The House is crumbling. This after they had a fiesta trying to impugn the proposed confidential and intelligence funds for the Office of the Vice President and the Department of Education. Speaker Martin Romualdez must be smiling from ear to ear, watching his disciples repudiate the proposed CIFs. His ever-loyal sidekick, Reginald Velasco, joined the fray by articulating Romualdez’s statement that the CIF for the OVP and DepEd would be realigned to other government agencies, making it sound like the funds had already been allocated. How can you realign something that does not exist? In short, all the sound bites from the House of Romualdez were only early and divisive politicking. In short, the Unity Ticket is now just a jumbled heap of a wreck. In the case of the ACT Teachers, Bayan and Gabriela party lists, theirs is a dire act of political survival. They have lost their influence on the mass base with the massive surrender of NPA combatants who had returned to the fold of the law. They are mad specifically at VP Inday Sara Duterte for getting rid of the CPP-NPA-NDF in Davao City, which was the first place to be declared insurgent-free. This was to be followed later by the rest of the provinces and cities in the Davao Region. Finally, the rest of Mindanao has been declared free of the CPP-NPA-NDF by the Armed Forces of the Philippines. All these developments happened because of the proper use of confidential and intelligence funds and the information gathered in the process. The commies are mad at the Vice President because it was during her incumbency as mayor that the NPAs finally lost their total grip on Davao City. Furiously mad because they were aware that the city allocated CIF funds to totally cripple and eradicate several decades of communist insurgency in the now progressive and most livable city in the country. I must, however, say here that credit should go to the National Task Force to End Local Communist Armed Conflict and the AFP. NTF-ELCAC is the task force organized by the government in 2018, whose job is to respond to and raise awareness of the communist rebellion in the country. The task force operates in tandem with the Armed Forces of the Philippines and local government units. Now, the legal fronts of the CPP-NPA-NDF are extremely furious and apprehensive because VP Sara Duterte co-chairs NTF-ELCAC. That spells doom for the armed insurgents in the Philippines. As if the attacks on Sara were not enough to demonize and diminish her popularity, France Castro trivialized the warnings of former President Rodrigo Duterte against the feeble House action in dispensing with the proposed CIF allocations for the OVP and DepEd. With bravado, Castro declared she would file a case against the ex-president, comfortable in the assurance of Speaker Romualdez and House Secretary General Velasco that she would be given security. If the present House leadership believes it can further discredit VP Sara by attempting to diminish the immense and unprecedented fame and popularity of her father, then they are in for some surprises. It is commonly recognized that Taiwan is one of the world’s leading producers of information and communication technology products. However, it is not so widely known that the country is among the world’s top medical-care providers with advanced capabilities in biotech and pharmaceuticals. Taiwan has ranked No. 1 in the world in Numbeo’s mid-year “Global Health Care Index by Country” for five consecutive years with a score of 85.9 this year, on top of South Korea, Japan, France and Netherlands. Numbeo is the world’s largest database of user-contributed data about cities and countries which calculates a health score for each country based on technology, medical personnel qualifications, medical equipment, waiting times, accessibility of medical locations and staff friendliness. When it comes to health expenditure index, Taiwan ranked first as well with a score of 157.8. One National Geographic Channel documentary in 2012 dubbed the medical miracle in Taiwan and mentioned that among the world’s 200 best hospitals, 14 of them were located in Taiwan, which made Taiwan one of the best and most affordable countries in Asia for patients to seek medical help. One of the significant reasons Taiwan is able to provide high quality medical care is because being a doctor is one of the most sought-after jobs and only those who score the highest in college entrance exams can enter medical school. That’s why the smartest and top talents in Taiwan are doctors. On top of that, Taiwan began hospital accreditation programs in 1978, accrediting specific teaching hospitals providing practicum for medical students. The accreditation of hospitals was conducted by the Ministry of Health and Welfare but the Joint Commission of Taiwan was given the task in 1999. JCT aims to help healthcare organizations improve their service with recognition of accreditation and certification, thereby achieving the mission of enhancing healthcare quality in Taiwan. To develop and strengthen bilateral cooperation in South and Southeast Asian countries, the One Country, One Center project was launched in June 2018 with India, Indonesia, the Philippines, Malaysia, Thailand and Vietnam as primary partners. The New Southbound Policy countries are linked with hospitals in Taiwan to expand professional training programs, build medical industry collaborations and provide health consultation services for Taiwanese working and doing business in partner-countries. In 2018, 336 medical professionals from partner countries were trained in medical centers in Taiwan and 69 enterprises were introduced to the target region. Despite its high-quality services and relatively low costs, Taiwan is often overlooked as a medical tourism destination. In fact, Taiwan offers quality medical services especially in living-donor liver transplantation, craniofacial surgery, cardiovascular therapeutics, artificial reproductive technology and arthroplasty surgery. Moreover, to establish a smart health environment, Taiwan is integrating its leading-edge information technology capacities with innovative medical management. For instance, Taiwan has a high success rate of 81 percent for heart, liver and kidney transplants compared to 77 to 79 percent in the United States, and on average, the hospital and surgery costs are just 1/6 of the United Kingdom, 1/5 of the US and 1/3 of Japan, which makes Taiwan one of the best destinations for medical tourism. The trends of delayed marriage and nonmarriage in Pacific Asian countries have a great impact on their fertility rates and thus cause infertility problems for many couples. Super Typhoon Saola sweeps towards southern China megacities
