It’s that time of the year when people of all ages love to celebrate, donning the scariest Halloween costumes and dressing up the room with all things spooky, eerie and creepy. But what about the Halloween drinks to complete the spine-chilling experience? DAILY TRIBUNE scoured the metropolis to look for that ominous, forbidding drinks that add thrill and spectacle to the occasion. Here are just some of the wicked cocktail drinks that we spotted that are not necessarily disgusting in taste. DBM, DepEd respect Ombudsman’s suspension order
The Department of Budget and Management on Saturday said it will adhere to the Office of the Ombudsman’s suspension order against officials involved in the purchase of alleged overpriced laptops for public school teachers in 2021. “The Department of Budget and Management, under the leadership of Secretary Amenah F. Pangandaman, assures the public of its utmost compliance with the decision set by the Office of the Ombudsman against former Procurement Service and DBM officials due to their alleged involvement in the purchase of reportedly overpriced laptops for the Department of Education,” it said in a statement. It added that Pangandaman has already directed concerned officials to implement the suspension order against former and present PS-DBM officials and employees involved in the controversial procurement deal of DepEd laptops. In a resolution, Ombudsman Samuel Martires issued a six-month preventive suspension without pay against education and budget officials, pending the investigation into the P2.4-billion laptop procurement for the DepEd Computerization Program. Citing reports from the Commission on Audit, the Ombudsman found sufficient grounds to preventively suspend the officials for grave misconduct, serious dishonesty and gross neglect of duty. The DBM has already requested an independent investigation from the National Bureau of Investigation in August 2022. The DepEd also assured that the suspension of its officials won’t affect the education services of the department, especially the preparations for the opening of School Year 2023-2024. “DepEd adheres to due process and shall abide by the said Order. Meanwhile, the Department reassures the public of its unhampered services as we prepare for a safe and orderly opening of School Year 2023-2024,” DepEd spokesperson Michael Poa said. Among the education officials ordered to be placed under six-month suspensions are former PS-DBM officers-in-charge Lloyd Christopher Lao and Jasonmer Uayan; and procurement management officers Ulysses Mora, Marwin Amil, and Paul Armand Estrada as well as Alec Ladanga, former Executive Assistant IV of the Office of Usec. Sevilla; Marcelo Bragado, Director IV of DepEd’s Procurement Management Service; and Selwyn Briones, DepEd’s Supervising Administrative Officer. The companies were also unable to complete the delivery within the agreed target dates outlined in the procurement contract. “Our citizens deserve to know the exact circumstances that led to the selection of the joint venture comprising Sunwest Construction and Development Corp., LDLA Marketing and Trading Inc. and VST ECS Philippines Inc. for this significant procurement,” Pimentel said. He criticized the PS-DBM over its failure to promptly blacklist the suppliers involved in the anomalous laptop deals by the recommendation of the Commission on Audit. The crispy sheet is bean curd, steamed and deep fried. When it’s hot and fresh, it’s super crispy and melts in your mouth.” The otak-otak, Leung explains, is a Malaysian fish cake wrapped in banana leaf. But, instead of fish, he substitutes it with cuttlefish and shrimp. The kataifi, on the other hand, is a pastry deep-fried on lemongrass skewer. The journey continues with a flavorful double-boiled merry fruit peach gum with sea cucumber, black chicken dumpling, dry moon clam Matsutake mushroom soup. “The soup is a special one,” says Leung. “The base is made of chicken and matsutake mushroom which is very intense in taste. I personally hand-carried the dried mushroom from Hunan.” Another special ingredient is the merry fruit from Guangdong Province. It is a medicinal fruit that has a nutty flavor that offers a strong, potent taste. Leung’s repertoire continues to impress with his main courses — the steamed sea garoupa garnished with sun-dried ginger, red chili, black bean paste and superior chicken stock; and the slow-cooked beef short ribs, coated in green pepper and barbecue sauce. “It’s a live fish that we clean, cover in salt and air dry in a temperature-controlled room for hours to remove its moisture and to make the flesh firmer,” explains Leung. “The braised beef is slow-cooked for several hours.” To accompany the main course, Leung offers black sesame fried rice with dry scallops, seafood, and spring onion egg white pearl. And, to complete the feast, a refreshing serving of hawthorn ice cream, Chinese sweet vinegar caramel, and the delightful touch of traditional onion pancake leave the palate with a lingering note of sweetness. Yes, each of Leung’s dishes has a unique quality and taste, a special touch to make it stand out. The food presentation does an excellent job of increasing one’s appetite. “The objective of the menu is to introduce some of the less common ingredients here,” shares Leung, who, as of this writing, is simultaneously opening five restaurants in China, Malaysia, Taiwan, and Macau. “But while they are less common in this country, they are common ingredients in different regions of China. It’s an interesting exchange of knowledge.” He adds: “My cuisine is about adapting ourselves based on what we see in the local market. While we retain our own recipes, we create dishes depending on the availability of the ingredients in the market. Our creation is not just out of the blue. ‘Bagong Pilipinas’ logo produced at zero cost
