DOJ: Revised departure guidelines to boost Phl’s anti-human trafficking efforts
The Department of Justice stressed that the revised departure guidelines for international-bound Filipino travelers primarily target to boost the government measures to fight human trafficking in the country—far from claims that it was intended to intrude on people’s privacy and impede traveling rights. In a news forum on Saturday, DOJ Assistant Secretary Mico Clavano said the decision of the Inter-Agency Council Against Trafficking to revise the departure guidelines really aims to reduce “the grave menace of human trafficking” in the country. Clavano further explained that the 2023 revised IACAT guidelines were culled out from the 2015 policy. Thus, the IACAT is not imposing additional documentary requirements on travelers, he said. “Hindi po totoo na additional requirement dahil hindi naman ho iyan required. ‘Pag mayroon lang red flags, ‘pag mayroon lang nakitang inconsistency sa kuwento or hindi na-meet iyong standard po ng ating mga Immigration Officers, doon lang sila magtatanong (It is not true that we require additional requirement because it’s not required. If there are red flags, if there are inconsistencies in their stories or if they did not meet he standards of immigration officers—then questioning will follow),” said Clavano. The IACAT earlier announced it will implement revised departure protocols for Filipinos traveling abroad beginning 3 September. Senator Risa Hontiveros appealed to the Bureau of Immigration not to “bully” Filipino travelers who are going abroad when it starts imposing stricter regulations starting next month. As the author and sponsor of the Expanded Anti-Trafficking in Persons Act and one of the lawmakers who exposed the scam hubs within and outside of the Philippines, Hontiveros said she believes it is absolutely imperative for the government to ramp up its efforts in fighting human trafficking. “I believe it is absolutely imperative that we do more against human trafficking. I am aware of the magnitude of this serious global problem,” she added. “Ngunit hinihingi ko din sa ating BI na huwag naman maging bully sa ating mga Pinoy na turista. Bigyan natin ng pagkakataon ang ating mga kababayan na maka-relax o makabisita sa kanilang pamilya ng walang malaking abala (But my appeal to the BI is not to bully our Filipino tourists. Let’s give our compatriots a chance to relax and visit their families without much hassle),” she added. Senator Francis Tolentino hopes that the revised guidelines won’t become another burden to outbound Filipino travelers. In a radio interview on Saturday, Tolentino urged the IACAT to simplify the requirements for Filipino travelers and their processing going through the immigration counters at the airports. Tolentino said the agency should also enhance their information drive on required travel documents and the process of undergoing immigration interrogation. The senator added there must be a “synchronized” process so that Filipinos who wish to go abroad can travel smoothly. In imposing the revised guidelines, Hontiveros hopes the BI would also impose stricter policies for travelers entering the Philippines. “Sana ay kung gaano kahigpit ang BI sa mga palabas ng Pilipinas ay ganoon din ito kahigpit sa mga papasok sa bansa (Hopefully, as strict as BI is on those travelers going out of Philippines, it will also be as strict on those entering the country),” she said. Hontiveros lamented that Filipinos traveling outside the country should not be treated as second-class citizens within Philippine airports. Under the revised guidelines, outbound passengers should present the basic travel documents consisting of a passport with at least six months validity from the date of departure; an appropriate valid visa whenever required; a confirmed return or roundtrip ticket, if necessary; and a boarding pass. For tourists, immigration officials may also ask for proof of hotel booking/accommodation, financial capacity or source of income; passenger’s declared purpose of travel, proof of employment, and other similar documents. Immigration officials may also ask outbound travelers for a copy of their original Philippine Statistics Authority-issued birth certificate or report of birth or marriage certificate/report of marriage, copies of documents of sponsor, valid work visa or permit, residency permit, or any equivalent document, overseas employment certificate, e-receipt, or OFW clearance for OFW sponsors. If traveling through a relative’s sponsorship, an original affidavit of support and guarantee duly notarized by the Philippine Embassy, Consulate, or Honorary Consulate must be presented. Clavano urged outbound travelers especially overseas Filipino workers (OFWs), to follow the revised IACAT guidelines, by preparing the required documents before proceeding to immigration counters at the airports, to ensure hassle-free processing of their travel documents. “Well, this is really not a hindrance to the right to travel. Senators ponder new “Love the Philippines” slogan
