COMELEC reports second shooting incident of BSKE candidate
Commission on Elections chairman George Erwin Garcia announced on Friday that a candidate has been shot in Quezon Province. Garcia said they have monitored an ambush in General Luna, Quezon. “We have monitored an ambush in Quezon recently, the barangay chairman was taken in the hospital,” Garcia said. According to the report of the Quezon Police Provincial Office, the identified victim was Ruben Ilagan Pasia, 63, a resident of Barangay Malaya, General Luna, Quezon, and a running candidate for barangay chairman. This is the second BSKE candidate who has been shot in October. The first victim was running for barangay councilor in Bucay, Abra. “It’s sad because the election is almost two days away. Therefore, the increasing number of violence may not be election-related, other criminals are actually on it. We could not distinguish if it was election-related. What is important is for the police to be alert,” Garcia said. As of 26 October, the COMELEC Anti-Epal Task Force issued 272 show cause orders for illegal campaigning and filed petitions for disqualification against 10 candidates in violation of premature campaigning and three candidates against illegal campaigning. Bong Go joins Asian Games send-off; renews advocacy for athletes’ welfare
Senator Christopher "Bong" Go recognized athletes, coaches, and sports officials for their contributions to Philippine sports and their crucial roles in representing the nation on the international stage, during the send-off ceremony on Monday, 18 September, at the Philippine International Convention Center (PICC) in Pasay City, for Filipino participants in the 19th Asian Games and 4th Asian Para Games in Hangzhou, China. “Today, we gather here not only to celebrate the excellence of our athletes but also to bid them the best of luck as they embark on a journey to represent our great nation at the 19th Asian Games and 4th Asian Para Games in Hangzhou, China," said Go. Go took the opportunity to shed light on his proposed Senate Bill No. 2116, which aims to amend Republic Act No. 10699, also known as the National Athletes and Coaches Benefits and Incentives Act. "This bill which I authored carries the potential to bring about positive change in the lives of our athletes, particularly our para-athletes," he said. Go emphasized the need to increase the incentives for para-athletes, stating, "Sana po’y ma-increase naman rin po ang kanilang incentives na natatanggap dahil ‘yung honor po na dala nila sa ating bayan, pareho naman po ‘yong gold, silver, bronze at pinaghirapan rin po nila." The proposed measures seek to upgrade the incentives for para-athletes. This bill intends to provide equal opportunities and recognition to all athletes, thereby promoting inclusivity and diversity in sports. "The heart of this legislation is inclusivity and equality. It aims to elevate or increase the incentives for our para-athletes," he mentioned. Go, vice chairperson of the Senate Committee on Finance said he continues to advocate for additional budget for sports programs under the Philippine Sports Commission (PSC). "During the budget deliberation last year, ang ipinasa po na budget ng PSC more or less about P200 million. Ako po mismo sa Senado bilang inyong chairman po ng Committee on Sports and as vice chair ng Committee on Finance, isinulong ko talaga na madagdagan po ng P1 billion po ang pondo ng Philippine Sports Commission," he said. He revealed that during the budget deliberations last year, he sponsored and successfully secured financial support for athletes participating in international competitions such as the 2023 Southeast Asian Games, which took place in Cambodia, and the forthcoming Asian Games in China. He also disclosed the allocation of P50 million through the PSC for the Asian Games, along with P30 million specifically for Asian para-games. Go also highlighted the importance of collaboration between the government and the private sector in achieving sports excellence. "’Pag nagsama ang gobyerno at pribadong sektor, walang imposible.” Meanwhile, in his speech, the senator also touched on the state of sports facilities in the country, emphasizing the need for comfortable training grounds for athletes. "Ako, sa abot ng aking makakaya ay tutulong po ako sa ating mga sports program ng ating bansa," he assured. In line with his focus on grassroots sports development, Go also spoke about the National Academy of Sports (NAS), a fully operational institution located in New Clark City in Tarlac. "Ngayon po pwede na pong mag-aral at the same time mag-training, training at the same time mag-aral diyan po sa National Academy of Sports," he said. This initiative aims to ensure that athletes do not have to sacrifice their education for their sports careers. Former president Rodrigo Duterte signed RA 11470 in June 2020, which provides for the establishment of the NAS System and its main campus. Go was an author and co-sponsor of the measure. Go is also prioritizing the institutionalization of the Philippine National Games (PNG) as a platform to scout and recruit athletes for the national pool. He filed SBN 423, or the proposed PNG Act, which seeks to create a nationwide platform for athletes, particularly the youth, to display their abilities. During the ambush interview, Go also emphasized the importance of grassroots programs in encouraging youth