DAR launches New Agrarian Emancipation consultations
The Department of Agrarian Reform on Monday announced that it held simultaneous public consultations with its stakeholders last 1 September 2023 to obtain inputs to the Implementing Rules and Regulations of the New Agrarian Emancipation Act or Republic Act 11953. The committee tasked by DAR Secretary Conrado Estrella to draft the IRR is chaired by DAR Undersecretary Napoleon Galit with DAR Undersecretaries Luis Pangulayan and Marilyn Barua-Yap, LBP EVP Alex Lorayes, Administrator Gerardo Serios and NIA Administrator Eddie Guillen as members. Representatives of agrarian reform beneficiaries from all 15 regions including the BARMM and concerned farmers groups and civil society organizations participated in the public consultations. Undersecretary for Field Operations Atty. Kazel C. Celeste led the Luzon leg which was held at the Great Eastern Hotel in Quezon City. Undersecretary for Foreign-Assisted and Special Projects Jesry T. Palmares led the Visayas leg which was held in Passi City, Iloilo while Undersecretary for Mindanao Affairs, Amihilda J. Sangcopan led the Mindanao leg which was held at the World Palace Hotel in Ecoland, Davao City. The ARBs and farmers’ groups raised clarificatory questions on the coverage of the NAEA and the process of obtaining condonation and the termination of payment of just compensation to landowners and gave inputs to the DAR officials present during the consultations. MPW focuses on ongoing constructions
LAMITAN CITY, Basilan Province — The Ministry of Public Works here has ordered all project engineers to submit a periodic status report of all infrastructure projects now being implanted in the province. MPW Basilan District Engineer Kasim A. Hasanin on Monday said that project engineers were assigned to monitor various infrastructure projects in the province and ordered to submit to his office a periodic accomplishment report of the projects. Hasanin believes that through a monthly accomplishment report, his office will be able to monitor the actual development of the projects funded by the Bangsamoro Autonomous Region in Muslim Mindanao. He added that the directive to MPW project engineers was in line with the directive of MPW Minister Architect Eduard Uy Guerra as the MPW chief reminds all agency officials to monitor all projects in the province funded by BARMM and Members of the Parliament. Hasanin has also reported that his office has already completed the review of the civil infrastructure system in the design of the project, analysis, and management of the project. “Infrastructure projects funded by BARMM during the pandemic period had slowed down and last year we resumed in full swing the implementation of the projects in the province,” Hasanin said. “Construction of infrastructure projects in the province is now mushrooming and more are still on the pipeline,” he added. He identified some of the projects as shoreline protection, widening of roads, footbridges, drainage systems, and municipal court buildings. BARMM holds disaster training
ZAMBOANGA CITY — The Bangsamoro Autonomous Region in Muslim Mindanao held a 4-day training for Provincial and Municipal Disaster Risk Reduction and Management Officers aimed to reinforce the concept of a “safety culture” throughout the region. Ministry of the Interior and Local Government Minister Atty. Naguib Sinarimbo on Monday said that the first phase of the training workshop was held in Davao City on 10 to 14 July, adding that the training was centered on formulating and updating BARMM’s Local Disaster Risk Reduction and Management Plan for local government units. He also said that the MILG — in collaboration with Bangsamoro Rapid Emergency Action on Disaster Incidence and the Office of Civil Defense — spearheaded the event. Participants in the event were officers of the Provincial and Municipal Disaster Risk Reduction and Management and staff from the Research and Planning section of the provinces. It also includes personnel from the provincial government of Basilan, Sulu, and Tawi-Tawi or BaSulTa, and the municipalities of Akbar, Hadji Panglima Tahil, Kalingalan Caluang, Lugus, Bongao, Simunul and Sibutu. LTO-NCR conducts Road Safety Seminar for PA and PCG
The Land Transportation Office-National Capital Region (LTO-NCR) on Sunday reported that it recently conducted Road Safety seminars for the personnel of the Philippine Army (PA) and Philippine Coast Guard (PCG) with the aim of promoting and enhancing road safety awareness within these organizations. A total of ninety-seven (97) personnel, comprising 24 from the Philippine Army and 73 from the Philippine Coast Guard attended the Road Safety seminars. Joey F. Yap, the Training Facilitator from LTO-NCR, stated that the Army personnel who attended the Road Safety seminar were from the Philippine Army's Headquarters and Headquarters Battalion, Civil Military Operations Regiment (CMOR), and the seminar took place at Fort Andres Bonifacio, Taguig City. Meanwhile, the PCG personnel took part in a seminar co-organized by the Department of Transportation (DoTR) and held at F. Ortigas St., Brgy. Addition Hills, Mandaluyong City. Yap explained that the training served as a refresher for government personnel, emphasizing the significance of road safety, including traffic rules, regulations, and best practices. Additionally, it aimed to raise awareness about potential road