SMNI suspension urged for alleged violations
Davao City-based legislator and Puwersa ng Bayaning Atleta (PBA) Partylist Representative Margarita “Migs” Ignacia B. Nograles has proposed a resolution urging the National Telecommunications Commission (NTC) to suspend the operations of Sonshine Media Network International (SMNI). The resolution alleges that SMNI has violated the terms of its franchise and disseminated false information, failing in its responsibility to the public. This move is in response to multiple complaints filed against SMNI, including accusations of fake news peddling and baseless red-tagging of individuals, groups, and organizations. Specific incidents cited in the resolution include attacks on ACT Teachers Partylist Representative France L. Castro and false claims about House Speaker Ferdinand Martin Romualdez's foreign travel expenses. SMNI's host, Jeffrey “Ka Eric” Celiz, admitted to providing inaccurate information on air, further fueling the allegations against the network. Pending the Committee on Legislative Franchises' recommendations on SMNI's alleged violations, Nograles emphasized the urgency for the NTC to halt the deliberate dissemination of false information that may erode public trust. The 25-year franchise of SMNI was renewed in 2019, and the network has not yet issued an official statement regarding the resolution. In a related development, the House of Representatives Committee on Legislative Franchises cited Celiz and former National Task Force to End Local Communist Armed Conflict (NTF-Elcac) spokesperson Lorraine Badoy-Partosa in contempt for refusing to disclose their source of erroneous information and being evasive about their income from co-producing their show. Both anchors will be detained at the House premises until the committee's report is adopted in the plenary. This story highlights the growing scrutiny on SMNI's operations and the calls for accountability amid allegations of spreading false information......»»

Beware of terror’s seduction
Major league media spanning the world have fallen prey to the sweet seduction of the ratings game to forget about disseminating the truth, which is what journalism is all about. Terrorist forces have proven themselves adept in the art of deception that it lured the eminent The New York Times, or NYT, with its lies. Among the most prominent American newspapers, NYT, to its credit, issued an unprecedented “editorial note” admitting that a story it ran on the bombing of a Gaza hospital “left readers with an ‘incorrect impression,’” saying that its staff should have been more careful in the initial presentation of information and in explaining what could be verified. NYT had prominently and repeatedly featured Hamas’s claim that an Israeli airstrike caused last week’s blast at Gaza City’s al-Ahli Baptist Hospital. The note it issued on Monday acknowledged that its coverage should have been more journalistically rigorous. The Hamas-run health ministry in Gaza immediately blamed the 17 October explosion on an Israeli airstrike amid the war that erupted when the Palestinian terror group killed over 1,400 people in Israel in its assault on 7 October. Hamas provided no evidence to back up its false claim or for its claim that hundreds had been killed, but international media, including the NYT, swallowed the claims hook, line, and sinker. Shortly after, Israel produced evidence showing the explosion was caused by a failed rocket launch from Gaza by the Palestinian Islamic Jihad terror group, an assessment endorsed by the United States, which has said it has data that supports this. NYT admitted that its initial reports “relied too heavily on claims by Hamas and did not make clear that those claims could not immediately be verified. The report left readers with an incorrect impression about what was known and how credible the account was.” In Britain, the BBC and other media outlets were also criticized by government lawmakers for rushing to report the Hamas version of events. Prime Minister Rishi Sunak told the House of Commons last week, “We don’t treat what comes out of the Kremlin as the gospel truth; we should not do the same with Hamas.” In the war coverage, it must be clear there is no moral equivalence between Israel, a legitimate democracy, and Hamas, a terrorist organization that employs lies as a weapon. Media reports often frame both