Dominant superapp Grab Philippines has rolled out a more competitive compensation scheme for delivery-partners to help them cope with the current market and inflationary challenges. Grab Philippines chief operating officer Ronald Roda said in a press statement on Wednesday that the new enhancements which promote platform experience, earnings fairness and sustainability, and social safety nets will benefit all industry stakeholders. The new program, which was designed to better align with its partners’ efforts and the realities of the delivery landscape, was launched after a two-month pilot program. The revamped plan addresses imbalances and ensures fairer compensation by improving the previous model that offered a fixed base fare, which was often not reflective of the actual effort involved in each delivery task. A guaranteed minimum fare is also introduced in the new model to provide financial stability and protect partners from low-earning trips. This guarantees that every delivery job, no matter how small, contributes a fair amount towards a partner’s income. An artificial intelligence-enabled software developed by Aboitiz Power Corporation (AboitizPower) distribution utilities Davao Light and Power Co. Inc. (Davao Light) and Visayan Electric Company Inc. (Visayan Electric) with Aboitiz Data Innovation Pte. Ltd. gained recognition for helping advance technology and digital transformation in the utilities industry. ADI was awarded the Philippines Technology Excellence Award for A.I. — Utilities in the Asian Technology Excellence Awards 2023 in Bangkok, Thailand for Project A.I. CU (“I see you”), a homegrown idea that began in Davao Light. The project utilizes A.I. to optically scan images of electrical installation components — like those mounted on electrical poles — and check if these align with the records of a distribution utility. After a series of pilot tests in Davao Light, the software was able to identify and tag the asset by its individual and unique compatible unit number which was manually assigned to it beforehand. Each CU represents a grouping of electrical items that a certain electrical asset is composed of. Grouping materials and categorizing assets makes it easier for distribution utilities to identify its infrastructure. Overall, verifying the accuracy of records ensures regulatory compliance, better asset management, operational efficiency, and the continued trust that a distribution utility can deliver justified and cost-effective electricity prices in its franchise area. AI both a risk and opportunity for journalism: study
AI is both a threat and an opportunity for journalism, with more than half of those surveyed for a new report saying they had concerns about its ethical implications on their work. While 85 percent of respondents had experimented with generative AI such as ChatGPT or Google Bard for tasks including writing summaries and generating headlines, 60 percent said they also had reservations. The study, carried out by the London School of Economics' JournalismAI initiative, surveyed over 100 news organizations from 46 countries about their use of AI and associated technologies between April and July. "More than 60 per cent of respondents noted their concern about the ethical implications of AI on journalistic values including accuracy, fairness and transparency and other aspects of journalism," the researchers said in a statement. "Journalism around the world is going through another period of exciting and scary technological change," added report co-author and project director Charlie Beckett. He said the study showed that the new generative AI tools were both a "potential threat to the integrity of information and the news media" but also an "incredible opportunity to make journalism more efficient, effective and trustworthy". Journalists recognized the time-saving benefits of AI with tasks such as interview transcription. But they also noted the need for AI generated content to be checked by a human "to mitigate potential harms like bias and inaccuracy", the authors said. Challenges surrounding AI integration were "more pronounced for newsrooms in the global south" they added. "AI technologies developed have been predominantly available in English, but not in many Asian languages. We have to catch up doubly to create AI systems, and AI systems that work with our local languages," the report quoted one respondent in the Philippines as saying. Top-level cops negative in surprise drug test
The Philippine National Police top officers — including its chief Police General Benjamin Acorda Jr. — tested negative for illegal drugs in an unannounced on-the-spot drug test at the Camp Crame national headquarters in Quezon City. In a report, the surprise drug test was conducted during the command conference on Friday which was attended by 89 top officials from the Philippine National Police command group, directorial staff, regional directors and national support unit directors. “This surprise drug test underscores the PNP’s unwavering commitment to maintaining the highest standards of professionalism and ethical conduct among its members. It also serves as a clear message that the organization is resolute in its efforts to combat illegal drugs and ensure the integrity of its leadership,” Acorda said in a statement on Sunday. To recall, from 1 January to 31 August 2023, a total of 25 police officers, including sacked Mandaluyong police chief Col. Cesar Gerente, have tested positive in confirmatory drug tests conducted on more than 115,000 personnel. Eight have been dismissed from the service. The drug tests were conducted meticulously and professionally by the Forensic Group to ensure accuracy and fairness. All submitted urine specimens yielded negative results. “This surprise drug test underscores the PNP’s unwavering commitment to maintaining the highest standards of professionalism and ethical conduct among its members. UNCLOS gives substance
