Brawner: Modern weapons ‘crucial’ to combatting external threats
Armed Forces of the Philippines chief Gen. Romeo Brawner Jr. on Tuesday said the military organization needs to acquire modernized defense equipment and weapons so it can better protect and defend the country against any external threat. Aside from modernized weapons, Brawner also cited the need to equip soldiers with the resources and skills to prepare them for any challenges of fighting and neutralizing threats. Brawner said the AFP is also envisioning the creation of “citizen warriors” or recruiting more reservists that can be readily tapped during emergencies. “‘Yung taong bayan ay kailangang ihanda natin, tingnan nyo po yung nangyari sa Israel nung umatake yung Hamas, ang mga unang dumepensa sa bansa nila ay yung mga citizen warriors, yung mga reservists, yun din po ang gusto nating mangyari dito,” he said in an interview over the DZRH. “Gusto po natin talagang ihanda yung ating mga kababayan mga mamamayan for any eventuality whether it is man made or even natural,” he added. Asked if the AFP is ready for any external aggression, Brawner said: “When it comes to Filipinos’ fighting spirit, we number one, because for the longest time—we have been fighting for years, so we are one of the most fighters in the world so we just need modern equipment, modern weapons and that’s what we are doing in our modernization effort.” Brawner said an allocation of huge funds is needed to acquire more modern defense equipment and weapons. “Because really mahal po kasi yung mga kagamitan na kailangan natin but we have to invest in our defense kasi kung hindi po natin gagawin yan, kahit na anong gastos natin sa ibang mga bagay pero kung may mangyari man, kung may umatake sa atin mawawala lahat ito,” he added. Brawner earlier said the AFP is targeting to acquire “multi-role fighter aircraft, naval assets, command and control or C-2 systems, shore-based deterrent capabilities, submarines and the like” under the third Horizon of the AFP modernization program. The Horizon 3 is slated for 2023 up to 2028. Horizon 2 was undertaken from 2018 to 2022 and the Horizon 1 was pushed from 2013 to 2017. Brawner said such procurement tranches are designed to acquire equipment, weapons systems, and platforms geared at enhancing the external or territorial defense capability of the military organization. Adult diapers are getting a “bum” rap and not for the use they are intended. In 2017, morning rush hour passengers on Metro Rail Transit Line 3 were inconvenienced when the train’s southbound service was halted for more than an hour. Commuters could only take the MRT 3 between the North Avenue and Buendia stations. Trains could not run through to the Ayala Avenue Station as power there had been cut following the discovery of an adult diaper hanging from the power line. After the diaper was removed, train safety was restored, and service went back to normal at 7:46 a.m., according to news reports. On 13 October, a Copa Airlines flight from Panama to the United States turned back due to a supposed bomb threat. On the tarmac at Panama City’s Tocumen International Airport, 144 passengers were evacuated from the plane and it was searched by an anti-explosives team. The bomb squad discovered a suspicious package inside the plane’s toilet. Bomb-sniffing dogs were brought in and special forces officers gingerly handled the package — only to find a harmless adult diaper, recalled José Castro, head of the airport’s security team. Iloilo appeals to break stalemate in port dev’t, privatization
The Iloilo government is asking the Department of Transportation or DoTr, the mother agency of the Philippine Ports Authority or PPA, to help hasten the privatization and overhaul of the Iloilo Commercial Port Complex, which could catalyze economic growth in the city. Speaking to reporters on Friday, Iloilo City Mayor Jerry P. Treñas said a much-needed Public-Private Partnership will facilitate a more efficient trade and faster supply chain movement across the city. "Together with the business community, we have been pushing for the development of our ports — both airport and seaports. There was an offer from the ICTSI (International Container Terminal Services, Inc.) for our port but it is not moving," Treñas told reporters. The Iloilo City Local Development Council Executive Committee through Resolution No. 1 Series of 2021 had already endorsed the unsolicited proposal of the ICTSI to the National Economic Development Authority for review and approval. Yet, the submission has not progressed into a favorable action or result to date. Treñas, who sits as Chairman of the Infrastructure Development Committee of the Regional Development Council, had requested PPA General