SM Foundation, Inc., for one, has embraced this by installing rainwater harvesting systems in two of the local health centers it recently refurbished–Brgy. Baguio landlords urged: Help students on mental health
BAGUIO CITY — A mental health expert on Wednesday appealed to landlords and landladies in the city to be the second parents to the students who are non-Baguio residents who temporarily residing at their boarding houses. During a dialogue at the Baguio City Hall, Baguio City Health Services Office Mental Health coordinator Dr. Ricky Ducas said they can help a lot to ease the depression among the students especially those who have no families and relatives that they can run to. He added that many of the young people who committed suicide are actually non-residents of Baguio, however, he did not elaborate on the number of suicides cases among the non-Baguio residents. According to Ducas, the owners and the operators of the boarding houses should lend their ears and understanding to the students who needs help, adding that most of the students who are busy thinking about their studies do not have the luxuries of time to go to mental health clinics and facilities or some of them are hesitating to consult the experts because they are not comfortable. Ducas also appealed to the teachers as they are considered the second parents of the children outside their homes to always be available to listen to their pupils or students. Survey drop, disinformation, or portent?
The political whirlwind that swept the Marcos-Duterte tandem to a smashing victory in the May elections of 2016 and the air of euphoria following it appears to have gradually dissipated one year and three months following their assumption to office as President and Vice President, respectively. There has been almost a whispery voice of discontent among those in the populating bearing the brunt of the escalating prices of basic commodities and a crescendo of pessimism felt by those who have been used to responsive and aggressive governance. What could have produced the huge fall in the approval and trust ratings of the redeeming and resurrected Marcos scion and the redoubtable charming yet feisty daughter of the controversial but beloved former President? Could it be the systematic and relentless barrage of negative propaganda against the current administration unleashed by the vociferous left inside and outside Congress helped, unsurprisingly, by the ominous silence of the political allies of the two, who obviously are following the baton of the one who wields and disburses the funds and largesse they need for their districts and their own evolution? The conductor’s body language speaks volumes of the obsession to be the heir apparent of the leader of the present dispensation. The fall in the trust and approval ratings of PBBM is not his own doing. The spiraling of prices of almost all commodities, including oil and gasoline, is global. The Russia-Ukraine war, the China-Taiwan friction, the US-Russia cold war, the China-US increasing bilateral tension, and other conflicts involving other countries have affected the trade and commerce of the world, putting a monkey wrench on the best-laid plans and programs of those who run the business of the world. They contribute to the present dislocation in the world’s economy. While PBBM has envisioned a program of government that — as he puts it in his first State of the Nation Address — would bring to fruition the dream of the Filipino people to live comfortable lives under a regime of peace and orderly society, he cannot, however, do this alone. He needs competent, dynamic, creative, selfless, and honest co-government workers who will implement the plans he has laid down. Unfortunately, while there are members of his Cabinet and allies in Congress who are doing well in their respective domains quietly and efficiently, there are, however, not a few of them who either have lackluster performance or are dead woods whose incompetence and grandstanding derail his visions and frustrate the expectations of the people. PBBM has been dragged down by these dead weights, triggering this fall in the surveys. Vice President and Secretary of Education Inday Sara Duterte’s fall on the surveys presents a different dimension. Her competent handling of her department has brought dramatic changes in the public educational system. Not only has she quelled the irregular, inefficient, and corrupt practices in the education sector, but she has even initiated and launched activities protecting the safety and health of the students and public school teachers, even as she improves the quality of education. Her enormous popularity, however, has become a magnet for orchestrated and systematic false disinformation and untruthful narratives about her and her office. This early — those eyeing the presidency five years from now have sent demolition forces to tarnish her popular image and taint her unblemished reputation. Those who are gullible among those respondents in the surveys apparently have been misled or hoodwinked into believing the falsities thrown at her. Iloilo celebrates LGBTQ+ Pride this October
