Guess who?
It is amusing, if not vexing, to see some high officials and members of the deliberative body competing with each other to call attention to themselves. They blabber inane remarks to the exasperation and vexation of the public. A few of them boxed in into any controversy that catches national intention and inflicts us with what obviously appears to be nonsensical, unthinking, and intelligent narratives, forgetting that they look ridiculous and comical in the process. A few others sponsor resolutions on matters not within their turf and expertise. They express their opinions without studying the subject matter and foist theories and ideas exposing their intellectual barrenness. They inject their unstudied take on foreign policy. They try very hard to upstage the Chief Executive in matters of foreign policy, particularly on the issue of our foreign relations with China and the United States. They also have the gumption to teach the President what to do about the enforcement of the arbitral ruling in favor of the Philippines rendered by the Permanent Arbitration Court vis-a-vis the conflicting claims in the West Philippine Sea, by giving him options on what to undertake either to enforce the favorable ruling or to rally the other countries to support the Philippines in putting to a halt the Chinese unlawful incursions to the former’s territory. They also input their pretended nationalism on the issue of human rights violations and the jurisdiction of the International Criminal Court. At least two of them contradict the President on many occasions in the matter of the ICC jurisdiction. Despite being called out on the nitwittery of their action they foolishly cling to it. Others initiate and pursue investigations on almost anything that fancies them or that will give them the opportunity to put them in the limelight for a free media mileage. A few numbers eyeing re-election in 2025 have started campaigning by advertising themselves in media outlets under the guise of asking the public to support a particular government program, introducing themselves completely with an accompanying campaign jingle heralding their names. Others use different tact, they shamelessly use their offices and positions and travel around the country using taxpayers’ money under the guise of official work but actually have slowly established a network of local government officials, for a shot at high national positions. Still others, do it brazenly, committing treasonous acts by plunging the dagger at the backs of their unsuspecting potential rivals for power. There are those, of course, who always make it a point to be on the side of the President in every official and social event that the latter attends, to make it appear they are close to him. They are always in praise of the principal in whatever he does, making themselves more popish than the Pope. Those whose exposure to the fourth estate brought them to where they are now, bring their pomposity and grandstanding in their official activities, acting as if they are still in their talk and public service shows. They browbeat and insult invited guests during inquiries believing their antics appeal to the peanut galleries. They strain themselves showing that they are smart and even scold cerebral academicians only to retreat and hide behind a growl while shifting to another topic in an attempt to camouflage their ignorance. There are also former government men who, in their desire to return to power and influence, the source of their ill-gotten wealth, ingratiate themselves to the present dispensation by publicly siding with the official pronouncements coming from the side of the Pasig River, always praising their bogus credentials. Finally, those who have managed to shockingly get appointments, delude themselves into believing that they were placed there because they deserved to be there, when in reality, it’s a political accommodation to pay off for their asinine pretended loyalty, using gutter language and indecency to get the support of the political followers of the presidential candidate. They have been unmasked as undeserving of the professions they used to belong to. Yes, you guess it right, they are the people being referred to in this article. Danish envoy backs Phl’s push for rules-based order amid WPS conflict
An envoy from Denmark has expressed its support to the Philippines in promoting a rules-based order and international rule of law in light of the recent collision incident involving Beijing and Manila vessels, in Ayungin Shoal in the West Philippine Sea. In a statement on Wednesday, Department of National Defense spokesperson Arsenio Andolong said Denmark's ambassador to the Philippines, Michael Skjold Mellbin, met with Defense chief Gilberto Teodoro Jr. to tackle the ongoing defense cooperation between the Philippines and Denmark. Among the discussed topics was the recent incident in Ayungin shoal wherein Mellbin stressed that such events have “put the lives of Filipino sailors at risk” and “undermines regional security." Further, Mellbin has invited the the Philippine Navy and the Philippine Coast Guard for a study visit in Copenhagen, Denmark to avail of the “exchange of insights on the law of the sea.” He said asked the PN and PCG to provide inputs on Denmark’s naval, coastal, and marine defenses, technologies, and doctrines. Teodoro welcomed the invitation and described it as a” good opportunity in light of current defense realities” in the WPS. Andolong said the possible cooperation between the Philippines and Denmark on cyber defense and information technology was also discussed during their meeting. Also, Teodoro and Mellbin agreed to put a premium on countering disinformation and proactively addressing threats in the information ecosystem. “The Danish ambassador acknowledged the Philippines’ support in upholding the rules-based international order, in relation to the ongoing war in Ukraine,” Andolong said. “Both sides looked forward to concretizing Philippines-Denmark cooperation as global security challenges persist and become more unpredictable and volatile,” he added. Lacuna introduces new MPD chief
