More training, education mulled for Filipino soldiers
Armed Forces of the Philippines chief Gen. Romeo Brawner Jr. on Thursday met with Rear Admiral Peter Gumataotao (Ret), Director of the Daniel K. Inouye Asia-Pacific Center for Security Studies, to discuss more training and education opportunities for Filipino soldiers. Following the courtesy call of Gumataotao to Brawner at the AFP General Headquarters in Camp Aguinaldo, Quezon City, the two officials exchanged perspectives on present and emerging security issues in the Asia Pacific region. AFP Public Affairs Office chief Lt.Col. Enrico Gil Ileto said both officials also tackled ongoing threats and agreed on positions on how to address these security challenges. “The CSAFP, being an alumnus of the APCSS, also expressed his appreciation of such advanced studies on defense and security strategy in developing military officers,” Ileto said. The Daniel K. Inouye Asia-Pacific Center for Security Studies is an institute of the United States Department of Defense based in Hawaii that provides a comprehensive program of executive education, professional exchanges and outreach events, both in Hawaii and throughout the Asia-Pacific region. Bong Go reminds public to observe proper hygiene amid typhoid surge
Senator Christopher “Bong” Go has urged Filipinos to be more vigilant and prioritize their health by observing proper hygiene in the wake of an alarming increase in typhoid cases across the country. According to the Department of Health (DOH), at least 17,531 cases of typhoid have been recorded this year. Go, chairperson of the Senate Committee on Health and Demography, expressed his concern for the growing number of typhoid cases and called upon the Filipino people to take immediate action to protect their health and that of their loved ones. Typhoid fever is a highly contagious bacterial infection that primarily spreads through contaminated food and water. Its symptoms, which include high fever, abdominal pain, and severe weakness, can be severe and even life-threatening if left untreated. Therefore, the recent increase in cases is a cause for significant concern, stressed Go. According to the most recent disease surveillance report from DOH, there has been a 38 percent increase in reported cases of the disease from 1 January to 30 September compared to the same period last year, with 12,693 cases. The Cordillera Administrative Region (CAR) reported the highest number of cases at 2,861 followed by Northern Mindanao with 1,932 cases, and Mimaropa Region (Mindoro Occidental, Mindoro Oriental, Marinduque, Romblon, and Palawan) with 1,413 cases. Cases in SOCCSKSARGEN (South Cotabato, Cotabato City, North Cotabato, Sultan Kudarat, Sarangani, and General Santos City) increased by 119 percent from 512 cases to 1,123. Central Luzon saw the most significant increase in cases, with a 192 percent increase from 334 cases last year to 975 cases this year. "Typhoid fever is a preventable disease, and it is disheartening to see the numbers continue to rise," Go said, adding "We cannot afford to be complacent when it comes to our health. It is our responsibility to stay informed and practice proper hygiene to prevent the spread of this disease." Go also urged the government and health agencies to intensify their efforts in raising awareness about typhoid prevention, enhancing healthcare services, and implementing strict measures to ensure food and water safety. Go then highlighted the importance of Malasakit Centers and Super Health Centers as crucial components of the country's healthcare system, saying, “As the nation battles the increasing number of typhoid cases, it is essential for Filipinos to be aware of the facilities designed to provide quick and efficient medical services and assistance.” The Malasakit Centers program, a brainchild of Go, serves as a one-stop shop for medical assistance programs. These centers bring together key government agencies to streamline the process of availing medical aid. “Ang Malasakit Center po ay one-stop shop, nasa loob na ho ng hospital ‘yung apat na ahensya ng gobyerno – ‘yung DOH, DSWD, PhilHealth, at PCSO. Tutulungan po kayo sa inyong billing,” said Go. The program was institutionalized through Republic Act No. 11463, which was principally sponsored and authored by Go. To date, there are 159 operational centers that have successfully helped more than seven million Filipinos nationwide. Moreover, the Super Health Centers offer a wide array of medical services, including consultations, and diagnostic tests, among others, ensuring that more Filipinos receive proper medical care close to their homes. “Malaking tulong po ito na ma-decongest ‘yung mga hospitals. Makakatulong rin sa early disease detection para maagapan ang sakit. Pwede na sa Super Health Centers ang primary care at pagkonsulta sa doktor,” he added. Super Health Centers offer database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service; oncology centers; physical therapy and rehabilitation centers; and telemedicine. Through the collective efforts of fellow lawmakers and local government units, sufficient funds have been allocated under the DOH for 307 Super Health Centers in 2022 and 322 in 2023. "In times like these, we must come together as a nation. Let us be vigilant, look out for one another, and ensure that proper hygiene practices are consistently followed. By working together, we can combat this outbreak and protect the health and well-being of our fellow Filipinos,“ stressed Go. PNP, Comelec sharing polls data
The Philippine National Police sealed a data sharing agreement, or DSA, with the Commission on Elections to ensure the integrity and transparency of the upcoming Barangay and Sangguniang Kabataan Elections, or BSKE, on 30 October. In accordance with the provisions of Republic Act 10173, the agreement grants Comelec access to the PNP’s Election Monitoring Systems andsub-systems. The Data Sharing Agreement outlines specific areas of collaboration aimed at bolstering the electoral process. Key components include access to the PNP Personnel Deployment, Surrendered Firearms, Voting Center Assistance, Election Status, Candidates, Partylists, Voting Center, Treasurer’s Office, Unlawful Election Materials, Gun Ban Details, Violations thereof, and other critical data related to the elections. Additionally, the agreement allows access to various sub-systems within the PNP Election Monitoring System, including geo-tagging for vote-buying, a separate sub-system forvote-buying, and another for Task Force Kontra Fake News, following the Comelec’s specifications. By working together, the PNP and the Comelec can take better and more appropriate steps to ensure safe, fair, and orderly elections. “We will make a difference in ensuring that the upcoming Barangay and Sangguniang Kabataan Elections of 2023 serve as a shining example of democracy in action,” PNP Chief Gen. Benjamin Acorda Jr. said in a statement at the signing ceremony on Monday. The post PNP, Comelec sharing polls data appeared first on Daily Tribune......»»