Manager Jay Daniel R. Santiago to prioritize fund allocation for the city's port development and expansion. In his letter dated 5 September 2023, Treñas cited that Western Visayas recorded the highest economic growth rate among all regions at 9.3 percent, which exceeded the national average of 7.2 percent. However, Treñas lamented that the Iloilo International Port in Barangay Loboc, Lapuz, Iloilo City, has not seen any additional improvements since its establishment in the 70s. Thus, the Iloilo City government reiterated that access to domestic and international transportation and logistics is of utmost importance to boost the sectors of trade, commerce, and tourism. "If ICTSI comes in, we will be able to accommodate more international and domestic vessels and we will have a better RORO (roll-on, roll-off) port. It will also reduce berthing costs," the city mayor said. "I think they presented a proposal to our local economic development office, they proposed to convert it into a container port to improve berthing facilities and add equipment, and I think they want to develop the RORO port. Immigration officer convicted
The National Bureau of Investigation yesterday revealed that a Bureau of Immigration officer has been convicted for the falsification of travel records showing that former Wirecard chief operating officer Jan Marsalek was in the Philippines even if he did not arrive and leave the country in 2020. The NBI said BI officer Marcos S. Nicodemus has been found guilty by the Pasay City Regional Trial Court of violations of Republic Act 10175, the Cybercrime Prevention Act, and RA 3019, the Anti-Graft and Corrupt Practices Act. Though the RTC decision was not provided by the NBI, it said that Nicodemus “was sentenced by the court to a maximum imprisonment of nine years for each of the criminal cases with perpetual disqualification to hold public office.” Marsalek, an Austrian national, has been wanted by the German government for his involvement in the $2.2 billion Wirecard fraud. In 2020, the Philippine government joined the hunt for Marsalek due to Wirecard’s links in the country and discovered travel records that showed that the Austrian came to the Philippines in 2020. Then Department of Justice Secretary and now Solicitor General Menardo I. Guevarra ordered the NBI to conduct an investigation. In August 2020, the NBI “recommended to the DoJ the prosecution of subject Marcos Nicodemus for falsifying the travel records of an Austrian national.” “Investigation conducted by NBI-IAID (NBI-International Airport Investigation Division) revealed that based on Marsalek’s travel records, he arrived in the Philippines through NAIA Terminal 1 on 23 June 2020, processed by Immigration Officer Darren Ilagan but with a mysterious ‘canceled by user’ remark and departure on 24 June 2020 at Mactan-Cebu International Airport processed by Immigration Officer Perry Michael Pancho,” the NBI said. “However, NBI-IAID discovered thru CCTV (closed circuit television) footages that Marsalek never entered the Philippines and he did not even depart through MCIA,” the NBI said. The records of Marsalek were found to be spurious due to the following: Existing immigrations protocol as of that date disallowing passengers from entering Philippine territory due to Covid situation; absence of actual scanned data page of the passport; existing protocol that incoming flights of airlines disallowing the boarding of a passenger who will be prevented entry based on the destination country’s protocol as of flight date. Bong Go to DTI: More livelihood opportunities for poor
Senator Christopher “Bong” Go expressed his support for the proposed budget for the Department of Trade and Industry (DTI) and its attached agencies during the Senate Finance sub-committee hearing on Tuesday, 3 October. He however appealed to the concerned agencies of government, particularly DTI, to address rising prices of commodities, mitigate the impact of inflation, and provide more livelihood opportunities for the poor to help them recover from the pandemic and other recent crises. “Bigyan po ninyo ng mas maraming oportunidad na makabangon ang mga mahihirap. Ang maayos na kabuhayan ang isa sa mga magiging susi sa pagginhawa ng pamumuhay ng bawat pamilyang Pilipino,” he explained. “Trabaho po ng DTI na bantayan rin ang mga presyo ng bilihin lalo na ngayon na lumalala ang inflation. Bagamat hindi natin kontrolado ang global factors na nagdudulot nito, sikapin dapat ng gobyerno na pagaanin ang hirap na dinadala ng ating mga kababayang pinakanangangailangan,” he appealed. Go’s stance comes in the wake of the recent Pulse Asia survey, conducted from 10 to 14 September, which showed that poverty and inflation were identified as two of the