AFP assures only well-trained professionals to handle mandatory ROTC
The Armed Forces of the Philippines will make sure that the Reserve Officers' Training Corps will be implemented accordingly and professionally by well-trained military handlers, especially should it becomes mandatory, newly-designated AFP chief Gen. Romeo Brawner Jr., said Friday. In a chance interview with reporters, Brawner cited the cases of hazing and physical and verbal abuse as well as other malpractices related to the ROTC in the past; hence, the AFP is preparing for proper and relevant conduct of the program in the future. “We are going to do away with that, by making sure that we have a professional core of soldiers and officers who will take care, take charge and manage the new program of the ROTC so ‘yun yung gusto nating gawin (that’s what we wanted to do), that is why right now, we are already training our core of professionals, officers, enlisted personnel who will handle the ROTC,” he said. “Ayaw na natin maulit ‘yung nangyari noong nakaraang programa ng ROTC (We don’t want the old practices to happen again in the ROTC program).” While the AFP is still waiting for the legislation of the ROTC bill, Brawner said there are ongoing preparations already in place. “The way that I understand it, it will not be the Department of National Defense who will be the lead agency rather it will be DepEd. So but the implementation will be done by the Department of National Defense, particularly the Armed Forces of the Philippines. So on our part, we are now preparing,” he noted. ‘ “Looking at the past experience that we have in ROTC, there are abuses in the past.” Expressing his full support for the revival of mandatory ROTC, Brawner said it will prepare every Filipino youth not only to become soldiers “but to become good citizens” that are ready to fight “any challenge or any threat —whether it is man-made or natural calamities.” ROTC in the Philippines is currently being taken optional by tertiary students, through the NSTP STP Act of 2001, following the death of the University of Santo Tomas sophomore cadet Mark Welson Chua, who had exposed corruption in the university’s ROTC program. Malacañang on Wednesday announced that Philippine Army Commander, Lt. Gen. Romeo Brawner Jr., will serve as the next Chief of Staff of the Armed Forces of the Philippines replacing General Andres Centino who will be appointed Presidential Adviser on the West Philippine Sea. “Lieutenant General Romeo Brawner will be the next Chief of Staff of the Armed Forces of the Philippines and will take the place of General Andres Centino who was re-appointed by President Ferdinand Marcos Jr. to the said post earlier this year,” the Palace said an announcement made through the Presidential Communications Office. It was not known though when Brawner will assume the top AFP post. Brawner was appointed Commanding General of the Philippine Army on 20 December 2021. He graduated in the Top 2 in the Philippine Military Academy “Makatao” Class of 1989 and has been serving the military organization in various capacities for 34 years. He served as company commander of the 6th Special Forces Company; battalion commander of the 2nd Special Forces Battalion; operations officer of the Special Forces Regiment (Airborne); chief of staff of the 6th Infantry “Kampilan” Division; chief of public affairs of the Philippine Army; spokesperson of the Armed Forces of the Philippines; and commander of the Civil-Military Operations Regiment. Brawner is also a former brigade commander of the 103rd Infantry Brigade in the aftermath of the Marawi Siege in 2017. He once served as Commandant of Cadets at the Philippine Military Academy, where he played an important role in the total eradication of hazing and maltreatment in the Cadet Corps. Brawner later served as the first deputy chief of staff for Financial Management, J10, of the AFP. He is also the former commander of the 4th Infantry “Diamond” Division, where he supervised the unit’s combat operations that resulted in the decisive neutralization of Jorge Madlos or “Ka Oris,” the notorious commander of the National Operations Command of the New People’s Army. Malacañang said that Brawner has exemplified the highest levels of excellence in his military schooling, a top notcher in his classes in the Special Forces Operations Course, Intelligence Officer Course, and the AFP Comptrollership Course. Brawner acquired three Master’s degrees in Information Management from the Ateneo de Manila University; Business Administration from the Asian Institute of Technology in Thailand and from the European School of Management, Oxford, United Kingdom; and a Master’s degree in Strategic Studies from the United States Army War College. Brawner also received numerous awards and recognitions, including The Outstanding Philippine Soldiers or TOPS in 2013 from the Metrobank Foundation and Rotary Club of Makati; and the Lapu-Lapu Award from President Rodrigo Duterte, for his valuable contributions to the neutralization of Abu Dar, the last of the original leaders of the Maute-ISIS faction. Muntinlupa Mayor Rufino “Ruffy” Biazon and his family expressed their heartfelt thanks to the public for the outpouring of support and for honoring their father, former senator, congressman and chief of staff of the Armed Forces of the Philippines Rodolfo “Pong” Biazon. The former senator passed away