Probe ordered on fireman’s ‘promotion for sale’ scam
Interior and Local Government Secretary Benhur Abalos on Thursday ordered a thorough and deeper probe on a fireman who was accused of being involved in a “lateral promotion for sale” scam at the Bureau of Fire Protection (BFP). The suspect, Fire Officer 1 Ramces Paul Benipayo of the Muntinlupa Fire Station, was collared by undercover operatives on Wednesday, 25 October, in an entrapment operation shortly after receiving P200,000 from his alleged victim. Policemen arrested Benipayo after accepting P200,000 in marked money from his classmate, a BFP firefighter from Western Visayas, whom he promised to assist in getting a promotion within the bureau in exchange for money. Benipayo’s modus is to convince his would-be victims to give him money in exchange for non-existent promotion which will allegedly be facilitated by his “contacts” in the BFP, which of course would never materialize. “I have been briefed on the case of FO1 Benipayo and I could say that what he did was unacceptable,” said Abalos. The BFP together with the Philippine National Police is an attached agency of the DILG. This, as Abalos also ordered a thorough probe on the case and background of Benipayo to determine if he has cohorts at the BFP who could be working with him. Abalos’ order came after BFP intelligence and investigation division director Chief Supt. Gilbert Dolot reported that three more complainants came forward and accused the suspect of also duping them using the same modus operandi. “We will not tolerate this kind of illegal activity. That’s why I’ve already ordered the PNP to work closely with the BFP to get to the bottom of this issue and prosecute everyone involved,” Abalos pointed out. “Walang puwang sa gobyerno natin at sa DILG or sa BFP for that matter ang mga katulad niya,” he continued. New film on historical Native American murders reflects universal themes: Scorsese
Martin Scorsese, best known for his action-packed thrillers and gangster epics, now depicts an investigation into the murders of Native Americans in his latest film, "Killers of the Flower Moon", which previewed in New York on Wednesday. Adapted from a nonfiction book of the same name, "Killers of the Flower Moon" tells the true story of the 1920s murders and disappearances of members of Osage Nation on oil-rich lands in the central US state of Oklahoma. At a red carpet event at Manhattan's Lincoln Center, Scorsese told AFP his film about the 100-year-old crimes touched on broad themes. "It's about a clash of cultures, misunderstanding each other, the sense of entitlement -- and it could be (about) not only Americans," Scorsese told AFP about the film, which he shot on Oklahoma's prairies with around 40 Osage Native Americans included in the cast. Quezon City Police have arrested two drug pushers who yielded P102,000 worth of shabu and firearms in a buy-bust operations early morning yesterday. Quezon City Police District Director P/Brig. Gen. Jerry Castillo, who identified the suspects as Reymarc Calceta, 27 years old and Maria Nicole Repollo, 24 years old, both residents of San Jose del Monte, Bulacan. According to Castillo, PS 4 operatives, in coordination with PDEA-QC, conducted a buy-bust operation at 5 a.m. and arrested the duo in front of Novavets Animal Clinic and Grooming Center along Susano Road, Barangay San Agustin, Novaliches, Quezon City. The police officer said the arrest came after a concerned citizen reported the illegal drug activities of the suspects. Woman shoplifting 2 cans of milk collared
A 50-year-old woman is in hot water after she was caught stealing milk, diaper, and a playmat bag by an SM supermarket Manila security guard on Monday afternoon in Ermita, Manila. Police identified the suspect as Liza Abenir y Baruela, 50 years old, female, single, unemployed, and a resident of #1845 Tecson De Guia Street, Tayuman, Tondo, Manila. The suspect was arrested by Daisy Sumalpong y Cabural, 32 years old, female, single, Security/Lady Guard, and a resident of #38A Gen. Espino, South Signal, Taguig City. Based on the report of the arresting person, while she was on duty and roving around inside SM Supermarket, she actually saw and observed the suspect taking items on the display rack and discreetly proceeded to MBU (clothes and garments section) and covered the items with clothes. The suspect then got a bag and playmat and went back to where she hid the other items and put them secretly inside. After a few minutes, the suspect moved out via the customer’s exit along with the unpaid items. A 40-year-old woman wanted for selling illegal drugs was nabbed by the authorities in a manhunt operation in Binangonan, Rizal Friday afternoon. The accused, identified as Edilyn Cestina y Gapole, a resident of Sitio Kalawaan, Barangay Darangan, Binangonan, was collared inside her residence at about 2:55 p.m. Friday. She was arrested by virtue of a warrant of arrest issued by Judge Anna Francesca M. Limbo of Binangonan Regional Trial Court Branch 69 for violation of Section 11 of Article 2 of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002. Acorda was referring to the arrest of security guards Julie Patidongan, Gleer Codilla, Mark Carlo Zabala, Virgilio Bayog, Johnry Consolacion and Roberto Matillano Jr. in two safehouses in Parañaque City. He said they are also hopeful that the arrest of six suspects will convince, or encourage other witnesses to provide information. The chief PNP also hinted that some of the six arrested suspects are willing to divulge further information on the matter. Acorda said they are hoping that the suspects would cooperate in the investigation for the PNP to finally identify and file charges against the mastermind and other suspects. “The most effective way to connect the mastermind is the suspects themselves. 2 suspects collared for robbery, gun ban violation