to engage in sports and lead a healthy lifestyle. "Grassroots program, it's one way na ma-e-engganyo natin ang ating mga kabataan to get into sports, stay away from drugs, and to keep us healthy and fit," he said. He further elaborated on the connection between sports and health, saying, "Malaking bagay na fit tayo. Ang importante rin sa akin bilang chairman ng Senate Committee on Health, dalawa po 'yan. Importante sa akin ang sports at health. Magka-connect ang dalawang ito dahil para sa akin, kapag fit ka, healthy ka. Pangalagaan po natin ang kalusugan ng bawat isa. Katumbas ng kalusugan ay buhay ng bawat Pilipino." Toward the end of his speech, Go expressed his gratitude to President Ferdinand Marcos Jr. for his unwavering support for Filipino athletes. "Salamat po mga athletes. And of course, gusto ko rin pong pasalamatan ang suporta po sa atin ng ating mahal na Pangulong Bongbong Marcos sa suporta niya sa SEA Games, sa Asian Games, at sa lahat pa po ng future competition," he said. Go likewise extended his thanks to PSC Chairman Dickie Bachmann, Philippine Olympic Committee President Abraham Tolentino, and the Philippine Paralympic Committee President Michael Barredo for their ongoing support and contribution to the athletic community. He likewise thanked the athletes, para-athletes, and coaches for their dedication and sacrifices in training. "Athletes, para-athletes, coaches salamat po sa inyong lahat, sa inyong sakripisyo sa pagte-training. Alam kong ito na po ‘yung panahon na inaantay natin," Go said. As the athletes prepare for their journey to Hangzhou, China, Go assured them of his full support. "To our athletes, I know that we stand with you every step of the way. We believe in your potential, and we are confident that you will make our country proud on the international stage," he concluded. The upcoming Asian Games will be held in Hangzhou, China, from September 23 to October 8. The event was originally scheduled for 2022 but was postponed due to the COVID-19 pandemic. Teves, cohorts facing charges for Degamo slay; warrants out soon
Criminal charges have been filed against suspended Negros Oriental congressman Arnolfo Teves Jr. and four of his cohorts for the killing of Governor Roel Degamo and nine others in an ambush attack in March. This was confirmed by Department of Justice spokesperson Mico Clavano in a news forum in Quezon City on Saturday. Clavano said murder, frustrated murder, and attempted murder cases were filed before the Manila Regional Trial Court on 18 August while the warrant of arrest against Teves is expected to be out “in the next few days.” Teves was tagged as the mastermind of the crime against Degamo. “‘Yung Degamo case po ay na-i-file na rin po sa Manila. ‘Yun po ay nasa korte na rin at hinihintay na lang po natin ang (The Degamo case has already been filed in Manila. It’s in the court already and we are awaiting the issuance of a) warrant of arrest,” Clavano said, noting that similar criminal cases were already filed against eleven other suspects last July. In 2019, criminal charges were also filed before the Bayawan City RTC Branch against Teves and others due to the number of social injustices and killing incidents in Negros Oriental. Following the investigation of the brutal attack against Degamo and nine others in his residence in Pamplona town as well as other political killings in the province, the Anti-Terrorism Council recently designated Teves and 12 others as “terrorists.” Clavano said the DoJ is requesting the transfer of the trial venue in Manila. “Gusto natin na neutral ground ang magiging venue para sa kaso (We want the venue for the case to be in a neutral ground),” he said. Manhunt on vs missing POGO suspect
Department of Justice Undersecretary and spokesperson Atty. Mico Clavano yesterday disclosed that a tracker team has been formed to search for the missing Chinese national allegedly involved in the operations of a Philippine Offshore Gaming Operators in Pasay City. Clavano said in an ambush interview during the culminating event at the National Bilibid Prison that there is allegedly a missing Chinese national from the Pasay raid site in Rivendell. He said the tracker team will include members of the National Bureau of Investigation and the Bureau of Immigration’s Fugitive Search Unit. The DoJ official said they are doing everything in order to recapture the missing Chinese national from POGO. The spokesperson said the individual was among the 27 individuals who were recommended to be charged for violation of the Cybercrime Prevention Act. He said that the Chinese national was detained at the POGO facility in Pasay. “We don’t have a complete handle on all the exit and entry points. There are many windows and emergency doors that, well, we have put guards there but we don’t know them as well as the scammers know them,” Clavano said. Authorities must look into who is guarding the room of the said employee as members of the Presidential Anti-Organized Crime Commission, the Philippine National Police, the NBI, and FSU were present. The lawyer of the Chinese national is also looking for her client. “They informed me wala na sa custody nila yung isa where in fact, supposed to be he is detained,” Atty. Gloria Quintos said. Quintos said she could not confirm whether his client had escaped. The post Manhunt on vs missing POGO suspect appeared first on Daily Tribune......»»