Tens of millions of people across southern China hunkered down Friday as Super Typhoon Saola swept toward the megacities of Hong Kong and Shenzhen, forcing the cancellations of hundreds of flights, shutting businesses, and closing schools. Packing sustained wind speeds at 210 kilometers (130 miles) per hour as it moved toward Hong Kong, Saola could be one of the most powerful typhoons to hit Guangdong if it makes landfall in the province. By 11 am (0300 GMT), it was 180 km east-southeast of Hong Kong, where the stock market canceled trading because of the T8 signal -- the city's third-highest typhoon warning level. By late morning, neighboring Shenzhen in Guangdong announced the suspension of work, businesses, and market activity from 4 p.m., while transportation will be halted in the evening. "Apart from emergency response personnel and livelihood protection personnel, people are advised not to go out," said the emergency response department of Shenzhen, a city of 17.7 million. "The city will open all shelters for the public to take refuge." Authorities had already issued the highest typhoon warning for the storm, which Chinese state media said would make landfall "in the coastal areas stretching from Huilai to Hong Kong" on Friday afternoon or evening. Across the mainland border in Hong Kong, the city's weather observatory warned that Saola could skirt within 100 kilometers south of the territory, causing a storm surge around Victoria Harbour. "There may be serious flooding," it said, adding that the eastern coastal areas could see water levels reach the heights of 2018 when Typhoon Mangkhut hit Hong Kong and injured more than 300 people. Streets were deserted as a drizzle blanketed Hong Kong Island, with wind and rain expected to pick up later. Businesses and homes around Hong Kong duct-taped glass displays and windows, while office buildings near the harbor barricaded their entrances to prevent water damage. Surfers took advantage of the high winds -- expected to reach 63 kilometers per hour -- and tackled the huge waves generated by the coming typhoon at a Hong Kong beach. Flights mostly normal A direct hit on Hong Kong is rare, but the observatory said it would "assess the need to issue higher tropical cyclone warning signals" in the evening -- with the possibility of raising the threat level to the highest "T10". Hong Kong's airport authority said the morning departing flights were "mostly normal" but from 2 pm, arriving and departing flights have "basically been canceled". "As of now, we have had 366 flights canceled and 40 flights delayed... Thanks to the support of airlines and our various service providers, we could ensure that 600 flights today operated normally," Wing Yeung, general manager of Airport Authority terminal operations, told reporters. Hong Kong's flagship airline Cathay Pacific had already canceled all flights in and out of Hong Kong between 0600 GMT Friday and 0200 GMT Saturday. Its subsidiary, budget airline HK Express, announced it was canceling 70 Friday and Saturday flights in and out of Hong Kong. Saola displaced thousands earlier this week as it passed the northern Philippines, but no direct casualties have been reported so far. Southern China is frequently hit in summer and autumn by typhoons that form in the warm oceans east of the Philippines and then travel west. Bong Go inspects Siniloan isolation facility
Senator Christopher “Bong” Go, the chairperson of the Senate Committee on Health and Demography, personally inspected the isolation facility at the Siniloan Infirmary Hospital in Siniloan, Laguna on Friday, 25 August. Go, also the vice chairperson of the Senate Committee on Finance, has supported the said project during the Duterte administration. The senator, an adopted son of CALABARZON, was also joined by Vice Governor Karen Agapay, Mayor Patrick Go, Vice Mayor Carla Valderrama, and Councilors Carl Anthony Puño, Regie De Jesus, and Councilor Ronald Valeroso, among others. "Maraming salamat po Kuya Bong. Ang bayan po ng Siniloan ay taos-pusong nagpapasalamat sa inyong pagdalaw at kami po ay binibigyan niyo ng suporta. Ang sarili naming Infirmary Hospital ay parang Malasakit Center na rin dahil ang mga kapos nating kababayan na lumalapit doon ay nabibigyan natin ng direktang libreng pag-gagamot. Through a series of innovative initiatives, including Malasakit Centers, Super Health Centers (SHCs), and Regional Specialty Centers (RSCs), Go underscored his unwavering commitment to ensuring that all Filipinos have access to quality medical assistance and services. Malasakit Centers, a brainchild of Senator Go, act as one-stop shops that consolidate the available medical assistance programs of various government agencies, ensuring that poor and indigent patients can readily access the support they need. Since its inception in 2018, Malasakit Centers have provided invaluable assistance to more than seven million patients, alleviating the financial burdens that often accompany medical treatments. There are currently 158 operational centers nationwide, including those at Laguna Medical Center in Sta. Cruz and San Pablo City General Hospital in San Pablo City. Go is the principal author and sponsor of the Malasakit Centers Act of 2019. Meanwhile, Go’s vision of a more improved healthcare sector extends to the establishment of SHCs, which aim to offer comprehensive healthcare services to communities, especially in underserved areas. Such centers are set to be established in cities such as Calamba, Cabuyao, Sta. Rosa, San Pedro, San Pablo, and Biñan, as well as in the towns of Alaminos, Mabitac, Calauan, Los Baños, and Sta. NCC hailed as model Smart City
