75 foreigners involved in online scams deported
The Bureau of Immigration confirmed the deportation of 75 foreign nationals on 22 September at the Ninoy Aquino International Airport Terminal 1. BI Commissioner Norman Tansingco shared that those foreigners departed on Friday afternoon via a Royal Air flight RW410 bound for Nanning, Guangxi. These deportees, according to Tansingco, are the first group of foreign nationals to be kicked out of the country for engaging in scams while posing as an online gaming customer care provider. They are part of the group arrested in an operation led by the Inter-Agency Council Against Trafficking (IACAT) and the Presidential Anti-Organised Crime Commission (PAOCC) against SA Rivendell Global Gaming Corporation located in Pasay City. They were later charged by the BI for undesirability after being tagged as part of a scam syndicate. The National Bureau of Investigation (NBI), which made the arrests, kept custody of the aforementioned foreigners throughout their deportation procedures. The deportees allegedly took part in bitcoin and love schemes that preyed on Westerners. The BI chief said that the initial count of deportees was 76, but the airline offloaded one of them—identified as He Zeng Ming—due to a medical issue after he purportedly complained about chest symptoms. PAGCOR Photography Contest 2023 winners bared
The results of the Philippine Amusement and Gaming Corporation’s Photography Contest 2023 were revealed today, 13 September, with PAGCOR’s announcement of the 24 grand winners from among 5,400 entries nationwide. The 12 winners in the conventional photography category received P80,000 each in cash prizes, while the 12 winners in the mobile category took home P35,000 each – the biggest prizes so far in the history of PAGCOR’s photo contest. PAGCOR Chairman and CEO Alejandro Tengco, who graced the event, said the agency was overwhelmed by the huge turnout of participants for the competition, which made a comeback this year following a six-year hiatus. “We were overwhelmed by the significant number of participants who joined this photo competition. Because of this project’s success, we will make this photography competition an annual event,” Tengco said. “At dahil naging matagumpay ang photo contest na ito, we will refine this para maging isang kilalang photography competition organized by PAGCOR. Umasa din kayo na dadagdagan pa natin ang prizes sa mga susunod na taon,” he said. Tengco said this year’s contest, with the theme “Sa’n Tayo Next?”, showcased relatively unknown but beautiful destinations of the Philippines that hold huge potentials of becoming major tourist spots. “The winning photos showed just how beautiful the Philippines is. Bong Go boosts fire victims’ recovery in Cebu City
Senator Christopher "Bong" Go has remained steadfast in his dedication to assisting disaster victims as shown by his team’s relief operations on Monday, 14 August, to communities affected by fires in Cebu City. Go’s team, in coordination with Mayor Mike Rama, Vice Mayor Raymond Alvin Garcia, and the Department of Trade and Industry (DTI), assisted 103 recovering fire victims gathered at the Atillo Gymnasium in Barangay Punta Princesa. DTI provided livelihood assistance through its Pangkabuhayan sa Pagbangon at Ginhawa (PPG) program which Go pushed for during the Duterte administration and continues to support its implementation in order to boost livelihood recovery of those affected by various crises. In addition to the livelihood support, Go’s team provided shirts and masks to all beneficiaries, and a pair of shoes, a watch, a cellular phone, and balls for basketball to select recipients. “Sa panahon ng kahirapan at pagsubok dulot ng iba't-ibang sakuna, nais namin sa inyo'y magbigay ng pag-asa at tulong na magbibigay daan sa inyong mga pangarap. Ang programa na ito ay hindi lamang simpleng tulong kundi isang oportunidad upang makabangon at makamtan ang mas magandang kinabukasan,” stressed Go. Go underscored the crucial role of DTI’s PPG program in providing opportunities for sustainable income generation and the agency’s dedication to assisting affected communities in their journey toward recovery and rebuilding their lives. “Palaguin niyo ang inyong negosyo. In a video message, Go highlighted his other efforts to enhance disaster preparedness, response, and