Biden prodded on joint WPS patrols
Members of the United States House of Representatives’ Foreign Affairs Committee condemned China’s “unlawful” actions in the West Philippine Sea that led to collisions of a Philippine resupply boat and its Philippine Coast Guard escort ship. House Foreign Affairs Committee Chairman Michael McCaul and Rep. Gregory W. Meeks (D-NY), along with Subcommittee on the Indo-Pacific Chairwoman Young Kim (R-CA) and Ranking Member Ami Bera (D-CA), issued a joint statement to express their support for the Philippines. “We unequivocally support the Philippines and condemn the unlawful actions by the Chinese Coast Guard in the South China Sea,” the US lawmakers said. “The Chinese Coast Guard and maritime militia vessels intentionally hit PCG ships over the weekend and continue to violate international law, endanger Filipino crew members, and obstruct Philippine vessels’ access to their own exclusive economic zone,” they added. The 22 October incident was “part of a larger pattern of the People’s Liberation Army Navy, its maritime militia, and the Chinese Coast Guard’s aggressive and provocative behavior in the South China Sea, where it actively intrudes in other states’ exclusive economic zones,” they said. Over the weekend, the National Task Force for the West Philippine Sea accused the CCG of performing “dangerous blocking maneuvers” that resulted in a collision with the Unaiza May 2, an indigenous boat contracted by the AFP for its routine resupply mission to the BRP Sierra Madre. During the mission, a Chinese maritime militia vessel “bumped” the PCG ship, BRP Cabra, on its port side. President Ferdinand Marcos Jr. has ordered the PCG to investigate the incident. The American legislators also backed US President Joe Biden’s announcement of increased joint patrols with the Philippines and other partners in the South China Sea and his administration’s reaffirmation to uphold its commitment under the US-Philippines Mutual Defense Treaty. Earlier this week, the White House said US National Security Advisor Jake Sullivan assured Philippine National Security Advisor Eduardo Año of US support in safeguarding its sovereign rights in the WPS under the two nations’ MDT. Signed in 1951, the Philippines and the US agreed under the MDT that an armed attack on either of the parties would be considered an attack on the other, thus, joint actions may be taken by the US and the Philippines to protect each other. LAWMAKER ON WHEELS — Ejercito’s love for Phl sports is one of a kind
Senator JV Ejercito’s love for cycling is hard to miss. From interviews to his social media posts, the 53-year-old lawmaker would always find a way to display his love for cycling — and sports in general. That’s why in a recent interview with Daily Tribune, Ejercito took the opportunity to preach the benefits of cycling and how he wants to spearhead the staging of more local and international tournaments that would encourage a lot of enthusiasts to take the sport seriously. “We need to have more competitions like Ronda Pilipinas. I hope somebody picks up the cudgels for it to continue because competition improves the quality of our athletes,” said Ejercito, referring to the annual professional road cycling competition that covers major cities in Luzon, Visayas and Mindanao. The prestigious bikefest started in 2011 and has drawn the interest of the best local and international riders. It, however, got canceled this year as it prepares to transition from being an annual to a biennial event. “We need competitions,” Ejercito stressed. But batting for the staging of a professional cycling competition is just a mere fraction of Ejercito’s love for the sport. In fact, during the height of the coronavirus pandemic in 2020, Ejercito took the cudgels for the cyclists when he slammed the Inter-Agency Task Force for raising the proposal of requiring cyclists to wear face shields on the road. Ejercito stressed that this proposal will put the cyclists’ lives at risk as they might suffer hypoxia or lack of oxygen. Having first-hand experience on the challenges of the sport, Ejercito asserted that the proposal might create more harm than good. “I am not in favor of requiring face shields to those who are biking and exercising. This might cause hypoxia or lack of oxygen. While breathing hard, intake of oxygen is already minimized with masks so what more if they will require them to wear face shields? This can be fatal,” Ejercito said. “Cyclists usually are away from each other. Face shields should be required in enclosed and crowded places. There is already a mask that is required anyway.” “Wearing a face shield while cycling is dangerous. The mask is enough.” But that’s not all. Ejercito also fought hard for the rights of cyclists through Senate Bill 393 that pushes for more bicycle lanes in major thoroughfares. He believes that by putting up bicycle lanes, the government would encourage the public to bike to their respective schools or offices instead of riding cars, buses or trains. The public would also get to save a lot on their transportation expenses while helping the government solve the worsening traffic situation. “This legislation is one way to help unburden commuters who are choosing to ride their bicycles and other non-motorized vehicles in order to escape the worsening traffic situation and save money on fares and fuel, especially now that prices of petroleum products have skyrocketed,” the bill’s explanatory note said. Ejercito said the government will also benefit from this proposal. “Though we admire such resilience and innovation, the government should also look into improving road conditions for alternative means of transportation,” Ejercito, the son of former President Joseph Estrada, said. “Until such a time that the government has finished its goal to provide mass transportation that is people-centered and accommodating to every walk of life, there will always be room for alternative forms of travel.” Ejercito admitted that he even considered riding his bicycle to work. “Even I couldn’t bear it each time I load up on gas. I shell out P5,000 every time. It’s hard on my pockets. Hopefully, I can save by biking to work,” Ejercito said. As of May 2023, about 546 kilometers of bike lanes were already established in Manila, Metro Cebu and Metro Davao, according to the Department of Transportation. Aside from cycling, Ejercito also plays golf and boxing. He is also an avid fan of basketball. In fact, he was at the sidelines when Gilas Pilipinas battled China in the FIBA Basketball World Cup together with other senators in Ronald “Bato” dela Rosa, Joel Villanueva and Juan Miguel Zubiri. Ejercito said if there will be a chance, he will gladly lend a helping hand to Philippine sports. After all, he is no stranger to grassroots sports after serving as chairman of the committee on youth