BFP snubs Belmonte’s fire marshal pick
The controversy continues on the ranks of the Bureau of Fire Protection as reports that the leadership of the BFP is snubbing the order of Quezon City Mayor Joy Belmonte of appointing a fire marshal in the Quezon City Fire Department. This comes as Daily Tribune discovered that most of fire safety inspectors and firefighters at the QCFD are saying that there exist the alleged “bata-bata” system and a “quota system” in the agency. Just recently, the QCFD held a turnover ceremony at the BFP National Capital Region office where Sr. Supt. Florian Guerrero was named as the next District Fire Marshal of Quezon City, replacing Sr. Supt. Aristotle Bañaga. Bañaga, was relieved because of unfortunate fire incident a couple of months ago where a fire gutted a residential house converted into a warehouse located at Barangay Tandang Sora which resulted to 15 deaths — which included retired General George Ancheta. Ancheta was an uncle of Quezon City Council Majority Leader Dorothy Delarmente, who is also the chairperson of the Committee on Laws, Rules and Internal Government. During the council’s investigation, it was discovered that there were indeed lapses committed by QCFD for their failure to conduct the required yearly inspection based on the provision of the Fire Code of the Philippines and its Revised IRR. Though records showed that there were inspections undertaken in the year 2021, it failed to notice an unauthorized business activities at the address where the blaze killed 15 people. Because no inspection was conducted in 2022 and 2023. The incident prompted Belmonte to recommend to Department of the Interior and Local Government Secretary Benjamin Abalos Jr. — who has jurisdiction over BFP — the relief of Bañaga and his Fire Safety Enforcement Section head Chief Inspector Dominic Salvacion. Abalos then ordered another thorough investigation and let BFP chief director Louie Puracan handle the situation. Puracan instructed Bañaga to take a leave and passed the judgement to BFP-NCR chief Region head Chief Supt. Nahum Tarroza who immediately issue an order dated 18 September 2023, appointing Bañaga’s deputy, Supt. Gilbert Arellano as “caretaker” of the Office of the Quezon City Fire Marshal. However, Tarroza has also appointed Supt. Rowena Gollod, an “under rank” official, who was in “floating status” for being assigned at the Personnel Holding and Accounting Unit as the Deputy Fire Marshal, replacing Arellano. BFP sources disclosed that Tarroza is allegedly trying to prevent the city government from appointing its own choice for fire marshal because the BFP leadership allegedly benefits from the “bata-bata” and “quota system” in which fire marshals are required to “remit” certain amount of money to the BFP for every Fire Safety Inspection Certificate that they issue. This quota system allegedly could bring in as much as P100,000 per month for BFP higher-ups. In Quezon City, the fire marshal should allegedly accumulate and “remit” P300,000 monthly. P100,000 each for BFP national and metropolis office, and for two DILG padrinos who are holding an Undersecretary positions, a former Quezon City official and the other, a retired firefighter, who could influence Abalos on every BFP issue. Appreciating the BFP gesture of relieving Bañaga and Salvacion without any administrative orders, Belmonte wrote Puracan on 2 October 2023, expressing her thanks to the BFP and recommended that she preferred to have Sr. Supt. Dennis Molo — a former QCFD Deputy — as the Chief of the QCFD and Arellano as his deputy. “As a seasoned Fire Officer, F/SSupt. Molo has generously shared extensive knowledge, experience and expertise with the City Goverment. His contributions in the crafting of public safety policies, formulating and recommending fire safety plans, executing on-the- ground operations and proposing engagement with potential national and international partners-stakeholders have been highly appreciated. For his part, F/Supt. Arellano, as lawyer, has been instrumental in his knowledge of the Fire Code, DILG directives and other relevant laws.” Belmonte wrote in her recommendation letter to Puracan. Puracan then responded to Belmonte by rationalizing his decision in designating Guerrero and brushed aside the Mayor’s recommendation to assign Molo as QCFD Marshal by saying the latter should process first his transfer to the BFP-NCR, as Molo was already assigned at BFP-Region 4A office. QC barangay chair suspended anew
