Pepe was a 10-year-old boy, the son of a sugar worker, who lived in dire poverty. He would walk five kilometers to school every day, carrying a small bolo. When it rained, he would cut a long banana leaf to make an umbrella and continue walking. He also carried a “towel whip” for protection. It was a small towel with a pebble or marble tied to one end. Once, an aggressive dog attacked him. He snapped the towel like a whip. The pebble hit the dog in the nose, and it ran away. He was hungry to learn about geography and history. He lingered after school in the humid, smelly library. Geography taught him that he was on the island of Negros, where the huge sugar farms were located. History taught him that there were poor farmers who rebelled against the rich sugar barons. He also learned about the longest peasant revolt (85 years) on Bohol Island, led by Francisco Dagohoy, who was his idol, against the Spanish rulers. Eventually, his sugar worker dad was “promoted” and his family of three — Pepe, his mom Rebecca, his dad Diego — moved to a huge 1,000-hectare banana plantation in Agusan del Sur in Mindanao that had 600 farm hands. At the crack of dawn, Fortun, the plantation owner, would make the rounds on horseback for two hours, talking to the workers and getting updates on the farm situation. He was accompanied by his arrogant 12-year-old son Francis with his pet German Shepherd. Fortun allowed Francis to whip the people and animals. He had a special attraction to Pepe, whipping him every day. Pepe would simply dodge the whip but he would get welts on his arms at times. One morning, losing his patience, in the presence of Fortun, Pepe caught Francis’ whip and pulled him down from his horse. He took a hard fall. Francis stared at his dad for help, but he did not react, wanting Francis to handle the situation on his own. Francis used the whip again but Pepe wrestled it out of his grip. The German Shepherd came to the rescue, but Pepe used his towel whip on its nose, which made it run away. Francis and his dad left without getting back at Pepe. The next day, Fortun and Francis came again, but without his whip and his dog. Fortun told Francis to apologize to Pepe. They were left alone together and Fortun came back for his son an hour later. In that one hour, Pepe and Francis became instant friends. Francis was curious about Pepe’s towel whip. Pepe taught Francis how to use it. Eventually, Francis made his own towel whip, and they would target small pebbles on top of a table. The pebble would ricochet wildly when they scored a hit. Eventually, they became the best of friends. When the communist rebels attacked the plantation, Francis saved Pepe’s life by towel-whipping the hand of a rebel who was aiming his gun at Pepe. When the rebel turned his gun on Francis, Pepe embraced him. Seeing how the dirty peasant boy loved the rich son of the plantation owner, the rebel walked away. Francis and Pepe saved each other’s lives. When Pepe’s dad died, his mom said they would go back to Negros. Pepe refused. His mom left without him, and he was adopted by Fortun. He eventually became the “chief of staff” of Francis when he took over the farm. Francis never lost his cruelty toward farm workers. Once, he tried to towel-whip a sick farm worker for not doing his job. Pepe pushed him to the ground. Francis never took that against Pepe. They were still the best of friends. Pepe regretted teaching Francis how to use a towel whip. After 10 years, Pepe went back to Negros and worked in the sugar plantations, a protector of oppressed farm workers. He was still poor as ever, but he was rich in friends and admirers. He was a hero, this poorlittlerichboy. As a sacada (migrant sugar plantation worker), he was sometimes assigned to the plantation of Francis and they would drink together until dawn. Eventually, over a bottle of gin, Pepe made Francis promise he would never towel-whip his workers again. And he never did. President Ferdinand Marcos Jr. emphasized the significance of renewable energy and fossil fuels, expressing the Philippines’ keen awareness of climate change, Malacañang said on Wednesday. According to the Presidential Communications Office, Marcos delivered these remarks when he received a courtesy visit from Mike Kanetsugu, the chairman of Mitsubishi UFJ Financial Group Inc. or MUFG, at the Malacañang Palace on Tuesday. “We are also very conscious of our situation in the Philippines wherein we are very sensitive to climate change,” Marcos Jr. told Kanetsugu. “It is very important that we play also a part to move the balance of renewables and fossil fuels more and more in favor of renewables,” he added. Kanetsugu expressed his dedication to supporting the government in facilitating the Philippines’ shift from fossil fuels to renewable energy. Kanetsugu highlighted the significance of the energy transition agenda of the country and commended the remarkable progress made in energy and infrastructure transition over the last three decades. “Energy