Ombudsman orders raps vs ex-SRA chief
The Ombudsman has ordered the filing of charges against former Sugar Regulatory Administration chief Hermenegildo Serafica for breaching the Government Procurement Reform Act over a nearly three-year delay in the procurement of farming tools. In a 21-page joint resolution, Ombudsman Samuel Martires found probable cause against Serafica for violating Section 65 (a)(2) of the law, which penalizes a public official who delays “without justifiable cause, the screening for eligibility and award of contracts beyond the prescribed period of bids or other documents.” The case stemmed from lapses in the issuance of the notice of award in the signing of the contract for the procurement of 25 units of ripper harrowers. A ripper harrower is a farm machine that rips up the soil for tilling. The complaint accused Serafica of deliberately prolonging the issuance of the Notice to Proceed with the purported intention of negotiating terms with the bidder, Super Trade Enterprises. “In this particular case, this Office cannot turn a blind eye to the three-year period it took to issue a notice to proceed,” the Ombudsman ruling read. “The delayed award, by itself, could have only amounted to Simple Neglect of Duty and Misconduct, but the protracted period to notify the supplier to proceed with the delivery of the harrows is a badge of (1) want of even the slightest care, or a conscious indifference to consequences, and (2) flagrant disregard of an established rule,” it said. Apart from the filing of charges, the Ombudsman also ordered Serafica’s perpetual disqualification from public office. Since Serafica vacated the post in 2022 following the sugar importation fiasco, the Ombudsman said he would still face the penalty of a fine equivalent to one year’s salary. Birkenstock footwear brand files for IPO in United States
German footwear brand Birkenstock on Tuesday filed for an initial public offering in the United States, planning to list its shares on the New York Stock Exchange. The proposed terms of its share sale have not been revealed, but news reports previously said that the IPO could value the sandal maker at more than $8 billion. The brand, founded in 1774 to make orthopedic shoes, received a Hollywood boost recently when actress Margot Robbie donned a pair of pink Birkenstocks in the lead role of the hit movie "Barbie". By 1897, Konrad Birkenstock had made the first flexible sole fitting the contours of the feet, and the sandals were brought to the United States in the 1960s. They were adopted by hippies who took to their no-frills comfort, while also seeing their utilitarian look as an anti-fashion badge. In 2021, private equity firm L Catterton and the family-holding fund of French luxury brand magnate Bernard Arnault acquired a majority stake in Birkenstock, based in Linz am Rhein in western Germany. Kidnapped Chinese woman rescued
The Pasay City Police rescued a Chinese woman kidnapped by two siblings one of whom is an active police officer, the National Capital Region Police Office said on Monday. Based on the report sent to NCRPO director Brig. Gen. Jose Melencio Nartatez, the victim Zhou Yunqiing, female, 26, single, tourist, Chinese National, was abducted by the suspects identified as Staff Sgt. Lordgin Antonino,34, a member of PNP assigned at Southern Police District, and his brother Nelson Antonino, 20, who will be facing illegal detention and robbery extortion after they brought the victim at Qing Qing Hotel located at No 2730 Figueroa Street, Barangay 74, Pasay City on Sunday evening. Nartatez said the Pasay Police received information about the abduction on Monday around 1 a.m. from the victim’s friend Law Yi Wei, 34, translator, Malaysian National and presently residing at Sea Residences, SM MOA Complex, Barangay 76, Pasay City. Wei personally appeared before the office of Substation 3, Libertad, Pasay City Police Station, to seek police assistance regarding his friend a Chinese national who was allegedly arrested by the suspects who identified themselves as CIDG, Pasay for an alleged case of human trafficking. Wei told the cops that the victim was detained inside Room No. 8515 Qing Qing Hotel in Pasay City. He showed police the picture of the victim while handcuffed and a picture of the PNP ID of PMSG John Reggie Reyes with Badge No. 124539 and the text message wherein the suspects asked for money amounting to P500,000 for the release of the victim. Nartatez said Pasay police conducted a short briefing to verify the information for possible police operation against the suspects. The Metro Manila top cop said that when the cops arrived at the hotel the operating team coordinated with the duty security guard