Manila Mayor Honey Lacuna formally introduced to City Hall officials and employees yesterday the new acting director of the Manila Police District (MPD) in the person of Col. Arnold Thomas Ibay, who she believes will ably intensify the maintenance of peace and order in the city. In presenting the new MPD chief, Lacuna said Ibay is an old hand in the premier police district who has held various positions. He left the district for about a year and has come back to hold the top police post in Manila. “Under his leadership, he is expected to intensify peace and order in the city,” Lacuna said. The mayor also cited the forthcoming huge events in the city, namely the Barangay and Sangguniang Kabataan Elections and the observance of All Saints’ Day and All Souls’ Day or Undas. She said she and Ibay already met regarding measures that have to be putin place to ensure the peaceful and orderly conduct of the said occasions. Ibay was made to host the regular flag-raising last Monday wherein he introduced the lady mayor. Observe ‘cyber hygiene,’ judicial personnel urged
The Supreme Court has directed all judiciary officials and personnel to strengthen the courts’ cybersecurity measures to protect sensitive data and minimize the risk of cyber threats. Acting Chief Justice Marvic M.V.F. Leonen issued the directive as Chief Justice Alexander G. Gesmundo is on official travel abroad, citing the recent data breach involving the Philippine Health Insurance Corporation or PhilHealth. In Administrative Order 150-2023 on “Proper Cyber Hygiene in Judiciary,” the SC said, “One of the most common ways of ransomware attacks is done through phishing emails, which usually contain malicious links or attachments.” The SC warned, “Do not open these links or attachments unless they have been verified to be legitimate.” Court officials and employees were advised to examine carefully the sender’s email address to avoid being victimized. “Phishers often use email addresses that look similar to ones used by legitimate organizations but may have small misspellings or inconsistencies. Always take a close look at the sender’s display name when checking the legitimacy of an email,” the SC said. Court officials and personnel were also instructed to protect personal information and double-check email attachments by scanning the same for viruses. On password security, the SC suggested that “under no circumstances should judiciary personnel use personal information and dictionary words in creating passwords.” Judiciary officials and employees were also urged to use a longer password containing numbers, symbols, and both uppercase and lowercase letters; to avoid the same password for multiple accounts; to consider passphrases or a sequence of random words instead of passwords; to use a password manager; and to enable a multifactor authentication system in their accounts. They were advised never to share their passwords with others, even those who claim to be from trusted institutions, and to ensure that any written passwords are stored securely. In protecting important files and ensuring their recovery in case of data loss, the guidelines recommend that court officials and personnel follow the “3-2-1 backup rule” to ensure data redundancy and availability in case of hardware failure, data corruption, or other catastrophes. The rule requires users to keep three copies of their data on two different media types, with one copy stored offsite. NIA, DENR to promote advanced water security in Phl
The National Irrigation Administration and the Department of Environment and Natural Resources agreed to strengthen the water rights of NIA and further promote water security in the Philippines, Malacañang said on Thursday. In a statement released by the Palace, Environment Undersecretary Carlos Primo David underscored that the government will ensure water security through various government agencies. "(This) is a convergence between several government agencies with water-related functions … we are able to plan and coordinate our efforts together and I'm referring to the DENR, which I represent, the National Water Resources Board, and everyone here in Malacañang," David said. This means that NIA's irrigation water will not only be used for the agricultural sector but will also be utilized for power production, bulk water supply, aquaculture, recreation, tourism, and other purposes. DENR has been given the directive to protect the country's water resources to meet its needs, as mandated by the law. In connection with this, the Office of the Executive Secretary has encouraged the NIA, the