most pressing concerns. It is for this reason that the senator has urged the government to prioritize the creation of better job opportunities as a crucial step towards alleviating the suffering of the people and stabilizing the country's economy. “Nais kong iparating ang aking suporta para sa proposed budget at mga programa ng DTI. The proposed measure seeks to amend RA 6977 or the Magna Carta for Small Enterprises as amended by RA 9501, also known as the Magna Carta for MSMEs. If enacted, the SSF program would offer more cost-effective solutions to MSMEs by providing access to shared facilities and services that will help them improve the quality and productivity of their products, including equipment, tools, and machinery that they can use to upgrade their production processes that are typically expensive for individual MSMEs. During the previous administration, Go advocated for the Pangkabuhayan sa Pagbangon at Ginhawa (PPG) program which seeks to aid micro, small, and medium enterprises in crises and provide livelihood opportunities to more Filipinos. “Sa programang ito, tuturuan ang mga benepisyaryo na magnegosyo at bibigyan ng suporta para palaguin ito. Masarap sa pakiramdam kapag pinaghirapan at pinagpawisan ang iyong negosyo, napalago ito, at naiuwi sa pamilya ang kinita mula dito,” he said. He continues to support the implementation of the program to help more Filipinos in need of government support amid trying times. DoE eyes OSW, taps USAID
Due to the lack of financial allocation, the Department of Energy or DoE is turning to the United States Agency for International Development or USAID to bankroll the inclusion of offshore wind or OSW and floating solar energy, among other new technologies, into the country’s competitive renewable energy zones or CREZ. In a recent interview with reporters, Assistant Secretary Mylene C. Capongcol said these new power technologies should be included in the CREZ so that its integration into the grid will be efficient. “The first stage of CREZ, that finished does not include offshore wind and floating solar and other bodies of water. So the second stage, hopefully, will be supported by a USAID grant because we don’t have the budget here,” Capongcol said. “We will talk officially with USAID but we have sent our official request so we will just have a meeting about what is the scope of work and the timeline,” she added. OSW potential high Based on the Philippines OSW Roadmap launched in 2022, the country has about 178 gigawatts or GW of OSW potential. To date, the DoE has awarded a total of 79 OSW Contracts with a total potential capacity of 61.931 GW, spread mainly North of Luzon, West of Metro Manila, North and South of Mindoro, Panay and Guimaras Strait. Meanwhile, in terms of floating solar energy ventures, one of the latest developments was the Laguna Lake Development Authority’s move to offer 2,000 hectares of the Laguna de Bay for floating solar projects. Of these, 800 hectares were taken by ACEN Corp. Half, or 1,000 hectares were leased by renewable energy firm SunAsia Energy, which aims to develop a 1300-MW facility for $1.2 billion. The remaining 200 hectares, on the other hand, were allocated to Singapore-based firm Vena Energy. Capongcol reiterated that the CREZ project will significantly complement the government’s drive to augment the country’s supply of clean energy. By proactively focusing transmission expansion to these resource areas, clean energy generation development obstacles such as transmission access, energy curtailment, land permitting, and regulatory barriers will be resolved. Thus, reducing the risk for private players who will invest in the sector. Relatedly, the DoE official bared that the 2023-2050 Philippine Energy Plan or PEP will also highlight the adoption of modern technologies, smart grid systems, and demand-side management to bring down overall energy consumption and cut down greenhouse gas emissions. The government set the target of a 35 percent share of renewable energy in the country’s energy mix by 2035 and increased it further to 50 percent by 2040. However, it is still notable that despite an aggressive stance on clean energy utilization, the Philippines continues to heavily rely on coal. Phl shares anti-trafficking best practices with Thailand