Israel aims to crush Hamas but vague on Gaza’s post-war future
Israel is determined to crush Hamas but has said little about what would replace its rule in Gaza after the war, with observers expecting Washington will play a decisive role. "One thing is clear: the Gaza Strip will not be ruled by Hamas once this war is over," Israeli government spokesman Eylon Levy told AFP as Israel's military steps up strikes in preparation for a widely-expected ground offensive. In the wake of the 7 October attacks, when militants from the Palestinian Islamist movement began a deadly cross-border assault that has killed 1,400 people, Israel has laid out just one objective: "Destroying Hamas". Since then, it has embarked on a brutal retaliatory bombing campaign, which Gaza's Hamas-run health ministry says has now killed more than 5,000 people. Despite four previous wars with Gaza's Hamas rulers -- in 2008, 2012, 2014 and 2021 -- Israel has never before threatened to completely overthrow the movement which rules this tiny territory of 2.4 million people. The territory, which has been languishing under an Israeli and Egyptian blockade since Hamas took control in 2007, has since October 7 suffered a spiraling humanitarian crisis, largely deprived of water, food and other basic supplies and more than a million people displaced. Although Israel withdrew its soldiers and settlers from Gaza in 2005, ending an occupation that began in 1967, the international community considers it responsible for the tiny territory's primary needs -- energy, food and medicine. 'Handing over the keys' Prime Minister Benjamin Netanyahu has called it a "do or die" war. And his government is hoping to end all responsibility for Gaza as part of a "new regional reality" it hopes will emerge after the war. After the current air strikes and action inside Gaza, Defence Minister Yoav Gallant said a "third phase" would involve "the removal of Israel’s responsibility for life in the Gaza Strip, and the establishment of a new security reality for the citizens of Israel". But no minister talks about Gaza's future government. And nobody has raised the possibility of a new Israeli occupation of the enclave, the military and financial burden of such an eventuality being too high to bear. "We are discussing possibilities with our partners," said government spokesman Levy. Israel wants to "hand over the keys" to a third party, a foreign ministry source said, speaking on condition of anonymity. According to Eitan Shamir, a former Israeli government security specialist and now director of Jerusalem's Begin-Sadat Center for Strategic Studies, Washington will have a decisive say in Gaza's future. The US, he said, already has an "overview" role in Israel's action against Hamas. "The favourite option of the Americans and Israelis would be an international structure with Palestinian Authority, with Saudi funding, for example," Shamir told AFP, saying it could include US and European administrative help. Regional players silent US President Joe Biden has given Netanyahu strong support, visiting Israel last week and warning other regional players not to get involved while lining up almost $15 billion in military aid, even if he has warned Israel against letting its "rage" go too far. But Washington has also not been clear about how it sees Gaza's future. "Something needs to be found that ensures Hamas can't do this again but also doesn't reverse to an Israeli governance of Gaza which they do not want," US Secretary of State Antony Blinken told CBS television on Sunday. "There are different ideas out there about what could follow and all of that needs to be worked, even as Israel is dealing with the current threat." The Israeli foreign ministry source raised Egypt as a possible saviour, although Cairo has resisted decades of pressure to take a greater role. Egypt and Jordan are deeply concerned about the war unleashing a new flood of Palestinian refugees. No Arab or Muslim state has so far proposed an intervention. One option supported by Israeli opposition leader Yair Lapid is for Mahmud Abbas' Palestinian Authority to take control. The authority already cooperates with Israel in running parts of the occupied West Bank, but the ageing Palestinian leader has faced growing criticism since the war began. But a report by the International Crisis Group said there was "little hope that the already deeply unpopular PA could return to Gaza on the back of an Israeli invasion and not be treated as an enemy. "Moreover, it is not clear that Israel would want the West Bank and Gaza under a single authority," the think tank said. The Israel-Hamas military balance
