Mati City, 10 municipalities in Davao Oriental suspend classes, work
Following the impact of a Low-Pressure Area (LPA) affecting Northern and Southern Mindanao, local government units (LGUs) in Davao Oriental have collectively suspended classes and government and private offices. The City of Mati and 10 municipalities, including Baganga, Governor Generoso, Cateel, and others, have issued Executive Orders in line with Presidential Executive Order No. 66, series of 2012. The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) has forecasted moderate to heavy rains in Davao Oriental due to the Northeast Monsoon (Amihan) and LPA, posing a risk of landslides and flash floods. P3-M damage reported in school building fire

Coast Guard contains 30-L oil spill in Davao
The Philippine Coast Guard, led by the Coast Guard District Southeastern Mindanao (CGDSEM), successfully managed a 30-liter oil spill at Km. 11, DavSam Port, Sasa, Davao City on January 2. The spill affected an area of around 200 cubic meters, prompting a swift response from the Coast Guard personnel. Villagers displaced by gunfight in Maguindanao del Norte
COTABATO CITY --- The police and military have urged the Moro Islamic Liberation Front to disengage and reconcile two of its groups that clashed on Monday morning in Maguindanao del Norte, causing the displacement of about a hundred villagers. The two groups figured in running gunfights for about four hours in Linib and Tinindanan areas in Barangay Bugawas in Datu Odin Sinsuat town, the local police stated in a report on Tuesday to Brig. Gen. Allan Nobleza, director of the Police Regional Office-Bangsamoro Autonomous Region. Lt. Col. Esmael Madin, chief of the Datu Odin Sinsuat Municipal Police Station, and officials of the Maguindanao del Norte Provincial Police Office identified the leaders of the feuding groups as Commanders Salim and Adam, who has more than 30 followers each, armed with assault rifles and grenade launchers. Evacuees from the conflict-torn villages are convinced the hostilities were related still to the October 30 synchronized barangay and Sangguniang Kabataan elections, where both groups had favored candidates. Marawi Port rehab almost complete — PPA
The Philippine Ports Authority on Friday said the rehabilitation of the PPA-regulated Marawi Port in Lanao Del Sur is almost complete, in time for the Marawi Liberation Anniversary next year. According to PPA spokesperson Eunice Samonte, the reconstruction of Marawi Port to date is at 70 percent. The port was totally devastated during the Marawi siege in September 2017. “Regarding the improvements and developments in Marawi port, Phase I of the project is expected to be completed by February 2024, hence, it will be fully operational by October 2024,” Samonted said. On the other hand, she said the ongoing MRRP-Port Facilities (civil works) Project at Port of Marawi (MAA-Sector 8), Marawi City, Lanao del Sur is a new port construction developed through the Task Force Bangon Marawi initiative by the Office of the President for the recovery, reconstruction, and rehabilitation of the city of Marawi affected by the fighting between government forces and the Islamic State. “The project covers the construction of facilities such as a backup area of about 8,000 square meters, a one-story Passenger Terminal Building (with 132 seating capacity) of about 265 sq.m., a one-story fish port, and a berthing facility for Fastcraft and a RoRo ramp,” she said. Mandaue City plans to remove fish pens and desilt wetland to prevent flooding
MANDAUE CITY, Philippines – Mandaue City will be distributing notices to vacate to the owners of the fish pens at the city’s wetland in barangays Banilad and Cabancalan to start desilting the wetland to prevent flooding. Lawyer John Eddu Ibañez, City Legal Officer and head of the city’s Task Force APAS (Atoang Problema, Atoang Sulbaron), said that they are currently in communication with the owners. Maranan apologizes anew, explains side to viral traffic video
Quezon City Police District Director P/Brig.Gen. Red Maranan on Friday apologized anew over a viral video involving a traffic disruption along Commonwealth Avenue in Quezon City allegedly to give way for the convoy of Vice President Sara Duterte. "The QCPD would like to address recent developments concerning traffic management and its implications which have raised concerns and misconceptions among the public," Maranan in a statement sent to the media said. "Traffic management is an essential part of the security measures we provide for VIPs, including diplomats, elected government officials, state guests, and other personalities whose movements require the utmost security. Ammonia leak halts Bicutan classes