The Bureau of Immigration (BI) and Interagency Council Against Trafficking (IACAT) have shared their finest anti-trafficking strategies with Thailand's authorities. Representatives from the National Bureau of Investigation, Department of Social Welfare and Development, IACAT, Immigration Protection and Border Enforcement Section of the Bureau of Immigration (I-PROBES), and Ninoy Aquino International Airport Task Force Against Trafficking (NAIATFT) welcomed Thai delegates to the event, "Regional Knowledge Exchange between Thailand and the Philippines on Emerging Concerns in Trafficking in Persons", held from 25 to 28 September. The foreign delegation was led by Director General Jatuporn Saenghiran of the Thai Department of Trafficking in Persons Litigation, Office of the Attorney General. Representatives from the ASEAN Convention Against Trafficking (ACT), the International Justice Mission, and the Thai Bureau of Human Trafficking Crime also attended the event. The event was held at the New Coast Hotel and NAIA Terminal 3 in Pasay City. Among the topics covered were techniques and difficulties in rescuing trafficking victims, particularly Thai and Filipinos, caught in internet frauds, as well as techniques in repatriating victims. Through persistent work, the Philippines has successfully maintained its Tier 1 position in the Trafficking in Persons (TIP) report from the United States for eight years running. This accomplishment shows how dedicated the country is to stopping human trafficking and safeguarding its citizens from exploitation. Travel patterns led to arrest of mother-daughter drug smugglers
Bureau of Immigration Commissioner Norman Tansingco lauded on Friday the BI Anti-Terrorist Group (BI-ATG) for its role in the successful interdiction of two drug couriers on 27 September. In a report given to Tansingco, BI-ATG airport head Bienvenido Castillo III shared that the mother-and-daughter tandem, who were identified as Siti Aishah Binte Awang and Nur Alaviyah Binte Hanaffe, both Singaporeans, were intercepted after arriving at the Ninoy Aquino International Airport (NAIA) Terminal 3 via a Qatar Airlines flight QR928 from Doha. According to Castillo, the two suspects attempted to transit to Hong Kong via the Philippines but the BI officer at NAIA 3 intercepted them after detecting suspicious travel patterns. Castillo said that they also received information about the suspects from their international counterparts. They observed that the suspects would come in and out of the country in several instances and noted suspicious travels. He added that they also discovered another individual with the exact same patterns; hence, they immediately coordinated the matter with the members of the NAIA-Drug Interdiction Task Group (NAIA-DITG). After alerting the task group, members from the Bureau of Customs (BOC) and the Philippine Drug Enforcement Agency (PDEA) conducted an immediate entrapment operation with the assistance of airline representatives. A canine inspection showed that the duo’s luggage contained suspicious materials. Checks by the BOC confirmed that their bags contained six cookie tin cans and five cylindrical chip cans containing 564 pellets with a white powdered substance. The substance, identified as cocaine, totaled more or less 14,360 grams, with a current street value of PhP76,108,000. Tansingco hailed the arrest and commended the BI-ATG for the immediate and proactive actions that led to the interdiction. The BI chief said that the alertness of their immigration officers in analyzing the travel patterns of these criminals was instrumental in this arrest. Tansingco added that close coordination among government agencies in the airports is necessary to protect our borders from all kinds of criminal activity. The Bureau of Immigration on Sunday confirmed the deportation of 75 foreign nationals last 22 September at the Ninoy Aquino International Airport Terminal 1. According to BI commissioner Norman Tansingco, a total of 75 Chinese nationals departed on Friday afternoon via a Royal Air flight RW410 bound for Nanning, Guangxi and the deportees were the first group of foreign nationals to be kicked out of the country for engaging in scams while posing as an online gaming customer care provider. He added that the foreign nationals were part of the group arrested in an operation led by the Inter-Agency Council Against Trafficking and the Presidential Anti-Organized Crime Commission against SA Rivendell Global Gaming Corporation, located in Pasay City. They were later charged by the BI for undesirability after being tagged as part of a scam syndicate. The National Bureau of Investigation, which made the arrests, kept custody of the foreigners throughout their deportation procedures. DITO passed 4th technical audit