Ipilan mining cease order backed
Puerto Princesa City, PALAWAN — Anti-mining supporters in a Southern Palawan town gathered Monday morning for a celebratory motorcade and assembly to rally behind the implementation of the cease-and-desist order issued by the National Commission on Indigenous Peoples against the mining activities of Ipilan Nickel Corporation. The motorcade started from Barangay Calasaguen and passed through Barangay Maasin, the location of Ipilan’s mining operations in Brooke’s Point town, and proceeded to the poblacion area to the Octagon Plaza. They said that the move aims to increase awareness about the purpose of the CDO directed at the mining company and organizer Job Lagrada expressed gratitude to all attendees and stressed the significance of united efforts in the ongoing struggle. “The objective of this is to communicate to all of you the purpose of this CDO issued against INC. Thank you to all who participated in this activity for your continuous fight, and now we’ve been heard,” Lagrada said. Gil Valdestamon, a farmer from Barangay Aribungos supporting the anti-mining cause, also conveyed a message during the rally. Valdestamon is among the farmers opposing Ipilan’s operation, believing it will cause significant harm to Brooke’s Point, particularly the Mt. Mantalingahan Protected Landscape where Ipilan’s mining operation is said to have encroached. “May this be a great help for us, we’ve been heard. Let’s stay united to continue our fight; we need to stand together,” Valdestamon said. Meantime, Vice Mayor Mary Jean Feliciano — a strong advocate against mining -- emphasized that the journey to uphold the writ of kalikasan and the CDO had only just begun. She also urged the youth to join the fight and make their voices heard, sharing her own experience of suspension due to accusations of abusing power. “This writ of kalikasan and CDO are really just the beginning; the journey is far from over. Let’s fight for this. To the youth, stand up for this. You remember, I was suspended because they said I abused my mayoral powers,” Feliciano said. “Even though the law is good, if this is how it’s interpreted, where else can I turn? I’ve done nothing but pray, and my daily prayer is that they won’t be given silence because what they’re doing is wrong,” she added. She also discussed concerns about the Department of Environment and Natural Resources and the Mines and Geosciences Bureau, highlighting past resolutions that have been proposed. Feliciano questioned why the mining activities of Ipilan, operating without proper permits and compliance, had not been adequately addressed. “The DENR, MGB, we’ve had numerous resolutions since then. This is the mine without permits, without CP. Why haven’t you taken action?” Feliciano said. Last week, Ipilan acknowledged the Supreme Court’s decision to issue a writ of kalikasan as the ruling offers them an opportunity to address and refute repetitive baseless allegations, which have consistently been disproven by various government entities. According to the mining company, the ruling does not disrupt Ipilan’s activities since the request for a Temporary Environmental Protection Order has been declined. It added that it contrary to claims, they refrained from mining within the overlapping area in Mt. Mantalingahan, and that allegations related to tree-cutting activities were conducted under the authority of a valid permit, upheld by the court. Ombudsman asked to audit LRTA
The Office of the Ombudsman has asked the Commission on Audit for its action on a complaint involving former and current officials of the Light Rail Transit Authority regarding a multi-million propulsion and monitoring system project for LRT 2 train sets, the advocacy lawyer who filed the complaint told the press Friday. Anti-graft advocate, lawyer Atty. Gerry Francisco said assistant ombudsman Atty. Pilarita Lapitan endorsed to CoA chairperson Gamaliel Cordoba the case against LRTA administrator Hernando Cabrera, former LRTA administrator and now Philippine National Railways general manager Jeremy Regino, as well as Santos Abrazado, Paul Chua, Jose Jobel Belarmino, Federico Canar, Jr., Cesar Legaspi, Hilfred Tusing and Aylwinston Pillos. Included as private respondents were representatives of LRTA contractors Multiscan, Brownsteel and Worldleaders, namely Yollee Ong-Ramos, Joseph Ramos, Ma. Grazia Lee, and two other Koreans of Woo Jin Corporation. On 15 August, the Office of the President received a copy of the criminal and administrative complaint supported with copies of LRTA’s internal documents that were provided to Francisco by well-meaning LRTA employees. In his letter to His Excellency Ferdinand Marcos Jr., Francisco expressed his overwhelming support for the President’s quest to rid the corrupt out from the ranks of the government. “I have to provide the Office of the President a copy of the complaint as a number of the respondents are Presidential appointees,” Francisco said. “These documents show how these officials and suppliers had conspired in their criminal conduct. In one transaction alone, wherein such criminal conduct violated the guidelines in the implementation of government contracts, the LRTA incurred losses that amounted to hundreds of millions of precious rail revenues of the LRT 2 system just to give undue benefits to LRTA suppliers,” Francisco added. Governance Commission for Government Owned or Controlled Corporations chairperson Marius Corpus has also received the copy of the complaint. PNP wants calls, texts bared
