SBG honors teachers during World Teachers’ Day celebration in Lapu-Lapu City
Senator Bong Go personally paid tribute to educators in Lapu-Lapu City, Cebu during their World Teachers' Day Celebration at Hoops Dome on Friday, 6 October. Go acknowledged the vital role played by teachers in society and expressed his deep appreciation for their sacrifices, especially during the challenging times when the education landscape has been impacted by the COVID-19 pandemic. “I have always believed that teachers are the architects of our future. Sila ang naglalagay ng pundasyon para sa uri ng lipunan na nais nating itayo. At huwag nating kalimutan, ginagawa nila ito hindi lamang sa pamamagitan ng tisa at pisara, kundi sa mga aral sa buhay na kanilang ibinabahagi, na madalas ay higit pa sa kanilang tungkulin,” Go highlighted. As part of his appreciation, Go provided gift packs, masks, and snacks to all teachers present while he also provided balls for basketball and volleyball, shirts, and vitamins for the schools. He also gave away bicycles, shoes, and mobile phones to select recipients. The senator also took the opportunity to highlight the importance of providing support to educators through better government interventions to protect their welfare. “At ako malaki ang aking pasasalamat sa mga teachers. Hindi ako magiging senador kung hindi ako natuto noon. Dumaan ako sa mga guro na mga mababait at may natutunan ako... Maraming salamat sa inyong pagserbisyo,” he acknowledged. In 2019, Go authored and co-sponsored Republic Act No. 11466, also known as the Salary Standardization Law 5, which gives civilian government employees, including public school teachers, another round of salary increases broken down in tranches. Go also expressed support for another increase in salaries for government workers through the proposed Salary Standardization Law 6 which can also benefit public school teachers nationwide if enacted into law. The senator has also co-authored and co-sponsored Senate Bill No. 1964, or the Kabalikat sa Pagtuturo Act, which seeks to institutionalize teaching supplies allowances for public school teachers if enacted into law. The proposed measure was approved on the third and final reading last May. sponsored SBN 1360 which seeks to expand the coverage of the tertiary education subsidy by amending RA 10931, or the Universal Access To Quality Tertiary Education Act which was first enacted into law during the Duterte administration. Go, chairperson of the Senate Committee on Sports, also highlighted the National Academy of Sports, a fully operational institution located within the New Clark City in Tarlac, which he authored and co-sponsored that became RA 11470, establishing the NAS in 2020. NAS is a government-run educational institution that offers quality secondary education with a special curriculum on sports for gifted young Filipinos who want to enhance their physical and mental capabilities in sports. During his visit, he likewise witnessed the ribbon-cutting and opening of the new wing at Lapu-Lapu City Hospital which he also advocated for earlier. Furthermore, he also supported the construction of a diversion road along Barangays Basak and Gabi in Lapu-Lapu City. Go also went to Cebu City where he attended the Barangay Health Workers Summit and provided assistance to fire victims before heading to Lapu-Lapu City. Earlier that day, Go was a guest speaker during the 33rd Commencement Exercises of the Polytechnic University of the Philippines Maragondon Branch where he extended tokens to 480 graduates. The government should recognize the possibility that Chinese workers in the country are committing espionage amid the escalating territorial friction in the West Philippine Sea. Defense Secretary Gilbert Teodoro raised the alarm, saying employees of mainly Chinese state firms may be engaged in potential “covert economic and information activities,” including propaganda operations, to sway public opinion in favor of the mainland. Among the workers on the watchlist are “the ones hired by Beijing’s state-run enterprises involved in public infrastructure projects,” according to Teodoro. The Department of National Defense said it is looking into clandestine dealings “happening in the background.” “It’s the activities that we cannot see… that’s what alarms us,” the defense chief said. “The best way to weaken a country, rather than by an overt warlike function or disruption of [its] facilities, is really to take control of [its] internal economy, internal processes, and the like,” Teodoro pointed out. The records of Chinese migrants in the country are inadequate based on previous Senate hearings. No government agency was able to provide the Senate, for instance, with an accurate number of illegal Chinese workers, indicating that they are not being monitored. Labor agencies have also failed to keep track of how many foreign workers are in jobs that, by mandate of the Constitution, should be for Filipinos only. Under the law, foreigners are only allowed to work in jobs that require highly specialized skills and where no Filipinos are deemed competent to do them. During the Senate probe, it was also discovered that as many as 119,000 Chinese nationals who came to the country as tourists are now residents and have jobs in violation