Judge outlaws hotel housing for solo child asylum seekers
A British court has declared illegal the government’s long-term hotel accommodation for lone child asylum-seekers. Judge Martin Chamberlain said the hotel housing for child migrants should only be used for “very short periods in true emergency situations.” He noted it had become “systematic and routine” since December 2021 and that interior minister Suella Braverman had “exceeded the proper limits of her powers” in allowing it. “It cannot be used systematically or routinely in circumstances where it is intended, or functions in practice, as a substitute for local authority care,” the judge said. Earlier, the charity Every Child Protected Against Trafficking sued the interior ministry over the practice of housing unaccompanied youngsters in department-run hotels. Philippine colleges partner with top Canadian unis for nursing
Miriam College and World Citi Colleges are partnering with top Canadian universities to produce world-class nurses, said Commission on Higher Education (CHED) Chairperson Prospero De Vera III during the Laging Handa public briefing. "If Miriam College and Camosun College in Canada signed a memorandum of agreement to have international programs including health sciences; WCC [World Citi Colleges] has also signed up with various universities there—University of Manitoba and the rest in nursing. So we have many Philippine universities now that have already signed agreements or starting to sit down together with the top Canadian universities to produce world-class nurses," De Vera said. According to him, some of the Philippine universities that offer nursing programs have aligned their curriculum with the nursing curriculum in Canada. "What they did is that they created a common curriculum that is patterned to the nursing curriculum in Canada so that Filipino students will have credentials that are recognized in Canada," De Vera said. He said World Citi Colleges has signed an agreement with the network of hospitals in Ontario, wherein the hospital training of their students will be done in Canada. "So, we focus on that [nursing] because, you know, we are famous for our nursing graduates, and foreign universities recognize that we have good products when it comes to health care," De Vera said. "So, those agreements, the other agreements, were already signed before I came to Canada. Other Philippine universities have already signed the agreements in the past two to three months, and some more will be signed in the coming months until November because there is a big international conference in Canada in November—several Philippine schools are going there to launch their partnership agreements in November on nursing program, health sciences. Those are the programs they focus on. All of that is in response to the instruction or to the call of the President that we focus on degree programs in STEM [Science, Technology, Engineering and Mathematics] and degree programs that have connections with industry," the CHED chair added. De Vera said the Department of Health, the private hospitals and CHED will work together to fund the partnership with foreign universities to produce additional nurses. "We should help nursing graduates to pass a licensure test, and that's what we're doing right now actually. Other universities have already started giving free review classes for their graduating students and their alumni who have not passed the licensure exam," he said. "So, that's what we have presented to the President—long-term, medium-term and immediate steps that can be undertaken. The President ordered CHED to continue what he's been doing to address the nursing crisis," the CHED chair added. Just recently, the Philippine State College of Aeronautics (PhilSCA) and the World Citi Colleges (WCC) also signed a memorandum of agreement with the British Columbia Institute of Technology (BCIT) to produce world-class Filipino aircraft maintenance specialists and avionics technicians for the domestic and international aviation industry. This agreement is a result of the CHED-initiated project entitled “Twinning and Training Program for a ladderized Diploma Program in Aircraft Maintenance Technology”, that leads to a Bachelor’s Degree in Aircraft Technology between PhilSCA, WCC and BCIT. This initiative is a response to the call of President Ferdinand R. Marcos Jr. for educational institutions to focus on Science, Technology, Engineering and Mathematics programs. “This MOA signing is timely as we celebrate the first year of the Marcos administration and a response to his call to produce world-class graduates that can practice their profession all over the world,” De Vera said. “CHED’s presence here today is the manifestation of our deep interest in further strengthening our close bilateral relationship with Canada in promoting the internationalization of HEIs and a signal that the Philippines is open for business for universities that are interested in transnational education,” he added. MEZ waste treatment facility under construction