Israel has one of the best-resourced militaries in the world, heavily supported by Washington. In Hamas, it faces a highly trained armed group with powerful regional allies. With both sides poised for an Israeli ground offensive in the wake of the deadly attack on Israel by Hamas on 7 October, here is an overview of their military resources. Israel The Israel Defense Forces number 169,500, of which 126,000 are army, according to Britain's International Institute for Strategic Studies (IISS). On top of that, it has 400,000 reservists, of which 360,000 have been mobilized since the Hamas attack. Israel also has some of the most technologically advanced defenses in the world, including the "Iron Dome" anti-missile system. IISS says it has around 1,300 tanks and other armored vehicles, 345 fighter jets, and a vast arsenal of artillery, drones, and state-of-the-art submarines. Though not a declared nuclear state, Israel's nuclear weapons cache is an open secret and the Arms Control Association puts its number of warheads at 90. US ally Washington provides $3.8 billion per year to Israel in military aid under a 10-year agreement running until 2028. Defense Secretary Lloyd Austin said Sunday that he had activated deployment of a Terminal High Altitude Area Defense battery and additional Patriot battalions "throughout the region". He added that he had put "an additional number of forces on prepare-to-deploy orders ... to increase their readiness and ability to quickly respond as required." Washington had already delivered increased munitions to Israel and deployed two aircraft carriers to the eastern Mediterranean -- the USS Gerald Ford, the world's largest warship, and the USS Eisenhower -- to deter not just Hamas but also its allies Iran and the Lebanese Islamist movement Hezbollah. The US military on Tuesday ordered 2,000 personnel to prepare for deployment to the Middle East as a show of force. Hamas Hamas has a diverse arsenal built up over many years. Its armed forces, called the Ezzedine Al-Qassam Brigades, numbers 15,000 men according to IISS, though it notes that Arab media have put the figure at 40,000. They have heavy weapons obtained from across the Middle East -- particularly Iran, Syria, and Libya -- and have also sourced handguns and assault rifles from China and other regions. It also has a variety of locally made, improvised explosives and Western sources say enough drones, mines, anti-tank guided missiles, grenade launchers, and mortar shells to hold out for a long period, though precise figures are unavailable. The majority of its rockets are also locally manufactured and technologically rudimentary. Hezbollah There have already been exchanges across the border between Israel and Lebanon, where the Iran-backed Hezbollah is based. "Hezbollah can tie up IDF resources without having to fully commit to the fight, instead relying on occasional rocket or missile strikes to prevent the Israelis from growing complacent and forcing the IDF to commit manpower and materiel along the northern border," said the Soufan Center, a US think tank. In 2021, the group claimed to have 100,000 fighters. The Institute for National Security Studies, an Israeli think tank, says the number is half that. "Most Hezbollah militants are not full-time fighters but rather engage in militant activity as and when required by the group's commanders," according to Elliot Chapman of the British defense analysis firm Janes. Hezbollah mobilized 40,000 men at the outbreak of Syria's civil war, he noted. INSS says the group's arsenal counts 150,000 to 200,000 rockets and missiles, including "hundreds" of precision rockets. "Strategically, Hezbollah's rocket arsenal is the group's most significant capability for fighting Israel," Chapman said. Iran Since its Islamic revolution in 1979, Iran has made support for Palestinians one of the pillars of its ideology. Foreign Minister Hossein Amir-Abdollahian warned Sunday that "The region is like a powderkeg ... I warn the United States and its proxy (Israel) that if they do not immediately stop the crime against humanity and genocide in Gaza, anything is possible at any moment and the region will go out of control". Western analysts minimize the threat of Iran becoming directly involved and point rather to its support from Hamas, Hezbollah, and Huthi rebels in Yemen -- a so-called "axis of resistance" of Israel's enemies. Raz Zimmt, of INSS, said Iran currently had "no interest in Hezbollah engaging in an all-out war" that might threaten such a key "strategic asset". But he added that Tehran's hand could be forced by "an Israeli ground invasion, and especially Israeli military success, which will threaten the very survival of Hamas and/or its ability to maintain effective control over the Gaza Strip". Ginggay Hontiveros-Malvar: Scaling the realms of social responsibility
There is something quite riveting about Ana Margarita “Ginggay” Hontiveros-Malvar. Her gaze direct, her rhetoric fluid, she shares stories of immersing in conflict areas, of being in Leyte post-“Yolanda” and in Marawi post-violence, and within the same conversation, of her corporate hat within the “power, banking, food, land and infrastructure sectors.” Not so much as a vein mars her refined features. If not for those eyes, which reveal a depth of thought and feeling, hers would likely be a face some might take as just another classic beauty. Then again, her relationship with similarly strong-minded women cannot be discounted. She says, from the get-go, that she would rather not talk about herself or her sisters (Risa, the senator, and Pia, the broadcast news personality). Unlike them, she took the private route, but now unwittingly finds herself in the limelight. The Aboitiz Group, for which she handles a vital role, has many exciting things to share, Ginggay says. Smiling, she proceeds to rattle off some of these pillars — in education (“to create future leaders” who are solutions-oriented), in climate action and in enterprise and jobs. “For over 35 years, we’ve delivered probably over 5,000 CSR (corporate social responsibility) projects, spread over all the business units all over the Philippines. We’ve partnered with something like 