Armed group attack displaces Maguindanao Norte families
General Santos City — At least 160 families and counting forcibly flee their homes at dawn Sunday as 200 armed group attacked a sitio in Barangay Labungan, Datu Odin Sinsuat Maguindanao del Norte. Barangay Labungan chairperson Murad Campong in an interview Monday disclosed that the armed group stormed Sitio Tubaran and indiscriminately shooting the houses of the affected civilians. He added that the attack resulted to the wounding of a civilian and carting away of numerous livestock from the residents. The suspects immediately fled after the incident. The village chairperson also disclosed that the terrified civilians trooped the barangay hall and sought the assistance of the local officials. The wounded civilian was immediately rushed to the hospital and aid from the local government unit of Datu Odin were distributed to the affected families. Campong, however, did not reveal who might be the perpetrators while local police authorities and members of the Philippine Army were already dispatched. Adequate compensation for BARMM medical workers pushed
ZAMBOANGA CITY — Members of the Parliament of the Bangsamoro Autonomous Region in Muslim Mindanao are pushing to enact measures aimed at constructing a new hospital and providing fair compensation for medical workers in the region. MPs Amilbahar Mawallil, Dr. Hashemi Dilangalen and Hamid Malik are at the forefront for the passage of Parliament Bill 237 or the “Bangsamoro Public Health Workers Compensation Act of 2023.” MPs Atty. Laisa Alamia, Engr. Baintan Ampatuan, Atty. Rasol Mitmug Jr., Engr. Don Mustapha Loong, Atty. Suharto Ambolodto, and Rasul Ismael are also pushing for the enactment of PB 237 as co-authors. Under the measure, it will mandate the BARMM to recognize the crucial roles played by medical doctors, nurses and other public health workers in the region as it also extends its coverage to all active and regularly performing public health workers employed within BARMM. This includes physicians, nurses, nursing assistants, midwives, laboratory and medical technicians, and pharmacists employed in various healthcare establishments owned and operated by the government or its political subdivisions with original charters. “This legislative bill aims to address the longstanding issue of inadequate compensation by enhancing the benefits and allowances of these professionals and providing forms of compensation to recognize the unique challenges they face,” Mawallil said. He added that once passed, the measure will provide a monthly honorarium of P3,000 to all actively and regularly performing public health workers. For his part, Loong — one of the co-authors of the bill — said that the giving of honoraria will be implemented through a phased salary enhancement program over three years. The selection of recipients will be based on a comprehensive evaluation of existing salary scales, market standards, and regional economic factors to establish fair and competitive compensation for all public health workers. Loong explained that it also includes various forms of compensation, including hazard, subsistence, and transportation allowances, as well as emergency assistance and death and burial benefits, which will be extended to eligible public health workers. MILF, DI clash leaves 2 dead
CAMP SIONGCO, Maguindanao del Norte — At least two individuals believed to be members of the Dawlah Islamiya were killed after a fierce firefight erupted between the Moro Islamic Liberation Front and the outlawed DI in Datu Hoffer Ampatuan town, Maguindanao del Sur province on Monday. The Philippine Army’s 601st Infantry Brigade commander Brig. Gen. Oriel Pangcog revealed that the clashes between MILF commander Saga Malandag of 118th base command, and the DI Group under commander Abdulnasser Guianid occurred in the outskirts of Barangay Mother Tuayan. “The fighting erupted at about 5 a.m. in the mountains of Datu Hoffer and lasted for about an hour,” Pangcog said in a radio interview Tuesday. He added that it took several hours for government forces to reach the clash site. “When our troops arrived at the clash site in the afternoon, they found two dead bodies of DI armed men,” said Pangcog, adding that a long-standing “rido” or family feud between Guianid and Malandag triggered the skirmishes. No civilian casualties were reported as the clash site was far from surrounding communities. A team of soldiers backed by armored personnel carriers were deployed in Barangay Tuayan to prevent the escalation of hostilities. BARMM turns over halal processing facilities
The Bangsamoro government has formally turned over to the local governments of Datu Salibo and Datu Saudi Ampatuan in Maguindanao del Sur the management and operations of the first Bangsamoro-integrated halal slaughterhouse and meat processing facility in the region. The facilities, which cost the BARMM, or the Bangsamoro Autonomous Region in Muslim Mindanao, P7.1 million, were constructed by the Ministry of Agriculture, Fisheries, and Agrarian Reform. A P3.8 million Integrated Halal Slaughterhouse was built in Barangay Sambolawan, Datu Salibo, while a P3.3 million Halal Meat Processing and Training Center was built in Barangay Madia, Datu Saudi Ampatuan. The initiative aims to enhance food security and reduce dependence on imported meats that may not adhere to halal requirements. Halal means food and products permitted for consumption by the laws of Islam. MAFAR Director General for Agriculture Services Daud Lagasi said the facilities are integral to the ministry’s mission of establishing a dependable source of halal-compliant meat. Datu Salibo Mayor Sulaiman Sandigan said the slaughterhouse will help the local government meet the demand for halal meat in the area. Catapang orders 87 BuCor personnel dismissed