This October, the Western Visayan city of Iloilo in Panay Island is celebrating LGBTQ+ Pride with an array of different events, called Pride Pyesta, led by the organization Iloilo Pride Team with support from the Iloilo City government, Iloilo LGBTQIA+ Network, Youth Voices Count Inc. and Megaworld Lifestyle Malls. With the theme “Iloilo Embraces Hue,” this year’s celebration kicked off with an opening ceremony at the Sunburst Park on 1 October. The program included messages; unveiling of Layag Up, an LGBTQ+ landmark; SOGIESC Cup oath of sportsmanship; presentation of the contestants of the Rajah at Diwata sang Iloilo; and the official sashing of the contestants of the Search for SOGIESC Ambassador. DBM approves release of P705M for bike safety program
Department of Budget and Management Secretary Amenah F. Pangandaman has signed the issuance of the Special Allotment Release Order amounting to P705 million to the Department of Transportation, to cover the implementation of the Active Transport Bike Share System and Safe Pathways Program in Metropolitan Areas. According to the Budget Secretary, the program aims to embed sustainable and active mobility in the country’s overall transportation system. “Achieving an improved transportation system toward a better quality of life for all Filipinos calls for a multisectoral approach. President Bongbong Marcos was very particular when he directed us to provide the necessary budgetary support to the transport sector, as we see this as one aspect of the solution,” Pangandaman said. “We are one with bikers and active transport advocates in providing cyclists a comfortable and safe space on our streets,” she added. The appropriated amount for the program will be used to construct protected bike lanes, procure bike racks, improve end-of-trip cycling infrastructure, construct safe and accessible pedestrian pathways and sidewalks, and upgrade existing pop-up bike lanes into permanent bike lanes. Aside from increasing the accessibility of key activity areas and fundamental facilities through supporting the development of active transport, the program will also prioritize providing a sustainable transportation option that is cohesive, direct, safe, comfortable and attractive to the public. The program is expected to reduce carbon emissions in metropolitan areas as well as significantly improve overall public health and safety through upgraded bike and pedestrian facilities. Balmain races to recover from robbery at Paris Fashion Week
The fashion world loves drama but normally it does not involve violent robberies, so there is outsize attention on Wednesday's Balmain show after the French label had 50 outfits stolen just days earlier. Balmain's creative director Olivier Rousteing announced on September 17 that a driver had been "hijacked" on the way from a Paris airport to the house's headquarters by a gang of thieves who stole 50 outfits. He and his team have since been racing to put together a collection for the show on Wednesday night. There were no signs of panic from Rousteing on Tuesday when he posted a video from his workshop showing the finishing touches being put to a dress that looked like a pink garden trestle with blue flowers climbing over it. Cebu-based coop finds low-cost loans feasible
Cebu CFI Community Cooperative plans to upgrade its digital tools to extend affordable loans to more individuals and enterprises nationwide. Cebu CFI president and CEO Pablo Garcia said the loan portfolio of the 53-year-old cooperative expanded from P5 billion to P9 billion in 2020 through its use of modern computers and mobile apps. “In the past, computers of cooperatives were from the nineties so they didn’t have the technological capacities to deploy financial services easily. Now, people can borrow digitally,” Garcia told the Daily Tribune in its show “Business Sense with Komfie Manalo” on Monday. The cooperative offers online personal, health, salary, housing, education and business loans with interest rates of 7 percent to 9 percent per annum. In contrast, Garcia said big banks can impose up to 12 percent per month and 20 percent monthly from informal lenders called 5-6 lenders. Garcia said customers can pay their loans and other Cebu CFI products as easily as using an e-wallet. Garcia shared that the cooperative recently received P4 billion from the Land Bank of the Philippines and is discussing another financing project with the Small Business Corporation of the Department of Trade and Industry. Digitalization makes it happen Through digitalization, the cooperative can lend faster without their customers going to its main office in Capitol Compound in Cebu or its branch in Makati City. “There is no annual fee and you have access to all our digital services as well. You have access to finance easily in your pocket or on your computer,” he said. “We are a friendly financial partner hoping to provide financial stability for Filipinos at the lowest interest rate in the Philippines,” Garcia added. As a cooperative, Cebu CFI is able to further provide loans through its members’ contributions which the company pools and reinvestments in other businesses, such as real estate and food. Bong Go joins Asian Games send-off; renews advocacy for athletes’ welfare