Senator Nancy Binay on Wednesday expressed hope that campaigning for the country’s newest tourism slogan “Love the Philippines” will work out. In a statement, Binay lamented that rebranding initiatives, such as replacing the country’s tourism slogan, always have corresponding costs. Binay, who chairs the Senate Committee on Tourism, Cultural Communities, and Social Justice, said it would entail a considerable amount of money “to start and sustain a new campaign.” “Sa dami ng mga kailangang nating unahin at i-prioritize na pagkagastusan (with numerous priorities and other important matters we have to allocate our funds to), we don't have sufficient funds to finance a re-brand,” Binay said. According to Binay, accepting the new slogan is the only option left. “Kaso, nandyan na nga 'yan. 'Ika nga, 'pag love mo ang isang tao o bagay, tatanggapin mo anuman 'yung kanyang kakulangan, and willing ka pa rin bigyan ng chance—with the hope na mag-work out (The new slogan is already there. As they say, when you love someone or something, you accept their shortcomings and are still willing to give them a chance, with the hope that it will work out), ” she added. On Tuesday, the Department of Tourism officially replaced the "More Fun in the Philippines" slogan as it bared the country’s "enhanced" tourism slogan "Love the Philippines.” Senator Francis Escudero said the new slogan launched by the DoT is worth giving a chance as the Marcos administration strives to attract more international tourists in order for the country to recover economically from the effects of the recent Covid-19 pandemic. Escudero urged the Filipinos to support the new tourism campaign instead of throwing outright criticism. "The last thing I want is for our country and people to be seen bickering about our slogan in front of foreigners/tourists--our putative market. I refuse to be part of any such thing until we have given it a chance,” he said. Escudero cited how the previous campaign "It's More Fun in the Philippines,” launched in 2012, worked well for the country, generating more than 8.26 million tourist arrivals in 2019—just before the COVID-19 pandemic hit the Philippines in early 2020. This doubled the 4.47 million tourist arrivals in 2013. "While I believe in the saying 'if it ain't broke, why fix it?' I am willing to give it a chance," he said. He added that a slogan's effectiveness depends on many factors, such as the destination's unique offerings, target audience, and marketing strategy. Escudero assumed that Philippine tourism officials and partner agencies have taken into account the qualities of a good tourism slogan which should be “catchy, memorable, and convey a positive message that captures the essence of the destination.” "My personal favorite is 'Incredible India. This slogan, for me, works well because it is simple, memorable, and accurately captures the essence of the destination it represents,” he said. No brushing aside hypertension — experts
Health experts have reminded Filipinos of the importance of monitoring their blood pressure ahead of National Hypertension Awareness Month in May. In a public briefing, Philippine Society of Hypertension president Dr. Dolores Bonzon and PSH vice president Dr. Alejandro Diaz warned of rising hypertension-related deaths. “In 2019, 10.8 million people (around the world) died due to hypertension and its complications, including stroke and heart attack, which are also among the top 10 leading causes of mortality in our country,” Bonzon said. Diaz added that the prevalence of hypertension has been rising in the Philippines, especially during the Covid-19 pandemic. “Many people have not had the chance to have their blood pressure measured or receive treatment, which has contributed to the increase in hypertension cases,” he said. He encouraged all Filipinos aged 18 and above to participate in the May Measurement Month survey by scanning the QR code provided and inputting their blood pressure and pulse rate readings. “Hypertension awareness through blood pressure screening during May Measurement Month has increased