Japan will continue transparency about ALPS treated water release
The Daily Tribune recently published the opinion entitled “Releasing Fukushima water amid protests?” by Mr. Bernie V. Lopez, which worsens the misperception of Japan’s discharge plan. Therefore, I would like to provide explanations based on scientific evidence and facts as well as Japan’s efforts to take the measure in the most accountable and transparent manner. First of all, the water to be discharged is NOT “nuclear wastewater”.” It is “ALPS (advanced liquid processing system) treated water,” which has been sufficiently purified until the concentration of radioactive materials other than tritium is below the regulatory standard and then is further diluted before it is discharged. Tritium is a radioactive material that exists in nature, and can be found in rainwater and also in our bodies, but does not accumulate in the body. The reason for the discharge of ALPS-treated water is not a fear of the dangers of storing large amounts of nuclear wastewater but to restore life in Fukushima and achieve reconstruction. The Subcommittee on Handling ALPS Treated Water considered five options: geosphere injection, discharge into the sea, vapor release, hydrogen release, and underground burial. Of those methods, discharge into the sea was determined to be the best from a risk management perspective, because it has a proven track record in domestic and international nuclear facilities and is easy to monitor. Discharge of ALPS-treated water is an issue that cannot be postponed to construct new facilities to safely proceed with the decommissioning work, which will be more fully underway in the future. On 4 July 2023, The International Atomic Energy Agency or IAEA, the world’s authority on nuclear-related issues, published the Comprehensive Report on the Safety Review of the ALPS Treated Water at TEPCO’s Fukushima Daiichi Nuclear Power Station, which presents the findings of a nearly two-year review conducted by the IAEA and independent international experts based on scientific evidence. The report states that Japan’s plans to discharge the ALPS-treated water into the sea and associated activities are consistent with relevant international safety standards, and the discharge will have a negligible radiological impact on people and the environment. On 24 August 2023, the Fukushima Daiichi Nuclear Power Station, or FDNPS, initiated the discharge of ALPS-treated water to promote the reconstruction of Fukushima. Since the start of the discharge, it has been confirmed that the concentration of nuclides including tritium in seawater and marine products is far below the standards, which indicates that the discharge is safe as planned. Specifically, Japan is implementing three types of monitoring (monitoring of treated water in tanks, real-time monitoring of a wide range of nuclides, mainly tritium) with the involvement of the IAEA. If a problem is detected during this monitoring process such as detecting radioactivity levels exceeding standards, appropriate measures will be taken, including immediate suspension of the discharge. In more detail, we will manage the annual discharge volume of tritium so it will not exceed 22 trillion Bq, which is equivalent to the target discharge management value for the Fukushima Daiichi Nuclear Power Station before the accident. It is worth noting that other countries also discharge tritium into the sea in compliance with their domestic laws and regulations; for instance, according to the China Nuclear Energy Association website, China, discharging 112 trillion Bequerel, or Bq, from Yangjiang Nuclear Power Plant , 102 trillion Bq from Ningde NPP, 90 trillion Bq from Hongyanhe NPP in 2021. The amount of tritium in the ALPS-treated water is far smaller than the amount of tritium discharged from many nuclear power plants and other facilities in other countries. Consultations with stakeholders Furthermore, the aforementioned article states that “Japan planned the release unilaterally — no transparency, no consensus. They never made an effort for international awareness and inspection.” However, the fact is that Japan has provided information and has engaged in consultations with the interested parties including both international and domestic ones in a transparent manner based on scientific evidence, with an emphasis on providing sufficient data. In addition, Prime Minister Fumio Kishida has emphasized that every possible measure would be taken to ensure the safety of discharge and that any emission that would harm the health of citizens or the marine environment would not occur. He also explained Japan’s efforts regarding the discharge of ALPS-treated water at ASEAN-related Summit Meetings in Jakarta on September 6 and 7 and the G20 New Delhi Summit on September 9 and 10, which led to a wider and deeper understanding of our approach. The positive recognition and support in the international community for Japan’s efforts and its commitments are currently spreading. Many countries including the U.S., Australia, and NZ officially welcomed the IAEA’s Comprehensive Report, and also Prime Minister of the Cook Islands, as Chair of the Pacific Islands Forum (PIF) acknowledged Japan’s efforts. Recently, on the margin of the Japan-ASEAN Summit Meetings, H.E. Mr. Joko Widodo, President of the Republic of Indonesia expressed his understanding of Japan’s position. In addition, on the margin of the G20 New Delhi Summit, H.E. Mr. Recep Tayyip ERDOGAN, President of the Republic