BFAR extends aid to bereaved families, survivors of Bajao de Masinloc incident
The Department of Agriculture-Bureau of Fisheries and Aquatic Resources has extended its condolences and immediate assistance to the families of three fishermen who died in a maritime incident off the waters of Bajo de Masinloc in the West Philippine Sea. DA-BFAR National Director Atty. Demosthenes R. Escoto handed the Bureau’s P20,000 cash assistance and food packages to each bereaved family during his visit to the wake of the three fishermen on Thursday night in Calapandayan, Subic in Zambales. “Buong-pusong nakikiramay po ang BFAR sa inyo,” Director Escoto told them during his visit. “Alam po naming walang kahit anong tulong ang makakatumbas sa buhay ng inyong mga mahal sa buhay, pero nandito po ang aming ahensya para mag-abot ng paunang tulong at makagaan kahit kaunti sa inyong nararamdaman.” Escoto said the Bureau will also provide a scholarship for their children’s college education in Fisheries at any state college or university where they are qualified for admission. This covers tuition, monthly stipend, and thesis allowance until they finish the program. Scholars will also be prioritized by the DA-BFAR for employment. The 11 other survivors of the maritime incident each received P2,000 cash aid and food packs from the Bureau. In addition, the DA-BFAR has committed to assist in repairing the vessel that was damaged during the October 2 incident to help the affected fisherfolk resume their livelihood activities. The Bureau will also provide a brand-new 62-footer fiberglass reinforced plastic (FRP) fishing boat to the Subic Commercial Operators Fishing Association Inc. to further equip them in fishing. Delma Morados, the association's vice president, received the award on behalf of the group Thursday night. Escoto told the families that additional livelihood packages such as post-harvest training and equipment would be given to them to help them through the Bureau’s regional office in Central Luzon, headed by Region 3 Regional Director Wilfredo M. Cruz. He also honored the sacrifices of the fishermen who perished in the incident — Benidecto V. Olandria, Dexter G. Laudencia, and Romeo L. Mejico Jr. “Malalim po ang respeto namin sa mga mangingisda ng Pilipinas, na itinuturing naming mga bayani at kasangga ng pamahalaan para masigurong may sapat na pagkain sa bansa,” Director Escoto said. “Ayaw po naming makakita ng mga mangingisda na namamatay habang nagsasakripisyo para sa kanilang pamilya at sa bayan kaya ikinalulungkot po namin ang nangyari at kaisa po ninyo kami sa paghahangad ng katotohanan at hustisya,” he added, citing President Ferdinand R. In a country where corruption in the government has become endemic, where many elected and appointed officials use their offices, their power, and their connections to amass wealth illegally, only a rare breed of men and women come out unscathed and untainted with dishonesty and illegal conduct while in office. There is a long list of public officials who have been prosecuted, convicted, and jailed for siphoning government coffers for themselves. Of course, there are those who escape prosecution and others who manage to get acquitted, even if they are guilty as hell. They flaunt their wealth, which was never there before they entered government service. Since government prosecutors could not show the courts the quantum of proof beyond a reasonable doubt required by law, these scoundrels go scot-free. These charlatans become the role models of those who want to follow their route and seek to emulate them by seeking public office, either by election or by appointment. Tragically, for this country, it is corruption that hinders its development and progress. It is the poison that kills the body politic, the disease that is worse than the pandemic, which devours the poor of their health, that destroys the source that will provide them their education as a tool to uplift their lives. It is the scourge that hampers the delivery of basic services. Not all, though, who enter government work are corrupted or influenced by the evil and profitable ways of the corrupt. There are a few who remain insulated from corruption, who are dedicated and fealty to their oath of office, and who serve the public instead of themselves. Bayani Fernando was one of those handful who maintained his honesty during his tenure as Mayor, Congressman, Secretary of Public Works, and Chairman of Metropolitan Manila Development Authority or MMDA. There was one political adversary of Bayani Fernando when he was Marikina Mayor, a former congressman of Marikina, long time deceased, who tried to tarnish his reputation by filing a graft complaint against him before the Office of the Ombudsman. This writer lawyered for him, and the Ombudsman dismissed the case as having no basis in fact and law. As Chairman of MMDA, he was also charged in 2016 with misuse of funds but was also exonerated. Apparently, the charges were politically motivated as he announced then that he was running for President. He eventually ran as Vice-President, but victory eluded him. The initiatives pursued by the late Bayani Fernando as a public servant produced results that benefited the people of Marikina and Metro Manila. His style of governance has been replicated by other mayors and succeeding chairmen of the MMDA. He was a role model in public service. His private life was exemplary, too. The only vice he indulged in, if it can be called one, was to spend his free time with his friends crooning every Tuesday night. He loved singing as his way of distressing himself and having clean fun with them. He and his wife Marides had only one daughter, Tala, who is married to Paul Ang, the son of business hotshot and mogul Ramon Ang of San Miguel Corporation. Bayani Fernando was a doting father to his unica hija Tala, but at the same time, he was a disciplinarian. Like all grandfathers, he was a spoiler. He loved his three grandchildren, all boys. They are his — and his wife Marides’ joy. When queried how Bayani Fernando was a husband, her wife blurted out: “Challenging!” accompanied by heart laughter. Certainly, all spouses who are married to public servants are confronted with the challenge of coping with their partners, seldom staying at home or coming home late. It’s good that former Marikina Mayor Marides Carlos-Fernando succeeded her husband