sides as being equivalent and engaged in a tit-for-tat. Hamas is the de facto ruler of the Gaza Strip, but major democracies consider it a terror organization. Israel, as a free and democratic sovereign state, does everything to minimize civilian casualties, while Hamas is an Iran-backed terrorist group that openly seeks the destruction of Israel and actively hunts Israeli civilians to murder or abduct. It deliberately fires projectiles into civilian areas to kill as many Israelis as possible. Israel’s military specifically targets Hamas infrastructure, such as rocket launchers and production facilities, terrorist headquarters, terror tunnels, weapons warehouses, and senior terror leaders. Israel employs a tactic known as “roof knocking,” which warns civilians to evacuate a building through text messages and phone calls before targeting it for destruction. In contrast, the American Jewish Committee said Hamas deliberately puts Palestinian civilians in harm’s way. Hamas fires rockets and stores weapons in civilian areas, including around homes, schools, offices, mosques and hospitals. Hamas staged a large-scale incursion into southern Israel on 7 October during the Jewish holiday of Simchat Torah, where over 600 Israelis were murdered. Often, the conflict with Hamas and other terrorist groups, such as the Palestinian Islamic Jihad, is framed as a dispute between Israelis and Palestinians. Any coverage of Hamas and the Palestinian Islamic Jihad must mention that both terror groups are armed, trained, and financially supported by Iran. While its origins are with the Muslim Brotherhood, Hamas has been funded, armed, and trained by the Iranian Revolutionary Guard Corps since the early 1990s. Equating Israel with Hamas would provide legitimacy to the use of terror tactics, which most nations have vowed never to consider as a subject of negotiation. Phl monitors many CMM ships in WPS, slams China’s maligned info ops
The Philippines has monitored "a large number of Chinese maritime militia vessels” swarming in the features of the West Philippine Sea, National Security Council spokesperson, Undersecretary Jonathan Malaya, said Tuesday. In a television interview, Malaya said these vessels were spotted “not only in the vicinity of Ayungin Shoal and Bajo de Masinloc but also in other features, including (Scarborough Shoal) and Sabina (Escoda) Shoal.” "We are alarmed by the environmental degradation our Coast Guard ships were able to monitor in these areas,” he told the ANC. Malaya noted that environmental degradation or coral destruction would have a direct impact on the livelihood of the fishermen in the WPS areas. “Sometimes we forget the reasons why we are pushing our rights in the WPS, some critics are saying this is just posturing on the part of the Philippines or a tug-of-war between China and the Philippines. No this is not,” he stressed. “This is a battle for the resources of our country, particularly those for our fishermen so when we monitor coral destruction in other parts of the WPS, it alarms the Philippine government because it directly impacts the livelihood of our fishermen in WPS upon their livelihood relies,” he added. Hence, the Philippines has increased its maritime patrols and freedom of navigation missions in the WPS amid “limited capacity.” On the other hand, Malaya slammed China’s “maligned information operation” and sharing of “false narratives” on its sweeping claims on the WPS—as shared with the public. “Definitely, there’s a maligned information operation going on nowadays that is shared to the public and we are just happy it is not just the Philippine government that is sharing our side here—we have allies—if we may call them witnesses from the media,” he said. “We have witnesses from the media who were there on the spot, who had access to the deck and who had access to the control center of the Philippine Coast Guard vessels, who listened to the radio challenges, who saw what was really happening, who were witnesses themselves to the overwhelming number of Chinese vessels acting in concert,” he added. Malaya asked the public should see the facts for themselves and not be urged by the information coming from Beijing. Philippine officials have repeatedly called out China for its “propaganda” on its expansive claims in the South China Sea, which overlaps the country’s exclusive economic zone in the WPS......»»
