Bong Go helps fire victims in Sultan Kudarat
Senator Bong Go’s outreach team, in coordination with local officials, provided assistance to fire-affected households in Senator Ninoy Aquino, Sultan Kudarat on Tuesday, 24 October. Go’s staff extended financial assistance, grocery packs, water containers, shirts, snacks, and balls for basketball and volleyball to six families. “Sa mga nasunugan, huwag ho kayong mag-alala. Sabi ko nga sa inyo noon, ang gamit ay nabibili. Ang pera ay kikitain, subalit ‘yung perang kikitain ay hindi po nabibili ang buhay. A lost life is a lost life forever,” said Go in a video message. Go also cited that the Bureau of Fire Protection is currently undergoing a modernization program following the enactment of Republic Act No. 11589, also known as the BFP Modernization Act of 2021, which he primarily authored and co-sponsored. The Act shall enable the agency to respond faster and more effectively to fire-related incidents in the country by procuring new fire equipment, expanding manpower, and conducting specialized training for firefighters, among others. Furthermore, it also mandates the BFP to conduct monthly fire prevention campaigns and information drives in partnership with the Department of the Interior and Local Government and local government units. Go, chairperson of the Senate Committee on Health and Demography also offered to help those with health issues. The senator encouraged them to visit the Malasakit Center located at Sultan Kudarat Provincial Hospital in Isulan town if they require medical assistance. Malasakit Centers function as one-stop shops that provide convenient access to medical assistance programs for poor and indigent patients. These programs are offered by various agencies, including the Department of Social Welfare and Development, the Department of Health, the Philippine Charity Sweepstakes Office, and the Philippine Health Insurance Corporation. Go is the principal author and sponsor of the Malasakit Centers Act of 2019. At present, there are 159 Malasakit Centers nationwide. According to DOH, these centers have helped more than seven million Filipinos. The senator, who is also an adopted son of Sultan Kudarat, also pushed for adequate funding to construct Super Health Centers across the province. In 2022 alone, 307 Super Health Centers were funded nationwide which Go advocated for, in collaboration with DOH, LGUs, and fellow lawmakers. An additional 322 more Super Health Centers were funded for 2023. Super Health Centers are designed to focus on primary care, consultation, and early detection of diseases, further strengthening the healthcare sector in the country, especially in rural communities. It will also help decongest hospitals, Go added. Go, vice chairperson of the Senate Committee on Finance has supported a variety of projects in multiple municipalities within the province. These projects include the concreting of roads in Esperanza, Bagumbayan, Isulan, Lambayong, Lebak, Lutayan, and Tacurong City. Additionally, he supported the construction of multipurpose buildings in Columbio and Isulan, as well as the procurement of ambulance units for other towns. Last 9 October, Go conducted on-site inspections of several projects he supported in the province, including the road concreting initiative in Esperanza, which extends from the junction of National Highway-Barangay Saliao to Purok Masagana Farm-to-Market Road. SBG honors teachers during World Teachers’ Day celebration in Lapu-Lapu City
Senator Bong Go personally paid tribute to educators in Lapu-Lapu City, Cebu during their World Teachers' Day Celebration at Hoops Dome on Friday, 6 October. Go acknowledged the vital role played by teachers in society and expressed his deep appreciation for their sacrifices, especially during the challenging times when the education landscape has been impacted by the COVID-19 pandemic. “I have always believed that teachers are the architects of our future. Sila ang naglalagay ng pundasyon para sa uri ng lipunan na nais nating itayo. The senator has also co-authored and co-sponsored Senate Bill No. 1964, or the Kabalikat sa Pagtuturo Act, which seeks to institutionalize teaching supplies allowances for public school teachers if enacted into law. The proposed measure was approved on the third and final reading last May. sponsored SBN 1360 which seeks to expand the coverage of the tertiary education subsidy by amending RA 10931, or the Universal Access To Quality Tertiary Education Act which was first enacted into law during the Duterte administration. Go, chairperson of the Senate Committee on Sports, also highlighted the National Academy of Sports, a fully operational institution located within the New Clark City in Tarlac, which he authored and co-sponsored that became RA 11470, establishing the NAS in 2020. NAS is a government-run educational institution that offers quality secondary education with a special curriculum on sports for gifted young Filipinos who want to enhance their physical and mental capabilities in sports. Bong Go provides support to help displaced workers in Bukidnon