The city government of Taguig has suspended the class at R.P. Cruz Elementary School due to the ammonia leak incident at the ice plant along M.L. Quezon Street, Barangay Lower Bicutan on Monday. In a statement, the Taguig City Rescue and the Bureau of Fire Protection swiftly responded upon receiving a report regarding an ammonia-related incident, as the classes at the nearby R.P. Cruz Elementary School were immediately suspended at around 8 a.m. to ensure the safety of the students while roads leading to the incident area were promptly blocked to prevent people from approaching the site. The Taguig Rescue, BFP NCR, and PNP Explosive Ordnance Disposal teams are presently conducting an investigation, assessing the ammonia levels, and monitoring wind direction in the area. The local government also established an incident command post at the medical bay in front of R.P. Cruz Sr. Elementary School, manned by personnel from the CDRRMO, PNP and the Incident Command Team. Marcos: No fishing ban, just avoid breeding grounds
President Ferdinand Marcos Jr. on Saturday clarified that the government would not impose a fishing ban on breeding sites, saying he is merely requesting fisherfolk to avoid areas where there is natural propagation. Marcos made the clarification in a chance interview shortly after he led the distribution of rice to 2,000 beneficiaries in Iriga City, Camarines Sur. “Hindi maganda ang pagkapaliwanag ko. Hindi fishing ban ang pinag-usapan ko. Ang sinasabi ko, kung saan 'yung breeding area ng isda, 'wag tayong mangingisda doon para dumami ‘yung isda (I did not explain it well. I was not talking about a fishing ban. What I'm saying is, where the breeding areas of the fish are, let us not fish there so that the fish could multiply),” said Marcos. Marcos stressed the imposition of a fishing ban will be unlikely as the fisherfolk rely on fishing livelihood. Huge blaze razes Zambo village
ZAMBOANGA CITY — A five-hour huge fire of still undetermined origin razed to ground an estimated 130 houses made of semi-concrete to light materials in Barangay Arena Blanco here and displaced an estimated 700 people. Zamboanga City Disaster Risk Reduction and Management Office chief Dr. Elmier Apolinario on Monday reported that there were no casualties and wounded persons logged during the incident. Initial reports disclosed that the fire broke out at about 8:39 a.m. on Monday at Sitio Campung Landang and Sibictul in the village of Arena Blanco. Fire trucks from all over the city fire sub-stations rushed to Arena Blanco to help other firemen combat the fire and even private water tankers also rushed to the scene to supply water to firetrucks to continue putting out the fire and prevent it from scattering further in the village. “Initially we have listed about 130 houses all made of light materials that were burned and about 700 were displaced due to the incident,” Apolinario said. “The figure is just the initial in our records. Tagging of names of the fire victims is still ongoing and we feel that more than 700 people were affected by the huge fire.” Zamboanga City firemen were able to control the fire at about 10:41 a.m. and subsequently declared a fire out at 12: 55 p.m.. Apolinario said the fire has razed an area of about two hectares lot in the village, sending all the victims initially to an evacuation center of the village. Small rice retailers in Metro Manila, Zamboanga to receive cash aid
Metro Manila and Zamboanga will have new cash distributions for small rice sellers affected by the nationwide rice price ceiling tomorrow, 11 September, Malacañang said on Sunday. In a statement, the Presidential Communications Office (PCO) said that the Department of Social Welfare and Development (DSWD) told President Ferdinand Marcos Jr. that affected rice retailers in Navotas, Parañaque, Pateros, and Zamboanga del Sur will receive P15,000 cash handouts. PCO, citing DSWD, said that the Department of Agriculture (DA) and Department of Trade and Industry (DTI) selected 15 Pateros, 161 Navotas, 129 Parañaque, and 32 Zamboanga del Sur rice retailers for financial help on Monday. The Department of Interior