5 vote buying DQ cases filed by Comelec, warns LGU of prohibitions
The Commission on Elections has begun filing petitions against the Barangay and Sangguniang Kabataan Elections candidates allegedly involved in vote buying on 6 October. Out of the 40 complaints being investigated, the Comelec poll board submitted five disqualification petitions, according to Comelec Deputy Executive for Operations Rafael Olano. He added that the Committee on Vote Buying has received complaints from the public on various platforms, including Facebook and messages which contained screenshots or images. "All of these complaints came from voters. We verified and evaluated them for possible filing of disqualification cases “he said. Olano confirmed that one of the five candidates under investigation for disqualification is involved in a BSK bet showing up at a local government unit aid distribution, which he claimed to be qualified as vote buying. “There were local government officials, mayors distributing relief but the BSKE candidate was present and was allowed to speak," he said. After the official filing of candidacy, it was claimed that another BSK candidate distributed financial aid out of his pocket. Prior to the election, the poll body warned candidates of its strict measures which prohibit the distribution of ballers, t-shirts, caps, and anything else of worth under the suspicion of vote buying and selling. Comelec Commissioner Ernesto Ferdinand Maceda Jr. reminded LGU officials to be aware of such prohibitions during a separate briefing. "If they conduct assistance programs, they should not let BSKE candidates join them, lest they be disqualified,” he said. Maceda added that the Comelec would consider potential reinforcing techniques if similar incidents persist as the campaign period drew closer. “We will study how to reprimand them or take appropriate actions,” he said. In the end, Maceda stressed that the poll body is “dead serious” about its exclusion warning in order to assure not just the validity and honesty of the BSK polls but also to raise the bar for campaigning standards across the nation and the importance of each BSK candidate’s character. As of Friday, the Task Force Anti-Epal had filed an additional 10 disqualification petitions against candidates who were allegedly involved in premature campaigning while the Committee on Kontra Bigay had filed five disqualification cases for vote buying. 35 BSKE candidates slapped with DQ petition for premature campaigning
The Commission on Elections Task Force “Anti-Epal” on Friday filed disqualification petitions against 35 candidates in Barangay and Sangguniang Kabataan Elections due to premature campaigning. In a media interview, Comelec spokesperson John Rex Laudiangco said the decision to disqualify erring candidates will be released before the election day on 30 October. Laudiangco stressed that Comelec is “serious in enforcing all measures” to secure orderly and fair elections nationwide. "Hindi po nagbibiro ang Comelec sa pagpapatupad ng election laws. This is the start,” Laudiangco warned. “Makakaasa po kayo na next week, marami pa pong masasampahan ng kaso,” he added. The Comelec previously said about 199 possible disqualification charges may be filed against misbehaving election candidates. The poll body also noted that the monitoring for other possible violations will continue during the campaign period from 19 to 28 October. Laudiangco noted that Comelec is adamant not only to disqualify candidates “but also put them in prison if found liable for criminal or election offense charges.” The Comelec vowed to a whole-of-government approach for the BSK elections. This came as the poll body signed an agreement with the Department of National Defense and the Armed Forces of the Philippines to intensify the campaign against vote buying, and vote selling, as well as expanding the poll monitoring efforts in all areas nationwide. Escudero to BOC: File charges vs. rice smugglers, hoarders
Senator Francis Escudero challenged the Bureau of Customs to immediately file charges against traders susceptibly involved in smuggling and hoarding rice. Escudero said such illegal activities have caused an artificial shortage of food staples and rice price spikes in recent months. The senator then slammed the BOC for its failure to disclose to the public the “names of traders and operators whose warehouses were raided by government authorities for tons of suspected smuggled rice.” “Ang dami nang raids na ginawa nitong mga nakaraang linggo, bakit hanggang ngayon, wala pang kasong isinasampa sa mga taong sangkot? (You have done so many raid activities this past weeks, why is it until now you haven’t filed cases to anyone involved?),” he said. Escudero stressed the need to file charges and ‘bring these economic saboteurs to court” so it could “serve as a warning” that the Marcos administration is indeed serious in its campaign against smugglers and hoarders. He said the authorities should not stop by just conducting a series of raids, instead, the efforts should showcase strong results. The Republic Act 10845 or the Anti-Agricultural Smuggling Act of 2016 considers large-scale smuggling of