The Presidential Communications Office produced the new governance brand "Bagong Pilipinas (New Philippines)" without incurring any costs to the government, Malacañang said on Sunday. The Palace made an explanation amid recent controversies over the country's tourism campaign and the new logo of the Philippine Amusement Gaming Corp. "The logo was produced internally by the Presidential Communications Office and underwent complete staff work to ensure adherence to the heraldic code," PCO said in a statement sent to reporters in a Viber message. "The Bagong Pilipinas logo embodies the Marcos Administration’s vision for the country, emphasizing unity, involvement, and the bayanihan culture as the main fibers and components for its full realization," PCO added. The communications arm of Malacañang explained that the newly-unveiled Bagong Pilipinas logo is a visual representation of the Philippines' journey to the future. The logo features three red stripes, symbolizing significant historical development periods: the post-war agricultural and rural development, the post-colonial period, and the current metropolitan development. According to the PCO, blue stripes represent the goals for the future — a progressive Philippines that leverages technological advancement in pursuing sustainable industrial development. The rising sun signifies the dawn of a new Philippines, symbolizing the country's desire to take center stage in the global market and community of nations. "Bagong Pilipinas is the overarching theme of the administration’s brand of governance and leadership, which calls for deep and fundamental transformations in all sectors of society and government, and fosters the State’s commitment towards the attainment of comprehensive policy reforms and full economic recovery,” the memorandum read. Always About the People
“Solid!” That was the only reaction, or lack thereof, that I could muster after that first breakaway slam of Kiefer Ravena’s UAAP collegiate basketball career over the outstretched arms of UST’s foreign center, Karim Abdul. Moments before, you could see Kiefer was going to go hard, as it was a one-on-one breakaway and he had the speed advantage over Abdul, who was hot on his heels. Little did I know that he was going to go for that highlight that would announce his entry into college basketball. That reaction, that loss for words, can pretty much sum up my past 10 years of covering college basketball for ABS-CBN Sports. They first asked me to write about my most memorable UAAP game coverage; but I must confess, I was never really good at remembering exact details of games, unlike some of my fellow sportscasters, or even coaches I know, who remember almost detail for detail, or play by play. My memories come in highlights, or sometimes even just flashes of good or memorable plays. I remember a 6’8”, 18-year old Ben Mbala, whom we first saw a glimpse of while Anton Roxas and I were covering the CESAFI league in the hot and humid Cebu Coliseum, sometime around 2012. He was playing for the Southwestern University Cobras, wasn’t as built and polished as when he was with DLSU, but you could already see the raw talent and athleticism. Fast forward a few years, I remember well how he took the UAAP by storm, with his monster dunks, and how he piloted La Salle to a championship while winning league MVP in Season 79. I remember the heralded rookie season of Kiefer Ravena in the men’s division, after a storied juniors career. Kiefer won Rookie of the Year honors and helped lead Ateneo to two more titles to round up their 5-peat, before it was Jeron Teng’s turn to lead the Green Archers to a championship over his elder brother Jeric and the UST Growling Tigers. I remember Bobby Ray Parks Jr. and his back-to-back MVP seasons. He was arguably the most complete college player during that time. It was painful to see his team fall short especially during his second MVP year. The Bulldogs made history the year after though, with Alfred Aroga, Troy Rosario, and Gelo Alolino now at the helm, winning the school’s first ever championship after more than forty years. I would argue that the past decade saw some of the brightest UAAP college basketball stars, both local and foreign, take to the hard court. It would almost be unfair to start naming them because I’ll surely end up leaving some names worthy enough to be mentioned. But we all remember Greg Slaughter, Ryan Buenafe, RR Garcia, Terence Romeo, Mac Belo, RR Pogoy, Roi Sumang, Charles Mamie, Alex Nuyles, Jericho Cruz, Papi Sarr, Jeron Teng, Jason Perkins, Aljun Melecio, Kiefer and Thirdy, Bobby Ray, Alfred Aroga, Kevin Ferrer, Karim Abul, Jeric Teng, Ange Kuoame, Matt and Mike Nieto, Paul Desiderio, Juan GDL, and the list goes on and on… all of them making their mark in the UAAP the past ten years. Aside from the highlights, there were the more mundane, behind-the-scenes memories, especially covering out-of-town games when we used to do the CESAFI and the PCCL. That was basketball coverage at its purest. There was a time we traveled to Lanao Del Sur to cover the Mindanao regional selection of the PCCL. Lanao was about another two to three hour drive from Cagayan de Oro along a dark highway with trees and mountains all around; and where there was only one mall in the entire town. Or when we traveled by van to La Union to cover the north regional selection of the PCCL… or even staying a whole week at the Cebu Grand Hotel, for the VisMin regional selection. Coverages then were bare bones: no real-time stats or live graphics, and I would even sometimes have to tally the points and rebounds of each player in-game on my notebook just so that I’d have some semblance of stats to mention on the coverage. Still, those games were so much fun because the players, getting their first shot at national TV coverage, would leave everything out on the floor. In a year or so, both the UAAP and the NCAA will announce their respective new homes, and new broadcast teams will have the privilege of covering the best collegiate basketball players in the country. That’s how the ball bounces. I’m a firm believer that in life there are seasons, and a perfect time for everything. I’m just thankful for the opportunities thrown my way. If you were to ask me why the coverage of the UAAP helped build the league into what it is today, my answer would be simple: it was always about the people. At the end of the day, what makes the UAAP and its coverage great are the stories of the people that play, coach, officiate, cover, and run the games. It’s not really about the championships or the awards, but rather the challenges, hardships, and journeys of each of the individuals that brought them there. And it is also about the directors, producers, cameramen, reporters and make-up artists that make sure that the audience sees what is supposed to be seen – the winning basket, a fan’s priceless reaction, the agony in defeat, and the glory of victory. It’s what Boom Gonzalez or Mico Halili would always say, that our job as anchors and analysts is to tell the people watching at home the story of what is happening in the game in the best way possible. I just want to tip my hat to all the people that allowed us to do our jobs the best way possible. From our directors, producers, cameramen, floor directors, fellow panelists, courtside reporters, league officials, statisticians, make-up artists, and all those people behind the scenes whom we worked with, know that we were able to give our best because of you; and the UAAP coverage will not be what it is if not for all of your hard work and dedication.
