Powerful attack on Kyiv kills 2
Russian jets fired more than 20 missiles toward Kyiv as groups of drones attacked the Ukrainian capital Wednesday, killing two people and wounding others. Falling debris caused the deaths during the most powerful assault of the city since spring, Sergiy Popko, head of the Kyiv City Military Administration, wrote on Telegram. Russia’s defense ministry said a Russian aircraft also “destroyed four high-speed military boats” carrying 50 Ukrainian troops in the Black Sea around midnight Moscow time. Ukraine’s air force said Wednesday its forces had downed 28 Russian cruise missiles and destroyed 15 attack drones. Meanwhile, the Moscow-installed governor of annexed Crimea, Mikhail Razvozhayev, told state-run TASS news agency Wednesday that Ukraine’s “seaborne drone attack near” Sevastopol Bay, the base of Russia’s Black Sea naval fleet, was repelled. Ukraine also launched another wave of overnight drones strikes on Russia, targeting several regions from an airport near the Estonian border to the Crimea peninsula on the Black Sea, Russian authorities said. Air defenses “repelled” a drone attack on an airport at Pskov, roughly 800 kilometers from Ukraine’s border and close to the borders of European Union member states Latvia and Estonia, the local governor said. The RIA Novosti agency cited the Ministry of Emergency Situations as saying two Ilyushin Il-76 heavy transport planes had caught fire. Authorities in Bryansk region near the Ukraine border, southern Oryol region and Kaluga and Ryazan regions, southwest and southeast of Moscow, all reported drones had been destroyed or downed. Kyiv was targeted early Wednesday by the "most powerful" barrage of missiles and drones since the spring, authorities said, with two people reported dead, as Russia claimed it destroyed four Ukrainian boats in the Black Sea carrying up to 50 soldiers. More than 20 missiles and drones were "destroyed by air defense forces" overnight, the Kyiv City Military Administration wrote on Telegram, describing the aerial assault as "the most powerful" to hit the city since the spring. An AFP reporter heard at least three loud explosions in the center of Kyiv around 5:00 am (0200 GMT). Two people had died as a result of falling debris, Sergiy Popko, head of the Kyiv City Military Administration, wrote on Telegram. Another person was injured and was being given medical assistance, he said. Russian forces had launched groups of Iranian-made Shahed attack drones at the capital from different directions, and launched missiles from aircraft, the Kyiv city military administration said. Earlier, Moscow's defense ministry said a Russian aircraft "destroyed four high-speed military boats" in the Black Sea around midnight Moscow time (2100 GMT Tuesday). The boats had been carrying "landing groups of Ukrainian special operations forces with a total number of up to 50 people," the ministry said on Telegram. It did not give details on exactly where in the Black Sea the incident took place. Early Wednesday, Russian defenses also repelled a "seaborne drone attack near" near Sevastopol Bay in Crimea, the local Moscow-installed governor Mikhail Razvozhayev was cited as saying by the state-run TASS news agency. Sevastopol is the base of Russia's Black Sea fleet. Both Ukraine and Russia have ramped up activity around the strategic waterway after a United Nations-brokered deal to ensure safe navigation for grain ships collapsed last month. In recent weeks, Kyiv has attacked Russian ships in its waters and the Crimean Peninsula, which was annexed by Moscow in 2014. Last week, Ukraine said its forces had flown the country's flag in Crimea during a "special operation" to mark its second wartime Independence Day. Moscow's defense ministry also said last week that one of its jets destroyed a Ukrainian "reconnaissance boat" near Russian gas production facilities in the Black Sea. Drone wave Ukraine launched another wave of overnight drones strikes on Russia, targeting several regions from an airport near the Estonian border to the Crimea peninsula on the Black Sea, Russian authorities said. Air defenses "repelled" a drone attack on an airport at Pskov, roughly 800 kilometers (nearly 500 miles) from Ukraine's border and close to the borders of EU member states Latvia and Estonia, the local governor said. Regional governor Mikhail Vedernikov, who said he was at the scene of the attack, posted a video on Telegram of a massive fire, with the sounds of explosions and sirens in the background. OPAPRU welcomes PBBM’s support to Bangsamoro, amnesty program