600,000 individuals and organizations and we’ve invested the amount of P5.1 billion in all these different programs. We’re trying now to reevaluate what it is that’s next for Aboitiz Foundation, and then how we can serve our stakeholders better, and what are some of the things that we want to scale. Maybe to create a bigger impact in the country, help the country more, I think is what we want to do.” In the pipeline toward this goal of creating a bigger impact on development, Aboitiz Foundation is seeking more collaboration — “more conversations between organizations that are doing a lot of work already here in the country, and probably having a stronger voice and then putting that voice out there,” she enthuses. Clearly, Ginggay is in her element in the world she inhabits — at the heart of an “old legacy conglomerate,” her words, that now sees the need to transform along with the climactic times. “I lead a department called Reputation Management. We cover brands, media, corporate communications, sustainability — the ESG (environmental, social and governance) journey for the Aboitiz Group. We provide strategy, direction, governance and then very recently, just this year, we have our CSR arm which is called Aboitiz Foundation. It was recently also placed under us. Because at the end of the day, Aboitiz Foundation is like the big ‘S’ in our ESG — it’s really all about the social impact, the social good that we want to continue,” Ginggay tells the DAILY TRIBUNE in an interview on Pairfect. Ginggay is currently vice president for Reputation Management and Sustainability at Aboitiz Equity Ventures Inc., a holding company of the Aboitiz Group. For the Aboitiz Foundation, meanwhile, she works to help “scale its impactful programs for systemic change.” The mother of two is also communications lead for the Philippines’ Private Sector Advisory Council and team leader for APEC Business Advisory Council, which are areas where the visionary leader, Aboitiz Group chief executive officer Sabin Aboitiz, holds key roles. Grateful her children are adults now, Ginggay keeps her nurturing side on overdrive with her current responsibilities. “Aboitiz is a group,” she emphasizes. “And as a family of organizations, our priority has always been about people. That’s always been our passion, whether it’s the well-being of our own employees or the well-being of communities where we have our businesses. It’s really always been about people. “We don’t feel it’s right that a business does well and then the community that it’s in doesn’t. It cannot be like that — it has to go hand in hand. So, we’ve always been like that. Very people-centric. I think what we’re trying to change now in our transformation or evolution is to see how can we use more of technology and innovation and balance it with our people-centric approach. So maybe we can be a little bit faster, be better, be more data-driven in the kinds of things that we’re doing,” she says. And has her heart always been in this kind of work — one she freely admits is demanding and sometimes even emotion-driven? “My dad was pretty laidback. And he usually let us do what we want to do as long as you know, like, please do well in school, and things like that,” Ginggay recalls. “My mom was very attentive to us and she just wanted to make sure that aside from doing well in studies, you also had to do well in something else. And then, very ingrained, I think, in our DNA, I think as a family also, is that aspect of service, whether it’s public service, or you know, just service in general — whether it’s to your community or to your family, or your immediate set of, I suppose, stakeholders. So, it’s almost been like part of my DNA or something like that, or probably my character as well.” With so much on her plate, and a daily grind that consists of steering various teams to ensure the conglomerate is moving toward its goals smoothly, Ginggay makes sure she takes time — even just 30 minutes a day, she says — disconnecting from it all and connecting with herself. “Our days are very fast — they are jam-packed with schedules, meetings, a lot of stakeholder engagement activities,” she says. “There’s a lot of collaboration also that goes on between our team and the rest of the business units in the Aboitiz Group, and then a lot of meetings as well with the board just to check in on directions and things like that. It’s very fast-paced. It’s very demanding. It takes a lot of time and I think a lot of commitment… and this is what I see from all our team leaders and team members — people are really passionate about what they do. I think that’s important.” For Ginggay, certainly, such passion is necessary to lead the company toward its goals including “delivering on communications and brand that are integral to the transformation of the group into the Philippines’ first techglomerate.” Techglomerate, she explains, “is a dream in Aboitiz Group, something that we have really been working hard on for the past few years. We kind of coined the term from ‘technology’ and ‘conglomerate,’ putting it together — and it is really about trying to be more technologically advanced but we also want to incubate exciting businesses which are more in the techspace or, say, data science. To incubate all these new companies and hopefully lead in certain industries… and I think at the end of the day we realized we have a much greater responsibility to the country.” And