Senator Christopher "Bong" Go recognized athletes, coaches, and sports officials for their contributions to Philippine sports and their crucial roles in representing the nation on the international stage, during the send-off ceremony on Monday, 18 September, at the Philippine International Convention Center (PICC) in Pasay City, for Filipino participants in the 19th Asian Games and 4th Asian Para Games in Hangzhou, China. “Today, we gather here not only to celebrate the excellence of our athletes but also to bid them the best of luck as they embark on a journey to represent our great nation at the 19th Asian Games and 4th Asian Para Games in Hangzhou, China," said Go. Go took the opportunity to shed light on his proposed Senate Bill No. 2116, which aims to amend Republic Act No. 10699, also known as the National Athletes and Coaches Benefits and Incentives Act. "This bill which I authored carries the potential to bring about positive change in the lives of our athletes, particularly our para-athletes," he said. Go emphasized the need to increase the incentives for para-athletes, stating, "Sana po’y ma-increase naman rin po ang kanilang incentives na natatanggap dahil ‘yung honor po na dala nila sa ating bayan, pareho naman po ‘yong gold, silver, bronze at pinaghirapan rin po nila." The proposed measures seek to upgrade the incentives for para-athletes. This bill intends to provide equal opportunities and recognition to all athletes, thereby promoting inclusivity and diversity in sports. "The heart of this legislation is inclusivity and equality. It aims to elevate or increase the incentives for our para-athletes," he mentioned. Go, vice chairperson of the Senate Committee on Finance said he continues to advocate for additional budget for sports programs under the Philippine Sports Commission (PSC). "During the budget deliberation last year, ang ipinasa po na budget ng PSC more or less about P200 million. Ako po mismo sa Senado bilang inyong chairman po ng Committee on Sports and as vice chair ng Committee on Finance, isinulong ko talaga na madagdagan po ng P1 billion po ang pondo ng Philippine Sports Commission," he said. He revealed that during the budget deliberations last year, he sponsored and successfully secured financial support for athletes participating in international competitions such as the 2023 Southeast Asian Games, which took place in Cambodia, and the forthcoming Asian Games in China. He also disclosed the allocation of P50 million through the PSC for the Asian Games, along with P30 million specifically for Asian para-games. Go also highlighted the importance of collaboration between the government and the private sector in achieving sports excellence. "’Pag nagsama ang gobyerno at pribadong sektor, walang imposible.” Meanwhile, in his speech, the senator also touched on the state of sports facilities in the country, emphasizing the need for comfortable training grounds for athletes. "Ako, sa abot ng aking makakaya ay tutulong po ako sa ating mga sports program ng ating bansa," he assured. In line with his focus on grassroots sports development, Go also spoke about the National Academy of Sports (NAS), a fully operational institution located in New Clark City in Tarlac. "Ngayon po pwede na pong mag-aral at the same time mag-training, training at the same time mag-aral diyan po sa National Academy of Sports," he said. This initiative aims to ensure that athletes do not have to sacrifice their education for their sports careers. Former president Rodrigo Duterte signed RA 11470 in June 2020, which provides for the establishment of the NAS System and its main campus. Go was an author and co-sponsor of the measure. Go is also prioritizing the institutionalization of the Philippine National Games (PNG) as a platform to scout and recruit athletes for the national pool. He filed SBN 423, or the proposed PNG Act, which seeks to create a nationwide platform for athletes, particularly the youth, to display their abilities. During the ambush interview, Go also emphasized the importance of grassroots programs in encouraging youth to engage in sports and lead a healthy lifestyle. "Grassroots program, it's one way na ma-e-engganyo natin ang ating mga kabataan to get into sports, stay away from drugs, and to keep us healthy and fit," he said. Sinner, savior or both?: Trump woos evangelicals, women