recovery strategies on a broader scale. He also asked for support for the passage of Senate Bill No. 188, which aims to establish the Department of Disaster Resilience (DDR). The proposed legislation envisions a new government department led by a cabinet secretary, focusing on comprehensive approaches to strengthen disaster preparedness across the country. The DDR's core areas of concentration include disaster risk reduction, disaster preparedness, response and recovery, and the advancement of resilience. “Mayro’n rin po ako nai-file na Department of Disaster Resilience, ito pong departamento na ito, a cabinet-secretary level na siya po ang makikipag-coordinate bago pa dumating ‘yung bagyo at ilikas po ang mga kababayan natin sa ligtas na lugar at preposition of goods,” Go explained. “Part rin po ito ng trabaho nila ang disaster-related tulad ng sunog. Kapag may lindol, sunog, bagyo at itong pagputok ng bulkan, ilikas na kaagad sa mga ligtas na lugar. Iyan po ang Department of Disaster Resilience at restoration of normalcy kaagad,” he added. As chairperson of the Senate Committee on Health and Demography, Go initiated the Malasakit Centers program in 2018 in Cebu City after he personally witnessed the struggles of financially incapacitated Filipinos in getting medical assistance from the government. It was later institutionalized under Republic Act No. 11463, which he principally sponsored and authored. To date, there are 158 Malasakit Centers, including those at Vicente Sotto Memorial Medical Center (VSMMC), Cebu City Medical Center, and St. Anthony Mother & Child Hospital, that have helped over seven million Filipinos, according to the Department of Health (DOH). Other Malasakit Centers in the province are located at Cebu Provincial Hospital in Carcar City, Lapu-Lapu City District Hospital, Eversley Childs Sanitarium and General Hospital in Mandaue City, and Talisay District Hospital in Talisay City. Moreover, Go said DOH has identified areas to construct Super Health Centers (SHCs) in the province. SHCs were funded to be established in the cities of Bogo, Danao, Lapu-Lapu, and Mandaue; and in the towns of Borbon, Cordova, Moalboal, Samboan, and San Francisco in 2022. This year, more Super Health Centers were funded in the cities of Carcar, Cebu, Talisay, and Toledo; and in the towns of Carmen, Consolacion, Liloan, Medellin, and San Nicolas. An additional SHC will also be established in Danao City. “Ang isang malaking bagay dito ay ang early detection kung may sakit ang isang pasyente. Dahil nasa kanilang komunidad ang SHC, madali na para sa kanya ang magpakonsulta. At kung malalaman agad ang sakit ng isang pasyente, mabibigyan siya ng primary care, malalapatan ng lunas, at lalaki ang tsansa na maka-recover siya sa kanyang sakit,” he explained. SHCs offer database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service; oncology centers; physical therapy and rehabilitation center; and telemedicine. Go, vice chairperson of the Senate Committee on Finance, supported the funding of various projects in the province, including the construction of multipurpose buildings in Barili, Cordova, Ginatilan, Pilar, Tabogon, and Talisay City; improvement of existing roads in Alcantara, Alcoy, Alegria, Asturias, Balamban, Boljoon, Borbon, Carmen, Madrilejos, Malabuyoc, Minglanilla, Moalboal, Pinamungajan, Sibonga, Sogod, Tabogon, Tabuelan, Carcar City and Naga City; improvement of flood mitigation structures in Catmon and Tuburan; installation of street lights in Asturias, Compostela, and Daanbantayan; and acquisition of ambulance units for Madridejos and Naga City. Herbosa taps Leachon as special adviser for non-communicable disease
Dr. Anthony “Tony” Leachon has been named the Department of Health’s new special adviser for non-communicable diseases, Health Secretary Teodoro “Ted” Herbosa announced Friday. In a statement, Herbosa welcomed Leachon, an internist and cardiologist who currently serves at the Manila Doctors’ Hospital, into the agency. The appointment of Leachon as a special adviser would be beneficial to the Filipino people due to his exemplary knowledge and experience in the medical field, said Herbosa. “Together, we continue to move steadfastly in further realizing the Universal Healthcare. With the aid of Dr. Leachon, we will ensure that every Filipino feels healthy because, with a Healthy Pilipinas, every life is important,” he added. Prior to his appointment, Leachon served as a special adviser to the National Task Force against Covid-19 under the administration of former President Rodrigo Duterte. He, however, resigned from his post, citing differences with the government’s Covid-19 pandemic policies. Send-Off Ceremony for the 21st Batch of JDS Fellows from the Philippines