DITO Telecommunity, a China-backed company that broke the industry duopoly of Globe and PLDT, has passed its fourth government-mandated technical audit that measures its compliance with network coverage and internet speed commitments. In a letter sent to DITO Telecommunity chief administrative officer Adel Tamano, the National Telecommunications Commission or NTC confirmed that it passed its fourth yearly technical audit. The independent audit is part of the conditions outlined in the Certificate of Public Convenience and Necessity or CPCN given to the company. The Independent Auditor’s Report of Factual Findings from the Conduct of Specified Procedures — Year 4 Committed Levels of Service dated 29 August submitted by R.G. Manabat & Co. to the NTC stated that DITO surpassed its target. As part of the issuance of its CPCN in July 2019, DITO Telecommunity needs to record 70.01 percent network reach with a minimum speed of 55 Mbps in the third year of its commitment period. Notably, the audit showed that DITO now covers 80.65 percent of national population coverage. Chronic bureaucratic lapses
The entire bureaucracy suffers from serious lapses. Let’s borrow the phrase, “seven deadly sins,” as a handle to better understand how they indicatively fail to inform public policy on what government “should do or should not do,” to wit: First: “Tight fiscal space.” A little over 60 percent of GDP (gross domestic product) is reserved for foreign lending institutions with which the country has huge borrowings. Consequently, the government has to make do with the remaining less than 40 percent in terms of public spending. It’s no urban legend that about 45 percent of these allocable public funds is siphoned off due to massive corruption across all levels of government. Second: “Good governance.” The term, as often used, is an oxymoron. Whenever presidential appointees in any line department, agency, or bureau introduce reforms or new management ideas into state affairs, it’s unfortunate that outcomes and impacts go in the opposite direction — or bad governance overshadowing good. Isn’t it a paradox that the “top brass” of the Manila International Airport Authority were dismissed by the Ombudsman even as key stakeholders and captains of industry (i.e., the Makati Business Club) vetted and vouched for their performance par excellence on the job? Contrivedly, a purely management issue just shouldn’t be within the purview of the Ombudsman. For another, how is it that the housing program has become too costly for the government? Reportedly, P36 billion in interest is accrued by the government every year if one million houses are built. With a target of three million houses, the onerous interest is pegged at P100 billion every year, a “sunk cost” that the economy can ill afford to sustain. Why even start a program that demands that humongous amount of interest on a year-by-year basis? Third: “Street-level bureaucracy.” Nearly the whole range of public affairs appears to be manned by those we can compare to a typical traffic enforcer, gate guard, or utility aide, who, if given a chance to exercise a little authority, tend to behave as their actuations come directly from above. Fourth: “Tax hike.” Some strange mathematicians in Congress thought of taxing vehicles per kilo of weight, coupled with jacking up taxes on vehicle users by as much as 90 percent. Worse, how can there be an increase in the road users’ tax – year in and year out? Fifth: “45 seconds turnaround time.” This is the kind of rhetoric that rests on the “big bluff” or what one legislator calls a “promissory note,” or the carrot, to get what they want in their agency budgets. Scenes like offloading, missed flights, and logjams would never be a thing of the past since the Bureau of Immigration operationalized its new set of guidelines that are essentially racist, if not anti-poor, against outbound Filipino travelers, while sparing foreign travelers. Sixth: “Privatization overdrive.” There’s a dangerous pattern or trend of government aiming to privatize the Ninoy Aquino International Airport, all 45 casinos of PAGCOR, some mass transport systems (e.g., LRTs), and the toll expressways. Whether or not this privatization track is driven by the “gospel of efficiency” is another story. More likely, it’s because it opens doors to raising “windfall capital” and making available “alternative investments.” Seventh: “Multiple allotments.” As if a mere afterthought, there are “double entries,” even multiple ones, in the National Expenditure Plan that bloat the budget and such entries by various agencies even insulate them from any accountability. This explains why what is budgeted — twice or thrice — cannot be disbursed over and over again, not to mention the perennial failure of most line departments to fully utilize their budgets. In the voluminous General Appropriations Act the President signs, every budget cycle has become a “hiding place” for public funds that only trained eyes can declassify as “significant others,” for lack of a better term. Iloilo International Airport receives ISO Certification