The construction of a hazardous and hospital waste treatment facility started this month inside the Mactan Economic Zone in Lapu-Lapu City, Cebu. State-run Development Bank of the Philippines, in an agreement with Pacific Mactan Renewable Environmental Systems Inc., will provide 70 percent of the funding while the latter will shoulder the 30 percent equity. The loan from the DBP will be amortized over seven years. This P150 million state-of-the-art investment will cater to all waste produced at MEZ and hospital waste in Cebu province. This would reduce the cost of MEZ locators on their waste disposal and treatment fees and more importantly, enhance their environmental laws compliance. “With this innovative project, MEZ locators will no longer have to dispose of their hazardous waste on their own, which marks the commencement of a smart waste management and energy recovery system for the locators. This is in support of the Philippine Economic Zone Authority’s greening of ecozones program, reinforcing enhancement of the locators’ compliance to environmental laws,” PMRESI president Jesus Jayme Jr. said. The construction started this month and will be completed by September 2023. PMRESI is the local counterpart of Canada-based Eneco WTE Pacific Inc., the technology provider. Eneco pioneered the entry of Tops in the Philippines. Tops has been widely used in Canada and the United States of America, meeting both USA and European emissions regulations. These containerized oxidizers are used by organizations including British Petroleum, Shell, all divisions of the US Armed Forces, and healthcare facilities such as Washington Medical University and Michigan State University. With this innovative project, MEZ locators will no longer have to dispose of their hazardous waste on their own, which marks the commencement of a smart waste management and energy recovery system for the locators. The 2,000 square-meter treatment facility will feature a containerized Thermal Oxidation Process System that uses the thermal gasification/oxidation process to decompose carbon-based components of waste and reduce its volume by 97 percent. The facility can accommodate up to 15 tons per day of industrial, hazardous waste, and even hospital waste. This will be a sole treatment, storage and disposal facility inside MEZ 1. PMRESI will charge locators and nearby hospitals tipping fee for the use of the facility. MEZ 1 and 2 have about 200 locators. Presently, hazardous wastes of MEZ locators are collected and treated by non-MEZ third-party companies. In 2019, the Environmental Management Bureau in Central Visayas slapped Davao City Environmental Care Inc. and a private hospital in Cebu with a fine of P250,000 and P110,000 respectively for illegally throwing medical waste along Mactan Channel. Oscar-winning UK actress turned MP Glenda Jackson dies at 87
British actress Glenda Jackson, the two-time Oscar-winning actress who went on to become an MP, died on Thursday at the age of 87, her agent said. Lionel Larner said Jackson "died peacefully at her home in Blackheath London this morning after a brief illness with her family at her side". "She recently completed filming 'The Great Escaper' in which she co-starred with Michael Caine," he added. The film tells the true story of a World War II veteran who escaped his care home to attend a commemoration of the D-Day landings in France. Jackson won the Best Actress Oscar in 1970 for her leading performance in Ken Russell's film adaptation of author D.H. Lawrence's novel "Women in Love". She won it again in 1973 for her role in "A Touch of Class", in which she played a woman falling in love with the man with whom she is having an affair. Despite her status as a formidable actress, she frequently showed her lighter side with appearances on the popular British comedy series the "Morecambe and Wise Show". Jackson was elected as a Labour MP for her local London constituency of Hampstead and Highgate in 1992 and served as a transport minister in Tony Blair's government between 1997 and 1999. Labor leader Keir Starmer said Jackson's death "leaves a space in our cultural and political life that can never be filled". "From award-winning actor to campaigner and activist to Labour MP and government minister, Glenda Jackson was always fighting for human rights and social justice," he added. France to try 19 men over 2019 migrant lorry deaths: source
