In a span of only three months after Pag-IBIG Fund entered partnerships with the country’s top transport networks to provide better access to its membership, 13,128 delivery drivers and riders have registered as Pag-IBIG members and now enjoy the agency’s benefits. “We are very happy that a growing number of delivery riders are now part of the more than 15.6 million active members of Pag-IBIG Fund. As members of Pag-IBIG Fund, they now have secure savings and shall gain access to our affordable home loans. This is in line with our efforts to provide inclusive housing to all Filipino workers under the Pambansang Pabahay para sa Pilipino Housing or 4PH Program of President Ferdinand R. Marcos, Jr.,” said Secretary Jose Rizalino L. Acuzar, who leads the Department of Human Settlements and Urban Development and the 11-member Pag-IBIG Fund Board of Trustees. Earlier this year, Pag-IBIG Fund partnered with transport network and app-based courier companies Angkas, foodpanda, Grab, Lalamove and Pick-A-Roo. Motorcycle taxi study needs more time, says DoTr’s TWG
The Department of Transportation’s Technical Working Group or DoTr-TWG said it still needs time to decide on the finality of motorcycle or MC taxis as a viable and safe transportation option. Thus, it has proposed to extend further the ongoing bike taxi pilot study. During a House hearing this week, Land Transportation Office chief Atty. Vigor Mendoza, also Vice Chair of the TWG, pointed out that the bike taxi industry still has existing gaps, such as “multi-homing and liabilities” that need to be addressed before it is legalized. Mendoza conveyed that both regulators and operators also need to agree on a proper transition period to ensure a seamless implementation of the study. To formalize its proposal, the TWG will submit its recommendations on the extension of the study, which will include suggestions on how to resolve multi-homing, rider cap allocation, entry of new players, and liabilities, among others. It will be submitted to the House of Representatives within the next 45 days. To recall, PBA Partylist Representative Atty. Migs Nograles proposed that the TWG, if it will extend the study, should refrain from admitting new players to the MC Taxi Pilot Study until existing issues are resolved. Ariel Lim, President of the National Confederation of Tricycle Operators and Drivers Association of the Philippines, also echoed the sentiment but suggested that if the TWG increases rider allocation, it should be outside Metro Manila. Meanwhile, SAGIP Partylist Representative Rodante Marcoleta recently called out the DoTr-TWG for limiting participation to only three players—Angkas, Move It, and Joy Ride. Marcoleta also questioned why the maiden study is still ongoing when a previous document indicated its end in 2021. However, for LTFRB and TWG Chair Teofilo Guadiz, the suspension of the study during the height of the pandemic required the group to vie more time to carefully assess the results of the study. He also pointed out that the termination of the study rests solely with the House of Representatives. After the temporary suspension of the study during the height of the pandemic, the DoTr has reconvened the TWG mandated to oversee and monitor the pilot implementation of motorcycle taxi operations. In November 2022, Transportation Secretary Jaime J. Bautista issued Department Order No. 2022-021 reconstituting the group. The TWG, according to the order, has the power to review and supplement guidelines and regulations as necessary and ensure proper and effective coordination among all concerned government agencies and stakeholders involved. The group is also tasked to consolidate data and information from the pilot implementation reviewed and submitted to Congress.