agricultural products as economic sabotage, with "at least P1 million worth of sugar, corn, pork, poultry, garlic, onion, carrots, fish, and cruciferous vegetables, in their raw state, or which have undergone the simple processes of preparation and preservation for the market, or a minimum of P10 million worth of rice, as valued by Bureau of Customs." “Why haven't I heard anyone sued for economic sabotage or something? Who owns these warehouses? Who are the people involved?" Escudero asked, citing that the BoC-Port of Zamboanga seized some 42,180 sacks of rice worth P42 million in Barangay San Jose Gusu on 15 September. The local bureau inspected the warehouse on 19 May after receiving information that smuggled rice was being stored in the area. Two weeks prior, the BOC inspected three warehouses in Bulacan and found these stocked with suspected smuggled imported rice worth P505 million. It temporarily sealed and guarded these warehouses located inside the Intercity Industrial Complex in Balagtas, Bulacan. Aside from filing charges, Escudero said the government should also update the public on the development of these cases “in the spirit of transparency.” "Ito ang mga dapat nilang masagot ngayon (this what they should answer now): who oversees the disposition and how will it be disposed? Ano ang gagawin nila sa mga bigas na nakumpiska? (What will happen to confiscated rice?),“ Escudero said. In a news forum last Saturday, BOC Port of Zamboanga chief, Benito Lontok, said the agency is planning to donate the smuggled rice for the implementation of the Department of Agriculture’s Kadiwa Program and the Department of Social Welfare and Development’s assistance programs. However, Lontok said the plan is still “subject to approval” of BoC Commissioner Bienvenido Rubio and Finance Secretary Benjamin Diokno. 'DA should step up' Meanwhile, Senator Alan Peter Cayetano urged DA to take more proactive measures to address the price hike in rice. Cayetano lamented the prices of rice remain high despite the government’s implementation of a price cap on the product. President Ferdinand Marcos Jr. earlier blamed smugglers and hoarders for causing the increasing prices of rice in the country. Hence, issuing the executive Order No. 39 on 31 August, mandated price ceilings for regular-milled rice at P41 per kilogram and well-milled rice at P45 per kilogram. The EO 39 will be implemented nationwide beginning 5 September. Marcos vowed the government would continue going after the rice smugglers and hoarders, including the imposition of penalties for those found guilty of violating the mandated price cap for rice. Cayetano lauded Marcos for this effort and for being a “sincere Agriculture Secretary” with a primary intent on the country’s food situation. DILG’s BIDA Program rolled out in Zamboanga del Sur
Department of the Interior and Local Government (DILG) Secretary Benhur Abalos led the rollout of the "Buhay Ingatan, Droga’y Ayawan" (BIDA) Program in Zamboanga del Sur on Thursday morning. The BIDA Program launch was one of the highlights of the 71st Araw ng Zamboanga del Sur celebration at the Mega Gymnasium Provincial Government Complex, Dao, Pagadian City, which Abalos attended as a guest of honor and speaker. NSC denies NTF-ELCAC’s links to 2 missing youth activists
The National Security Council on Thursday challenged Human Rights watchdog Karapatan to provide proof that the government's anti-insurgency task force is behind the reported abduction of two youth activists involved in an anti-reclamation campaign in Bataan province. NSC Assistant Director-General, Jonathan Malaya, insisted there was no way that the National Task Force to End Local Communist Armed Conflict would do such an act. “As if on cue, the alleged abduction of the two individuals has once again been blamed on the NTF-ELCAC, without any shred of evidence whatsoever,” Malaya said in a statement. According to Karapatan, Jhed Tamano, 22, and Jonila Castro, 21, have gone missing as of Monday. Amador Cadano, Karapatan-Central Luzon spokesperson, cited accounts of witnesses that suspected armed men were seen forcing Tamano and Castro inside a gray Toyota Innova in front of the Orion Water District in Barangay Lati around 8 p.m. on 2 September. “Before they went missing, the two reported being tailed by men wearing civilian clothes. The two stayed in Sitio Ormoc in Barangay Balut (also in Orion) for at least three days, consulting the community for a possible relief operation,” Cadano said. The group held state forces, the NTF-ELCAC, and the Marcos administration should be held “accountable for the enforced disappearance of Jhed and Jonila and all others who disappeared in the region and in the nation.” Malaya described this as a 'usual playbook' of the group saying, “The NTF-ELCAC is the convenient scapegoat by this front organization for any alleged deficiency of government.” “We challenge Karapatan to come up with any evidence or proof of wrong-doing by the NTF ELCAC and submit the same to the Department of Justice for preliminary investigation,” Malaya said. Should there be no evidence be presented, Malaya said the group must let the Philippine National Police-Criminal Investigation and Detection Group do their job. “If they have none, then they should let the PNP CIDG conduct its investigation rather than pointing fingers at the NTF ELCAC with complete disregard for the truth,” he added. Brawner backs NTF-ELCAC, says no let-up in anti-insurgency campaign