Discerning where the Philippines and China stand in the simmering territorial conflict requires returning to the arbitral ruling. China has been dwelling on the false narrative that since it did not participate in the proceedings of the Permanent Court of Arbitration, or PCA, it can disregard its ruling. The argument, thus, continues that since it was not a party to the process, then it is not bound to comply with the award, particularly since it had stated, being a signatory to the United Nations Convention on the Law of the Sea, that it would not subscribe to third-party arbitration. Annex VII of UNCLOS, however, provides that the “absence of a party or failure of a party to defend its case shall not constitute a bar to the proceedings.” That portion of the Charter of the Oceans also provides that if a party does not participate in the proceedings, a tribunal “must satisfy itself not only that it has jurisdiction over the dispute but also that the claim is well founded in fact and law.” The PCA said in its award that throughout the proceedings, the Tribunal had taken steps to test the accuracy of the Philippines’ claim, including by requesting further written submissions from the Philippines and questioning the Philippines both before and during two hearings. UNCLOS also appointed independent experts to report to the Tribunal on technical matters, obtain historical evidence concerning features in the South China Sea, and provide this to the parties for comment. According to PCA, China also made it clear through the publication of a position paper in December 2014 and other official statements that, in its view, the tribunal lacked jurisdiction in the dispute. Article 288 of the Convention, however, states, “In the event of a dispute as to whether a court or tribunal has jurisdiction, the matter shall be settled by decision of that court or tribunal.” The PCA convened a hearing on jurisdiction and admissibility in July 2015 and rendered an award on 29 October 2015, deciding on some jurisdiction issues and deferring others for further consideration. The PCA inquired on the issue of jurisdiction and found it had the authority to adjudicate. The PCA argued the award was final and binding based on Article 296 of the Convention and Article 11 of Annex VII. Regarding China’s claim of historic rights and the “nine-dash line,” the tribunal found it had jurisdiction, and it concluded that to the extent China had historic rights to resources in the waters of the South China Sea, such rights were extinguished. The historic rights were invalidated since these were incompatible with the exclusive economic zones provided for in UNCLOS. The Tribunal also noted that, although Chinese navigators and fishermen, as well as those of other States, had historically used the South China Sea islands, there was no evidence that China had historically exercised exclusive control over the waters or their resources. “The Tribunal concluded that there was no legal basis for China to claim historic rights to resources within the sea areas falling within the ‘nine-dash line,’” it added. The violation of rights was not on the part of the Philippines, as China had claimed consistently, but the other way around. Finding certain areas being within the exclusive economic zone of the Philippines, the Tribunal found that China had “violated the Philippines’ sovereign rights in its exclusive economic zone by interfering with Philippine fishing and petroleum exploration, constructing artificial islands and failing to prevent Chinese fishermen from fishing in the zone.” The Tribunal held that Filipino fishermen (like those from China) had traditional fishing rights at Scarborough Shoal and that China had interfered with these rights by restricting access. The Tribunal further held that Chinese law enforcement vessels had created a serious risk of collision when they physically obstructed Philippine vessels. Based on UNCLOS, which China insisted on adhering to, its historic claims had no basis, regardless of its refusal to honor the PCA decision. PSA launches 2022 Census on Agriculture and Fisheries
The Philippine Statistics Authority (PSA) launched the 2022 Census on Agriculture and Fisheries (CAF) in provinces and barangays on Monday, 4 September. Target respondents for the 2022 CAF are operators of crops, livestock, poultry, insects/worm culturing, aquaculture, and/or fishing activity from 1 January to 31 December 2022, while at the barangay level will be the barangay chairpersons or any incumbent barangay official. Data collected from the census, which will run until 25 October this year, will serve as relevant bases for public leaders to create policies, plans, and programs to enhance the Philippines’ socio-economic status. The 2022 CAF will also provide an inventory of agricultural and fishery resources, basic information on crops and livestock, statistics on land distribution and operations, benchmarks for measuring progress, data for local area planning, a sampling frame for surveys, information for monitoring progress toward Sustainable Development Goals, and data needed by the United Nations Organizations for international comparability and observing the global food situation. “This milestone event signified the beginning of a comprehensive household and barangay data collection process. It underscores the PSA’s commitment to empowering our agricultural and fisheries sectors with accurate information, actionable insights, and a collective vision for the future,” said PSA Undersecretary and National Statistician Claire Dennis S. Binay: Focus on modern info tech instead of burdening Filipino travelers