what’s next? “We realized that to stay ahead, we also need to transform… and I suppose that transformation should happen first and foremost at the level of the person. We’re also really focused on building a new kind of culture for the Aboitiz Group, still very much rooted in our core values of responsibility, innovation, teamwork, integrity. But now, probably trying to imbibe more of the behaviors like being more entrepreneurial, trying to be more articulate, being better storytellers, being more open to new things, being more data-driven in our decisions, you know, and a lot of other things that we’re trying to do in terms of helping to develop this new culture.” In her capacity as first vice president at Aboitiz, as well as in her other roles — senior adviser for Agripreneurship at Go Negosyo, for example — Ginggay keeps her “eye on the prize” no matter what challenges come along. This “multi-disciplined, results-oriented and multi-awarded leader,” as she is described in the Women of the Future, may prefer to keep herself below the radar, but Ginggay Hontiveros-Malvar will certainly not stay unnoticed. China bullies Phl resupply vessels
The Philippines and China on Sunday blamed each other for the collisions of their ships in the West Philippine Sea, a portion of the South China Sea which the two countries both claim. The two countries separately issued strongly worded statements after the collision of their vessels near the Ayungin Shoal, which the latter refers to as Ren’ai Reef. The National Task Force for the West Philippine Sea accused the CCG of performing “dangerous blocking maneuvers” that resulted in a collision with the Unaiza on May 2. The Unaiza May 1 and 2 are boats contracted by the Armed Forces of the Philippines for a resupply mission to the BRP Sierra Madre. Unaiza 1 was able to complete its mission. The NTF-WPS condemned the “provocative, irresponsible, and illegal action” of the China Coast Guard ship, which “imperiled the safety” of the Unaiza May 2 crew. The United States and Canada condemned China’s action, while Germany expressed concern over the latest development in the WPS. (See related story) ‘Trespassing’ In the same resupply mission, a Chinese maritime militia vessel “bumped” the Philippine Coast Guard BRP Cabra’s port side, which was escorting the resupply vessels while it was lying approximately 6.4 nautical miles northeast of Ayungin Shoal. The NTF-WPS said it “condemns in the strongest degree the latest dangerous, irresponsible, and illegal actions of the CCG and the Chinese maritime militia done this morning.” It stated that the Philippine sovereignty, sovereign rights, and jurisdiction were “violated” by the conduct of the Chinese Coast Guard and maritime militia vessels. The Philippines also described the incident as an “utter blatant disregard of the United Nations Charter, the United Nations Convention on the Law of the Sea Convention on the International Regulations for Preventing Collisions at Sea and relevant international maritime conventions, and the 2016 Arbitral Award.” For its part, China blamed the Philippines, stressing that its vessels “trespassed” into the adjacent waters of Ren’ai Reef in China’s Nansha Islands without permission. “Since the Philippine side ignored China’s repeated warnings, the China Coast Guard responded lawfully and blocked the Philippine vessels which were illegally carrying construction materials,” the CCG said in a statement shared by the Chinese Embassy in Manila to Filipino journalists. The CCG also said that the Unaiza Mae 2 “sailed at the bow of China Coast Guard 5203 (which it said was conducting law enforcement activities lawfully) in a way that was neither professional nor safe in spite of China’s advanced notice and repeated warnings.” China also blamed the Philippine side for the “bumping” of the PCG’s BRP Cabra and its militia vessel. “At 08:13 A.M., the Philippine vessel 4409 began to astern deliberately, leading to the collision of the stern of its vessel into the starboard of China’s static floating Qiong Sansha Yu 00003,” it said. “The move was to make faults with China and escalate the current situation,” it added. It continued: “The Philippines’ action seriously violated the International Regulations for Preventing Collisions at Sea and threatened the navigation safety of the Chinese vessels.” China also insisted that their operations were “professional, legitimate and lawful and the responsibility lay entirely with the Philippine side.” Ayungin Shoal, also known as Second Thomas Shoal, is 105 nautical miles west of Palawan and part of the Philippines’ exclusive economic zone. China claims the vast South China Sea, including the West Philippine Sea. On 12 July 2016, the Philippines won its arbitral case against China in the Permanent Court of Arbitration — a landmark decision that China continues to reject. The Philippines also described the incident as an “utter blatant disregard of the United Nations Charter, the United Nations Convention on the Law of the Sea Convention on the International Regulations for Preventing Collisions at Sea and relevant international maritime conventions, and the 2016 Arbitral Award.” ‘Trespassing’ For its part, China threw the blame on the Philippines side, stressing that its vessels “trespassed” into the adjacent waters of Ren’ai Reef in China’s Nansha Islands without permission. “Since the Philippine side ignored China’s