Intentional, premeditated
In a prior editorial, this paper raised the possibility that the Chinese vessels hitting a Philippine Coast Guard ship and a resupply boat it was escorting to Ayungin Shoal in the West Philippine Sea might have been intentional. While we let readers read between the lines, factual narrations of the event tended to show how improbable it would have been for two separate collision incidents, involving several Chinese and Philippine vessels, to happen by accident in the wide expanse of ocean. The two collisions happened miles away from each other amid fair weather conditions with the sun shining brightly, thus neither poor visibility nor questionable seamanship could have been a factor in the incidents. As in most cases, the simplest explanations often prove to be the correct or accurate ones. In these incidents, the latest in China’s aggressive maneuvers in the WPS, the actions taken by the Chinese coast guard and militia vessels smacked of premeditation. On Monday, Defense Secretary Gilbert Teodoro confirmed in a press briefing that the Chinese vessels “intentionally” hit the Philippine boats trying to resupply troops stationed on the intentionally grounded navy vessel, the BRP Sierra Madre. “While conducting legitimate rotation and resupply operations within the exclusive economic zone of the Philippines, Chinese coast guard and maritime militia vessels, in blatant violation of international law, harassed and intentionally hit the Unaiza May 2 and Philippine Coast Guard vessel BRP Cabra,” Teodoro said. It was a conclusion that would not have required the title Defense Secretary to make. Video footage and photos of the first incident showed a China Coast Guard ship chasing the very small resupply boat. As if the David-versus-Goliath affair were not enough, a second CCG vessel then cut off the boat. All the pieces of evidence considered, the word “collision” does not apply to the actions China took because this would presuppose the possibility of their being mere accidents. The operative word should be “bumped” or, if the incident resulted in grave damage to the Philippine vessels, “rammed.” The stern of the smaller resupply vessel and the bow of the Chinese coast guard ship were seen briefly touching in the video released by the Philippine military. According to a statement from the National Security Council, the supply boat sustained damage. It added that a second resupply boat was able to complete its mission to the BRP Sierra Madre. With the United States and Canada condemning China over the incident, the collision may not be the last or it may just be a portent of more serious “interactions” to come between China and the Philippines as both assert their respective sovereign claims in the WPS. If only to ensure peace in the Indo-Pacific region, countries that have pledged to conduct freedom of navigation patrols in the South China Sea should start doing so. The burden of checking Beijing’s expansionist designs in the region should be shared not only by other claimant nations, but by governments that benefit from the trillions of dollars in trade that pass annually through the South China Sea. We cannot expect the Philippines’ summoning of the Chinese ambassador over the incidents to amount to anything, except to register the country’s strong and continuing opposition to Beijing’s aggressive acts in the WPS. China can never claim Ayungin to be part of its sovereign waters because it lies 1,000 kilometers from its nearest major landmass, Hainan Island, while the shoal is only 200 kilometers from the western Philippine island of Palawan. This proximity of Ayungin Shoal to Palawan, along with other proof presented by the Philippines to the Permanent Court of Arbitration in The Hague, was primarily considered by the court in ruling in favor of the Philippines in 2016. China had refused to recognize the arbitral ruling precisely because it did not go its way. In fact, the court declared as baseless China’s nine-dash line claim to nearly the entire South China Sea. CCG’s ramming of Philippine vessels is a calculated act of provocation. It is a message to the Philippines and the rest of the world that China is willing to use force to achieve its goals. Beijing’s actions are a threat to peace and stability in the South China Sea and the Asia-Pacific region. Nations must not allow China to succeed in its bullying tactics. The international community must take a stand and not allow China to undermine the rules-based order in the Asia-Pacific. The aggression being shown by Chinese maritime assets is a threat to the world, and must be stopped. The post Intentional, premeditated appeared first on Daily Tribune......»»
U.S., Canada lambast PRC
The United States on Sunday denounced China’s actions in the West Philippine Sea that led to the collision of its ships with Philippine boats en route to a resupply mission to the Ayungin Shoal. In a tweet, US Ambassador to the Philippines MaryKay Carlson described China Coast Guard’s actions as a “disruption” of a “legal” resupply mission of the Philippines to the BRP Sierra Madre, its permanent military post in the West Philippine Sea. She tweeted on X that the US “condemns” China’s “latest disruption of a legal Philippine resupply mission to Ayungin Shoal, putting the lives of Filipino service members at risk. One of two boats contracted by the Philippines to bring supplies to the BRP Sierra Madre was bumped by a China Coast Guard Ship before a Chinese militia vessel did the same to a Philippine Coast Guard escort ship. Carlson said Washington “stands” with Manila in “protecting Philippine