Teacher who slapped student probed
The Schools Division Office of Antipolo City on Tuesday said it is taking “appropriate actions” to address the alleged child abuse incident at an elementary school in Antipolo City. “We have forwarded the required intake sheet, incident report, and narrative report to the Office of the Regional Director, DepEd Region IV-A, for information and appropriate action,” DepEd Antipolo said in a statement. DepEd Antipolo added that the Office of the Regional Director had issued an order designating a fact-finding team. Last 20 September at about 9 a.m., 14-year-old Francis Jay Minggoy Gumikib, a Grade 5 student at the Peñafrancia Spring Valley Elementary School in Barangay Cupang, Antipolo City, was allegedly slapped by his teacher, Mirasol Sison. Gumikib reportedly developed a severe headache after the incident and was brought to the Amang Rodriguez Memorial Medical Center in Marikina City for treatment only on 26 September. He died at the hospital on Monday, 2 October. A complaint of homicide in relation to the Anti-Child Abuse Law would be filed against the teacher. An autopsy of the student’s remains was requested to determine the cause of death. “Currently, the school principal has assigned an alternate teacher to handle the classes of the teacher concerned who is on official leave,” it added. DepEd Antipolo has formed a team of selected registered guidance counselors, school health nutrition unit representatives, and youth formation development coordinators to help avert a repeat of the incident. The Senate on Thursday cited in contempt four high-ranking members of the alleged cult group Socorro Bayanihan Services Incorporated, or SBSI, over their denial that forced marriages of minors had happened in Sitio Kapihan, Socorro town in Surigao del Norte. Senator Risa Hontiveros made the motion after Quilario and the others repeatedly denied that forced marriages of minors happened and were facilitated by Socorro Bayanihan Service Inc., despite the testimonies of child witnesses present at the hearing. “I respectfully move to cite in contempt Jey Rence Quilaro, Mamerto Galanida, Janeth Ajoc, and Karren Sanico,” Senator Risa Hontiveros said after hearing testimonies of child witnesses at the hearing. With no objection from the members of the Committee of Public Order and Dangerous Drugs, Senator Ronald “Bato” Dela Rosa ordered the detention of the four individuals at the Office of Seargent-at-Arms in the Senate. Speaking at the hearing, a member of the alleged cult group, alias Jane, narrated how she was forced to marry a fellow member at the age of 14. Alias Jane directly pointed to Quilario as the one who chose her 18-year-old husband. Several underage members of the Socorro Bayanihan Services Incorporated on Thursday narrated how they were forced to marry and have sexual intercourse with adults as well as locked up within their mountainous community at Sitio Kapihan, Barangay Sering, in Socorro town, Surigao del Norte. In a media interview, Senator Ronald “Bato” Dela Rosa admitted that he believed the statements of several child witnesses attended the Senate’s public investigation on the alleged cases of rape, sexual abuse, forced labor, and child marriage perpetrated by the Socorro-based group against their young members. “Hindi pwedeng magsinungaling ang mga bata. Nakikita ko Iyan. Sabihin mong biased ako sa mga bata pero naniniwala (Children can’t lie. I see that. You may say I’m biased to children but I believe them),” said Dela Rosa. During the joint investigation by the Senate committees on women and children, and public order and dangerous drugs on Thursday, 15-year-old Jane, not her real name, said she was coerced to marry an 18-year-old man she never met before. She said it was “Senyor Agila” whose real name is Jey Rence Quilario, the SBSI leader, who ordered and facilitated her marriage. She added that Quilario forced her to immediately sleep and have sex with her new husband so can “go to heaven.” Lovely Novie Savandal, also a member, emotionally shared that her 12-year-old sister was compelled to marry someone she didn’t know personally. Savandal said the Quilario was forcing every married couple to have sexual intercourse, if not, they will be punished. Dela Rosa grilled Quilario after Savandal recalled her sister’s experiences. “Bakit gustong gusto mong mag sex ang mag asawa? Bata, 12 years old? Pipilitin mong makipag sex sa lalaking hindi niya kagustuhan. Kinasal mo na, tapos sisiguraduhin mo pa na sila ay mag sex. Tapos kapag hindi mag sex, pina-punish mo ‘yung bata (Why do you want the couple to have sex? A child, 12 years old, [then] you will force her to have sex with a man. You already had them married. Then you still want to make sure they have sex. During Thursday’s investigation of the Senate Committee on Public Order and Dangerous Drugs on the alleged abuse and illegal activities of the SBSI, Dela Rosa expressed disappointment over “Why can’t they go to school? That I cannot forgive. I will never allow it,” Dela Rosa asked SBSI President Jey Rence Quilario and Vice-President Mamerto Galanida, who is also the eldest member of the group. Quilario denied the allegations. Galanida, who was a former mayor and the town’s ex-education superintendent, maintained he was not aware that children in Sitio Kapihan are not allowed to be educated. 6 minors in online sex rescued