The Armed Forces of the Philippines will continue its efforts to achieve total annihilation of the insurgency problem in the country. This was the commitment of Gen. Romeo Brawner Jr. during the Commission on Appointments panel’s deliberation of his promotion as the AFP chief of staff with the rank of four-star general and other AFP officers on Wednesday. During the deliberations, Rep. Johnny Pimentel, CA assistant Minority floor leader, backed Brawner’s endeavor to continue supporting the program of the National Task Force to End Local Communist Armed Conflict, lamenting that the insurgency has been halting community development in the country. “Gen. Brawner, the biggest challenge that you will be facing is not the problem on the West Philippine Sea, but rather how to end the communist insurgency which has been with us for more than 50 years, I believe,” he said. Pimentel said the insurgency problem may not be felt in Metro Manila but “insurgency problems in rural areas are real.” He then asked about Brawner’s plans to end insurgency in the country. “I’ve always been saying that the best thing to our counter-insurgency efforts is the NTF-ELCAC,” said Brawner, noting that the whole-of-nation approach was able to address not just the armed component but also the root causes of the problem.” Brawner also recognized the local government chief executives and barangay officials who have been playing a “big role” in the pursuit of the anti-insurgency convergence under the ambit of Executive Order 70 or NTF-ELCAC. “So ipagpapatuloy po natin iyon. Dahil po dun sa NTF-ELCAC natutugunan natin 'yung basic needs nung ating mga kababayan especially in geographic isolated areas, at habang ginagawa po natin iyan with the local government leading and andun po 'yung government agencies also supporting, ‘yung inyong armed forces are capable now of focusing on the armed element,” he said. Brawner said the inter-agency efforts through NTF-ELCAC are making the AFP’s efforts “very effective” in reducing the number of the armed component of the CPP-NPA-NDF. “We have so many accomplishments on these because of our better relations with communities; they are the ones leading us to the armed groups,” he added. Brawner said the AFP has been successful in inviting rebels to come down and surrender through the NTF-ELCAC’s Enhanced Comprehensive Local Integration Program. “So we will continue all of this. We gave our units an ultimatum again, but it looks like very achievable, and right now we don’t monitor any active guerilla front,” he said. “What we have is a weakened guerilla front and we also have a few vertical units—a group of remnants gathered together. Samar troops discover arms cache
TACLOBAN CITY — The 63rd Infantry Battalion on Monday reported that state troops patrolling the hinterlands of Samar island discovered not only war materials left behind by the New People’s Army, but also medical supplies and equipment. On Sunday, soldiers from the 63IB that were conducting community immersion in a remote community in Barangay Mabini, Basey, Samar found war materials consisting of cal. 38 revolver pistol, two improvised shotguns, two steel magazines of M16 rifle, and 37 rounds of 5.56mm. Also found in the same spot were an EPSON digital projector, two stethoscopes, seven intravenous fluids, three intravenous lines, six syringes, 40 needles, 4 120ml betadine, a thermometer, three blood bags, three elastic bandages, assorted antibiotic medicines, a surgical silk and 14 acupuncture needles. On the same day, elements of the 78th Infantry Battalion discovered an M16 rifle, two Anti-Personnel Mines and several subversive documents in Barangay San Andres Lower in Borongan City, Eastern Samar. Lieutenant Colonel Allan T. Tria, 78IB Commanding Officer, said the arms cache was found following a tip given by the residents of the same village. “The information provided by the residents that led to the discovery of the arms cache is a clear manifestation of their sincerity and commitment in supporting the campaign in attaining peace in their community,” Tria said. Factory worker arrested for gun possession
A 25-year-old factory worker was arrested by personnel of Substation 2 Taguig in an anti-criminality campaign. The suspect was arrested after he was found in possession of a firearm along Bagsakan Road, Barangay Western Bicutan, Taguig City at about 11:55 p.m. on 20 August. The report showed that authorities were conducting anti-criminality operation through “Oplan Galugad” when they chanced upon the suspect, Jerico Corus in possession of one cal. 38 pistol and four live ammunition. Suspect failed to present any documents, hence his arrest. A complaint for violation of RA 10591 (Illegal Possession of Firearms and Ammunition) will be filed against the suspect. Vote-buyers’ arrest sans warrant soon
