Hog farmers receive huge boost
The Department of Agriculture in Central Visayas on Friday announced that it has granted P120-million financial assistance to a group of pork producers. DA-7 regional director Angel Enriquez said that the funds are intended to repopulate swine breeder stocks in the region, stressing the importance of Central Visayas as the second largest producer of hogs in the country. Enriquez led the turnover of assistance to Rolando Tambago, the president of the Pork Producers Federation of the Philippines at the DA-7 compound in Mandaue City. Tambago, on the other hand, expressed his gratitude to DA-7 for the cash grant as he disclosed that 12 farms under the Central Visayas Pork Producers Cooperative will be benefited. “This fund has the potential to produce 5,300 pigs per month, which means we can add 63,000 pigs to our inventory every year,” Tambago said. “Imagine if this is implemented in every province in every region, this will solve the shortage problem.” The African swine fever was first detected in Carcar City in southern Cebu on 1 March and was again detected in 12 more local government units in Cebu province. This resulted in neighboring provinces banning the importation of hogs, pork meat and pork by products from Cebu. The ban forced Cebu Governor Gwendolyn Garcia to pursue legal measures against the Bureau of Animal Industry culling and color-coding policy. The cash grant came from the DA’s Integrated National Swine Production Initiatives for Recovery and Expansion, a recovery and repopulation program for the hog sector affected by the ASF. ASF still No. 1 concern — DA
The Department of Agriculture on Monday said African swine fever is still a major concern of the livestock industry in the country. In a press briefing, Arnel De Mesa, DA's Assistant Secretary for Operations, said ASF is still rampant in Visayan region, particularly in the areas of Aklan, Antique; Negros Oriental and Occidental. However, clinical trials for an ASF vaccine is showing effectiveness, according to De Mesa, based on a report of the DA's Bureau of Animal Industry. He added that they are now just waiting for the vaccine's certificate of product registration for hog raisers to buy the vaccines from Vietnam. The BAI said Vietnam has allocated 600,000 doses of vaccine for Philippines use. Following the impact of the ASF outbreak on the country, the Integrated National Swine Production Initiatives for Recovery and Expansion Program of the DA turned over 120 pigs to four cooperatives in Lipa City, Batangas. The DA said the distribution formed part of the commitment of President Ferdinand R. Marcos Jr. that all farmers and fishers will receive assistance from the government to ensure improved production and income. The Buklod ng Cumba Multi-Purpose Cooperative, L7 Livestock Agriculture Cooperative, Sto. Toribio Farmers Agriculture Cooperative and Malitlit Consumers Cooperative each received 30 swine breeder stocks from the DA. The distributed breeder stocks were born from grandparent pigs donated by the DA-National Livestock Program to select farm-cooperators such as EVG Farm and Phillac Farms, Inc. Lipa Mayor Eric Africa said that under his leadership, the city government will continue to collaborate with the DA and the City Veterinary Office in providing technical and financial assistance to ASF-affected hog farmers and to support the DA’s initiatives toward agricultural development and the attainment of food security. Supported by the DA Administrative Orders No. 6 and 7 in 2021, the INSPIRE Program is one of the DA’s twin programs against ASF — the other being the Bantay ASF sa Barangay program for intensified disease surveillance and control in the barangay level. The program focuses on calibrated hog re-population, establishment of swine farms and facilities and ensuring easy access to insurance and credit services for hog farmers to improve swine production and to ensure the sufficiency of pork and pork products in the country. The INSPIRE Program is spearheaded by the DA-NLP with support from its livestock attached agencies, the DA Regional Field Offices, local government units and other stakeholders including farmers’ cooperatives and associations. On its official website, the DA-NLP reported having distributed 19,486 pigs for its implementation of sentinel protocol, reaching 8,161 beneficiaries nationwide. China pushes largest-ever expansion of nuclear arsenal
China is pushing ahead with the largest-ever expansion of its nuclear arsenal, modernizing the atomic deterrent with an eye on any future conflicts with the United States, experts say. The SIPRI think tank estimates that China has a stockpile of around 350 nuclear warheads -- small fry when compared with the United States and Russia. But it is growing fast and could have 1,500 warheads by 2035, according to a Pentagon estimate published in November. "China appears to no longer be satisfied with just a few hundred nuclear weapons to ensure its security," Matt Korda, of the Federation of American Scientists, told AFP. Since its first nuclear test in 1964, China has been content to maintain a comparatively modest arsenal and has maintained that it will never be the first to use nuclear weapons in a conflict. But in recent years, under President Xi Jinping, it has begun a massive military modernization drive that includes upgrading its nuclear weapons to not only deter foes but also be able to counter-attack if deterrence fails. "China is undertaking the most significant expansion and modernization of its nuclear forces in the country's history," David Logan, an assistant professor at the US Naval War College, told AFP. This involves not only ramping up the production of warheads, but also upgrading the ability to deliver them with a nuclear triad: missiles, aircraft, and submarines. "The changes that are taking place or underway are very significant" and "will turn China from a state that has a nuclear retaliatory capability to one that is the world's third major nuclear power", Eric Heginbotham, Principal Research Scientist at MIT's Center for International Studies, told AFP. "This will mark the first time in history that the big nuclear powers will need to consider not one potential nuclear competitor, but two, and it will have implications for nuclear planning and stability everywhere." China is "rapidly" building launch facilities for intercontinental ballistic missiles, with more than 300 silos in total, according to the Pentagon last year. 