The Senate Committee on Public Order and Dangerous Drugs is considering amending Republic Act 10175, or the Cybercrime Prevention Act of 2012, to allow the disclosure of computer data, including the content of communications such as calls and text messages, of individuals who are subjects of case investigations. The suggestion came during a public hearing on the ambush of Aparri Vice Mayor Rommel Alameda in Nueva Vizcaya last 19 February. P/Lt. Col. Christopher Luyun, officer in charge of the Philippine National Police Anti-Cybercrime Unit of Cagayan Valley, cited restrictions in RA 10175 as one of the challenges in the investigation of the ambush attack against Alameda and five others. Luyun said they had applied for a warrant to disclose computer data from the phone number of Mayor Bryan Chan, who is among the persons of interest in the case. However, Globe Telecommunications, the service provider for Chan’s phone number, initially said they did not have the equipment to save traffic data. When the warrant was amended and reapplied, Globe submitted traffic but not content data. Traffic data refers to computer data other than the content of the communication, such as the communication’s origin, destination, route, time, date, size, duration, and type of underlying service. Dela Rosa: Amend cybercrime law to check suspects’ mobile data
The Senate Committee on Public Order and Dangerous Drugs is eyeing amendments to Republic Act 10175 or the Cybercrime Prevention Act of 2012 to allow the disclosure of computer data, including the content of calls or text messages by individuals who are subjects of case investigations. This suggestion came during Monday’s public hearing on the ambush of Aparri Vice Mayor Rommel Alameda in Nueva Vizcaya last 19 February, where Lt. Col. Christopher Luyun, officer in charge of the Philippine National Police-Anti-Cybercrime Unit of Cagayan Valley cited restrictions provided in RA 10175 as among the hurdles hampering the probe into the ambush of Alameda and five others. "We applied for a warrant to disclose computer data doon sa number ni Mayor Chan based sa affidavit ni Mrs. Alameda. However, noong una, sinagot ng (telecommunications firm) Globe na they don't have the equipment to save ‘yung traffic data. Pero nung inamend ‘yung warrant, nag-reapply kami Sir, nag-submit naman ‘yung Globe pero walang content" (At first, Globe responded saying they didn't have the equipment to save traffic data. But when we amended the warrant and reapplied, Globe submitted but there was no content), Luyun told the committee chaired by Sen. Ronald "Bato" Dela Rosa. Aparri Mayor Bryan Chan was among the persons of interest in the attack on Alameda and his five companions in Purok 5, Sitio Kinakao, Baretbet, Bagabag, Nueva Vizcaya. Under Section 14 of RA 10175, “law enforcement authorities, upon securing a court warrant, shall issue an order requiring any person or service provider to disclose or submit, within 72 hours from receipt of such order, subscriber’s information, traffic data or relevant data in his/its possession or control, in relation to a valid complaint officially docketed and assigned for investigation by law enforcement authorities, and the disclosure of which is necessary and relevant for the purpose of investigation.” Traffic data or non-content data refer to any computer data other than the content of the communication, including, but not limited to the communication’s origin, destination, route, time, date, size, duration or type of underlying service. "So maybe i-amend natin ‘yang batas na ‘yan na pagdating sa investigation ng isang krimen ay dapat obligado ang service provider like Globe to disclose to the investigating agencies ‘yung contents ng kanilang cellphone" (Maybe we should amend that law when it comes to the investigation of a crime, so service providers like Globe should be required to disclose to the investigating agencies the contents of their cellphone), Dela Rosa said. The committee also tackled several measures requiring the installation of closed-circuit television, the proposed Law Enforcement Body-worn Camera Act and the Checkpoint Regularization Act. Fighting AI child abuse
PLDT and Smart advocate for stronger cooperation among peers and the government to combat online sexual abuse and exploitation of children as criminals turn to new technologies to share child abuse imagery online. “PLDT and Smart urge fellow child rights and child safety advocates to work together to come up with impactful anti-OSAEC programs that are adaptive to the rapidly changing environment,” said Angel Redoble, chief information security officer of PLDT and Smart. The UK-based Internet Watch Foundation has confirmed sighting of AI-generated child sexual abuse images. Of the 29 reports it investigated between 24 May and 30 June, the organization confirmed seven URLs (uniform resource locators) containing AI-generated CSAEM. IWF further says that some examples are so life-like they would be indistinguishable from real imagery to most people. The post Fighting AI child abuse appeared first on Daily Tribune......»»