and sports when he was still representing San Juan City in the House of Representatives. With him in charge, he was able to help the Philippine Sports Commission with its funding that led to the rise of promising athletes like Hidilyn Diaz, who went on to become the country’s first Olympic gold medalist. “There’s no specific NSA (national sports association) but if there is an opportunity, I will help. With a parting shot at his former boss Donald Trump, General Mark Milley resigned as the top US military official on Friday. He said that no soldier had ever taken an oath to serve a “wannabe dictator.” On his final day as chairman of the Joint Chiefs of Staff, Milley delivered a shocking reprimand that perfectly exemplified how the US military has been drawn into the increasingly combustible political landscape since the Trump administration. Milley did not specifically mention Trump during a lavish military ceremony for his leaving, but it was clear who he was criticizing. Defense Secretary Lloyd Austin and President Joe Biden were both present. Milley remarked of American soldiers “We don’t take an oath to a king, or queen, or a tyrant, or a dictator.” And we don’t swear an oath to a would-be autocrat. Air Force General Charles “CQ” Brown, the second African American to hold the position of chairman of the Joint Chiefs of Staff, will take Milley’s place. Milley, a barrel-chested army veteran with four decades of service, has held numerous high-level leadership positions and numerous foreign deployments. But he had his most difficult task when Trump gave him the career apex position of senior military advisor to the president in 2019. Milley oversaw the daunting withdrawal of US troops from Afghanistan, special operations in Syria, and a sizable program to support Ukraine in its valiant struggle against Russian invasion during a four-year term that will continue under Biden starting in 2021. Crisis after crisis Milley told AFP last month that during his tenure as chairman, “it was one crisis after another.” However, under Milley’s tenure at the head, the military became embroiled in an unusually high number of politicized incidents. Senior Republicans have regularly attacked what they allege are “woke” leftist practices inside the ranks, even as the Biden administration has pushed for measures such as renaming bases named after Confederate generals in the Civil War. And even that was not as dangerous as the delicate predicament Milley was in before and after the 2020 presidential election, when Trump, in a first-ever political nightmare for the United States, refused to concede loss. A field study tour organized by the over 50 member-country Asia Pacific Seeds Association, or APSA, had the latter “very impressed with the milestones achieved by the country in hybrid rice seeds production” as well as the close collaboration among stakeholders in the hybrid rice sector, the Department of Agriculture’s Rice Industry Development reported Thursday. DA-RID Undersecretary Leo Sebastian said this is the first field study tour in the Philippines which stemmed from an invitation by Dr. Frisco Malabanan, who is the current executive committee member from the Philippines who is now with the Masagana Rice Industry Development Program. Sebastian, who was former chairman of the Special Interest Group on Field Crops, was replaced by the Malaysian delegate starting this year. APSA is the largest regional seed association in the world with more than 600 members, according to its website. Headquartered in Bangkok, APSA promotes sustainable agriculture through the development, production and trade of quality seeds within, to and from the Asia-Pacific region, and continues to maintain strong links with a number of key international organizations such as the Food and Agriculture Organization, the Organization for Economic Cooperation and Development, and the World Trade Organization. Heidi Gallant, executive director of APSA, provides more insights into what the association means to its members. Entire spectrum of the seed industry Its members represent the entire spectrum of the seed industry — both public and private sectors — including national seed associations, government agencies, public and private seed companies, and associate members, which represent organizations outside the Asia region. Majority of the members are seed enterprises, including breeders, producers, distributors, retailers, exporters and importers. Sebastian said, that of the 15 delegates that joined the just-concluded field study tour, three companies were from China and others were from India, Sri Lanka, Bangladesh, Thailand, Malaysia, and the Philippines. The APSA study tour was timed with the holding of the 16th National Rice Technology Forum of the private sector group, Rice Board, in Hagonoy, Davao del Sur — which showcased clustered demo farms of hybrid rice companies, soil nutrition companies, and digital companies involved in the rice sector, Malabanan said. The delegates, according to Sebastian, were impressed how the Philippines could pool all seed production companies in one site (during the NRTF tour in Davao Sur), which Malabanan said was a result of the close collaboration between government and private companies. They went to the seed facilities (from drying, cleaning, and sacking of seeds) at the site of SL Agritech in Lupon Davao Oriental. They had a whole day of farm visits to the farms of SL Agritech, Tao Seeds, Longping, and BioSeeds where they saw the actual parental lines (male and female) of the seed companies in their flowering stages. Last Thursday, they participated in the 16th NRTF forum in Hagonoy, Davao del Sur where they witnessed 18 companies (each with more than a hectare) of currently standing palay crops (both hybrid and inbred) as well as soil enrichment producers and a company that promotes drones for direct seeding of palay seeds, fertilizers and pesticide application. There, Sebastian added, the delegates were awed by the contiguous areas of planted farms by competing companies, which is rather inconceivable in other countries. That same day, they visited the farms of commercial seed companies, Bayer Crop Science and SL Agritech in Barangay Ruparan, Digos City, and in Hagonoy, Davao del Sur. From here they visited the hybrid corn farms in Kapaling, Davao del Norte, and Tagum of Bayer Science and Syngenta Phils. At the Bayer field visit, a 50-hectare integrated farm of a farmer that used to be planted with bananas before the pandemic had been converted into hybrid rice, corn, and high-value crops. The participants who left the Philippines last Saturday, also visited a learning site by DA Agriculture Training Institution showcasing an integrated farming system — high-value crops, poultry, and dairy farm — as part of the farm diversification to further increase farmers’ incomes.