of labor regulations. Chinese tourists, through some “gainful” means, were able to obtain special work permits from the Bureau of Immigration. They now work in very diverse areas such as Metro Manila, Clark, Subic, Cagayan and Cagayan de Oro. In one of the inquiries, a Department of Labor and Employment official explained that the special permits were issued without the need for an Alien Employment Permit, or AEP, because the nature of the employment was temporary, lasting from three to six months. The loose process, thus, has allowed foreign workers to enter the country practically unbridled. Senators questioned the discrepancy between the AEPs issued and the number of Chinese workers in the country. Independent sources said that as many as 200,000 to 400,000 Chinese workers are in the country. Four different agencies issue different permits that make the situation worse. The biggest insult by China is that its propaganda work against the Philippines and other opponents in the territorial conflicts is done in this country. Facebook recently removed two networks of fake accounts that were spreading government propaganda, one originating in China and the other in the Philippines. Taken down were 155 Facebook accounts, 11 pages, nine groups and seven Instagram accounts traced to China, and 57 accounts, 31 pages and 20 Instagram accounts based in the Philippines. Such operations breach Facebook’s rules against “coordinated inauthentic behavior on behalf of a foreign or government entity.” The Chinese network used faces created through an AI technique known as GANs (Generative Adversarial Networks). Facebook was able to trace the origins of the accounts because of their visual signatures. “This form of AI is readily available online, and its use (or abuse) by covert operations has exploded in the last year,” according to a report on the social media platform. Identified were a dozen GAN-generated images from the Chinese propaganda operation. Teodoro, who has access to a wealth of information, in revealing the supposed operations being conducted by the Chinese in the country’s backyard, virtually confirmed the problem has reached alarming proportions. It would be easy for the government to keep track of foreign workers if only the appropriate agencies would resist the seduction of human smuggling. Better sports facilities pushed
As chairperson of the Senate Committee on Sports, I am saddened by the dilapidated state of the country’s iconic sports facilities. The Philippine Institute of Sports Multi-Purpose Arena, popularly known as PhilSports Arena, has come a long way from the time it was built in 1985 to house the Philippine Basketball Association until the league moved out in 1993 due to the lack of maintenance of the venue. The last time it was renovated was in 2019, when the country hosted the 30th Southeast Asian Games. Among PhilSports Arena’s main facilities are the Multi-purpose Arena, Swimming Center, and Football and Athletic Stadium. While the arena was greatly enjoyed as a sports facility, it also served as a temporary shelter for evacuees after Tropical Storm Ondoy and Typhoon Pepeng struck the Philippines in 2009, adding to the facility's wear and tear. A quick look at the PhilSports Arena and the other sports facilities nationwide should make us realize that we should invest more in rehabilitating our iconic sports facilities. As I have suggested during the budget deliberations in the Senate, prioritizing funding for sports facilities would have been better than putting flood control projects in areas with little to no population. This concern about the support we are providing our athletes has motivated me to author and co-sponsor Republic Act No. 11470, which established the National Academy of Sports at New Clark City in Capas, Tarlac. In collaboration with the Philippine Sports Commission and the Department of Education, NAS now offers a specialized secondary education program focused on sports where students can study and train simultaneously. I have also filed the Philippine National Games bill, which aims to provide a structure for a more comprehensive national sports program, linking grassroots sports promotion to national sports development by having a mini Olympics regularly. Providing opportunities to our youth will help develop their potential in sports but will also help keep them away from vices such as illegal drugs. I continue to support establishing sports-related programs and infrastructure to divert the youth from the lure of addiction and criminality. This is also part of my three-pronged approach to combat illegal drugs in the Philippines – law enforcement, rehabilitation, and prevention. Yesterday, I witnessed the Philippine ROTC Games 2023 Luzon Qualifying Leg opening ceremony held at Cavite State University – Indang Campus in Indang, Cavite. With Sen. Francis Tolentino, I encouraged our young cadets who participated in various competitions to get into sports and stay away from drugs. I have also remained faithful to my promise to visit and help our fellow Filipinos in most parts of the country. On 16 September, we attended the groundbreaking of a Super Health Center in Manolo Fortich, Bukidnon. We also visited the town of Damulog, where I inspected projects I have supported, such as