hazards and equip the attendees with the knowledge necessary to make informed decisions while driving or walking. "Importante para sa mga personnel ng Philippine Army at Philippine Coast Guard na hindi sila malagay sa panganib sa tuwing sila ay bumabiyahe para sa kanilang mga assignments o operations," he said. "Bilang kapwa lingkod bayan, ibibigay natin ang lahat para patuloy tayong maaasahan ng mga Pilipino," he added. The LTO-NCR took the initiative to organize and conduct the aforementioned seminars under the guidance of Transportation Secretary Jaime "Jimmy" J. Bautista, LTO OIC-Assistant Secretary Atty. Hector A. Villacorta and LTO-NCR Regional Director Roque "Rox" I. Verzosa III. According to Yap, the Road Safety seminars covers a wide range of topics, including Road and Traffic Rules, Defensive Driving, and Handling Emergencies and Breakdowns. "Hindi lang ginagawa ang mga Road Safety Seminars para sa mga mismong uma-attend ngunit para rin talaga ito sa kanilang mga makakasama sa biyahe o kalsada," Yap explained. BARMM Governors Caucus, for what?
As this column had predicted, it was bound to happen. There is no stopping the confrontation between the leadership of the Bangsamoro Regional Government, dominated by the Moro Islamic Liberation Front, and the incumbent governors in the region. It’s a clash between status quo and change. The emerging Moro leaders in the region were personified by the governors advocating reforms versus the well-entrenched dynasties. Everything pointed to it happening. They can swear to high heavens that no such thing will happen, but their actions betray their intentions. This column sees them as being civil to each other only for public consumption. But below the sea of calm is a raging current with each side preparing to unleash their powers. Their body language says it all. A political showdown is imminent for what Moro political opinionist, Sultan Pangnal Datu Ramos, describes as a Battle Royale. In a move that was nothing but an alignment and consolidation of political forces, the five elected governors in the BARMM convened what they conveniently called the “BARMM Governors Caucus (BGC)” in Cagayan de Oro City on 6 June. Present were Mamintal “Bombit” Adiong Jr. (Lanao del Sur) who played host, Abdusakur Tan (Sulu), Bai Mariam Mangudadatu (Maguindanao del Sur), Ysmael Sali (Tawi-Tawi), and Malusso Mayor Hanie Bud, president of the Basilan League of Municipalities, representing Governor Hadjiman Hataman-Salliman. This was not the first time they met. In fact, after every major political development in the region that they saw as a threat to their political sway over their turf, they met and made known their position which was not always in sync with that of the BARMM leadership. In a press statement heavy with motherhood phrases meant for public consumption, they claimed that the BGC is “a platform that will advocate and promote the issues our constituents have identified as critical. The Caucus will engage in dialogue toward greater cooperation and collaboration with the national and regional governments and multisectoral groups.” If their intention is honest and true, why did they not involve the BARMM as the immediate tier in the governance set-up in addressing critical issues? Why sideline the regional government which could help them promote the interest of their public? Why was the newly appointed governor of Maguindanao del Norte not invited to the caucus? Is it because he is identified with the leadership of the BARMM having been a senior minister before his appointment by the President? If they wanted a dialogue, why didn’t they involve national and regional officials or their representatives in the forum? The manifesto likewise said that “the Caucus is committed to supporting the peace process and the BARMM. But of course, who would want unpeace? A disruption of the peace will adversely affect their decades-old dynasties. Their actions belie their claim of support for the BARMM. They look at BARMM as nothing but a threat to their political grip on their individual fiefdoms. The BGC is the sum of past dialogues and meetings of these governors with the agenda manifestly not in tandem with the interest of the BARMM leadership. When BARMM was being conceptualized and was later submitted for legislation, Gov. Tan challenged the move before the Supreme Court and when the BARMM officials lobbied for the postponement of the parliamentary election which led to the extension of their terms of office, most governors opposed it. And they likewise opposed certain provisions of the Bangsamoro Electoral Code which was passed by the regional parliament over their objection. The recent ambush of Gov. Adiong alerted these governors to a serious threat to their leadership and they decided to band closer together to protect their political interests. They raised concerns about the non-completion of the decommissioning process, which has allowed the armed MILF to continue carrying their firearms in public with impunity. How can you face and win over an enemy whose followers are allowed by the government to pack six shooters? This scenario could definitely put the MILF’s Bangsamoro Justice Party at a huge advantage. Compensating Marawi siege victims