Senator Nancy Binay on Tuesday said the Inter-Agency Council Against Trafficking should focus more on maximizing modern technology and profiling improvement to fight human trafficking in the country instead of burdening Filipino travelers with strict document requirements. Binay, who chairs the Senate Committee on Tourism, said that the revised departure guidelines set by the IACAT are very restrictive to Filipino travelers “yet inconclusive in stopping human trafficking. Hence, the senator said the IACAT and other related agencies should also be mindful of improving their profiling of travelers as she finds the policy of providing additional travel documents "coercive, restrictive and redundant." Binay said the presence of technology is there to make it convenient for passengers and make them feel secure. Technology also plays a huge role in curbing human trafficking, she added. "Kung kaduda-duda talaga ang background ng byahero at kasamang biktima (If a traveler's background is indeed suspicious including the victim)—that's the time immigration people should do their jobs of cross-checking the info they have in their database and compare it to the claims of the person in question,” Binay further stressed. Immigration officials may also ask outbound travelers for a copy of their original Philippine Statistics Authority-issued birth certificate or report of birth or marriage certificate/report of marriage, copies of documents of sponsor, valid work visa or permit, residency permit, or any equivalent document, overseas employment certificate, e-receipt, or OFW clearance for OFW sponsors. Senator Ronald “Bato” Dela Rosa said their move will only make the public doubt their credibility and will only draw a public perception that they are really involved in the killing of Alameda. Children trapped in cable car dangling over Pakistan ravine
Six children are among the eight people who have been trapped all day Tuesday in a cable car dangling over a deep valley in Pakistan, with military helicopters hovering nearby ahead of a possible rescue attempt. The children were using the chairlift to get to school when a cable broke at a height of around 1,200 feet (about 365 meters) midway through its journey in a remote, mountainous part of northwestern Khyber Pakhtunkhwa province. "The evening is coming nearer. Tell us why the helicopters are going back?" Gul Faraz, one of the adults stuck in the cable car, said to AFP by phone. "For God's sake help us," he earlier told local media. Several military helicopters flew reconnaissance sorties and an airman was lowered by harness to deliver food, water and medicine, Tanveer Ur Rehman, a local government official, told AFP. "This is a delicate operation that demands meticulous accuracy. The helicopter can not approach the chairlift closely, as its downwash (air pressure) might snap the sole chain supporting it," he said. Anxious crowds gathered on both sides of the ravine, which is several hours from any sizeable town. "Every time the helicopter lowered the rescuer closer to the chairlift, the wind from the helicopter would shake and disbalance the chairlift making the children scream in fear," Ghulamullah, chairman of the Allai valley area, told Geo News. 'What can they do?' The gondola broke down at around 7:00 am local time, with residents using mosque loudspeakers to alert neighborhood officials across the Allai valley. Headmaster Ali Asghar Khan told AFP by phone that the children were teenage boys and students at his government high school Battangi Pashto. "The school is located in a mountainous area and there are no safe crossings, so it's common to use the chairlift," Khan said. "The parents are gathered at the site of the chairlift. NEDA looks to satellite technology to verify inflation policy
The National Economic and Development Authority is looking into how satellite technology could be used to verify data from rice fields, help keep prices under control, and make sure there is enough food for everyone. In a statement, NEDA Officer in Charge Assistant Director Rory Jay S.C. Dacumos said they are currently evaluating how useful the Philippine Rice Information System is for studying inflation. "Currently, we (use Philippine Statistics Authority) data to inform our inflation policy, but to enhance our inflation analysis, we need to augment our data sources," Dacumos said. "This is particularly important in the case of rice, our staple, and amid volatile weather situations," Dacumos added. Hence, Dacumos said NEDA sent a research team to the Philippine Rice Research Institute (PhilRice) in the Science City of Muñoz, Nueva Ecija, to evaluate the potential of the PRISM in providing valuable insights for the government's proactive measures to manage inflation. In the discussions during the study visit, it was pointed out that PRiSM can provide validated rice field data to their registered stakeholders every 7th day of the succeeding month compared to the quarterly PSA data. PRiSM collects rice field data through satellite Synthetic Aperture Radar (SAR) sensing, which is unaffected by cloud cover. The data collected through the SAR has up to 95 percent overall accuracy, vis-a-vis the ground-validated data with the help of PRiSM data collectors in the field across the country using a mobile application to record and upload data more efficiently. When the SAR images are insufficient, PRiSM can process secondary data, such as data collected using drones. A satellite, Sentinel-1A, provides the SAR images used by PRiSM. The next satellite, Sentinel-1C, is set to be launched within the year and has the potential to further augment PRiSM’s operations. The compiled data is presented in the form of rice area maps that indicate the locations where rice has been planted, the timing of rice planting, estimated rice yield, areas of rice affected by flooding due to heavy rains and tropical cyclones, and areas where rice cultivation has been impacted by drought. “PRiSM is currently only applicable to rice, but according to PhilRice, the technology and methodology of PRiSM could also be adapted for monitoring other crops,” Dacumos said. PRiSM began full operation in 2018 under PhilRice to assist the Department of Agriculture in making well-informed decisions for policy formulation and planning. Since then, PhilRice has been continuously improving the methodology and technology of PRiSM. Meanwhile, NEDA chairs the Inter-Agency Committee on Inflation and Market Outlook.
