Senator Christopher "Bong" Go’s team, in coordination with Governor Jeremias “Jerry” Singson, Vigan City Mayor Jose Bonito Singson Jr., Caoayan Mayor Germelina Goulart and other local government officials, provided assistance to micro-business owners at the Vigan Conservation Complex and Caoayan municipal gymnasium in Ilocos Sur on Monday, 23 October. A total of 68 individuals received masks and snacks, while select recipients were given shoes, shirts and balls for basketball from Go’s team. Aside from the assistance from Go, the beneficiaries also qualified for the Department of Trade and Industry’s program that Go supported which provides livelihood kits to assist communities affected by crises in their recovery efforts. “Patuloy tayong sumusuporta sa mga programang pangkabuhayan lalo na yung mga makakatulong sa mga mahihirap na nahaharap sa krisis. In doing so, it not only encourages entrepreneurship but also effectively harnesses local resources while preserving our rich cultural heritage. This approach facilitates increased visibility, market access, and enhanced competitiveness for micro-businesses, thereby making a substantial contribution to our country’s economic resilience. Bong Go recognizes barangay health workers’ role in community development
Following his visit to Babak District the previous day, Senator Christopher “Bong” Go, chairperson of the Senate Committee on Health and a staunch advocate of community development, attended another Provincial Health Information Management System Orientation in the Island Garden City of Samal, Davao del Norte on Wednesday, 25 October. The said program aims to enhance healthcare delivery, streamline information flow, and ensure that citizens across the region have access to quality health services. Go personally accorded recognition to Barangay Health Workers (BHWs) for their efforts to promote the health and well-being of their constituents. He also noted that BHWs are the backbone of healthcare in the country, acting as the first line of defense in ensuring the welfare of their respective communities. "Bilang isang senador gusto kong pasalamatan ang ating mga barangay health workers. Hindi natin mararating ito ngayon kung hindi dahil sa inyong sakripisyo na magserbisyo. Dapat kayo ang pasalamatan ngayong araw. Palakpakan natin ang ating mga barangay health workers,” expressed Go. “Sa totoo lang sa panahon ng pandemya nahirapan talaga tayo. The lawmaker outlined his legislative initiatives, specifically on two key bills: Senate Bill No. (SBN) 197 or the proposed Magna Carta for Barangays, and SBN 427, or the Barangay Health Workers Compensation Bill. The proposed Magna Carta for Barangays aims to bolster support for barangays, enabling them to effectively carry out their responsibilities. This measure proposes that barangay officials, including the Punong Barangay, members of the Sangguniang Barangay, the Sangguniang Kabataan chairperson, the barangay secretary, and the barangay treasurer, be accorded treatment similar to that of regular government employees. If this bill becomes law, it will entitle them to salaries, benefits, allowances, and other related perks. On the other hand, SBN 427 proposed granting BHWs a monthly honorarium, coupled with other benefits encompassing allowances, job security, consistent training, and opportunities for skill development. This initiative acknowledges the pivotal role played by BHNWs in the delivery of primary healthcare services within communities. Go has reaffirmed his dedication to enhancing healthcare accessibility and quality. This commitment is manifested through his backing of the continued operations of Malasakit Centers, the construction of Super Health Centers, and the establishment of Regional Specialty Centers across the nation. A brainchild of Go, the Malasakit Centers program is designed to help ensure that particularly poor and indigent patients have convenient access to the medical assistance programs offered by partnered agencies. This was institutionalized in 2019 through the passage of RA 11463, which was principally authored and sponsored by Go. Currently, 159 operational Malasakit centers have assisted more than seven million Filipinos nationwide, according to the Department of Health (DOH). The senator was likewise instrumental in pushing for adequate funding to ensure that more Super Health Centers are established across the country. The Super Health Centers will offer a range of healthcare services, including database management, out-patient, birthing, isolation, diagnostic (laboratory: x-ray, ultrasound), pharmacy, and ambulatory surgical unit. Other available services are eye, ear, nose, and throat (EENT) service, oncology centers, physical therapy and rehabilitation centers, and telemedicine, through which remote diagnosis and treatment of patients are made possible. Moreover, the senator is the principal sponsor and one of the authors of Republic Act 11959 or the Regional Specialty Centers Act. The said law mandates the establishment of Regional Specialty Centers within existing DOH regional hospitals. During the previous day, Go also visited Davao del Norte to participate in the blessing and turnover of a multipurpose building in the Municipality of Kapalong. 4Ps program cannot be used for electioneering — DSWD