of Türkiye said that he is aware of Japan’s sincere efforts, and H.E. Mr. Mark RUTTE, Prime Minister and Minister of General Affairs of the Kingdom of the Netherlands expressed his full support to Japan’s approach. Therefore, the author’s claim that Japan had “no transparency, no consensus” is inaccurate. As the author correctly stated, “Secrecy will be Japan’s enemy” and Japan has been and will prioritize our transparency. At the end of the day, all the questions should be left to scientists and experts on nuclear issues, to draw a conclusion that can stand the test of scientific evidence and facts. Having gone through unprecedented hardships since the Great East Japan Earthquake, we remain committed to facing the most difficult challenges with complete transparency in close collaboration with the IAEA. After the start of discharge into the sea, Japan will continue to conduct three types of monitoring in a multilayered manner with the involvement of the IAEA. We hope to gain the understanding and support of the international community. The government of Japan will continue to provide the necessary information transparently based on the conclusion of the comprehensive report and will continue efforts to gain further understanding from the international community, while scientifically refuting politically motivated opinions. DFA to handle ATNs in countries with no Migrant Workers Offices
Following the announced transition of Assistance-to-Nationals or ATN services from the Department of Foreign Affairs to the Department of Migrant Workers, DMW Undersecretary Hans Leo Cacdac clarified on Thursday that DFA will still provide such services to countries that don’t have Migrant Workers Offices. “We need to emphasize at this stage that we’re talking about areas with MWOs, which we have 40 of them distributed worldwide. If there are no MWOs, the DFA will still then handle ATN services,” Cacdac said in a virtual briefing. DFA first announced the transition on Wednesday, urging OFWs who need legal, medical assistance, repatriation and shipment of remains to inquire with the DMW starting on 1 July. Cacdac expounded on the announcement, saying that the ATN functions will cover legal assistance to OFWs in their detainment, court hearings and criminal and labor cases; repatriation efforts such as securing visas, quarantine assistance, and death assistance, including funeral and burial. Other ATN functions that DMW will shoulder in their respective jurisdictions include assistance to victims of illegal recruitment and trafficking, processing claims, counseling, location of OFWs’ whereabouts, shelter, and emergency and crisis assistance. The transition would also effectively make use of the ‘AKSYON Fund’ or the agency’s legal assistance fund, which Cacdac said is currently funded with a Php. 1.082 billion budget as of this month. The said fund will go to ‘legal retainerships’ in cases in nine MWOs across the globe, as well as to aid for distressed OFWs in Sudan, Kuwait and Turkiye, and other medical and repatriation assistance. “We consider the transfer of ATN services to OFWs as being faithful to the DMW’s nature as articulated by Sec. Ople, with respect to the DMW being a home for OFWs, where they could be kept safe and protected, and there is inclusivity and a multi-faceted set for OFWs and their families,” Cacdac said. Amid the transition, Cacdac assured OFWs that services by the two agencies will still continue. He added that they are hoping for more funding for the newly-accepted functions in next year’s budget, covering operational costs and hiring of personnel. He said that they are eyeing for more than 90 more personnel, adding to the 273 staffers in 40 MWOs across the globe. Egypt unveils ancient mummification workshops and tombs
Archaeologists in Egypt have unearthed two human and animal embalming workshops, as well as two tombs, discovered in the Saqqara necropolis south of Cairo, the government said on Saturday. The vast burial site, at the ancient Egyptian capital Memphis, is a UNESCO World Heritage site and home to more than a dozen pyramids, animal graves, and old Coptic Christian monasteries. Mostafa Waziri, head of Egypt's Supreme Council of Antiquities, told reporters the embalming workshops, where humans and animals were mummified, "date back to the 30th dynasty" which reigned around 2,400 years ago. Researchers "found several rooms equipped with stony beds where the deceased lay down for mummification", Egypt's tourism and antiquities ministry said. Each bed ended in gutters to facilitate the mummification process, with a collection of clay pots nearby to hold entrails and organs, as well as a collection of instruments and ritual vessels. Early studies of the other workshop suggest it was used for the "mummification of sacred animals". The discovery also includes the tombs of two priests dating back to the 24th and 14th centuries BC, respectively. The first belonged to Ne Hesut Ba, who served the fifth dynasty as the head of scribes and priest of the gods Horus and Maat. The tomb walls are decorated with depictions of "daily life, agriculture, and hunting scenes", said Mohamed Youssef, director of the Saqqara archaeological site. The second tomb, that of a priest named Men Kheber, was carved in rock and features depictions of the deceased himself on the tomb walls, as well as in a one-meter-long (three-foot) alabaster statue, Youssef told reporters. Egypt has unveiled a string of major archaeological discoveries in recent