10th ID bashes Canadian gov’t for travel advisory vs Mindanao
The 10th Infantry Agila Division (10ID) of the Philippine Army criticized the Canadian government for issuing a travel advisory against all parts of Mindanao, which includes their area of responsibility. Major Mark Anthony Tito, spokesperson for the 10th ID, emphasized that the regions under their jurisdiction are peaceful and free from terrorism and violent threats, contrary to the Canadian embassy's advisory. The division oversees 12 provinces, seven cities, and 72 municipalities in various parts of Mindanao. Tito expressed bewilderment at the basis of the travel advisory, asserting that the Canadian government lacks awareness of the actual situation on the ground. He highlighted the peaceful nature of the entire Davao Region throughout 2023, with no recorded incidents of terrorism or insurgency. Despite the exclusion of Davao City from the advisory, Tito noted that the region would still be impacted. The Canadian embassy's advisory warned its citizens to avoid visiting Mindanao due to ongoing terrorism, civil unrest, kidnapping, high levels of violence, and encounters between rebel forces and government security authorities. Specific provinces and regions were singled out for caution or non-essential travel, including Northern Mindanao, Soccsksargen, and Eastern Mindanao. Contrary to the advisory, the 10th ID has been actively weakening and eliminating guerilla forces within its jurisdiction as part of the Philippine Army's efforts to establish an insurgency-free zone. Venturing into the heart of the Philippines' historical richness, Danish Ambassador FranzMichael “Dan-Dan” Mellbin and Philippine Ambassador Leo Herrera-Lim explored the Philippines in bricks at the iMake History Fortress LEGO Education Center. The Education Center, nestled in historic Fort Santiago, is a joint project by the Royal Danish Embassy Manila, the Intramuros Administration, and Felta Multimedia, Inc and serves as an exhibition of historical and cultural landmarks in the Philippines – all built using LEGO. The center also conducts workshops to train the youth in architecture, design, engineering, and creativity using LEGO Education modules. Filipino art LEGO-fied From architectural wonders, LEGO bricks were creatively used as building blocks for classic masterpieces of Filipino maestro and National Artist, Fernando Amorsolo. Project AMORsolo, a mosaic LEGO exhibition by Pinoy LEGO Users Group (PinoyLUG) pays homage to the enduring legacy of the first Filipino National Artist. The exhibit replicates Amorsolo’s iconic paintings “Bayanihan”, “Dalagang Bukid”, and “Early Traders” using LEGO. To support PinoyLUG and masterpieces of Fernando Amorsolo, the Embassy hosted a Project AMORsolo installation in October 2023. During the event, PinoyLUG also unveiled a LEGO brick mosaic based on the iconic Danish artwork “Anna Ancher and Marie Krøyer on the beach at Skagen” by Michael Ancher, specially designed for the celebration. NYC activities above board — chairman
National Youth Commission chairman Ronald Cardema defended the agency's annual hosting of Sangguniang Kabataan summits and trainings which were flagged by the Commission on Audit, pointing to Kabataan Partylist Representative Raoul Manuel as the one besmirching his office. In an interview with the Daily Tribune at the NYC office in Quezon City, Cardema said newspaper reports (not in this paper) failed to mention that not a single "disallowance" was made. In its annual audit report on the NYC for 2022, the COA noted the agency’s “excessive payment of hotel room reservations,” as well as the local accounts of NYC showed that its training expenses amounted to P31.4 million while travel expenses reached P5.43 million. The COA said that the NYC’s local travel expenses jumped by 321 percent from P1.29 million in 2021 to P5.43 million in 2022. Training expenses, on the other hand, surged by 575 percent from P4.65 million to P31.4 million during the same period. "Of course, it would jump. From pandemic period which we are barred from holding such, it will surely ballooned because we never hold those trainings during that period," Cardema explained. He added that they are mandated to hold SK trainings, sometimes called "summit", to prepare the young officials for their positions. An annual budget of P50 million is allotted for this purpose, and according to Cardema, there are over 42,000 barangays around the country that have the