National Water Resources Board, and the Water Resources Management Office to be more responsive to the country's needs in the use and development of water resources. The DENR, through the National Water Resources Board and the Water Resources Management Office, will have the responsibility of safeguarding and preserving water resources to meet the evolving requirements as outlined in the existing laws governing water management and utilization. In a similar vein, Senior Deputy Executive Secretary Hubert Guevarra encouraged the NIA, NWRB, and the WRMO to be more adaptable to the changing needs of the nation in how they use and develop water resources, aligning their actions with the fundamental principles of the water code and the President's objective of achieving water security. This memorandum of agreement aligns with President Ferdinand R. Marcos Jr.'s Executive Order No. 22, which established the WRMO under the DENR, tasked with coordinating and harmonizing all government initiatives and regulatory activities to ensure the sustainable management and availability of water resources throughout the entire country. Pascual backs pass-thru fees suspension
Trade Secretary Alfredo Pascual has expressed support to an executive order suspending the collection by local government units of pass-through fees on cargo movers. “The Department (of Trade and Industry) is supportive of the implementation of Executive Order 41 which prohibits the collection of pass-through fees as these fees are often passed on to consumers,” Pascual said in a press conference on Wednesday at the Board of Investments office in Makati City. “This is also aligned with the DTI’s aim of facilitating a sound trade environment for businesses while protecting consumers’ interests,” he said. “President Ferdinand R. Marcos Jr. signed Executive Order No. 41 to reduce food logistics costs that will ensure the welfare of the Filipino people by easing the burden of the rising prices of goods and commodities in the country. This EO is also another step forward in realizing one of the pillars of Marcos Jr.’s 8-point socio-economic agenda of reducing transport and logistics costs,” Pascual added. The DTI chief said EO 41 is fully supported by external stakeholders, particularly manufacturers, transport agencies and consumers as it is aimed at lowering the inflation rate in the country. Moreover, he said the EO also ensures the efficient movement of goods across regions as laid out under the Philippine Development Plan 2023 to 2028. “We recognize the challenges faced by the private sectors, particularly in the transportation and logistics sector. This EO should help alleviate truckers and manufacturers from the high cost of logistics. We commit to further reduce such costs in order to make prices more affordable for Filipino consumers,” Pascual said. Aligned with the Three-Year Food Logistics Action Agenda presented by the DTI, Secretary Pascual said that EO 41 aims to address a long-standing problem raised by the private sector. DSWD hails winners of 2023 Natatanging Pamilyang Pilipino
The Department of Social Welfare and Development, together with partner agencies in the National Committee on the Filipino Family, recognized exemplary Filipino families during the awarding of the 2023 Natatanging Pamilyang Pilipino at SM City San Mateo over the weekend as part of the celebration of National Family Week. The NPP aims to recognize and award Filipino families who have significantly contributed towards nation-building and the development of the family as the foundation of Philippine society. In the message of Secretary Rex Gatchalian, which was delivered by DSWD Undersecretary for Policy and Plans Adonis Sulit, the DSWD chief highlighted the courage and strength demonstrated by Filipino families in overcoming life’s challenges as well as their contribution to nation-building. "You and the members of your family are not only exemplary in your love for each other but also in your significant contributions to your communities and society. Your stories of cooperation, care, and even the stories of overcoming life's challenges pave the way for a better future for all of us," Gatchalian said. DBP backs NG’s logistics action plan
State-owned Development Bank of the Philippines (DBP) is prepared to extend the needed technical and financial assistance to strategic initiatives that would ensure the successful implementation of the Marcos administration’s three-year logistics master plan aimed at reducing the cost of commodities particularly food, a top official said. DBP President and Chief Executive Officer Michael O. De Jesus said the bank would work closely with the Department of Trade and Industry, Department of Agriculture, and other government agencies and key stakeholders to modernize the food distribution system and storage and to address prevailing supply chain gaps. “DBP is one with President Ferdinand Marcos, Jr.’s goal of ensuring reliable food supply at reasonable prices for all Filipinos,” De Jesus said. “DBP will leverage on its experience and financial capability to support key programs to support this goal.” DBP is the eighth largest bank in the country in terms of assets and provides strategic financing support to critical economic sectors such as infrastructure and logistics, micro, small and medium enterprises, social services, and