transition is a very, very important agenda I consider for this country. We are providing financing, and we work for various transition projects that will contribute to a successful transition of the energy structure [in the Philippines],” he said. MUFG, a financial services company headquartered in Japan, acquired a 20-percent stake in Security Bank Corporation for P36.9 billion in 2016. MUFG commitment As part of its commitment to supporting investments in the Philippines, MUFG collaborated with Security Bank and signed a Memorandum of Understanding with the Board of Investments in 2018. The objective was to facilitate business matching activities, connecting local Filipino businesses with Japanese investors. In 2017, the company introduced the Interbank Fund Management Service, enabling customers to send remittances without incurring fees. Additionally, MUFG and Security Bank donated P44 million to the Association of Filipino Students in Japan to support the education of students affected by the Covid-19 pandemic. To assist in infrastructure projects like the North-South Commuter Railway or NSCR Project and the Metro Manila Subway Project, both funded by the Japan International Cooperation Agency, MUFG has been providing bank guarantee requirements to the Department of Transportation and the Department of Public Works and Highway. MUFG is involved in trade transactions for government agencies, including constructing the 54.6-kilometer Blumentritt-Calamba section of the NSCR and the 36-kilometer Metro Manila Subway line project. Improve bureaucratic processes Meanwhile, the President vowed to “improve bureaucratic processes” in the country’s energy sector to attract more investors to the Philippines. Marcos made the statement on Wednesday during the opening of the 24.9-megawatt Lake Mainit Hydro Power Plant, which will provide about 45,000 homes in the Caraga region with less expensive electricity. “I urge the local government to provide all the necessary assistance to ensure the safety and productivity of this hydropower plant,” Marcos said. The Chief Executive noted that the project would “serve as an encouragement to potential investors to invest in the country, especially in the power generation and renewable energy sectors.” He also thanked Japanese investors for bringing renewable energy technology to the Philippines, underscoring that hydropower plants “improve air quality as [they] produce very low carbon emissions during production.” Marcos said the project was a “defining step” towards the country’s goal of providing much-needed power for the people of Agusan del Norte and neighboring areas. Philsaga lauds court decision
The chairman and president of Philsaga Mining Corp., Joseph P. Mahusay, lauded the Provincial Prosecutor of Agusan del Sur, Ceferino Dino D. Paredes III, for the outright dismissal of cases filed against him and his colleagues in Rosario, Agusan del Sur. The case stems from a case filed by rogue employees of Philsaga Mining Corp. who refuse to recognize the position of Mahusay. They alleged that he trespassed inside the premises. This situation prompted the calling of police assistance by employees of Philsaga who wrongly claimed trespassing and disturbance. After a few hours of detention, Provincial Prosecutor Paredes, appreciating the issue and the various complaints, swiftly ruled on the case by dismissing it outright. The Chief of Police of the Rosario Municipal Police Office was further directed to release Mahusay immediately. The ruling is a triumph for Mahusay as he assumes his position in Philsaga. The bigger issue in this is the legitimacy of his election as officer which was recognized by Davao Regional Trial Court in its ruling dated 22 May 2023. Albay, UNDP tackle disaster preparedness
The Provincial Government of Albay and the United Nations Development Programme in the Philippines recently launched a partnership to strengthen the province's disaster and climate resilience. Albay provincial governor Edcel “Grex” Lagman and UNDP Philippines deputy resident representative Edwine Carrié signed a memorandum of understanding for the Strengthening Institutions and Empowering Localities against Disasters and Climate Change Programme, which will accelerate resilience-building efforts at the local level through multi-stakeholder collaboration to unlock financing and implement risk-informed and inclusive resilience actions. Development First Counsellor Paul Harrington of the Australian Embassy and Albay Public Safety and Emergency Management Office head Cedric Daep witnessed the signing, along with other key province officials. Through SHIELD, the Australian Government has invested Australian $18 million to support the Philippine government in building institutional and community resilience to climate change and natural hazards, by enabling local governments to pursue and invest in resilient development. Albay, which hosts an active volcano, is in one of the most disaster-prone regions