The National Bureau of Investigation yesterday said they nabbed two persons while six minors were rescued from alleged online sexual exploitation activities in Manila. Those arrested were identified as Lynette S. Cruz and Paulo R. dela Cruz who were caught last 8 September during an entrapment operation conducted by the Inter-Agency Council Against Trafficking and the NBI. The operatives were armed with a Warrant to Search, Seize and Examine Computer Data. The NBI said that aside from the rescuing six minors, the operation “also resulted in the seizure of various inventory indicated in the WSSECD.” The two subsequently were charged before the Department of Justice with violations of Republic Act 11930, the Anti-Online Sexual Abuse or Exploitation of Children and Anti-Child Sexual Abuse or Exploitation Materials Act; RA 9208, the Anti-Trafficking in Persons Act, as amended; and RA 7610, the Special Protection of Children Against Abuse, Exploitation and Discrimination Act. The operation was conducted after the NBI Anti-Violence Against Women and Children Division received “information from Homeland Security Investigation Manila regarding an alleged facilitator in the Philippines who transmits sexually exploitative images and videos of minors to United States.” “NBI-AVAWCD reviewed the pieces of evidence which include child sexual abuse or exploitation materials, Skype and WhatsApp chat logs, Paypal Subpoena results, and screen record of video call through Skype between Subject Lynette and the poseur-customer,” it said. Gov’t looking for ways to address child sexual abuse
Justice Secretary Jesus Crispin Remulla said the government is actively engaged in discussions on how to address the pervasive issue of child sexual abuse. He said the government is, at present, exploring all possible avenues, including seeking advice and guidance from the Supreme Court. Remulla said the issue of child sexual abuse is one of the problems the country is facing at the moment, which is why the government is exploring ways to address it and give importance to how to combat it and hopefully eradicate the problem. The DOJ chief has expressed deep concern over the rampant issue of child sexual exploitation in the Philippines, referring to it as an “epidemic” that has silently persisted over the years. Remulla’s remarks were prompted by the disturbing reports of alleged sexual abuses linked to a “doomsday cult” in Surigao del Norte. He said the charges against the Socorro Bayanihan Services Inc. (SBSI) are not isolated incidents; rather, they exemplify a distressing pattern that extends to other regions. Remulla revealed that a similar pattern of sexual predation had recently emerged on an island in Zamboanga, an incident that had gone unreported. “They are saying a cult in Surigao del Norte is not new. Only recently, two or three weeks ago, there was an incident reported in an isle in Zamboanga. This is an epidemic in the whole country wherein the children are the victims of sexual abuse and many of those are incestuous rape, which is really a problem,” said Remulla. Telecommuters behind child abuse ring
Nineteen telecommuters have been arrested and 13 children were rescued in a child abuse ring bust by Australian police. Australian Federal Police Commander Helen Schneider said the syndicate shared encrypted child abuse material on the dark web. “The lengths this network went through to avoid detection are an indication of just how dangerous they were,” Schneider told reporters. A number of the Australian men were professionals who worked with computers for a living, police said. The ring was busted with the help of the Federal Bureau of Investigation, which has already charged 79 alleged offenders in the United States. Australian man charged with sex crimes against 91 young girls
An Australian former childcare worker sexually abused 91 young girls in a "chilling" spate of crimes across 15 years, police said Tuesday after charging him with 1,623 separate offenses, including rape. Seasoned detectives have described it as one of Australia's "most horrific" child sex abuse cases, with a scale of offenses "beyond the realms of anyone's imagination". "I know this news will seem unfathomable, and I know there will be many questions," said Assistant Federal Police Commissioner Justine Gough. "There is not much solace I can give to the parents and children who have been identified," she added. Included within the 1,623 charges are 136 counts of rape, 110 counts of sexual intercourse with a child younger than 10 -- a charge used instead of rape in some Australian jurisdictions -- and 613 counts of making child pornography. Investigators have been hunting for the 45-year-old man since discovering a cache of child pornography photos and videos being shared on the dark web in 2014. But their efforts had been mostly fruitless until they made an unexpected breakthrough in August last year -- matching visual clues in the background of the material to a childcare center in the city of Brisbane. While the man was initially charged with just three offenses, Gough said the gravity of his "heinous" alleged crimes emerged as police sifted further through his computer and phone. Police believe the man filmed or took pictures of "all" his alleged crimes -- and eventually cataloged more than 4,000 photos and videos of abuse. New South Wales Assistant Police Commissioner Michael Fitzgerald said it was one of the most horrific cases he had ever seen. "It's beyond the realms of anyone's imagination what this person did to these children," he said. "I can only say, you try not to be shocked after a long period of time in the police, but this is a horrific case." Young girls targeted Police said the abuse happened at 10 different childcare centers between 2007 