Senator Christopher “Bong” Go sent assistance to displaced workers in Cabanglasan, Bukidnon on Friday, 29 September, in coordination with the office of Congressman Jonathan Keith Flores. Held at the municipal gymnasium, Go’s team distributed masks, vitamins, shirts, and snacks to a total of 426 displaced workers. REAP's primary goal is to furnish temporary job opportunities to individuals who qualify as economically disadvantaged, impoverished, displaced, or seasonal workers. Underscoring the need for accessible yet affordable healthcare, Go, chairperson of the Senate Committee on Health and Demography, also championed the services offered in the Malasakit Center located at Bukidnon Provincial Hospital in Maramag. Republic Act No. 11463, or the Malasakit Centers Act of 2019, principally authored and sponsored by Go, mandates all Department of Health (DOH)-run hospitals, and the Philippine General Hospital in Manila City, to establish their own centers to provide convenient access to medical assistance programs offered by the government. “Ang target po ng Malasakit Center ay ma-cover ang inyong billing. In a video message during the groundbreaking of a Super Health Center in Tanauan, Leyte on Thursday, 28 September, Go, who is an adopted son of the province, commended the Department of Health and the local government for the successful groundbreaking of the town's Super Health Center in Barangay Malaguicay. Super Health Centers are designed to focus on primary care, medical consultation, and early detection of diseases, further strengthening the healthcare sector in the country, especially in rural communities. He also stressed his commitment to bringing healthcare closer to the people, alleviating the burden of traveling long distances to receive basic health services. The groundbreaking was led by Leyte Governor Jericho "Icot" Petilla and Tanauan Mayor Gina Merilo, among others. “Ipagpatuloy natin na ilapit ang serbisyong medikal sa ating mga kababayang mahihirap na walang matakbuhan kung hindi ang mga gobyerno. Para sa mga mahihirap nating kababayan, napakaimportante po nito dahil iyan po ang kanilang lalapitan po talaga, itong mga government health facilities natin. DENR suspends Socorro Bayanihan’s protected area agreement
The Department of Environment and Natural Resources on Friday said it ordered the suspension of the Protected Area Community-Based Resource Management Agreement of the controversial organization Socorro Bayanihan Services Incorporated. DENR Secretary Maria Antonia Yulo Loyzaga issued a Letter of Suspension to SBSI pending further investigation into its alleged gross violations of the terms and conditions of the PACBRMA. Based on DENR records, the SBSI originated from the “Tinabangay” group of Socorro, Surigao del Norte who were organized as early as 1974 by the late Don Albino Taruc. The group was incorporated and registered as a People’s Organization with the Securities and Exchange Commission on 20 December 1980. SBSI applied and was subsequently awarded a PACBRMA by virtue of the National Integrated Protected Areas System Act of 1992, implemented by DENR Administrative Order 2004-32, issued on 31 August 2004. The agreement, signed on 15 June 2004, covers 353 hectares of land located in the northeast part of Barangay Sering, overlooking the northeast portion of Bucas Grande Island. A PACBRMA is a legal instrument between the DENR and tenured migrant groups to develop and conserve a portion of a Protected Area for a 25-year period. Under the provisions of the PACBRMA, SBSI was granted certain rights and privileges over the awarded area within its established Multiple-Use Zone. Together with the DENR, SBSI developed its Community-Based Resource Management Plan, which was affirmed in 2013. In 2019, the DENR began its investigation of alleged SBSI activities that violated the PACBRMA, including restriction of entry into the area; establishment of checkpoints and military-like training; the resignation of teachers, uniformed personnel and barangay officials; and establishment of structures within the PACBRMA area. Inter-governmental efforts were also made to address the concerns raised against SBSI and to get them to comply with the terms of the PACBRMA. In 2019, SBSI submitted its updated CBRMP but was disapproved by the DENR due to non-compliance with certain provisions under the agreement. SBSI has not been able to resubmit its CBRMP. In 2021 and 2022, the DENR called the attention of SBSI on recurring violations. In both instances, there was no response from SBSI, triggered the issuance of a Letter of Suspension on Friday, 29 September 2023. Loyzaga said the DENR will work with the Department of Interior and Local Government, Department of Social Welfare and Development, the Department of Human Settlements and Urban Development, the Provincial Government of Surigao del Norte and other authorities to ensure the smooth and peaceful enforcement of the suspension notice and the possible resettlement of the occupants. Tulfo slams SSS, PhilHealth, Pag-IBIG over low coverage of domestic workers