With its best practices centered on improving its future residents’ health and well-being, and promoting smart city features, New Clark City, or NCC, was recently hailed by SCI-Japan, a private sector-led, non-profit organization founded by think tank Mitsubishi UFJ Research & Consulting as a model Smart City. Aside from SCI-Japan, media organization Nikkei, in a forum dubbed “Challenge of Japan’s Smart City Initiative Improving Citizen’s Well-being” cited New Clark City for introducing some of the best practices by utilizing well-being indicators for policy design toward sustainable smart city business. “This forum’s key element is how smart cities should be people-centric, which is at the core of the development concept of New Clark City, making it a model on how cities of the future across the world should be planned and developed,” said Hideki Okada, executive director of Japan Overseas Infrastructure Investment Corporation for Transport & Urban Development. A model for future cities From accelerating smart utilities and sustainable infrastructure to conserving biodiversity, Okada highlighted in his presentation what makes New Clark City development a model for future cities. “Since 2016, JOIN, together with our integral partners BCDA and Surbana Jurong, has been involved in the development of New Clark City into a sustainable metropolis for all. And with this forum, we hope to propel more collaborations with the BCDA in the development not just of New Clark City, but the whole of Clark,” Okada added. In 2018, the Bases Conversion and Development Authority JOIN tapped Surbana Jurong of Singapore for the development of New Clark City. Surbana Jurong has been helping BCDA and JOIN with the detailed design standards and guidelines for New Clark City, which includes its detailed urban and infrastructure design and the Public-Private Partnership framework for the provision of utility services such as water and power. For BCDA President and chief executive officer engineer Joshua Bingcang, the state-run organization is putting the well-being and quality of life at the heart of the development of New Clark City. Rising metropolis He added that BCDA is ensuring that the rising metropolis will improve the quality of life of its citizens by utilizing digital technologies and partnering with global experts in creating smart city solutions. “Our vision for the Philippines’ model for sustainable and inclusive cities, New Clark City in Tarlac, will not be possible without JOIN. Along with other global experts, JOIN helped us with the creation of the master plan for New Clark City,” Bingcang said in a video message. Strict open green space Following global standards, New Clark City instituted a strict open green space to the buildable ratio of 60:40, where 60 percent of the area is green, while the remaining 40 percent is buildable. BCDA also makes sure all of the utilities in New Clark City are prescribed to be green and sustainable. In February 2023, BCDA and the New Energy and Industrial Technology Development Organization of Japan inked a memorandum of understanding for a three-year demonstration project on smart mobility solutions to be implemented in New Clark City and Clark. This will be executed by a group nominated by NEDO, led by Zenmov Inc., a Japan-based information technology solutions provider specializing in the transportation sector, to measure and verify the effectiveness of a transport service system that operates via a cloud-based technology platform. Under the New Clark City master plan, 1.2 million people will live sustainably and inclusively in the metropolis, while the projected employment is over 600,000 workers. Bong Go boosts fire victims’ recovery in Cebu City
Senator Christopher "Bong" Go has remained steadfast in his dedication to assisting disaster victims as shown by his team’s relief operations on Monday, 14 August, to communities affected by fires in Cebu City. Go’s team, in coordination with Mayor Mike Rama, Vice Mayor Raymond Alvin Garcia, and the Department of Trade and Industry (DTI), assisted 103 recovering fire victims gathered at the Atillo Gymnasium in Barangay Punta Princesa. DTI provided livelihood assistance through its Pangkabuhayan sa Pagbangon at Ginhawa (PPG) program which Go pushed for during the Duterte administration and continues to support its implementation in order to boost livelihood recovery of those affected by various crises. In addition to the livelihood support, Go’s team provided shirts and masks to all beneficiaries, and a pair of shoes, a watch, a cellular phone, and balls for basketball to select recipients. “Sa panahon ng kahirapan at pagsubok dulot ng iba't-ibang sakuna, nais namin sa inyo'y magbigay ng pag-asa at tulong na magbibigay daan sa inyong mga pangarap. The proposed legislation envisions a new government department led by a cabinet secretary, focusing on comprehensive approaches to strengthen disaster preparedness across the country. The DDR's core areas of concentration include disaster risk reduction, disaster preparedness, response and recovery, and the advancement of resilience. “Mayro’n rin po ako nai-file na Department of Disaster Resilience, ito pong departamento na ito, a cabinet-secretary level na siya po ang makikipag-coordinate bago pa dumating ‘yung bagyo at ilikas po ang mga kababayan natin sa ligtas na lugar at preposition of goods,” Go explained. “Part rin po ito ng trabaho nila ang disaster-related tulad ng sunog. As chairperson of the Senate Committee on Health and Demography, Go initiated the Malasakit Centers program in 2018 in Cebu City after he personally witnessed the struggles of financially incapacitated Filipinos in getting medical assistance from the government. It was later institutionalized under Republic Act No. 11463, which he principally sponsored and authored. To date, there are 158 Malasakit Centers, including those at Vicente Sotto Memorial Medical Center (VSMMC), Cebu City Medical Center, and St. Anthony Mother & Child Hospital, that have helped over seven million Filipinos, according to the Department of Health (DOH). Other Malasakit Centers in the province are located at Cebu Provincial Hospital in Carcar City, Lapu-Lapu City District Hospital, Eversley Childs Sanitarium and General Hospital in Mandaue City, and Talisay District Hospital in Talisay City. Moreover, Go said DOH has identified areas to construct Super Health Centers (SHCs) in the province. SHCs were funded to be established in the cities of Bogo, Danao, Lapu-Lapu, and Mandaue; and in the towns of Borbon, Cordova, Moalboal, Samboan, and San Francisco in 2022. This year, more Super Health Centers were funded in the cities of Carcar, Cebu, Talisay, and Toledo; and in the towns of Carmen, Consolacion, Liloan, Medellin, and San Nicolas. An additional SHC will also be established in Danao City. “Ang isang malaking bagay dito ay ang early detection kung may sakit ang isang pasyente. Dahil nasa kanilang komunidad ang SHC, madali na para sa kanya ang magpakonsulta. At kung malalaman agad ang sakit ng isang pasyente, mabibigyan siya ng primary care, malalapatan ng lunas, at lalaki ang tsansa na maka-recover siya sa kanyang sakit,” he explained. DENR, UNDP other countries commits to Circular Economy through EPR