The program to compensate victims of the Marawi siege will sink or swim on funding. Politico-sociocultural and human factors, including administrative hurdles, aside, the key to its success hinges on the sincerity of the government in providing the needed funds. Of course, the integrity of the distribution through the mechanism laid down by the Marawi Compensation Board or MCB also counts. It will take a lot of lobbying and follow-up to shepherd the program. And for this purpose, the civil society groups that had been galvanizing attention to the acute needs of the evacuees will have to reboot their campaign (Are they represented in the MCB? The Compensation Law speaks of their possible membership). MCB needs their “noise” to prevent the program from being relegated to the backburner with serious calamities happening elsewhere that also need funding. It takes a lot of networking and constant reminders to national policymakers about the need for funds. Remember, nothing is specific about how much the government has earmarked to implement the Compensation Law. Everything remains hazy and iffy. What we have learned is that in the 2023 Government Appropriation Act, about P1 billion has been set aside to initialize the program. That was not even specifically appropriated for the Marawi victims but lumped into the appropriation for assistance to disaster-stricken areas. That amount is a ridiculous crumb that is not even enough for the administrative needs of MCB. How can we augment or supplement any annual government appropriation for the Marawi victims? The Bangsamoro Autonomous Government comes to mind. The BARMM Organic Law provides a budget for this contingency. Thus, under Article XIV, Section 2 of RA 11054, the “Special Development Fund — The National Government shall provide a special development fund to the Bangsamoro Government for the rebuilding, rehabilitation, and development of its conflict-affected communities. The amount equivalent to Fifty billion pesos at Five billion pesos per year, for a period of 10 years from the ratification of this Organic Law, shall be allocated for this purpose. The utilization of the fund shall be in accordance with the Bangsamoro Development Plan to be adopted by the Bangsamoro Government.” That’s it. The provision describes to a tee the aid for the rehabilitation of “conflict-affected” Marawi. What we are trying to drive home is that, even if the national government becomes remiss in funding the program, our fallback will be tapping the resources of BARMM. The regional government has so many funds that it can spend legally on the rehabilitation program. We are told that BARMM has already started implementing its assistance to the war victims. Truckloads of building materials were unloaded at the center of the most affected area, Banggolo, for everyone to see. Choosing construction materials instead of cash, as a form of assistance, is a sound idea. Unfortunately, we were told that many victims were not given a heads-up and failed to avail of it. There was a deficit of communication. Victims demand transparency in the distribution to protect the integrity of the process. Apropos of this, there are pedestrian suggestions that come to mind. A strict monitoring of the use of these materials should be conducted by BARMM to ensure that they will not fall into the hands of pseudo-claimants. The local government units, especially the barangay chiefs who know the residents, should be given a role. Care should also be exercised to prevent the materials from being brought to places outside of the most affected priority areas. Personal, social, and consanguineal biases should never play a role in processing claims. The “palakasan” system will defeat the purpose. These are the evils that should be avoided lest they bring to naught the noble purpose of the law. Responsibility should also be defined clearly by identifying the agency and the officials tasked with distributing the largesse. Transparency by publishing the process of distribution, the criteria, and whatever documents are needed to substantiate the claim for assistance must be observed. BARMM should formulate its own Implementing Rules and Regulations to shut off any doubt about the integrity of the distribution. It is a relief that BARMM has initiated the process. Bravo! CIAC conducts Mactan-Cebu airport studies
CLARK FREEPORT — To further improve the agency’s oversight functions of the Clark International Airport, the Clark International Airport Corporation has conducted benchmark studies regarding the success of the Mactan-Cebu International Airport operations. According to CIAC president Joshua Bingcang, the agency’s management team held a benchmarking dialogue and information exchange with officials of the Mactan-Cebu International Airport Authority in Lapu-Lapu City last 24 May. He added that both agencies are attached under the Department of Transportation and independently assigned to exercise oversight functions over privately-run airport operations. “We have similar roles in helping our respective private airport operators succeed, so we have chosen Cebu airport and MCIAA management as benchmark, to determine performance standards and to identify best practices in airport operations, tasks which the MCIAA so far are performing effectively, and which we intend to replicate,” Bingcang said. Mactan-Cebu Airport was named as Asia’s Best Airport among 200 airports in the Asia Pacific under the ‘5 million passenger category’ in the 2023 Routes Asia Awards and is currently operated by the GMR Megawide Cebu Airport Corp. “While