of QingQing Hotel and informed them about their purpose. When they saw Lordgin sitting at the lobby with the same description on the PNP ID shown by Wei to the operating unit, they approached suspect and asked for verification. ILOCOS NORTE - A former Bureau of Corrections employee was nabbed on a sting operation by members of the Philippine National Police (PNP) Ilocos Norte on Thursday evening, 10 August, for allegedly selling illegal drugs to an undercover officer at Santa Monica Homes, Brgy. 17 Sta. Asuncion, San Nicolas, Ilocos Norte. The suspect was identified as Eugene Julian, 48, a resident of Barangay 17 in San Nicolas town. The operation resulted in the arrest of the suspect after he was caught in the act of allegedly selling shabu to a police poseur buyer. Further recovered and confiscated from the suspect's possession, control and custody are P7,000 buy-bust money consisting of one genuine Php 1,000 with serial number and six fake P1,000 bills with identical serial numbers, ten heat-sealed transparent plastic sachets containing white crystalline substance, BuCor service badge, and ID formerly issued to the suspect. According to official police reports, the estimated weight of seized drug items is more or less 2 grams with a value of P13,600. Sources said Julian resigned from service in 2023 under General Bantag when Julian was supposed to be transferred to Iwahig Penal Colony. BTS’ Jin now an ‘elite soldier’ By Pauline Joyce Pascual
BTS Jin recent revealed that he had been promoted to the rank of corporal two months ahead of schedule. This unexpected promotion came as a result of Jin’s recent attainment of the prestigious “elite soldier” title. All physically fit men between the ages of 18 and 35 are required to serve in the military under South Korea’s mandatory military service laws. Jin has been working as an assistant instructor at a front-line infantry division boot camp in Yeoncheon, Gyeonggi Province, since December of last year. The expected discharge date for Jin, the first BTS member to begin his national duty, is set for 12 June 2024. Jin had been scheduled to advance in September, but because of his outstanding performance and freshly attained elite soldier rank, he was promoted sooner than expected. Soldiers receive this honorary distinction, according to the Korea Herald, for performing exceptionally well in a variety of demanding training exercises that include a 3-kilometer race, shooting proficiency, first aid knowledge, alertness, CBR (Chemical, Biological, Radiological) training and individual combat. Elite soldiers are identifiable by a distinctive badge on their uniforms, have the chance to advance more quickly and have more leave rights. This honor underlines Jin’s dedication to and commitment to his military responsibilities. In a lighthearted moment, Jin playfully teased his bandmate J-hope, who enlisted in the military in April, with a message in Korean that loosely translates to, “If you don’t get the elite soldier (title), you will be the disgrace of BTS.” J-hope, who is currently working as an assistant instructor at the 36th Infantry Division’s boot camp in Wonju, Gangwon Province, is due to be released on 17 October 2024. The blue plaques of London: An overlooked embellishment
Ask any visitor to London or a resident of the United Kingdom, they all have their all-time treasured landmarks or favored activities. From the regal Buckingham Palace to the historic Tower of London, to the dramatic Changing of the Guard Ceremony and the revered British Museum with a collection of over 8 million works, they form a core part or a nucleus of London’s history and heritage. Not to mention the vibrant West End plays and musicals, the exhibits and concerts in opulent palaces and well-attended halls, or even the red double decker buses and the Hackney carriages, fondly known as the London black cabs, which spice up the truly UK experience. For foodies, they often bring up English Roast Beef, Shepherd’s Pie and Fish and Chips, which are go-to must-have dishes while in town. Despite these hallmarks of culture and tradition — either permanent, mobile or edible — somehow, I wonder why my thoughts keep on wondering and wandering back to the Blue Plaques of London! Each 20-inch round badge of recognition with blue background and white lettering, features the name, the year of birth and death, plus their relationship with the abode where it is erected. These are commemorations which invite the passersby to delve into the lives of its illustrious past inhabitants. Affixed to the facades of buildings, it whispers fascinating tales of extraordinary individuals who have shaped London’s identity over the centuries. Meticulously