Senator Ronald “Bato” Dela Rosa was irked after child witnesses said they were not allowed to study in schools while staying under the custody of Socorro Bayanihan Services Incorporated. During Thursday’s investigation of the Senate Committee on Public Order and Dangerous Drugs on the alleged abuse and illegal activities of the SBSI, Dela Rosa expressed disappointment over “Why can’t they go to school? That I cannot forgive. I will never allow it,” Dela Rosa asked SBSI President Jey Rence Quilario and Vice-President Mamerto Galanida, who is also the eldest member of the group. Quilario denied the allegations. Galanida, who was a former mayor and the town’s ex-education superintendent, maintained he was not aware that children in Sitio Kapihan are not allowed to be educated. Dela Rosa dismissed Galanida’s answer. The latter, then, blamed the parents saying: “They chose not to let their children go to schools.” “How can you say that parents won’t allow their children to study?”, Dela Rosa said. “ I don’t believe that parents would not allow their children. I don’t buy your explanation.” The Commission on Human Rights said it has already initiated an initial investigation on the allegations of human rights violations and infringement of the right to education of children. The CHR confirmed that violations of human rights, movements, and rights to education were clearly drawn in the initial probe. Meanwhile, Lawyer Richard Dano, legal consultant of Socorro Task Force Kapihan, said the “culture of fear” has prevented more than 1,000 other child victims from testifying against the human rights abuses perpetrated SBSI group. Perjury raps vs 2 activists underway
Perjury charges are now being prepared against the two environmentalists who recanted their “handwritten affidavit” stating they have “voluntarily surrendered” to the military and declared that soldiers abducted them after they went missing. During the deliberation of the Senate Committee on Finance on 2024 proposed P229.9-billion budget of the Department of National Defense and its attached agencies, Senator Ronald “Bato” Dela Rosa asked on the case update of Jhed Tamano and Jonila Castro who earlier retracted what they said in their affidavit. “May case preparation ngayon, inter-agency case preparation for the filing of perjury charges sa kanila. Nire-review lang ang mga sworn statements ng mga testigo (There is a case preparation now, multi-agency case preparation for the filing of perjury charges against them. The sworn statements of the witnesses are being reviewed),” Teodoro told Dela Rosa. In a previous press conference organized by the National Task Force to End Local Communist Armed Conflict, Tamano and Castor denied that they surrendered to the Philippine Army’s 70th Infantry Battalion. Philippine Army chief LtGen. Roy Galido earlier admitted that the two young activists had tricked the military, contrary to their earlier statements sworn before the Public Attorney's Office. "We felt betrayed that's why we will file the necessary case, to use our laws, just like when you are also betrayed when your clients are betrayed, they file a case against you, so we just have to follow the rule of law in our country," Galido said. Meanwhile, Dela Rosa urged the DND to push through with the filing of perjury charges against Tamano and Castro. "We should do that. I am encouraging you. Grabe 'yung maka-kaliwa, grabe maka-jump sa bandwagon nung epekto na 'yun. Talagang all-out sila. Dapat tayo rin, sumagot din tayo. The senator said the security forces should be aggressive in their actions against propaganda of the communist-leaning parties. Teodoro noted that the intelligence information on the two activists is liable. “Your honor, talagang sigurado po ako sa ebidensya dito (I’m really sure about the evidences),” said Teodoro, noting that the recantation of the two activists is just part of the dramas being perpetrated by the left-leaning organizations. ‘Lesson learned: Be wary’ Dela Rosa also warned the Armed Forces of the Philippines chief General Romeo Brawner Jr. to be wary of entertaining communist surrenderers. “Lessons learned, General Brawner. Ingat kayo kasi pwede kayong saksakin sa likuran niyan (Just be careful because they can stab your back),” he said. "Masyado tayong mabait, masyado na tayong gentleman. Masyado tayong mapagbigay to the point na 'yun pala, nilalason na pala tayo sa sarili nating tubig (We are too kind, we are too gentlemanly. We are too generous to the point that we are being poisoned in our own waters),” Dela Rosa added. On the other hand, Senator Juan Miguel Zubiri emphasized the need to provide sufficient funds for the NTF-ELCAC, to augment the military’s efforts on its Balik-Loob program. “We should help in their budget, we should continue providing funds for NTF-ELCAC, especially in barangay projects because that’s what winning hearts and minds. It has been very successful in Bukidnon and any other provinces,” he said. Dela Rosa supported Zubiri’s suggestion. DILG and PNP
It is common knowledge that the Philippine National Police is under the Department of the Interior and Local Government. What is not known is the wisdom behind this. The answer is that the mandate of the DILG is to strengthen the capabilities of local government units to develop themselves for the sake of the good life of their respective citizens. Peace and order which the PNP provides are necessary to attain this. RA 6975, otherwise known as the DILG Act of 1990, which took effect on 1 January 1991, established the PNP and placed it under the wing of a reorganized DILG. The National Police Commission, an attached agency of the DILG for policy and program coordination, and where the DILG Secretary sits as ex-officio chair, was made responsible for the administrative control of the PNP. Governors and mayors were deputized as representatives of Napolcom. The governors were given the right to choose the PNP regional director, while mayors were given operational control of the PNP within their respective territorial jurisdictions. With the enactment of the DILG law, the government was able to heed the call of many sectors for a unified single police force, instead of two law enforcement agencies. Those two were the Integrated National Police and the much older Philippine Constabulary. The first was too militarily oriented, while the second was outright military under the Armed Forces of the Philippines. In contrast, the new PNP is civilian in character. The DILG is an old and revered institution in our country. Unbelievably, it traces its roots to the Philippine Revolution of 1897. In March of that year, the Katipunan Government, amid its struggle for independence, established the first department of the interior at the Tejeros Convention held in Rosario, Cavite. The Biak-na-Bato Constitution in November of 1897 formally defined the department’s powers to include the supervision of local political units, the generation of statistics, the building of roads and bridges, the development of agriculture, the dissemination of public information, and the maintenance of the public order. From the above, one can see that there is historical continuity in the power of the present DILG over local government units, and the maintenance of public safety and order. The peace and order that the PNP can provide make it possible to attain the development programs of LGUs and the effective exercise of supervisory control of the DILG over them. Other powers and responsibilities of the DILG — which were reorganized — include forest conservation, public instruction, counterinsurgency, rehabilitation, community development, and cooperatives development. Meanwhile, the PNP grew and steadily completed its internal restructuring, even as the DILG continued to train, organize, and equip the PNP for the effective performance of civilian police functions nationwide. The core functions of the PNP have remained the same: law enforcement, maintenance of peace and order, the prevention and investigation of crimes with the active help of the community, as well as the bringing of offenders to justice. The primary responsibility to suppress insurgency was transferred to the AFP. Today, some of the PNP’s better-known operational support units include the Criminal Investigation and Detection Group, Highway Patrol Group, Maritime Group, Intelligence Group, Forensic Group, Drug Enforcement Group, Anti-Kidnapping Group, and the Anti-Cybercrime Group that deals with digital and online crimes. In exceptional cases, the PNP has been exposed to vulnerabilities of different sorts. To combat these, it has created an Internal Affairs Service operating nationally whose main task is to help the PNP leadership institute reforms to improve the image of the police force. It does this by doing assessments, analyses, and evaluations of the character and behavior of PNP personnel. We should appreciate the continuous improvements being undertaken by the PNP.