IACAT-11 reopens at Davao airport
DAVAO CITY — To intensify its campaign at eliminating trafficking in person and other diverse types of exploitation, the Inter-Agency Council Against Trafficking-11 reopened its office at the Davao City International Airport on 14 July. The reopening of the office is a result of a joint endeavor aimed at eliminating TIP and diverse types of exploitation — including sexual exploitation, prostitution, pornography/online sexual abuse or exploitation of children, illegal recruitment and forced labor. It will also serve as a vital hub for coordination, information sharing, and implementing strategies to protect vulnerable individuals. In a presentation, Barbara Mae Flores, the deputy regional prosecutor of the Regional Prosecution Office 11 and the chief of operations IACAT-11 Anti-TIP Task Force said they established the office at the DIA since traffickers use commercial planes in transporting victims. “Airports may be our last chance of visibility and protection. Knowing where and/or how to report suspected TIP incidents is one step in eliminating TIP,” said Flores, adding that they will also be putting up a help desk as an effective prevention of TIP through the improvement of intelligence, surveillance and monitoring activities. “For a timely apprehension of traffickers and interception/rescue of victims and as an immediate assistance to victims or potential victims as well as create and maintain a database and advocate against TIP inside airports,” Flores said. Getaway car on journo ambush recovered
The Quezon City Police District on Thursday revealed that the getaway vehicle used in the shooting of Remate Online News staff Joshua Abiad was recovered in Nueva Ecija. QCPD director P/Brig. Gen. Nicolas Torre III said that the vehicle — a Toyota Vios with plate number NFE 5678 — was recovered at Purok 4 in Barangay San Anton, San Leonardo, Nueva Ecija on Wednesday evening. “An informant tipped it off,” Torre told the Daily Tribune regarding the authorities’ lead on the whereabouts of the vehicle. He added that the plate number attached to the getaway vehicle was discovered hidden at the left side corner underneath the matting of the car’s compartment and it was found out that the plate number was registered to a different vehicle. The development comes after one of the gunmen Eduardo Almario Legazpi II, also known as “Bingbong” was nabbed by authorities. Legazpi also claimed that a certain Nanad, a former barangay chairperson, is allegedly the mastermind behind the ambush. Torre said the village chairperson blamed Abiad as the source of negative information against him. Manhunt operations are still being conducted by joint operatives of Criminal Investigation and Detection Unit; District Anti Carnapping Unit; District Intelligence Division and District Special Operations Unit that also recovered the suspects’ get-away vehicle. LGBTQI+ members trustworthy, says survey
A recent survey conducted by the Social Weather Stations revealed that most Filipino adults believe that gays and lesbians possess the same level of trustworthiness as any other Filipino. The private pollster’s First Quarter 2023 Social Weather Survey, which took place from 26 to 29 March coincided with the upcoming nationwide pride marches, which aim to celebrate the freedom to love and advocate for the enactment of the sexual orientation, gender identity, and gender expression or the SOGIE Equality bill. According to the survey, an overwhelming majority of 79 percent, approximately 4 out of 5 Filipino adults, agreed that “members of LGBTQI+ or Lesbian, Gay, Bisexual, Transgender, Queer and Intersex, are just as trustworthy as any other Filipino” and this figure demonstrates a significant increase compared to a previous SWS survey conducted in September 2013, where only 67 percent of respondents agreed with the same statement. Regarding whether gay individuals or lesbians have made substantial contributions to the progress of society, 73 percent of respondents agreed. In the 2013 survey, only 54 percent of participants agreed with this statement. In addition to the favorable findings regarding attitudes towards gays and lesbians, the survey also revealed that 43 percent of the participants believed that sexually transmitted diseases, including HIV/AIDS, were limited to individuals within that community. Furthermore, the poll indicated that 40 percent of respondents desired for their gay or lesbian family members to undergo a transformation and become heterosexual individuals. Additionally, the survey disclosed that 26 percent of participants held the belief that being gay or lesbian is contagious. Meanwhile, many Filipino adults agreed that “Muslims are equally trustworthy to any other Filipino.” This year’s SWS survey revealed that about 65 percent of Filipinos agreed with the said notion. This is a high jump from September 2013’s 44 percent figure or not even half of the respondents. Based on the 2020 census by the Philippine Statistics Authority, approximately 6.4 percent of the Philippine population identifies as Muslim. As a religious minority within a predominantly Catholic country, some Filipino Muslims have faced challenges such as anti-Muslim comments from politicians and micro-aggressions from non-Muslim individuals. The survey asked 1,200 Filipino adults nationwide about their perceptions about gays, lesbians and Muslims in the country. BARMM Governors Caucus, for what?