to over 30 percent, which shows the program’s effectiveness,” he said. Aside from consuming salty foods, stress is also a contributing factor to hypertension, the experts warned. Dr. Diaz advised the public to adopt healthy lifestyle habits, such as reducing salt intake, exercising regularly, and managing stress. “Preventable deaths due to hypertension can be avoided through medication and lifestyle changes,” he said. Meanwhile, the Department of Science and Technology–Food and Nutrition Research Institute (DOST-FNRI) said the prevalence of hypertension among Filipino adults aged 20 years old and above has significantly declined from 2018 to 2019. This is despite the increase in the prevalence of hypertension among Filipino adults of the same age from 2013 to 2015. DOST-FNRI noted that controlled hypertension is more common among females, who have a higher level of attention to healthcare and adherence to prescribed medications. Additionally, adults with higher educational attainment tend to have a higher rate of controlled hypertension than those with lower educational status, as they have better access to anti-hypertensive medications. WHAT IF… National U failed in must-win run to historic title
History lesson: From 1954 to now, National University only has two titles to show in UAAP Men's Basketball. The Bulldogs won it all in 1954 before going through a six-decade wait for another championship. The wait was finally over when the blue and gold side coached by Eric Altamirano and led by Gelo Alolino, Glenn Khobuntin, and Troy Rosario took home the trophy to Sampaloc. Without a doubt, it was a happy ending to a colorful story, but it was, also without a doubt, a shock to just about everybody. Sans back-to-back MVP Ray Parks Jr., National U wound up with a 9-5 standing at the end of the elimination round. That was pretty good, relative to the long-suffering squad, but that also meant they stood on level ground with University of the East. And if they were to get the better of the Red Warriors for the fourth-seed, they would then be matched up opposite top-seed Ateneo de Manila University and eventual MVP Kiefer Ravena and eventual Mythical selection Chris Newsome. The other bracket wasn't a slouch either as it featured a Far Eastern University with Mac Belo or a De La Salle University with Jeron Teng. Against all odds, though, the Bulldogs did it - coming out on top of UE, coming through against Blue Eagles twice, and claiming the crown in three games at the expense of the Tamaraws. At long last, Jhocson Street was to be the venue of a championship celebration anew. To do so, thought, they had to walk the knife's edge as, aside from the Finals, their first three games after the elims were all must-win. What if they failed there? What if, even in just one of those three tries, the odds proved to be insurmountable? While the Red Warriors, despite the presence of Roi Sumang and Charles Mammie, would remain to be a tall task, there's still a better than good chance that they still fall to Khobuntin, Rosario, and company. And so, we have the blue and gold moving on to a duel with Ateneo. On a high from staying alive, the Bulldogs have a good chance at still stealing the playoff game behind J-Jay Alejandro's breakout game. Game 2, however, should have been where, ultimately, their dreams were dashed. In the real world, National U eked out a two-point triumph over the Blue Eagles on the back of Alfred Aroga's 14-point, 12-rebound double-double. In the what if world, Ateneo shows them the door once and for all in the do-or-die game as Ravena comes out way more determined than his five-point, 2-of-10 effort in the first half. In the Finals, though, FEU gets the better of the Blue Eagles and wins the first of its back-to-back championships. Newsome still fails to graduate on the highest of highs, but at least, he gets to go out in the championship round. Ravena and Von Pessumal return for their fifth and final seasons hungrier than ever, but also fall short of going out on top. For National U, the waiting game continues - and with Khobuntin and Rosario graduating, making the Final Four in Season 78 wouldn't even be a certainty. They still do so, but will also still be booted out by Finals-bound University of Sto. Tomas. Just like the real world, the what if world will then see the exit of Coach Eric and the Bulldogs will be searching for a brand new mentor. It could have still been one-time NCAA champion coach Jamike Jarin, but it could also have been Jeff Napa who gets promoted after winning three titles in UAAP Jrs.
