DILG’s BIDA Program rolled out in Zamboanga del Sur
Department of the Interior and Local Government (DILG) Secretary Benhur Abalos led the rollout of the "Buhay Ingatan, Droga’y Ayawan" (BIDA) Program in Zamboanga del Sur on Thursday morning. The BIDA Program launch was one of the highlights of the 71st Araw ng Zamboanga del Sur celebration at the Mega Gymnasium Provincial Government Complex, Dao, Pagadian City, which Abalos attended as a guest of honor and speaker. In his message before an estimated crowd of 1,500 Zambosurians, the DILG chief highlighted the critical role of local government units (LGUs) and other sectors of society in addressing the drug menace through education, prevention, and rehabilitation to complement the relentless anti-drug operations of law enforcement agencies. “Ang importante habang nanghuhuli ang mga pulis, tayong mga nasa LGU—mga barangay captain, konsehal, mayor, gobernador, bokal—community groups, religious leaders, parents, whole-of-nation approach dapat. Bumaba tayo, tulungan natin ang pulis. It’s not only about supply reduction. But most importantly, it's about demand reduction,” Abalos said. Furthermore, the DILG secretary congratulated the province of Zamboanga del Sur on its 71st Charter Day celebration. He also commended the leadership of Governor Victor J. Yu, who focused his governance through HEARTS or Health, Education and Environment, Agriculture, Roads and Bridges, Tourism, and Security. Abalos ended his message by inspiring local officials to continue heed the call of President Marcos for unity. “Iisang bangka tayo. We are given this opportunity, let's make the most out of it. It's time to make a difference for our province, for our city, and most specially for our country. Wala nang sana ganito, sa ganyan sa Pilipinas, wala na. Panahon natin 'to gawin na natin ang tama at huwag tayong matakot. Magtulungan tayo," he said. Named as one of the best government initiatives in Asia by international award-giving body GovMedia Awards, the BIDA Program has already been rolled out to over 700 LGUs nationwide since it was officially launched in November last year, initiating several activities such as BIDA Fun Runs, Serbisyo Caravans, Zumba sessions, cycling events, workshops, and seminars. Meanwhile, DILG Undersecretary for Local Goverment Marlo Iringan, during the Laging Handa press briefing in Malacañang, said the BIDA Program has been going around the country, in line with the administration of President Ferdinand R. Marcos Jr.'s continued campaign against illegal drugs with a renewed focus on demand reduction through a whole-of-nation approach. "Iyong nangyaring bike fest sa Bulacan noong nakaraang Linggo ay isa lamang sa napakaraming mga event at activities na pinangunahan ng ating kagawaran, sa pangunguna ni Secretary Benhur Abalos patungkol doon sa flagship program ng ating pamahalaan na 'Buhay Ingatan, Droga’y Ayawan'," he said. "Nailunsad po natin itong noong nakaraang taon, November actually, at napunta na po tayo sa iba’t ibang bahagi ng Pilipinas at nagkaroon ng bike fest, fun run. At hindi lang po iyon ‘no, napakarami nating mga ugnayan sa iba’t ibang sektor ng lipunan at sa iba’t ibang lebel ng pamahalaan nang sa ganoon ay makuha iyong kanilang suporta sa ating whole-of-nation/whole-of-government approach against illegal drugs," Iringan explained. "Nagawa na po natin sa iba’t ibang bahagi ng Pilipinas at iyan nga ang isa sa mga gagawin pa natin sa mga susunod na araw. Abalos said the important role of schools like Xavier University-Ateneo De Cagayan and the church in the whole-of-nation BIDA campaign dwells on the holistic formation of the values of the youth and helping them lead productive lives away from the temptation of illegal drugs. Suyko, who signed the MOA on behalf of the DILG, said youth involvement is a significant and strategic approach to further strengthen the advocacy of the program. “The good thing about this partnership is that this will also be an opportunity to involve the youth in this campaign. Dela Rosa: Amend cybercrime law to check suspects’ mobile data
The Senate Committee on Public Order and Dangerous Drugs is eyeing amendments to Republic Act 10175 or the Cybercrime Prevention Act of 2012 to allow the disclosure of computer data, including the content of calls or text messages by individuals who are subjects of case investigations. This suggestion came during Monday’s public hearing on the ambush of Aparri Vice Mayor Rommel Alameda in Nueva Vizcaya last 19 February, where Lt. Col. Christopher Luyun, officer in charge of the Philippine National Police-Anti-Cybercrime Unit of Cagayan Valley cited restrictions provided in RA 10175 as among the hurdles hampering the probe into the ambush of Alameda and five others. "We applied for a warrant to disclose computer data doon sa number ni Mayor Chan based sa affidavit ni