Senator Raffy on Thursday slammed three government pension agencies for their “deficient” compliance in providing benefits coverage for domestic workers. Tulfo cited the 2019 joint survey conducted by the Philippine Statistics Authority and the Department of Labor and Employment that there are 1.4 million registered domestic workers with the Social Security System, the Philippine Health Insurance Corporation, and the Home Development Mutual Fund or Pag-IBIG. However, only 6 percent of this figure, or 84,190 kasambahays were enrolled by their employers in SSS, while only 5 percent or 74,858 e in PhilHealth and 3.4 percent or 51,579 in Pag-IBIG. “This is very low compliance,” said Tulfo, vice chairman of the Senate Committee on Labor. “These agencies are not doing enough to ensure that employers in the country have registered and have been paying the SSS, PhilHealth, Pag-IBIG contributions of their kasambahays,” he added. Tulfo also expressed disappointment amid the failure of barangay officials to implement the registration system for domestic helpers. “Knowing that some employers are too busy to enroll their house help for said coverage or deliberately avoid doing so to avoid payments,” he said. The "Domestic Workers Act" or "Batas Kasambahay,” mandates every employer to register a house help under their employment in the barangay offices—where they are residing. The law also orders Punong Barangas to be responsible for the Registry of Kasambahay within their respective jurisdiction. “Why barangay officials managed to be very active on house-to-house campaigns during the elections period but were unable to go door-to-door to survey households with kasambahays and ensure implementation of Batas Kasambahay,” Tulfo questioned. Hence, he recommended the removal of “qualified theft punishment” for kasambahays. "Employers are using this to pin down house helps seeking better treatment or complaining about work-related benefits," Tulfo said. “In some cases, employers would get back at their kasambahays and avoid giving them proper treatment as mandated by the law by planting evidence pointing to a crime they did not commit, like stealing, employers would later report it to the police to send innocent and voiceless kasambahays to jail,” he added. Senator Christopher "Bong" Go, on Thursday, August 31, provided livelihood support to 43 microentrepreneurs at Barangay Dayao in Roxas City, Capiz, who had previously been impacted by different crises. The identified microentrepreneurs are also beneficiaries of the Department of Trade and Industry (DTI) through its Pangkabuhayan sa Pagbangon at Ginhawa (PPG) program. QC orders localized class suspension
The Quezon City government early morning Monday left the discretion of suspending classes due to continuous rain to barangay and school officials , Angelbert Apostol, the city information chief, announced. Those who immediately ordered the suspension of classes are Barangay Holy Spirit for its (Public Pre-school to Senior High School — Morning and Afternoon Class); Barangay Bagong Silangan (Public Pre-school to Senior High School) and Barangay Payatas (Public Pre-school to Senior High School). Apostol said the discretion is allowed through Memorandum Circular No. 10-A series of 2022 under the Department of Education Order 037 series of 2022. Suspension of classes in private schools, on the other hand, is left to the discretion of school officials. Apostol added that decision to suspend classes is left to the barangay for having their own “pre-disaster risk assessment” in consultation with school officials. Over a year ago exactly on 22 August 2022, Quezon City Mayor Joy Belmonte issued a Memorandum Circular No. 10 instructing the local School Division Office and Public and Private Education Institutions to adhere to Localized Suspension of Classes due to typhoons, floodings and other weather disturbances and calamities. The circular noted an “automatic suspension classes” based on Department of Education 014 Series of 202, that dictated “classes shall automatically be suspended in case the Philippine Atmospheric Geophysical and Astronomical Services Administration has declared the following typhoon signal: Signal Number 1 — all public and private pre-school kindergarten classes; Signal Number 2 or higher — public and private pre-school kindergarten elementary and secondary