repeated warnings, the China Coast Guard responded lawfully and blocked the Philippine vessels which were illegally carrying construction materials,” the CCG said in a statement shared by the Chinese Embassy in Manila to Filipino journalists. The CCG also said that the Unaizah Mae 2 “sailed at the bow of China Coast Guard 5203 (which was conducting law enforcement activities lawfully) on purpose in a way that was not professional nor safe in spite of China’s advanced notice and repeated warnings.” China also blamed the Philippine side for the “bumping” of the PCG’s BRP Cabra and its militia vessel. It continued: “The Philippines’ action seriously violated the International Regulations for Preventing Collisions at Sea and threatened the navigation safety of the Chinese vessels.” China also insisted that their operations were “professional, legitimate and lawful and the responsibility lay entirely with the Philippine side.” Ayungin Shoal, also known as Second Thomas Shoal, is located 105 nautical miles west of Palawan and is part of the Philippines’ exclusive economic zone. China claims the vast South China Sea, including the West Philippine Sea. On 12 July 2016, the Philippines won its arbitral case against China in the Permanent Court of Arbitration – a landmark decision that China continues to reject. Parent to Karapatan: ‘Please stop posting about my son, I beg you’
Former Overseas Filipino Worker Jerome Christopher David, father of Job who was among three rebel fighters said to have been captured in a military encounter, asked the activist group Karapatan to stop posting on social media about his son and two companions and painting them as victims of abduction or enforced disappearance. Whatever is your advocacy, you can do it in a peaceful manner. Please stop, I'm begging you). My son is now living peacefully,” he reiterated. Brigadier General Randolph Cabangbang, commanding general of the Army’s 203rd Infantry Brigade, revealed to the media that the parents of Job, Alia Encela and Peter del Monte are contemplating taking legal action against Karapatan for alleged continued harassment. “In fact, I’m discouraging them (parents) not to file what they think is a writ of Amparo. Sabi ko wala namang nakikinig sa Karapatan. Having said that, we’re consulting lawyers, we’re studying it,” Cabangbang said. “To Karapatan, hands off our families, hands off our children,” he said. NTF-ELCAC spokesman Joel Sy Egco, who is also ICOC director-designate, reiterated his warning to Karapatan to stop their donation drives using what he called the “abduct-surface-donate-release” scheme. “Kahit ano pa ang sasabihin niyo, kayo-kayo na lang ang naniniwala sa sinsabi niyo sa inyong echo chamber mismo (Whatever you say, only you listen to each other within your echoc chamber). NTF-ELCAC continues to gather evidences of your scamming activities and in due time charges will be filed against you,” he said. Egco said ELCAC’s National Secretariat led by Executive Director Undersecretary Ernesto Torres Jr. will support and assist parents and the Army if and when legal charges are ready to be filed against Karapatan and other such organizations. “Again, Encela, del Monte and David are not detained, they voluntarily submitted themselves to be in the custody of the military as they’re undergoing the processes of rebuilding their lives ruined by the CPP-NPA-NDF before joining their families and to mainstream society,” he said. The three were captured by Army troopers on September 23, 2023 during combat operations in Sitio Malaglag, Barangay Lisap in Bongabong, Oriental Mindoro. Cabangbang said he was relieved and looking forward to turning over the three former rebels to their parents safe and sound. "It’s a happy moment dahil buhay itong tatlo na sa di kalauna’y makakasama na nila muli ang kanilang mga magulang” (these three are alive and will be reunited soon with their parents), he said. During the conference, ICOC showed a 7-minute video clip of the parents and relatives of Encela, del Monte and David having happy moments hugging, laughing and eating together. Cabangbang also thanked the three former rebels for their voluntary insights and analysis of how their former comrades operate in his brigade’s area of operation. “For the past weeks, napakarami na po nilang naitulong sa ating brigade. They have been providing the necessary analysis and the information that we need, such that for the past two days may naengkwentro po na grupo nila because of their insightful analysis and correct and timely information,” Cabangbang added. In the encounter, the soldiers recovered three high-powered firearms and personal paraphernalia of the fleeing rebels. Cabangbang said they believed that two of the rebels were wounded because of blood traces from the recovered firearms and one of them could be the deputy commander of the group. “When I arrived here, there were only 15 NPA rebels in our AOR. Minus Alia, Peter and Job, only 12 remaining. We’ve already identified them all,” he said. Now, Cabangbang said, the three are reaching out to their former comrades to give up the armed struggle and surrender to the government. PEZA chief lures potential Rotarian investors with ecozone perks