The Philippines produces 163 million plastic sachet packets, 48 million shopping bags and 45 million thin-film bags daily. Thirty-three percent of these are disposed of in landfills and dump sites, while 35 percent are leaked into the open environment and oceans. These are the primary reasons why the Extended Producer Responsibility (EPR) Act of 2022 or Republic Act 11898 has been enacted to ensure full compliance of industries related to plastic use and production. Environment Secretary Maria Antonia Yulo-Loyzaga tackled this over the weekend during the launching of LOOPFORWARD, a joint undertaking between the DENR and the United Nations Development Program (UNDP) in Pasay City. “The EPR Act institutionalized the extended producer responsibility mechanism as a practical approach to efficient waste management, focusing on waste reduction, recovery and recycling and the development of environment-friendly products that advocate the internationally-accepted principles on sustainable consumption and production, circular economy and producers’ full responsibility throughout the life cycle of their product,” Loyzaga said in her speech delivered in front of UNDP Resident Representative Selva Ramachandran, Japan, Germany, Spain, US and the European Union representatives along with EPR author Senator Cynthia Villar. "Climate and environmental risks make up the majority of global risks perception in the next decade. So thus we need sustained, concerted, and evidence-informed investments and actions to protect and enhance our natural ecosystem environmental protection for all the different ecosystems that we have from land and sea, and of course we know that environmental protection, our ecosystems, biodiversity and climate change are inextricably linked. A failure in one of these dimensions will cascade well into the other," Loyzaga explained. In the Philippine setting, she cited that 61,000 million metric tons of waste were generated daily. Between 12 to 24 percent of these are plastic waste in various forms. According to a World Bank study conducted in 2019, Loyzaga said, it was reported that around 70 percent of the material value of plastics is lost to the Philippine economy each year. "This is equivalent to roughly a value loss of $790 million to $890 million per year," Loyzaga further explained. "As a country, we are in pursuit of the right combination of science and technology, policy and practice. Locally and through our global partners we are trying to make this possible just as we are discovering the true value of our global capital. The science, engineering, technology and innovation that support circularity are within reach by tapping into expertise both nationally and internationally," she added. Ramachandran, on the other hand, said that while there was significant progress over the last century, the growth was accompanied by excessive abuse of resources and environmental degradation. “The 2023 Circularity Gap Report indicates that only 7.2 percent of the global economy is circular. The rising extraction and use of material has shrunk global circularity from 9.1 percent in 2018 to 7.2 percent in 2023. This leaves a significant circularity gap. The world almost exclusively relies on new materials, more than 90 percent of materials are either wasted, lost or remain unavailable for reuse for years,” Ramachandran said. He added that studies place the Philippines among the highest ocean plastic waste polluters globally. According to Ramachandran, the challenge at hand is how to leapfrog the implementation of EPR in the Philippines. “We can no longer afford to remain business-as-usual and only focus on downstream solutions. We challenge the obliged enterprises to put more focus on waste avoidance and reduction, including through product redesign to improve reusability, recyclability or retrievability, and employing reuse and refill strategies," the UNDP Resident Representative said. “LOOPFORWARD: Linking Opportunities and Partnerships Towards ,” campaign was launched for full compliance and effective implementation of the EPR Act of 2022 by industries and other entities through attainment of time-bound waste recovery targets. It highlights the relevance of the EPR concept and law, gain better understanding among its stakeholders, and convene and gain commitments from the country’s biggest private firms referred to as the “obliged enterprises” under the law. It also seeks to gather support and open possible areas for collaboration among national government agencies, local government units, and development partners. The EPR approach is practiced in many countries around the world. The Zamboanga City Electric Cooperative or ZAMCELCO reported on Wednesday that its rating, assessed by the National Electrification Administration, rose from C in 2021 to B in 2022. In a press statement, ZAMCELCO said the improvement indicated that its customers are receiving better services, driven by management and investment boosts. “We are thankful for this nod from the NEA, which further lets us know that ZAMCELCO is on the right track,” ZAMCELCO chief management officer Rommel Agan said. Invaluable partner “The steady improvements to our services harks back to our vision of being an invaluable partner of the local government to develop Zamboanga City into one of the country’s most economically-competitive cities,” he added. Temperatures reached new highs on Monday as heatwaves scorched parts of the Northern Hemisphere, triggering health warnings and fanning wildfires in the latest stark reminder of the effects of global warming. From North America to Europe and Asia, people gulped water and sought shelter from the sweltering heat, with the mercury expected to reach new highs in several places in the next few days. Europe, the globe's fastest-warming continent, was bracing for its hottest-ever temperature this week on Italy's islands of Sicily and Sardinia, where a high of 48 degrees Celsius (118 degrees Fahrenheit) is predicted, according to the European Space Agency. "We're from Texas and it’s really hot there, we thought we would escape the heat but it’s even hotter here," Colman Peavy, 30, said as he sipped a capuccino at an outside terrasse in central Rome with his wife Ana at the start of a two-week Italian vacation. With June already having been the world's hottest on