As this column had predicted, it was bound to happen. There is no stopping the confrontation between the leadership of the Bangsamoro Regional Government, dominated by the Moro Islamic Liberation Front, and the incumbent governors in the region. It’s a clash between status quo and change. The emerging Moro leaders in the region were personified by the governors advocating reforms versus the well-entrenched dynasties. Everything pointed to it happening. They can swear to high heavens that no such thing will happen, but their actions betray their intentions. This column sees them as being civil to each other only for public consumption. But below the sea of calm is a raging current with each side preparing to unleash their powers. Their body language says it all. A political showdown is imminent for what Moro political opinionist, Sultan Pangnal Datu Ramos, describes as a Battle Royale. In a move that was nothing but an alignment and consolidation of political forces, the five elected governors in the BARMM convened what they conveniently called the “BARMM Governors Caucus (BGC)” in Cagayan de Oro City on 6 June. Present were Mamintal “Bombit” Adiong Jr. (Lanao del Sur) who played host, Abdusakur Tan (Sulu), Bai Mariam Mangudadatu (Maguindanao del Sur), Ysmael Sali (Tawi-Tawi), and Malusso Mayor Hanie Bud, president of the Basilan League of Municipalities, representing Governor Hadjiman Hataman-Salliman. This was not the first time they met. In fact, after every major political development in the region that they saw as a threat to their political sway over their turf, they met and made known their position which was not always in sync with that of the BARMM leadership. In a press statement heavy with motherhood phrases meant for public consumption, they claimed that the BGC is “a platform that will advocate and promote the issues our constituents have identified as critical. The Caucus will engage in dialogue toward greater cooperation and collaboration with the national and regional governments and multisectoral groups.” If their intention is honest and true, why did they not involve the BARMM as the immediate tier in the governance set-up in addressing critical issues? Why sideline the regional government which could help them promote the interest of their public? Why was the newly appointed governor of Maguindanao del Norte not invited to the caucus? Is it because he is identified with the leadership of the BARMM having been a senior minister before his appointment by the President? If they wanted a dialogue, why didn’t they involve national and regional officials or their representatives in the forum? The manifesto likewise said that “the Caucus is committed to supporting the peace process and the BARMM. But of course, who would want unpeace? A disruption of the peace will adversely affect their decades-old dynasties. Their actions belie their claim of support for the BARMM. They look at BARMM as nothing but a threat to their political grip on their individual fiefdoms. The BGC is the sum of past dialogues and meetings of these governors with the agenda manifestly not in tandem with the interest of the BARMM leadership. When BARMM was being conceptualized and was later submitted for legislation, Gov. Tan challenged the move before the Supreme Court and when the BARMM officials lobbied for the postponement of the parliamentary election which led to the extension of their terms of office, most governors opposed it. And they likewise opposed certain provisions of the Bangsamoro Electoral Code which was passed by the regional parliament over their objection. The recent ambush of Gov. Adiong alerted these governors to a serious threat to their leadership and they decided to band closer together to protect their political interests. They raised concerns about the non-completion of the decommissioning process, which has allowed the armed MILF to continue carrying their firearms in public with impunity. How can you face and win over an enemy whose followers are allowed by the government to pack six shooters? This scenario could definitely put the MILF’s Bangsamoro Justice Party at a huge advantage. These factors and many more gave birth to the Caucus. More on this in my next column. amb_mac_lanto@yahoo.com The post BARMM Governors Caucus, for what? appeared first on Daily Tribune......»»