sovereignty and in support of a #FreeAndOpenIndoPacific.” Over the past months, the US had reiterated its “ironclad” alliance commitment to the Philippines amid the escalating tension in the WPS, a portion of the South China Sea claimed by the Philippines and China. In August, US Defense Secretary Lloyd Austin III stressed that the Mutual Defense Treaty between Washington and Manila extends to the latter’s public vessels. Unlawful conduct Canada also condemned what it described as “unlawful and dangerous conduct” of the People’s Republic of China in the WPS, which “provoked two collisions with Philippine vessels engaged in routine operations inside the Philippine Exclusive Economic Zone, in the vicinity of Ayungin Shoal.” “The PRC’s actions are unjustified. China has no lawful claim to the West Philippine Sea. Its actions are incompatible with the obligations of a signatory to the UN Convention on the Law of the Sea,” the Canadian Embassy in Manila said. “Continuing acts of intimidation and coercion undermine safety, stability, and security across the region and increase the risk of miscalculation,” it added. Canada said it welcomed the news that no injuries resulted from the collisions and commended the “professionalism and restraint exercised” by the Philippine Coast Guard. “Canada affirms its support for a rules-based order in the South China Sea consistent with international law, including UNCLOS and the 2016 Arbitral decision, which is final and binding on the parties,” it said. Ayungin Shoal, also known as Second Thomas Shoal, is 105 nautical miles west of Palawan and is part of the Philippines’ exclusive economic zone. On 12 July 2016, the Philippines won its arbitral case against China in the Permanent Court of Arbitration — a landmark decision that China continues to reject. Germany also expressed concern over the incident in the WPS. Senators enraged “Germany is very concerned about recent confrontations in the SCS involving Chinese coast guard ships and maritime militia vessels in the Exclusive economic zone of the Philippines,” German Ambassador to the Philippines Ambassador Andreas Pfaffernoschke said in a separate tweet. Pfaffernoschke called on “all parties to act in accordance with UNCLOS-rules and to respect the 2016 arbitral award. Senators also condemned China’s actions. In separate statements, Senate President Juan Miguel “Migz” Zubiri, Senators Risa Hontiveros and Francis Tolentino expressed anger over the collisions that put the safety of the Filipino crew at risk. “I am one with peace-loving Filipinos in strongly condemning this latest abhorrent actions of the China Coast Guard and Chinese maritime militia that put in danger the lives of our brave countrymen who were on a routine resupply mission to our troops in Ayungin Shoal,” Zubiri said. Zubiri called on CCG to “respect human lives and abide by the United Nations Convention on the Law of the Sea and other international laws governing safe maritime travel.” “This latest collision is squarely the China Coast Guard’s fault,” Hontiveros said. “The 2016 Arbitral Award has resolutely invalidated China’s claims in the West Philippine Sea, making this incident a clear violation of international law.” For his part, Tolentino said the recent confrontation between the Philippines and China clearly shows China’s continuous disregard for international law. He noted that the incident should be investigated by the International Convention for the Safety of Life at Sea and the Code for Investigation ng Marine Casualties and Incidents of the International Maritime Organization. Earlier today, the National Task Force for the West Philippine Sea accused the CCG of performing "dangerous blocking maneuvers" that resulted in a collision with the Unaiza May 2, an indigenous boat contracted by the Armed Forces of the Philippines for a resupply mission to the BRP Sierra Madre. The NTF-WPS condemned the “provocative, irresponsible, and illegal action” of the China Coast Guard ship which “imperiled the safety” of the Unaiza May 2 crew. It also flagged the “bumping” of the Chinese Maritime Militia vessel against the Philippine Coast Guard BRP Cabra’s port side while it was lying approximately 6.4 nautical miles northeast of Ayungin Shoal. Carlson said Washington “stands” with Manila in “protecting Philippine sovereignty and in support of a #FreeAndOpenIndoPacific.” Over the past months, the US reiterated its “ironclad” alliance commitment to the Philippines, amid the escalating tension in the WPS, a portion of the South China Sea both claimed by the Philippines and China. Russia ‘interfering’ in global election
Russia is using its spy network, state-run media and social media to undermine public trust in elections around the world, according to a United States intelligence report released Friday that was shared with around 100 countries. “Russia is focused on carrying out operations to degrade public confidence in election integrity,” the report said, citing findings from the US intelligence community. “This is a global phenomenon. Our information indicates that senior Russian government officials, including in the Kremlin, see value in this type of influence operation and perceive it to be effective.” The assessment, which was sent in a cable to the embassies of around 100 countries in Europe, Asia, Africa and North America, comes amid heightened tensions between Washington and Moscow over Russia’s full-scale invasion of Ukraine. Russia engaged in a “concerted effort” between 2020 and 2022 to undermine public confidence in at least 11 elections across nine democracies, including the US, the report said. An