Bureau of Corrections Director General Gregorio Pio Catapang Jr. ordered the relief of 87 BuCor personnel from their positions pending investigation in connection with the recent commotion and the missing person deprived of liberty at Bilibid. The relief of the erring personnel was obtained by the Daily Tribune from a highly placed source from BuCor. The source said that from 17 July to present 87 personnel were relieved from their positions pending investigation. “That is the number of relieved personnel of BuCor pending investigation. This include the prison guards on duty when PDL Michael Cataroja was reported missing and the recent commotion at the NBP,” revealed the source. Also, relieved from their positions are the so-called keepers of the NBP during the twin incidents. Catapang apparently designated Atty. Ferdinand Baluman of the directorate for intelligence and investigation. The source did not say the timeline of the investigation but it will determine the culpability of those ordered relieved as part of the continuing reform program being implemented at BuCor. To recall, the inmate reported missing last 15 July was identified as 25-year-old Cataroja whose headless body was found inside the septic tank of the Sputnik compound at the New Bilibid Prison. Justice Secretary Jesus Crispin Remulla, who was informed of the discovery of the decapitated body, said an investigation will be conducted as it was also discovered that human remains are inside the said septic tank. During this process, other remains were also discovered inside a septic tank in the national penitentiary, Remulla said. Prison authorities tapped the expertise of the National Bureau of Investigation and the K9 Force of the Philippine Coast Guard for the search and rescue of Cataroja. The cadaver dogs, trained to detect decomposing flesh, led to the discovery of the chopped-up body parts hidden in the septic tank. Remulla said an investigation is ongoing to determine how many bodies were dumped in the septic tank. On the other hand, inmate Alvin Barna died due to an icepick wound while nine others identified as Ampatuan Misuari, Emmanuel Carino, Makakna Iman, Marlon Cepe, Bernand Marfilla, Franklin Siquijor, Joner Moralde, Heron Supitran and Ardie Severa sustained minor injuries. Initially it was believed as a riot between warring persons deprived of liberty l at the NBP in Muntinlupa, but Jail Sr. Inspector Angelina Bautista said there was no riot but a misunderstanding between inmates belonging to the Bahala na Gang and Batang City Jail at the facility’s maximum-security compound. Bautista said at the height of the commotion, one inmate drew a gun and suddenly started firing. “Although the duo was immediately pacified, one of the persons deprived of liberty who was not a party to the earlier misunderstanding fired a gun, prompting other persons deprived of liberty to panic and scuffle for safety,” Bautista said in a report to BuCor Director General Gregorio Catapang Jr. Bautista identified the PDL who fired the gun as Joseph Serrano and an investigation is being conducted to determine how Serrano was able to obtain a firearm. Ampatuan conviction final, immutable – Sandigan
The Sandiganbayan did not let ex-Maguindanao governor Sajid Ampatuan challenge the court’s earlier decision which found him guilty of graft and malversation of public funds over a fictitious procurement of food supplies in 2009 for P16.3 million. According to the court, its 5 May decision was “final and immutable.” In a 5-page resolution, the anti-graft court Fifth Division turned down Ampatuan’s motion for reconsideration on grounds that he had lost his standing in court and failed to regain such standing. In his plea, Ampatuan argued that the prosecution failed to prove his guilt beyond a reasonable doubt in the 5 May Decision of the Sandiganbayan. The prosecution, in response, countered Ampatuan’s plea by filing manifestation with prayer on 12 July, arguing that the ex-governor’s motion was a “mere scrap of paper” since the Sandiganbayan had already denied his prior appeal, which held that “he lost his standing in court due to his absence during the promulgation of judgment, without justifiable cause, consequently losing the remedies against the judgment of conviction.” Likewise, the court ruled that he failed to regain such standing by not complying with the twin requirements under Section 6, last paragraph, Rule 120 of the Rules of Criminal Procedure. “For his failure to appear at the scheduled date of promulgation of judgment despite notice, without any sufficient explanation therefor, accused Ampatuan’s absence was without justifiable cause, thus, he had lost the remedies available in the Rules against the judgment of conviction. He had lost his standing in court,” it said. “Thus, since the accused had lost his standing in court and failed to regain such standing prior to the filing of the present motion, which is seeking a reconsideration of the judgment of conviction, the motion must perforce be denied due course,” the court added. Ampatuan, along with his co-accused, provincial budget officer Datu Ali Abpi were both sentenced to imprisonment of 6 to 10 years for graft and 10 to 17 years for malversation in the previous verdict. They were also ordered to pay a fine of P16.3 million or the amount malversed. “To repeat, the Court holds that the failure of the accused to regain his standing in court rendered the judgment of conviction against him final and immutable,” the Sandiganbayan ruled.