record, according to the EU weather monitoring service, Mother Nature seemed intent on July not falling far behind. China reported a new high for mid-July in the northwest of the country, where temperature reached 52.2C in the Xinjiang region's village of Sanbao, breaking the previous high of 50.6C set six years ago. In nearby Turpan city, where ground surface temperatures sizzled at 80C in some parts, authorities have told workers and students to stay home and ordered special vehicles to spray water on major thoroughfares, the meteorological body said. In Cyprus, where temperatures are expected to remain above 40C through Thursday, a 90-year-old man died as a result of heatstroke and three other seniors were hospitalized, health officials said. In Japan, heatstroke alerts were issued in 32 out of the country’s 47 prefectures, mainly in central and southwestern regions. At least 60 people in Japan were treated for heatstroke, local media reported, including 51 who were taken to hospital in Tokyo. The heat was enough for at least one man to dispense with social mortification in Hamamatsu city. "It’s honestly unbearable without a parasol, although I have to admit it is a bit embarrassing," he told national broadcaster NHK of the umbrella in his hand. Japan's highest-ever temperature was 41.1C first recorded in Kumagaya city in 2018. 'Oppressive' US heat In western and southern states in the US, which are used to high temperatures, more than 80 million people were under advisories as a "widespread and oppressive" heatwave roasted the region. California's Death Valley, often among the hottest places on Earth, reached a near-record 52C Sunday afternoon. In Arizona, the state capital Phoenix recorded its 17th straight day above 109 degrees Fahrenheit (43 degrees Celsius), as temperatures hit 113F (45C) on Sunday afternoon. "We're used to 110, 112 (degrees Fahrenheit) ... But not the streaks," Nancy Leonard, a 64-year-old retiree from the nearby suburb of Peoria, told AFP. "You just have to adapt". But a new heatwave was expected from Thursday and meteorologists warned of a heightened risk of wildfires amid strengthening winds from the Aegean Sea. In Romania, temperatures are expected to reach 39C on Monday across most of the country. Little reprieve is forecast for Spain, where meteorologists warned that "abnormally high" temperatures on Monday, including up to 44C in the southern Andalusia region in what would be a new regional record. Killer rains Along with the heat, parts of Asia have also been battered by torrential rain. South Korea's president vowed Monday to "completely overhaul" the country's approach to extreme weather, after at least 40 people were killed in recent flooding and landslides during monsoon rains, which are forecast to continue through Wednesday. Putting the quit on Quilter
Karl Quilter, a Chicago resident, was recently handed a sentence of 30 years in a United States federal prison for OSEC, or the online sexual exploitation of children based in the Philippines. The 58-year-old Quilter entered last year a guilty plea, claiming that the minors he spoke with on social media sites Facebook, Viber, and Skype from 2017 to 2020 were his “girlfriends.” His modus operandi, court records showed, involved dangling money transfers to persuade his victims to send the requested images. Quilter, in fact, visited the Philippines in 2017 and 2018, but he would not admit to actually having physical sex with minors, something that could have added to his sentence. He, nonetheless, admitted to having vowed to return to the Philippines in 2020 to act out his OSEC fantasies, yet more proof that OSEC oftentimes leads to actual physical abuse by moneyed, well-traveled monsters. The successful prosecution of Quilter and others like him, however, represents only one side of the coin as there’s also a pressing need to stop the abuse at the source, hundreds of miles away. Putting behind bars adults, frequently family members, who enable this heinous crime within the Philippines and other poor countries, is equally important. Unicef, the International Justice Mission, and Interpol have conducted extensive research that indicates that the Philippines, even before the start of the pandemic, had become a major global hub for live-streaming or the distribution of videos and photos of sex acts involving children as young as two years old. According to their estimates, the incidence of OSEC in the country had more than tripled in recent years, with the Philippines receiving more than eight times as many referrals as any other country, “making it the center of the global live-stream sex abuse trade.” The IJM, which started working closely with authorities in the Philippines in 2020 to close physical channels of sexual abuse of minors like bars and prostitution houses, had warned that Covid-19 lockdowns spanning two years had significantly contributed to a threefold rise in OSEC cases. With his department as the lead agency in the government’s efforts against human trafficking, Justice Secretary Jesus Crispin Remulla has gone, so far, as to warn telecom companies that they would be prosecuted if they did not provide checks and filters against OSEC materials being routed through their networks. The biggest telcos have been heeding Remulla’s call, but as technology moves fast, they have to contend not only with the traffickers but also with tech wizards, those who live off the Dark Web, and who provide the backend support to ram OSEC materials through governmental and corporate check valves. IJM has drawn a silver lining around the dark clouds, saying that significant progress has been made in reducing the availability of children for sale on the streets and for internet-based sex trafficking. The figures, the group claimed, have fallen by as much as 86 percent in the cities where they were present. The relationship between OSEC and money transfers has been made crystal clear by recent research by the Anti-Money Laundering Task Force. It said that to stop the cycle of exploitation and bring the offenders to justice, it is necessary to destroy the illegal financial networks and stop the use of legal ones for OSEC payments. Although Quilter’s sentencing represents an important development in the prosecution of foreign offenders, he is just one among the millions of pedophiles and other perverts who have fueled OSEC, a multi-faceted problem that requires creative solutions and cross-border cooperation among governments, non-governmental organizations, and communities. OSEC operations by families in far-flung barangays are an open secret in communities, betrayed by the sprouting of Wi-Fi antennas in homes that also suddenly had access to extra cash. Cracking down on them has been easier, but the additional challenge now is stopping OSEC coursed through smartphones with internet data access. OSEC has been and will always be a cat-and-mouse game. Lopez scholarship benefits 13 students