Target of the right, George Soros hands reins to son
As George Soros passes control of his philanthropic empire to his son, the legendary investor and democracy advocate remains subject to unrelenting and often anti-Semitic attacks from the right. Under the transition, Soros, 92, will hand the reins to his 37-year-old son Alexander Soros, according to a Wall Street Journal interview with both men. The shift comes as the elder Soros remains one of the far right's favorite targets. He has been baselessly blamed for propagating migrant crises in Europe and on the southern border of the United States, as well as for orchestrating mass protests against police brutality after the 2020 killing of George Floyd. Soros's army of haters has included right-wing politicians like Florida Republican Governor Ron DeSantis, the media figure Tucker Carlson and Tesla Chief Executive Elon Musk, who tweeted in May 2023 that Soros "wants to erode the very fabric of civilization" and "hates humanity." Soros is known for his financing of the Open Society Foundations, which has supported reforms to liberalize economies, establish governance norms, protect minorities and refugees, and promote freedom of expression. These endeavors followed some wildly successful investment decisions, as in 1992 when Soros bet against the British pound shortly before it was devalued. A leading British newspaper dubbed Soros "the man who broke the Bank of England" over a move that allowed him to pocket $1 billion. The episode won Soros' respect in the financial world, but he also became a much-feared figure among government finance ministers. Progressive causes Born in August 1930 in Budapest, Soros's Jewish family used false papers to pass as Christian during the Nazi occupation of Hungary in 1944 and 1945. "I learned at an early age how important it is what kind of political regime prevails," Soros said in 2019. After the establishment of communism in Hungary, Soros left for London in 1947, obtaining degrees from the London School of Economics before moving to New York in 1956. Soros launched his own speculative fund in 1970, a step in building his wealth to an estimated $6.7 billion, according to Forbes; the figure does not include the $18 billion Soros transferred to his foundations in 2017. He began steering some of his wealth to philanthropy in 1979, backing Black students in apartheid-era South Africa and political dissidents in Central Europe. His activities expanded considerably after the end of the Cold War. In the United States, for example, Soros has supported the progressive side on a host of hot-button issues, including criminal justice reform, same-sex marriage, and the decriminalization of marijuana. A father of five, Soros studied in London under his mentor Karl Popper, a champion of open society and fierce critic of totalitarianism. Intensifying criticisms As Soros broadened his support of politically progressive candidates and philanthropic endeavors in the 2010s, he was met with more virulent criticism, often tinged with anti-Semitism. In 2018, following attacks by the nationalist Prime Minister Viktor Orban, Soros shuttered the Budapest branch of the OSF and moved staff to Berlin. Later that year, Soros was named Person of the Year by the Financial Times, a recognition of his role as "the standard bearer of liberal democracy and open society." But the newspaper also alluded to the ugliness of Soros's legion of haters, noting, "There are so many anti-Semitic conspiracy theories targeting Mr. Soros that it is difficult to keep count." In terms of his record in finance, Soros has experienced setbacks in addition to glory. He lost money in the 1987 stock market crash and in the 1998 Russian currency crisis. He has also found himself in the crosshairs of the law. In 2002, Soros was convicted of insider trading in France for trades of Societe Generale, and in 2009 in Hungary, in a market manipulation case. Soros's funds have continued to speculate, with investments running the gamut from new technologies to housing to physical commodities. But Soros has also spoken of the need for strict regulation of markets. Soros has described his efforts as a kind of responsibility. "My success in the financial markets has given me a greater degree of independence than most other people," he wrote in 2011. "This obliges me to take stands on controversial issues when others cannot." The post Target of the right, George Soros hands reins to son appeared first on Daily Tribune......»»
Kuya Bong pushes advanced nursing education measure
Recognizing the pivotal role of nurses in healthcare and in a move to elevate the nursing profession in the country, Senator Christopher Lawrence “Bong” Go continues to advocate for measures that will ensure the welfare of healthcare workers and improve their working conditions. In an ambush interview after his visit to Naga City, Camarines Sur on Saturday, Go stressed that healthcare workers deserve fair remuneration that reflects their invaluable service as he pushed for the provision of benefits and incentives to help nurses and encourage them to remain in the country. To recall, Go authored and co-sponsored RA 11466, or the SSL5 in 2019 to give nurses and other civilian government employees their fifth round of salary increases broken down in tranches. In the same year, he also ensured that enough funding was allotted for the implementation of the 2019 Supreme Court decision that upheld Section 32 of the Philippine Nursing Act of 2002, which sets the minimum salary grade of the Nurse I position at SG-15. In addition, the senator continues to push for the advancement of nursing education through his proposed Advanced Nursing Education bill. Go stressed that the nursing education in the country has long been acknowledged as a strong foundation for producing competent and compassionate healthcare professionals. However, with the rapidly changing healthcare landscape, it has become crucial to update the curriculum and training methods to meet the demands of modern healthcare practices while encouraging nurses to serve their communities and stay in the country. The proposed “Advanced Nursing Education Act of 2022” seeks to protect and improve the nursing profession by instituting measures that will result in relevant nursing education for better career prospects and a dignified existence for our nurses. Go’s proposed measure will require the establishment of standard basic and graduate programs for nursing education, to be established in Commission on Higher Education-accredited institutions of higher learning. Under the basic program, students will be mandated to undergo community integration and immersion to encourage them to work in various communities. Meanwhile, a graduate program will be built on the experiences and skills of the nurses towards mastery, expertise and leadership in practice, research and education. Bong Go fights for nurses’ welfare