years. Critics say the flurry of excavations has prioritized finds shown to grab media attention over hard academic research. The discoveries have been a key component of Egypt's attempts to revive its vital tourism industry amid a severe economic crisis. The government recently launched a strategy "aiming for a rapid increase in inbound tourism" at a rate of 25-30 percent a year, Tourism and Antiquities Minister Ahmed Issa said at the site on Saturday. Egypt aims to draw in 30 million tourists a year by 2028, up from 13 million before the Covid pandemic. Human rights groups slammed Metro Manila Development Authority (MMDA) Spokesperson Celine Pialago following her “drama serye” remarks at detained activist Reina Mae Nasino who recently buried her three-month-old daughter River. Kapatid, a support group for families and friends of political prisoners, said those who downgrade what happened to the political prisoner are only trying to “cover the government’s gross violation of human rights.” “The story of Reina Mae Nasino and her 3-month-old child who died last week is not ‘drama-serye.’ It is a real story that exposed the countless injustices committed by the government,” it said in a statement released on Sunday. “MMDA Chair Danny Lim, a former political prisoner himself, should have long shown the door to his spokesperson. It should be obvious by now that sensitivity cannot be taught nor proper manners and right conduct if one is empty-headed,” it added. Meanwhile, National Union of People’s Lawyers (NUPL) President Edre Olalia was more restrained, saying they would “do the same thing if she was in Ina’s position and circumstance. “To start with, we will never ever wish this horrible tragedy and injustice to visit the Asec, her mother, her daughters, her sisters and her aunts,” he said in a Facebook post. Despite having nothing to do with traffic, Pialago felt the need to “use her voice as a Filipino” to share her two cents on Nasino’s case. “Hindi lahat ng inang nakakulong ay nakapunta sa libing ng kanyang anak. Kaya yung mga sumisimpatya kay Reina Mae Nasino, pag aralan niyo mabuti ang dahilan bakit siya nakulong at kilalanin niyong mabuti kung sino siya sa lipunan (Not all jailed mothers get to visit their children’s funeral. So all of those who sympathize with Reina Mae Nasino, study well why she was imprisoned and know who she is and what her role is in society),” she said in a Facebook post on Sunday morning. “Masyado ninyong ginagawang pang drama serye sa hapon ang paghihinagpis niya. Tigilan niyo (You are trying to make her grief like an afternoon drama serye. Stop it)!” she added. Nasino was five months pregnant with River when she was arrested in November 2019 for allegedly being found with firearms and explosives at the Bagong Alyansang Makabayan Manila Office in Tondo, Manila. Her lawyers have insisted that the pieces of evidence were planted and that the charges filed against her are trumped-up. She gave birth to River on July 1 at the Dr. Jose Fabella Memorial Medical Hospital on July 1. She and her baby were returned to the Manila City Jail 48 hours later. Before this, she filed a motion before the Manila Regional Trial Court (RTC) to allow her to breastfeed her daughter for a year at the hospital or a prison nursery. But Manila RTC Branch 20 Judge Marivic Balisi-Umali denied this, saying that the jail has “very limited resources” for the care of her child. Nasino was also among 22 elderly and medically-compromised detainees who filed a motion for their compassionate release amid the pandemic on April 8 before the Supreme Court. But months later, the High Court ruled that the trial courts will be the ones to decide on their temporary release. On August 13, the activist-mother was ordered to turn her child over to her relatives. River was admitted at the Philippine General Hospital for fever and diarrhea on September 24. She was placed in the intensive care unit on October 9 where she died a few hours later. A few hours before her daughter died, Nasino filed a very urgent motion for furlough so she can be with her child in her dying moments. On October 13, Manila RTC Branch 47 Judge Paulino Gallegos granted her three full days from October 14 to 16 to be by her daughter’s side during the wake and burial. But the next day, he cut Nasino’ furlough down to only six hours from 1 to 4 p.m. on October 14 and 16 after receiving opposition from the Manila City Jail. The Manila City Jail cited lack of personnel, health concerns, and a guideline stating that detainees can only be at their loved ones’ burial and wake for a maximum of three hours. For both the wake and the funeral, Nasino was clad in a full set of personal protective equipment, handcuffed, and flanked by numerous uniformed personnel. Tensions rose during the wake after her escorts tried to pull her away twice before her time was up, eventually escorting her out with 20 minutes to spare before 4 p.m. On October 16, Marites Asis, Nasino’s mother, had to kneel and beg in front of the police to allow them to hold funeral at 11:30 a.m. The cops wanted to delay it until 1 p.m. Police also sped off with River’s hearse to the Manila North Cemetery, leaving her family behind and thwarting activists’ plan to conduct a caravan around the Supreme Court and the Court of Appeals before burying her at the cemetery. Nasino’s counsels at NUPL earlier said that they will file charges against those involved in the activist’s treatment during her daughter’s wake and burial. .....»»