Lopez-led First Philippine Industrial Park or FPIP and FIRST Industrial Science and Technology College Inc. or FIRST College have opened a P1-million educational fund for poor yet bright students of two host cities in Batangas province. The scholarship fund, a pilot program for FPIP, will accept an initial batch of 13 indigent scholars. FPIP president Francis Giles Puno and FIRST College President Joaquin Quintos IV signed a memorandum of agreement recently to implement a holistic educational grant for eligible students. The program is open to all incoming Grades 11 and 12 students who are currently enrolled in FIRST College and residing either in Tanauan City or Santo Tomas City in Batangas. Scholars each enjoy a financial grant of P74,500 per year for tuition and matriculation fees, including P4,200 in monthly stipend and Internet allowance. As recipients under this holistic scholarship program, the eligible scholars will receive close guidance from, as well as kumustahan and counseling sessions with, FPIP and FIRST College. These interactions will help FPIP and FIRST College track the progress of the scholars and ensure their academic and personal development. NATO begins unprecedented air drill in ‘show of strength’
NATO will begin the largest air force deployment exercise in Europe in the alliance's history on Monday in a display of unity toward partners and potential threats such as Russia. The German-led "Air Defender 23" will run until 23 June and include some 250 military aircraft from 25 NATO and partner countries including Japan and Sweden, which is bidding to join the alliance. Up to 10,000 people will participate in the drills intended to boost interoperability and preparedness to protect against drones and cruise missiles in the case of an attack on cities, airports or sea ports within NATO territory. Presenting the plans last week, Lieutenant General Ingo Gerhartz of the German Luftwaffe said "Air Defender" was conceived in 2018 in part as a response to the Russian annexation of Crimea from Ukraine four years before, though he said it was "not targeted at anyone". He said that while NATO would defend "every centimeter" of its territory, the exercise would not "send any flights, for example, in the direction of Kaliningrad," the Russian enclave bordering alliance member states Poland and Lithuania. "We are a defensive alliance and that is how this exercise is planned," he said. US Ambassador to Germany Amy Gutmann said the drill would show "beyond a shadow of a doubt the agility and the swiftness of our allied force" and was intended to send a message to countries including Russia. "I would be pretty surprised if any world leader was not taking note of what this shows in terms of the spirit of this alliance, which means the strength of this alliance, and that includes Mr. Putin," she told reporters, referring to the Russian president. "By synchronizing together, we multiply our force." Russia's war on Ukraine has galvanized the Western military alliance set up almost 75 years ago to face off against the Soviet Union. Finland and Sweden, which long kept an official veneer of neutrality to avoid conflict with Moscow, both sought membership in NATO after Russia's February 2022 invasion. Under NATO's Article Five, an attack on one member is considered an attack on all. 'Great power competition' The exercise will include operational and tactical-level training, primarily in Germany, but also in the Czech Republic, Estonia and Latvia. German Chancellor Olaf Scholz will visit pilots based at the Schleswig-Jagel airfield in northern Germany on Friday. General Michael Loh, director of the US Air National Guard, said NATO's duties were at an "inflection point". "A great deal has changed on the strategic landscape throughout the world, especially here in Europe," he said. The exercise will focus on "supplementing the permanent United States presence in Europe" as well as providing training "on a larger scale than what was usually accomplished on the continent", Loh added. He said many of the alliance pilots would be working together for the first time. "It's about fostering the old relationships that we have but also building new ones with this younger generation of airmen," he said. "And so this is about now establishing what it means to go against a great power in a great power competition." Gutmann said that while there were no plans to make "Air Defender" a recurring exercise, she added: "We have no desire for this to be the last." Taiwan tribe despairs as drought shrinks bamboo crop
Hacking at a bamboo plant with a machete, Avayi Vayayana peels back the shoot's stiff bark as he scans southern Taiwan's mountains, anxious for more of the money-making crop his Indigenous tribe increasingly struggles to find. Generations of the Tsou tribe have lived off Alishan township's bamboo forests, which Vayayana says were planted by his forefathers and typically harvested in April and May. But "the weather in the last few years has really been out of whack", the 62-year-old tribal chief tells AFP. "The rainfall has been delayed and the bamboo shoots' growth is noticeably affected." In the Indigenous village T'fuya, the dark-brown cones of the island's native stone bamboo -- or Phyllostachys lithophila -- have become harder to spot. "The little young shoots will not sprout if there's no rain. After a while, they will die inside the ground," Vayayana says. The February-to-April rains are crucial to the growth of bamboo shoots -- which are popular in Asian cuisine -- but since late last year, there have not been any significant downpours. The Tsou tribe, which has a population of 7,000 in Alishan, has seen their bamboo shoot harvest steadily decline. On a misty May morning, a welcome drizzle finally blankets the bamboo forest Vayayana is working in, but he tells AFP it is too late. This year, his haul is one-third of 2022's harvest. Worse, Vayayana and his family must now also contend with crop-raiding monkeys, he explains after an airgun shot rings out in the distance: his cousin trying to scare away the marauders. "Because many surrounding bamboo forests have died, now where there are bamboo shoots, all the monkeys will go," he says. 