Mrs. Alameda. However, noong una, sinagot ng (telecommunications firm) Globe na they don't have the equipment to save ‘yung traffic data. Pero nung inamend ‘yung warrant, nag-reapply kami Sir, nag-submit naman ‘yung Globe pero walang content" (At first, Globe responded saying they didn't have the equipment to save traffic data. Under Section 14 of RA 10175, “law enforcement authorities, upon securing a court warrant, shall issue an order requiring any person or service provider to disclose or submit, within 72 hours from receipt of such order, subscriber’s information, traffic data or relevant data in his/its possession or control, in relation to a valid complaint officially docketed and assigned for investigation by law enforcement authorities, and the disclosure of which is necessary and relevant for the purpose of investigation.” Traffic data or non-content data refer to any computer data other than the content of the communication, including, but not limited to the communication’s origin, destination, route, time, date, size, duration or type of underlying service. PBBM: Help most needy
President Ferdinand Marcos Jr. told the government agencies engaged in providing social services on Friday to help the most needy in the country to employ the whole-of-government approach to address poverty. Marcos gave the instruction during the first en banc meeting of the National Anti-Poverty Commission at Malacañan Palace as he underscored the importance of coordination among the government agencies and local government units to combat the long-standing problem of poverty. Marcos said each government entity should know its functions and responsibilities to maximize the resources poured into helping indigents in communities. "I think it all comes down to the same thing... we have many organizations, like the NAPC, that are dedicated agencies tasked with examining instances of poverty and determining what actions can be taken," Marcos said. "Now, we have to differentiate the role of NAPC and the role of the rest of the government because we will ask, will NAPC be the one to step up? For example, in crisis situations, the DSWD (Department of Social Welfare and Development) deploys assistance. So, we need to coordinate that. And when it comes to jobs, the DTI (Department of Trade and Industry) is doing a lot. Even the DOLE (Department of Labor and Employment) is doing a lot. We need to bring them together, and that's why we have to start at a baseline," Marcos said. The President said it is also essential for NAPC to continue to engage residents of depressed communities to determine what is needed in those areas. Earlier during the meeting, NAPC lead convenor Lope Santos III told the President of the plans and activities of the Commission conducted in the past months. "When we assumed office (in) February this year, we immediately conducted consultations with all members of NAPC, the leagues of LGUs, the national government agencies, and the basic sectors, and we immediately defined the urgent tasks at hand following the mandate of NAPC which is a coordinating and advisory body of the agency," Santos said. "We anchor this in the target defined in the Philippine Development Plan: to reduce poverty from 18.1 percent to 8.8 to 9 percent. So, our urgent task, Mr. President, is to align all development plans (with the) Philippine Development Plan 2023-2028, which constitutes the formulation and adoption of the National Anti-Poverty Action Agenda, and we expect to complete this, Mr. President, by September this year," he added. Santos said adopting and formulating the National Poverty Reduction Plan following the Magna Carta of the Poor will be completed by October this year. Santos also said they have come up with the National Anti-Poverty Action Agenda, which would be called N3A. "Since February this year, we conducted a series of consultations and workshops to formulate this plan involving all NGAs (national government agencies), leagues of LGUs, and the basic sector. The NAPC secretariat is currently integrating all inputs, and the draft shall be presented for approval in the next en banc," he said. Santos said N3A shall be aligned with the PDP 2023-2028 and focus on the strategic direction and flagship programs to address multidimensional poverty concerns, social, economic, ecological, and governance. 2,700 trafficking victims rescued

Trafficker mom offers own kids for online sexual exploitation