France is to try 19 men over a people-smuggling plot that led to the 2019 deaths of 39 Vietnamese migrants in the back of a lorry, a source familiar with the matter said Wednesday. The trial is the latest of several in Europe over the tragedy. The migrants -- the youngest of whom were two 15-year-old boys -- suffocated in the refrigerated container as they were being transported across the Channel to what they had hoped would be new lives in Britain. Their lifeless bodies were discovered inside the sealed unit at a port near London in October 2019. French investigating magistrates on Tuesday ordered the trial of 19 suspects aged 21 to 58 over the tragedy, the source said. A transnational investigation points to the suspects -- of Vietnamese, French, Chinese, Algerian and Moroccan origin -- being part of a large network smuggling people from Vietnam to Europe, it said. They stand accused of organizing the transport of migrants and driving taxis or owning flats where they could hide them in the Paris region, it added. According to wiretapped phone calls, these men referred to their victims as "merchandise" or even "chickens". They will all be tried for enabling the illegal entry and stay of foreigners on French territory and banding together with a view to committing crimes, which could carry up to 10 years in jail, the source said. Four will also be judged for manslaughter for failing to ensure duty of care during the smuggling operation, which could lead to punishment of three years behind bars. The cross-border probe revealed that migrants were loaded into a truck in northern France, before being driven to the Belgian port of Zeebrugge to cross the Channel. The tragedy shone a spotlight on the extraordinary dangers migrants are willing to risk to reach Britain, with some paying smugglers up to $40,000 for the perilous journey. Post-mortem tests found the victims died from lack of oxygen and overheating, and one sent a poignant text message to her family in Vietnam as she lay dying in the truck. The victims came from poor and remote corners of central Vietnam, a hotspot for people willing to embark on dangerous journeys in the hope of a better future abroad. Many are smuggled illegally through Russia or China, often left owing huge sums to their traffickers and ending up working on cannabis farms or in nail salons. There was no immediate date set for the French trial, which follows several convictions in other countries. A Belgian court last year sentenced a Vietnamese man to 15 years in prison after convicting him of being a ringleader in the trafficking operation. A British judge in 2021 convicted two men on 39 counts of manslaughter over the lorry tragedy, jailing them for 27 and 20 years. He also handed two truck drivers 13-year and 18-year sentences. Excitement mounts for DiCaprio-Scorsese epic at Cannes
The Cannes Film Festival is set for another major Hollywood premiere on Saturday, as Leonardo DiCaprio and Martin Scorsese bring their Native American crime epic, "Killers of the Flower Moon", to the French Riviera. The three-and-a-half-hour movie, which includes Scorsese's other long-time muse Robert De Niro, charts a wave of murders among the wealthy Osage Indians in the 1920s and the birth of the FBI. It will be followed by more Hollywood royalty when Natalie Portman and Julianne Moore premiere "May December" about an actress meeting the couple at the heart of a tabloid scandal. The competition for the festival's top prize Palme d'Or is heating up. An early front-runner is British director Jonathan Glazer's "The Zone of Interest", a unique and horrifying look at the private life of a Nazi officer working at the Auschwitz concentration camp. "The things that drive these people are familiar. Nice house, nice garden, healthy kids," Glazer told AFP. "How like them are we? How terrifying it would be to acknowledge. What is it that we're so frightened of understanding?" Critics were near-unanimous in their praise, with Variety calling it "chilling and profound, meditative and immersive, a movie that holds human darkness up to the light and examines it as if under a microscope". But there was also huge warmth for "Four Daughters", a heartbreaking documentary about radicalization within a Tunisian family that is both inventive and engaging. Take That, Lionel Richie, Katy Perry and Andrea Bocelli will be among those performing at a concert to mark King Charles III's coronation, the BBC said on Friday. A televised Coronation Concert is being held in the grounds of Windsor Castle, west of London, on May 7 -- the day after Charles is officially crowned king. BBC chief content officer Charlotte Moore said the coronation was a "once-in-a-generation occasion" and called the concert line-up "world-class". But recent reports have said that a number of big-name stars have turned down the gig, including Adele, Elton John, Harry Styles and the Spice Girls. They are said to have declined because of scheduling clashes or touring commitments. But the Mail on Sunday said singer Kylie Minogue had refused given increased republican sentiment in her native Australia, where Charles is also king. Some 20,000 members of the public and invited guests are set to attend in person, with the live event also broadcast on radio and online.