'Frontline victims' Southern Taiwan is experiencing its worst drought in decades. Water levels in the Tsengwen reservoir serving the southern Tainan and Chiayi regions plummeted below 10 percent this year, the third such drop since 2018, leaving reservoir beds cracked and exposed. The Tsengwen serves as a primary water source for a massive foundry making the island's precious semiconductors -- soaring in demand globally -- and also supplements the region's rice-growing plains. But for the third year in a row, the government is providing subsidies to farmers not to plant their crops -- a sign of the severe water needs. An hour's drive from the reservoir, Alishan too is experiencing drastic weather changes. From January to April, rainfall declined to 226.5 millimeters (8.9 inches), a more than 50 percent drop compared to the same period last year, according to Taiwan's Central Weather Station. For the Tsou -- whose lifestyle is entwined with nature -- the impact is "comprehensive", says Greenpeace Taiwan's Lena Chang. "They are the frontline victims of climate change," Chang tells AFP. Data compiled by Greenpeace Taiwan shows the drop-off in rain to be persistent. In the past three decades, Alishan has lost an average of 2.6mm of rainfall per year in February and 1.2mm in March -- a vital period for bamboo shoot growth. At T'fuya's crop collection point, villagers offload sacks of bamboo shoots from trucks, weighing them before sending them to factories to be boiled and tinned for mass consumption. "This year, the rain came too late and many bamboo trees are sick. The harvest is very bad," Voyu Baniana, 24, tells AFP. "In my family's plantation, we have none. I can only work for other people this year." New cash crop Those who returned to their villages after a period of working in cities are finding it harder to live off of crops they grew up cultivating. Voyo Yulunana, 43, still remembers the long days he spent as a child harvesting bamboo shoots, the sale of which bolstered the community's living standards. "Buying a car or building a house, we counted on the bamboo," he says. Since Yulunana returned from a brief stint in the city working in construction, he has noticed "the rains don't come when they should". Luckily, his grandfather made a switch to growing coffee beans, which Yulunana and other younger Tsou have shifted toward in the past decade. "Coffee is slowly replacing bamboo shoots as the cash crop" in Alishan, says Yulunana. But even it is not immune to climate change -- a late spring rain affects the plant's flowering season, and the erratic weather last year nearly devastated his family's 400-shrub crop, he said. "At this point, I can get by with just growing coffee," Yulunana said. "Who knows what new crops will appear after coffee?" Kaya mag-ingat po tayo,” Go expressed. The senator's team mounted the relief activity at Barangay Mambaling gymnasium, where they distributed grocery packs, snacks, vitamins, masks and shirts. They also gave away bicycles, mobile phones, shoes, watches and balls for basketball and volleyball to select beneficiaries. A team from the Department of Social Welfare and Development also extended financial support. In total, 171 affected families were aided from Barangays Duljo Poblacion, Pit-os, Mambaling, Kalunasan, Luz, Sinsin, Kamputhaw and Basak San Nicolas. Go has primarily authored and co-sponsored Republic Act No. 11589, otherwise known as the Bureau of Fire Protection (BFP) Modernization Act. Signed by former president Rodrigo Duterte in 2021, the Act provides for the acquisition of modern fire equipment, expansion of the BFP's manpower, and provision of highly-specialized training to firefighters, among others. It also mandates the bureau to implement monthly fire prevention campaigns and information drives in every local government unit. Go also offered to help those with health issues. As Chair of the Senate Committee on Health and Demography, he encouraged them to seek the services of the Malasakit Centers located at Vicente Sotto Memorial Medical Center, Cebu City Medical Center and St. Anthony Mother and Child Hospital, all located in the city. The Malasakit Center was first established in VSMMC in 2018. To date, there are 157 such centers nationwide that have helped over seven million particularly poor and indigent patients, according to the Department of Health. The Malasakit Center is a one-stop shop where patients may conveniently apply for medical assistance from concerned agencies such as the DSWD, DOH, Philippine Health Insurance Corporation, and Philippine Charity Sweepstakes Office. In Cebu province, there are also Malasakit Centers at Eversley Childs Sanitarium and General Hospital in Mandaue City, Cebu South Medical Center in Talisay City, Lapu-Lapu District Hospital in Lapu-Lapu City, and Cebu Provincial Hospital in Carcar City. The team of Senator Bong Go visited Lapu-Lapu City in Cebu on Tuesday, May 16, to hand out assistance to struggling Cebuanos, including members of the youth sector and a fire-hit household. Held in the mayor's conference room at the Lapu-Lapu City Hall, Go’s team distributed snacks, masks, vitamins, and shirts to a total of 20 residents. In addition, a fire-hit family received grocery packs. They also handed out cellular phones, umbrellas, and balls for basketball and volleyball. “Ang gamit po ay nabibili pero ang buhay po ay hindi. Ang nawalang buhay ay wala na. A lost life is a lost life forever, kaya mag-ingat tayo palagi. Magtulungan lang po tayo, mga kababayan ko. Makakaahon din po tayo muli,” Go said in his video message. The senator principally authored and co-sponsored the Bureau of Fire Protection Modernization Act of 2021, underscoring the importance of addressing any fire-related incidents nationwide. DoT seeks satisfying world’s foodies