A 32-year-old woman from Talomo District, Davao City has been sentenced to four life imprisonments and ordered to pay a total of P6 million for multiple violations, including the violation of the Anti-Trafficking in Persons Act and the Special Protection of Children Against Abuse, Exploitation, and Discrimination Act. The woman was arrested after offering to sexually abuse her six-year-old son and one-year-old daughter in exchange for money or other considerations. The presiding judge found her guilty of qualified trafficking, child abuse, and offering child sexual abuse material through a computer system. In addition to the life sentences, she was also sentenced to an additional 14 years in prison and ordered to pay fines and damages. An attractive proposition and a necessary goal to further improve the state of the Philippines is to accelerate and sustain inclusive growth in the country. But what exactly needs improvement? How can this be achieved? What does it entail? How will it benefit the Philippines? Metro Manila is already developed and, in my opinion, not the priority in making more improvements. The cities outside Metro Manila are, however, a different story altogether. The economic competitiveness and resilience of said cities require much improvement. The development of these cities as engines of growth that are inclusive, environmentally sustainable, and strong is the foundation with which to realize these improvements. Specific areas may need financial inputs, and technical support varies from city to city. Examples of sectors to focus on are energy, environment, governance, health, local economy, small to medium entrepreneurship, taxation, technology and education. The enumeration is not exclusive and may be expanded. Generally, the growth trajectories of nations are closely linked to their urban environment, where cities act as propulsions of growth and lay the groundwork for their foundation. At first glance, it may seem like a tall order, but with proper planning, preparation, and stakeholder cooperation, it becomes achievable. If urban growth is well planned, cities can accelerate regional economic growth, innovation, and the end goal of prosperity for all. Circling back to my initial point on why cities outside Metro Manila are important to focus on for development, these smaller cities have a relatively high urban population concentration and hold the most growth potential. Although varying in size and level of development, they are equally important in ensuring the country’s success. To achieve this would require the cooperation and participation of various sectors and stakeholders. Government agencies, various leagues of local government units, civil society groups, non-government organizations, and the private sector, which may include corporations, business chambers, and trade associations, must all be involved. Implementing this undertaking will be an opportunity to remind everyone of the importance of the “whole-of-nation” approach. Government agencies that top the list of entities expected to shore up this collective effort include the Department of the Interior and Local Government, National Economic and Development Authority, Anti-Red Tape Authority, Department of Finance, Department of Trade and Industry, Department of Health, and Department of Education. The participation of the Philippine National Police is also crucial, as business can thrive only in an atmosphere of peace and security. The benefits of capacity building for cities are many. Initially, the more apparent recipients are the affected cities themselves and their inhabitants. However, increased capability will lead to a more efficient and equitable distribution of resources and delivery of services to the specific sectors we have mentioned. This will support decentralization and public financial management by helping cities widen their own-source revenue bases. It also helps cities enhance tax collection efficiency, access debt capital markets, and strengthen their public financial systems to create a more equitable fiscal framework geared towards inclusive growth. Decentralization also improves governance, with cities becoming more accountable and transparent to their constituencies. With accountability and transparency, the city becomes an attractive destination for investments. Local entrepreneurs will be one of many who will seize upon these attractions, but foreign investors as well. The different benefits and positive impact foreign direct investments provide a country deserve another article in the future. For now, let us all call on our government and the private sector to join hands in developing and building capacity for all cities in the Philippines. Nuke developers call to set competitive playing field