Former US president Donald Trump courted evangelical Christians and women at two back-to-back Washington events on Friday -- voting blocks whose loyalties to him once seemed contradictory but have now become a well-established part of his base. The legal, moral, and sexual escapades of the scandal-plagued frontrunner for the 2024 Republican presidential nomination have earned him indictments, impeachments, and public scorn in many quarters. But support among his devotees remains strong. "As a woman, I understand that he can be offensive," Joan Horswell, a 76-year-old retired nurse from Texas, told AFP. But "personally, I like him," she said at the "Pray Vote Stand" summit, put on by the conservative Christian group Family Research Council. Something of a rock star among white evangelical Protestants, 84 percent of whom voted for him in 2020, Trump also holds his own among women, having won 44 percent of their vote in the last election, according to the Pew Research Center. "This election will decide whether America will be ruled by Marxist, fascist, communist tyrants who want to smash the Judeo-Christian heritage," Trump, 77, said at the summit, "or whether America will be saved by God-fearing freedom-loving patriots like all of the people in this room." "Is he a flawed individual? Sure. But most Christians will say, we are all sinners. Jesus is not on the ballot," said William Wan, a 60-year-old Catholic engineer from Winter Garden, Florida who attended the summit. Still, Trump may strike many as offensive. He was found liable in a civil trial in May for sexually abusing writer E. Jean Carroll in 1996. He's also set to go on trial for allegedly paying election-eve hush money to a porn star. And he was heard boasting of groping women's genitals when the infamous "Access Hollywood" tape was published, just one month before the 2016 presidential election. But lots of conservative evangelicals believe he "is the perfect man for the job precisely because he does not reflect Christian values," Kristin Du Mez, a history professor at Calvin University, told AFP. Trump's supporters "certainly like what he's done for them. But I think that many are also very comfortable with how he's done it," Du Mez said. She points to his take-no-prisoners approach in getting conservative Christians what they wanted, from ending the federal right to an abortion to recognizing Jerusalem as Israel's capital. Her book "Jesus and John Wayne" chronicles the rise of rugged masculinity ideology within white evangelical Christianity. Bong Go urges more sports funding for grassroots dev’t, facilities, and athletes
Senator Christopher "Bong" Go, chairperson of the Senate Committee on Sports, underscored during a budget hearing on Tuesday, 12 September, the critical role of the Philippine Sports Commission (PSC) in promoting sports as a key factor in national development. He emphasized the necessity of adequate funding for both grassroots sports development and the country's participation in international competitions. “Noong nakaraan ay ipinaglaban natin sa deliberasyon ng ating 2023 budget ang karagdagang pondo para sa PSC. Sa katunayan, ang budget lang sana ng PSC ngayong taon ay nasa humigit-kumulang P200 million lamang. Tayo ang nagsulong ng dagdag sa pondo nila kaya nabigyan pa ito ng P1 billion, kasama na ang dagdag pondo sa pagdaraos ng FIBA 2023, budget para sa grassroots sports programs, at suporta sa mga lalahok sa iba pang international competitions,” he cited earlier. Go, in his opening statement, expressed his strong belief that sports can serve as a deterrent for the youth against engaging in illegal drugs and other harmful activities. He also mentioned that sports can be a way to continue the campaign against illegal drugs initiated by former president Rodrigo Duterte. “Sabi ko nga, get into sports, stay away from illegal drugs to keep us healthy and fit. He praised the event organizers and shared his experience participating in a dry-run before the opening, emphasizing that "’pag nandyan po ang disiplina, kaya natin, gugustuhin natin na maging well-organized po tayo." Go likewise underscored the international attention that the Philippines has garnered through its successful hosting of sports events, particularly the FIBA World Cup. "For this year’s budget, with the support of our Chairman of the Committee on Finance, Senator Sonny Angara, we allocated funding for PSC’s grassroots program and the preparation, training, and participation of our national athletes in international sports competitions," he revealed. The PSC proposed a budget of P3.3 billion for 2024, but the DBM only approved P210 million. This is a reduction of more than 93 percent from the agency’s proposal. Go also touched on the need for proper training facilities for athletes. He mentioned the need for repairs at the Philippine Institute of Sports Multi-Purpose Arena (PhilSports Arena) and comfortable barracks for athletes. “Mahalaga na magkaroon ng tama at sapat na training ang ating mga manlalaro. Kaya naman gusto ko ring pagtuunan ng pansin na mayroon tayong sports facilities na maaaring maging training center ng ating mga atleta,” he said. “Ako po'y saksi mismo, napasyalan ko ang inyong matagal ng pasilidad, itong Phil Sports, nakapaglaro na kami doon, medyo tumutulo na rin ang gym. Kailangan na sigurong magkaroon ng repair, at yung mga barracks ng atleta, dapat komportable, dahil iba talaga kapag suportado sila, mula pagkain, yung kanilang tirahan at bago sila sumabak sa competition, dapat kumbaga lahat ng laban naman ay dapat alagang-alaga po ang ating mga atleta,” he shared. Go noticed that the facilities that were presented during the hearing are in bad