On 4 August 2023, a send-off ceremony was held at the Ambassador’s Residence for the 21st Batch of the Project for Human Resource Development Scholarship by Japanese Grant Aid (JDS) Fellows from the Philippines. The twenty JDS Fellows are set to leave for Japan to pursue master’s degree courses in leading Japanese universities. The JDS is a scholarship project launched in 2002 by the Government of the Philippines with funding from the Government of Japan through its Official Development Assistance. It is intended to support the socio-economic development of the Philippines by helping boost the capacities of young Filipino professionals from the government. Ambassador KOSHIKAWA Kazuhiko, in his opening remarks, stated that he looks forward to hearing the JDS Fellows’ valuable research upon their successful completion of the program and seeing the fruits of their hard work as they serve their home country in the years to come. DepEd vows student athletes’ safety
The Department of Education assured the safety of the student-athletes competing in this year’s Palarong Pambansa in Marikina City as medical teams have been deployed in all billeting schools and playing venues to immediately respond in case of injuries and accidents during the conduct of the sporting meet. According to DepEd Assistant Secretary for Operations and Palarong Pambansa 2023 Secretary General Francis Cesar Bringas, the safety of student athletes is the priority of the agency citing an incident where a student boxer was knocked out by his opponent in a boxing match Tuesday morning and was immediately given proper medical attention. Bringas also said that there are some athletes who were brought to the hospitals due to minor injuries. The local government of Marikina City has tapped 10 hospitals to provide medical services to delegates in case of injuries and accidents during the conduct of this year’s Palaro. According to Mayor Marcelino Teodoro, this is the first time in the history of Palarong Pambansa to tap medical institutions that would provide services in case of injuries among its participants and delegates. “The indemnity fund and the hospitalization fund will be both covered by Marikina City,” Teodoro said. Among the hospitals that would provide medical services were Amang Rodriguez Memorial Medical Center; Marikina Valley Medical Center; St. Vincent Hospital; St. Anthony Medical Center; Garcia General Hospital; Salve Regina Hospital; St. Victoria Hospital; SDS Medical Center; P. Jica scholars learn mining
Recognizing the potential of the mining sector in the economies of developing countries such as the Philippines, a scholarship program of the Japan International Cooperation Agency has focused on targeting scholars and training them in Japan on mining development. The “Kizuna” Scholarship Program or “Human Resources Development for Government Officers and Researchers in Mineral Resources Rich Countries” targets government officials, educators, and researchers from Jica partner countries. Scholars are given study opportunities in Japan in areas such as economic ecology, exploration geophysics, resources production and safety engineering, and energy resources engineering. In addition, Kizuna scholars can deepen their understanding of the Japanese society, culture, etc. to become robust bridges between two nations and to enhance our close relationship. “Kizuna” means “the bonds of friendship” in Japanese. In the Philippines, a Filipino senior geologist from the Department of Environment and Natural Resources-Mines and Geosciences Bureau was the first Filipino to complete this Jica’s unique program for the mining sector. Mel Anthony Casulla completed his doctorate degree from Japan’s Kyushu University under the Kizuna program and is bringing in new ideas in mineral resources development in the country. His research “Geophysical Investigations to Image Crustal Features and Potential Mineralization in the