Members — particularly those in such business enterprises as manufacturing — of the Rotary Club of Manila, Asia’s oldest and biggest Rotary organization, were personally enticed by Philippine Economic Zone Authority director-general Tereso Panga of the benefits, particularly tax perks if they expand operations in the country or poured in investments in the ecozone. Panga, who served as guest speaker at RC Manila’s 14th General Membership Meeting at the Manila Polo Club, Makati City, on 5 October 2023, relayed to the prospective ecozone investors the various fiscal and non-fiscal Incentives offered by PEZA. He said the investment promotion agency offers income tax holidays or ITH of four to seven years depending on the industry tier and location, once onboard PEZA-run ecozones. For the National Capital Region, locators are entitled to four years of ITH for those that are in Tier 1; five years of ITH for Tier 2, and six years for those belonging to Tier 3. For locators in Metropolitan areas or areas contiguous and adjacent to NCR, a five-year ITH is given to Tier 1; six years for Tier 2, and seven years for Tier 3. “A five percent Special Corporate Income Tax holiday is also provided for 10 years for export-oriented projects, while enhanced deductions for five years are given to locators involved in domestic-oriented project activities,” Panga said. Other notable benefits awaiting interested PEZA locators include Customs duty exemption on importation of capital equipment, raw materials, spare parts, or accessories directly and exclusively used in the registered project/activity for a maximum period of 17 years unless otherwise extended under the Strategic Investment Priority Plan of the Philippine government; domestic sales allowance of up to 30 percent of total sales for export-oriented companies; value-added tax exemption on importation and VAT-zero rating on local purchases of goods and services directly and exclusively used in the registered project or activity for a maximum period of 17 years, unless otherwise extended under the SIPP; and exemption from payment of national and local government taxes and fees for the period of availment of the 5 percent special corporate income tax incentive Also, PEZA locators are entitled to employ foreign nationals; can enjoy long-term land leases of up to 75 years, and are entitled to the PEZA 2-year special non-immigrant visa issued to expatriates and their dependents as well as foreign workers. [caption id="attachment_194752" align="aligncenter" width="525"] Philippine Economic Zone Authority Director General Tereso O. Panga[/caption] PEZA performance Panga earlier reported that the investment promotion agency had reaped an overwhelming 114 percent increase in investments in the second quarter of the year, following the approval of 61 new and expansion projects for the period of April to June 2022. PEZA records showed that total investments are expected to bring in a total of P14.347 billion, 114.93 percent higher than the P6.675 billion approved investments for the second quarter of 2022. Of the 61 approved new and expansion projects, 16 are for the Information Technology industry, 15 for export/manufacturing, 13 for facilities, 13 for ecozone development, and two for IT Facilities and Logistics. Meanwhile, expected jobs to be created by those projects total 11,186, which is 29.06 percent higher compared to the 8,667 projected jobs in the 2nd quarter of 2022. For the January to June period of 2023, a total of 90 new and expansion projects have been approved and are expected to bring in P22.488 billion in investments, $747.093 million in exports, and 14,354 jobs. Japan remains PEZA’s top country investor in the first half with P8.007 billion in investments followed by Singapore with P2.169 billion. Also, Panga said that Japan topped the countries with the highest approved foreign investments at 27.34 percent, followed by Filipino companies at 23.19 percent, and American companies in the third spot at 14.82 percent. “PEZA accounted for 60.5 percent of the total foreign investment commitments in Q2 2023 with P35.75 billion,” he told the Rotary Club of Manila members. From 1995 to 2022, PEZA’s total dividends turned in to the National Treasury was a total of P26,889,567,738.07. Ecozones on the rise To date, Panga said PEZA hosts 422 ecozones and 4,352 locator companies/projects throughout the country. Of said number of ecozones, 299 are dedicated to IT Parks and Centers, 79 to manufacturing firms, 24 to agro-industrial parks, 17 are to tourism and three are to medical tourism ventures. Based on the Philippine Development Plan 2023-2028, President Ferdinand Marcos Jr. has projected that “the creation of ecozones will…maximize investments and promote industrial dispersion, especially outside metropolitan areas. Further, the ecozones will be integrated into the local economy by relaxing the requirements, facilitating the free flow of parts, components, and other inputs, and increasing open trade between zone locators and firms outside the zones.” In the coming years, various ecozones will be sprouting, while the ecozones that have already been officially proclaimed by the Office of the President include Robinsons Cyberpark Bacolod, Lima Technology Center (Expansion), Hermosa Ecozone Industrial Park (Expansion), Philtai Central Luzon Industrial Park, Felcris Centrale IT Park, ECCO 4 Building, Lopue’s Mandalagan IT Center, Marina Town Dumaguete, Naga City Industrial Park and Kamanga Agro-Industrial Economic Zone (Expansion), altogether with investments totaling P3.418 billion. Ecozones pending approval are MetroCas