'Lowest level required' China has stressed that it keeps "its nuclear force at the lowest level required for national security". And Xi said in a joint statement with Russian leader Vladimir Putin last month that nuclear war "must never be unleashed". Data is not publicly available, but the International Campaign to Abolish Nuclear Weapons has estimated that China spent $11.7 billion on its nuclear program in 2021 -- less than a third of what the United States was believed to have spent. Further, experts say there are obstacles to any rapid build-up of China's atomic stockpile -- primarily its limited means to produce the fissile materials needed for warheads. One possible helping hand could come from Russia. Beijing and Moscow pledged to step up nuclear cooperation at the recent summit between Xi and Putin. Top atomic energy officials from Russia agreed to assist China in completing "fast reactors", which can generate fissile material at a much faster rate than they consume it. Beijing insisted that the agreement was for its civilian nuclear program, but experts say it could also be used to build up fissile material stockpiles for warheads. "It would be technically possible for China to substantially grow its plutonium stockpiles with its new developmental civilian fast-breeder reactors using fuel supplied by Russia," Korda said. "However, there are no publicly-available indications that China intends to do this." China has "very limited reserves that would constrain a rapid build-up", Gregory Kulacki, China Project Manager at the Union of Concerned Scientists, told AFP. "According to public information about the pace of the fast breeder program's development... it will be difficult for China to produce the plutonium they need quickly." Anxiety about the US China has many reasons for its adversaries to believe its nuclear reach extends further than it does -- and the Pentagon has a track record of overstating it. But Beijing does have good reason to bulk up its capabilities. "Chinese strategists have been anxious about the possibility that the US could execute a disarming first strike against Beijing's nuclear forces," the Naval War College's Logan said. "The nuclear build-up is likely in part to ensure that the US cannot eliminate China's nuclear deterrent." China's assessment of what constitutes a credible nuclear deterrent may also be changing, experts say, and the substantial upgrades to its nuclear forces will embolden it -- particularly over self-ruled Taiwan or in the disputed South China Sea. Beijing has ramped up pressure on Taiwan, and has recently conducted two major rounds of military exercises around the island -- which it claims as its territory, to be taken one day. "A major factor is likely an assessment that a larger nuclear force is necessary to dissuade the United States's involvement in a future potential conflict in the Taiwan Strait," Ankit Panda at the Carnegie Endowment for International Peace told AFP. "China may well believe that a larger nuclear force will moderate the amount of risk the United States is willing to tolerate in a limited, conventional conflict." WB seeks wider climate fund access
Multilateral lender World Bank urged the government on Tuesday to offer incentives for investments in climate smart agriculture and renewable energy, and to use environmental, social, governance bonds to finance climate actions aimed at countering disasters. During a presentation of its Country Climate and Development Report 2022 at the Southeast Asian Regional Center for Graduate Study and Research in Agriculture, World Bank officials emphasized the need for the government to increase private sector access to climate financing, as well as create investment policies that are attractive for climate action, particularly with regards to ESG bonds. “Public and private investments are needed to finance adaptation through climate-resilient infrastructure,” World Bank project leader and lead economist Souleymane Coulibaly said at the SEARCA forum. “Financing mitigation measures from private sector should be incentivized by new regulatory technology-push and demand-pull policies,” Coulibaly added. Climate-smart agriculture practices World Bank senior environmental economist Dr. Stefano Pagiola suggested that the government should improve the appeal of climate-smart agriculture practices for farmers as they offer triple benefits: higher productivity, higher resilience, and lower greenhouse gas emissions. The World Bank has also identified certain policies that should be avoided, such as policies that do not require farmers to pay for water as it does not incentivize them to use water efficiently. In Luzon and Cordillera, a profitable technology for farmers is using blight-resistant white potatoes in crop rotation with green cabbage and rainwater harvesting, with an estimated financial return of over P500,000 per hectare. Another technology that offers good financial returns in Visayas and Cordillera is rice-onion crop rotation with early maturing rice. SDG 13 SEARCA director Dr. Glenn B. Gregorio, who has been developing adaptation solutions to the climate challenge since 1986, emphasized the critical importance of discussions around climate policies. “Sustainable Development Goal 13 for climate action is close to my heart. I have been a plant breeder for abiotic stresses (developing rice) for drought tolerance, submergence tolerance, and salt tolerance,” Gregorio said. He added that Climate change adaptation techniques in agriculture can help crops withstand the effects of increasing temperatures due to global warming and decreasing rainfall.