in the Philippines. The Bicol region constantly faces compounded hazards yearly because of its geographic properties and location. Chief among these hazardous risks are typhoons, which cause storm surges and extreme flooding. In addition, Albay has mountainous areas prone to landslides and surface run-off. Through the strategic partnership, the Albay provincial government hopes to enhance local governance, improve healthcare delivery, strengthen disaster resilience and rationalize land use allocation. Carrié reaffirmed UNDP's commitment to strengthen Albay's resilience against natural disasters and climate change through the program. "What SHIELD is trying to accomplish is to build more resilient communities, local and provincial governments. UNDP is pleased to continue its long-standing partnership with Albay on disaster risk reduction, climate change and sustainable development," Carrié said. The SHIELD program is being implemented by UNDP Philippines, the Department of the Interior and Local Government and the consortium partners comprised of the Consortium of Bangsamoro Civil Society, National Resilience Council, Philippine Business for Social Progress and UN-Habitat. It will be implemented in 11 of the country's most vulnerable provinces to disaster and climate change impacts. Among the areas covered are Albay, Agusan del Norte, Agusan del Sur, Cagayan, Cebu, Davao Oriental, Eastern Samar, Northern Samar, Pampanga, Pangasinan and Quezon. The program will also cover Metro Manila, given its vulnerability to earthquakes and its economic significance, along with the Bangsamoro Autonomous Region in Muslim Mindanao, with the increasing disaster and climate vulnerability of conflict-affected areas. Revitalizing Ibajay Mangrove Park
Recognizing the importance of mangroves in protecting and enriching marine life, One Meralco Foundation (OMF) has revitalized the Ibajay Mangrove Park in Aklan that serves as shelter and guardian of the vast water resources that provide livelihood to locals in the area. OMF, through its One for Trees program, recently provided support to the local government of Ibajay by funding the plantation of 50,000 mangroves in a 44.22-hectare forest in the municipality. OMF will also contribute to the maintenance of the mangroves over a period of three years. Home to 28 out of 35 mangrove species found in the Philippines, the centuries-old Ibajay Mangrove Park is a vital resource to the local community as it helps reduce shoreline erosion. It also serves as the nursery for the Butongbato Marine Fish Reserve, sheltering newly hatched fish species until they grow old enough to swim out to sea. “We recognize that the mangroves are an extension of our bounty in the sea. Ensuring proper protection of the area will also result to better fish resources for our fishermen,” Ibajay Mayor Jose Miguel Miraflores said. OMF also collaborated with the local people’s organizations in the area — the Butongbato Fisherfolk Association, and the Naisud Mangrove Aquatic Organization for the management of the mangrove forest and to ensure that rehabilitation efforts will be sustained. “We all have witnessed the benefits of the mangrove forest to us that’s why we encourage to continue the good work because we are not just the ones who will reap the rewards of it. We protect and develop our mangroves because this is for the benefit of all,” Miraflores added. The assistance provided by OMF for the Ibajay Mangrove Park under the One for Trees program forms part of its commitment to nurture and plant at least five million trees by 2026. According to OMF President and Meralco Chief Corporate Social Responsibility Officer Jeffrey O. Tarayao, the One for Trees program emphasizes the importance of addressing environmental, social, and economic needs to make reforestation truly sustainable. “While it is essential that we preserve and rehabilitate critical watersheds, the reforestation should integrate community empowerment through livelihood and increased awareness,” he said. The One for Trees program of OMF is implemented nationwide and contributes to the preservation and protection of Philippine forests through reforestation and agroforestry. Beyond tree planting, the One for Trees program also provides sustainable livelihood to communities around conservation sites. “One For Trees also invests at building the capacities and improving the economic welfare and social wellbeing of the people who maintain these trees and ensures that the same trees will also benefit their own families and communities,” Tarayao said. Currently, the OMF has forged partnerships with various organizations such as the Green Earth Heritage Foundation in San Miguel in Bulacan, the Fostering Education and Environmental Development organization for Siniloan in Laguna, and various local government units in the provinces of Bohol, Bukidnon, and Agusan del Norte among others. Go urges BFP to push modernization efforts