Persons engaged in vote-buying or vote-selling may soon be arrested sans a warrant. This as the Commission on Elections is set to come out this month with new rules on vote-buying and vote-selling including citizen’s arrest of violators. Atty. John Rex Laudiangco, Comelec spokesperson, during Wednesday’s Laging Handa press briefing in Malacañang, said a temporary committee was revitalized into Committee on Anti-Kontra Bigay headed by Commissioner Ernesto Ferdinand Maceda Jr. The guidelines, Laudiangco said, will aid law enforcement and prosecution officials in pinning down those who would engage in vote-buying or vote-selling, during the Barangay and Sangguniang Kabataan Elections in October. “The resolution on this is coming out in the coming week and it will be a deterrent to those planning to violate Section 261-A of the Omnibus Election Code,” he said. QCPD ops net 27 suspects
Operatives from the Quezon City Police District have arrested 27 suspects in a series of operations on Thursday. The suspects were nabbed for various offenses, including illegal drugs, warrants of arrest, and illegal gambling. In the campaign against illegal drugs, 15 individuals were apprehended in a series of buy-bust operations. An aggregate value of suspected shabu worth P149,600, buy-bust money, and several drug paraphernalia were confiscated from the suspects. Seven wanted persons were also apprehended by virtue of Warrants of Arrest. Meanwhile, in the campaign against illegal gambling, the PS 5 arrested Dexter Morados; Benjamin Roque; Mark Gil Castillo; Jeric Abanes; and Eric Olapani at 11:45 p.m. at a vacant lot along Barangay Fairview for playing “Cara y Cruz.” Several illegal gambling paraphernalia and bet money were confiscated from the suspects. PRO-3 seizes P5.5-M drugs
CITY OF SAN FERNANDO, Pampanga — Operatives from the Police Regional Office 3 seized more than P5.5 million worth of illegal drugs and arrested 147 suspects were arrested during weeklong anti-drug operations in Central Luzon. PRO-3 regional director Brig. Gen. Jose S. Hidalgo Jr. said that from 17 to 23 July, the police confiscated some 817.61 grams of shabu and 48.98 grams of marijuana valued at P5,565,652. He added that the biggest haul of illegal drugs was the P1.2-million shabu seized from three drug suspects in a buy-bust operation in Barangay Tangos, Baliwag City, Bulacan on 19 July. “The results of the operations prove that there are still a lot of illegal drugs circulating in the streets. Hence, we will keep on working day in and day out to stop the use and proliferation of any form of drugs prohibited by our law,” Hidalgo said. Aside from illegal drugs, he said the PRO3 has also intensified its campaign against wanted persons, illegal possession of firearms, and illegal gambling activities as part of its continuing efforts to maintain peace and order in the region. Davao still safe; police trusted
DAVAO CITY — A recent study of the Mindanao Development Authority disclosed that majority of Dabawenyos believe that the city remains safe and that citizens’ confidence on the police force remains strong. MinDA Public Relations division chief Dr. Adrian Tamayo said that the study — conducted on 10 to 20 May 2023 with 1,200 people from different parts of Davao Region taking part — used a method called multi-stage cluster sampling, which means the respondents were chosen from different groups with a margin of error of 3 percent and a confidence level of 95 percent. The study yielded an 84 percent or very high rating for the perceived safety in the city. Security is at 86 percent; trust for the police force is 87 percent and the police’s respect for the rights, lives and property of civilians at 88 percent. “The Davao City Police maintains very high positive impressions on police training as rated by residents,” Tamayo said. He stressed that while issues about several criminal cases sensationalized online may have clouded the discourse regarding safety and security, the cases remain isolated and do not at all indicate an increase in the overall crime rate of the city. “The cases that happened in Davao City seemed to be random. The perpetrators of crime have no relation to all other crimes; victims are totally different from each other and incidents never happen in places having similar features — no pattern established,” Tamayo said. Davao City Police Office spokesperson Police Major Hazel Tuazon, on the other hand, said the city’s police force is grateful for the trust of the citizens as made evident by the study, adding that the city police continue to implement its various security programs and campaigns. PRO3 intensifies anti-illegal drugs campaign