same number of SK officials composed also of a chairman and seven kagawads (local councilors). "Di nga namin makumpletong bigyan lahat ng training sa dami (We can't even complete their entire number to train)," Cardema said, noting that some SK chairmen are also considered government officials for being the SK Federation president, heading the entire city or province's SK members and sit as a member of the city council or provincial boards. "Local officials na din ang turing sa kanila (They are considered local officials already). Sometimes they brought along with them a team (photographer, staff, and even families) and would not want to be booked at the hotel we contracted because of these factors. So they would instead pay for their own, in a much expensive hotel," the NYC official further explained. For this reason, Cardema added we're acceptable to COA. "That is why we have 'zero' disallowance (in that report)." He blamed Manuel for insinuating the NYC's alleged overspending, as he always hurled some criticism to the Makabayan Bloc in Congress which Kabataan Partylist is a member, for failing to condemn the Communist Party of the Philippines, New People's Army, and National Democratic Front. Training the SK officials, the NYC chairman said, is a hard thing to do, especially for a commission composed of only 150 personnel including him. "My travel allowance is only P500,000, that sometimes requires me to go to regions and provinces. One time I was made to attend an Asian youth forum, half of that travel allowance was spent already. How are the others, which I have to attend?," Cardema asked. The NYC is the government's sole policy-making body on youth affairs but also coordinates and implements programs designed to respond to and raise awareness on youth issues. Its mandate is enshrined in the 1987 Philippine Constitution, to wit: "The State recognizes the vital role of the youth in nation-building and shall promote and protect their physical, moral, spiritual, intellectual, and social well-being. It shall inculcate in the youth patriotism and nationalism; and encourage their involvement in public and civic affairs." Mindanao marines relieve Palawan battalion
PUERTO PRINCESA CITY, Palawan — Battle-tested marines relieving their colleagues in Palawan will be tasked to keep the island free from insurgents. Vice Admiral Alberto Carlos, the commander of Western Command, Col. Antonio Mangoroban, commander of the 3rd Marine Brigade, other military officials and stakeholders welcomed the Marine Battalion Landing Team-7 during a reception ceremony at the Marine Base Rodolfo Punsalang in Barangay Tiniguiban here Wednesday morning, 28 June. MBLT-7 is relieving MBLT-4 whose members will be retrained, refurbished and redeployed to a new mission after a successful internal security operations in Palawan. For the past 12 years, MBLT-4 carried out operations against New People's Army rebels in the island. Carlos said the stage is set for MBLT-7 to build upon this legacy and continue the mission of ensuring security and stability in Palawan's southern part. Following the departure of the last remaining combatants from the province, Palawan has received official recognition as free from the presence of the NPA, according to the Wescom commander. Carlos said the accomplishment has prompted the Provincial Peace and Order Council to declare Palawan as an insurgency-free area. He thanked the MBLT-4 and the entire 3rd Marine Brigade which has been working very closely with the Philippine National Police, the Philippine Coast Guard and others involved in ISO for finally neutralizing the enemy. “You just have to continue the gains of MBLT-4, you have already achieved strategic victory. Now the challenge is for you to sustain it and make sure they don’t come back,” Carlos told the MBLT-7. The extensive experience gained by MBLT-7 will undoubtedly facilitate their execution of the new mission, he said. “With your history, coming from Marawi battling Maute terrorists, and then in Sulu and to Tawi-tawi to fight Abu Sayaff, if people or some parties will attempt to enter Palawan or challenge our peace and order, and security, especially in the southern backdoor, where they will be stationed, the only thing I can say is, they will get what they deserve with MBLT-7,” Carlos said. Meanwhile, the Wescom commander said that with the addition of troops in the province, there is a gradual transition from ISO to external security operations.