Government regulators are now urged to prioritize the establishment of a level-playing field to entice developers to pour in massive capital for the development and integration of nuclear power into the country's electricity grid. During the second nuclear energy roundtable talks between the Philippines and Canada on Tuesday, Felino Bernardo, chief operating officer of Aboitiz Power Corp.'s Thermal Business Group, emphasized the need for well-coordinated industry policies to help kick off local nuclear adoption. "I think it will start with the amendment or the passing of laws in the Lower House. Once done, it requires setting up the regulatory body, and for that regulatory body to build its capability and come up with regulations, policies, and guidelines for us developers to follow," Bernardo said. "The DoE (Department of Energy) has to come up with the right signal for developers to come up with their plans to make sure that we build accordingly," he added. Coordinated deals Bernardo noted that nuclear power plants, whose operations can last as long as 80 years, require a different set of policies for power deal contracts. "That is quite different from what we have now. The current CSP (Competitive Selection Process) policies are only for 15 years. Now, nuclear power plants can live as long as 40, 60 years, and some probably 80, so you have to match the two," he explained. According to Bernardo, nuclear power, particularly the small modular reactors, "have a place in our economy because we need all of them and we will need a lot of them." He, however, noted that developers need to make sure that they can deliver nuclear power safely. Aboitiz Power Corp., the holding company for energy-related investments of the Aboitiz Group, previously announced its exploratory discussion with Ultra Safe Nuclear Corp., an American firm that can potentially help the company’s local nuclear energy development. The forum yesterday served as a platform for industry experts, policymakers, and leaders to collectively deliberate on the significant questions and concerns related to the transition to nuclear energy. It covered the determining mechanisms for transition financing, assessing the commercial viability of nuclear energy, and exploring the potential for retrofitting and upgrading existing plants to be nuclear-capable. Congress support Meanwhile, Energy Secretary Raphael Perpetuo Lotilla reiterated that the government would need the support of Congress in ratifying a law that would help jumpstart nuclear development. Pending the law, Lotilla pointed out that the DoE and all other concerned government agencies are actively looking out for possible sites where a nuclear power plant can be built. To recall, the House Nuclear Energy Committee approved a consolidated substitute bill last March that seeks to comprehensive atomic regulatory framework and establish the Philippine Atomic Regulatory Commission. Universal Health Care Coordinating Council to be created
President Ferdinand Marcos Jr. has approved the proposal to establish the Universal Health Care Coordinating Council responsible for supervising the execution of the UHC Act to fix the country’s fragmented healthcare infrastructure. In a Malacañang Press Briefing, Health Secretary Teodoro Herbosa said the council will function as a platform for addressing pertinent issues that could arise during the execution of the UHC legislation. "The President approved the Department of Health’s proposal of creating a Universal Health Care Coordinating Council through an executive order. So, we would be crafting and drafting this," Herbosa said. "We will standardize the health policies. The council will serve as a national governance body that will oversee the implementation of the Universal Health Care Act nationwide, the project and estimate total national cost for UHC and also implementation of the Universal Health Care at local government level," he said. Herbosa said that the council would consist of various government agencies. These include the Department of Health, the Departments of Interior and Local Government, Information and Communications Technology, Budget and Management, and Finance, in addition to the Philippine Health Insurance Corporation and the Professional Regulation Commission, among others. Furthermore, Herbosa emphasized that any concerns or issues arising in the implementation of the UHC Act can also be raised before this governing body. Herbosa pointed out that the Local Government Code of 1991 had decentralized the country's healthcare system, which the UHC Act has been striving to reintegrate since its enactment. He also mentioned that a total of 71 local government units have committed to amalgamating their healthcare schemes with the UHC system. Herbosa further mentioned that President Marcos Jr. has directed the Department of the Interior and Local Government to accelerate the evaluation of Executive Order (EO) No. 138 and include certain elements of it in the reforms for Universal Health Care financing through amendments. Executive Order 138 was issued by Marcos' predecessor, former President Rodrigo Duterte, in 2021 to implement the Mandanas Ruling of the Supreme Court. Although Egyptian media said another 40 trucks would enter Gaza on Monday, the UN says the enclave needs 100 trucks per day to meet the needs of Gaza's 2.4 