Phl joins anew the global effort to protect oceans
Thousands of volunteers in over 150 countries, joined the International Coastal Cleanup (ICC) Day, a global initiative dedicated to addressing ocean pollution through beach and waterway cleanups held every third Saturday of September. Now in its 37th year, the Philippines has been participating in the ICC since 1994. In 2003, Proclamation No. 470 officially designated the third Saturday in September as ICC Day, instilling a sense of vigilance among Filipinos in their support of the ongoing global fight against marine litter. The theme "Clean Seas for Healthy Fisheries" is carried out by this year’s ICC which aligns closely with the objectives of the United Nations (UN) Ocean Decade Challenge 3 which is to “Sustainably Feed the Global Population”. This challenge recognizes the need to ensure sustainable food production from the ocean to feed the growing global population while safeguarding the health and productivity of marine ecosystems. The Department of Environment and Natural Resources in partnership with numerous organizations, took the lead in coordinating cleanups in various water bodies across the country. An estimated 35,000 volunteers armed with sacks, rakes, and gloves joined forces for the cleanup effort across the country. Participants included individuals and groups from the DENR workforce, national and local government agencies, academia, the private sector, youth organizations, civic groups, and civil society. Concurrent coastal cleanups led by various DENR offices and bureaus were held nationwide including key areas such as the Las Piñas-Parañaque Wetland Park; the Tullahan River along Barangay San Bartolome in Novaliches, Quezon City; Baseco Beach in Manila; the Balanga Wetland and Nature Park in Bataan; Barangay Butong Taal in Batangas; the Mactan Channel in Lapu-Lapu, Cebu; the Abatan River and Panglao in Bohol; Banica River in Dumaguete; Bais City, Negros Oriental; and along the shore of Pagadian Bay in Zamboanga Del Sur. The DENR regional and field offices also partnered with SM Supermalls, through its corporate social responsibility arm, SM Cares, together with SM Prime Holdings, Inc., in organizing clean-up drives in Luzon, Visayas, and Mindanao. Fifteen SM Malls were designated as a base that enabled volunteers, including SM employees, to actively participate in the cleanup drive. Likewise, regional offices of the Department have collaborated with UNTV offices across the country under the latter’s advocacy campaign Ocean Care Initiative. Beyond waste retrieval, ICC volunteers documented the volume of waste collected which will be submitted to Ocean Conservancy and UN Ocean Decade to contribute to global efforts to combat plastic pollution. During the 2022 ICC, findings of the Global Ocean Trash Index conducted by Washington, D.C.-based environmentalist advocacy group Ocean Conservancy showed that the Philippines collected 249.382 metric tons of waste. The collected waste encompassed a spectrum of items, including cigarette butts, beverage bottles, food wrappers, bottle caps, grocery bags, food containers, cups and plates, straws, and stirrers. DENR Secretary Antonia Loyzaga said her department's unwavering commitment to enacting effective solid waste management practices, supports a circular economy wherein all plastics are reused, recycled, repurposed, and responsibly managed. The DENR, she added, in collaboration with organizations, implements a range of programs to address solid waste in cities and municipalities nationwide. This is in support of reinforcing the Extended Producer Responsibility (EPR) Act of 2022 or Republic Act 11898 which mandates enterprises to establish EPR programs for plastic waste reduction, recovery, and diversion. Hog farmers receive huge boost
The Department of Agriculture in Central Visayas on Friday announced that it has granted P120-million financial assistance to a group of pork producers. DA-7 regional director Angel Enriquez said that the funds are intended to repopulate swine breeder stocks in the region, stressing the importance of Central Visayas as the second largest producer of hogs in the country. Enriquez led the turnover of assistance to Rolando Tambago, the president of the Pork Producers Federation of the Philippines at the DA-7 compound in Mandaue City. Tambago, on the other hand, expressed his gratitude to DA-7 for the cash grant as he disclosed that 12 farms under the Central Visayas Pork Producers Cooperative will be benefited. “This fund has the potential to produce 5,300 pigs per month, which means we can add 63,000 pigs to our inventory every year,” Tambago said. “Imagine if this is implemented in every province in every region, this will solve the shortage problem.” The African swine fever was first detected in Carcar City in southern Cebu on 1 March and was again detected in 12 more local government units in Cebu province. This resulted in neighboring provinces banning the importation of hogs, pork meat and pork by products from Cebu. The ban forced Cebu Governor Gwendolyn Garcia to pursue legal measures against the Bureau of Animal Industry culling and color-coding policy. The cash grant came from the DA’s Integrated National Swine Production Initiatives for Recovery and Expansion, a recovery and repopulation program for the hog sector affected by the ASF. VP Sara visits schools in remote areas of Cebu
Vice President and Education Secretary Sara Duterte on Tuesday visited far-flung schools in Cebu province on the first day of the opening of classes in public schools. Duterte said she chose to attend the opening of classes in Last Mile schools to show its importance and “to make sure education is accessible to far-flung barangays and to our children and learners.” She first went to the Kaluangan 1 Primary School in Asturias town. The school has 63 pupils and four teaching and non-teaching personnel. She later visited the Melecio Tito Elementary School in Oguis, Danao City. The Vice President also led the turnover of a newly constructed four-classroom building for each of the two schools. Undersecretary Epimaco Densing, who is in charge of the School Infrastructure and Facilities Strand of the Department of Education, said 15 other Last Mile school buildings were turned over in time for the opening of classes for the school year 2023-2024. Last Mile schools are usually makeshift and non-standard ones. These have no electricity, no funds for repairs, and are usually located in Geographically Isolated and Disadvantaged and Conflict Affected Areas or GIDCA. The Last Mile Schools Program was introduced under former Secretary Leonor Briones to address the gaps in resources and facilities of schools that are in GIDCA. The newly turned-over school building has four classrooms. During Duterte’s visit, the classrooms, which were provided with desks and armchairs, were already being used for the first day of classes. Duterte also turned over Philippine flags to the school heads of the two schools. She also brought the PagbaBAGo program of the Office of the Vice President, distributing school bags to the children. DENR supports ‘million trees’ program of DepEd