classes. College and university level classes are suspended if the typhoon signal is raised to Number 3, pursuant to Commission on Higher Education Memorandum Order No. 15 Series of 2019 ordering an automatic suspension of classes on Higher Education Institutions when Signal Number 3 is raised by PAGASA. It also carries an order that suspension of work in public schools “shall be in accordance with DepEd Order No. 14 Series of 2021 and CHEd Memorandum Order No.15 Series of 2012 for HEIs.” Meanwhile, the cities of Parañaque and Pasay yesterday suspended classes in all levels in public and private schools due to inclement weather. Parañaque City Mayor Eric Olivarez ordered the suspension in all levels both in public and private schools upon the recommendation of the Disaster Risk Reduction and Management Office. The mayor said the recommendation of suspension of classes by the DRRMO was due to the continuous southwest monsoon rains enhanced by typhoon “Hanna.” Residents were told, especially those living in low-lying areas, to immediately call the city government in case of emergencies through its hotline numbers. Go cited that necessary funds have been allocated last year for DOH to construct SHCs in Iba, Botolan, and Castillejos, while another center will be established in Castillejos under the 2023 budget. The SHCs are medium versions of polyclinics and are bigger than rural health units, which offer basic services, such as database management, out-patient, birthing, isolation, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit. Bong Go visits ‘egg basket of the Philippines’ to conduct relief ops
Senator Christopher "Bong" Go emphasized the paramount significance of stronger government interventions for supporting impoverished Filipinos adversely affected by various crises as he personally led a relief activity for struggling Batangueños in San Jose town on Thursday, 17 August. In 2022, former president Rodrigo Duterte approved a law declaring San Jose town in Batangas as the country's "egg basket” through Republic Act No. 11707, which recognizes the local and national "economic significance" of San Jose's egg industry. Recognizing the urgent need for support, Go for his part has tirelessly championed the cause of the most vulnerable members of society, ensuring that essential government aid reaches those who need it the most. In partnership with the local government of San Jose, the Department of Social Welfare and Development (DSWD), and the Department of Labor and Employment (DOLE), Go assisted 1,558 fellow Batanguenos at the Vanolato Realty basketball court. Go and his team provided grocery packs, masks, vitamins, and meals to each beneficiary. He likewise gave away bicycles, shoes, mobile phones, watches, shirts, and balls for basketball and volleyball to select recipients. Tacloban intensifies plastic ordinance info drive
The local government of Tacloban City disclosed on Sunday that it has embarked on a massive education drive to inform the residents on an ordinance regulating the use of plastics and styrofoam on packaging that will take effect next year. Tacloban’s City Environment and Natural Resources Office chief Jonathan Hijada stressed that the information and education campaign has already started with establishments in the downtown area and will soon commence outside of the commercial center. He added that the CENRO and the city’s Business Permits and Licensing Division are set to conduct a joint seminar that will target large establishments such as malls and hardware stores to ensure their compliance of the ordinance. “As early as now, people should already start reducing their garbage to increase the lifespan of our sanitary landfill,” Hijada said. The CENRO chief revealed that at least 120 tons of garbage is generated in the city every day of which over 13 tons is composed of single-use plastics. “If this continues, the holding capacity of our sanitary landfill will soon be on a critical level and may only be able to accommodate until next year,” Hijada said. To recall, Tacloban’s sanitary landfill in Barangay San Roque opened in 2019 and there are already plans to expand it by 20 to 30 meters to increase its lifespan by two to three years. “We appeal for the cooperation of everybody to be responsible with their garbage. Households can start with waste segregation and not throw away those that can still be recycled and use eco-friendly alternatives such as reusable bags when they do their grocery or go to market,” Hijada said. The city ordinance bans the use of single-use plastics, plastic bags and styrofoam in groceries, fast food chains, food kiosks, sari-sari stores, markets and among ambulant vendors. ZAMBOANGA CITY — The Philippine Army on Tuesday revealed that a 15-year-old individual believed to be a member of the Daulah Islamiyah group voluntarily