Recognizing the pivotal role of nurses in healthcare and in a move to elevate the nursing profession in the country, Senator Christopher “Bong” Go continues to advocate for measures that will ensure the welfare of healthcare workers and improve their working conditions. In an ambush interview after his visit to Naga City, Camarines Sur on Saturday, June 3, Go stressed that healthcare workers deserve fair remuneration that reflects their invaluable service. He likewise pushed for the provision of benefits and incentives to help nurses and encourage them to remain in the country. “Alam n’yo, nu’ng nakaraang 18th Congress, isa po ako sa author at co-sponsor po ng Salary Standardization 5. At nagkaroon tayo ng SSL 5 kung saan po itinaas ang sweldo ng lahat ng government workers. At hopefully po magkaroon pa sana ng SSL 6 para po matulungan pa ang ating mga government workers na tumaas pa ang sweldo, including na po itong mga (public) healthcare workers natin,” cited Go. Go authored and co-sponsored RA 11466, or the SSL5 in 2019 to give nurses and other civilian government employees their fifth round of salary increases broken down in tranches. In the same year, he also ensured that enough funding was allotted for the implementation of the 2019 Supreme Court decision that upheld Section 32 of the Philippine Nursing Act of 2002, which sets the minimum salary grade of the Nurse I position at SG-15. The proposed "Advanced Nursing Education Act of 2022" seeks to protect and improve the nursing profession by instituting measures that will result in relevant nursing education for better career prospects and a dignified existence for our nurses. “Dapat po ay bigyan natin sila ng tamang kompensasyon para hindi na sila umalis na po, mangibang bansa dahil naintindihan ko naman na kailangan nilang magtrabaho sa ibang bansa dahil napakalaki talaga ng sweldo, ng diperensya ng sweldo dito sa ating bansa kumpara po sa ibang bansa. So, the more na dapat nating tulungan ang ating mga nurses,” Go emphasized. “At mayroon din po akong nai-file sa Senado itong Advance Nursing Education Bill para po sa karagdagang curriculum upang mahikayat natin silang magtrabaho dito sa ating bansa, sa Pilipinas. Maisama po ang iba pang curriculum, ‘yung community integration at immersion po, karagdagang kaalaman din iyon,” he explained. Go’s proposed measure will require the establishment of standard basic and graduate programs for nursing education, to be established in Commission on Higher Education (CHED)-accredited institutions of higher learning. Under the basic program, students will be mandated to undergo community integration and immersion to encourage them to work in various communities. Meanwhile, a graduate program will be built on the experiences and skills of the nurses towards mastery, expertise and leadership in practice, research and education. ### The post Bong Go fights for nurses’ welfare appeared first on Daily Tribune......»»
Bong Go supports reimposition of death penalty for crimes involving illegal drugs
Sen. Bong Go, on Sunday, 28 May, reiterated his support for the reimposition of the death penalty in cases involving heinous crimes related to illegal drugs. In an ambush interview after personally aiding struggling residents in Sariaya, Quezon, Go emphasized the need to instill fear in criminals and highlighted the devastating impact of drug-related offenses on countless innocent lives and families. "Alam n'yo, basta involved sa heinous crime, dapat talaga lethal injection. Kailangan takutin mo talaga. Alam mo kung bakit? Ito, ang drogang ito, ilang buhay po ang wawasakin nito. Bawat gramo, bawat kilo, ilang buhay po ang sisirain? Ilang pamilya ang sisirain?" Go stated firmly. He stressed that the death penalty, if implemented, can be a deterrent to heinous crimes. Go said that there should be consequences for those who take the lives of others. "Sang-ayon po ako d'yan para takutin talaga. Hindi lang takutin, talagang tuluyan mo ang mga tao na walang ginagawa kundi pumatay din ng tao. Kasi kapag pumasok ka sa droga, sisirain mo, wawasakin mo ang buhay ng kapwa mo Pilipino," he reiterated. The senator then highlighted the efforts of former president Rodrigo Duterte to combat the illegal drug trade and the ensuing problems it brought to society. According to Go, when drugs flood the streets, crime and corruption inevitably follow. "Kaya ganun na lang po ang galit ni (dating) pangulong Duterte sa iligal na droga. Kapag pumasok po ang droga, papasok po ang kriminalidad, papasok po ang korapsyon. Mabibili po 'yan. 'Yan po ang kinatatakutan natin dito, kapag bumalik po ang iligal na droga, hindi na po magiging safe maglakad ang mga anak natin," said Go. During the Senate Committee on Public Order and Dangerous Drugs hearing on Tuesday, Go inquired with the PNP leadership regarding their stance on potentially appointing former president Duterte as the country's anti-drug czar, taking into account the significant decrease in crime rates during his term. Go mentioned that the former president would be a valuable asset in the role, saying, "Ibig sabihin ang kailangan dito ay talagang kamay na bakal, takutin mo talaga. Pero kailangan may ngipin. Kung gagawin man siyang drug czar dapat may ngipin kasi kapag walang ngipin hindi katatakutan 'yan." The senator also expressed disappointment in the reported corruption among police officers involved in drugs, highlighting the destructive impact of drug proliferation on the institution mandated to protect innocent lives and families.