The Office of the Presidential Adviser on Peace, Reconciliation, and Unity welcomed President Ferdinand Marcos Jr.’s unwavering support to the Bangsamoro region and his commitment to helping former rebels in their transformation process. OPAPRU Secretary Carlito Galvez Jr. on Tuesday thanked Marcos for mentioning the gains and progress of the Bangsamoro Autonomous Region in Muslim Mindanao during his second State of the Nation Address on 24 July. "What we have witnessed… is President Marcos' genuine sincerity in implementing all the signed peace agreements, and his commitment to bring sustainable peace throughout the country. This is true to his mantra of unity towards national healing and reconciliation," Galvez said after Marcos cited BARMM’s progress and effective self-governing. Galvez recalled that just less than two months into his administration, Marcos administered the oath of office to 80 newly reappointed members of the Bangsamoro Transition Authority on 12 August 2022. This is the first time that the composition of the BTA includes members of the Moro National Democratic Front, particularly from the group of its founding chairman Nur Misuari. In his speech, Marcos emphasized the great potential of the region and stressed that "through the BARMM, we have strengthened the nation’s prospects for finally achieving sustainable progress anchored on a true and lasting peace in Southern Philippines. We will continue to support the progress of the BARMM, apace with our singular vision for all Filipinos." He said the national government is expanding its energy resources to include the BARMM. On 6 July, Marcos previously witnessed the signing of the Intergovernmental Energy Board Circular (EIB) on the Joint Award of Petroleum Service Contracts and Coal Operating Contracts in the BARMM, which marks another major milestone in the Bangsamoro peace process. The IEB Circular operationalizes the provision in Section 10, Article XIII of Republic Act No. 11054 or the Organic Law for the Bangsamoro Autonomous Region, to jointly grant rights, privileges, and concessions for the exploration, development, and utilization of uranium and fossil fuels such as petroleum, natural gas, and coal within the territorial jurisdiction of the Bangsamoro. The Circular aims to boost economic development and draw foreign capital into the region. Amnesty program Meanwhile, Marcos vowed his administration would push for the completion of the reintegration process of the former combatants into “productive members of society” by fully implementing the amnesty program for them. Galvez also welcomed Marcos' promise to issue a proclamation that will grant amnesty to those former rebels in the country that have returned to the folds of the law. In his speech, the President asked Congress to support his endeavor on pushing the amnesty program in the country. The amnesty program is being facilitated by the National Amnesty Commission—a government agency that was created on 25 March 1994 by then-President Fidel V. Ramos, through Proclamation 347. The NAC is primarily tasked to receive and process applications for amnesty that were filed through the Local Amnesty Board. In 2021, Marcos’s predecessor, former President Rodrigo Duterte, likewise, issued Proclamation 1090, 1091, and 1092—were concurred with by Congress and the Senate—to grant amnesty to the members of revolutionary groups who committed crimes in furtherance of their political beliefs which include Moro Islamic Liberation Front (MILF), Moro National Liberation Front (MNLF), and Rebolusyunaryong Partido ng Manggagawa ng Pilipinas / Revolutionary Proletarian Army / Alex Boncayao Brigade (RPMP-RPA-ABB). However, the Senate did not concur with Proclamation 1093, series of 2021, granting amnesty to former members of the Communist Terrorist Group that have committed crimes punishable under the revised penal code and special penal laws in the furtherance of their political beliefs. Further, Galvez said OPAPRU will be “carrying out the Marcos administration's five-point peace, reconciliation, and unity agenda throughout his term. Among the agenda includes the completion of peace agreements with the MILF and MNLF towards healing and reconciliation in the Bangsamoro; the Ending of local communist armed conflict by expanding the transformation programs for the local conflict peace process; Completion and sustainment of the gains of the signed peace agreements with the RPM-P/RPA/ABB-TPG, and Cordillera Bodong CBA-CPLA; Enhancement of the resilience for peace of communities and vulnerable groups through social healing and peacebuilding approaches in support of the peace processes; and Enhancement of the delivery of Conflict-Sensitive and Peace Promoting-compliant socio-economic interventions in addressing the key drivers of conflict through convergence and complementation in support of the peace processes. The accomplishments of President Ferdinand Marcos Sr. and those of President Rodrigo Duterte are the reasons for the optimism of the Filipino people that Bongbong Marcos as president and Sara “Inday” Duterte as vice president, will perform just as well. Like their great parents, who fulfilled their promises, they, too, will do the same. They will reciprocate, with solid performance, the support of the 30 million youth who toiled with them in their campaign and together with the masses, gave them the whopping 32 million votes and the paralyzing margin of over 16 million over their rivals, a “loving mandate” that