Philippine Island Arc System” was completed under the scholarship. “The Philippines is a complex island arc system where many regions still lack geophysical studies. My research focused on understanding the regional geology and tectonics of the Philippines and the characterization of potential copper-gold mineralization in Eastern Labo in Bicol. We really need this kind of studies if we are to promote mineral resources development,” Casulla said. Casulla also noted that Japan uses advanced technologies such as Remote Sensing and Geographic Information System to organize their mineral-related activities. “I learned from Japan how science-based approach in decision making can solve common society problems. PCSO to suspended STL operator in Cebu, Southern Leyte: Stop unauthorized operations
Determined to stamp out illegal gambling and instill full compliance among its accredited Small Town Lottery operators, the Philippine Charity Sweepstakes Office on Tuesday clamped down on the unauthorized operations of an erring STL operator in Cebu City and Southern Leyte. PCSO General Manager Mel Robles explained that all operations of Saturn Gaming N' Amusement Corporation in the said provinces are already deemed illegal, after the termination of its authority to operate last 8 March 2023. Robles pointed out the PCSO’s order is effective and must be fully enforced in the said areas except in Metro Cebu and Mandaue City. The PCSO made the announcement Tuesday on its official website, stating, among others, that the authority to operate of Saturn Gaming was revoked effective 8 March 2023 by virtue of PCSO Board Resolution No. 55 Series of 2023, even as the revocation order subsequently took effect on 6 April this year. The bulletin said: “Ipinababatid ng PCSO na ang Saturn Gaming N’ Amusement Corporation ay hindi Authorized Agent Corporation (AAC) ng Philippine Charity Sweepstakes Office para sa Southern Leyte at Cebu simula ika-6 ng Abril 2023. Ang Authority to Operate (ATO) ng Saturn Gaming N’ Amusement Corporation ay binawi at tinanggal sa ilalim ng PCSO Board Resolution No. 55, Series of 2023 na inilabas noong ika-8 ng Marso 2023”. It added that any attempts by Saturn Gaming to defy the lawful order is in clear violation of Presidential Decree No. 1602 (Prescribing Stiffer Penalties On Illegal Gambling) and Republic Act No. 9287 (An Act Increasing the Penalties for Illegal Numbers Games, Amending Certain Provisions of Presidential Decree No. 1602, and For Other Purposes). Robles said they decided to terminate the authority to operate after they discovered that Saturn Gaming had committed and was continuing to commit numerous violations of the terms and conditions stipulated on the Authorized Agent Corporation Agreement. Robles said Saturn Gaming’s closure should serve as warning to other STL operators, reiterating that the PCSO will not hesitate to impose sanctions or revoke their authority to operate if they are found violating the Authorized Agent Corporation Agreement. “Magsilbing babala sana ito sa ating mga STL operator na sana ay sundin nila ang nakasaad sa kasunduan na kanilang pinirmahan. Dahil hindi kami magdadalawang-isip na ipasara sila kapag napatunayan namin na lumalabag sila sa mga probisyon ng nasabing agreement,” he said. The PCSO and the Philippine National Police earlier vowed to unite in waging war against illegal gambling operations in the country. PNP chief Gen. Benjamin Acorda Jr. in a recent meeting with Robles, said he would strictly enforce the one-strike policy against police commanders who fail to stop illegal gambling activities in their respective areas of responsibility. The PCSO said it has already informed Acorda and P/Brig. Gen. Anthony A. Aberin, PNP Regional Director in Cebu City, regarding the agency’s position that Saturn Gaming is now an illegal operation. Robles is adamant that illegal gambling operations in the country must be stopped, noting that they greatly affect the PCSO's ability to generate higher revenues as the greater portion of their earnings end up in the hands of illegal gambling operators. "In turn, those losses deprive poor Filipino citizens of the health care and other benefits the PCSO provides," he said. Saturn Gaming, for its part, said it was able to secure a Writ of Preliminary Injunction from Regional Trial Court-Mandaluyong Branch 213 against the PCSO order. Bong Go aids fire-hit Cebu communities, stresses fire prevention interventions