Industrial Estates-Special Economic Zone, Suyo Economic Zone and the expansions of Kamanga Agro-Industrial Economic Zone and Lima Technology Center, with a total investment amount of P773.962 million. As of September 2023, the governing board of PEZA has approved big-ticket investments with a total committed investment of P193.200 billion, and these are the First Pangasinan Property Development Corp., Raedang International Builders and Development Corp., Green Energy with Torrefaction Technology Inc., Dyson Electronics PTE, Ltd. Philippine Branch, Sunpower Philippines Manufacturing Ltd., Isla Import Terminals Inc., MJ Landtrade Development Corp., YCO Cloud Malvar Inc., Savya Land Development Corporation, RLGB Land Corporation, Robinsons Land Corporation, TDK Philippines, P. Imes Corp., Best-one Ever Luck Realty Corp., Knowles Electronics (Phil) Corporation, WIPRO Phils. Inc., Glensworth Development Inc., ACI Inc., Megaworld Corporation and Kyungshin Pampanga Philippines Inc. Currently, Panga said PEZA is focused on seven priority sectors, that is, advanced manufacturing, extractives (green ores processing), agriculture and blue industries, IT services and frontier technologies, eco-industrial park development (renewable energy and alternative energy, clean water and wastewater treatment, circular economy, sustainable development goals, green buildings, smart systems integration), Science, Technology and Innovation and the integration of small and medium enterprises into the ecozone value chain. Cannot be done alone by PEZA Panga, in conclusion during his speech at the Rotary Club of Manila meeting remarked that attracting foreign direct investments cannot be done by PEZA alone or by any other investment promotion agency left to its own devices. He emphasized that what is needed to make things work is a whole government, industry and society approach to lessen the cost and improve ease of doing business in the country. “Through our collaborations and strategic alliances, PEZA, together with the Rotary Club of Manila, other ecozone industries, and stakeholders, will strive for success in attaining our country’s goals and objectives, and continue to push for eco-zoning the Philippines towards inclusive and sustainable development,” Panga said. More than 75,000 US health care workers begin 3-day strike
Tens of thousands of healthcare workers in the United States walked off the job Wednesday, beginning one of the sector's largest strikes in recent history over what they say is a staffing shortage, as America's year of labor discontent rolled on. The walkout of more than 75,000 workers at Kaiser Permanente, the country's largest non-profit health care organization, comes as surging inflation has spurred industrial action across the US, from Hollywood actors to Detroit autoworkers. "Kaiser executives are refusing to listen to us and are bargaining in bad faith over the solutions we need to end the Kaiser short-staffing crisis," vocational nurse Jessica Cruz, who works at Kaiser Los Angeles Medical Center, said in a union statement. "I see my patients' frustrations when I have to rush them and hurry on to my next patient. That's not the care I want to give. "We're burning ourselves out trying to do the jobs of two or three people, and our patients suffer when they can't get the care they need due to Kaiser's short staffing." Kaiser Permanente locations in Washington DC, Virginia, California, Colorado, Oregon and Washington state were expected to be affected by the three-day strike. Kaiser said centers would remain open, but warned there would be "longer-than-usual" wait times. A Kaiser spokesman told journalists on Tuesday that talks were continuing. "Several agreements over specific provisions have been reached" with the Coalition of Kaiser Permanente Unions, he spokesman said, adding negotiators were prepared to meet around the clock "until we reach a fair and equitable agreement." The union, which says this will be the largest healthcare worker strike in US history, is pushing for pay increases and protections against subcontracting and outsourcing of labor. It has threatened to engage in further strike action in November "if Kaiser continues to commit unfair labor practices. Inflationary pressures Wednesday's strike comes during a year in which the US has seen an unusually high level of industrial action as workers struggle with inflation levels not seen in a generation. Higher prices have reduced the purchasing power of shoppers across the country, while the rise of generative artificial intelligence (AI) has led to concerns about the automation of growing numbers of jobs. Industrial action is ongoing in Detroit, where the United Auto Workers (UAW) union is engaged in its first-ever joint strike action against the "Big Three" auto makers -- GM, Ford and Chrysler maker Stellantis -- in a push for higher pay and better working conditions. More than 25,000 workers are on strike in 21 states -- around 17 percent of UAW's 146,000 members -- as talks continue. And in Hollywood, a months-long joint strike by writers and actors brought California's lucrative film industry to a halt, stopping production and broadcast of major movie and TV productions. While the writers have since agreed on a deal to return to work, actors represented by the SAF-AFTRA union were on the picket lines Wednesday, even as their negotiators met with studios for a second full day of talks.