catapulted “Bongbong” and “Inday” to their exalted posts. President Ferdinand Marcos Sr. brought happiness to the people of Leyte and Samar, by building the San Juanico Bridge, the longest in the country in 1972, spanning 2.16 kilometers from Barangay Cabalawan, Tacloban City to the Municipality of Sta. Rita, Western Samar. Like the Taj Mahal of India, which was built as a “Monument of Love,” the San Juanico Bridge was built as “the birthday gift of Ferdie to Imelda” — his expression of love for her, who was known as the “Rose of Tacloban”. In midyear 1960, President Marcos Sr., out of his love for the people traveling to and from the North, built the Candaba viaduct, six-kilometer-long and 15-meter-high bridge, carrying North Luzon Expressway across the Candaba swamp in the provinces of Bulacan and Pampanga, which was extremely difficult for land transports to traverse, without the bridge, passing Central Luzon. President Marcos Sr. was widely known for having built not only bridges but also highways in Northern and Southern Luzon, Visayas and Mindanao. The following government buildings, among many others, were constructed: The Cultural Center of the Philippines complex in 1966; the Philippine International Convention Center in 1974; the Philippine Heart Center in 1975; the Lung Center of the Philippines; and the National Kidney and Transplant Center. President Rodrigo R. Duterte has also “his monuments of love for the Filipino people” who gave him an overwhelming mandate in the 2016 presidential elections with an unprecedented victory, the first time in the history of Philippine politics, for a mayor in the local government unit in Mindanao, to win the presidency of the Republic of the Philippines without the support of even a single oligarch. He managed himself perfectly. He had “no big man to behold and to obey.” He gave it all to the Filipino people, who loved him even more in return. The Filipinos accorded Mayor Digong the unprecedented acceptability rating of 87 percent at the end of his term, an amazing feat for a leader in this part of the world, easily the envy of the heads of state in the Western World. What are the monuments of love of Mayor Digong to the Filipino people? First, Digong fulfilled his promise to decongest EDSA’s traffic. Through his massive “Build, Build, Build” infrastructure program, he eased the heavy traffic in Metro Manila. Passing through the work of art skyways, travel time from Parañaque City to Quezon City was cut from four hours to only an hour and a few minutes. How swift, comfortable, and amazing! Under the Duterte administration, 40,080 kilometers of roads were constructed, maintained, widened, upgraded, and rehabilitated. Among them 3,101 km of tourism roads, 999 km of completed roads leading to industries and trade corridors; 573 kms. of access roads that enhanced linkages toward seaports, airports, and railways. The BBB program was the centerpiece of the Duterte administration intended to usher in the Golden Age of Infrastructure” in the Philippines. The lack of infrastructure was long cited as the weakness of the Philippine economic development. The BBB program accelerated public infrastructure expenditure from an average of 2.9 percent of the gross domestic product during the Aquino regime to about 7.3 percent at the end of the Duterte administration. Ex-Celtics coach Udoka hired to guide NBA Rockets: reports
Former Boston Celtics coach Ime Udoka has agreed on a deal to be hired as coach of the NBA's Houston Rockets, according to multiple media reports on Monday. The Houston Chronicle and ESPN cited unnamed sources that said a deal had been struck for Udoka to take charge of a club that went 22-60 this past season, missing the playoffs for the third consecutive campaign. Udoka, considered a top contender for the vacant Toronto Raptors job, was suspended by the Celtics for the 2022-23 season last September for an improper workplace relationship with a subordinate. Celtics assistant coach Joe Mazzulla was made Boston's interim head coach until handed the position on a permanent basis in February. The Rockets spoke with league and Celtics officials about the matter before making the offer to Udoka, ESPN reported. Udoka, 45, played seven seasons in the NBA before retiring in 2011. He served as an assistant coach at San Antonio, Philadelphia and Brooklyn before being hired by the Celtics in June 2021. The Celtics went 51-31 last season and reached the NBA Finals, losing to the Golden State Warriors in Udoka's rookie head coaching campaign. Udoka knows Toronto Raptors president Masai Uriji but decided against seeking that job after the firing of Nick Nurse on Friday, ESPN reported, saying the Rockets sold Udoka on a young roster of talent, a huge amount of money to spend under the NBA salary cap and the team's high chance at winning next month's NBA Draft Lottery. Taking the top pick from the lottery would put the Rockets in position to select French big man Victor Wembanyama, seen as one of the top prospects since LeBron James.