The Department of Tourism will expand aid to local government units or LGUs for food programs to spur Michelin-starred restaurants offering Filipino cuisine and make the Philippines the ultimate food destination in Asia. “There must be provision of assistance to LGUs to transform their destinations into Creative Cities for Food and Gastronomy,” Tourism Undersecretary Myra Paz Abubakar said last Thursday in an email to the Daily Tribune. She explained, “The ultimate objective is to establish Filipino restaurants that can compete with Michelin-starred restaurants across the world and position the Philippines as the ultimate food destination in Asia.” As the Filipino Food Month, celebrated every April, comes to its end, Abubakar said the support for food programs in LGUs will also ensure Filipino foods will not be forgotten amid the sprouting restaurants serving foreign dishes, such as Korean and Japanese. Gastronomic joys lined up She said the assistance measures are part of the department’s Philippine Experience Program: Culture, Heritage and Arts Caravans. “The program will include Food and Gastronomy destinations and activities in various thematic caravan tours that will be launched in all regions of the country.” Abubakar said new projects under the program will include Market Tours which takes food entrepreneurs and enthusiasts to traditional food markets or palengke where they can buy and learn about local goods and crops. She had said the tourism department will include a Food Map in the upcoming Tourism Mobile App. Although Abubakar was not able to give a target date for the app’s launch, she said the app is taking shape. Maynilad, MWC shelve rate adjustments for 2021
Maynilad Water Services, Inc. (Maynilad) and Manila Water Company, Inc. are forgoing some water rate increases they are qualified to implement in the coming year, including the next tranche of the rate rebasing adjustment as well as the mandated Consumer Price Index (CPI) adjustment. This was announced separately by both companies on Tuesday. In a text message, Metropolitan Waterworks and Sewerage System (MWSS) Chief Regulator Patrick Ty said the MWSS-Regulatory Office (MWSS-RO) has been discussing this matter with both Maynilad and Manila Water since the start of this year. “We just received the proposals of the two Concessionaires and we are currently evaluating them,” Ty said. In a statement, Maynilad said that with this deferral, the company “hopes to alleviate the day-to-day struggles of its customers as they and the whole country strive to recover from adversity and rise stronger than before, ready to start anew”. “During these difficult times when no one is spared the economic impact of the COVID-19 pandemic, Maynilad is one with the government in finding ways to help our countrymen make the situation more manageable,” it also said. Manila Water, on the other hand, said “in the spirit of Bayanihan and to alleviate the plight of our customers due to the pandemic, Manila Water will not be implementing the rate adjustment in 2021 under the approved 2018 Rate Rebasing.” Done every five years, rate rebasing is review of water utilities’ past performance and the projection on their future cash flows. It is supposed to set the water rates at a level that would allow both Maynilad and Manila Water to recover their expenditures and earn a rate of return. For 2020, Maynilad and Manila Water also volunteered to defer the implementation of the next tranche of annual rate hike approved under the current rate rebasing period, which started in 2018. Their decision came as both companies were being scrutinized by no less than President Rodrigo Duterte for their allegedly onerous contracts with MWSS. To be implemented in tranches from 2018 to 2022, the approved increase in Maynilad’s rates under the fifth rate rebasing period would be P5.73 per cubic meter (/cu. m.). For this year, it was supposed to increase its rates by P1.95/cu.m, then another P1.95/cu.m in 2021. As for Manila Water, the increase in its rates under rate rebasing would play around P6.22 to P6.55/cu.m. This year, it was supposed to increase its rates by P2/cu.m, and another P2/cu.m by 2021. By 2022, depending on the medium-term water sources project that the company will be allowed to pursue, the Ayala-led firm could charge its customers an increase of P0.76/cu.m up to P1.04/cu.m. The CPI adjustment, on the other hand, is the annual inflation adjustment and takes place every January. Maynilad is the largest private water concessionaire in the Philippines in terms of customer base. It is the agent and contractor of the Metropolitan Waterworks and Sewerage System (MWSS) for the West Zone of the Greater Manila Area, which is composed of the cities of Manila (certain portions), Quezon City (certain portions), Makati (west of South Super Highway), Caloocan, Pasay, Parañaque, Las Piñas, Muntinlupa, Valenzuela, Navotas and Malabon all in Metro Manila; the cities of Cavite, Bacoor and Imus, and the towns of Kawit, Noveleta and Rosario, all in Cavite Province. Legend has it that former UFC Light Heavyweight Champion and Hall of Famer Chuck Liddell got his “The Iceman” moniker from keeping cool and stress-free before the fight. As it turns out, Liddell can keep himself pretty cool and collected in pretty much any high-stress situation. As seen on a news report from ABC 7 in the United States, Liddell kept his chill as he helped diffuse a high-tension situation at a George Floyd protest in Huntington Beach, California. In the video, Liddell can be seen breaking up altercations and getting in between protesters who appear to be losing their tempers. Protests have been widespread all over the United States in the past few days as people have rallied against racism and police brutality following the death of George Floyd, an un-armed African-American man who was violently and forcefully subdued by Minneapolis Police, which resulted in his tragic death. Some of the protests have been peaceful while others have escalated into vandalism, looting, destruction of property, and even violence. Liddell, according to the report, was out in the streets looking to make sure that things didn’t go off the rails as business owners feared for their establishments and their own safety. “It’s good to see people defending their city, and it’s terrible, violence begets violence. Violence doesn’t help anybody,” Liddell said. “We all know what happened was wrong, everybody I know thinks it was wrong, it’s hard to watch,” Liddell continued, talking about the footage of Floyd being choked to death as a police officer knelt on his neck. Liddell however says that violence, destruction, and looting isn’t the right way to go about protesting. “But this does not help, destroying cities, destroying people, hurting people does not do any good for anybody. So hey, protest all you want, just do it peacefully.” Another light heavyweight great, Jon Jones, was also seen actively trying to prevent destructive protesting in his area in New Mexico.