for three terms as chief executive of Marikina, as she would understand the travails that every dedicated public servant goes through. His record as a public official speaks for itself. Bayani Fernando was a true public servant in the truest sense of the word. On 22 September 2023, in a freak and unfortunate accident, the country lost a man who spent much of his life in dedicated public service. Bayani Fernando, a popular, beloved three-term mayor, a two-term Congressman of Marikina, a few months Secretary of Public Works, and an eight-year Chairman of the Metropolitan Manila Development Authority, passed away at age 77, creating a vacuum in the kind of leadership exercised by, unfortunately, a few public servants. In a toxic atmosphere of politics, his entry into public service was a refreshing gust of wind. Putting aside his business interests (he founded the BF Group of Companies, engaged in construction, steel, manufacturing, and real estate), he plunged head-on to an unfamiliar terrain. He lost in his first try and emerged victorious in his second. Thereafter, he carved a name for himself as a strict, disciplinarian and creative Mayor of Marikina for three consecutive terms. He has become a legend in local administration. He transformed Marikina from a 4th class municipality to a model city of cleanliness and orderliness, receiving citation after citation in different fields of endeavor. As Mayor, he launched a crusade against all forms of transgressions of law. He stopped illegal vending and destroyed the confiscated food and merchandise to show he meant business. He instilled discipline among the employees. He made the dirty and odorous public toilets in City Hall look and smell like hotel restrooms. He re-settled the informal settlers, not by transferring them to other cities but by providing them with lands and shelter inside the city. Bayan as he is called by his pretty and equally dedicated public servant wife, Marides Carlos- Fernando, dredged the Marikina River of filth and garbage, developed the banks into flood control outlets, and converted both sides of the river as a park. He commenced massive repairs and cementing of roads. He built an efficient drainage system and created sidewalks all over Marikina. He established health centers in the barangays. He enforced the law on everyone, exempting no one. He removed illegally parked vehicles and enforced traffic rules strictly. He made the public market clean and stalls orderly and sectionalized. Garbage was regularly collected. Public service became efficient and prompt. Employees were courteous and sported smiles as they rendered service to Marikeños. Under his watch, the economy of Marikina grew. His other half, a UP product, from whom he derived his inspiration to serve faithfully Marikina, continued the caring Fernando kind of governance. He brought his creative and authoritative leadership as Chairman of the Metropolitan Development Authority to Metro Manila. He brought back the sidewalks to the pedestrians, which were invaded by vendors selling their wares. He forcibly evicted squatters along the railroad tracks, esteros, and those living under the bridge. He made innovative projects that dramatically lessened the chaos that used to vex Metro Manilas. He improved on the nightmarish traffic congestion. He introduced the U-turn slots and constructed food bridges that made crossing the streets convenient and safe. He was a hands-on government worker, ensuring the projects he initiated ran smoothly, and those implementing them were on their toes. He didn’t back down from pressures and resistance coming from powerful politicians and businessmen. He didn’t leave anything to chance or rely on the people he tasked to do a particular job. He had to be there inspecting, correcting, and innovating on anything he put his mind to. Tragically, this admirable character trait brought him to his demise. 3 wanted suspects fall in Rizal sting
Three wanted persons were arrested in separate manhunt operations on Tuesday, the Rizal police provincial office said Wednesday. Rizal police provincial director P/Col. Rainerio de Chavez said the three individuals were nabbed for various cases in the towns of Rodriguez and Tanay, and Antipolo City. In Rodriguez, the 42-year-old accused, identified only as alias Zaldy, was arrested by operatives of the Rodriguez Municipal Police Station by virtue of a warrant of arrest for the crime of frustrated murder. It can be recalled that the accused was allegedly tagged behind the stabbing incident against alias Ryan who miraculously survived the attack after he was rushed to a nearby hospital. In Antipolo, rape suspect alias Junior was nabbed by the police by virtue of a warrant of arrest issued by Judge Jose Bayani Usman of Puerto Princesa City Regional Trial Court Branch 50 (Family Court) for the crime of two counts of rape, acts of lasciviousness, and violation under Republic Act 7610 or the Anti-Child Abuse Law. The family of the late former Marikina City Mayor Bayani Fernando announced that his wake is now open to the public until today, 25 September 2023. Last Sunday, residents were seen paying their respects to the former mayor at the Queen of Angels Chapel at Riverbanks Center in Marikina City. Personnel of the Metropolitan Manila Development Authority were also deployed to the venue to help out in assisting visitors to the wake of Fernando who also became chairman of the MMDA. Among those who went to the wake is Vice President Sara Duterte. The former Marikina mayor passed away on Friday at the age of 77, his wife Marides said. He served three terms as mayor of Marikina City from 1992 to 2001. Fernando then served as MMDA chairperson from 2002 to 2009. He was also the secretary of Public Works and Highways from January to April 2003. From 2016 to 2022, Fernando served as the representative of the 1st District of Marikina in the House of Representatives. In the 2010 elections, he ran for a national post as running mate of then presidential candidate and former Senator Richard Gordon. Fernando was born on 25 July 1946 in San Juan to Gil Fernando, who served as Marikina mayor from 1947 to 1951 and 1956 to 1959, and the former Remedios Constantino Flores. Fernando graduated with a degree in mechanical engineering from the Mapua Institute of Technology in 1967. He founded the BF Group of Companies in 1985.