Two suspects were nabbed for alleged robbery and for violating the Comelec gun ban in Pasig City Thursday morning. The suspects were identified as alias Adrian, 29; and alias Rusty, 30; both residents of Antipolo City in Rizal province. Initial investigation disclosed that the victims–alias Justin, 22, hair stylist; and alias Juan, 35, make-up artist — were waiting for a ride along Cruzada corner Pasco Avenue in Barangay Santolan when the suspects suddenly appeared on board a pink Yamaha motorcycle, armed with a handgun and kitchen knife declared hold-up. At that instance, the suspects forcibly took the victims’ belongings: one-unit INFINIX cellular phone and one wallet containing cash money amounting P5,000. The suspects immediately fled towards Mejico Street of the same barangay wherein they spotted another victim identified as alias Jeffrey, 34, senior recruitment coordinator, who was then waiting for a ride. At this juncture, the back rider suspect pointed a knife at the victim and took his one-unit Cherry Mobile phone and later sped off in unknown directions. 3 suspects collared after Taytay sting
Three drug suspects, including a former staff of Taytay Mayor Allan de Leon, were arrested in a drug buy-bust operation in Taytay, Rizal over the weekend. The suspects were identified as Nelsen Kate Acedera, alias Michael, 35; John Paul Geremillo, alias JP, 42; and John Kenneth Afuang, alias Kenneth, 26; all residents of Taytay, Rizal. Geremillo has served as human resources coordinator under the Office of the Mayor, but a source who refused to be named said Geremillo was fired by the mayor a long time ago. The suspects were arrested in an operation conducted by operatives of the Rizal Police Provincial Office’s Intelligence Unit and Drug Enforcement Unit at No. 10, Franc Street, Meralco Village, Barangay San Juan, Taytay Saturday evening. DICT confirms ‘registered SIM for sale’ modus
After the National Privacy Commission recently revealed the “registered SIM for sale” modus operandi of shadowy syndicates, the Department of Information and Communications Technology confirmed such crime, stating that six individuals have already been collared by authorities for selling 25,000 pieces of registered SIM cards in Pasay City. In a radio interview on Saturday, DICT secretary Ivan Uy confirmed that there are syndicates selling SIM cards in bulk, coming from citizens who already registered them under their names. Uy said each SIM is worth at least P500. "Each of these sellers register 10 SIM cards under their names. What they don’t know is that kapag naghabla tayo dahil ginamit ang mga SIM cards sa panloloko, kasama sila sa habla ng criminal case" according to Uy. (What they don’t know is that when a case is filed against those using the SIM cards intending to con people, they will also be involved in the criminal case). Syndicates apprehended He said currently, the Philippine National Police is already able to apprehend "many" syndicates involved in this type of fraud, the latest of which involved six individuals operating on 25,000 pre-registered SIMs in Pasay City. “About P1 billion worth of registered SIM cards were already seized by authorities,” Uy said, warning the public from participating in selling their registered SIMs. The National Telecommunications Commission earlier said they have already logged over 118 million subscribers. Pursuant to the provisions of the SIM Registration Act, severe penalties shall be imposed upon those involved in the sale or transfer of a registered SIM without complying with required registration or without properly informing the telco concerned, particularly Section 11 (g) of the SIM Registration Act, wherein individuals found guilty of selling or transferring a registered SIM card without complying with the required registration under Section 6 of the same law may be subject to imprisonment ranging from six months to six years, or a fine of P100,000 to P300,000, or both. Global milk supplies would be reduced by 11 million tons per year by 2050 under a high greenhouse gas emission scenario, the study’s lead author, Michelle North of University of KwaZulu-Natal in South Africa, told Agence France-Presse. The study, published in Environmental Research Letters, says that Nearly eight out of 10 cows across the planet are already experiencing excessively high body temperatures, spiked respiration rates, bowed heads and open-mouthed panting — all symptoms associated with severe heat stress. In tropical climates, 20 percent of cattle endure those symptoms year-round. These numbers are projected to balloon if cattle farming continues to expand in the Amazon and Congo basins, where temperatures are on track to rise more quickly than the global average. If greenhouse gases are curbed sufficiently — including by cutting the use of fossil fuels and by limiting the expansion of cattle farming — the number of cows suffering could be reduced by half in Asia and by four-fifths in Africa, the study says. In the near term, overheated cows can be helped by providing them with access to shade and fans, and feeding them earlier in the day.