The Department of Social Welfare and Development reiterated on Friday that its Pantawid Pamilyang Pilipino Program (4Ps) cannot be, in any way, used for electioneering or any partisan political activities. “Sa atin pong mga kababayan, kahit sino pong mangako sa inyo na kayo'y mapapasama sa 4Ps program, malamang hindi ho magkatotoo 'yan. Hindi ho magkatotoo 'yan… DSWD data lang po ang tatanungin, DSWD personnel din lang po ang makakapag-assess po sa inyo, hindi po kahit sinong kandidato (To our kababayans, whoever promises to you that you will be included in the 4Ps program, it will not come true… only DSWD data will be used, only DSWD personnel can assess you, not just any candidate.),” Assistant Secretary Romel Lopez said According to 4Ps National Program Management Office (NPMO) Director Gemma Gabuya, the program only utilizes the National Household Targeting System for Poverty Reduction (NHTS-PR) or a list to identify the profile of poor beneficiaries. Gabuya, however, stressed that the inclusion to the list does not guarantee any provision of cash aid or automatic inclusion to the 4Ps since it is only a database that can be used to determine who and where the poor are. Exiting 4Ps households Following the memorandum of Secretary Rex Gatchalian on 19 July to defer the exit of 4Ps beneficiaries who were tagged as non-poor, the 4Ps NPMO conducted a reassessment of 1,158, 249 non-poor 4Ps households using the Social Welfare and Development Indicators (SWDI) from July to September. Based on the result of the reassessment, Director Gabuya said about 761,150 households are not yet capable of exiting the program, while 339,660 beneficiaries were already under the self-sufficiency level. “Isa sa main factors is the COVID kasi maraming nawalan ng trabaho. Alam naman natin na ang mga 4Ps, ang mga trabaho nila hindi naman talaga matataas yung kanilang mga income(One of the main factors is the COVID because many lost their jobs. The 4Ps is a human capital development program that aims to break the intergenerational cycle of poverty among poor households by investing in the health, nutrition, and education of poor households. ‘Time to explore ODAs from other countries’ Poe says after Chinese ODA withdrawal
Senator Grace Poe on Thursday expressed her belief that it is high time for the Philippines to look for alternative sources of funding from other countries for the proposed Mindanao Railway Project. According to Poe, who chairs the Senate Committee on Public Services, the country may pursue official development assistance from other countries following the Department of Transportation's move to drop China as a funding source for the P83-billion railway project in the southern Philippines. “It’s time to explore ODAs from other countries and seek available funding options from multilateral institutions and international assistance agencies that can deliver the goods,” she said in a statement. Poe noted that the withdrawal of the ODA from China for a railway project “should not derail the implementation of our infrastructure programs,” “In the past years, Chinese banks have also kept us in suspended animation with delays in our loan applications putting in limbo a number of government projects,” she said. “While appearing attractive, the loans are not exactly that benevolent as they come with hefty interest rates and other strings that could be detrimental to the country in the long term,” she added. She also suggested to the government to tap the private sector which she said “holds the potential of accelerating infrastructure development and bringing innovative and efficient services.” She issued the statement after Transportation Secretary Jaime Bautista confirmed that the Philippines is no longer loan financing from China for the first phase of the Mindanao Railway Project. The first phase of the railway project aims to reduce travel time between Tagum in Davao del Norte and Digos in Davao del Sur by one hour from the current 3.5 hours. Quoting Bautista, Senate President Juan Miguel “Migz” Zubiri said in August that the Philippine government would no longer engage Chinese state-owned companies for major infrastructure projects in the country. “I talked to Secretary Jimmy Bautista, he was at the Senate recently. We talked one-on-one. I told him: ‘Secretary, you are seeing what they are doing to your Coast Guard, right?’” he said “I told him not to give Chinese state-owned companies projects here in the Philippines such as trains. We have the North to South Railways…. Let us not give it to them. Let us give it to South Morea or Japan instead,” he added. "The space station is our other home that takes us away from Earth and into the universe," he added. Accompanying him will be Tang Shengjie and Jiang Xinlin, both in their thirties and each making maiden space voyages. The crew has an average age of 38, compared to 42 for the crew of Shenzhou-16 when it launched. In June, the return capsule of the Shenzhou-15 spaceship touched down at a landing site in the northern Inner Mongolia region, with state media hailing the mission as a "complete success". That month also saw the launch of the Shenzhou-16 capsule, which carried the first Chinese civilian -- Beihang University professor Gui Haichao -- into orbit. That crew will return to Earth on October 31 after completing a handover, officials said Wednesday. Beijing also aims to send a crewed mission to the Moon by 2030 and plans to build a base on the lunar surface. Spokesperson Lin reiterated that aim Wednesday, saying that the "goal of landing Chinese people on the moon by 2030 will be realized as scheduled". Lunar plans The country's lunar plans were dealt a setback in 2017 when the powerful Long March-5 Y2 rocket failed to launch on a mission to put communication satellites into orbit. That forced the postponement of the Chang'e-5 launch, originally scheduled to collect Moon samples in the second half of 2017. Another robot, the Chang'e-4, landed on the far side of the Moon in January 2019 -- a historic first. Chang'e-5 eventually landed on the Moon in 2020, raising a Chinese flag on the lunar surface and returning to Earth the first lunar samples in four decades. The final module of the T-shaped Tiangong -- which means "heavenly palace" -- successfully docked with the core structure last year. The station carries several pieces of cutting-edge scientific equipment, according to state news agency Xinhua, including "the world's first space-based cold atomic clock system".