On Saturday, May 20, Senator Christopher “Bong” Go had his team mounted a relief activity for Cebuanos whose houses were damaged in a fire incident in Cebu City. In a video call, the senator underscored that he will continue to promote and advocate for better fire prevention measures in the country. “Sa mga nasunugan po dito sa Cebu City, sana nasa mabuti kayong kalagayan. Huwag po kayong mawalan ng pag-asa, ang importante ay buhay kayo. Ang gamit po ay napapalitan, ang pera ay kikitain pero ang pera ay hindi nabibili ang buhay. A lost life is a lost life forever. Kaya mag-ingat po tayo,” Go expressed. The senator's team mounted the relief activity at Barangay Mambaling gymnasium, where they distributed grocery packs, snacks, vitamins, masks and shirts. They also gave away bicycles, mobile phones, shoes, watches and balls for basketball and volleyball to select beneficiaries. A team from the Department of Social Welfare and Development also extended financial support. In total, 171 affected families were aided from Barangays Duljo Poblacion, Pit-os, Mambaling, Kalunasan, Luz, Sinsin, Kamputhaw and Basak San Nicolas. Signed by former president Rodrigo Duterte in 2021, the Act provides for the acquisition of modern fire equipment, expansion of the BFP's manpower, and provision of highly-specialized training to firefighters, among others. It also mandates the bureau to implement monthly fire prevention campaigns and information drives in every local government unit. Go also offered to help those with health issues. As Chair of the Senate Committee on Health and Demography, he encouraged them to seek the services of the Malasakit Centers located at Vicente Sotto Memorial Medical Center, Cebu City Medical Center and St. Anthony Mother and Child Hospital, all located in the city. The Malasakit Center was first established in VSMMC in 2018. To date, there are 157 such centers nationwide that have helped over seven million particularly poor and indigent patients, according to the Department of Health. The Malasakit Center is a one-stop shop where patients may conveniently apply for medical assistance from concerned agencies such as the DSWD, DOH, Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office. In Cebu province, there are also Malasakit Centers at Eversley Childs Sanitarium and General Hospital in Mandaue City, Cebu South Medical Center in Talisay City, Lapu-Lapu District Hospital in Lapu-Lapu City, and Cebu Provincial Hospital in Carcar City. Go then mentioned that DOH has also identified areas to construct Super Health Centers in the province. SHCs were funded to be established in the cities of Bogo, Danao, Lapu-Lapu, and Mandaue; and in the towns of Borbon, Cordova, Moalboal, Samboan and San Francisco in 2022. This year, more Super Health Centers were funded in the cities of Carcar, Cebu, Talisay and Toledo; and in the towns of Carmen, Consolacion, Liloan, Medellin and San Nicolas. An additional Super Health Center will also be established in Danao City. Through the collective efforts of fellow lawmakers, sufficient funds had been allocated for 307 Super Health Centers in 2022 and 322 in 2023. DOH, the lead implementing agency, identifies the strategic areas where they will be constructed. Super Health Centers offer database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit. Other available services are eye, ear, nose, and throat service; oncology centers; physical therapy and rehabilitation center; and telemedicine, where remote diagnosis and treatment of patients will be done. “Mas malaki ito sa rural health unit (pero) mas maliit sa ospital. Vigan pushes landmarks repair