Senator Christopher ‘’Bong’’ Go on Friday urged the Bureau of Fire Protection (BFP) to continue its efforts to modernize and enhance its ranks by acquiring more fire trucks and equipment especially for the remote areas in the country. Bong Go (Senate of the Philippines / MANILA BULLETIN FILE PHOTO) Go issued the statement after attending yesterday the ceremonial turnover at the Camp General Emilio Aguinaldo in Quezon City of the recently procured equipment of the BFP, including 84 units of 1,000 gallons capacity fire trucks, five units of aerial ladder, and three units of rescue trucks to be distributed by BFP to various local government units around the country. “All over the country po ito ipapamahagi. Natutuwa po ako dahil ang gusto naman po natin ay mabigyan ng sapat na kagamitan laban sa sunog ang mga iba’t ibang lugar — hopefully sa lahat ng sulok po ng bansa ay handa po tayo,” Go said. (These will be distributed all over the country. I am happy because we want to give the appropriate fire-fighting equipment to different parts of the country.) Go said there are many municipalities that have no financial capabilities to buy such an equipment. “Hopefully, patuloy pa ang pag-acquire nila ng mga panibagong equipment. Kinausap ko rin po si Dir. Embang na ikonsidera rin nila ‘yung mga maliliit na fire trucks na puwedeng pumasok sa mga liblib o masisikip na lugar kasi doon po madalas nagkakasunog,” Go said, referring to BFP Chief Jose Embang, Jr. (Hopefully, their acquisition of fire-fighting equipment will continue. I told Director Embang that BFP should consider buying small fire trucks that can enter narrow roads and congested areas where fires usually originate from.) Last February 11, 2020, Go joined President Duterte in witnessing the turnover of 74 fire trucks. The Senator also continues to provide aid to fire victims in different parts of the country. “Mahirap po mawalan ng bahay at kagamitan dahil sa sunog at iba pang sakuna. Kaya po patuloy akong nagbibigay ng tulong sa mga biktima at nag-iiwan ng ngiti sa oras ng kanilang pagdadalamhati,” Go said. (It is hard to lose a house and personal belongings due to fires. That is why I continue to extend help to fire victims and give them a reason to smile during a time of grief.) “Bilang isang Senador at public servant, patuloy po akong magseserbisyo, lalo na sa mga mahihirap at nangangailangan na apektado ng krisis tulad ng sunog. Kasabay nito ay pagsisikapan ko bilang mambabatas na mas palakasin pa ang ating fire prevention and protection measures,” he added. As a lawmaker, I continue to help to strengthen our fire prevention and protection measures.) As vice-chairman of the Senate Committee on Peace and Order and as a main advocate of fire protection modernization initiatives, one of Go’s priority bills is Senate Bill 204 which is now consolidated under Committee Report No. 111, otherwise known as BFP Modernization Act of 2020. The measure is currently undergoing the period of interpellation in the Senate. The bill aims to ensure the hiring of more personnel, acquisition of modern fire equipment, and the conduct of training for firefighters of the BFP. The bill will also empower local communities in preventing fire incidents by mandating the BFP to conduct monthly fire prevention campaigns and information drives in all local government units (LGUs), especially in vulnerable areas. Go said President Duterte fully supports the modernization efforts of the BFP. “Ang sabi ng Pangulo, sabihin mo sa kanila huwag na nila ako unahin, ‘yung kagamitan ng mga sundalo at kapulisan at bumbero ang unahin natin,” he said. (The President said the equipment of soldiers, policemen, and firemen should come first.) During the event, Go expressed his and Duterte’s full support for the country’s fire personnel, citing the government’s recent effort to increase the salaries and promote the welfare of the military and uniformed personnel. “Full support po kami sa inyo. Unang-una po, ‘yung pangako niya pagkaupo pa lang niya bilang Pangulo, tinupad niya agad ang pangako niya,” Go said, referring to the increase in salaries provided to uniformed personnel, including firefighters. Go also said that he supports the President’s position of arming BFP personnel so they can help in the fight against criminality. “We are currently studying this added measure of arming firefighters. Nabanggit na rin ito ng Pangulo. Makakatulong din sila sa paglaban ng kriminalidad at para rin maproteksyunan ang kanilang mga sarili. In addition to fire trucks and other modern equipment, Go also said that he is coordinating with BFP officials, government finance managers, and concerned agencies on how to also provide additional ambulance units to the BFP. He said that providing ambulances will make the BFP more responsive in fulfilling its mandate and will be useful, especially in times of national emergencies given that their personnel are well-trained frontliners. “Kapag mayroon nang vaccine kontra COVID-19, pwede pong tumulong ang BFP para mabakunahan ang mga tao.