a public market, road concreting project, evacuation center, solar street lights, and a multipurpose building. Later that day, we also attended the 25th Anniversary of Public Safety Basic Recruit Course Class 1998-Alpha at Acacia Hotel in Davao City. On 15 September, we attended a meeting of state universities and colleges leaders held in Davao City and hosted by Commission on Higher Education Chair Prospero de Vera. The night before, we also joined leaders from the CHEd, the University of the Philippines System, and various SUCs to honor the appointment of Atty. Angelo Jimenez, a fellow Mindanaoan, as the 22nd President of the University of the Philippines. We took the opportunity to voice our commitment to elevating the standard of education nationwide. This is also the reason why Republic Act No. 10931, or the Universal Access To Quality Tertiary Education Act, was enacted into law during the time of former president Rodrigo Duterte. Today, we continue to pursue this further as I co-authored and co-sponsored Senate Bill No. 1360, which aims to widen the reach of the law further. We visited Bislig City in Surigao del Sur to participate in its 23rd Charter Day festivities. We handed out grocery packages to 32 newlywed couples during a community wedding and inaugurated the country’s 159th Malasakit Center at the Bislig District Hospital. This is the seventh Malasakit Center in the Caraga region and the 40th in Mindanao. Our team also provided direct aid, including grocery packs, to 129 patients and 191 front liners, including security guards, utilities, and hospital staff. On 15 September, my office also attended the groundbreaking of Super Health Centers in New Washington and Malay in the province of Aklan. Meanwhile, we continue to support livelihood programs, especially those that can help people experiencing poverty overcome crises. Through our support, the Department of Trade and Industry provides livelihood kits to qualified beneficiaries affected by calamities and teaches them how to grow their businesses for the benefit of their families. Among those we have helped are 20 from Dipaculao, Aurora; 57 from Sanchez Mira and Abulog, Cagayan; 100 affected by the earthquake in Montevista and New Bataan, and 50 in Nabunturan in Davao de Oro; 196 in Malalag and Sulop, Davao del Sur; 20 in Mangatarem, Pangasinan; 21 victims of Typhoon Egay in Pigcawayan, North Cotabato; 132 shear line victims in Gingoog City, Misamis Oriental; and 36 beneficiaries from Lutayan and Columbio, Sultan Kudarat, and General Santos City. We also continue to support the National Housing Authority’s distribution of emergency housing assistance to disaster victims so they can purchase roofing, nails, and other home repair materials. We assisted beneficiaries, including 85 fire victims in Imus City, Cavite. Meanwhile, my office helped the 65 fire victims in Bacolod City, Negros Occidental. We also provided assistance to 75 TESDA graduates in Victorias City, Negros Occidental. We also distributed additional support to workers who lost their jobs, beneficiaries of the TUPAD program of the Department of Labor and Employment, including 413 in Talibon, Bohol, and 150 in Plaridel, Bulacan. We also aided 333 poor residents in Paluan, Occidental Mindoro; and 234 in Antipolo City, Rizal. Together, let us continue bringing government services closer to Filipinos in need – from better sports facilities more accessible healthcare services, and implementing various programs to help uplift communities affected by crises. PNR: Massive train projects drive growth
State-owned railway company Philippine National Railway or PNR said the massive pipeline of train projects will not just offer convenience to commuters, but it will also help the economy trim the revenue losses due to traffic congestion, especially in Metro Manila. “Our commuters deserve to experience the luxury of riding on a train safely and comfortably. Aside from that, improving our train systems will also ease daily traffic,” PNR chairman Michael Ted R. Macapagal said in an interview at Straight Talk on Tuesday, an online show of the Daily Tribune. “The economy loses billions of pesos in traffic in Metro Manila daily. But the President, with the help of the Department of Transportation Secretary Jaime Bautista, will push to revolutionize the entire transportation system in the country. The Philippines will be different in five to six years,” Macapagal explained. According to the Philippine Chamber of Commerce and Industry, about P3.5 billion is lost daily due to the congested Metro Manila roads. Citing projections by the Japan International Cooperation Agency, the economic losses could balloon to P5.4 billion daily by 2035 if the gridlock issues will be unresolved. In his second State of the National Address on Monday, President Ferdinand R. Marcos Jr. bared that the DoTr will take on railway projects with a total length of more than 1,000 kilometers. The pipeline includes the following: PNR North Long Haul, 853 kilometers; Panay Railway, 100 kilometers; North Mindanao Railway, 54 kilometers; and San Mateo Railway, 17 kilometers. According to Bautista, all of these projects have secured funding to initiate feasibility studies. He said procurement is now ongoing for consultancy firms to create the