million residents. And so far, there have been no deliveries of fuel, with UNRWA chief Philippe Lazzarini warning Sunday that supplies would run out "in three days". "Without fuel, there will be no water, no functioning hospitals, and... aid will not reach many civilians in desperate need," he said. The Hamas government said 165,000 housing units -- half of those in the entire Gaza Strip -- had been destroyed in the raids. With fears growing that the conflict could spread, Israel on Sunday admitted accidentally hitting an Egyptian border post, apologizing for the incident which Cairo said had left an unspecified number of border guards with "minor injuries". Risk of regional escalation There were fresh exchanges of fire over Israel's northern border with Lebanon as fears grew that Hezbollah, a close ally of Hamas and Iran, could enter the conflict, prompting Israel's Netanyahu to warn it would be "the mistake of its life". "We will strike it with a force it cannot even imagine, and the significance for it and the state of Lebanon will be devastating," he said. Iran also warned about the conflict spreading on Sunday, with top diplomat Hossein Amir-Abdollahian cautioning that if Washington and Israel did not "immediately stop the crime against humanity and genocide in Gaza.. the region will go out of control". On Sunday, Pope Francis used his weekly Angelus prayer in Rome to plead for an end to the bloodshed. "War is always a defeat, it is a destruction of human fraternity. Brothers, stop!" he said. He later held a 20-minute conversation with US President Joe Biden about "conflict situations in the world and the need to identify paths to peace", the Vatican said. Biden later discussed with war with the leaders of Britain, Canada, France, Germany, and Italy, the White House said. The US president also held talks with Netanyahu, said the White House, adding: "The leaders affirmed that there will now be continued flow of this critical assistance into Gaza." In Paris, French President Emmanuel Macron's office announced he would be traveling to Israel on Tuesday for talks with Netanyahu. Protesters marched in several European capitals on Sunday. At least 10,000 people rallied in support of Israel in Berlin as Chancellor Olaf Scholz vowed to stamp out a resurgence of anti-Semitic incidents linked to the Israel-Hamas conflict. Self-defense is essential for a nation’s survival, which was what the United States veto of the United Nations resolution calling for “humanitarian pauses” in Israel’s campaign against Hamas was all about. Based on a formula that Brazil and Russia drafted, the resolution was meant to allow aid delivery to the war zone, mainly in northern Gaza. Under United Nations rules, a “no” vote by any of the five permanent members of the Security Council stops action on any proposal. The body’s permanent members are China, France, the Russian Federation, the United Kingdom and the United States. Russia had proposed two amendments to the UN resolution seeking a ceasefire that the SC rejected. Russian Ambassador Vassily Nebenzia’s proposal came with its warning that anyone who did not support Russia’s draft resolution “bears responsibility for what happens.” Coming from Russia, the call for moral responsibility in Israel’s war against terror was somewhat off, considering its ongoing campaign to occupy Ukraine. In delivering the veto, US Ambassador Linda Thomas-Greenfield said the “resolution did not mention Israel’s right of self-defense.” “Israel has the inherent right of self-defense as reflected in Article 51 of the UN Charter,” she said. Thomas-Greenfield noted that the Security Council had reaffirmed the right in previous resolutions on terrorist attacks. “This resolution should have done the same,” she said. UK Ambassador Barbara Woodward said her country abstained from voting on the resolution as the text needed to clarify Israel’s inherent right to self-defense. She pointed out that the resolution also ignored that extremist group Hamas, which controls Gaza, uses Palestinian civilians as human shields. “They (Hamas) have embedded themselves in civilian communities and made the Palestinian people their victims too,” she said. She reiterated the UK’s support for Israel’s right to defend itself against Hamas, to rescue hostages, and to strengthen its security in the long term while calling on Israel “to take all feasible precautions” to avoid harming Palestinian civilians. The argument of the UK is the source of the dilemma in the current conflict — saving civilians but with the responsibility falling solely on the shoulders of Israel. Hamas, a terrorist organization, is not bound by, therefore is not expected to follow, UN resolutions. Directing Israel to implement a ceasefire, even momentarily, puts it at a disadvantage since Hamas and its terror allies will continue to fire their rockets