surrendered and turned over his assault rifle and ammunition to soldiers in Madalum, Lanao del Sur. Joint Task Force ZamPeLan commander Maj. Gen. Antonio Nafarrete said that the minor DI-Maute Group member laid down his firearm and returned to the folds of the law Wednesday last week. He added that the young combatant also surrendered his 7.62mm M14 Armalite rifle to Lt. Col. Angestal Angeles II, Commanding Officer of the 51st Infantry Battalion in Barangay Dilausan, Madalum, Lanao del Sur. Nafarrete said that the surrender of the former insurgent was a result of the collaborative efforts of the intelligence units in the area. Soldiers of the 51st IB, the 103rd Infantry Brigade under Brig. Gen. Yegor Rey Barroquillo Jr., and the local government units also contributed to the surrender of the young DI-Maute Group member. During the debriefing, the young combatant admitted that he was recruited to join the terror group in 2019 and participated in the series of encounters in Barangay Bawang, Madamba, and Barangay Kalangnan, Piagapo, both of Lanao del Sur and Barangay Lindungan, Munai, Lanao del Norte in 2021. Newly-appointed Philippine Army chief Lt. Gen. Roy Galido expressed his condemnation of the exploitation of minors and have them serve as combatants fighting against government forces for their false ideologies. “Rest assured that we will continue to intensify our efforts to protect the youth and the communities from being lured to bear arms and risk their limbs for the vested interest of the terror group,” Galido said. USAID, Nestlé PH strengthen barangay local government SWM capacity
The U.S. Agency for Development (USAID), has partnered with Nestlé Philippines, in strengthening the capacity of barangay (village) government units on how to enhance their solid waste management (SWM) systems and be resilient to climate change. A two-day training on formulating barangay SWM Action Plans was held at Nestlé’s headquarters last July, for five pilot barangays in Parañaque City and one of each of Nestlé’s host cities in Tanauan and Lipa, Batangas. Together with USAID, the training was co-facilitated by the Paranaque City Environment and Natural Resources Office (CENRO) and USAID’s Clean Cities, Blue Ocean grantee, Pure Oceans. “Keeping our oceans free of plastic is essential for maintaining the natural beauty of the Philippines, helping to ensure sustainable fisheries and protect the livelihoods of millions of Filipinos, while also reducing the impacts of climate change,” USAID, Philippines Environment Office Director, Ryder Rogers said. “At USAID, we are pleased to work with Nestlé Philippines in partnership with barangay governments and local communities to help address and mitigate the impacts of ocean plastic pollution,” he added. In January 2022, USAID and Nestlé Philippines signed a memorandum of understanding to work together in enabling local government units and community leaders in the Philippines to educate communities on the link between climate change and solid waste management. Through USAID’s Clean Cities, Blue Ocean program and Nestlé’s Climate Change and Solid Waste Management initiatives, the goal is to increase communities’ access to education on the Ecological Solid Waste Management of 2000 (Republic Act No. 9003) and share practical tips on SWM. “Nestlé Philippines is committed to tackling urgent issues of plastic waste and climate change through our groundbreaking and large-scale environmental initiatives,” said Jose Uy III, Nestlé Philippines’ SVP and Head of Corporate Affairs. “Through our partnership with USAID, we are able to help empower community leaders at the local level to progress toward a waste-free future.," Uy said. Ian Posadas, Assistant Barangay Secretary and Focal Person of the SWM Committee of Barangay Vitalez, Parañaque City, was one of the participants and he shared, “the 2-day training workshop is a big help for us. As the smallest barangay [in Paranaque City], we need to focus on the 3Rs – reduce, reuse, recycle – and the management of our waste. This plan will be like our lighthouse, or basis, for the next few years and to see if we are accomplishing the plans we have developed during today’s workshop.” The plans drafted are for 2024-2026 but for Barangay Captain Lope Lina of Barangay Bagong Pook, Lipa City in Batangas plans to start early. “I decided that by August, we will start drafting an ordinance strictly implementing segregation so that the support of Nestlé and its partners to us will not be wasted,” Lina said. USAID launched the Clean Cities, Blue Ocean program in August 2019 as the agency’s flagship program to respond to the ocean plastics pollution crisis. The five-year (2019-2024), $53 million program works at the global level and in specific, rapidly urbanizing focal countries to address ocean plastics directly at their source.