on 12 June at the age of 88. Last Sunday, Biazon’s remains were brought to the Muntinlupa City Hall. As the cortege entered the city, thousands of residents lined the streets, holding up placards and banners lauding and thanking Biazon who served as Muntinlupa’s representative in Congress from 2010 to 2016. The young Biazon said that even if they were in grief, “life goes on. There are things that we need to do. We, including Trina (his wife), are grateful for the outpouring of support from Muntinlupeños.” He added: “My papa, father, general, senator, congressman was loved by Muntinlupenos.” Yesterday, Biazon’s remains were brought to the Senate for a necrological service at 10 a.m. Previous colleagues from the Senate and the Armed Forces of the Philippines had nothing but praises for the late former senator and military chief of staff. Humble beginnings In his eulogy, former Senate President Vicente Sotto III recalled Baizon’s humble beginnings that turned him into a “fearless legislator and well-decorated military officer attributable to his hard work, perseverance and fighting for what is right.” “Adversity did not hinder him from climbing both politically and militarily as a leader, so to speak,” Sotto said. Sotto praised Biazon for advancing his advocacies of low-cost housing and benefits for soldiers, while making sure that all sectors of society benefited from the bills he crafted. “He was a truly dynamic and multi-faceted individual, a family man and excellent soldier, an extraordinary legislator, freedom fighter and defender of democracy who relished his life to the fullest and, above all, his accomplishments. He then became the 21st AFP chief of staff serving from 24 January to 12 April 1991, the only Marine to attain the position. Prior to this, Biazon served as AFP vice chief of staff, commanding general of AFP-NCR Defense Command, and commandant of the Marine Corps. Two killed in shooting at Japan army training range
A new military recruit shot and killed two fellow soldiers and wounded a third at a training range in central Japan on Wednesday, the military said, with the 18-year-old suspect detained at the scene. "During a live-bullet exercise as part of new personnel training, one Self-Defense Forces candidate fired at three personnel," the Ground Self-Defense Force said in a statement, confirming two deaths. The shooter was an 18-year-old SDF candidate who joined the military in April, GSDF chief of staff Yasunori Morishita told reporters, adding he was detained on the spot by other soldiers. "This kind of incident is absolutely unforgivable for an organization tasked with handling weapons, and I take it very seriously," Morishita said. He said the three victims had been tasked with training new recruits, including the attacker, at the range, without further elaborating on their relations. The suspect, whose identity is being withheld for now, has been charged with the attempted murder of a 25-year-old soldier, a local police spokesman told AFP, declining to be identified. The cadet "fired a rifle at the victim with the intent to kill", the spokesman said. National broadcaster NHK reported the casualties were a man in his fifties and two other men in their twenties. Details of the casualties' identities have yet to be officially confirmed. Aerial footage broadcast by the station showed military and civilians gathered around an emergency vehicle and police blocking nearby roads. Some appeared to be investigators, wearing covers over their shoes and hair. PBBM hails, mourns ex-Sen. Rodolfo Biazon
President Ferdinand Marcos Jr., on Tuesday expressed his deepest condolences to the bereaved family of former Senator Rodolfo "Pong" Biazon, who died on Monday at the age of 88. "We mourn the loss of a distinguished public servant, a former Armed Forces chief and legislator who dedicated his life to serving the country and the Filipino people," Marcos said in a tweet. "The thoughts and prayers of a grateful nation are with his family as we remember his remarkable service to the nation," he added. The President also acknowledged the tremendous contributions Senator Biazon made to the country and expressed gratitude for his remarkable service. "He was highly respected by his colleagues and by the public for being opinionated, conscientious and virtuous as he fought for his mission and advocacies," Marcos said. Biazon, who was diagnosed with lung cancer in July 2022, suffered pneumonia this year that led to the further weakening of his lungs, his son Muntinlupa Mayor Ruffy Biazon shared. “The family is grateful that we were able to spend his last moments with us intimately and peacefully,” the mayor added. In a post on Sunday, the younger Biazon said the former lawmaker was confined at a hospital for serious pneumonia. Biazon is survived by his wife Monserrat Narag Bunoan and children Ruffy, Richie and Rino. Hailing from Batac in Ilocos Norte, Biazon served as a member of the House of Representatives from 2010 to 2016. He also made history as the first military general from the Philippine Marine Corps of the Philippine Navy to become the Chief of the Armed Forces of the Philippines. In 1957, Biazon decided to enroll in the Philippine Military Academy, where he graduated as the "class goat" -- the cadet who finishes last -- of the PMA Class of 1961. However, this did not deter him from achieving excellence. He went on to hold