user said. Catapang warns: reform or face consequences

Catapang, Jr. made a stern warning after another BuCor personnel was caught yesterday while trying to smuggle eight packs of cigarettes to the New Bilibid Prison in Muntinlupa City. Caught red-handed was CO1 Jerome San Gabriel assigned at the NBP hospital supply. He was caught by an alert BuCor guard assigned at the inner gate control of the NBP upon checking the belongings of San Gabriel which yielded the contraband hidden in a rice plastic bag. San Gabriel was turned over to the commander of the guard at the maximum unit for further investigation and disposition. Earlier, two BuCor personnel were also caught while trying to sneak in some contraband which were placed inside their underwear and pouch bag for cosmetics. “I am giving everybody here a chance to do the right thing and what is mandated of us to do. It is either they change their bad habits and join me in my call to reform the bureau or be caught and face the consequence of their actions,” Catapang said. The BuCor will be relentless in its drive to rid the bureau of undesirable employees, Catapang added. Meanwhile, another person deprived of liberty (PDL) turned over to authorities’ contraband being peddled inside the detention cell. Based on the initial investigation submitted by BuCor Officers 1 Jonathan Tolentino and Andrew John G. Valleser, it was disclosed that around 12:30 p.m. yesterday, PDL Rodeo Ramos went to the Office of Director General - Extension located inside the maximum security compound and personally surrendered a suspected illegal liquidized marijuana e-cigarette (vape type) to Cezar Oracion, chief of Intelligence and Investigation Section. Ramos said when he learned that suspected illegal drugs are being peddled within his area of responsibility, he bought one piece from a PDL seller who has yet to be identified. He tasted the said product and found out that it has the same taste as marijuana prompting him to report the matter to Christian Chavez, BuCor ODG - Technical System Specialist. Remulla: Authorities ready for Teves’ possible arrival
Justice Secretary Jesus Crispin Remulla said Negros Oriental 3rd District Representative Arnolfo “Arnie” Teves may possibly arrive in the country today (Wednesday), based on information from "a very reliable source" who “may have access to flight data into the country.” “He’s usually a very reliable source for those who come in and out of the country,” Remulla said. Law enforcement agencies have already been placed on alert "so he can be secured properly." Teves, Remulla clarified, will not be arrested since there is no standing warrant of arrest against him yet. Remulla said the notice issued by the International Criminal Police Organization also known as Interpol could have prompted Teves to consider returning to the country. “He’s already on Interpol notice and things are becoming more difficult for Mr. Teves to go around. That’s what was told to me by my reliable sources." “He will likely return, most probably because it’s difficult to go around the world now when you’re already on Interpol notice and it’s already known in ASEAN (Association of South East Nations) that he’s a subject of designation as a terrorist. So, things have become more difficult, I suppose,” he added. Remulla said he would welcome Teves’ return in case it pushes through, considering that the National Bureau of Investigation is formally filing a complaint against him in connection with the killing of Negros Oriental Gov. Roel Degamo and nine others last 4 March. He said Teves' return would give the latter an opportunity to formally answer the cases against him. “It means he can answer the process of law. Meralco, DoE urge Filipinos to save energy during dry season
The Manila Electric Company and the Department of Energy are calling on the public to embrace energy efficiency to save more on electricity costs, especially during the current dry season. Meralco is working hand-in-hand with the DoE in empowering consumers to continuously practice energy efficiency to better manage their electricity consumption, which usually spikes at this time due to the increased use of cooling appliances. During a webinar organized by Meralco, DoE Energy Utilization Management bureau director Patrick Aquino said energy efficiency is the “best energy-saving device,” and customers have the power to control their consumption. “Energy efficiency is our first fuel. It is our first line of defense,” he said as he highlighted the importance of changing consumption behaviors and investing in energy-efficient technologies. Aquino added that demand-side management could also contribute to ensuring a sufficient and continuous supply for other electricity consumers. “When we can effectively manage our demand, we can reduce our requirements for generation,” he said. The power distributor recently secured the commitment for 56 megawatts of additional de-loading capacity. Once enrolled, the distribution utility’s ILP capacity will be expanded to 616 MW from 560 MW. As of today, there are 117 companies registered in the ILP within the Meralco franchise area. Mark Villar: Strengthen heat index monitoring
Senator Mark Villar on Monday filed a resolution urging the Senate to conduct an inquiry into the weather bureau’s existing heat index monitoring system. Villar said Resolution 590 is urging the Philippine Atmospheric, Geophysical, and Astronomical Services Administration to develop and strengthen its heat index monitoring — similar to the Alert System used during other calamities. He said the resolution stemmed from the dire impact of the dry season on the country, particularly after he received reports that at least 120 students in Laguna were brought to the hospital after fainting in the middle of their school’s fire drill in Cabuyao City. Nine individuals also fainted in the middle of a fiesta in Taytay, Palawan amid the very hot weather, according to Villar, hence his call to assess the current status of the country’s heat index and warning systems. The proposed inquiry also seeks to identify the potential impact of the extreme heat on the country’s public health and economy, and to determine the best practices and technologies on heat index monitoring and alert systems from other countries that can be replicated in the Philippines. “PAGASA should give warnings, for instance, that very hot weather is being experienced in various areas in the Philippines,” Villar stressed. “By providing our countrymen with sufficient and early information through text messages and other technology, we can save lives and prevent any other heat-related incidents to occur. If we do this during typhoons, we must also do so for the heat index.” Villar also highlighted the alarming impact of the heat on the agricultural and industrial sector's productivity, which he said is “ultimately affecting the country's economy and social welfare.” “This inquiry is necessary to ensure that appropriate preventive measures will be taken when the heat index reached dangerous levels,” he said. Tansingco said the BI has already coordinated with the National Bureau of Investigation and the Philippine National Police to investigate the syndicate behind the production of the fake travel documents.