The Department of Environment and Natural Resources on Sunday said it has committed to fully supporting the tree-planting component of the recently launched “PagbaBAGo: A Million Learners and Trees” program of the Office of the Vice President (OVP) and the Department of Education (DedEd). The five-year program aims to provide students with one million bags containing school supplies and dental kits, planting one million trees for environmental sustainability, and promoting family planning among parents. Vice President Sara Duterte kicked off the program at the Mandaue City Sports Complex on May 27. Simultaneous tree-planting activities were also held across 11 regions in the country in support of the program’s aim to plant one million trees by 2028. A total of 7,800 trees were planted during the program launch, with the DENR providing most of the seedlings used for the nationwide activity. Almost 7,500 of the planted trees were planted in the Zamboanga Peninsula, with 5,000 of which are mangroves. In the other regions, seedlings were turned over in ceremonial activities marking the launch of the program, as the actual tree planting was scheduled at a later date due to El Niño occurrence. Along with the turnover and distribution of seedlings from the DENR, bags with school supplies and dental kits for students were distributed by the DepEd to elementary students. The DENR’s participation in the program is covered by a memorandum of agreement (MOA) it entered into with the OVP and DepEd, with the OVP taking the lead in monitoring its implementation. It is also the OVP’s form of participation in the government’s National Greening Program (NGP). Under the MOA, the OVP will provide logistical support and resources including procurement of seedlings necessary for the planting, maintenance and protection of the trees. The DepEd, on the other hand, will identify potential planting sites within school premises, provide the warm bodies during planting, and promote national awareness among students on the importance of NGP. Meanwhile, the DENR—through its regional and field offices—will assist in the identification of suitable sites and appropriate species for planting activities. It may also engage the service or participation of people’s organizations or the community to aid in the production of seedlings and other planting materials, as well as in protecting seedlings planted outside school premises. The MOA will remain in effect until June 30, 2028, or until the program’s objectives have been met. Aside from Cebu and Zamboanga provinces, kickoff activities were also held in the cities of Manila, Dagupan, Lipa, Legazpi, Bacolod, Tacloban and Davao; Santo Tomas town in Isabela province; and the Caraga region. Vice President and Department of Education Secretary Sara Duterte launched the campaign to distribute one million school bags and plant one million trees nationwide on Saturday. Duterte launched the “PagbaBAGo: A Million Learners and Trees” at the Mandaue City Sports Complex in Cebu before gracing the Rosquillos Festival 2023 finale at the Liloan Central School Grounds in the evening. Under the PagbaBAGo initiative, each of the million bags contain school supplies and dental kits while the one million trees will help promote environmental sustainability. “Our advocacy also includes raising awareness of the youth on the importance of environment in our lives today and in our future by planting different trees or tree planting activity,” Duterte said. “This marks the beginning of our campaign to protect our environment and prepare for the effect of climate change on our communities,” she added. Belmonte one with world leaders vs plastic
“Let us recognize the power of cities, acknowledge our accomplishments, and empower us with the necessary tools to continue championing the call against plastic pollution. Together, we can forge a future where this is but a distant memory and our planet thrives in its full glory." This was the message delivered by Quezon City Mayor Joy Belmonte, chosen as the sole representative of local chief executives worldwide, during the high-level event organized by the French Government and the United Nations Environment Programme in Paris, France. Belmonte expressed the cities’ call to national leaders to consider their needs in passing the UN Treaty on Plastic Pollution (Plastic Treaty) and expressed the collective hopes and ambitions of cities across the globe to address the plastic waste crisis. Like Quezon City, other cities are also experiencing the adverse impacts of plastic pollution including flooding from clogged sewers, air quality impacts from burning plastics, and the challenge of managing vast amounts of plastic waste. To address these problems, Quezon City has initiated significant measures such as prohibiting single-use plastic bags and disposable cutleries, straws, and cups in restaurants and fast food chains for dine-in customers; and banning single-use containers and sachets in hotels. In 2021, the city established the Trash to Cashback program to recover plastic waste from the waste stream, especially low-value plastics. Residents will bring their recyclables and single-use plastics to designated areas in exchange for environmental points which they can use to purchase groceries and pay utility bills. However, according to Belmonte, these efforts are still inadequate to fully address the challenges of the plastic waste crisis. “While we as cities are proud of our respective achievements, we recognize that we cannot address the plastic waste crisis alone. We need a truly ambitious global plastics treaty that unifies our efforts and sets a high bar for all nations to follow,” the mayor explained. Belmonte stressed the provisions that world mayors want to be included in the treaty including the total ban on unnecessary plastics and adoption of reusable items; the creation of a financial mechanism to help cities shift harmful consumption patterns into an innovative and sustainable one; and strengthened collaboration with cities in the negotiation process of the treaty to ensure realistic and implementable programs. Aside from Belmonte, other speakers in the event include French Minister for Europe, and Foreign Affairs Catherine Colonna, French Minister for Ecological Transition and Territorial Cohesion of France Christophe Béchu, United Nations Environment Programme Executive Director Inger Andersen, Marine Biology Professor of the University of Plymouth Prof. Richard Thompson, Ellen MacArthur Foundation Executive Head for Plastics and Finance program Rob Opsomer, World Wide Fund for Nature International Correspondent Marc Lambertini, and children and youth representative Zuhair Ahmed Kowshik.