condition and that they really need to be improved. He urged the government to allocate funds for the construction of comfortable housing for the athletes, instead of spending on flood control projects in areas where there are no people. “Napapansin ko ang mga pasilidad na pinakita kanina. Talagang kailangan po, the more we should invest sa mga sports facilities natin na sira,” he added. “Bigyan naman natin ng maayos at komportable na tirahan ang ating mga atleta. Nananawagan ako sa DPWH, instead of flood control projects sa mga lugar na walang tao, dito na lang sa ating mga atleta na kailangan nila ng komportableng tirahan man lang. Baka pwede ninyo mapaglaanan ng pondo,” said Go. Meanwhile, he also discussed the National Academy of Sports (NAS) at New Clark City in Capas, Tarlac, established under Republic Act No. 11470 that he authored and co-sponsored, which allows students to train while getting quality secondary education. The law provided for the establishment of the NAS System and Main Campus. The NAS also offers a secondary education program with an integrated special curriculum on sports which was developed in close coordination with PSC and the Department of Education. “Pwede silang mag-training, at the same time, mag-aral. ‘I’d never work in Hollywood’: Mexico star director Michel Franco
He has piled up awards and looks set for even greater acclaim with a moving new drama starring Jessica Chastain, but Michel Franco has no interest in being lured to Tinseltown. "Memory", which premiered at the Venice Film Festival on Friday, packs more moral conundrums into its 100 minutes than many directors manage in an entire career. Featuring Chastain as a recovering alcoholic who meets a dementia patient, played by Peter Sarsgaard, it tackles buried trauma, the weakness of memory, and the rights of disabled people to control their own lives. Franco wrote and produced "Memory", as he has all his films. Still just 44, he has covered a wide range of vital topics in his work, from a nightmarish military coup in "New Order" (which won the Grand Jury prize in Venice in 2020) to terminal illness in "Chronic" (best screenplay at Cannes in 2015), to teenage bullying in "After Lucia" (winner of the Un Certain Regard section at Cannes in 2012). The latter attracted renowned actor Tim Roth ("Pulp Fiction"), who has since appeared in two of Franco's films, "Chronic" and "Sundown". But despite now working with one of Hollywood's biggest stars in Chastain, Franco is determined not to follow fellow Mexican directors like Alfonso Cuaron, Guillermo del Toro, and Alejandro Gonzalez Inarritu to Los Angeles. "Where I feel comfortable is in Mexico City. There are fewer rules," Franco told AFP in Venice. "What is very interesting about the United States are the actors. In Mexico, there are good actors, but the big leagues are in New York, in Los Angeles," he explains. "I would never work in Hollywood," he said. "I would never work for a studio where I don't have the final cut of my film." Nor is he a fan of streaming services, which he describes as "the enemies of cinemas". Insecurities, fears Speaking ahead of the premiere of "Memory", Franco told AFP he had to delve deep into his anxieties for the script. "One of my biggest fears is losing my mind. That's why I'm interested in exploring dementia," Franco told AFP. But he insists his films are not born from a desire to tackle a particular theme. "'Chronic' came out from seeing the nurse who cared for my grandmother, I had her right there in front of me every day." For "Memory", the initial spark was imagining someone being followed home from a high school reunion, which is how the main characters meet. "I didn't know why or who they were. But that was the first thing that occurred to me," Franco said. Parents often fail their children in Franco's films, but he says: "I try not to see them as villains because then it's uninteresting. "I am interested in broken people, who have not completely finished inventing themselves. People with insecurities, with fears, give me more confidence than those who think they have everything clear," he added. Meditate to clear the mind, feel sense of ease
In John Aguilar’s third and latest book, Methods to Greatness, the author wrote about the importance of nurturing and nourishing the soul based on his interview with Nameeta Dargani, the founding member and president of Art of Living Foundation Philippines. Dargani, in turn, led a meditation session at the book’s recent launch held in an upscale shopping mall. The term meditation, according to United States National Center for Complementary and Integrative Health, “refers to a variety of practices that focus on mind and body integration.” These meditative practices are used to “calm the mind and enhance overall well-being.” Some of them involve “maintaining mental focus on a particular sensation,” such as breathing, a sound, a visual image or a mantra, which is a repeated word or phrase. Dargani, who’s been practicing meditation for 18 years now, shares how she got into it and why she stayed. “Someone told me it would help with my back