while consolidating their forces. War indeed brings horrors that should not happen in a civilized world. Human frailty is brought to the fore by the greed and ambition of the terror organization, stripped of religious embellishment. Hamas wants to drive out the Israelis and establish a kingdom to rule over the Palestinians. A spokesperson of the Israeli Defense Forces said resolute action is necessary against Hamas to end its reign of terror and prevent the recurrence of its recent attack on civilians. The surprise assault on 7 October resulted in the slaughter of 1,400 mostly civilian Israelis. Israel then declared war on Hamas, which rules the Palestinian government, vowing to hold it accountable for the massacre. Hamas uses treachery and guile, digging bunkers and underground communities in civilian areas to evade the Israeli forces. The terror group uses the propaganda mill to elicit tacit support from countries with anti-Israel sentiments. It uses the Israeli airstrikes on its facilities that cause civilian casualties as leverage to get the Israeli operations to stop. The UN, as the organization relied on to keep the peace in the region, has failed to provide a fair and rational solution to the conflict. NGOs question occupational permits given to prostituted women
NGOs in Davao City question the occupational permits given to prostituted women, stating that selling one's body for sex should not be classified as legitimate work. Referring to prostituted women as 'pokpok' or 'sex workers' only exacerbates discrimination against them, rather than addressing the root cause of the issue. Jeanette Ampog, executive director of Talikala Incorporated, argues that the term 'sex workers' fails to accurately portray the exploitative situations these women face, and instead, glamorizes their predicament. There are existing laws against prostitution, such as Republic Act (RA) Number 11930 (Anti-Online Sexual Abuse or Exploitation of Children), RA 7610 (Special Protection of Children Against Child Abuse), RA 9710 (Magna Carta of Women), and a local ordinance in Davao in its second reading for OSAEC, but Ampog expressed hope that it would pass the final reading. This, she believes, would signal the commitment of the Local Government Unit (LGU) of Davao to fund programs for prostituted women. 5 vote buying DQ cases filed by Comelec, warns LGU of prohibitions
The Commission on Elections has begun filing petitions against the Barangay and Sangguniang Kabataan Elections candidates allegedly involved in vote buying on 6 October. Out of the 40 complaints being investigated, the Comelec poll board submitted five disqualification petitions, according to Comelec Deputy Executive for Operations Rafael Olano. He added that the Committee on Vote Buying has received complaints from the public on various platforms, including Facebook and messages which contained screenshots or images. "All of these complaints came from voters. We verified and evaluated them for possible filing of disqualification cases “he said. Olano confirmed that one of the five candidates under investigation for disqualification is involved in a BSK bet showing up at a local government unit aid distribution, which he claimed to be qualified as vote buying. “There were local government officials, mayors distributing relief but the BSKE candidate was present and was allowed to speak," he said. After the official filing of candidacy, it was claimed that another BSK candidate distributed financial aid out of his pocket. Prior to the election, the poll body warned candidates of its strict measures which prohibit the distribution of ballers, t-shirts, caps, and anything else of worth under the suspicion of vote buying and selling. Comelec Commissioner Ernesto Ferdinand Maceda Jr. reminded LGU officials to be aware of such prohibitions during a separate briefing. "If they conduct assistance programs, they should not let BSKE candidates join them, lest they be disqualified,” he said. Maceda added that the Comelec would consider potential reinforcing techniques if similar incidents persist as the campaign period drew closer. “We will study how to reprimand them or take appropriate actions,” he said. In the end, Maceda stressed that the poll body is “dead serious” about its exclusion warning in order to assure not just the validity and honesty of the BSK polls but also to raise the bar for campaigning standards across the nation and the importance of each BSK candidate’s character. As of Friday, the Task Force Anti-Epal had filed an additional 10 disqualification petitions against candidates who were allegedly involved in premature campaigning while the Committee on Kontra Bigay had filed five disqualification cases for vote buying. Overall, there are 82 petitions for premature campaigning, 5,169 show cause orders, and 1,132 responses from the BSK bets.