Two 30-day suspension was again slapped against Quezon City Barangay Pasong Tamo chairperson Mae Tagle by the City Council’s Special Investigation Committee Friday. Tagle who was supposed to be back next month as barangay chairperson (village chief) from a 90-day suspension over abuse of power charges was meted another two months’ suspension over three cases filed against her by concerned citizen and the Sangguniang Kabataan officials at City Council’s SIC. The SIC Administrative Order 449-23 was issued for violation of Anti-Graft and Corrupt Practices Act and Grave Misconduct, when Tagle allowed the space used as the Barangay Pharmacy to be rented by a private individual. The Botika ng Barangay located at Barangay Pasong Tamo Annex along Luzon Avenue has been turned into a fish and meat store. Such act, the SIC noted, required the concurrence of the Barangay Council documented by a resolution. The second charges for Acts Prejudicial to the Best Interest of Service was due to Tagle’s appointment of Diosdado Velasco as the Barangay Administrator. Velasco ran and lost during the May 2022 polls but Tagle after the polls appointed him, violating the one-year prohibition ban for those who ran and lost in the last national and local elections. The case of nepotism for appointing her daughter as Barangay clerk was dismissed, leaving the two cases to impose a 30-day suspension each, thereby prohibiting Tagle to assume as the Barangay Pasong Tamo Chairman. The SIC resolution order was concurred by the City Council to be implemented for the month of September and October where the next barangay election slated on the 30th. The Special Investigation Committee was an offshoot of a Memorandum of Agreement between the Office of the Ombudsman and the Quezon City Council’s 38 members, led by Quezon City Vice Mayor Gian Sotto as the presiding officer, granting the council authority to hear cases against barangay officials to lessen the Ombudsman office of loads of this kind of cases. Real Cabinet
The countdown is on as the expiration of the one-year ban on appointing officials who ran (and lost) in the 9 May 2022 national elections draws near. The 1987 Constitution provides that no candidate who lost in any election shall be appointed to any office in the government or any government-owned or controlled corporation or any of their subsidiaries within one year after the election. In other words, in a month or so, we shall see the true Cabinet of President Bongbong Marcos Jr., and we can smell the politicking from this side of town. In last year’s elections, the BBM-Sara ticket had some notable personalities who gave their hearts and souls to the campaign but unfortunately fell short of winning. The nation saw how their senatorial candidates sang and danced before thousands in their campaign sorties. We can expect these guys to be rewarded with handsome appointments to their desired offices. However, only a handful of vacant positions remain to be filled. The question now should be, who will be removed or replaced leading up to the expiration of the election ban? Early in the administration of President Marcos Jr., we saw a shuffling of appointed officers mainly due to the ruckus caused by the short-lived stay of Atty. Vic Rodriguez. In the aftermath, appointees were removed and replaced, and slowly we saw the preferred officers receive their official and legitimate appointment papers, some of whom are still warming their seats. But if we review how President Marcos Jr. chose his Cabinet officials, we see objectivity and a preference for experience and technical knowledge. Gone are the days, nearly, of appointments based on loyalty and political ties. In the next wave of appointments, we can safely assume that these will be based more on politics, but there are certain candidates whose credibility and competence are unquestioned. An outlier candidate for a choice position who will be eligible soon is Gilbert Teodoro, a one-time candidate for president of the Philippines under the party of then-outgoing President Gloria Macapagal-Arroyo. Teodoro is a shoo-in for any position given his brilliance and experience. In the next weeks, there might be loyalty checks on the current Cabinet officials to see if they remain fit for their designations. News items on officials resigning due to health reasons, or taking leaves to pursue personal matters, would be cropping up more often than usual. This should give the President more leeway in crafting the most appropriate set of officers, given his leadership style and how they will best harmonize with the people close to him. It is noteworthy as well that the barangay elections, after a long hiatus, will be pushing through later this year, thereby opening a fresh round of changes in the local government units. While we may consider the administration to be in its early stages, the honeymoon period is over. Our President has put a stop to his foreign trips, focusing more on governance and bringing his agenda to fruition. As President, he is faced with countless issues non-stop daily. The plate will always be full, and he should be armed with a Cabinet that is both loyal and competent, at the same time. Sometimes, the most loyal ones are not the sharpest tools in the shed and may cause burgeoning problems later.