pain,” she tells DAILY TRIBUNE in an email interview. “It did so much more than that!” These days, she meditates at least once a day in the mornings after doing her yoga practice and breathing techniques that she learned in the Art of Living course she attended in 2005. She also likes to meditate in the evenings for 15 to 20 minutes before her day ends. “The benefits were instant and cumulative shortly after I took the Art of Living course,” she recalls. Art of Living Foundation is touted as one of the largest non-profit organizations in the world. It operates more than 10,000 centers in over 150 countries, offering various educational and self-development programs in meditation, yoga and other tools that help eliminate stress, as well as create a deep sense of inner peace, happiness and well-being. “My mind got clearer,” she adds. “I was getting things done more efficiently with better focus and attention. It very naturally leads you to a state of meditation.” She then shares a “great tip” she learned in the Art of Living Meditation program: “When you sit for meditation, you mentally say to yourself: ‘I am nothing, I want nothing, I do nothing.’ Only for the duration of the meditation, and then all the labels and desires can come back after that!” “For me, this strategy really works and helps me to let go and drop everything that’s going on in my life so that I can just sit and be present with the experience,” she says. “Apart from this, the usual guidelines are to sit with your spine erect, your back can be rested if needed on a chair. DoTr lines up deals for Japan financing
Banking on decades of expertise in taking on big-ticket projects, the Department of Transportation or DoTr is enticing Japanese companies to bid for various public-private partnership contracts in the railways and aviation sectors. At the recent Philippine Investment Opportunities forum in Tokyo, Japan, Transportation Secretary Jaime Bautista cited the Metro Manila Subway Project and the North-South Commuter Railway as well as the privatization of the Ninoy Aquino International Airport or NAIA as priority projects that may need Japanese support. “Following through our President’s directive, the DoTr has cast the vision of transforming the Philippines’ transport industry and elevating it to global standards, characterized by comfortable, accessible, safe, and affordable transport services throughout the country,” Bautista said. Gap to be addressed “DoTr will bridge the gap towards our vision for the Philippines’ transportation sector by developing infrastructure and delivering transport services across our four operating sectors in airports and aviation, maritime, railways and roads,” he added. Worth P76.89 billion, the 36-kilometer Metro Manila Subway Project includes operations and maintenance for subway trains, stations, depot, and other systems infrastructure under a concession period of 15 years of full operations. Also included are maintenance of facilities and equipment under the Philippine Railway Institute, collection of passenger fares, and commercial development rights within prescribed station boundaries, among others. The project’s bidding will start within the last quarter of the year or until the first quarter of next year. Meanwhile, the 147-kilometer North-South Commuter Rail system worth P204.6 billion includes operations and maintenance of trains, stations, depot, and other systems and infrastructure, and a concession period of 15 years of full operations in addition to a partial operations period. The project also includes interoperation management within the rail system by trains from other lines such as the subway project, collection of passenger fares, and exercise of commercial development rights within prescribed station boundaries, among others. Along with the subway project, bidding for the operations and maintenance contract of the NSCR Project will commence within the fourth quarter of the year to the first quarter of 2024. As for the privatization of the NAIA, the DoTr already kicked off the bidding last week. The P170.6-billion project will help address the long-standing issues at the country’s main air hub such as congestion and limited aircraft movements that usually cause inconvenience to passengers under a 15-year concession period. The project is expected to improve the overall passenger experience and increase the current annual passenger capacity of NAIA to at least 62 million from the current 32 million. Last February, during President Ferdinand “Bongbong” Marcos Jr.’s state visit to Japan, the country secured over P156 billion in loan financing from the Japanese government to fund transportation projects. The government signed two projects worth ¥377 billion or around P156.22 billion with Japan. The Philippines is the biggest recipient of Japan International Cooperation Agency’s or JICA programs in Southeast Asia worth 418 billion yen in 2022. JICA is currently supporting 28 ongoing loans in the Philippines, the most recent of which was the 30-billion yen loan agreement signed this week to strengthen the country’s disaster resilience.