the environment. In August this year, President Marcos, Jr. approved the country’s three-year food logistics action agenda aimed at promoting food availability, accessibility, and affordability through strategies that would modernize the country’s food distribution system, increase investments in logistics infrastructure, and address other supply chain gaps. De Jesus said that as of the end of the first half of 2023, DBP has allocated P281.6 billion for projects under the infrastructure and logistics sector, representing 55.5 percent of its total loan to borrowers amounting to P506.9-billion. He said total loan releases to the sector have reached P45.5 billion while deals in the pipeline are around P18.5 billion for the period covering January to June this year. "As of July this year, DBP has approved a total of P25.55-billion in loans for 189 borrowers nationwide under the auspices of the Bank’s Connecting Rural Urban Intermodal Systems Efficiently (CRUISE) program, which serves as our flagship facility for transport infrastructure and logistics sector,” De Jesus said. Alleged recruitment scam in Italy reaches Senate
The alleged recruitment scam, facilitated by the Italy-based immigration consultancy firm, Alpha Assistenza SRL, has already reached the Senate. In filing proposed Senate Resolution No. 814, Senator Risa Hontiveros called for an investigation, in aid of legislation, into the alleged recruitment activities conducted by the Alpha Assistenza SRL. In her resolution, Hontiveros detailed the alleged fraudulent scheme of the immigration consultancy firm which has preyed on Filipinos who are dreaming of working in Italy, which was first exposed by the Daily Tribune. “It is alleged that Alpha Assistenza SRL provided over 400 Filipino “victims” with falsified Nulla Osta, a document issued by Italian immigration authorities authorizing a non-European Union national to apply for a work visa at an Italian embassy or consulate,” the resolution read. “The falsified Nulla Osta resulted in the rejection of the victims’ applications when the said documents were presented to the Italy Visa Application Center (VIA PIASI Center),” it added. She continued: “The Filipino applicants were met at the VIA PIASI Center located in Makati City by a Philippine agent designated in electronic messages by Krizelle Respicio, Alpha Assistenza SRL’s Chief Executive Officer and Immigration Consultant.” Hontiveros also said that the “complainants alleged that they had paid the company ‘large sums of money’ to facilitate their relatives’ travel to Italy for work.” “The State is mandated by the Constitution to afford full protection to laborers, both local and overseas, organized and unorganized, and to promote full employment and equality of employment opportunities for all,” she said. “Because of the principle of territoriality, our statutes are generally only effective within Philippine territory; and there is thus an urgent need to protect Filipinos from possible recruitment perpetuated by companies based overseas,” she added. ‘Aware’ Meanwhile, the Department of Foreign Affairs said it is aware of the alleged recruitment scam that victimized at least 400 Filipinos both from the Philippines and Italy. In an interview with Daily Tribune, DFA spokesperson Teresita Daza denied the alleged non-action of the Philippine Consulate General in Milan in the victim’s complaints against the supposed scam. “The DFA is aware of the reports,” Daza said. “The Philippine Consulate General in Milan is acting on the complaints.” Victims, who reached out to the Daily Tribune’s digital program, “Usapang OFW,” accused Consul General Elmer Cato of sitting on their complaints against Alpha Assistenza SRL. AFP works on more improved Phl presence in WPS
The Armed Forces of the Philippines is exerting key efforts to further improve the country’s presence in its territorial waters in the West Philippines Sea. AFP’s Western Command chief Vice Adm. Alberto Carlos said among these efforts include the effective control of all islands now occupied by the Philippines in the WPS, establishing a stronger naval presence, and enhancing maritime domain awareness in these areas. "What is certain is that the solution to the WPS maritime issue is not in the hands of the military alone, but the whole-of-nation approach because it takes a consideration of all matters, not just the military," he said during the Stratbase ADRi forum titled "Implementing a Comprehensive Philippine Maritime Framework to Advance Rule of Law" in Makati City on Wednesday. Carlos underscored that a stronger naval presence involves the Philippine Navy, Philippine Coast Guard, and the Bureau of Fisheries and Aquatic Resources that continuing to conduct maritime patrols in the country’s maritime territory. The WesCom chief also bared the government is slated to come up with a national strategy in the WPS, anchored to the ruling under the United Nations Convention on the Law of the Sea. In the same forum, Acting Australian Ambassador to the Philippines Moya Collett has expressed concern over the “destabilizing behaviors” directed against the Philippines, particularly the recent developments in the disputed Spratlys Island and Scarborough Shoal. “There have been a number of reports about destabilizing behavior directed towards the Philippines in the South China Sea and we’re very concerned