ILOCOS SUR — The local government of Vigan disclosed on Monday that it is set to repair the landmarks and ancestral homes in the city damaged by the magnitude 7.3 earthquake that hit the province in July last year. Vigan City Mayor Bonito Singson said that he has met with the National Commission for Culture and the Arts as the local government is ready to commence the repairs on the damaged landmarks and homes that were left untouched two a year after they were destroyed by the quake. Singson also clarified the scope and responsibility of the NCCA, the National Historical Commission of the Philippines and the National Museum considering that Vigan City is one of the UNESCO World Heritage Sites. The NCCA, on the other hand, explained that the UNESCO National Commission mandates them to be more of a coordinating and advisory office as they are now the regulatory agency for all the structures. “For the NCCA, we are now the regulatory agency for all the structures, if there is any work to be done in the structures, these are usually coordinated now with the NCCA,” said NCCA commissioner and UNESCO program director Ivan Anthony Henares. Singson, meantime, said that there is a P6 million fund allocated for rehabilitating damaged structures brought by NCCA through their new administration yet to be given to Vigan, with the Davies Paint company pledging to donate paints for the structures. “Good enough we were able to reconnect with the National Agencies, on cultural assets and treasures, so now more or less we see the light at the end of the tunnel.” Singson said. On Monday, 24 April, Vigan City Mayor Bonito Singson held a press conference with NCCA, announcing that the structures in Vigan City damaged by the July 2022 quake will be finally repaired. Singson clarified the scope and responsibilities of the NCCA, the National Historical Commission of the Philippines and the National Museum in the project, given that Vigan City is a UNESCO World Heritage Site. According to Ivan Anthony Henares, NCCA commissioner and program director of UNESCO in the Philippines, "For the NCCA, NCCA is now the regulatory agency for all the structures. Butler, Strus lead Heat past Bulls and into playoffs
Jimmy Butler and the Miami Heat caught fire down the stretch to beat the Chicago Bulls 102-91 and reach the NBA playoffs on Friday, as the Minnesota Timberwolves dominated the Oklahoma City Thunder to book their postseason berth. Miami, smarting from a loss to the Atlanta Hawks on Tuesday, clinched the Eastern Conference's eighth and final seed to set up a meeting with the top-seeded Milwaukee Bucks starting on Sunday. ZAMBOANGA CITY — The Naval Forces Western Mindanao disclosed on Wednesday that two individuals believed to be members of the Abu Sayyaf Group voluntarily surrendered and turned over their high-caliber firearms to combined government forces in Basilan province as a gesture of sincerity in returning back to the folds of the law. NFWM commander Rear Adm. Donn Anthony Miraflor said that the two former ASG gunmen were presented to him at the NFWM located at Bagong Calarian on Tuesday. Miraflor said the NFWM — through its operating units together with JTF-Basilan and counterparts from National Intelligence Coordinating Agency-Bangsamoro Autonomous Region in Muslim Mindanao — successfully facilitated the surrender of the two notorious former ASGs. He identified the two former ASG members as Adzhar Usman Langkang and Karasan Turabin Anta, both were members of a Basilan-based ASG sub-leader identified as a certain Junga. Langkang and Anta also turned over one cal. 30 M1 Garand Rifle and one M16 Rifle with magazines and ammunition. The two ASG members said that the series of encounters they had with government forces in Kauluan Island, Albarka, Basilan province on 29 March prompted them to surrender and to seek a new life in the community. They also admitted that most of them are now experiencing hardship due to the series of Focus Military Operations being conducted by the military against them, Basilan-based ASG, Miraflor said. He also asked the Joint Task Force-Basilan for proper documentation and disposition of the case and to include Langkang and Anta in Enhanced Comprehensive Local Integration Program and Program Against Violent Extremism for ASG members in Basilan province. Military data showed that the ASG and other criminal organized groups continue to suffer a decrease in number of followers due to the FMO and lucrative government programs available to ASG and other insurgents. Meanwhile, in Cotabato province, a civilian identified as Romeo Baay handed over unexploded ordnance to the soldiers of the Joint Task Force Central which he discovered at Purok Tagumpay Barangay Pisan, Kabacan, Cotabato province. JTF-C commander Maj. Gen. Alex Rillera said that Baay, a resident of Barangay Pisan, Kabacan, Cotabato, voluntarily surrendered one round of 60MM mortar ammunition to the troops at Pisan Patrol Base.