additional 17 democracies were targeted through “less pronounced” methods involving Russian messaging and social media activity that sought to amplify domestic narratives related to election integrity, it added. Without naming the targeted countries, the report said the US government had shared with them information about the Russian operations. It alleged Russia utilizes both “covert and overt mechanisms” to influence elections. That includes influence networks managed by its security agency, the Federal Security Service or FSB, which covertly attempted to intimidate campaign workers in an unspecified European country’s 2020 election, it said. Russian state media amplified “false claims of voting fraud” in multiple elections in Asia, Europe, the Middle East and South America in 2020 and 2021, it added. Russia also exploited social media platforms and “proxy websites” to cast doubt about the integrity of elections in one South American country last year, the report said. “For Russia, the benefits of these operations are twofold: To sow instability within democratic societies, and to portray democratic elections as dysfunctional and the resulting governments as illegitimate,” the report said. The US recognizes its “own vulnerability to this threat,” the report said, reiterating that Russian actors sought to undermine public confidence in the 2020 election which President Joe Biden won against Donald Trump. In a media briefing, a US State Department official said Russia was encouraged to press ahead with election influence operations after its perceived success in spreading disinformation about the 2020 US election and the Covid-19 pandemic. “Russia is capitalizing on what it perceives as a relatively inexpensive success in 2020 in the United States to take this more broadly, globally,” the official said on condition of anonymity. Hands-on
President Ferdinand “Bongbong” R. Marcos Jr. is living proof of US President Abraham Lincoln’s adage: “You can please some of the people all of the time; you can please all of the people some of the time; but you can’t please all of the people all of the time.” In the previous regimes, the usual question was, “Where is the President?” during critical periods such as when calamities struck and the elected leader was slow to react. Thus, there was a frequent demand for medical bulletins on previous presidents when they were not in public view for consecutive days. Both President Marcos and Vice President Sara Duterte are taking flak from critics who allege that they are monopolizing authority for holding Cabinet positions aside from their elected posts. Bugged endlessly about relinquishing his Department of Agriculture post, Marcos said he would maintain the current arrangement since many officials in the graft-ridden agency do not easily take orders except from him. Amid the rising prices, some sectors whose only interest is to have an official that favors them have been harping on the need for a full-time secretary, floating names in a subtle endorsement to PBBM. Marcos has held the agriculture post since he assumed office in July 2022. Since then, and especially in January 2023, amid the rise in the cost of food, critics have been calling on Marcos to finally appoint someone who can hold the post full-time. The President knows what he is doing and has competent advisers to help him make fast decisions in the critical agriculture sector. Making difficult but critical decisions, even with political will, would take more time from an alter ego. He explained the situation: “Generally speaking, if the President asks them to do something, they’ll do it. If someone else asks them to do it, they’ll probably do it, or they may not.” The need for swift action was particularly evident in the recent rice price shock when the cost of a kilo of rice rocketed to more than P60. The intervention was tricky because of the complex network in the industry that needs to balance the welfare of consumers, farmers, and retailers. Add to that the external situation in which supply has been affected by the limits that India, a major producer, imposed on its exports. President Marcos, the other day, lifted Executive Order 39, which imposed a price ceiling of P41 per kilo on regular milled and P45 per kilo on well-milled rice. The EO effectively brought down the market price of the grain, but it affected retailers who complained of losses since they were selling below the price they were buying from middlemen, while farmers said traders demanded that the farmgate price be lowered. The National Food Authority then had to set the buying price of palay at P19 to P20 per kilo from P16 to P19 to maintain farmers’ income amid the price cap. Retailers were also provided with subsidies to offset their losses due to the government-imposed ceiling. Economic officials knew the measures were temporary since they would drain the government coffers if imposed for too long. The aim was to stabilize the market until the harvest season, and the influx of grains from imports under the tariffication law brought the situation back to normal. Had the steps taken been delayed by just days, it may have caused a crisis where consumers would have had to eat alternatives to the grains such as kamote (sweet potato) and corn. Then, the public would have been outraged, and the heated situation would have been stoked by the opportunists who waited like vultures for public support for Marcos to weaken. Rice remains a political commodity, which spelled the 15-point difference in Marcos’ rating in the recent survey. The post Hands-on appeared first on Daily Tribune......»»