The Iloilo International Airport received an official certification for its Environmental Management System (ISO 14001) awarded by the Civil Aviation Authority of the Philippines together with the Local Government Unit of Iloilo, the European Aviation Safety Agency, and a certification body from Bureau Veritas. The awarding ceremony was held at the airport’s departure area and was attended by CAAP officials and representatives from the Iloilo LGU, EASA and Bureau Veritas. According to the “Plan, Do, Check, and Act” method of environmental regulation compliance, ISO 14001 outlines the requirements for an Environmental Management System. It lays out a framework that a business or organization may use. In addition to these benefits, it aids businesses in increasing resource efficiency and reducing waste, giving them a competitive edge and the confidence of stakeholders. Iloilo International Airport received the accreditation on 31 May 2023, and it is a mark of distinction given to organizations that have guaranteed that their environmental impact is being measured and improved. On 7 July 2020, the airport’s journey towards accreditation started, and an Environmental Management Team was established to concentrate on this objective. Several EMS efforts were carried out to raise awareness and disseminate information among the partner agencies, stakeholders, and workers of the airport to get ready for the assessment of ISO 14001 compliance. These initiatives were intended to guarantee that the community around the Iloilo International Airport had a thorough awareness of EMS. The airport went through two audit stages on 6 January and 2-3 February, respectively, to achieve the “recommended” status for certification. CAAP-Iloilo International Airport finally obtained the certification, which is slated to expire on 31 May 2026, thanks to their tenacious efforts and the backing of CAAP management to assure the maintenance of established standards and compliance with ISO 14001. CAAP, the organization managing and running Iloilo International Airport, welcomed the accomplishment with great pride. CAAP is confident that this will be an example for other CAAP-operated airports to pursue EMS certification and offer the Filipino people a top-tier, environmentally sound air transportation industry. Alibaba announces surprise departure of ex-CEO
Chinese e-commerce giant Alibaba has announced the surprise departure of former CEO Daniel Zhang, who had been set Monday to take charge of a key subsidiary as the firm undergoes a major restructuring. Hangzhou-based Alibaba is one of China's most prominent technology firms, with business operations spanning cloud computing, e-commerce, logistics, media and entertainment, and artificial intelligence. After years of turbulence in the Chinese tech sector, Alibaba in March announced the biggest restructuring in its history, dividing itself into six entities, with the goal of listing them on the stock exchange separately. CEO Daniel Zhang was due to take charge of the firm's new cloud computing branch, now a separate entity, on Monday. But two months after announcing his appointment, Alibaba said its ex-boss was no longer with the company. "The board of our Company expresses its deepest appreciation to Mr. Zhang for his contributions to Alibaba Group over the past 16 years," the company said in a statement to the Hong Kong Stock Exchange, where it is listed, late on Sunday. It gave no reason for his departure. Plans for a spin-off cloud computing firm would go ahead, Alibaba said, "under a separate management team to be appointed". The company announced in June that Zhang would be replaced by Joseph Tsai as chairman and Eddie Wu as CEO. The executive played a vital role in the company's success in the past decade, spearheading the now hugely popular Singles' Day shopping festival since its first edition in 2009. Shares in the firm sank nearly 3.5 percent Monday -- the first working day of its new reorganization into six distinct branches. In addition to e-commerce and cloud computing, Alibaba's reach stretches into everything from logistics to media, entertainment and artificial intelligence. But its vast size brought it into the crosshairs of Chinese regulators as Beijing sought to crack down on the tech sector. In 2020, Alibaba became the country's first tech giant to bear the brunt of increased oversight, when authorities called off what would have become one of the most valuable public listings in history -- valued at $34 billion -- for its former subsidiary Ant Group. Ant Group is the owner of Alipay, a mobile payment application widely used in China. One month after officials hit the brakes on its IPO, Alibaba was investigated for alleged anti-competitive practices, then issued a $2.8 billion fine.
