Tulfo wants PGC, MARINA officials probed for Binangonan boat mishap
Senator Raffy Tulfo on Monday filed a resolution seeking an investigation of officials of the Philippine Coast Guard and the Maritime Industry Authority for possible negligence that led to the deaths of 27 passengers after the motorbanca Princess Aya capsized off Binangonan, Rizal on 27 July. Tulfo's Senate Resolution No. 705 seeks to investigate “the factors contributing to the capsizing of the boat and identify lapses in safety protocols or negligence of PCG, MARINA, and other concerned individuals and agencies that may have led to this unfortunate incident.” In filing the resolution, Tulfo stressed that high-ranking officials of the PCG and MARINA who are guilty of "neglect of duty" must become accountable “in the name of command responsibility." “In most cases, a sunken ship or boat's crew members are often the ones punished and sent to jail,” Tulfo lamented. He then noted that the M/B Princess Aya tragedy would have not happened if the PCG and MARINA had properly performed "their duties and responsibilities.” “PCG and MARINA are the relevant government authorities responsible for overseeing and regulating maritime safety in the country,” he said. Citing reports on the incident, Tulfo said MARINA failed to check the “seaworthiness” of Princess Aya before allowing it to sail. Following the boat accident, MARINA suspended the safety certificate of the M/B Princess Aya Express. But Tulfo said the issuance of a “Passenger Ship Certificate” should have been strictly implemented in the first place. In the latest investigation report by the PCG Incident Command, the boat was allowed to sail with a capacity of 30 passengers based on the manifest list, but 70 individuals were actually on board the boat before the incident happened. Authorities found out that there were insufficient life vests for passengers while the boat was also facing inclement weather conditions. Tulfo said the PCG inspector, assigned to check boats at the dock site before sailing, failed to flag such issues. Citing a comment from a sea expert, Tulfo said the M/B Princess Aya’s beam “was not properly and appropriately designed to support more than 30 passengers.” “There’s a need for MARINA to properly inspect, along with a marine engineer, all boats being rented or use for public water transportation before issuing any permit to operate moving forward,” Tulfo stressed. Meanwhile, Tulfo said the results of the investigation over the incident “should be utilized to improve safety standards for marine vessels, addressing issues such as overloading, vessel stability, adherence to passenger capacity limits, emergency preparedness and crew training.” The results of the inquiry, he added, could be useful for the government in reviewing and enhancing existing legislation on maritime regulations. Tulfo is likewise eyeing to craft a bill that would further exact accountability from the PCG and MARINA officers should maritime accidents occur due to negligence. “This would assure that the PCG and MARINA officers, along with their supervisors, will face charges and jail time every time a ship or a boat capsizes due to their negligence,” he added. At least 21 dead as boat capsizes
At least 21 people were reported to have died while 30 others were rescued after their boat sank in waters just meters from their port of origin in Barangay Kalinawan, Binangonan, Rizal. An initial report by the Philippine Coast Guard’s substation in Binangonan identified the sunken outrigger boat as Princess Aya. The PCG said the boat departed from Binangonan at around 12:30 p.m. en route to Gulod, Talim Island, “when it encountered strong winds, causing all passengers to panic and rush to the port (left) side.” PCG spokesperson Armando Balilo said the boat was cleared by the PCG to sail as there was no longer a typhoon signal in the area. The boat capsized hours after typhoon “Egay” had left the Philippine area of responsibility. Local disaster official Jose Hernandez confirmed the number of fatalities. 23 dead, six missing as boat capsizes in Philippine lake
A small passenger boat capsized in a lake near the Philippine capital on Thursday, killing 23 people on board and leaving six missing, rescuers said. The accident happened in the early afternoon at Laguna lake, near Manila, hours after Typhoon Doksuri had swept out of the northern Philippines. "Some survivors begged us to rescue those trapped beneath the boat," resident Monica de la Cruz, who watched the rescue effort off the municipality of Binangonan, told AFP. "They were crying and some of them were injured." Cruz said the accident took place following a "sudden gust of wind, big waves and rain", with locals initially too afraid to assist, fearing they would be "dragged down as well". The wooden outrigger "encountered strong winds prompting all passengers to panic" and move to one side of the vessel, the coast guard said in a statement. "The boat had clearance to sail," coast guard spokesman Rear Admiral Armando Balilo told reporters, downplaying speculation the typhoon had caused the accident. The passenger boat was making its regular run from a Binangonan port to the island of Talim in the middle of the lake, municipality rescue official Kenneth Cirados told AFP. Rescuers retrieved 23 bodies from the water and there were 40 survivors, he said. Six people remained missing with the search set to resume Friday. By nightfall, rescuers had righted the boat and dragged it close to shore, where its yellow hull sat in shallow water. A broken motorcycle cargo and soiled pieces of tarp were draped over it. "The boat sank in front of us while on its way home to the island," said Binangonan resident Frederic Sison, who had been standing at the Kalinawan port when the incident happened. Video footage of the rescue shared by the coast guard showed a man standing on the hull of the boat that was lying on its side, shouting "There are so many people here", as small outrigger boats circled trying to help. Another clip showed two rescuers leaning from the side of a boat to pluck a person who appeared to be unconscious from the calm waters. Mobile phone footage taken by Sison and shared with AFP showed anxious people standing on the shore watching the boats take part in the frantic rescue effort. In the video, a young boatman said he saved four people including a disabled person and a girl. A woman could be seen doing chest compressions on one of several victims laid out on the concrete pier, as men lifted more motionless people out of small boats. Boats, including wooden outriggers and passenger ferries that provide transport between islands, had been ordered to shore in Luzon and central islands earlier in the week due to gale warnings as the typhoon intensified the southwest monsoon. The Philippines, an archipelago of more than 7,000 islands, has a poor maritime safety record, with scores dying in mishaps at sea each year, usually aboard wooden-hulled outriggers used for fishing or to move people from one small island to another.