CITY OF SAN FERNANDO, Pampanga — The Police Regional Office 3 announced on Sunday that at least P900,000 worth of illegal drugs were seized by the Central Luzon Police in separate drug-bust operations in the region. PRO3 said that a total of five suspected drug peddlers were apprehended during the operations in Pampanga and Bulacan. SDEU personnel of Guagua MPS conducted anti-illegal drug operation at Barangay San Antonio, Guagua, Pampanga which led to the arrest of Juanito Herreros, a resident of Barangay Sto. Cristo in Guagua, Pampanga and Aliza Ann Canuto, a resident of Barangay 73 in Caloocan City. Seized from the duo were seven pieces of heat-sealed transparent plastic sachets containing more or less 30 grams of suspected shabu amounting to P204,000 and the P1,000 marked money. Meanwhile, Crisanto Avena, Dariel Lazaro and Lyza Dizon were arrested by CDEU operatives of SJDM CPS in a sting operation conducted at Barangay Gumaoc East in San Jose del Monte City. Seized from the suspects were seven pieces of medium size heat-sealed transparent plastic sachets containing suspected shabu weighing approximately 100 grams amounting to P680,000 and the P3,000 bill marked money. Total evidence collected from the suspects were 14 pieces of small to medium size transparent plastic sachets containing suspected shabu weighing approximately 130 grams with a DDB value of P884,000 and P4,000 bill marked money. QCPD nets 23 in anti-crime drive
The Quezon City Police District on Tuesday reported that at least 23 individuals were arrested in different police stations in the city. At the Novaliches Police Station under Lt. Col. Jerry Castillo, operatives arrested Jeff Lawrence Pineda, a resident of Barangay Bagbag for Theft while the Batasan Police Station under Lt. Col. Morgan Aguilar nabbed a certain Omer Rotoni, a resident of Barangay Commonwealth, for violation of RA 9003 or the Ecological Solid Waste Management Act of 2000. Another individual identified as Jomer Rotoni of Barangay Commonwealth was netted by authorities for qualified theft, while a certain Abubakar Abdurahim Banggali was arrested by operatives from the Eastwood Police Station for violation of RA 9003. Meantime, the District Intelligence Division operatives under Lt. Col. Christine Tabdi collared Emerson Alonzo for violation of RA 10175 or the Cybercrime Prevention Act of 2012, while a certain Wesley Tan was also arrested for Falsification of Public Documents by a Private Individual. QCPD Director Nicolas Torre III said the courts of origin of the warrants were already notified on the arrest of the wanted persons. In the campaign against illegal drugs, 10 individuals were caught in a series of buy-bust operations conducted by the different police stations and an aggregate value of shabu worth P108,800, buy-bust money, and several drug paraphernalia were confiscated from the suspects. Operatives from the Cubao Police Station netted Manny Torculas, while the Anonas Police Station arrested Marites Rolle Taguines and Lemuel Esusan Laquindanum. Over at the Payatas Bagong Silangan Police Station, authorities arrested Resty Salinga Platero and Maylene Dizon Escandor, while four other drug peddlers identified as Erwin Balleras; John Paul Lozada; John Bomer Esmerald and Jonathan Valentino were also apprehended. At Project 6 Police Station, police arrested Marie Lagrata. The suspects were charged with violation of R.A 9165 or the Comprehensive Dangerous Drugs Act of 2002. Torre said that the QCPD is also intensifying efforts against illegal gambling as a total of seven gamblers were apprehended by the following police stations — PS 9 arrested Anjelene Anciro; Pacita Cabaccan and Melvin Balagot Cruz, all residents of Barangay Old Capitol Site for playing ‘Tong-its.’ On Tuesday, members of the Galas Police Station nabbed Arnel Trinidad and Jhon Aeron Litao, both residents of Barangay Tatalon PS 13 also arrested Jhayr Aburdo Calderon and Jacky Sibunga Lorenzo, both residents of Barangay Payatas. Anti-crime ops net 31 suspects
The Philippine National Police-Criminal Investigation and Detection Group disclosed on Wednesday that its operatives arrested 20 persons in an intensified one-day anti-criminality operation across the country which led to the recovery and confiscation of several pieces of evidence and the suppression of illegal activities. CIDG chief Brig. Gen. Romeo Caramat said 25 operations were conducted on Tuesday, resulting in the apprehension of 31 individuals and the seizure of evidence worth P719,045. Caramat said under the campaign against wanted Persons or Oplan Pagtugis, there were 19 manhunt operations that ended in the arrest of eight Most Wanted Persons, two of whom were classified as Regional, three as Provincial, three as Municipal, and the arrest of 11 Other Wanted Persons. He added that one suspect was apprehended during the two police operations undertaken that resulted in the seizure and surrender of two firearms under Oplan Paglalansag Omega or the campaign against loose firearms. On Oplan Bolilyo or the campaign against illegal gambling, five suspects were collared, and the confiscation of bet money amounting to P4,045 while one operation was conducted against the illegal refinery/manufacturing of LPG resulting in the arrest of a suspect and the seizure of evidence worth P15,000. In the campaign against unlawful destruction of natural resources or Oplan Kalikasan, one police operation was conducted that led to five arrests and the confiscation of evidence with an estimated value of P700,000 in Barangay Balagtas Batangas City, Batangas. Caramat said the CIDG is mandated to take full action against crimes that are exhausting the country’s natural resources until those responsible are held accountable under the law.