feasibility studies for the rail projects lined up by the administration. “We initiated several railway projects, with a total length of more than 1,000 kilometers,” the President said. “Roads, bridges, and mass transport systems will be interconnected. This network will provide access and passage to vital and bustling economic markets, such as agriculture hubs, tourism sites, and key business districts,” Bautista said. PNR North Long Haul will be composed of four phases: Clark-La Union, La Union-Ilocos Sur, Ilocos Sur-Ilocos Norte and Cagayan Valley. It is envisioned to link strategic infrastructure, logistic system, and economic zones such as the Clark Freeport Zone, Poro Point Freeport Zone, Laoag International Airport, Port Irene, and Cagayan North International Airport (Lal-lo Airport). The Panay Railway project seeks to establish a modern and efficient railway system across the provinces of Aklan, Antique, Capiz, and Iloilo. The railway will serve as a vital link between major cities, towns, and economic hubs, facilitating the movement of goods, services, and people. Northern Mindanao Project, meanwhile, involves the financing, design, construction and operations, and maintenance of a 54.8-kilometer high-capacity, initially inter-city passenger railway system that will span across the highly urbanized city of Cagayan de Oro, connecting the Municipalities of Laguindingan and Villanueva, Misamis Oriental. Gov’t committed to improving healthcare
PAMPANGA — President Ferdinand Marcos Jr. said that his government is working “relentlessly” to make sure that all Filipinos had access to health care as he intends to build more health centers in rural areas. The Chief Executive made the remark as he inspected the building of a new multi-specialty medical center in Clark, Pampanga, which he said was part of his administration’s efforts to advance quality healthcare to Filipinos. “Rest assured, this administration is determined to bring quality healthcare and services closer to (the) Filipino people... We will not stop until every Filipino can say they have good access to quality healthcare,” he said in his speech during Clark Multi-Specialty Medical Center’s groundbreaking ceremony. The President thanked the Philippine Amusement and Gaming Corporation, the Clark Development Corporation and other government agencies for spearheading the establishment of the CMSMC. The project is a collaboration between government agencies and private sector entities, including the Department of Health, Bases Conversion and Development Authority, PAGCOR, CDC and Bloomberry Cultural Foundation Inc. of business tycoon Enrique Razon. On 10 March 2022, a couple of weeks before President Rodrigo Duterte’s term ended and after the Russian invasion of Ukraine, Philippine Ambassador to the United States, Jose Manuel Romualdez announced a sharp turn in policy after Duterte said he was ready to open the country’s military facilities to American forces under the improved Enhanced Defense Cooperation Agreement or EDCA. Duterte then announced in his patented permutation of events that the Philippines had no choice but to allow the Americans access to local military installations if Russia’s war against Ukraine intensified and embroiled the United States. Romualdez thereafter revealed that the “President stated that if they (the United States) are asking for the support of the Philippines, it’s obvious that, of course, if push comes to shove, the Philippines will be ready to be part of the effort, especially if this Ukrainian crisis spills over into the Asian region.” Duterte added that in the event of an emergency, “the Philippines would allow US forces to return to the former naval station at Subic Bay and the nearby Clark Air Base.” The growing worry was that Beijing might take a page out of Russia’s playbook by applying gray zone operations, conducting hybrid warfare, and using force to acquire and eventually annex disputed territories. Thus, the implication, according to the American policy think tank Brookings Institution, that the Duterte administration expressed its willingness to allow American forces to use the Philippines as a staging ground in a Taiwan contingency. Before President Ferdinand Marcos Jr. took office in June 2022, Manila and Washington appeared to have struck a deal regarding their complementary roles. On 2 February, Philippine and US defense officials announced that the US military would be given new access to four Armed Forces of the Philippines bases nationwide under the enhanced EDCA. The two allies sought to expand the US strategic footprint in Southeast Asia and the Indo-Pacific region in the face of an aggressive and expansionist China. Negotiated by the two countries during US Defense Secretary Lloyd Austin’s second visit to the Philippines, the improved EDCA increased the number of bases from five to nine. While it was billed as an agreement for rapid deployment of relief materials during emergencies and calamities, it was obvious that the United States can use the new sites for training, setting up equipment, and building runways and other facilities. Inside the EDCA camps, American forces will be allowed to build warehouses, living quarters, joint facilities, and store combat materiel — except for nuclear weapons which are