and Local Government (DILG) will help notify the beneficiaries of the cash grants. DSWD and DTI will then meet on Monday to discuss the list of beneficiaries for the rest of the National Capital Region and those in the provinces. For context, Marcos approved the DTI and DA's suggestion to establish the P41 rice price ceiling on regular-milled rice and the P45 cap on well-milled rice nationwide by virtue of Executive Order No. 39, which took effect on 5 September. According to the DA's monitoring report, 239 shops in 37 markets in the National Capital Region, or 94 percent of rice vendors in the area, have complied with pricing limitations as of 9 September. Marikina LGU comes to students’rescue
The Marikina City government has shouldered the tuition of more than 4,000 students who are no longer receiving financial support from the government under the Senior High School Voucher Program. According to Marikina Mayor Marcelino “Marcy” Teodoro, the Department of Education has stopped providing financial subsidies to Senior High School (Grades 11 and 12) through the voucher system due to budget cut, but the city government did not allow such impediment to happen. “We have 4,800 students affected by the loss of the voucher, so we had to have a supplemental for these students,” Teodoro told DAILY TRIBUNE in an interview over the weekend. For students entering senior high school in the National Capital Region or Metro Manila, the maximum voucher amount is P22,500. Under this program, students will be given subsidies ranging from P8,750 to P22,500, depending on the schools’ region and area. Teodoro said they have increased the number of enrollees in senior high school at the LGU-run Pamantasan ng Lungsod ng Marikina. “PLMar has two campuses, so the number of enrollees in public high schools have been reduced and went to the Pamantasan ng Lungsod ng Marikina,” he said. “The good thing is that the program for the senior high school is integrated to tertiary education. They are enjoying free tuition from senior high school until college,” the mayor added. DSWD comes to flooding, fire victims’ aid
The Department of Social Welfare and Development greenlighted the request of local government units in the National Capital Region for augmentation support due to floodings in Metro Manila brought about by continuous monsoon rains enhanced by typhoons “Goring” and “Hanna.” DSWD Assistant Secretary for Strategic Communications Romel Lopez said some 390 family food packs were instantly dispatched to the 5th District of Manila on 31 August while 1,685 FFPs are scheduled to be sent to the flood-affected individuals and families residing in the 1st and 4th districts of Quezon City. “The DSWD is in coordination with other LGUs for their needed assistance. We are also currently arranging the FFPs and other relief items to be delivered to the 3rd District of Manila and Caloocan City,” Lopez, who is also the agency’s spokesperson, said. Manila’s 5th District includes the areas of Ermita, Intramuros, Malate, Port Area, San Andres and South Paco while the 3rd District is composed of Binondo, Quiapo, San Nicolas and Santa Cruz. Quezon City’s 1st District includes La Loma, San Francisco del Monte and Santa Mesa Heights while the 4th District is composed of the Diliman and New Manila areas as well as parts of Quezon Avenue. As of press time, a total of 1,278 families or 5,015 individuals in NCR have been affected by the enhanced southwest monsoon and typhoons “Goring” and “Hanna.” For the fire incident in Las Piñas, the DSWD, through its Field Office-NCR, has already coordinated with the LGU and is set to distribute FFPs, hygiene kits, sleeping kits, and kitchen kits to the affected residents. Another fire occurred in Barangay Culiat, Quezon City on Sunday 27 August. Based on the Rapid Damage Assessment and Needs Analysis conducted by FO NCR-Disaster Response Management Division (DRMD), an estimated 210 families were recorded to have been affected by the fire incident. The affected families are currently taking temporary shelter at the Metro Heights Evacuation Center, Metro Heights Gazebo, and the Vargas Covered Court. Some 194 boxes of food packs and 194 sleeping kits are set to be delivered on Saturday (2 September) to the affected individuals. The DSWD will also provide an additional 385 FFPs and sleeping kits to the families affected by the fire that occurred in Barangay 650, Manila City on 5 August.