and 2022 and exclusively targeted "prepubescent girls" -- some as young as one year old. While 87 of the 91 victims were from the Australian states of Queensland and New South Wales, police believed four other unidentified children were abused while the man worked overseas for a brief spell between 2013 and 2014. Police said they were now working with international crime agencies to find those children, without revealing which country they were targeting. "We have been working tirelessly since August last year to identify the children in the alleged child abuse material," Gough said. Police said the man had passed the stringent series of background checks needed to work at childcare centers in the states of Queensland and New South Wales. Queensland's Acting Assistant Police Commissioner Col Briggs said detectives had first been tipped off in 2021, but had been hamstrung by a lack of evidence. "There was insufficient evidence to take action against any person based on evidence available at the time," he said. Given the sheer volume of child abuse material that needed to be documented, a dedicated task force of about 35 staff was called in to work on the investigation. 3 child exploiters nabbed
Operatives from the National Bureau of Investigation have arrested three individuals believed to be involved on offering videos on sexual exploitation of children for a fee in Taguig City. The NBI did not reveal the names of those arrested but they were already charged with violations of Republic Act 11930, the Anti-Online Sexual Abuse and Exploitation of Children; RA 9208, the Anti-Trafficking in Persons Act of 2003 as amended by RA 10364 and RA 11862; and RA 7610, the Special Protection of Children Against Abuse, Exploitation and Discrimination Act. Initial reports disclosed that the suspects were arrested last 11 July during an operation conducted by agents of the NBI’s Anti-Human Trafficking Division in Tipas, Taguig City. The agents were accompanied by officers of the NBI’s Digital Forensic Laboratory and the Inter-Agency Council Against Trafficking in implementing a Warrant to Seize, Search, and Examine Computer Data. The NBI said the results of examination turned positive on subjects’ cellular phones. The operation was launched by the NBI on “a report and case referral from Destiny Rescue International regarding the alleged sexual exploitation of young children committed by a certain person who appeared to be in the Philippines and is offering live sexual exhibition involving two-year-old child in exchange for a fee.” Destiny Rescue International is a global non-profit organization with a mission “to rescue kids from sexual exploitation and human trafficking and to help them stay free.” An NBI agent, posing as a private individual, was “able to establish communication with the Subject who was offering toddlers of seven to eight years old.” “From 50 CSAEMs or child sexual abuse and exploitation materials sent by the suspect, there were videos showing a toddler being sexually abused by her mother,” the NBI said. CHR steps into juvenile’s hazing
The Commission on Human Rights announced on Saturday that it has conducted an investigation into the alleged hazing of a juvenile by multiple fraternity members, which resulted in the victim’s hospitalization. The CHR said that the hazing was allegedly committed by the president of the Magic 5 fraternity, an Alpha Kappa Rho International Fraternity member, and the president of the SPB fraternity. According to a preliminary investigation by the Quezon City Police District, the victim passed out due to “unbearable” agony and physical injuries. According to reports, the victim was a member of the Scout Royale Brotherhood Nu-Theta Chapter Fraternity. However, he transferred to Magic 5, which insulted his former “brothers.” The victim was allegedly taken to San Roque in Barangay Pagasa to be “disciplined” and then transferred to a shop along Road 10 where his erstwhile fraternity brothers conducted the hazing. “Despite the existence of the Anti-Hazing Law and the Anti-Child Abuse Law, violent acts, particularly those that violate the dignity of minors, should be condemned,” the CHR stated. ‘Saints by day, demons by night’
A former seminarian has exposed the Catholic Church’s vast sex abuse network in Bolivia where men of the cloth victimized children and adults. Pedro Lima, 54, said he and other men training to become priests were also subjected to abuse often by clergymen who arrived from Spain. Lima, who has lived in Paraguay since 2011 where he works as a blacksmith, returned home last month to give evidence in a vast investigation into child predation at schools countrywide, including a boarding school for poor, rural kids in Cochabamba. “The children lived through hell,” he recounted of things he said he saw. “These abusive priests were saints by day, demons by night.” At the center of the latest scandal is Spanish priest Alfonso Pedrajas, who died in 2009. In his journal, recently discovered and published by a newspaper, Pedrajas confessed to having harmed dozens of people, possibly as many as 85. He also noted that senior clergy had known about his crimes and kept quiet. Lima, who said he had encountered Pedrajas personally, claims he was expelled from the Jesuit order in 2001, while studying to become a priest, for reporting abuse. Since then, he has compiled a list of alleged wrongdoers, most of them now dead. “It wasn’t only one priest, there is a structure of priests who helped and supported each other so this (abuse) could continue to happen,” he told Agence France-Presse.