about that,” Collett lamented. “We want all activities in the South China Sea and throughout the world to be consistent with international law and UNCLOS in particular,” she added. Seven former members of the New People’s Army operating at the borders of Bukidnon and Talaingod, Davao del Norte surrendered to the Philippine Army’s 56th Infantry Battalion at Sitio Central Baugan, Brgy. Palma Gil, Talaingod, Davao del Norte over the weekend. In a statement on Monday, 10ID Public Affairs Division chief Maj. Mark Anthony Tito said the surrenderees were all members of the Sub-Regional Sentro De Grabidad PEDDLER, Sub-Regional Committee 2 of the North Central Mindanao Regional Committee. The former rebels were identified as alias Fernando Poe, alias Rustom, alias Sarmontano, alias Adolfo, alias Agata, alias Rica and alias Andrew E. “The joint effort of the 56IB and the 1003rd Infantry (Raptor) Brigade made the surrender possible,” said Tito. QCPD chief leads distribution of BSKE equipment
Quezon City Police District Director P/Brig. Gen. Redrico Maranan led the distribution of equipment Thursday, to be used for the upcoming Barangay and Sangguniang Kabataan Elections 2023. The program highlighted the distribution of 179 body-worn cameras from the Quezon City local government unit to QCPD police officers who will be deployed to 107 different polling centers during the BSKE 2023. The use of these tools will guarantee that every action taken during the election is precisely recorded. The Task Force District Anti-Crime Reaction Team was also launched during the activity. The TF-DART was created to deter criminal activities, provide immediate response to incidents, and support the electoral process to maintain peace and order for the upcoming Barangay and SK Elections 2023 in Quezon City. The team is composed of skilled and well-trained motorcycle officers, wherein the Acting Deputy District Director for Operations P/Col. Josefino Ligan was designated as the overall supervisor. The team is also equipped with 22 motorcycles, body vest, body cameras, tactical helmet, and hand-held radios. Teodoro gets CA nod
The Commission on Appointments on Wednesday approved the ad interim appointment of Gilberto “Gibo” Teodoro Jr. as secretary of the Department of National Defense. Prior to his confirmation, the 12-member House contingent of the powerful CA spared Teodoro from questioning as a “courtesy” to the Defense chief who previously worked as Tarlac's 1st district representative. “The 12-member House of Representatives contingent will no longer ask questions regarding the nominee being a former member of Congress for three consecutive terms in the 11th, 12th, and 13th Congress,” said Camarines Sur 2nd District Rep. LRay Villafuerte, the majority leader of the CA. Villafuerte added that the House contingent “has no doubt regarding the fitness and integrity of the nominee”. He appealed to their counterpart, the Senate to accord the same courtesy to Teodoro. From the 12-member Senate contingent, only Senator Risa Hontiveros asked questions to Teodoro. Hontiveros questioned Teodoro about his plans for the DND, now under his watch for the second time. He held the same position under the administration of then-President Gloria Macapagal Arroyo at the age of 43, the youngest ever appointee to the agency. Responding to the lawmaker’s query, Teodoro admitted that there has been a “shift in the evolution” from his first stint in the DND. We are also deeply restrategizing what we intend to do at least in the next five years in order not only to make the defense department more responsive to the outside and internal environments but also to make more efficient our use of resources, and to use information technology to the highest extent possible,” he added. Teodoro also underscored the importance of strengthening the country’s capability to respond to external strength and not just rely on diplomacy. “[T]he intensity of the need to focus on protecting our sovereignty, our sovereign rights, in the exclusive economic zone and other jurisdictions of the country become more paramount now, as the whole world is in a raise for resources,” he said. “We could not afford to be laidback here. We should be cognizant of it because we can and principally use diplomacy, however, if diplomacy is not backed up by a strong spinal cord, then we will just be stymied by a greater force,” he added. He made the remarks amid the increasing tension between the Philippines and China in the West Philippine Sea. China claims the vast South China Sea, including the West Philippine Sea. On 12 July 2016, the Philippines won its arbitral case against China in the Permanent Court of Arbitration – a landmark decision that China continues to reject. Teodoro said the Defense Department wishes the concentrate on not only guarding the islands of the archipelago and its internal waters but also on securing “peaceful, unimpeded, and unobstructed exploitation, and exploration of our sovereign rights over the 200 nautical mile EEZ of the republic and in all areas of the Philippines, to secure our baselines.” Last June, President Ferdinand Marcos Jr. announced Teodoro’s appointment as the new DND secretary, replacing Carlito Galvez Jr. who led the agency for five months. Aside from Teodoro, the CA also approved the promotion of 11 generals and senior officers of the AFP.