significant positions such as the Superintendent of PMA from 1986 to 1987, Commandant of the Philippine Marines from 1987 to 1989, Commanding General of the NCR Defense Command from 1988 to 1990, Vice Chief of Staff of the AFP from 1990 to 1991, and finally, Chief of the AFP in 1991. He served as a senator in the Ninth Congress from 1992 to 1995 and was reelected as a senator from 1998 to 2004. During his tenure, Biazon held important positions as Chairman of the Senate Committees on National Defense and Security, as well as Urban Planning, Housing, and Resettlement. As a senator, Biazon made significant legislative contributions, authoring several laws, including the Anti-Trafficking in Persons Act of 2003 (Republic Act 9208), the Rental Reform Act of 2002 (RA 9161), the Comprehensive and Integrated Shelter Finance Act (RA 7835) and the Modernization of the Armed Forces of the Philippines (RA 7898). Transgender officer leads Women and Children Protection Section
"Equal opportunity employment. I appointed her (as head of the women and children protection desk) last October pa." Quezon City Police District Director P/Brig. Gen. Nicolas Torre III, over the weekend, described why he had assigned a transgender woman as the chief of the District's Women and Children Concern Section. Torre referring to P/Maj. Rene Balmaceda is recognized as the first openly transgender member of the Philippine National Police. “We're after their professionalism and their work ethic," Torre said, noting that Balmaceda has done her part in every police task she was ordered to handle. Balmaceda, according to Torre, once acted as a posed as a buyer and sometimes a drug peddler to catch big-time illegal drug dealers and even counted a stint in the Criminal Investigation and Detection Unit (CIDU). "So noong October, binigyan ko naman siya ng ibang trabaho, chief ng ating WCPD (women and children protection desk)," Torre added, making Balmaceda the first transgender officer appointed as head of the DWCCS of the QCPD. Balmaceda is the highest-ranking openly gay QCPD official. "As of this moment, I'm satisfied with his or her performance...matapang, dati niya nang gawain yan," Torre said. Balmaceda is the first openly transgender woman in the Philippine National Police and the first transgender who handled the DWCCS and in the QCPD. Torre added that in their opinion Balmaceda in this present stint would encourage more people to bring in their related concerns. The officer took up a dentistry course in Legazpi City, Albay, and pursued her dream of becoming a police officer at the Philippine National Police Academy (PNPA), and was accepted as a cadet officer in 1998. In time for Pride month, she said that community members should give themselves "self-respect" to avoid discrimination and not tarnish the name of the LGBTQ+ community for self-gain. Jonash Bondoc, a Philippine Merchant Marine Academy cadet, died from alleged fatal punches in a fistfight with a schoolmate in July 2021. His mother, however, believes Jonash did not die due to a fistfight, but was a victim of hazing. Gracelyn Gimang Bondoc, the mother of the victim, is now seeking the intervention of the Commission on Higher Education to issue a preventive suspension against the president of the PMMA, Commodore Joel Abutal and his chief of staff, Ensign Chuck de la Cruz. She also sought the filing of grave misconduct and conduct prejudicial to the best interest of public service pursuant to the 2017 rule on administrative cases in civil service. In a 6-page administrative complaint received at the Commission on Higher Education or CHEd office last 18 May, obtained by the Daily Tribune, Bondoc narrated that she received the bad news last 6 July 2021 that her son Jonash died. “After receiving the sad news, we went to PMMA to see my son. However, I was only allowed to see his remains on 8 July 2021, wherein we only saw his face and were not allowed to go near him since he allegedly had Covid-19,” she narrated, adding that Jonash was immediately cremated due to his health circumstances. Fall guy? She said on 7 July, a certain Jomel Gloria was charged with homicide after executing an Extra Judicial Confession admitting his culpability for the crime to support the scenario that Jonash’s death was the result of a fistfight. On 8 December 2022, the Regional Trial Court Branch 71 of Iba, Zambales promulgated its decision finding Gloria guilty of homicide, due to his admission that he punched the victim Jonash twice in the chest, causing his instant death. After his conviction, Gloria was released through provisional liberty pending his appeal or any remedy available to him after posting an additional bond of P60,000. But as Bondoc doubted the reason given for his son’s death, the mother secured a copy of a medico-legal report from the Zambales Provincial Crime Laboratory Office, and she found out that his son suffered multiple contusions and hematomas in his neck and head. After his conviction, Gloria was released through provisional liberty pending his appeal or any remedy available to him after posting an additional bond of P60,000. “Thus, we arrived at the conclusion that the injuries my son suffered are not commensurate with the attack made and as narrated by the accused Jomel and we believe that the same is not committed by one person by merely punching Jonash twice in the chest,” according to Bondoc.