the private consortium Luzon International Premier Airport Development Corp. operates the Clark airport,” said Bingcang. “Our functions must align with the evolving needs and expectations of passengers and stakeholders of the Clark airport so we have created an oversight team to further study and compare Clark airport operation’s metrics using the MCIAA’s monitoring practices in evaluating the performance of its private airport operator.” “In turn, we’ll collectively analyze what the effective measures are, and which processes may improve efficiency to boost revenues for the Clark airport’s private operator LIPAD,” he added. The CIAC’s oversight roles include the assurance that the airport facility is operated and maintained safely and securely in accordance with International Civil Aviation Organization standards and must conform to regulations set by the Civil Aviation Authority of the Philippines, and other safety and security rules. LAMITAN CITY, Basilan province — The Bangsamoro Autonomous Region in Muslim Mindanao, through the Ministry of Public Works, announced that it will start the implementation of about P1.298 billion worth of various infrastructure projects in Basilan province, one of the component province of BARMM. Reviewing Ramadan
By the time this piece sees print today, either Eid el Fitr which marks the end of the fasting month of Holy Ramadan was celebrated yesterday or the celebration is today. It is a guessing game. Even with the advances in modern science and technology — which predetermine like clockwork the setting and rising of the new moon, believers are still bound to follow the Islamic injunction to be guided by the personal sighting of the moon, with two witnesses attesting. True, the National Commission for Muslim Filipinos had recommended, and this was adopted by Malacañang, the declaration of 21 April as the Eid el Fitr national holiday. Still, many ulamas and Muslim scholars were asking for a fatwa or religious declaration to back the position of the NCMF. An archaic practice? No way, claim the ultra-conservative Muslims. They have to follow to the letter the religious ritual. As a consequence, there appears to be a dichotomy in Islam — a continuing tug of war between uncompromising stern fundamentalists and those who want to break away from past tradition towards forward-looking progressive ideas without desecrating the basic principles of Islam. In fact, this defines the great divide between the adherents of fundamentalist Islamic States of Abobakar Al-Bagdadhi advocating violence to establish a Caliphate in the mold of prophet Muhammad’s PBUH of yore, and moderate Islam. That is a contentious issue better left to Muslim theologians. But this piece is written to review international and local events that happened during the observance of the just-concluded Ramadan that impacted Muslims. These were mostly discussed in my recent columns. The historic breakthrough in the sour relationship between the two leading countries of Muslims — Sunni Saudi Arabia and Shiite Iran — was a welcome development. After a long period of backdoor negotiations, unlikely peacemaker China brokered the restoration of diplomatic and political ties between the erstwhile contenders for political dominance in the Middle East, to the embarrassment of the superpower United States which was sidelined. This is good for Islam. A fly in the ointment, however, in the solemn observance of Ramadan was the willful desecration of Islam’s third Holiest Mosque, the Al Aqsa. Devotees in the middle of their prayer rituals were attacked and dispersed with stun grenades and rubber bullets by Israeli armed forces — a serious affront to the solemnity of the Holy Month. In the dying days of Ramadan, another blow was dealt to Islam. As we go to press, fighting rages in Sudan whose populace are devout practicing Muslims. The protagonists are two generals vying for power during the transition from the dictatorial regime of President Omar al-Bashir to civil government. Muslims are the victims in the armed intramural. Locally, tragedy struck with the fire that hit a vessel in the sea off Basilan where most of the victims were Muslims. A Congressional inquiry was called to determine the cause. This was sad for Islam. In the newly created provinces of Maguindanao del Sur and Maguindanao del Norte, the political and legal imbroglio in the latter has simmered down a bit. But while the political and administrative conundrum was addressed with the appointment of a senior minister of the BARMM as officer-in-charge governor, it has created a new problem for Maguindanao del Sur. The re-elected governor was fuming with contempt and indignation after being designated merely as OIC, a move that many observers saw as a gaffe by the Office of the President. This column empathizes with the governor. She was the governor of the mother Maguindanao province and was elected governor of the new Maguindanao del Sur. Why in hell should she be treated the same as the OIC governor of Maguindanao del Norte? This column suggests that the good governor file a special court action for Declaratory Relief to rectify the error. Meantime, the successful hurdling of the recent Bar exam by Muslim takers was welcomed by the Muslim minority. Muslims pray that the teachings of Ramadan for piety, rectitude, self-discipline, forgiveness, and altruism observed by devotees will outlast the end of Ramadan.