prohibited by the Philippine Constitution. There was only limited construction of EDCA sites during Duterte’s six-year term. Nevertheless, the United States has allocated over $82 million for infrastructure investments at the five original EDCA sites. These investments support economic growth and job creation in the local communities. The decision to increase the number of joint locations was made in October 2022, when the United States sought to deploy more of its forces and weapons to the new joint military camps, mainly in the central northern Luzon region, which the 160-mile Luzon Strait separates from the self-governed island of Taiwan. This development coincided with the US and Filipino forces expanding their joint combat and disaster response training in preparation for future contingency operations in the South China Sea — which lies to the Philippines’ west, and the Taiwan Strait, which is north of the country’s Luzon region. In 2022, the newly formed 3rd Marine Littoral Regiment, or MLR, deployed several combat concepts with the Philippine Marine Corps Coastal Defense Regiment in provinces on the Luzon Strait. By prepositioning MLR equipment in northeastern Luzon, “US Marines could respond more quickly in a crisis over Taiwan or aid the US military’s power projection into the Luzon Strait and South China Sea,” a Brookings Institute analysis said. Such precision is what Tell and Switzerland are known for, and it’s this exact value that the Swiss carry into hospitality. I lived in Neuchatel when my husband was taking his post-grad degree and got to imbibe in its culture and way of life, day in and out. It’s always in the details. These may seem minute or effortless, but they always add a thoughtful layer to the whole experience. Such touches abound at Swissötel Clark, and it definitely reminded me of the Swiss approach to doing things. The welcome: Located in the Clark Freeport Zone, I was surprised to find the hotel packed and buzzing. The lobby café was full, leaving no seats available, and the bright, bustling lobby was filled with people waiting — either for loved ones or colleagues — to be taken in by Swiss hospitality or having just finished a relaxing stay. The lobby was a walk away from the casino, leaving the vibrant lobby to shine all on its own. The room: Rooms and suites at Swissötel Clark welcome you with floor-to-ceiling views of the city or the mountains, flooding the room with natural light. A medley of creams, grays and browns, coupled with a king-size bed and Posturepedic mattress, high-speed Wi-Fi, cable and satellite TV channels, and USB charging stations provide a great sense of comfort for anyone looking to relax. The bathroom continues this philosophy with marble furnishings, a rain shower, and a soaking tub. Anyone looking for a more luxurious experience can upgrade to a Swiss Executive Lounge access suite with complimentary breakfast and refreshments. Markt is their all-day dining buffet with incredible food. Initially conceived as an a la carte offering for diners to choose from, every station offers the full package with mains at every section, making them all stars in their own right. The hotel also has a permanent place on the menu for classic Swiss dishes like älplermagronen (Swiss macaroni and cheese with applesauce) and Zurich-style veal with mushrooms. [caption id="attachment_148663" align="aligncenter" width="525"] NASI, a contemporary restaurant that specializes in Filipino cuisine.[/caption] Ristorante Di Verona, on the other hand, is easily one of the best places to try modern and authentic Italian cuisine without leaving the country. With large, luxurious windows and al fresco seating, their spacious halls are filled with soothing Italian music and the noise of happy diners. They offer a fine selection of aperitifs, over 300 wines sourced from various regions of Europe, digestivos, and other Italian favorites, as well as their famous balsamico de Modena 25 anni 550, delightfully paired with Italian bread. Unique touches to the hotel: Details like the collar brooch and the shoe buckle of the doorman did not go unnoticed. The doorman is the first to greet visitors and serve as the best representation of the Swiss tradition of service. Their gear resembles the Appenzell costume designed by Ida Gout and the delicate brooch designed by goldsmith Sebastian Fassler shows a lot of care and thought for the kind of service they want to bring. The hotel itself also makes use of Appenzell design, the town famous for its mountain range. One must also have the Swissötel traditional cake with its notable ingredient of ground hazelnuts. Experiential for all senses that pull focus on their attention to what matters. The Spa: Swissötel Clark will launch their spa and Vitality suites soon. Every one of their six private suites will have its own gym equipment for guests to enjoy their fitness regimens in private. Swiss mindfulness podcasts, the Vitality kit, wellness treatments, and menus round out the entire experience for a great session. I’m hearing that one of the managers hails from a 5-star hotel in Mandaluyong with a very good spa, who is also a professional therapist with a good grasp of wellness and treatments — a lot of which they can do themselves, so consider my expectations high.