PhilHealth insists ‘no data was compromised’ amid cyberattack
The Philippine Health Insurance Corporation or PhilHealth on Wednesday maintained its claim that its members' data was not compromised by the recent cyberattack on its system. In an interview with Daily Tribune, PhilHealth spokesperson and Senior Vice President for Health Finance Policy Israel Pargas reiterated that their database remained “intact”. He, however, admitted that hackers behind the cyberattack accessed the data that were stored in the servers affected by the hacking. “We cannot verify that. It can be a possibility because again, checking our database, it is still intact. If we check the database, it appears that no data was compromised or leaked,” he said. “However, since our employees are also working with regard to our members and all, it could be true that there may be data stolen by these hackers. It is uncertain whether any data was stolen or not,” he added. On Tuesday night, the Department of Information and Technology confirmed that the hackers have already started publishing PhilHealth employees’ data on the dark web. DICT Undersecretary Jeffrey Dy said the stolen data includes details on employees' identification cards, memorandum, directives, and hospital bills. The development came a day after the self-imposed deadline of the hackers on the government to pay a $300,000 ransom for the data expired. Dy said the information posted on the dark web could just be a “teaser” of what the hackers have stolen from the state-run health insurer’s system. At the same time, in an advisory, PhilHealth confirmed that some members' personal information including names, addresses, dates of birth, sex, phone numbers, and PhilHealth identification numbers were compromised. The corporation said it is “working to notify all affected individuals directly.” The state-run health insurer also urged its members to take precautionary measures in light of the cyberattack on its system. “Monitor your credit reports for any unauthorized activity,” it said. Members were also encouraged to place a fraud alert on their credit reports and change their passwords for their online accounts, especially their financial accounts. Members were also advised to be wary of phishing emails and smishing text messages. No numbers Asked how many members were affected by the incident, Pargas said PhilHealth has yet to know the quantity of the data stolen by the hackers. “There might have been data that were compromised but we don’t have any numbers yet,” he said. In case PhilHealth members receive suspicious calls about their data, they may report it through phic.actioncenter2023@gmail.com or phic.dpo@gmail.com, he said. Online Meanwhile, the state-run health insurer said its website, member portal, e-claims, HCI portal, Electronic Premium Remittance System, and electronic PhilHealth Acknowledgment Receipt can now be accessed by the public and their partners. On September 22, PhilHealth temporarily shut down its website and membership portal due to an "information security incident." Fil-Indian trader files perjury rap vs brother
Filipino-Indian billionaire businessman Rajiv Chandiramani has filed a perjury complaint against his older brother, Amith, before the Manila Prosecutor’s Office. The trader, in his complaint, alleged that his brother “made a willful and deliberate assertion of falsehood under oath on material matters required by law” when he failed to disclose that he filed the same complaint which was already withdrawn because of a compromise agreement. “By lying under oath on a material matter, Amith is liable for perjury punishable under Article 183 of the Revised Penal Code,” he added. Rajiv, in his complaint dated 2 October, said he and his brother were “never really close as siblings” and “would always have frequent disagreements.” The businessman said he established several businesses, including Rhena’s Trading Inc., which, he described as one of the leading domestic companies in buying, selling, distributing, and importing electronic products and accessories. Rajiv said in November 2021, there were several defamatory messages and innuendos against him being circulated among relatives, friends, and colleagues that he allegedly falsified several documents. Upon his investigation, Rajiv said the messages originated from Amith prompting him to file a complaint for damages against his older brother. Amir, in turn, sued him for falsification of public documents, along with their mother who supposedly falsified the signature of their deceased father appearing on several sale and mortgage documents in July 2022. Since they are family and to attain peace of mind and safety, Rajiv said he agreed to compromise with Amith. He said that part of the monetary consideration for the compromise agreement is the mutual withdrawal of the cases that were filed against each other at that time, as well as a waiver and quitclaim provision covering any and all potential claims or rights against others arising from, or in connection with the cases, as well as the estate of their late father, Mr. Prem Chandiramani, also a businessman. Rajiv noted that part of the agreement, was for him to pay Amith P150 million by way of support. The post Fil-Indian trader files perjury rap vs brother appeared first on Daily Tribune......»»