administered by the charity English Heritage, the plaques have since become synonymous with historical preservation. The origins of this iconic tradition can be traced back to 1866 when the Society of Arts, now known as the Royal Society of Arts, initiated the concept of memorial plaques. The idea fully took off in 1867, when the first Blue Plaque was installed at the birthplace of English Poet Lord Byron, at 24 Holles Street. This inaugural plaque set the stage for an enduring legacy of remembrance. These more-than-just-nameplates signify stories of exceptional individuals who have contributed to various fields of human endeavor. From renowned artists and writers to groundbreaking scientists and social reformers, the Blue Plaques celebrate the diverse accomplishments that have shaped London’s cultural, scientific, and intellectual landscapes. The process of awarding is rigorous and impartial. A committee of historians, experts, and representatives from English Heritage carefully considers nominations, ensuring that the candidates recognized have made a significant impact on society. The concerned individual must have been dead for 20 years or passed the centenary of their birth, be esteemed by peers of their field or have greatly aided humanity, plus have worked or lived in the pertinent building. Foreigners and overseas visitors are likewise included in the selection process. To be honored is akin to a major laurel, being immortalized in history. Though major names are always a standout, the council remembers lesser-known figures who have made a significant impact in their respective arenas, to include suffragettes and social reformers to musicians and architects. While residing in the city for more than a decade, I played a self-made game where I challenged myself to know more about the personalities whose plates I usually passed by. He relayed messages to ships in the vicinity which allowed survivors to be rescued. He remained at his post until the vessel lost power. His is situated at 58 Ravensbourne Avenue, Shortlands, Bromley. Anne Brontë (1820 — 1849) She was an English novelist and poet and the youngest member of the Brontë literary family. She authored The Tenant of Wildfell Hall, considered one of the first feminist novels. Hers is positioned at Grand Hotel, Scarborough, North Yorkshire. Charlie Chaplin (1889 — 1977) A comic actor and filmmaker, he is one of the masters of silent film and is treated as one of the most important figures in the industry’s history. His medal is posted at 39 Methley Street, Kennington, London. Sir Henry Cooper OBE KSG (1934 — 2011) Undefeated in the British and Commonwealth heavyweight titles for three years, he is the only boxer to have been awarded a knighthood. Karl Marx (1818 — 1883) The German-born philosopher is behind the 1848 pamphlet The Communist Manifesto and Das Kapital, which are defining pieces in the school of socialism and communism. The Philippines has made greater strides toward eco-mobility in the past two years, with the growth of bike ownership allowing more Pinoys to go out and use a bike. This has prompted SM Supermalls to build more bike-friendly spaces. ‘Rody’ fetes new elite Scout Rangers
Former President Rodrigo Duterte advised newly graduated Scout Ranger Course “Nasiglat” Class 219-2022 “to always remember the people” they pledged to serve. Speaking at the closing ceremony of Scout Ranger Course “Nasiglat” Class 219-2022 on 19 May, Duterte underscored that the “Tabak” badge gained by the graduating troopers was hard-earned through their remarkable skills, stamina, and spirit they have demonstrated during the course of their training. The class was composed of 42 Philippine Army troopers and 17 Philippine National Police personnel. They went through a 28-week training that tested the limits of their physical capabilities, endurance and spirit. Duterte also mentioned that Scout Rangers have greatly contributed to the government’s triumph against the ISIS terrorist-inspired Maute rebel group during the infamous siege in Marawi City last May 2017. “Now will also be an opportune time to thank the Scout Rangers for their valuable contributions in retaking the city of Marawi when I was president,” said Duterte. “I am deeply grateful for your service to our flag and country. Your dedication, commitment, and resolve to perform your duty are truly commendable.” The former President emphasized the crucial role of the newly minted Scout Rangers in the troops’ combat operations against the perpetrators of violence and rebellion. “Your technical knowledge and training will be valuable in defeating our enemies, upholding our country’s sovereignty, and securing our people’s liberty,” Duterte said.
